January 1

LeT militants shot dead two troopers of Territorial Army (TA) after abducting them in upper reaches of Bhimdassa in Gool area of Ramban District.

Army arrested a Pakistani national, suspected to be a guide of the militants, on the LoC at MSD Post near Kanga forward area of Balakote in the Mendhar sector of Poonch District.

January 2

Amidst reports that the separatists and their sympathisers were preparing for another bout of street protests in the summer of 2011, there is little likelihood of the thinning of Security Forces in the State, Government sources said, IANS reported on January 2. "There is no question of taking any chances at this stage; we will have to go by security considerations and not by the political thinking of the groups," said an unnamed senior officer who attended a meeting of the Union Home Ministry in New Delhi.

The State is preparing for a crowd control system. "We are going to shift to non-lethal means," Director General of Police Kuldeep Khoda told Police officers at a meeting in Jammu last week.

Chief spokesman of Hurriyat Conference Prof. Abdul Gani Bhat said that "our own people" killed Mirwaiz Mohammad Farooq, Abdul Gani Lone, and academicians like Abdul Ahad Wani. Professor Bhat, at a seminar organised by the JKLF in Srinagar to pay tributes to one of its ideologues, Professor Wani, had said: "Lone sahib, Mirwaiz [Mohammad] Farooq, and Professor Wani were not killed by the Army or the police. They were targeted by our own people. The story is a long one, but we have to tell the truth."

January 3

A total of 7,031 civilians and Security Force personnel have lost their lives due to violence in Jammu and Kashmir (J&K) in the last 10 years, Daily Excelsior reported on January 3. "4,812 civilians and 2,219 Security Force personnel have lost their lives since 2001 to August 2010 in Jammu and Kashmir," the Union Home Ministry said in reply to a Right to Information (RTI) query.

Troops of Rashtriya Rifles continued massive search operations in Bhimdassa and its surrounding areas of Kheori Kund and Bhatpora in Ramban District to track down LeT militant Abu Moosa and his associates involved in the killing of two jawans of Territorial Army.

Army personnel foiled an infiltration attempt at the LoC in Krishna Ghati sector in Poonch District.

A joint team of Territorial Army and Police neutralised a hideout of the militants in Keri forest area of Kalakote in Rajouri District.

DGP Kuldeep Khoda said that five out of 10 Districts of Jammu region were completely free of militancy while in other Districts the militancy has sharply declined even as he announced that five special battalions of Police will be ready during next two months to meet the law and order situation and take up the challenge posed by stone throwers in future.

Nearly half a dozen women harbourers of the militants have surfaced in Doda District following sustained questioning of arrested HM ‘divisional commanders’ Ghulam Nabi Sheikh alias Javaid Qureshi and Jameel Ahmed alias Nissar Qureshi, Daily Excelsior reported on January 3. More than 30 Over Ground Workers (OGWs) have also figured in the interrogation of the two militants, who were arrested in December in Dehradun (Uttaranchal) and Kangra (Himachal Pradesh) respectively and now have been shifted to Doda.

January 4-5

An unidentified youth was shot dead during an ambush by Army troops in Kupwara, officials said on January 5. "Troops of 18 Rashtriya Rifles had laid an ambush in the forest area of Warnav in Lolab, 120 kms from here, last night [January 4]. They noticed some suspicious movement and opened fire, resulting in the death of the youth," said Deputy Inspector General of Police, North Kashmir, Muneer Ahmad Khan. He said the Army reported the matter to police and efforts were being made to identify the deceased youth. "We called residents from nearby villages but no one has identified the deceased so far," Khan added. The officer said investigations are going on to ascertain the reasons for the presence of the youth in the area at the time of the incident which took place at 9:30pm.

January 6

Accusing separatists of adopting double standards on dialogue for the resolution of Jammu and Kashmir issue, Chief Minister Omar Abdullah asked them to hold talks with the Centre's interlocutors, saying the panel is not bound by redlines. "I am surprised that the separatists can talk to Parliamentarians, who have taken oath of Indian constitution and treat Kashmir as an integral part of the country. What is the harm in talking to the interlocutors, who have no boundaries or redlines," Omar said.

January 7

The SFs recovered a powerful 10 kilograms of IED and five grenades besides other arms and ammunition during a search operation at Koteranka in Rajouri District.

A woman Over Ground Worker (OGW) of the HM, identified as Yasmeena Banoo, was arrested by Police along arms and ammunition at village Sirwal in the Marmat area of Doda District.

January 8

SFs neutralised a militant hideout and recovered some ammunition and explosives in Poonch District.

January 10

Police arrested three persons and seized a huge cache of arms and ammunition, including an anti-tank mine which they were planning to supply to militants, in Uri area of Baramulla District.

The SFs arrested an OGW in Gool area of Ramban District.

Accusing the Centre of pushing the youth in Jammu and Kashmir to wall, the All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani advised the youth against taking up arms and called for peaceful means to take the ongoing "freedom struggle" to its logical conclusion.

Geelani has also called for a state-wide shutdown on January 15 against the ‘arrests of youth and human rights violations’, adds Times of India. "I urge people to observe a complete bandh on Jan 15," Geelani said.

January 11

SFs arrested two OGWs of (HM, including an employee of PHE Department in Ramban.

Sources said the OGWs were being questioned to ascertain the hideouts of Abu Moosa, who was instrumental in the killing of two Territorial Army personnel at Bhimdassa in Gool on January 1.

January 12

Army recovered three 28 kilograms of weight improvised explosive devices (IEDs) and a large quantity of other explosive material besides Pakistan made medicines from Kandi in the Kotranka area of Rajouri District.

Another consignment of arms and ammunition was seized in Khet area of Sabjian in the Poonch District. Recoveries include one AK-74 rifle, two magazines, two Chinese grenades, eight hand grenades, 65 AK rounds, 27 used rounds, one antenna, one pouch, two detonators with wire, one battery charger and a medicines kit.

Police arrested four persons, including two Kashmiri youths and two Bengali boys, for their suspected militant connections and recovered INR 1.5 lakh fake currency from their possession, which they had smuggled from Pakistan.

January 12-13

Another infiltration attempt was foiled by Army on the Line of Control (LoC) at Shahpur in the Kerni area of Poonch District in the night of January 12. Official sources said Pakistan Army started firing from their forward positions at 11.30pm opposite Shahpur in a bid to give cover to a group of five to six militants trying to infiltrate into Indian territory from Pakistan occupied Kashmir (PoK). The Indian troops retaliated and neutralized the intruders. Sources said a heavy exchange of firing from both sides continued till 6am on January 13. An Army trooper was injured in firing by Pakistan Army. A couple of infiltrators were also reported to have been injured in retaliatory firing by the Indian troops but they managed to escape back. This is the second cease-fire violation by Pakistani troops IN 2011.

January 13

A militant was killed as the Security Forces (SFs) foiled an infiltration bid by the militants in the Keri sector of Rajouri District on January 13, reports Daily Excelsior.

The SFs detected and later defused an IED kept under a culvert at Mankote on Jammu-Poonch road via Mendhar in Poonch District. Some local militants of Hizb-ul-Mujahideen (HM) were reported to have planted the IED on the road.

Three alleged (OGWs of militants were arrested in Ganderbal District, Police said. The three arrested persons, identified as Gulzar Ahmad Khatana, Mohammad Shafi Banya and Abdul Khaliq, were arrested for providing logistic support and SIM cards to Mushtaq Ahmad Khan, a top militant, who is involved in 25 civilian killings in the area.

Chief Minister Omar Abdullah said the unrests that rocked the Kashmir valley every summer for the past three years will not be allowed to be repeated in 2011 and any attempt to disturb peace will be defeated.

Director General of Police Kuldeep Khoda said that in 2010 the State recorded the lowest ever militancy-related incidents in the last 21 years.

January 14

The Union Home Secretary G. K. Pillai said that Union Government is panning to reduce the presence of paramilitary forces in populated areas of Jammu and Kashmir (J&K) by 25 percent over the next 12 months as a CBM.

Army chief General V. K. Singh, later in the day, said although he was unaware of the Ministry of Home Affairs plan to reduce paramilitary presence in J&K, he was sure any such step would be taken after discussions in the Unified Command Head Quarters operating in the State.

The HM ‘chief’ Syed Salahuddin has said frequent strikes and shutdowns diluted the summer agitation in Kashmir.

Police arrested one person from Baramulla District and recovered fake Indian currency notes (FICN) from him

January 16

The Security Forces recovered a consignment of explosive devices and ammunition from village Gadyog under the jurisdiction of Budhal Police Station in Rajouri District.

Police arrested a top ‘commander’ of HM from the city centre at Lal Chowk in Srinagar.

Security agencies have sounded a 'high-alert' in Kashmir following intelligence inputs that militants may mark their presence on the eve of Republic Day [January 26].

General Officer Commanding-in-Chief, Northern Command, Lieutenant General K. T. Parnaik has said that time was not right to go for 25 per cent reduction in troops in Jammu and Kashmir.

While referring to the Armed Forces Special Powers Act in Jammu and Kashmir, General Parnaik said Army was working under pressing and adverse situation in Jammu and Kashmir. For performing under such difficult situation, the Armed Forces Special Powers Act was very essential.

January 17

Inspector General (IG) of CRPF, Jammu Sector, Dinesh Kumar, said that no directions have been received from the Force Headquarters (Delhi) or the Union Home Ministry regarding pull out of CRPF battalions from J&K State.

When asked about any earlier move regarding pull out of some companies or battalions, the IG said about 40 per cent of the total CRPF force (nearly 80 Battalions), have been deployed in J&K out of the total 216 in the country. Some time back, there was demand of 10 battalions of the Force in Naxal [Left Wing Extremism] hit States including Jharkhand and Chhattisgarh. It was then proposed to withdraw some battalions from here. Thereafter, the decision was reviewed and no such proposal came here.

Continuing its crackdown on the Facebook users, who instigate violence in Kashmir, Police arrested a class 12th student for being involved in the online protests.

Pakistan has pumped FICN worth several crores in Jammu and Kashmir, New Delhi and Bangalore through Bangladesh-West Bengal border using a number of fresh recruit of J&K, Bihar, West Bengal and other parts of the country.

January 18

Security Forces neutralised a hideout of the militants in the Thanole forests area of Reasi District and recovered a consignment of explosives and ammunition. Recoveries made from the hideout included two kilograms of RDX, one IED, 150 AK rounds, five RPF rounds and 10 cells.

Police arrested a dismissed Police Constable for his alleged links with HM 'divisional commander' Javaid Qureshi, who was arrested in December month from Dehradun in Uttaranchal.

January 19

Police arrested a woman militant and a Police Constable for their 'close links' with arrested HM 'divisional commander' Ghulam Nabi Sheikh alias Javaid Qureshi in two separate search operations conducted at Jammu and Doda. The woman militant, identified as Kulsooma Begum Wife of one Tariq Ahmed Sheikh, a resident of Labbar in the Marmat area of Doda District, was arrested from the premises of GMC in Jammu where she had come for treatment after remaining in hibernation for past more than a month.

The Police Constable Satish Kumar alias Doctor was arrested from Doda for supplying arms and ammunition to the militants especially Javaid Qureshi.

Chief Minister Omar Abdullah rubbished the perception that stone-pelters on Srinagar streets in 2010 summer were well-to-do, educated youth, saying a Government survey had proved they were jobless men from poor and mostly illiterate families. He, however, conceded that there might have been some educated youth involved as well with some economic opportunities as an incentive. The stone-throwers weren't driven by alienation alone and the unrest had no correlation to militancy, he said.

On troops cut he said that the State Government is ready to put in more than 5,000 locally-recruited Policemen, trained as commandos, to tackle possible separatist protests like the ones seen in 2010, and fill the void that will be created when the Centre pulls out paramilitary forces from the Valley and parts of Jammu. In fact, nearly 40,000 personnel (both from Army and paramilitary) had been relocated from populated areas in the State in 2009 when there was a period of calm. They all had to move in again after street violence erupted in 2010. Removal of bunkers, revoking the operation of Disturbed Areas Act from some urban areas and recruitment of local youths in State Police, paramilitary forces and Army are some of the other measures that are at different stages of implementation.

Asked about his Government's stand on the Armed Forces Special Powers Act (AFSPA), Omar said "it is not a mere political cry for my Government. It is a reflection of the sentiments of people who want to get rid of the laws that were imposed two decades back when the situation was abnormal", adds Daily Excelsior. Favouring amendments AFSPA or its removal from some areas of the State, Omar said, "As the semblance of normalcy was visible on the ground we have already starting reducing the number of boots on the ground. Dismantling of some bunkers from city and adjoining areas was the first step in the process and we hope to continue until we reach a level where the visible presence is greatly reduced at least."

The Interlocutors on Jammu and Kashmir expressed confidence that the Army will soon be on same page (of the Union Home Ministry and State Government) on the question of troops withdrawal in the State paving the way for reduction of Security Forces in the Kashmir valley.

January 21

An infiltrator was killed while two others managed to escape to Pakistan after a heavy exchange of firing on the International Border (IB) in Paragwal sector of Akhnoor tehsil (revenue unit) in Jammu District.

A female cadre of the militant outfit HM was arrested by the Police in Doda District of Jammu. The militant, identified as Ruksana Begum along with an accomplice Farooq Ahmed were arrested from the District Hospital in Doda while they were about to extort 50,000 INR as `terror fund' from a Block Development Officer (BDO). Two more members of the outfit, who were extorting money from Government officials, contractors and other influential persons, are currently absconding.

Defence Minister A. K. Antony categorically ruled out any further troop cut in Jammu and Kashmir on the ground that Defence Ministry had already reduced nearly 30,000 troops in the State.

The team of Interlocutors, appointed by the Government in October 2010 to find a political settlement to Kashmir, said most of the people they met were not concerned about implementation of the UN resolutions and division of the State along ethnic or religious lines but felt people's empowerment can address the vexed issue.

January 22

Militants fired upon Harni Police Post and an Army patrol at Achhad in the Mendhar area of Poonch District. Police and Army personnel retaliated after which the militants escaped. No casualties were reported on either side.

January 23

The SFs recovered one pistol, 538 AK rounds and two RPGs from village Saqrawat in Rajouri District.

The SFs arrested a woman Over Ground Worker of HM in Zabafara village area of Ramban District. The arrestee, identified as Shamima Begum (30), is the wife of top HM militant Ghulam Qadir Malik.

A close associate of APHC-G chairman Syed Ali Shah Geelani was arrested in connection with an alleged Hawala (illegal money transfer) racket. "Ghulam Mohammad Bhat, who has been a financier of disruptive activities, has been arrested," Inspector General of Police (Kashmir) S M Sahai said, adding, INR 21 lakh were recovered from Bhat's possession at the time of his arrest from his Hyderpora residence on January 22. Bhat was injured in a scuffle between Police and his family who tried to resist his arrest. Two other persons -- one hailing from Kupwara and another from Sopore in Baramulla District -- have also been arrested in connection with the case.

January 24

Panic gripped Sopore Township in Baramulla District following a brief exchange of fire between two militants and Police.

Police arrested a woman courier, Nighat Siddiqui (45), who was carrying INR 3 lakh for LeT militants, from the Eidgah area of Srinagar city. She was also carrying one leaf of LeT letter head at the time of the arrest.

Inspector General of BSF, Kashmir frontier, Baljit Singh said that troops guarding the LoC remained on high alert to foil any infiltration attempt by militants waiting near the border. About the exact number of militants operating in the Kashmir valley, he said nothing can be said for sure. But there could be around 250 to 300, he said adding nobody has done exact head count.

January 26

A close associate of APHC-G Chairman Syed Ali Shah Geelani arrested in connection with an alleged Hawala (illegal money transfer) racket was remanded in the custody of Delhi Police for 10 days.

Chief Minister Omar Abdullah called for utilizing present conducive atmosphere of dialogue in a positive manner to address political issues of Jammu and Kashmir politically.

January 27

Pakistan Rangers fired upon a bullet proof vehicle of BSF at forward village of Khwara in Samba sector. The firing was immediately retaliated by the BSF troopers. There were no casualties on the BSF side during the firing though a couple of bullets directly hit the vehicle.

