On
the occasion of India's 67th Republic Day, a complete shutdown
was observed in Jammu and Kashmir as the valley was swathed in
a blanket of heavy security. The shut down call was given by Hardline
APHC Chief Syed Ali Shah Geelani as he had asked the people of
the valley to observe 26th January as a 'black day' and observe
a complete shutdown.

Moderate APHC said that both India and Pakistan
need to engage in "serious" and "result-oriented talks" to settle
all issues pending for decades, including Kashmir, and hoped that
the composite dialogue announced during Foreign Secretary-level
talks will be a "milestone" in realising this dream. After meeting
with Pakistan High Commissioner Abdul Basit in New Delhi, APHC
chairman Mirwaiz Umar Farooq told reporters, "We have time and
again demonstrated that we are not against talks between the two
countries and in fact we sincerely believe that dialogue is the
only mechanism with which the two countries can solve all issues."

The authorities disallowed heads of the APHC factions,
Syed Ali Shah Geelani and Mirwaiz Umar Farooq, to attend congregational
prayers, sparking stone-pelting near Jamia Masjid in Srinagar.
Mirwaiz, who is also head priest of the Valley, said the pressure
tactics and confinement will not help to address the larger problem.
"I was stopped from addressing the Friday congregational gathering
at the historic Jamia Masjid in Srinagar for the second consecutive
Friday. My residence has practically been converted into a jail,"
said Mirwaiz, who claimed he is under house arrest for 11 days
now. "As long as the Kashmir issue remains unresolved, the situation
in the subcontinent will never change for the good. Aggressive
attitude and curbs on religious freedom is only aimed at muzzling
the voice raised from the pulpit of Jamia Masjid," alleged the
Mirwaiz. Scores of youths hurled stones at SFs immediately after
the Friday prayers at the Jamia Masjid in Srinagar's old city.
The SFs contained the situation by chasing them away.

Mirwaiz Umar Farooq, chairman of APHC-M, welcomed
the nod given by MoS for External Affairs, for Hurriyat-Pakistan
meeting and urged Centre to re-visit the policy of former Prime
Minister Atal Bihari Vajpayee vis-a-vis Jammu and Kashmir. "We
will say better late than never. I think the Government of India
has realized that the red lines drawn by it neither works in politics
nor in diplomacy. They have to accept this reality besides being
the issue of India and Pakistan it is the basic issue of the people
of Jammu and Kashmir," Mirwaiz said during a press conference
in Srinagar.

Mirwaiz Umar Farooq led APHC-M, led a large rally
on the eve of the assassination anniversary of Molvi Mohammad
Farooq, in Old City in Srinagar after Friday prayers. Soon after
the Friday prayers were over, Mirwaiz took out a rally from historical
Jamia Masjid in Nowhatta which was attended by large number of
people and his party workers. The rally passed through Gojwara,
Islamia College and concluded at Hawal where Mirwaiz attended
the flag raising ceremony of his party and paid respects to his
father and other people killed on May 21, 1990. Though the rally
remained peaceful but some youths waved flags of IS and LeT. Shortly
after the conclusion of rally, hundreds of youths resorted to
heavy stone-pelting on SFs at Saraf Kadal ensuing clashes between
the two sides. The Police retaliated by firing dozens of teargas
shells and pepper grenades but the stone-throwers re-grouped and
continued throwing stones.

A shutdown was observed in Kashmir valley against
the proposal of State Government to establish separate colonies
for migrant Pandits and retired Sainiks. Most of the shops, commercial
establishments, educational institutes and petrol pumps remained
closed in the summer capital here while public transport largely
remained off the roads. However, private vehicles plied normally.
The call for shutdown was given jointly by both the factions of
APHC and JKLF. The Police and paramilitary CRPF personnel were
deployed in sensitive parts of Srinagar city, an official said.
However, no untoward incident occurred during the shutdown. The
Police had additionally detained JKLF chairman Yasin Malik on
May 25, and house arrested other separatist leaders including
Mirwaiz Umar Farooq and Syed Ali Shah Geelani. The separatists
have also called for protests on May 27, against the proposals
of Pandit and Sainik colonies. The shutdown was also observed
in all other parts of the Valley including south and north Kashmir
Districts but the situation remained peaceful and there was no
major incident of law and order violation.

Asking people to attend the funeral procession
of Burhan, chairman APHC-G, Syed Ali Shah Geelani, called for
complete shutdown on July 9. The shutdown was also called by Mirwaiz
Omar Farooq of APHC-M and JKLF chairman Mohammad Yasin Malik.
As precautionary measures authorities have put several separatist
leaders including Geelani, Mirwaiz and Malik under house arrest.

