11 militant outfits of the North East have jointly given a call to boycott the Republic Day (January 26) and to observe a general strike.

In a joint statement, CorCom, an umbrella organization of Manipur-based militant groups, ULFA-I, NDFB-IKS,NLFT,KLO and HNLC have called upon the people of the region to boycott the Republic Day to fight together against the "colonial rule" of India. CorCom consists of KCP, KYKL, PREPAK, PREPAK-Pro, PLA and UNLF.

In a statement emailed to the media by ULFA-I's 'assistant publicity secretary' Arunoday Asom, the outfit claimed that Saikia had committed suicide. She had reportedly gone missing from an ULFA camp at an undisclosed place on January 5 and her body was recovered about 3 kilometers from the camp on January 19, the mailed statement stated.

In the past four years, militants called for 18 Assam bandh (general strike. In 2013 nine such bandhs were called, followed by four, three and two bandhs in 2011, 2010 and 2012 respectively. Out of 18, the ULFA had called for seven such bandhs.

Number of local bandhs called by militants stood at 75 (2010), 85 (2011), 79 (2012) and 113 (2013). The KPLT, a militant outfit operating from Karbi Anglong, has called the highest number (nine) of local bandhs during this period.

Police arrested two suspected ULFA cadres from Ganeshghat in Tezpur town of Sonitpur District on charges of collecting ransom from a panchayat (village level local self Government institution) member. The two cadres were identified as Pranjal Bharali and Rakesh Sarmah. Police recovered INR 15,000 which was paid by the panchayat member.

The BSF handed over to the BGB a list of 66 terror camps in Bangladesh of militants operating in India's Northeast. Camps of HNLC, ULFA, NDFB, PLA and a few other groups were operating in districts like Mymensingh, Maulvibazar and Rangamati. IG BSF Sudhir Kumar Srivastava said, "The number of these camps has decreased." Some of the camps had now been shifted towards Myanmar due to pressure from Bangladesh authorities.

ULFA-I 'commander in chief' Paresh Barua has expressed his gratitude to NSCN-K, CorCom of Manipur, KLO, NDFB and other "brotherly organizations" for their cooperation and help extended to the ULFA over the years.On the occasion of its 'army day,' (March 16) the ULFA 'commander-in-chief' has called upon senior leaders of the outfit "not to encourage in negative thinking and instead try to boost the morale of the cadres who are fighting the enemy valiantly in the field."

The ULFA-I asked its members to re-strengthen the outfit. The outfit fears that certain members are still in close nexus with the security forces and constantly working to make dents in the outfit adds the report. At least eight ULFA-I cadres, including its 'commander' Partha Gogoi, were executed on the instructions of the ULFA-I's 'commander-in-chief', Paresh Baruah, for 'conspiring with Police and Security Forces to engineer a mass surrender of cadres in the last four months.

Representatives of NSCN-K, ULFA-I, NDFB-IKS and the Manipur-based PLA will participate in the deliberations for creation of an umbrella organisation in Taga of Sagaing division in north-western Myanmar on March 20. The meeting is likely to be convened by NSCN-K 'chairman' S.S. Khaplang, an influential leader in parts of northern Myanmar. However, it is going to be ULFA-I 'commander-in-chief' Paresh Baruah who will be the main operator in the group.

SFs intercepted a vehicle and arrested four persons, identified as Ramen Gogoi, Kulen Basa, Bitupan Barua and Arup Chutia, on NH-37 at Tiloinagar in Moran town of Dibrugarh District. Bitupan and Arup are former ULFA militants. SFs also recovered an AK-81 rifle, two magazines, a 7.65 pistol, three phones and four SIM cards from them.

The SULFA Coordination Committee alleged that KMSS president Akhil Gogoi has links with the CPI-Maoist outfit and also had received training from the outfit in Jharkhand along with four other KMSS members in 2009. At a press conference, functionaries of the coordination committee claimed that they have evidence to prove this. The ruling Congress party said that there should be an inquiry regarding the alleged links of KMSS leader Akhil Gogoi with the Maoists.

The All Assam SULFA Coordination Committee has urged its members across the State to cast 'conscience votes' in the Lok Sabha polls. The former militants' forum has asked its members to scrutinize the local candidates well and back those who would rehabilitate them and help them get jobs. Bijoy Hazarika, general secretary of the committee alleged that the Government has particularly discriminated a section of former ULFA rebels.

The 45-year-old rebel leader, who had joined ULFA in 1990, had been part of the ULFA-PTF led by Arabinda Rajkhowa in 2010 but was expelled in March this year after he decided to contest the polls.

According to the reports, the ULFA-I is facing severe financial crunch, which has made the outfit desperate to indulge in acts of violence to make its presence felt. Security sources said that the militant outfit is finding it difficult even to run its camps in Myanmar due to paucity of funds. There are times that the senior leaders of the outfit even find it difficult to make payments for procuring rice. In the face of threats of rebellion from the cadres, the leaders of the ULFA-I are desperate to boost its coffers and there have been attempts by them to launch an extortion drive. Sources also added that ULFA-I is also not in a position to send its own cadres to serve demand notes and they mostly send couriers to deliver such letters. The report concludes that the situation has now totally changed and there have been instances of people simply ignoring the demand notes of the outfit.