Police recovered a consignment of arms and ammunition from Rattu Pani and Pallni areas of Marmat in Doda District on the disclosures of arrested HM ‘divisional commander’ Jameel Ahmed alias Naseer Qureshi.

Police arrested a self-styled ‘financial commander’ and coordinator of HM, identified as Ali Mohammad Naik, on Sathoora road near Tral in Pulwama District.

Police detained three teenaged boys, who wanted to join militancy, in Kulgam District but let them off after counseling in view of their young age.

Army Chief General V K Singh describing the prevailing security situation in Jammu and Kashmir said though the scenario has improved, there was no question of withdrawing Army troops from there.

January 28

The three hawala (illegal money transfer) conduits, including Ghulam Mohammad Bhat, a close associate of APHC-G chairman Syed Ali Shah Geelani, who were arrested on January 23 by Srinagar Police and Delhi Police's special cell from Srinagar along with INR 21 lakh made a revelation that this money was being sent to Jammu & Kashmir via Delhi by the ISI, Pakistan’s external intelligence agency, for stone-pelters, to deliberately create unrest in the valley. The money is being routed to J&K from Pakistan through a Delhi-based hawala dealer, who is yet to be arrested.

January 30

The Task Forces constituted to assess special developmental needs of Jammu and Ladakh regions, are going to submit their interim reports to the Union Home Ministry by middle of February.

The APHC-G chairman Syed Ali Shah Geelani said a political solution was the only way out to resolve the Kashmir problem.

The militancy affected people from Jammu region have decided to stand united and formed new body under the banner "Tehreek-e-Insaf Jammu Province" and elected its office bearers.

January 31

Three LeT militants, including a Pakistani, shot dead two sisters, Arifa and Akhtar, daughters of Ghulam Nabi Dar, after dragging them out of their house at Muslim Peer in Sopore town of Baramulla District.

The Jammu & Kashmir Government has abandoned the INR 740 crore integrated watershed development project after the World Bank sought a disclaimer from the Union Government that the aid plan would not recognize India's territorial claim over the State.

February 1

Sopore Superintendent of Police (SP) Altaf Khan said that the Police have identified the killers of two sisters, Arifa and Akhtar, who were, as reported earlier, killed on January 31 in Sopore in Baramulla District. Of the three militants two identified as local militants Muzaffar Naiko and Wasim Gania — students of a madrassa (seminary) in Muslim Peer locality in Sopore. Another militant was a suspected Lashkar-e-Taiba (LeT) cadre. "There are around 13 madrassas in Sopore and the Government is aware of their existence. We'd informed the authorities about their indoctrination but nothing was done about it," said an unnamed Police officer. SP Altaf Khan said these madrassas are breeding grounds for militants, adding, "We have strong inputs that these are run by the Lashkar."

A HM overground worker, Fayaz Ahmad Wani, a resident of Pattan in Baramulla District, who allegedly raised and distributed INR 70,000 among Kashmiri stone-pelters, was arrested by the Baramulla.

Chief Minister Omar Abdullah emphasised that "political solutions for the problems besetting" the State have to be worked out on a pragmatic basis.

February 2

Militants attacked the house of former Pradesh Congress Committee (PCC) president Ghulam Rasool Kar and a roadside CRPF bunker in Sopore in Baramulla District. Official sources said militants lobbed hand grenade towards the heavily guarded house of former PCC president Ghulam Rasool Kar at Sopore. The grenade missed the intended target and exploded on the road. The sources said another grenade was hurled towards a roadside bunker of CRPF in the town which exploded without. However, no casualties were reported in both the incidents.

A HM militant, identified as Ghulam Rasool Bhat alias Alam, was arrested by the Police at Pattan in Sopore. One Chinese pistol, one magazine and six rounds were recovered from his possession.

As many as nine youths were arrested on the charges of stone pelting in Baramulla District, reports Daily Excelsior. They were responsible for creating law and order problems in Kreeri area during the unrest in the Valley in 2010 and were evading arrest, Police said.

SFs observed movement of some groups of militants very close to the LoC in Mendhar and Krishna Ghati sectors of Poonch District and Nowshera in Rajouri.

Union Minister for Renewable Energy Farooq Abdullah reiterated his stand on withdrawing defence forces from Jammu and Kashmir and asked its people to realise their power.

Inspector General (Operations) CRPF B N Ramesh said that Israeli-made TAVOR rifle was better than the AK-47 for counter insurgency operations in Jammu and Kashmir and Naxal [Left Wing Extremism]-affected areas of the country.

Union Home Minister P. Chidambaram would be visiting militancy-infested Kishtwar District on February 4 and review security, law and order and terror situation in five districts of Doda, Kishtwar, Ramban, Udhampur and Reasi with Police and civil administration.

Sources said 50 militants, mostly top ‘commanders’ of LeT, HUJI and HM outfits were killed in Doda, Kishtwar and Ramban Districts in 2010 while 48 militants were killed in Doda District alone in 2009. In Reasi District, more than 30 militants, including some ‘commanders’, were eliminated in 2010. Doda District was left with not even a single foreign mercenary. Recently, Director General of Police Kuldeep Khoda had stated in a press conference that five Districts of Jammu region including Jammu, Samba, Kathua, Udhampur and Reasi were "free of militancy’’.

February 2-3

Militants attacked SFs’ patrol parties at two different places in Pulwama District. Official sources said on February 3 that militants attacked patrol parties at village Dobiwan and Dadsar Tral. No one was injured in these attacks and the militants managed to escape when SFs retaliated.

February 3

The SFs recovered and defused two IEDs near Marazi Mohalla in Halmatpora in Kupwara District.

February 4

Union Home Minister P. Chidambaram said that SFs and Police should stamp out residual militancy in the State but, at the same time, make all out efforts to win over the youth and keep a close rapport with them to ensure that they are not misused at the time of unrest by some vested interests.

According to secret diplomatic cables released by WikiLeaks, terror training camps, though not directly run by the Pakistan Government, continue to operate along India-Pakistan border creating potential for conflict with India and instability in the region.

February 5

Militants shot at and injured an activist of ruling NC in Pulwama District. The militants shot Farooq Ahmad Sheikh at his native Koil village soon after he came out of a mosque after offering prayers at around 8pm, the sources said. No militant outfit has claimed responsibility for the attack so far.

Six more people, allegedly involved in the stone pelting incidents during 2010 summer turmoil in Baramulla District, were arrested at Kreeri Pattan in Baramulla. These stone-pelters were evading their arrest since long and were responsible for creating law and order problems in Kreeri area. With this a total of 15 stone-pelters were arrested in Kreeri during the last two weeks.

February 6

The SFs recovered a cache of arms and ammunitions, including disposable rocket launchers, in Rajouri District.

Troops neutralised a major hideout of LeT ‘commander’ Habib Gujjar alias Salman at village Danay in Chatroo area of Kishtwar District.

SFs arrested an OGW of the militants, identified as Mohammad Noorani, from village Balasama in Kalakote tehsil (revenue unit) of Rajouri District. The accused was arrested by SFs following reports that he was working for HM.

Number of the applications received under Rehabilitation Policy for the militants held up in Pakistan and PoK has crossed 300 during past two weeks.

Assuring that the Army would soon complete its probe into the killing of a 21-year-old youth in Handwara in Baramulla District in the night of February 5, the GOC of the Srinagar-based 15 Corps, Lieutenant General S.A. Hasnain, said the Army followed SOP while fighting militancy. He said Army's objective was to restore normalcy with the cooperation of the general public. Hasnain told journalists that SOP was followed in Handwara.

February 8

Army and Police shot dead three top HM militants, including a ‘divisional commander’, in an encounter inside a 60 feet deep nullah at village Manjoosh near Nachlana in the Khari area of Banihal tehsil (revenue unit) in Ramban District. Dead bodies of the slain militants, identified as Abdul Rashid Naik alias Qari Zubair, Nasir Ahmed Naik and Mushtaq Ahmed, were recovered from the nullah. While Qari Zubair was a ‘divisional commander’ of HM’s Pir Panjal Regiment, Nasir was a ‘district commander’ and Mushtaq was a ‘battalion commander’ of the outfit.

Significantly, the hideout of the militants was located just one kilometer away from Manjoosh Police post. The militants had been using a rope to reach to 60 feet deep inside the nullah to hide them. With the killings, now only 27 militants were left in Doda-Ramban range, including 10 in Ramban District (seven of HM Pir Panjal Regiment and three of LeT [Lashkar-e-Toiba] Abu Moosa group), Inspector General of Police (Jammu) Dilbagh Singh said.

February 10

Unidentified assailants struck twice in a span of six hours in Sopore town of Baramulla District, injuring two civilians. In the first attack, one Majid Bashir (33) was shot at and injured by the assailants at around 10.00am inside his shop in the town. The second attack took place at around 4.00pm, when assailants fired at Arif Hussain Reshi (27) at a cigarette shop in Sopore market. No militant outfit has claimed responsibility for the attacks so far.

The chairman of Jammu and Kashmir Muslim League Mushtaq-ul-Islam was arrested from his residence in Batamaloo locality in Srinagar, leading to brief protests in the area.

Daily Excelsior reports that SFs neutralised a militant hideout and recovered ammunition and explosives in Lone locality of the Sogam area in Kupwara District.

Eight LeT ‘commanders’, operating in Pakistan occupied Kashmir (PoK) for past about one and a half decade, have responded to Rehabilitation Policy of the Government and asked their families to file applications on their behalf for return to homes in Doda and Kishtwar Districts. Six applications have been filed in Kishtwar District and two in Doda district. As many as 265 militants of Doda, Kishtwar and Ramban Districts have been identified by Police and security agencies, who were in Pakistan and PoK for past several years. Recently, the number of applications under the Rehabilitation Policy had crossed 300. The applications are reviewed every week.

February 12

Protests erupted in old Baramulla town after a youth was arrested by Police from Kakkar Hamam area. In the clashes two civilians and one Policeman was injured. The youth was arrested by Police on charges of stone pelting in the area. Police has launched action against the stone pelters in the town and four stone pelters have been arrested so far. While one stone pelter was arrested on February 11, three more were arrested on February 12.

Special Judge TADA/POTA Court, Pawan Dev Kotwal, awarded eight years imprisonment to seven alleged supporters of militants after 20 years of trial.

February 13

Army and Police arrested two top HM militants, who happened to be close associates of recently slain HM ‘divisional commander’ Qari Zubair, after an encounter in their house at Bhimdassa in Gool area of Ramban District. The arrestees, identified as Tariq Ahmed Chandel and Rafiq Ahmed, were ‘B’ category militants.

The Centre has planned to withdraw nearly 10,000 Central Para Military Forces (CPMFs) from Jammu and Kashmir in 2011 as it feels that the State can do with less central forces.

On the amendments on AFSPA, he said this is an issue which has to be decided politically.

The Home Secretary allayed fears that violence may return in the Kashmir Valley, saying several major steps have been taken post-September 2010.

Continuing its action against the stone pelters, Police arrested 12 stone pelters from Kreeri and Pattan areas. These stone pelters were wanted in different cases of stone pelting in the District.

Army and Police conducted a major search operation for three LeT militants at Bafliaz in the Surankote area of Poonch District. The militants, however, managed to escape.

The SFs continued searches at several areas of Gool in Ramban District to arrest or eliminate LeT top ‘commander’ Abu Moosa, involved in a series of militant activities.

February 15

Unidentified assailants opened fire on the house of a Government employee at Dorhama in the Kreeri area of Pattan tehsil (revenue unit) in Baramulla District, injuring two girls.

Militants lobbed a grenade towards a SFs bunker near bus stand in the Sopore town.

Army said that the security situation in Jammu and Kashmir (J&K) has come to a "satisfactory" level and the number of militants operating in the State has fallen by half in the past few years. "The security situation in Jammu and Kashmir has come to a satisfactory level. The number of militants operating in Jammu and Kashmir has decreased to 400 from 800-900 in the past few years," General Officer Commanding (GOC, 9 Corps), Lieutenant General A K Choudhary told reporters. Talking about infiltration he said, "Infiltration attempts and number of militants entering J&K has come down."

Army Chief General V K Singh talking about the proposal to withdraw the AFSPA from Jammu and Kashmir stated that the matter was under Government consideration.

The Union Home Ministry has agreed to provide nearly INR 30 crore worth assistance for the purchase of non-lethal weapons and ammunition for the Jammu and Kashmir Police and para-military personnel.

For the first time, all five new Police battalions being inducted in the Kashmir valley would have full protection light body gears, which would protect them from any kind of mob fury while maintaining law and order, he added. The Police and para-military personnel will be equipped with poly carbonize sheets and lathis.

The NIA filed the final charge sheet in a special court in Kochi against 24 accused, including a Pakistan national, in the "Kashmir terror recruitment" case, relating to enrolment of several youths from Kerala for anti-national activities.

Prime Minister Manmohan Singh said the situation in Jammu and Kashmir is under control and people of the State can look forward to "orderly development" and job opportunities for the youths in the near future.

February 17

Policemen repulsed a militant attack on their post in Baramulla, official sources said.

A meeting attended by DGP Kuldeep Khoda, Principal Secretary (Home) B R Sharma and Commander of the Army’s 15 Corps, which guards the LoC in Kashmir Valley, Lieutenant General A Hasnain reviewed withdrawal of Disturbed Area Act from Srinagar and Budgam. However, no decision was yet known on the issue. A similar committee of DGP, Home Secretary and Army Corps Commander based at Nagrota will review the withdrawal of the Act in Jammu. As per norms, once the Disturbed Area Act is removed, the Armed Forces Special Powers Act (AFSPA) automatically ceases to be in force.

Chief Minister Omar Abdullah announced the removal of 12 more bunkers from the Srinagar city as part of an exercise launched last year to reduce the footprints of the Security Forces in the Valley. With this, the total number of security bunkers removed in the Valley stands at 39 with 27 of them removed earlier by the Government in two phases. The decision to undertake removal of bunkers in other towns will be taken shortly, an official spokesperson said. Also, Abdullah again urged the separatist leaders to accept the invitation and enter into a dialogue with interlocutors for finding a solution to Kashmir issue.

Army foiled an infiltration attempt on the Line of Control (LoC) at Krishna Ghati sector in Poonch District.

Defence Minister A K Antony dismissed demands for the withdrawal of AFSPA from Jammu and Kashmir, saying infiltration attempts were still continuing and terrorists could not be given any "opportunity to succeed" there.

Antony also acknowledged that separatists in Jammu and Kashmir and North-East are "misusing" social networking sites and said "proper corrective action" will be taken.

Responding to Prime Minister Manmohan Singh's February 16 statement about the situation in Kashmir being under control, APHC-G leader Syed Ali Shah Geelani said the present lull in violence in the Valley was temporary.

February 18

Militants shot dead a National Conference (NC) activist, identified as Ghulam Hassan Dar, in Hajan area of Bandipora District.

Militants hurled two grenades at an Army camp at Ganjoo House in Sopore in Baramulla District, authorities said, adding that the explosives went-off by the roadside. However, there was no report of any damage to property or life. According to Police, there were more than 40 militants active in Sopore town and adjoining villages.

Four persons, including three Policemen, were injured in Baramulla, when a group of protesters pelted stones on Police at Cement bridge and SRTC bridge. Reports said that clashes broke out when Police did not allow some youth to carry out a pro-separatist procession in main Baramulla town after the Friday prayers.

The Government has booked as many as 195 stone pelters under the PSA to ensure a peaceful summer in the Kashmir Valley in 2011.

Sources said police have definite reports of HM supreme ‘commander’ Syed Salah-ud-Din again trying to instigate the stone pelters to gear up for the upcoming summer.

Hurriyat Conference leader and chairman Democratic Freedom Party (DFP) Shabir Ahmad Shah was arrested by the Police outside the Hazratbal shrine after offering the Friday prayers.

February 19

Police and CRPF destroyed a hideout of LeT outfit at Keshwan in Kishtwar District and recovered ammunition and other material.

Chief Minister Omar Abdullah said the withdrawal of AFSPA can be decided by consultation between the Union Government and the State Government, claiming, however, that the Chief Minister was empowered to revoke the law.

