India, European Union Joint Declaration Against International Terrorism

On November 23, 2001 India and the European Union (EU) signed a joint declaration against international terrorism. The resolution reaffirmed the central role of the United Nations in the efforts of the international community in the struggle against terrorism and called for an early adoption of the draft Comprehensive Convention on International terrorism and the Conventions for the Suppression of acts of Nuclear Terrorism. Full text of the declaration is reproduced below.

India and the European Union affirm that international terrorism is a threat to peace and security. It constitutes a challenge to all States and the entire humanity and a grave violation of human rights. Given their tolerant character, open, democratic and multicultural societies are specially vulnerable to terrorist attacks. The struggle against terrorism is not against any community or faith.

2. All States have a responsibility to refrain from providing moral, material or diplomatic support to acts of terrorism, and prevent the use of their territory for sponsoring terrorist acts against other States. India and the European Union support the adoption on the basis of international law of decisive measures against all States, individuals, and entities, which render support, harbour, finance, instigate or train terrorists or promote terrorism. There can be no religious ethnic, ideological or any other justification of terrorism. We support the fight against international terrorism, wherever it occurs and regardless of its motives.

3. It is necessary that all States cooperate through all lawful means to prevent and suppress the financing of acts of terrorism in their territories.

4. We welcome UNSCR 1373 which provides an important framework for international action against terrorism. We are committed to fully implement this resolution.

5. India and the European Union reaffirm the central role of the United Nations in the efforts of the international community in the struggle against terrorism. They agree that such a struggle must be conducted in observance of human rights and the rule of law, which it aims to safeguard and strengthen.

6. They call for an early adoption of the draft Comprehensive Convention on International Terrorism and the Convention for the Suppression of acts of Nuclear Terrorism. Adoption and implementation of these Conventions as well as all other UN conventions would assist in strengthening the international legal basis for effectively combating the global menace of terrorism.