Government announced to continue curfew like restrictions
across Kashmir valley for July 16, after separatists called for
strike and fresh protests. The curfew was announced soon after
the separatists called for three day strike and protests in Kashmir
over the killings of protesters. A joint statement issued by APHC
leaders, Syed Ali Shah Geelani, Mirwaiz Umar Farooq and JKLF chairman
Mohammad Yasin Malik, said that they have extended protests and
complete shutdown for next 72 hours starting from July 16 morning
till July 18 evening.

The separatists have meanwhile extended the strike
across Kashmir against the killing in the protests till July 22.
A joint statement issued in Srinagar, by the Chairmen of both
the factions of APHC - Geelani-led APHC-G and Mirwaiz-led APHC-M,
and JKLF chairman Yasin Malik, said, "As such in continuation
with the protest program on July 19th and 20th there will be a
complete shutdown and July 20th will be observed as black day.
On 21st July, shutdown will continue till 2 pm. Again there will
be a complete shutdown on Friday, the 21st of July and post Friday
prayers peaceful protest will be held in all mosques across the
State."

The separatists extended the strike call till
July 25. In a joint statement issued by the Chairmen of both the
factions of APHC - Geelani-led APHC-G and Mirwaiz-led APHC-M and
JKLF chairman Yasin Malik said: "There would be relaxation in
shutdown on Thursday (July 21) from 2 pm till evening. Complete

Chairmen of both the factions of APHC - Geelani-led

Malik in a joint Statement, extended the strike call till July
29. The statement said that on Monday, July 25, there would be
march to Anantnag, on Tuesday, July 26, complete shutdown would
be observed till 2 pm after which there will be a relaxation so
that people are able to purchase essential commodities and in
the evening between 8 pm and 9 pm complete blackout will be observed.
"On Wednesday, July 27, they have called for Kulgam march. On
Thursday July 28, a complete shutdown and peaceful protests and
in the evening between 8 pm and 9 pm complete blackout will be
observed .On Friday July 29, people have been asked to observe

Police foiled 'Anantnag march' of separatists'
by arresting Chairmen of both the factions of APHC - Geelani-led
APHC-G and Mirwaiz-led APHC-M. The separatists had called for
the march against the killing of more than 16 'protestors' in
Anantnag in violence in the aftermath of killing of HM 'commander'
Burhan Wani on July 8, 2016. Police in the afternoon detained
APHC-G Chairman Syed Ali Shah Geelani outside his residence at
Hyderpora when he tried to take out a protest march to Anantnag.
Police also detained APHC-M Chairman Mirwaiz Umar Farooq when
he tried to defy restrictions and march towards Anantnag from
his residence in Nageen.

Government re-imposed curfew in parts of Srinagar
after massive protests broke out in the city on July 26, following
lifting of curfew that remained in force since the killing of
HM 'commander', Burhan Wani on July 8. Police detained chairmen
of both the factions of APHC after they tried to carry out a protest
march to Kulgam District. Police detained Geelani-led APHC-G chairman
Syed Ali Shah Geelani outside his residence at Hyderpora when
he tried to carry out protest march to Kulgam in South Kashmir
and shifted to Humhama Police Station. Mirwaiz-led APHC-M, Mirwaiz
Umar Farooq was also detained and taken into custody as he tried
to carry out a protest march to Kulgam.

Over 130 persons, including 50 Police and SF personnel,
were injured in clashes that broke out across Kashmir amid strict
curfew in Srinagar city and other major towns of the Valley as
Police and SFs foiled separatist march to Srinagar's Jamia Masjid.
Separatists had asked people to march towards Jamia Masjid in
old city's Nowhatta area, but authorities imposed strict curfew
in Srinagar city and major towns of Kashmir valley. Police detained
separatist leaders Syed Ali Shah Geelani and Mirwaiz Omar Farooq
as they tried to take out protest marches towards Jamia Masjid
from their residences in Hyderpora and Nageen respectively.

The APHC-G chairman Syed Ali Shah Geelani and
APHC-M chairman Mirwaiz Umar Farooq held sit-in outside their
respective residences in Hyderpora and Nageen in Srinagar. Reports
of such sit-ins by people were also received from several parts
of the Valley. A Police spokesman said that 15 incidents of stone
pelting were reported across the Valley. "These incidents were
reported from Srinagar, Kulgam, Sopore, Shopian, Ganderbal, Bandipora,
Budgam and Awantipora", he said. The spokesman said that 40 Police
and SF personnel and 12 people were injured in these clashes.

Police foiled separatist march to UNMOGIP office
in Srinagar by imposing strict curfew and detained APHC leaders
who were trying to lead protest marches. Authorities imposed strict
curfew and shut down all roads leading to UN office in Srinagar
to foil the UN march called by separatists' leaders. The chairman
of APHC-G, Syed Ali Shah Geelani and the chairman of APHC-M, Mirwaiz
Umar Farooq were detained by Police outside their residences in
Hyderpora and Nageen respectively when they attempted to march
towards the UN Military Observers Group in Indian and Pakistan
office at Sonwar in Srinagar.