In an effort to reach out to separatists, the interlocutors on Kashmir have sent a formal invitation to the APHC-G chairman Syed Ali Shah Geelani, chairman of APHC-M Mirwaiz Umar Farooq, chief of JKLF Yasin Malik and People's Conference leader Sajjad Lone. So far, the separatists have refused to talk to the interlocutors. Geelani has been told in the invitation that even if he isn't ready to meet the interlocutors, he can send his views in a written note. ''Even if you don't want to meet us, we are eager to hear from you and you can send your proposal to us in a written format,'' it added.

Police have reportedly arrested four close associates of LeT ‘commander’ Abu Moosa from Banihal in Ramban District.

An alert was sounded across south Kashmir to foil any militant attack using a car, snatched by two unidentified gunmen from a civilian in Shopian District.

February 21

General Officer Commanding (GOC, 15 Corps) Lieutenant General Syed Ata Hasnainon said there are no reports of infiltration adding that the same may not be ruled once summer sets in. Talking about the troops cut, he said that recent decision of troops cut is not applicable to Army.

The special cell of Delhi Police has confirmed that it has asked APHC-G Chairman Syed Ali Shah Geelani not to leave the city after one of his close associates was found involved in a hawala(illegal money transfer) racket.

Two new pro-India political outfits are being launched in Jammu and Kashmir (J&K), headed by former militants and Ikhwan (counter-terrorist militia) ‘commanders’, with the backing of the Union Ministry of Home Affairs (MHA) and the Indian Army. They are in the process of hiring office space right in front of the headquarters of All Party Hurriyat Conference, an amalgam of pro-Pakistan separatist outfits, in Srinagar's Rajbagh locality. While one outfit, with the backing of the MHA, will be headed by former Ikhwans and ex-militant ‘commanders’Zubair-ul-Islam and Imran Rahi, the other is being launched by former militant ‘commander’ from Anantnag, Liaquat Ali is believed to have the backing of Army.

The three central interlocutors for Jammu and Kashmir held discussions with Chief Minister Omar Abdullah as they embarked on their fifth visit to the State in four months and also voiced their willingness to meet the separatist leadership anywhere. The team has extended an invitation to separatist leadership in the valley, including Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Sajjad Lone for a meeting. However, there has been no response so far from separatists. The team had earlier visited the State on October 23, November 10and December 17 in 2010 and January 18 in 2011.

Security Forces detected and defused two live mortar bombs from village Lamberi in Nowshera tehsil (revenue unit) of Rajouri District.

Police arrested a militant, identified as Bashir Ahmed Naik, from Bolna Top in Khari area of Banihal in Ramban District and recovered arms and explosive material from his possession.

The Centre is considering withdrawal of more CPMFs from Jammu and Kashmir as situation in the Valley is improving.

February 23

Two militant hideouts were neutralized in Anantnag and Kupwara Districts and a huge cache of arms and ammunition was recovered from there. On a tip off, the SFs neutralized hideout during a search operation at village Akingam-Achabal in Anantnag District. In another operation, a hideout was neutralized by the Security Forces at Maidhanpora-Lalpora in Kupwara District.

Police recovered a haul of grenades from the food corner just besides the Jammu Tawi Railway Station in Jammu.

Noting that Jammu and Kashmir had gone through a "difficult time" in 2010, Prime Minister (PM) Manmohan Singh said the Government was keeping its "fingers crossed" this summer while remaining vigilant as he asserted that no quarter should be given to secessionists.

Asserting that the dialogue process set to be resumed, he asked Pakistan to grasp its hand of friendship and made it clear that all issues can be resolved if it stopped use of its territory for anti-India activities.

February 25

Troops of Poonch Brigade arrested two former HM militants along with their wives and seven children soon after they crossed the LoC from forward area of Nakarket in Digwar sub sector of Poonch District.

The State Government has ordered reopening of educational institutions, including recognized Private Schools up to Higher Secondary level of Kashmir Division (excluding Ladakh region) and also those falling in winter zone of Jammu Division from March 1 after observing winter vacations.

February 26

An encounter was going on in Keri forests of Budhal area in Rajouri District after five to six Village Defence Committee (VDC) members were fired upon by two militants causing injuries to one of them. Army and Police have cordoned off the forests and were hunting the militants.

The Centre's interlocutors on Jammu and Kashmir, senior journalist Dileep Padgaonkar, academician Radha Kumar and Information Commissioner M. M. Ansari, made it clear that they would go ahead with submitting their report to the Government with or without inputs from separatists, as they had stretched the limits of courtesy in reaching out to them. Democratic Freedom Party chief Shabir Shah, however, has responded to their invitation, though with some conditions.

Suspected militants shot dead a truck driver inside his house in Pulwama District, officials said. Mohammad Ayoub Wani was killed when he returned to his house in Kakapora town from a mosque after offering prayers. Two of Wani's brothers are employed in the Police department. No militant outfit has claimed responsibility for the attack.

Security Forces recovered a huge cache of arms and explosives dumped by militants near Ferozpur stream in Sumbal area of Bandipora District.

Police said a number of surrendered militants and criminals also figured in the list of gun licenses issued by Sub Divisional Magistrate (SDM, Mendhar in Poonch District) Mukhtiar Choudhary, who has gone underground along with two clerks of his office.

The two arrested HM militants, both named Showkat Hussain, have revealed that a large number of youth, who had crossed over to Pakistan occupied Kashmir (PoK) from this part of the State during past two decades, were now forced to work as labourers or perform other type of manual job after being thrown out of training camps by Pakistan Army and militant ‘commanders’ due to their over-age, lack of proper training and refusal to become fidayeens (suicide bombers).

Chief Minister Omar Abdullah asked Islamabad to act responsibly to ensure that there is no violation of ceasefire.

Militants shot at and injured a shopkeeper, identified as Nazir Ahmad, at his shop in the Kreeri area of Baramulla District.

Two Policemen and a civilian were injured in a grenade attack by militants in Batamaloo area in Srinagar.

The engineer injured in the earlier reported grenade explosion in Batamaloo area of Srinagar on February 28, succumbed to his injuries.

CRPF personnel along with Jammu and Kashmir Police are undergoing training in handling crowds and mob violence that claimed over 100 lives in the Valley during protests last summer.

Over 51,000 arms licenses have been issued across Jammu and Kashmir during the past two years and maximum of them were obtained by the people of Doda District.

The APHC-G chairman Syed Ali Shah Geelani was questioned on March 1 by the special cell of Delhi Police in connection with a Hawala case in which one of his close aides Ghulam Mohammed Bhat has been arrested.

Alleging the Security Forces for the killing of Haji Nazir Ahmad of Kreeri, in an emailed statement, HM spokesman, Ehsan Elahi warned, "The killers of Haji Nazir will not be spared".

A JeM militant, identified as Shabir Ahmad Khan alias Shabir Gujjar, was killed while an Army Major received injuries in a day-long gunfight in Awantipora area of Pulwama District.

Jammu and Kashmir Police authorities have written to all Deputy Commissioners of Jammu region to direct the people holding guns issued by five gun factories and shops to deposit them at the concerned Police Station and seize over 2500 licenses issued by Sub Divisional Magistrate (SDM, Mendhar in Poonch District), Mukhtiar Choudhury,

Jammu and Kashmir CM Omar Abdullah said that the State Government has received around 600 applications from the kin of Kashmiri militants across the LoC for the latter’s return and rehabilitation.

March 3

Police launched a manhunt for 150 wanted youth and arrested 12 youth under PSA in Kupwara District for alleged involvement in stone pelting and street protests last summer (2010).

Police arrested six persons in Srinagar and Pampore of Pulwama District, while the parents of 15 youth were arrested in the Trehgam area of Kupwara District. In the Handwara tehsil of Kupwara District Police records maintain that 63 persons have been arrested so far and 20 of them have been booked under the PSA, on charges of stone pelting out of a list of 140.

The APHC-G Chairman Syed Ali Shah Geelani was detained by Police at the Srinagar airport and put under house arrest soon after his arrival from New Delhi.

CM Omar Abdullah said that militancy and unemployment were the biggest challenges of his Government.

March 4

Jammu and Kashmir Police arrested senior APHC-M leader and DFP President, Shabir Ahmad, from Jamia Masjid at Shopian town in Shopian District.

A militant, who had crossed over to PoK, appeared before the Police in Doda District along with his wife and three children.

Prime Minister Manmohan Singh maintained that the separatists could not be given a veto vis-à-vis the political roadmap to Kashmir dispute.

Regarding the spate of arbitrary arrests in the Valley, he stated, "As far as arbitrary arrests are concerned, I’ve no hesitation in saying that such arbitrary arrests should not take place",

The Prime Minister, however, mentioned, "I urge the Government of Pakistan to leave no stone unturned to bring the culprits [26/11] to book.

Regarding revocation of AFSPA and troop’s withdrawal, Prime Minister asserted that both the Government and the Army would be happy if the situation became conducive for the revocation of DAA.

Two children, identified as Mohammad Yasir (9) and Mohd Asid (6) residents of Pukhrni were injured in a land mine explosion near the LoC in Pukhrni area of Nowshera tehsil of Rajouri District.

A man, identified as Yashpaul (40), sustained critical injuries after he was hit by a mortar shell in Akhnoor area of Jammu District.

SFs arrested an OGW of LeT, identified as Mohammad Aslam Malik, from Pul Doda in Doda District.

The CM Omar Abdullah said that the Jammu and Kashmir Government had received over 600 applications for a rehabilitation policy from relatives and parents of Kashmiri militants in PoK who wants to return.

The applications have been filed with Police chiefs of various Districts of Jammu and Kashmir during the past 2 months. The State Government has formally announced the rehabilitation policy on November 23, 2010.

The policy states that those who have gone to PoK or Pakistan between January 1 1989 and December 31 2009 and their dependents will be eligible for consideration under the policy. The militants would be allowed to enter only through Wagah Border in Punjab and Salamabad and Chakan-Da-Bagh LoC points in Jammu and Kashmir.

March 7

Two Policemen were critically injured after unidentified militants attacked them with the sharp edged weapons at Yaripora village Kulgam District.

Rajinder Kumar (22) of Khandyal in Jammu District sustained critical injuries after he steeped over a land mine while grazing cattle in border village of Akhnoor tehsil.

Unidentified militants blew up a portion of a railway track at Soothoo, less than one kilometer from Nowgam Railway station in Badgam District.

Three militants, including one who worked as a communication expert with HM, were arrested near Khan Market area of New Delhi for allegedly running a fake currency racket.

DIG Central Kashmir Range, Abdul Gani Mir dismissed the reports that Srinagar is a militancy free zone, adding that around 50 militants are active in the Central Kashmir Range.

March 8

The Security Forces repatriated youth to Pakistani Army, who inadvertently crossed over to the Indian side of the border from a forward outpost along LoC in Poonch District.

In the Ganderbal Assembly Constituency (Ganderbal District) of CM Omar Abdullah, the PSA was not used harshly unlike other parts of the State. According to Police records 158 youth were arrested across the Ganderbal District on charges of alleged stone throwing and protests in last summer. Almost 156 youth were bailed out in local Police Stations and rests of the youth were bailed out by the Court. Nobody was booked under PSA.

March 9

Pakistan Rangers made another attempt to infiltrate two militants into Jammu District from International Border (IB) at Alla Mai De Kothe along Niki Tawi river in Jammu District but the bid was foiled by SFs killing one militant and injuring another.

Pakistan Army violated ceasefire on the LoC at Shahpur Gountrian in Poonch District in a bid to push militants to Indian side of the border. No casualties or damage have been reported on the Indian side.

March 10

Jammu and Kashmir Police killed Sajjad Afghani alias Qari Hamaad the ‘Commander-in-Chief’ of JeM along with his bodyguard Umar Bilal in an encounter on the foreshore road in the outskirts of the Srinagar. A cache of arms and ammunition were recovered from the possession of the slain militants including one AK-47 rifle, eight grenades, one UBGL and some magazines.

Three children Naza (10), Mashooq Ahmad Khan (15) and Adil Ahmad Khan (7) were injured in Kupwara District when the device they were playing with went off and exploded in the compound of their house at Margee-Tikipora area of Lolab.

Awantipora Police recovered 50 kilograms of explosive material, 10 metres safety fuse and six detonators from a medical shop at Ladhoo Pampore in Pulwama District. Four persons were arrested in the case and a FIR 32/2011 under Section 5 of Explosive Act has been registered against them.

Police arrested a LeT hawala (illegal money transfer) operator Bashir Ahmed, resident of Nalla Bharat area, from Doda and recovered INR 1.84 million from his possession.

SFs during October 2008 operations in Jammu and Kashmir found that four LeT militants killed in a series of encounters were from Kerala.

The revelation set the Police and later the NIA on a trail that showed how the LeT was recruiting youths from Kerala, training them in Kerala and in Hyderabad of Andhra Pradesh, and then using them for operations in Jammu and Kashmir. Three years on, the NIA has retraced much of the trail with information from two suspected LeT militants from Jammu and Kashmir.

Jammu and Kashmir Police arrested a HM militant, Aijaz Ahmed Hakim, at Bakhinar Nalla in Handwara area of Kupwara District.

Police arrested JKLF Chairman, Mohammad Yasin Malik, senior leaders of ‘moderate faction’ of APHC, Bilal Gani Lone and Shahid-ul-Islam and Vice-Chairman JKLF, Bashir Ahmad Bhat from the Maisuma area of Srinagar.

DGP Kuldeep Khoda said that the Union Government and the Jammu and Kashmir Government have chalked out a joint strategy to keep the upcoming summer ‘good’ in the Kashmir Valley and ensure normal activities.

The Centre’s Interlocutors on Jammu and Kashmir said they would hold interactive sessions with women of the State seeking their opinion on the Kashmir issue as their voice was not heard enough during earlier meetings.

A ‘divisional commander’ of HuM was killed with SFs in Sopore area of Baramulla District of Jammu and Kashmir.

Two local militants belonging to LeT were killed in an encounter with SFs at Lahend-Habdipora in Shopian District.

A LeT militant, Wasim Ahmad Ganaie, who was allegedly involved in the murder of two teenaged sisters in Sopore town of Baramulla District, was killed by SFs.

A HM militant was arrested from at Chinar Colony Pattan area of Baramulla District.

Army personnel arrested a suspected person from the LoC when he was trying to cross over to PoK at Nakkargate in Poonch District.

March 13

Army’s Northern Command Chief Lieutenant General K T Parnaik conducted a two-day tour of Kashmir to take stock of the security situation in the Valley.

A Multi Agency Centre (MAC) set up by the Union Home Ministry in New Delhi has reported that 489 top militants of LeT, HM and a couple of other lesser known militant outfits were in full preparedness to try and cross into Jammu and Kashmir from the LoC this summer.

Grenade blasts and an explosion of IED rocked the town of Sopore in Baramulla District.

SFs recovered four IEDs placed by militants under a culvert in Pullnard-Dardpora village of Kupwara District.

A person, identified as Mohammad Abdullah Gujri, was arrested and fake currency notes worth INR 98,000 recovered from his possession in Kupwara District.

The Union Government's Interlocutors on Jammu and Kashmir submitted their Sixth Report to Union Minister of Home Affairs P. Chidambaram at New Delhi, specifically outlining the problems being faced by women in the two decades-long violence in the State.

The annual report for 2010-11 of Ministry of Defence stated, "The continued infiltrations across the LoC and the existence of terrorist camps across the India-Pakistan border demonstrate the continuing ambivalence of Pakistan in its attitude and approach to terrorist organisations".

Carrying on with its operation of removal of bunkers from civilian areas in Srinagar, CRPF removed 12 bunkers located in various areas. The CRPF personnel could be seen removing the bunkers from places like Batamaloo, Karan Nagar, Zaina Kadal, Saraf Kadal, Babademb, Rainawari, Nowhatta, Islamia College, Hawal and Amar Singh College.

It has been reported that, a total of 5255 stone pelters were arrested during the last one year of which 5009 have been released.

GOC 15th Corps, Lieutenant General, Syed Ata Hasnain said that Army has put in place anti-infiltration surveillance system along the border in order to check infiltration of militants from across the border.

The DM of Jammu has ordered the cancellation of licenses of three Gun firms to the State Home Department and the Police authorities have seized 53 fake licenses from Rajouri and nearly 70 from Doda, Poonch and Kathua Districts of Jammu region.

1160 youth are wanted by Police across the Kashmir Valley for their alleged role in the summer unrest of 2010.

One Assistant ASI was injured when unidentified militants ambushed a SF patrol party with automatic weapons at Sopore in Baramulla District.

The Chief of the Army Staff, General V K Singh met jawans and other ranks on the LoC in the frontier Districts of Kupwara and Bandipora after completing his two-day visit to Kashmir valley.

Chief Minister Omar Abdullah informed the Legislative Assembly, that seventeen separatist leaders are being provided with security cover while five others have refused.

A HM militant, Mudassir Nazir Lone, was arrested from the Batamaloo area of Srinagar District by SOG.

39 bunkers of SFs have been removed from the civilian areas in the State since October 2010, keeping in view the present security scenario.

The SIT in fake gun license racket arrested three persons including an absconding judicial clerk (Tanveer Ahmed Bhat) of Thana Mandi, Rajouri District and recovered 58 fake gun licenses from the state of Gujarat. Khem Raj Sharma and Purshotam Singh, both residents of Drori village of Rajouri District have also been arrested by the SIT during raids conducted at different places.

The Jammu and Kashmir Police recovered fake currency worth INR 25,000 and arrested two persons in this connection at Mendhar in Poonch District.

Three Police teams of Mumbai, Pune and Maharashtra reached Jammu, after effecting recovery of a number of fake gun licenses from the youth of twin border Districts of Rajouri and Poonch working in their cities as security guards.

Army sources at New Delhi stated that the infiltration attempts by Pakistan-based terrorist organisations into Jammu and Kashmir increased slightly in 2010 with recorded 500 such bids as against 490 in 2009.

Unidentified gunmen shot dead a ruling NC leader, Ghulam Mohiuddin (53), and injured his wife Haseena at Pinglish in Tral area of Pulwama District.

The Government ordered transfer and attachment of absconding SDM of Mendhar in Poonch District, Mukhtiar Ahmad Choudhary, for his involvement in fake gun license racket.

It has been decided that 12 more bunkers of SFs would be removed from the Srinagar city.

March 31

Police has claimed to have identified the killers of NC halqa President Ghulam Mohi-ud-din Bhat resident of Pinglish Tral. The NC leader was killed by militants. Highly reliable inputs suggest that Ghulam Mohi-ud-din has been killed by Sajad Ahmad alias Bale Bale resident of Pinglish divisional commander of HM outfit South Kashmir and two of his associates with one of them identified as Shabir Ahmad resident of Tral.

The State Government in a written reply told the Legislative Council that a total of 13, 215 civilians have been killed in violence since 2009.

In reply to another question regarding withdrawal/ repeal of AFSPA-1990 and PSA it was disclosed that the Government has constituted two committees one each for Jammu and Kashmir regions, respectively, to look into the areas where from AFSPA could be withdrawn.

April 1

DGP, Kuldeep Khoda, stated that while nearly 45 per cent reduction in the militancy related incidents has been recorded in the first quarter of 2011, over 300 to 350 terrorists are still active in the Jammu and Kashmir State.

The DGP stated that in 2010, nearly 450-500 militants were operating in the State. There have been reports of nearly 100 odd more militants having infiltrated into this side during the year, whereas, the number of militants killed during 2010 were 232.

The DGP further disclosed that during first three months of this year three SFs personnel including two Army jawans, were killed during anti-militancy operations whereas, last year (from January 1 to March 31), 19 SFs personnel lost their lives.

Mr Khoda disclosed that a total 30 militants were arrested by the SFs during first quarter of this year while during the corresponding period of 2010, total 16 militants were arrested in the State.

On coming Panchayat elections, Kuldeep Khoda said where ever the demand arises as per the situation, additional police personnel from Armed and IRP battalions will be placed there.

Meanwhile, State Revenue Minister Raman Bhalla said 46 fake PRCs have been detected in the last few years and the Government has already constituted JK State Subject Commission to look into the issue.

SFs killed a ‘district commander’ of HM, identified as Tariq Hussain alias Abu Zaid of Dara Chapra of Doda District, at Thama Keller area of Shopian District.

SFs recovered a cache of arms and ammunition from a forest area in Mahore tehsil of Reasi District.

In a reaction to massive popular participation in 2008 Assembly Election, militant outfits like LeT and HM have warned the people in areas like Shopian District, Sopore in Baramulla District and Bandipora District against taking part in the upcoming Panchayat Polls in the State beginning in later part of April.

Jammu and Kashmir Chief Minister Omar Abdullah has ordered release of a teenager Faizan (14), who was detained under the PSA for his alleged involvement in stone-pelting during the 2010 summer unrest, on humanitarian grounds.

The Lieutenant General Syed Ata Hasnain, General Officer Commanding of Srinagar based 15 Corps, said that the presence of Army in the Valley is needed as there is an "existential" border threat, even as he ruled out a military solution to Kashmir issue

A ‘Divisional Commander’ of HM, Sajad Ahmad Dar alias Bale Bale was killed by SFs during an encounter at Dadsar-Tral in Pulwama District. A Sub-Inspector of Police, Stazin Norboo and an Army trooper were also killed in the encounter. A cache of arms and ammunition were recovered from the possession of the slain militant.

A senior Police Officer, Pervaiz Ahmad, escaped unhurt when militants hurled a grenade at his vehicle near Islamia College in Hawal area of Srinagar city.

Ahead of Panchayat (village level local self government institution) polls beginning from April 13, unknown assailants set ablaze a Panchayat building at Galoora Handwara in Kupwara District.

Police arrested two OGWs of HM, identified as Mudasir Nazir resident of Kachwa-Chandoosa and Abdul Hamid Mir resident of Kreeri Pattan, both in Baramulla District.

CRPF and Police on April 7 recovered 10 kilograms of explosives besides other material from Gandoh area, bordering Himachal Pradesh, of Doda District.

Security Forces neutralized a LeT hideout during a search operation at Gani Kotli forests in Mendhar tehsil (revenue unit) of Poonch District.

April 8

Unidentified militants killed Jamiat-e-Ahlihadith leader Moulvi Showkat Ahmad Shah (55), a liberal voice who had denounced stone-pelting and was engaged with Centre's interlocutors, by triggering an IED near a mosque gate before Friday’s prayer in Maisuma area, adjacent to Lal Chowk in Srinagar.

Within hours of an IED blast killing Shah, Army intercepted a message from Pakistan-based terror group LeT Spokesperson Abdullah Gaznavi, purportedly directing a local media person to disseminate information that the attack was carried out by Hindu groups.

The US State Department’s Country Reports on Human Rights Practices for 2010 stated that separatists and terrorists of Jammu and Kashmir committed serious human rights abuses including killing Armed Forces Personnel, Police, Government officials, and civilians.

Kushtia Councilor of Meherpur Municipality, Mizanur Rahman Ripon who was severely injured in a bomb attack on April 1, died at Apollo Hospital in the Capital city of Dhaka.

April 9

Police arrested two cadres, Eusuf Ali (28) and Ershad Ali (25) of outlawed Purbo Bangla Communist Party (PBCP)-Sharbahara Faction from Nuruddinpur area of Sujanagar Sub-District of Pabna District.

Militants shot dead Sajad Ahmad Dar (22) in Kralteng area of Sopore in Baramulla District of Jammu and Kashmir.

Militants set on fire a Panchayat (village level local self government institution) Building in Machipora village of Handwara area in Kupwara District.

General Officer Commanding (GOC) of Kupwara based 28th Infantry Division Major General S K Chakravorty said that, the militants will try to infiltrate any time and the Army is ready to tackle them. GOC Chakravorty said the Army has equipped its units with high-tech devices to check any attempts by infiltrators to enter Indian Territory. He also informed that his division has three difficult sectors of infiltration to cater, namely Machil Sector, Tangdhar Sector and Keran Sector, all in Kupwara District.

Police recovered a consignment of explosive material from Jabbar forests in Mahore area of Reasi District, belonging to HM outfit.

SFs arrested an activist, Mohammad Younis Bhatt of the hardline APHC-Geelani from Anantnag District and recovered one AK-47.

Reacting to Union Home Secretary G K Pillai’s statement that HM had been almost vanquished, the outfit rejected the claims saying HM’s armed strength was intact.

Former SDM of Mendhar in Poonch District, Choudhary Mukhtiar, who had gone underground as his involvement figured in issuance of fake gun license was arrested by a SIT of the Police from the house of his brother-in-law at Dalpatian Mohalla in Jammu more than two months after he went racket.

April 13

An estimated 79.22 per cent voters exercised their franchise in the first out of 16 phases of Panchayat elections being held after a gap of over four decades in Jammu and Kashmir.

The people of Jammu and Kashmir rejected a poll boycott by Hurriyat hardliners as the majority voted in the first phase, being held on non-party basis.

A 25-year-old youth was arrested on April 13 and fake currency with value of INR 800,000 was recovered from his possession in Poonch District.

BSF arrested a Pakistani national, Ahmed Ali (25) on the International Border at forward village Jagwal in RS Pura Sector Jammu District.

April 14

Jammu and Kashmir Government has slapped second consecutive PSA against DeM Chief Asiya Andrabi and lodged her in Kote Bhalwal jail in the context of last year’s summer agitation.

Jammu & Kashmir Police arrested a Delhi based hawala (illegal money transfer) conduit Hira Lal from a hotel in Srinagar with fake currency notes in the second week of April.

The GOC, Romeo Force, RR K A S Bhullar said in Poonch that militant training camps still exist in Pakistan which supports infiltration into Jammu and Kashmir.

April 15

Unidentified militants have allegedly shot dead a woman, identified as Hasina Begum (40) candidate for Panchayat elections at Karpora in Pakherpora area of Charar-e-Sharief in Budgam District.

SFs recovered a cache of ammunition and explosive along the LoC at Keri Sector in Rajouri District. A HM hideout was neutralised in the operation.

Police arrested another Mohammad Qasim, a Senior Assistant, posted at Thanna Mandi in Rajouri District in fake gun license racket.

Meanwhile, ruling out reduction of troops in Kashmir, GOC 15 Corps, Lieutenant General Syed Ata Hasnain said that terror infrastructure is still intact across the border in PoK where militants are waiting to infiltrate into the Valley.

April 16

Two BSF troopers Manoj Kumar and S.M. Patel were injured when an IED went off near the LoC in Sinagali area of Poonch District of Jammu and Kashmir.

Police arrested three alleged killers of Maulana Showkat Shah, Javed Ahmed, Nisar Ahmed and Abdul Ghali Dhar. The three belonged to the former Tehreek-ul-Mujahideen outfit.Police further claimed that the conspiracy of the attack was master-minded jointly by incarcerated, Dr Qasim Fuktoo, and Saut-ul-Haq. Dr. Fuktoo is also the husband of Syeda Asiya Andrabi, chief of DeM.

April 17

Police carried out thorough searches in Central Jail Srinagar and recovered 7 cell phones, 15 SIM cards and important documents from inmates.

April 18

An Army trooper, Sanjeev Patil, was injured in a mine explosion at forward village of Kantar in Mendhar tehsil of Poonch District.

SFs detected and neutralised a powerful five kilogrammes weight pressure cooker IED, filled with RDX, at Bhati Dhar in Mendhar area of Poonch District. The search operation was launched following a specific input that a consignment meant for LeT militants has been dumped there.

April 19

SFs arrested HM militant, identified as Hilal Ahmad Palla alias Umer, from Mamoosa at Pattan area of Baramulla District. One AK rifle, two AK magazines, 50 rounds of live AK ammunition, two hand grenades, and a pouch were recovered from the possession of the arrested militant.

Reports indicate that, top Lashkar-e-Toiba (LeT) and HM militants have started moving towards mountains, including Pir Panjal Range, ahead of the summer facing threats to their lives in low lying belt as local people have started refusing shelter to them. Habib Gujjar group of the LeT outfit, which was having strength of five, has reportedly left Keshwan and proceeded towards Warwan and Dachchan in Kishtwar District. Abu Moosa, a 'divisional commander' of the LeT, who was instrumental in the killing of two jawans (troopers) of Territorial Army (TA) at Gool in Ramban District few months back, has also deserted Gool and fled to Pir Panjal Range.

Jammu and Kashmir Police have blamed jailed Muslim League Chairperson Ashiq Hussain Fakhtoo, former Tehreek-ul-Mujahideen chief Abdul Gani Dar and former militants Javed Ahmad Munshi and Nissar Ahmad Khan for the murder of Jamiat-e-Ahlihadees chief Showkat Ahmad Shah.

The Central Government's interlocutors on Jammu and Kashmir (J&K) are likely to recommend more powers for the state to strengthen its special status under the Constitution.

April 20

Two OGWs, namely Shahnaz Ahmad Mir and Ghulam Qadir Mir, residents of Dadsara Tral, owing allegiance to HM were arrested by Police from Chandrigam-Awantipora area of Pulwama District. One pistol, two pistol magazines, one AK 47 rifle body, seven hand grenades and 135 rounds were recovered from their possession of arrested.

Troops neutralised a militant hideout in the Hatmullah forests of Kupwara District. An UBGL with six rounds, three hand-grenades, four AK rifle magazines, 50 rounds for Pika guns and a tape-recorder were recovered from the site.

The Interlocutors said the intelligentsia in Jammu and Kashmir was against the division of the State on communal lines but favoured strengthening the special status under Article 370 and devolution of powers to the regions and sub-regions.

The NIA has taken over the probe into the hawala case of Jammu and Kashmir in which Ghulam Mohammad Bhat, a close aide of Syed Ali Shah Geelani was arrested under Unlawful Activities (Preventive) Act in January.

April 21

SFs eliminated two dreaded LeT militants, Mohammad Sultan Bhat ('district commander' of LeT) alias Noman, resident of Naik Mohalla, Saranwa in Kishtwar District and Jaan Mohammad of Chatroo in Doda District, who happened to be close associates of Lashkar 'divisional commander' Salman alias Habib Gujjar alias Jameel in Kishtwar. However, two more LeT militants including Salman himself and Mohammad Ishaq Lone have managed to escape from the encounter site.

Recoveries made from the site of encounter included one AK-47 rifle with two magazines, one grenade and a large quantity of ammunition and explosive material. Salman alias Habib Gujjar was instrumental in a series of subversive activities in Kishtwar District.

The hawala racket, was busted by Ramban Police, that originated from Pakistan occupied Kashmir (PoK) and channelised through Aijaz Ahmed Sheikh, a resident of Dulligam and settled in Chakoti, PoK since 1997 where he was operating as a top 'commander' of HM. Of three hawala operators captured by Police, one was Sheikh's brother-in-law Barkat Ali Dar. The seized hawala money was meant for militants and their families.

SFs recovered two Underbarrel Grenade Launcher (UBGL) grenades and one Chinese grenade from the roof of Panchayat Building from to Khari in Banihal of Ramban District ahead of the Panchayat elections.

Seventy nine percent voting was recorded in third phase of Panchayat elections. While, polling were differed in Purmandal block in Samba District, Nunar in Ganderbal District and Chadoora in Budgam District.

April 22

Police have arrested two police personnel, identified as Mahroof Ahmed, a Follower in Police Department and Parvez Ahmed, a SPO with Commando Group, both residents of Mendhar, along with Liaquat Hussain of Balakot who is with 156 Territorial Army (TA) as a jawan, for their involvement in militancy and recovered two Pakistan made pistols from their possession in Mendhar town of Poonch District.

A team of Loran Police and SFs recovered a cache of explosive material from Chikri Ban in Loran forests of Poonch District. A hideout of the militants was neutralised in the operation.

It has been revealed that Barkat Ali Dar, who was arrested for allegedly channeling or "promoting militancy" on April 21, in connection with hawala money is the uncle of a Congress legislator.

April 23

An Army trooper was killed in an encounter with militants inside a natural cave at village Hajiwari in Lani in upper reaches of Gool in Ramban District.

Pakistan Army resorted to cease-fire violation at Durga Ban area of Poonch sector late in the night by resorting to firing on forward Indian positions to facilitate infiltration by the militants.