Mirwaiz Umar Farooq, chairman of APHC-M issued
a call for help from Pope Francis in the Vatican, the Dalai Lama,
the Imam of Kaba, the Shankaracharyas and ambassadors of various
countries in New Delhi, as well as the UN, the EU and Organisation
of Islamic Cooperation regarding "the urgent and grave situation"
in J&K. In a letter, Mirwaiz wrote, "The Hurriyat believes that
a war is being waged against us by the 'democratic' Indian state,
in total violation of all democratic norms. The security machinery
of India has embarked upon the strategy of ruthlessly crushing
us and our resistance."

In Srinagar to foil Eidgah march, authorities
sealed all the roads leading to Eidgah area and continued with
strict curfew across Srinagar and more-strictly in Old City by
deploying thousands of Police and CRPF personnel. Curfew continued
in Batamaloo and Maisuma areas of Civil Lines. Due to stringent
curfew, the Friday congregational prayers at Jamia Masjid could
not be offered. Despite rains and curfew, hundreds of people took
to streets at Dalgate area of Srinagar and tried to march towards
Eidgah. The protests were also reported from several parts of
the city. However, Police and CRPF deployed at these places foiled
them. Police detained APHC-G chairman Syed Ali Shah Geelani and
chairman of APHC-M, Mirwaiz Umar Farooq who tried to march towards
Eidgah by defying house arrests. Mirwaiz who was lodged in Nageen
was shifted to Chesmashahi later in the evening. This is for the
first time Mirwaiz has been arrested.

In a bid to break the cycle of violence in Jammu
and Kashmir, central agencies have identified 400 local leaders
fuelling protests and shared their names with the State Police
for an immediate crackdown, including detention under the Public
Safety Act. Intelligence officials said the list included overground
workers of HM and other terrorist outfits, besides local-level
functionaries of TeH, the APHC-G of Syed Ali Shah Geelani, and
JeI. "These are primarily local leaders who have been mobilising
children as young as 10-12, besides teenagers, to come on the
streets and indulge in stone-pelting. Many are overground workers
from villages in south Kashmir who shelter terrorists and help
with logistics," an officer of the central security establishment
said. Action against these core protesters is deemed necessary
as similar tactics had helped control street protests and stone
pelting in 2010 after a case of fake encounter deaths for which
seven Army personnel were convicted.

A day ahead of the all-party delegation visit
to Jammu & Kashmir, CM Mehbooba Mufti, invited separatists for
talks to resolve the Kashmir conflict. Reaching out formally to
the separatists through a letter, Mehbooba asked JKLF, the three
APHC factions, National Front and JeI to engage with the 30 member
all-party delegation, who she said represented both the Government
and the people of India. Mehbooba, however, underlined that she
was inviting them for talks as the president of PDP. "My party
has always believed that the Hurriyat Conference is a stakeholder
in the peace... and prosperity of the state," she wrote, hoping
that the separatists would accept her offer and "indicate a time
and place" of their "convenience for an exchange of ideas with
the delegation."

Authorities sealed city centre Lal Chowk to foil
protest march by separatists even as curfew, restrictions and
shutdown paralysed life in Kashmir for 84th day. Authorities sealed
Lal Chowk and imposed curfew and restrictions in Srinagar to foil
the protest march called by the separatist leaders of the APHC
Syed Ali Shah Geelani, Mirwaiz Molvi Umar Farooq and Mohammad
Yasin Malik. Lal Chowk and its adjoining areas were sealed last
night and Police and Para- Military Forces were patrolling the
areas to foil separatist march. The old city areas were also sealed
with concertina wires and mobile bunkers were put at vantage points
to prevent movement of people and traffic.

Clashes erupted when Police and CRPF personnel
raided house of APHC leader Mohammad Yousuf Falahi in Chitragam
village in Shopian District. Hundreds of people came out of their
homes to protest against the raid and Police fired teargas and
pellets to disperse off the protestors. Falahi has been holding
and addressing protest rallies ever since July and is on the run
because of the Police raids. Protests and stone pelting was also
reported from Mulu village in Shopian where few protesters were
injured in SFs action. Clashes erupted in Tahab village of Pulwama
in south Kashmir after SFs arrested three people on charges of
stone pelting. SFs fired teargas to foil the protests.