Another infiltration attempt of the militants, aided and abetted by Pakistan Army, was made in Banbat area of Poonch sector in the same night. However, the troops thwarted both the intrusion bids.

April 23-24

SFs shot dead two LeT militants, including Mohammad Aiyaz Malik alias Abu Moosa, a 'divisional commander' of the outfit who had been operating in Banihal, Gool and other parts of Ramban District for past more than 15 years. An intercept of a Pakistani militant, Mehmoodi, presently operating from Muzaffarabad in PoK and his conversation with Abu Moosa gave the SFs clues about the location of the militant leading to his killing along with his associate.

April 24

Militants shot dead a resident of Rafiabad area in Kreeri area of Baramulla District. The victim was identified as Mohammad Ashraf Lone.

A militant, identified as Nissar Ahmad Wani, was arrested by Police at Sumbal in Bandipora District along with a pistol with magazine and seven rounds.

Police detained two more persons, including a woman SPO, for their links with the militants and reported assistance in smuggling of weapons from across the LoC in Mendhar sector of Poonch District.

April 25

Two Policemen were shot dead and another injured by militants near a Police Station at Nowgam area in Srinagar.

A HM militant, Identified as Showkat Ahmad Ganai alias Mudasir, who had returned from Pakistan last week and was on a "special mission" to set up a militant network in Srinagar, was arrested by Police.

Over 80 per cent turnout was registered in the fourth phase of panchayat polls in Jammu and Kashmir.

A soldier identified as Kailash Chand, belonging to Unit-58 RR (27 Rajput) in an encounter with terrorists in Ramban District.

April 26

Pakistan Army resorted to ceasefire violation on the LoC at Shahpur Doda in Poonch Sector.

The IG BSF, Baljit Singh claimed in Srinagar, that militant in PoK are desperate to infiltrate into the valley.

GOC, 25th Infantry Division, Major General Om Prakash said that as per intelligence reports, there are about 42 training camps across LoC. 450 odd militants are lodged in camps and launching pads, and staged for infiltration.

"The backbone of the militancy in South of Pir Panchal has been broken," the GOC asserted, adding that the rest will be wiped out in due course of time.

On Pakistan Army's role in keeping check over infiltration from across the border, Major General Prakash said, "We respect ceasefire agreement between the two nations but there were several ceasefire violations and exchange of fire last year. However, we noticed now that alertness of troops along borders has foiled infiltration attempts."

Court granted bail to former Sub Divisional Magistrate (SDM) Mendhar, Mukhtiyar Ahmed Choudhary, Ranjit Singh and Qasim Hussain who are allegedly involved in fake gun- license scam.

Principal Sessions Judge Udhampur, A K Sharma awarded life-imprisonment, under Section 302/34 RPC to Mohammad Hussain, Mushtaq Ahmed and Gul Mohammad, all residents of Ramnagar tehsil under Udhampur District for killing Arshad Begum and Amina on August 2, 2001.

A Court in Srinagar has extended the Police remand of three persons made accused in Moulana Showkat Ahmad killing case by seven days.

April 28

A SRTC driver, Ghulam Jeelani Bhat, who was injured on April 25 during stone pelting on Panchayat elections staff in Baramulla District, succumbed to the injuries.

JKLF Chairman, Mohammad Yasin Malik, was arrested by Srinagar Police.

In order to avail 2010 special surrender and rehabilitation policy, 725 Kashmiri families have approached the Jammu and Kashmir Government to facilitate the homecoming of their relatives who crossed over to PoK during 1989-2009 to embrace militancy.

April 29

HM 'chief commander' Syed Salahuddin dismisses reports of floating a political party but says that Syed Shah Geelani's APHC represents their goals and ideologies.

A militant, identified as Zamaan Shah, putting up in the house of a civilian Hakim Shah at village Churung in Thanna Mandi area of Rajouri District has confessed himself as Pakistan based HM 'commander', who was planning to revive activities of the outfit in the border District of Rajouri and other parts of the State.

A new set of guidelines have been framed for SFs deployed in J&K to handle civilian protests by using non-lethal weapons.

For the second consecutive day shops and business establishments remained closed in Maisuma and adjoining areas against the arrest of JKLF chairman, Mohammad Yasin Malik. Some protest demonstrations were also held in Maisuma and the nearby areas against the arrest of JKLF chairman.

May 1

Two Army jawans of 55 RR were injured in an encounter with militants in Inder village of Pulwama District.

SFs arrested two top militants of LeT, identified as Zulfiqar Ahmed and Aniece, from Snehi area Surankote in Poonch District.

The militant commanders of LeT and HM outfits have used a new modus operandi to smuggle weapons into the Indian territory from LoC in Mendhar sector of Poonch District. Official sources confirmed that the women, putting up in the villages across the fencing in Mendhar sector of Poonch, had helped the militants pick up the consignments of weapons from near the LoC.

May 2

Militants triggered a car bomb blast at Birma Pul, about one kilometer short of Udhampur town, on Jammu-Srinagar National Highway, targeting an Army vehicle carrying Major General D S Pathania, Commandant, Northern Command Hospital. While a civilian was killed and seven others were injured in the attack, the Army official escaped unhurt.

Security Forces (SFs) arrested two HM militants, identified as Ishtiaq Ahmad Wani (28) of Goshbugh-Pattan and Mohammad Amin Khan (29), resident of Bela Buniyar in Uri of Baramulla District. Police officials said that two militants were arrested at Indergam village of Pattan area in Baramulla District.

Ishtiyaq was earlier affiliated to the Harkat-ul-Mujahideen HuM militant outfit and had been a close associate of Basharat Saleem alias Atif of Sopore.

Three HM sympathizers, identified as Mukhtar Ahmad Kumar, Bashir Ahmad Wagay residents of Srinagar and Mustafa of Tikker in Kupwara District were arrested from TRC Chowk in Kupwara District.

Chief Judicial Magistrate Doda, Ashok Kumar rejected the bail application of Over Ground Worker of LeT - Bashir Ahmed, a resident of Nallah Bharat in Doda District.

A local court in Srinagar has extended the Police remand of three accused in Moulana Showkat Ahmad killing case by 10 days.

GOC of Srinagar based 15th Corps Lieutenant General S A Hasnain said militants in PoK will increase their attempts to infiltrate into the Valley over the next two months but asserted that they will be in for a "surprise", Against the backdrop of heightened Chinese activity along the Ladakh border, the Srinagar Leh National Highway has been widened to allow passage of T 72 tanks.

SFs neutralized a militant hideout in forest area of Affen-Warnow in the Kupwara District.

Principal Sessions Judge Kathua, Jang Bhadur Singh Jamwal, awarded death sentence to two militants, identified as Mohammad Shabir and Raj Din of HM outfit, for killing a Police informer in 2002.

Syed Ali Shah Geelani, Chairman of APHC-G stated, "Osama was a shaheed, he died defending Muslims, a symbol of resistance against US oppression".

Tanveer Ahmed, the militant who was living with the false identity of Zamaan Shah in the Thanna Mandi area of Rajouri District revealed that he was not only in touch with LeT and HM 'commanders' within the State but in different other cities also including Mumbai, Bangalore and Ahmedabad.

Kulgam Police achieved a major success on May 6 when it unearthed a hawala racket involving raising and distribution of money for various militant activities in the District.

SFs recovered a large consignment of explosive material from a hideout of HM outfit at Lapri Top near Uchwa Gali in Arnas area of Reasi District.

APHC-G Chairman Syed Ali Shah Geelani led hundreds of people in funeral prayers for al-Qaeda 'Chief' Osama bin Laden at Batamaloo in Srinagar. Nearby, a large gathering of lawyers and staff of the Jammu and Kashmir High Court offered prayers for Osama on the Court's premises. Top moderate leader Shabir Shah also led people in prayers at Sarai Bala, across from Lal Chowk.

SFs neutralised a militant hideout and recovered a large number of arms and ammunition from Haftrada forest in Kupwara District.

Acting on specific information about the presence of the militants, who barged into the house of a civilian, SFs laid cordon around a house in Mankot-Nar area of Poonch. Two militants escaped from the site during the operation.

SFs launched a cordon and search operation to track down a group of three militants in Bafliaz Dorga area of Poonch District. However, no arrests have been made so far.

After the arrest of a Pakistani spy, Tanveer Ahmed alias Zamaan Shah in Thanna Mandi area of Rajouri District, another Pakistani militant, who had been living in Sidhra area near Jammu city posing himself as a Rajouri youth, has gone underground and. He is reported to have executed May 2 car IED blast in Udhampur targeting a senior Army officer. The Pakistani militant's wife, Shabana and another close associate, identified as Adbul Mujeed have been arrested by Udhampur Police on a lead obtained from a car dealer of New Delhi from whom the militant had purchased car.

May 8

APHC-G Chairman, Syed Ali Shah Geelani, called for a shutdown in Kashmir valley on May 14 demanding release of political prisoners and youths.

The central intelligence agencies suggested that nearly 80 hard-core militants of LeT and HM are waiting to cross the IB into India through Jammu and Kashmir.

May 9

Police arrested four more persons in connection with a car IED blast at Udhampur in which a senior Army officer had a narrow escape.

Police have unearthed a module of militant outfits, which was engaged in providing SIM cards of different mobile companies to the militants in Surankote and other parts of Poonch District for past quite sometime. Police has arrested six members of the gang.

Pakistan-based terrorist outfits successfully infiltrated around 20-30 terrorists into the state in the first nine days of May alone.

The LeT and HM, finding lack of volunteers and local support in the State, and even guides to escort the infiltrating parties into Indian Territory, have revised compensation for the local guides, who are now being offered nearly INR1.5 lakh for each successful infiltration as compared to INR 50,000 given earlier.

Inter-twining between Kashmiri militancy and al-Qaeda is visible from the interrogation details of many Pakistani prisoners who were in Guantanamo Bay on suspicion of being al-Qaida and Taliban members.

LeT 'commander' named as 'D' , charge sheeted by FBI on the 26/11 Mumbai attack is now identified as Muuzzammil Bhat (from Jammu and Kashmir was involved in Chittisinghpora massacre in Jammu and Kashmir on the eve of President Bill Clinton's visit to India in March 2000. He was also a handler of David Coleman Headley.

Minister of State for Defence M M Pallam Raju has said India is fully prepared to fight militants trying to infiltrate into the country.

SFs neutralised a HM hideout and recovered a cache of explosives in a forest area of Laribal in Pulwama District.

The Union Government will soon take up the issue of return of Kashmiri militants who are in Pakistan and PoK and want to return under rehabilitation policy announced by the State Government in 2010.

The Interlocutors are to submit their eighth comprehensive report to Union Home Minister P Chidambaram in New Delhi in the next few days.

The State Cabinet accorded approval to the extension of benefit of cash compensation of INR 4 lakh (excluding ex-gratia of INR 1 lakh) to the next of kin of surrendered militants killed in the militancy related incidents.

Setting in motion the new surrender policy, Jammu and Kashmir Government sent a list of 20 youths, currently in PoK, to the Centre seeking their return to the State and their rehabilitation.

An Army trooper was killed when militants opened fire on a search party that was carrying out ambush in Dorusa village of Lolab area in Kupwara District.

Militants attacked a CRPF security camp in Karan Nagar area of Srinagar by lobbing two grenades but no damage was done in the twin blasts.

The SIT arrested a Government official, identified as Yasir Qureshi, resident of Saaj (Rajouri) in fake arms gun license racket and seized a large quantity of incriminating documents including 22 fake NOCs of fake gun licenses from his possession.

Militants in Jammu and Kashmir have adopted a new strategy to divert attention of SFs from their 'top commanders' by spreading false news of their death.

May 14

A BSF trooper, identified as Jai Kishan of Gurgaon, Haryana was killed at the Budhwar post in Nikowal Area of Arnia sub sector, due to heavy shelling by Pakistani Rangers on forward Indian positions in the IB.

May 15

The firing caused a strong protest from the BSF at a flag meeting held at Octroi post in Suchetgarh. SFs at all forward posts of RS Pura, Suchetgarh and Arnia carried out searches along the IB but no movement of any infiltrator was spotted.

The GOC 15 Corps Lieutenant General Syed Ata Hasnain feared that infiltration might increase in the coming days from across the LoC.

Centre's Interlocutors on Jammu and Kashmir arrived on a six-day visit to the State.

A civilian, identified as Abdul Gani (50), was abducted and killed by three LeT militants in Kawath area of Chatroo in Kishtwar District on May 16.

Separately, a LeT militant, identified as Abu Maad, was killed and a trooper injured in an encounter in Zaloora village in Sopore area of Baramulla District.

Police charge sheeted eight persons, including former HM 'chief commander', Mohammad Ahsan Dar, in the murder of a contractor in Pattan area of Baramulla District in February, 2011.

May 17

Militants killed a Policeman, identified as Mohammad Shafi Dar, at Tujjar Sharief in Sopore area of Baramulla District.

Also, a Panchayat election candidate, identified as Mohammad Maqbool Bhat (65), was shot at and injured at Hajam Mohalla in Sopore.

Separately, militants attacked the residence of a former Bandipora MLA and ex-Minister Usman Majeed. No one was hurt in the brief exchange of gunfight.

Further, an Army patrol escaped unhurt in a mine explosion in the forward area of Balakote sub-sector of Mendhar in Poonch District.

Police arrested four persons, including three ex-militants, identified as Muzaffar Ahmad Bhat alias Muza, belonging to LeT, Irfan Ahmad Gazi alias Raju, a HM militant and Azad Ahmad Wani, a Pakistan trained militant, in connection with drug peddling in Baramulla District.

Meanwhile, the three-member team of interlocutors for Kashmir has told the Centre that the Omar Abdullah Government's ''mishandling of situation'' was responsible for 2010 summer's violence in which more than 100 people were killed in firing by the Security Forces (SFs).

The militants abducted and subsequently killed a civilian in Kishtwar District.

May 18

SFs arrested 10 OGWs from different villages for helping LeT and HM militants in Kishtwar District.

Centre's Interlocutors said they were working closely with the State Government to ensure that calm and stability prevails in the State.

May 19

The Pakistani Rangers targeted Indian positions by opening unprovoked firing on the forward Indian posts at Kote Kubba in Arnia sub sector in Jammu District twice. The BSF exercised restraint in retaliation. No casualties or damage was reported in firing by the Rangers.

Police placed APHC-G Chairman, Syed Ali Shah Geelani under house arrest in his Hyderpora residence in Budgam District.

The Jammu and Kashmir High Court canceled detention orders under PSA against six persons including chief of Dukhteran-e-Milat Asiya Andrabi and senior APHC-G leader Abdul Ahad Para.

Out of 23 names short-listed by the State Intelligence agencies for return from Pakistan and PoK under Rehabilitation Policy of the Government, clearance of 18 has been withheld by RAW and Intelligence Bureau, while giving nod to return of five militants.

SFs arrested a LeT militant, identified as Zabbar, who was instrumental in the killing of a civilian (Abdul Gani) at Kawath in Chatroo area of Kishtwar District on May 16.

Separately, two suspects, identified as Abdul Qayoom Khan and Muzaffar Ahmad Rather, were arrested and some arms and ammunition were recovered from their possession at Bahrampora in Pattan area of Baramulla District.

Authorities have decided not to allow the proposed rally of APHC-M at Eidgah in Srinagar in view of killing of Maulvi Showkat Ahmad Shah last month.

The Centre's interlocutors on Jammu and Kashmir are hopeful of the APHC-G joining the dialogue process.

May 21

60 RR and 163 Infantry Battalion launched a search operation in Marhota area of Kotranka tehsil in Rajouri District and busted a militant hideout, Army officials said. They recovered one pistol, one magazine, five China-made hand grenades and five UBGL grenades, besides some other material.

May 22

SFs arrested two OGWs of LeT from Bebli village in Doda District. The OGWs were identified as Farooq Ahmed, brother of LeT 'commander' Hurera and Zafarullah Malik.

SFs defused a landmine on the International Border at Malu Chak in Samba District.

APHC-M Chairman Mirwaiz Umer Farooq may have had a secret meeting with the head of ISI, Lieutenant General Ahmed Shuja Pasha, in Europe.

Divisional Commissioner Kashmir, Dr. Asgar Samoon stated that the separatists want to push the children and youth of the Valley to stone pelting in order to create disturbance and law and order problem.

APHC-M stated that it is ready for a negotiated settlement of the Kashmir issue with the Centre. Mirwaiz said that the APHC-M wants a peaceful resolution of the issue through talks among India, Pakistan and the Kashmiris and is willing to discuss various alternatives put forth so far.

A LeT militant was killed while three others were trapped, one of them in an injured condition, after an encounter with SFs at village Soni, north of Dera Ki Gali between Thanna Mandi and Bafliaz in Poonch District.

SFs neutralised a LeT hide-out of slain 'commander' Abu Moosa at Waomal Morha in Banihal area of Ramban District and recovered 6.5 kilograms of RDX, one Under Barrel Grenade Launcher (UBGL), 15 UBGL grenades, 108 AK rounds, four detonators and 10 meters cortex wire.

Union Home Minister P. Chidambaram said there were some intelligence inputs suggesting infiltration to Jammu and Kashmir from across the border but the number was "debatable".

Two letters threatening that LeT will blow up key temples in Punjab and Himachal Pradesh on June 5 to avenge the killing of al Qaeda chief Osama Bin Laden were received by Police in Phagwara (Punjab).

May 24

One Pakistani infiltrator, identified as Riyaz Mehmood, resident of Julaka village in Pakistan's Sialkote District, was arrested by BSF near a border outpost close to IB in Jammu District.

SFs continued search for three top LeT militants at Dera Ki Gali in Poonch District. During searches SFs recovered one AK-56 rifle, four magazines, 60 rounds, three Chinese grenades, one wireless set, one dairy, one pouch and incriminating documents of LeT outfit.

Following recent attack on a Pakistan Navy installation, BSF and Army has sounded an alert along the Districts of Rajouri and Poonch.

The BSF will soon deploy women troopers along Jammu and Kashmir's border with Pakistan to check the smuggling of arms and narcotics.

May 25

A LeT militant, identified as Mohammad Ishaq Lone alias Munazil, was killed and a 'district commander', Habib Gujjar alias Abu Salman, was injured in an encounter with the SFs at Loharpura forests in Doda District, bordering Keshwan forests of Kishtwar District.

The SFs also arrested, Saima Bano (24), a female associate of Munazil, who was on the run along with Habib Gujjar since May 16, after the killing of a civilian Abdul Gani at Kuwath in Keshwan area. Recoveries included two Chinese grenades, two AK rifle magazines, 10 rounds of AK, one pouch, one dagger, batteries, diaries and incriminating documents of the LeT outfit.

A LeT militant was killed in an encounter with the SFs Shatigam Ganai Mohalla in Handwara of Kupwara District. Recoveries made included one AK rifle, two magazines, one wireless set and a GPS.

Chief Minister Omar Abdullah confirmed that 30 to 40 militants have entered into the State during recent infiltration attempts. Abdullah stated that the Intelligence agencies have confirmed the infiltration.

Surankote and Bafliaz in Poonch District and Marmat in Doda District recorded over 80 per cent turnout in 11th phase of Panchayat elections. There were also reports of complete poll boycott in Dooru village in Baramulla District, native place of APHC-G Chairman, Syed Ali Shah Geelani.

May 26

SFs killed two JeM militants including a 'divisional commander' Qari Zubair in an encounter at Keller area of Shopian in Baramulla District.

SFs recovered the body of a LeT militant from Shatigam Ganai village of Handwara in Kupwara District.

An OGW of LeT, identified as Showkat Ahmad Khan allegedly involved in the murder of Hurriyat leader Sheikh Aziz on August 11, 2008, was arrested nearby Kansipora locality in Baramulla District.

United Jehad Council chairman and HM 'chief', Syed Salahuddin stated that ongoing Panchayat polls are means for local self- governance and that militants will not target panches and sarpanches .

May 27

Two foreign militants of LeT, identified as Omais and Qari Anas, were killed in an encounter with SFs at Nowpora Kalan of Sopore in Baramulla District.

The BSF foiled a major infiltration attempt by a group of four militants on the IB at Chak Majra Border Out Post (BOP) in Ramgarh sector of Samba District. It has been observed during the abortive intrusion bids that the militants planted IEDs along the IB as well as the LoC to cause casualties among the SFs during patrolling.

An anti-tank mine was defused by SFs at Kolhapur near Basantar in Ramgarh of Samba District.

SFs detected and defused an IED planted by suspected militants at a village in Ponda on Doda-Bharat road in Doda District.

State Police and SFs, on advice of State Government, placed chairmen of both factions of APHC, Mirwaiz Umar Farooq and Syed Ali Shah Geelani, JKLF chairman Mohammad Yasin Malik, Javid Ahmad Mir, Professor Gani Bhat, Bilal Gani Lone, Nayeem Ahmad Khan, Zaffar Akbar Bhat and other leaders under house arrest and prevented them from carrying out their programmes.

Omar Abdullah criticized the APHC leaders for calling strikes during summer. Meanwhile, some people took to streets in some of the areas of downtown Srinagar city and pelted stones on Police and SFs against the Government decision to put the Hurriyat chairman under house arrest. The protesters resorted to stone pelting and it was retaliated by cane charge by Police and SFs.

Omar Abdullah said, "There is credible information to suggest that there have been successful attempts at infiltration last month", According to inputs, there are 42 training camps for militants across the LoC and a total of 250 to 400 trained militants at the launching pads waiting for infiltration.

Militants barged into the house of Ghulam Rasool Mir at village Bawan, Zachaldara in Handwara area of Kupwara District and killed him along with his son Manzoor Ahmad Mir, a Government teacher.

SFs neutralised a hideout of LeT outfit and recovered a cache of ammunition and explosive material in Bhalna area of Keshwan forest belt of Kishtwar District.

May 29

Chief Minister Omar Abdullah, said, "There is no way to link infiltration with tourists. If you say infiltration has taken place and tourists need to go, it is wrong. If they (militants) have come, we will deal with them". He further asked separatists "why you try to create unrest in summers when Kashmir witnesses a huge tourist rush? If you want to create unrest try to do it in winter. Why you do it in summers? "

Jammu and Kashmir Government has banned unauthorised sale, purchase and stitching of Army uniforms in Srinagar under section 144 CrPC, throughout the territorial jurisdiction of the Srinagar District.

A total of nine blocks in seven Districts of the State went to polls in the 12th phase of the Panchayat Elections recording a percentage of 74.

May 30

BSF personnel on thwarted an infiltration attempt by the militants, amidst Pakistan Rangers firing, on the IB near Regal BOP at Naka No.197 between fencing pillar numbers 97 and 98 in Samba sector. A guide of the militants was killed and a group of three to four militants were forced retrieve back to Pakistan.

The President of Democratic Freedom Party, Shabir Ahmad Shah, was arrested by Police on his way to Shopian District to pay homage to Asiya and Neelofar-the victims of alleged twin rape and murder of 2009.

May 31

SFs neutralised a militant hideout in Nigli town of Sopore town in Baramulla District and recovered a huge cache of arms and ammunition.

SFs recovered two powerful IEDs from the hideouts of HM 'commander' Shahdin Khandey, at Kither village in Bunjwah area of Kishtwar District. Besides two IEDs, other recoveries made from the hideout, included one wireless set, 11 blankets, a number of oil containers, one AK magazine and 15 rounds.

India and Pakistan failed to agree on the modalities for demilitarisation of Siachen but decided to continue talks to arrive at a solution to the issue.

June 1

Syed Ali Shah Geelani, Chairman of APHC-G, was placed under house arrest in Srinagar, one day ahead of his meeting with Ram Jethmalani's Kashmir Committee.

JKLF Chairman, Mohammad Yasin Malik, said he will not meet the Ram Jethmalani-led Kashmir Committee.

Senior separatist leader Moulana Abass Hussain Ansari returned to APHC-M fold following the executive council of the faction revoking his suspension.

June 2

Kashmir Committee led by Ram Jethmalani would begin their mission Kashmir-II with the panel holding dialogue with different sections of the society including separatists.

SFs neutralised a LeT hideout and recovered explosives in Kopra Top area in Thanna Mandi of Rajouri District on June 2. Recoveries include 10 destroyed grenades, 1.5 grams black powder (suspected to be explosive) and a shawl.

Army has confirmed that at least 700 militants are waiting to infiltrate into Kashmir and there have been some incidents of firing at the Line of Control (LoC) to facilitate their crossing.

The head of the Kashmir Committee Ram Jethmalani held meetings with separatist leaders including APHC-G Chairman Syed Ali Shah Geelani in Sriganar and said a solution to the Kashmir issue is not far away.

Polling for 13th Phase of Panchayat elections was held in Ladakh along with six other blocks of Jammu and Kashmir regions. A total of 73.1 percent voters exercised their franchise in this phase.

Three LeT militants, including one from Pakistan, were killed in an encounter with SFs in Sopore town of Baramulla District. Three AK rifles, six magazines and three RPG boosters have so far been recovered.

SFs detected and defused a grenade at Doongus Mohalla in Poonch town.

Identity of the Pakistani militant killed in Sopore of Baramulla District has been revealed as the 'district commander' of LeT.

SFs diffused an anti tank mine which was recovered on June 3, from Bhorpur village of Samba District and in another incident, a 155 mm Shell was also diffused by SFs in the same District.

June 5

The District and Sessions Court of Kupwara issued a non-bailable warrant against APHC-G chairman Syed Ali Shah Geelani. The separatist leader has called for a strike on June 11 to remember the people killed by Police and SFs in protests.

Latest census conducted by the J&K Police shows 325 militants are currently present across Kashmir. And of them, 119 are active - the lowest figure ever since militancy erupted in the state in 1990. While 168 are local militants, 134 are foreign national, majority of them associated with LeT. Despite setbacks, HM is the largest militant outfit operating in Kashmir with 143 active cadres, including 15 foreign militants.

A civilian, identified as Mohammad Afzal Khan of Sopore (Baramulla District), was shot by militants at Partap Park on Residency Road in Srinagar City.

The 14th phase of Panchayat (village level local self-government institution) Election, 67.3 per cent electorates exercised their right to franchise in nine blocks.

June 7

DGP Kuldeep Khoda said that there are an estimated 250 to 300 militants active in the State. According to Police estimates, in central Kashmir which comprises the Districts of Srinagar, Budgam and Ganderbal, there is presence of 15 militants. Most of the militants in the central Kashmir are active in the peripheries of Budgam District, which lies close to the Pir Panjal mountain range.

A constable of Jammu and Kashmir Police, Manzoor Ahmad Najar, was killed by unidentified militants at Sopore in Baramulla District.

The detained DeM chief, Aasiya Andrabi, was rearrested soon after being set free on bail.

A City Court in Srinagar permitted the SIT probing the killing of Moulana Showkat Ahmad Shah to interrogate jailed militant 'commander' and founder of HM, Ashiq Hussain Faktoo alias Dr. Qasim, for a period of seven days within the Central Jail Srinagar premises where Faktoo is lodged.

Sopore in Baramulla District is in the throes of a struggle between militants and Security Forces (SFs). In the past month or so, some 15 people - 10 militants and five civilians - have been killed in the area. Kuldeep Khoda said, "There are reports of presence of some 'commanders' of LeT and JeM in Sopore and adjoining areas. In coming days anti-militancy operations will be intensified in the area."

Chief of the Army Staff, General V K Singh was given a detailed brief about the overall Security situation in the Valley and on the LoC.

Security agencies have prepared a list of 80 militants from different parts of the State, who have been held up across Pakistan and PoK for 10 to 20 years, for their return under Rehabilitation Policy of the State.

SFs killed two militants of LeT, identified as Javed Ahmed alias Hurera (commander) and Akhter Hussain alias Mubassir along Wanipora Nullah, in Sajjan area of Doda District.

Police claimed to have solved the shootout case in Srinagar city last week when a trader from Sopore was shot dead by gunmen. Three persons Farooq Ahmad Dar, Parvaiz Ahmad Tantray and Shabir Ahmad Parray have been arrested so far and weapon of offence recovered at their instance. However, the search for Lateef, released militant of HM is going on.

Police placed under house arrest, Syed Ali Shah Geelani, Chairman of APHC-G and arrested Shabir Ahmad Shah along with his supporters at Lahindajan - Pakharpora in Budgam District.

SFs have recovered a massive haul of explosives from a hut in Sarfa-Kote forest area of Boniyar in Baramulla District.

GOC 15th Corps, Lieutenant General S A Hasnain said there will be no troop withdrawal or revocation of AFSPA from the state till complete stability prevails. He further added that the Army is improving its drills to counter the changing strategies of the militants.

June 13

SFs neutralised a militant hideout at village Pondal in Kalakot tehsil (revenue unit) of Rajouri District and recovered a large quantity of arms and ammunition.

The Police seized counterfeit currency worth INR 25,940 from two arrested persons, identified as Rajan Singh and Ramesh Kumar hailing from Amritsar (Punjab) at Ardh Kunwari enroute Mata Vaishnodevi in Katra in Reasi District.

SFs recovered arms and ammunition at Behak area near the LoC in Trehgam in Kupwara District.

A militant hideout was neutralised at Halkhan village of Kokernag in Anantnag District. Two OGWs identified as Shabir Ahmad and Sabzar Ahmad Bhat were also arrested from Mirhama-Bijbehara in Anantnag District.

Another suspected militant sympathiser Mohammad Akbar Khan was arrested during a search operation at Aripal village of Tral in Pulwama District, a hand grenade was recovered from him.

General Officer Commanding-in-Chief of Army's Northern Command Lieutenant General K T Parnaik said, "Around 16 training camps still exists in PoK and we are fully prepared to foil any attempts being made by the neighboring country to create any disturbance in State". On number of militants of various outfits functional in these bordering belts, he stated, "Twenty-seven militants associated with LeT, HUJI and HM are still active in Rajouri and Poonch Districts".

The Army Commander further said that to thwart any possible infiltration, Army was maintaining a tight vigil along the LoC using night vision equipment adding, "there will soon be realignment of the fence along the LoC near Keran Post in Poonch District."

A youth, identified as Manzoor Ahmad Dar, was shot dead by unidentified militants at Vishru village of Keller area in Shopian District.

SFs killed a militant in Hamla Pati forests of Zachaldara Handwara in Kupwara District.

Inspector General of Police (Jammu range) Dilbag Singh said that there were only 13 militants left in Jammu region. Of the 13, six are left in Banihal area of Ramban District - two militants Basharat and Qadir belonging to LeT and HM are active along with two associates each. Another five militants are left in Kishtwar District and two more in Doda District.

J&K is paying a heavy price for fighting terrorism. The state has spent around INR 2,395 crore last fiscal as its security bill, excluding the expenses on the Army establishment that is being paid by the Centre.

Two LeT militants were killed in an encounter with SFs in Hamla forest range of Handwara area in Kupwara District.

June 21

Denying reports of infiltration across the LoC, the Army claimed the bids were at a 20-year low as no militant has been able to sneak into the Valley so far in 2011.

Police arrested two youth from Kupwara District on June 21. The arrestees after were influenced by an Imam of Shopian area to join militancy and carry out a Jihad against the State.

June 22

Troops launched a joint search operation at village Chamrerh in Thanna Mandi area falling under DKG belt in Rajouri District following information about the movement of two LeT militants in the area.

Chief Minister Omar Abdullah said that barring the killing of civilians by militants all the parameters related with militancy are well within the control. He said that election is not the solution to the Kashmir issue. "It (Kashmir issue) cannot be resolved through Panchayat polls and I am the first one to admit that the Kashmir problem should be addressed politically". On the revocation of AFSPA from the State, the Chief Minister said the Government should be able to move forward on the issue by year-end.

DGP, Kuldeep Khoda said that more than 1500 policeman have been killed during the past 20 years of insurgency in the State.

June 23

Two LeT militants were killed in an encounter with the SFs at Chamraid in Bafliaz belt of Poonch District, recoveries were also made from the site.

An unidentified militant was killed by the SFs near Razdan Pass in Bandipora District, along with recovered arms and ammunition.