Chairman of the APHC-M, Mirwaiz Umar Farooq said
the separatist leadership in Kashmir is not against any dialogue
or engagement process and asked the GoI to accept Kashmir as a
political dispute. Mirwaiz while addressing a press conference,
shortly after meeting a five-member civil society delegation led
by former Union External Affairs Minister Yashwant Sinha at his
Nigeen residence in Srinagar, said "our biggest issue is that
the Government of India wants to change the perspective or dilute
it by terming it as a law and order problem or security issue
or by talking about incentives". The moderate separatist leader
said that till Kashmir is accepted as a dispute and a process
initiated between all the parties towards a final resolution,
the uncertainty in Jammu and Kashmir, in some shape, will continue
and its impact will remain on the whole subcontinent. Mirwaiz,
who was released on October 24, from Cheshmashahi sub-jail after
being detained there since August 27, said he talked to Syed Ali
Shah Geelani - who heads APHC-G - over phone. He said that the
separatist leadership including Geelani and Yasin Malik are not
against dialogue.

The three separatist leaders who have been calling
for protests and shutdowns in Kashmir since the killing of HM
'commander' Burhan Wani on July 8, 2016, have called for a meeting
on November 8 during which they may decide respite from daily
strikes. The three leaders - Chairman of APHC-G, Syed Ali Shah
Geelani, chairman of APHC-M, Mirwaiz Molvi Umar Farooq, and chief
of JKLF, Mohammad Yasin Malik, - held a meeting at the residence
of Geelani for the first time in four months and discussed the
situation in Kashmir. These leaders have been issuing strike and
protest programmes for last four months but they met for the 'first
time'. The leaders rejected any economic package and stressed
for political resolution of Jammu and Kashmir issue.

A court Baramulla District warned an absconding
APHC-G leader of 'coercive action' if he didn't appear before
it on December 28. Judicial Magistrate, Arvind Sharma, concluded
that the warrants against Abdul Gani Bhat alias Gani Guroo,
resident of Baba Raza locality of Sopore, Baramulla District,
accused under section 25 of Police Act were issued and the said
warrants returned unexecuted. The court directed the accused Hurriyat
leader, who has been actively organizing anti-India protests,
to remain present before the court of law on December 28 or face
'coercive action' if he continues to skip the court.

SFs foiled Lal Chowk march of separatists by imposing
restrictions in the city centre and detaining leaders. The roads
leading towards Lal Chowk were sealed off by Police and CRPF by
erecting barricades and laying concertina wires. No vehicle or
pedestrian were allowed to cross these barricades that were set
up from multiple sides including Court Road, Residency Road, Amira
Kadal Bridge, Palladium Cinema and Abi Guzar. However, there were
no restrictions in any other part of the city. Apprehending protests,
large number of Police and CRPF men were deployed in Old City
areas, Maisuma and Habba Kadal. Due to tight security arrangements,
there was less movement of pedestrians and vehicles in these areas.
In view of the call for Lal Chowk march, APHC-M chairman, Mirwaiz
Umar Farooq and APHC-G chairman Syed Ali Shah Geelani were put
under house arrest at their Nigeen and Hyderpora residences respectively.
The JKLF chief, Yasin Malik, however, evaded arrest. Malik along
with dozens of JKLF activists took out a protest march from the
Dastgeer Sahab shrine and attempted to march towards Lal Chowk
but Police deployed there stopped them and whisked away Malik
and few of his supporters in a Police vehicle. The other demonstrators
were chased away by Police. Police said minor incidents of stone-pelting
were reported from Rekka Chowk Batamaloo and Noorbagh. "The stone-pelters
were dispersed by using mild force," said a Police official. He
said elsewhere the situation was peaceful and no attempt to march
towards Lal Chowk was made by anyone.

Normal life remained paralysed in Kashmir, due
to a strike called by separatists while Police detained JKLF chairman
and several of his supporters. The protest call was given by the
separatist leadership including APHC-G chairman, Syed Ali Shah
Geelani, APHC-M chairman Mirwaiz Umar Farooq and JKLF chief, Mohammad
Yasin Malik in their joint statements. People took out a protest
rally after the Friday prayers ended at Khankah Faiz Panah in
Tral area in Pulwama District. The protesters raised slogans against
Government. Police detained scores of JKLF activists along with
its chairman, Malik, after they tried to march towards Lal Chowk.
As soon as the Friday congregational prayers ended at Sarai Bala
Masjid, Malik along with scores of his activists carried out a
protest march. As soon the JKLF activists tried to march towards
Lal Chowk, Police detained him along with his activists.

Police arrested a 'wanted' leader of hardline
faction of APHC, Abdul Gani Bhat, from Sopore Town of North Kashmir's
Baramulla District. An official said Police arrested Bhat alias
Gani Guroo of Baba Raza locality of Sopore from local court in
Sopore. The official said that the Hurriyat leader, also said
to be close aide of separatist Syed Ali Shah Geelani, has been
lodged in Sopore Police Station. The arrested Hurriyat leader
was wanted as he was involved in organizing anti-India protests
since July 8 and was evading Police raids since last four months.
Several warrants were issued by a court in Baramulla against Guroo
as several cases are lodged against him.