The SFs carried out search operations in Keran sector of Kupwara District and recovered one AK-47 rifle along with a radio set.

Inspector General of (BSF) of Jammu Frontier, Sunil Chattopadhyay said that though the situation on the IB is calm as compared to last four years yet there is no scope for complacency as around 170 militants are still getting arms training in eight camps on the other side of border and may try to sneak into this side.

With intelligence and security agencies having okayed the return of 108 Jammu and Kashmir militants, who are currently either in Pakistan or in PoK, the Centre too is likely to clear their cases by next month. Sources said the applications of 28 militants had already been cleared by a committee comprising representatives of the State Government, Union Ministry of Home Affairs and the Army. "Eighty more names will be cleared by the end of this month.

Six persons, including a Policeman, were injured when militants fired a rifle grenade towards Police Station in the Sopore area of Baramulla District.

First five months of 2011 has been the most peaceful time in Kashmir, compared to corresponding periods of the past two decades, assessments by the Security establishment has shown.

June 25

Army foiled an infiltration attempt from across the LoC in Krishna Ghati sector of Poonch District.

The SFs neutralized a hideout of LeT militants in the Bhata forest area of Kishtwar District and recovered arms and ammunition.

Pakistan-based LeT outfit runs a series of well-oiled courses for budding terrorists, ranging from religious indoctrination to military and intelligence training, which are aimed at boosting militancy in Jammu and Kashmir. David Coleman Headley, a Pakistani-American LeT operative and an accused in the 26/11, in his testimony during the recently-concluded trial of co-accused Tahawwur Rana provided an insight into the religious, military and intelligence training being imparted by the LeT.

June 27

Two HM militants, identified as 'divisional commander' Muzaffar Ahmad Malla alias Chota Moulvi and his associate Suhail Khan alias Shahid, were killed in a 12-hour long gun-battle with the SFs in Pulwama District. Two AK assault rifles, four magazines, 14 rounds, an UBGL along with a grenade and two Chinese hand grenades were recovered from the incident site. Muzaffar, who had received arms training in PoK, was one of the most wanted militants in South Kashmir.

Meanwhile, unidentified militants shot dead an employee of Irrigation and Flood Control Department, Mohammad Yaqoob Kasana, in the Kangan area of Ganderbal District. No militant outfit claimed the responsibility for the incident.

SFs neutralized a militant hideout and recovered arms and ammunition in Chamsa area of Gool tehsil in Ramban District. The recoveries include two .303 rifles, three magazines and 111 rounds.

SFs launched a major search and cordon operation at Daryal in Budhal Top area of Rajouri District following reports about movement of three to four militants.

Chief Minister Omar Abdullah underlined that there was an urgent need for rehabilitating surrendered militants in the State.

Elections were held in two left out Panchayat of Zanskar and Lunuk in Kargil District of Ladakh region. While 65 per cent voting was recorded in Zanskar block, 67 per cent people cast their votes in Lunuk.

The Election Department would write to the Government about 1300 vacancies, which couldn't be filled during the Panchayat elections due to varied reasons, to take a decision on their fate.

Chief Minister Omar Abdullah said that guaranteed public service delivery to the people in Jammu and Kashmir is his Government's cherished goal and administration has been sensitized at all levels in this regard.

A militant hideout was neutralized and a huge cache of arms and ammunition was recovered by the SFs in Makla Nallah area of Kishtwar District.

A HM militant, identified as Tamir Ahmad Khuroo alias Junaid Khuroo (20), shot himself dead at Arampora in Sopore town of Baramulla District.

Unidentified assailants shot at and injured a Police officer in Bemina area of Srinagar.

BSF foiled an infiltration attempt by two to three militants at Ballard Post in Ramgarh sector of Samba District.

APHC-M chairman Mirwaiz Umar Farooq ruled out any chance of re-unification with APHC-G led by Syed Ali Shah Geelani, saying all efforts made by him have proved futile. He advocated for incremental approach for resolving Kashmir issue, saying, "Solution of Kashmir issue has to be step-by-step process. We are willing to discuss everything with New Delhi apart from status quo."

June 30

A Police constable was injured as two militants hurled a grenade on a night Police patrol party near Nagnigarh Police post in the Keshwan area of Kishtwar District. Police have launched searches for LeT 'divisional commander' Habib Gujjar alias Salman and his associate Khurshid Ahmed in Nagnigarh forests where they had reportedly taken shelter after attacking the Police party.

An IED, weighing five kilograms, was found and subsequently defused along the banks of Dal Lake in Srinagar.

SFs neutralized a militant hideout recovering a huge cache of arms and ammunition at Doke Haril forest in Handwara area of Kupwara District.

The SFs arrested a heavily-armed militant in Anantnag District. Ali Mohammad Wani alias Ali Baba, a resident of Natipora-Sangam village, was arrested at Kari Kadal near Bijbehara, along with a pistol, its one magazine with 162 rounds, two hand grenades, an IED and 40 rounds of General Purpose Machine Gun.

July 1

Police arrested a conduit of the HM, identified as Mudasir Ahmad Dar of village Frisal in Kulgam District, from the Pinglish-Tral area in Pulwama District.

CM Omar Abdullah said that militants continued to carry on with their activities and show presence but they will not be allowed to succeed in their designs to disturb Shri Amarnath Yatra.

July 3

Expressing satisfaction over the law and order situation in Jammu and Kashmir, DGP Kuldeep Khoda said people should remain vigilant against those spreading rumours. "Some elements do not want peace in the State for their personal gains and want to disrupt congenial atmosphere by spreading havoc among the public through rumors".

July 4

The Supreme Court referred to a Constitution bench the plea of J&K National Panthers Party challenging the legality of the return and rehabilitation policy of J&K Government allowing the return of youth, who had crossed over to Pakistan in 1990s, to the Valley.

July 5

The SFs neutralized a militant module by arresting two suspects, who were carrying INR 1.19 lakh cash for Rafiq Shaikh alias Basharat, ‘divisional commander’ of the Pir Panjal Regiment of HM, in Kulgam District.

SFs conducted operations following a tip off about the presence of two LeT militants at Model Town in the Sopore area of Baramulla District.

Police clashed with a group of protesters, in Pampore town on the Srinagar-Jammu national highway. The protesters, who were protesting against arrest of a youth, Raja Kandroo, pelted stones on Police who used tear smoke and batons to chase them away.

Army foiled an infiltration bid by militants, in which one was killed in Keran sector of Kupwara District, and large quantity of arms and ammunition was also recovered from the possession of the deceased militant.

July 6

A Police Inspector injured in militant attack in Srinagar's Bemina locality on June 29, succumbed to his injuries.

Nine Policemen were injured, four of them critically, when militants detonated an Improvised Explosive Device (IED) packed in a scooter outside Sopore Police Station in Baramulla District.

Union Home Minister P. Chidambaram acknowledged that there were “practical issues” in implementing the rehabilitation policy for militants.

The Interlocutors on Jammu and Kashmir would be visiting three Districts of Jammu region besides holding two days long Round Table Conference (RTC) in Jammu during their visit. The Interlocutors are scheduled to visit Ramban, Reasi and Kathua Districts from July 8 before holding the RTC on July 11 and 12. The Interlocutors have submitted nine reports to the MHA so far and after their current visit, they would submit their 10th report.

July 7

Reiterating that J&K is a political issue which needs a political solution, CM Omar Abdullah said the origin of the issue is linked with India, Pakistan and the people of J&K. Asserting that is not the issue of money or gun he said that elections are no solution to the Kashmir issue. The CM said that he has made it clear time and again that the elections, whether of Parliament, State Legislature or Panchayats, are not answer to the resolution of political issues of J&K.

The Centre approved INR 1,000 crore special package for imparting training to 8,000 youth annually in the State with the help of the corporate sector. As many 40,000 graduates, post-graduates and professional degree holders from the State will be covered in the next five years.

APHC-G chairman Syed Ali Shah Geelani asked the youth of Kashmir to desist from stone pelting. He said last year 120 civilians were killed in Police and Security Forces firing and "we did not achieve anything”.

PDP said its ‘self-rule doctrine’ will mitigate the negative effects of Partition. PDP patron and former State Chief Minister Mufti Mohammad Sayeed said, "The self-rule document of my party is aimed at negating the negative effects of Partition. Partition has plugged all traditional routes which were earlier connecting Jammu and Kashmir with the rest of the world”.

Minister of State for Tourism and Culture Nasir Aslam Wani has said that J&K is as safe as any other place in the world.

CM Omar Abdullah said that the Supreme Court observation on SPOs in Naxal-hit areas cannot be applicable to J&K as the SPOs in the State were part of the regular Police force.

July 8

An unidentified militant was killed in an encounter with the SFs at Bonhajin village in the Rajpora area of Pulwama District.

SFs recovered a large quantity of arms, ammunition and explosive material, from a hideout of the HM ‘area commander’, Mashooq Ali, who had rejoined militancy after surrender and was presently on the run, at Gajna Top in Arnas area of Reasi District.

Troops recovered two double barrel guns, one Chinese grenade, six detonators, 30 AK rounds and some explosive material from village Chankote in Kishtwar District.

Three persons were arrested along with FICN worth INR 4,000 in Poonch District.

July 9

Top JeM ‘commander’, identified as Ahsan Bhai, and his associate, Javed Ahmad Nengroo, were killed in a gun battle with SFs in Hanjan Payeen village Pulwama District. Arms and ammunition was also recovered from the possession of these two militants.

SFs arrested a militant, identified as Mohammad Arif Iqbal, who returned to Poonch from the LoC in Sabjian sub sector in the night At the time of his arrest, SFs recovered PKR 850 and one Pakistani SIM card from the possession of militant. A young girl of Sabjian, who had crossed over to Pakistan occupied Kashmir (PoK) along with the militant friend in 2008, has been held hostage by Pakistan Army in their Bagh camp.

July 10

An explosion killed two boys at village Ratsuna in the Tral area of Pulwama District in the eveninng Superintendent of Police (SP, Awantipora) Irshad said that the explosion took place in the house of one Mohammed Yusuf Lone, an OGW of HM. Police said that Chinese grenade death of two boys.

July 11

Army said security situation in the State over the next few months will determine the outcome of the consultative process with the State Government over revocation of AFSPA. GOC (15 Corps), Lt. Gen. Syed Atta Hasnain, said that Army has given its view to the Government on AFSPA.

Maintaining that a consensus has emerged on large number of issues concerning the State in the RTC, the Interlocutors on Jammu and Kashmir said that the recommendation of the two-day RTC, which started in Jammu would be submitted to the Centre.Interlocutor Radha Kumar said that separatists have a major role to play in resolving longstanding Kashmir dispute and they must not be overlooked.

Chief Minister Omar Abdullah said that the State Government will transfer powers to the sarpanchs and panchs in the State for effective implementation of work at the grassroots level.

A new political party, JK Intelligentsia Guild (JKIG), was launched in Jammu and Kashmir, which apart from working towards “peaceful, amicable, permanent and everlasting” settlement of the Kashmir dispute will encourage people of the State to exploit sagaciously the locally available resources to achieve self-reliance and also promote educational network.

The first Kashmiri language daily of Jammu and Kashmir hit the newsstands in Srinagar and other major towns of the Valley. The daily, named Kahwet (which means touchstone in Kashmiri), was launched by State Minister for higher education Abdul Gani Malik at the Sher-i-Kashmir International Conference Centre.

July 12

Police raided a place on Srinagar-Sopore road in Baramulla District recovered two IEDs.

After the end of two-day RTC, Government-appointed interlocutors said that "consensus" has been achieved, and they have got a long list of "concrete recommendations" on Jammu and Kashmir.

Chairman of the APHC-M, Mirwaiz Umar Farooq, described the dialogue process initiated by Centre through Interlocutors as a "farce".

July 13

In order to scuttle the separatist protests and the march to commemorate the 1931 ‘Martyr's day’ commemoration in Srinagar, authorities have placed almost all the senior separatist leaders under house arrest and decided to impose restrictions in old city areas in Srinagar.

A Policeman, Morifat Hussain Sheikh, who was injured in an IED) blast that took place outside Sopore Police Station in Baramulla District on July 6, succumbed to injuries in Srinagar.

Six persons were injured when an explosive device went off at Bonn Hanjan in the Rajpora area of Pulwama District.

SFs recovered four jackets and grenades besides a wireless set from a mosque at Chak Natnussa Mir Mohalla in Kupwara District.

The Interlocutors on Jammu and Kashmir said that four broad points have emerged during their 10 months long stint in which they covered 20 of 22 Districts and met over 4000 people.

Chief Interlocutor Dileep Padgaonkar said everyone out of 590 delegations and 4000 people they met were convinced that process of dialogue was the only option to resolve the problems and that militancy and violence haven’t served any purpose.

On separatists he said, "We are ready to meet them—openly or privately. The separatists are refusing to meet us. They have to take a decision (on meeting us),’’ admitting that the separatists are ‘‘stake holders’’ in a solution to Kashmir problem.

July 14

The Army has cordoned off the area in Midanpora village in Lolab of Kupwara District, where five members of family have been taken hostage. Initial operation was started by the Police. The Army was later called in for help.

Police filed a charge sheet against eight persons, including LeT ‘commander’ Abdullah Uni, for their alleged involvement in the killing of Jamiat-e-Ahl-e-Hadees chief Maulana Shaukat Ahmad Shah in an IED blast in April, 2011.

M M Ansari, one of the three Interlocutors on Jammu on Kashmir, said that the document will contain their (separatists) “known positions" and "well documented" views.

A militant from Poonch, identified as Mohammad Arif Iqbal, who had recently crossed over to this side of the LoC from Sabjian after spending three years in PoK, confirmed the presence of at least 175 militants, of Poonch District in different training camps and other places in PoK. He has disclosed militants were mostly affiliated to LeT and HM, and were from different parts of Poonch district.

An official spokesman of Rural Development has stated that names of elected Sarpanches and Panches has been already notified under SRO 211. The information is available on departmental website, www.jkrd.nic.in, he maintained.

July 15

All the five members of a family taken hostage by militants in Kupwara District have escaped unhurt.

SF personnel killed five militants of Pakistan-based LeT, including ‘divisional commander’ Abu Saqib, ‘district commander’ Abu Hamaad and ‘deputy district commander’ Omair, in a day-long gun battle in Kupwara District.

The SFs recovered a cache of arms and ammunition,  including one pistol, one pistol magazine, one bullet of pistol, 90 bullets of AK 47, one AK 47 magazine and one radio set from Mahore area of Reasi District.

July 16

SFs shot dead a militant of LeT outfit in an encounter at Battalhal in Loi Dhar near Kohat village of Keshwan area in Kishtwar District and recovered arms and ammunition. Slain militant happened to be close associate of lone LeT surviving ‘commander’ Habib Gujjar alias Salman.

July 17

Troops neutralised a hide-out of the HM militants at Copra Top at village Mathansu in the Mahore area of Reasi District and recovered a consignment of arms, ammunition and explosives.

Search operations were intensified in the areas of Kathua District, bordering Punjab, following inputs developed by Punjab Police about movement of a group of militants in Dhar area of Pathankote in Gurdaspur District, only few kilometers opposite Basohli tehsil (revenue unit) of Kathua District.

Nearly 450 militants at nearly 42 Pakistani arms training camps are waiting to cross over to the Indian side, GOC, 16 Corps Lieutenant General J P Nehra said. Nehra disclosed as per latest inputs nearly 175 LeT and HM militants were operating in the South of Pir Panjal, including Rajouri-Poonch, Udhampur, Reasi, Banihal, Ramban and Doda.

He said militants in the State are now more relying on internet and social working sites, besides manual communication.

Pakistan has opened three training camps for women militants in Manshera, Tarbela and Chhattar in PoK for engineering violence in Jammu & Kashmir. These recruits are imparted training to use small firearms like automatic pistols and AK-47, communication systems like GPS and satellite phones and carry out suicide attacks.

The ISI has also formed control groups comprising serving and former soldiers and officers to train militants, chart out their movement within PoK, and identify leaders among the recruits and plan infiltration through the LoC.

SFs in North Kashmir have eliminated top ‘commanders’ of the LeT in the Lolab area of Kupwara District and Sopore area of Baramulla District. After eliminating these top ‘commanders’ of LeT, security agencies are after the most wanted LeT ‘commander’, Abdullah Uni, now.

Defence Spokesperson Lieutenant Colonel J. S. Brar, identified the militants killed in July 15 encounter in Kupwara as ‘North Kashmir divisional commander’, Saqib alias Sohail of Kasur in Pakistan; ‘Kupwara divisional commander’, Hamad alias Haneef alias Alfa Islam of Abbottabad in Pakistan; ‘Central Kashmir divisional commander’, Qari Saifullah, ‘battalion commander’ Chotta Saad and ‘battalion commander’, JeM Umair alias Hafiz.

July 18

A Policeman, identified as Fareed Ahmad Khan (Belt no. 546/Armed Police, 5th Batallion) was injured when a group of unidentified assailants opened fire at him outside his residence at Gutlibagh in Ganderbal District. SP Ganderbal, Imtiyaz Hussain Mir said that the ‘district commander’ of HM Mushtaq Ahmad Khan has been identified behind this incident.

SFs recovered a consignment of arms and ammunition from a hideout of HM at Khodra dhok under the jurisdiction of Budhal Police Station in Rajouri District.

July 19

The CJM of Sopore District remanded Qurat-ul-Ain of Jalalabad Sopore, arrested for her alleged links with militants, for one week Police custody. Sopore Police had arrested Qurat-ul-Ain alias Sunil on charges of providing safe house and logistic support and acting as a courier for foreign militants especially the most wanted militant of Kashmir and LeT ‘commander’, Abdullah Uni.

GOC 15th Corps Lieutenant General S A Hasnain warned of more infiltration attempts from PoK in the coming months.

July 20

SFs arrested two HM militants at Kachwa village in the Pattan area of Baramulla District. On the basis of information provided by them, the SFs recovered arms and ammunition from the orchards of Ningli Nala.

After the arrest of Sopore girl, Qurat-ul-Ain, for her alleged links with militancy, Police has questioned and is investigating the involvement of seven more Sopore girls for militancy, unlawful activities and LeT links.

APHC-G leader Syed Ali Shah Geelani was detained by Police in South Kashmir after his supporters clashed with Police.

Special Director General of CRPF Anirudh Uppal said the pressure mounted by SFs on the militants and the initiatives taken by the Government has ensured that the situation in Kashmir Valley has remained peaceful this year.

The J&K Government is drafting an updated SOP to avoid loss of human life in blasts due to non-clearance of debris at encounter sites. Minister of State for Home Nasir Aslam Wani convened a meeting to discuss drafting and updating of the SOP to tackle the aftermath of the encounters.

DGP Kuldeep Khoda said that Kashmiri American Council director in Washington DC, Syed Ghulam Nabi Fai, arrested by the FBI on July 19, was also diverting the ISI funds to India, particularly to Jammu and Kashmir, for anti-national activities.

APHC-G chairman Syed Ali Shah Geelani said, “Fai’s arrest was carried out at India’s behest to weaken the Kashmir’s struggle at diplomatic level.” APHC-M chairman Mirwaiz Umar Farooq said, “All groups and individuals who are championing the Kashmir cause across the globe are working within the laws of the countries they are in.”

July 21

SFs detected and defused an IED planted by the militants on Poonch-Mendhar road, between Darah and Jhallas villages, to explode a passenger vehicle.

SFs neutralised a hideout of HM militants at Sangiot in Mendhar area of Poonch District and recovered arms and ammunition.

SFs recovered a plastic bag (containing arms and ammunition) kept in a small hideout erected by the militants under a boulder, hidden in thick undergrowth in dense part of Tir Gali in Mahore area of Reasi District.

Investigators have been able to trace the owner of the two-wheeler used in the IED blast that killed a Policeman and injured eight others in the Sopore area of Baramulla District.

Qurat-ul-Ain has become the centre of a new controversy in Kashmir. Separatist leaders are threatening an agitation if she isn't released.

The Scotland Yard initiated a probe into the activities and financing of London-based Kashmir lobby group, Justice Foundation, suspected to be a front of Pakistan's ISI.

July 22

Two civilians including a minor girl were critically injured in two separate mine explosions near the LoC in Poonch District.

SFs arrested a HM militant, identified as Imtiyaz Ahmad Ganaie, from Barsoo of Awantipora in Pulwama District.

CJM Sopore granted bail to a girl, Quratul Ain, alleged to be working for LeT militant outfit.

SFs charged batons, used tear smoke and fired warning shots in air to crush protests that broke out in Kulgam District against the alleged abduction and gang rape of a woman, Rukaya Bano by Army. Chief Minister Omar Abdullah promised action against the guilty, saying the AFSPA will not be allowed to hamper investigations. GOC 15th Corps Lieutenant General S.A. Hasnain said that Army had already commenced its own fast track preliminary investigation.

A three-member Kashmir Committee, headed by Rajya Sabha member Ram Jethmalani, arrived in Jammu to hold talks with leaders of political groups, social activists and intellectuals in the region to find its own solution to the Kashmir issue.

July 23

Top LeT ‘commander’ was among two militants killed in an encounter with Police and Army in Bagh-e-Hakhar at Handwara in Kupwara District.

Two youth, identified as Ashfaq Ahmad Khan (21) and Babar Khan (20) of Markote-Dangiwacha Village, were killed in Rafiabad forests when an explosive device they were fiddling with exploded. Sources said the youth had found some material in the forest and were fiddling with it. All of a sudden it went off and both of them were killed.

Police neutralised HM hideouts at Pada dhok and Siot areas under the jurisdiction of Mendhar Police Station in Poonch District.

Abu Abdullah, a top ‘commander’ of the LeT, was killed along with his associate, Abu Hamza, on May 22 after they had fallen into a deep nullah (stream) while running for cover as they were being chased by the Security Forces. An intercept of the militants the next day had confirmed the killing of Hamza and Abdullah, two Pakistani militants of the LeT. Meanwhile, Police on July 24 recovered the body of Abdullah in Surankote area of Poonch District.

Unidentified militants shot dead one person, identified as Mohsin Ahmad Wani, outside his house at Kral Teng in the Sopore area of Baramulla District.

Militants opened fire at a Special Police Officer (SPO), Khalid Ahmad Rather, at Hajjan in Bandipora District. The SPO escaped unhurt.

SFs seized arms and ammunition at Khanetar Top forests in Poonch District.

Chief Minister Omar Abdullah once again used social networking site Twitter to criticise militant sympathisers of the State. Criticising human rights activists and the Kashmiri press for not reacting to the killing of a youth in Sopore town of Baramulla District in the night of July 24, the Chief Minister tweeted.

Omar Abdullah appealed for peace to allow authorities to unearth the facts behind the alleged rape of a woman by two Army personnel in Kulgam District.

SFs shot dead a HM 'commander' Wasif alias Kamran alias Subhash at Gokund in the Rennai area under the jurisdiction of Marwah Police Station in Kishtwar District.

Union Home Minister P. Chidambaram said the Centre will convene an all party meeting once the Interlocutors on Kashmir submit their recommendations for discussing them.

Chidambaram said that the crucial phase of the new policy for return of youth of Jammu and Kashmir, who had crossed over to PoK for arms training in early 1990s and were now willing to join the mainstream, was "extremely complicated" and the Government is trying to address it.

He also noted, "I think the Government [State] has learnt some lessons how to handle stone pelters".

On the issue of infiltration, Chidambaram said that Pakistan-based terror outfits were trying hard to push in their men from across the border but only a few such bids could materialise.

The IGP said Salman had managed to recruit six youth of Kishtwar into the outfit during past some time, all of whom have been neutralized.

Militants abducted two persons, including a recently elected Panch from Pulwama District.

Two SPOs have gone missing along with their service rifles in Kulgam District. Also, two counter insurgents, Bashir Ahmad and Shakeel Ahmad, working with the Police have also reportedly gone missing along with them.

The Chief Minister Omar Abdullah-led Government has started preparing ground for evolving a consensus among its coalition partners on the Justice Sagheer Committee recommendations, which has advocated autonomy for Jammu and Kashmir.

DIG of Police (Central Kashmir) Abdul Gani Mir said that 18 protesters were arrested in the night of August 8 from different neighbourhoods of Srinagar, while nearly a dozen protesters were arrested during similar raids in the night of August 6.

"The Government is aware that the ISI has reactivated terrorist training camps in Pakistan occupied Kashmir," Minister of State for Home Affairs Jitendra Singh told the Lok Sabha in a written reply.

The head of the three-member panel of Interlocutors on Jammu and Kashmir, Dileep Padgaonkar, said it would complete its report by September-end.

The MHA has clarified that Radha Kumar, one of the three interlocutors, has not tendered her resignation.

August 10

Nearly 40,000 people have been killed in militancy-related violence in Jammu and Kashmir in the last two decades, the Government said.

In the first six months of 2011, 52 terrorists attempted to infiltrate into the Indian Territory from the LoC in Jammu and Kashmir (J&K) as against 489 in 2010, the Rajya Sabha was informed.

The Defence Minister A.K. Anthony said, "The Army has killed two terrorists trying to infiltrate along the Line of Control in J&K till date in 2011 and in 2010 it had killed 38 terrorists".

Meanwhile, Army Chief General V. K. Singh warned that terrorists retained the ability to calibrate the level of violence in Jammu and Kashmir despite suffering severe setbacks.

A LeT militant was killed in an encounter in the forests of Tangwari Warson in Kralpora area of Kupwara District.

An office of Animal Husbandry Department along with some shops and a shed suffered minor damages in an Improvised Explosive Device (IED) blast at Tahab in Pulwama District.

He further said that during past 16 months cases were registered against 1300 persons, adding, 35 stone pelters are serving detention under PSA.

Responding to a question about rehabilitation policy of militants who are willing to return from PoK, Omar said the Governments of Pakistan and PoK are acting as stumbling blocks for this policy.

On Truth and Reconciliation Commission (TRC), the Chief Minister said that it applied to various off-shoots of militancy and not alone on alleged human rights violations by SFs.

The hawala money supplied by Pakistan for the militant 'commanders' and separatists through cross-LoC trade route of Uri (India)-Muzaffarabad (Pakistan) has been worked out around INR 60-70 million. Interrogation of the arrested persons and investigations by the intelligence agencies have revealed that Firdous Ahmed Dar, arrested on August 20, was not the only conduit but nearly half a dozen persons had received hawala money and weapons through the cross-LoC route which had been supplied by Pakistani agencies.

A JCO of Army was killed when Pakistani troops violated the cease-fire for second consecutive day in Keran sector of Kupwara District.

More than 350 militants, many of them Pakistanis, are operating in Jammu and Kashmir, the Lok Sabha was informed.

A US diplomatic cable has revealed that in the aftermath of the November 26, 2008 Mumbai terrorist attacks (26/11), the US had categorically told Pakistan to dismantle terror infrastructure on its soil and take action against LeT founder Hafiz Saeed for his alleged involvement in the attacks.

The US officials knew for a very long time that ISI had created various terrorist groups, including those based out from Nepal, to carry out attacks in India, according to the latest US cables.

One of such organisations created by ISI in Pakistan was JKIF, with its main base in Kathmandu, Nepal.

For the second consecutive day normal life remained affected in Kashmir valley in response to a strike call given by APHC-G chairman Syed Ali Shah Ali Shah Geelani.

Pakistan wanted to wind down militancy in Jammu and Kashmir in 2006, but failed due to a stiff 10-day protest by militant leaders, according to a US embassy cable from Islamabad.

Although the details varied, most accounts agreed on the basic message: time had come for the militants to stop violence to allow space for President Pervez Musharraf and Prime Minister Manmohan Singh to move forward with peace initiatives.

The cable also stated that JKLF secretary general Mohammed Rafiq Dar said the confusion in the UJC - a conglomerate of leaders of militant groups active in Kashmir - created an opening for Yasin Malik to advocate a ceasefire.

United States Embassy in New Delhi believes that the APHC spearheading the resistance movement in J&K split in 2003 due to "proxy participation" of Abdul Gani Lone-led People's Conference (PC) in the Legislative elections in 2002.

A US secret diplomatic cable released revealed that APHC-M chairman Mirwaiz Umar Farooq wanted LoC to be converted into a permanent border and three separate legislative assemblies for Ladakh, Jammu and Kashmir regions with Chief Minister and Governor from each region on rotation basis.

Police said they have arrested a conduit of HM from Pattan area of Baramulla District.

The Director General of Police Kuldeep Khoda expressed concern at the involvement of minor children in the recent incidents of stone pelting.

As many as 569 Pakistani militants were killed in the State in the past 12 years, the Jammu and Kashmir Police said. The number of Pakistani militants killed in the State declined after 9/11 terror strikes in the US, apparently due to the pressure exerted by Washington on Islamabad to curb militant activities on its soil.

The NIA arrested two persons from Jammu and Kashmir for sending an email claiming claiming responsibility for the Delhi High Court blast on behalf of the militant terror outfit HuJI.

An alleged operative of HuJI, identified as Hilal Amin was detained by Security Agencies from Jammu and Kashmir's Kishtwar District for allegedly sending a terror email in the aftermath of the blast outside the Delhi High Court.

J&K assembly speaker rejected an opposition PDP legislator's private member's bill seeking deletion of an important provision in the State's constitution that bars any legislation challenging J&K's status as India's integral part.

NIA produced Amir Abbas Dev in a court in Kishtwar District in Jammu and Kashmir and got his Police custody for seven days for interrogation.

Concerned over repeated infiltration attempts, the Centre has directed Security Forces to intensify vigil along the border and take necessary steps to foil any attempt by Pakistan-based elements to push terrorists into India.

According to the MHA estimate, infiltration attempts have shown a marginal increase during 2010 in comparison to 2009.

GOC, 16 Corps Lieutenant General J. P. Nehra said that infiltration attempts have increased during the past few months.

He also added, "Pakistan has become an epicenter of global terrorism and failed to tackle growing extremism on its own soil".

DGP Kuldeep Khoda ruled out the presence of IM in Jammu and Kashmir.

On the issue of mass graves in Poonch District, Khoda said, "These graveyards, let me tell you, are in the area where there is habitation, and the buried include militants, and people died of natural causes. If anybody has any particular complaint then definitely we will look into it".

IED was defused by a Bomb Disposal Squad of Police along a canal at Satwari-Belicharana road in Jammu District.

A joint team of MHA and CBI visited Industrial Area of Gangyal (Jammu District) for supervision of some gun factories and sought record of gun licenses issued from Jammu District from the offices of Deputy Commissioner and SSP in Jammu.

Shariq Ahmed, one of the three teenagers who was arrested from Kishtwar District in Jammu and Kashmir in connection with the bomb blast outside Delhi High Court (September 7, 2011) was released by Jammu Kashmir Police.

The NIA got custody of Delhi High Court blast accused Amir Abbas Dev until October 7 from a Special Court in Delhi.

Militants fired upon a Police post at Warpora in Sopore in North Kashmir.

Police in Sogam and 28 Rashtriya Rifles of Army recovered some explosive material hidden in a rusted tin box near Khangoor Nar Doorosa in Kupwara District.

The Army and the Police averted a major tragedy when they recovered and defused an IED, planted by the militants, along the roadside at village Deri Leot under Manjakote Police Station in Rajouri District.

September 25

Police arrested two LeT militants and the driver of their vehicle at Khirram in Anantnag District. Two pistols, two hand grenades and some ammunition were recovered from the possession of the arrested militants.

In Srinagar, SFs neutralized a militant hideout in Nishat area.

September 26

Three militants and a Policeman were killed and two SF personnel were injured in an encounter between SFs and the militants in Kralpora forests in the Kupwara District.

A LeT militant shot and injured a youth in Sopore area of Baramulla District. Police later identified the militant as Muzaffar Ahmad Naiko alias Muza Moulvi.

SFs arrested a HM militant, identified as Showkat Ahmad Dar alias Abrarul Islam, along with his two OGWs at Samboora in the Pampore area of Pulwama District.

APHC-G alleged that 70 per cent TeH leadership was serving detention in different prisons since 2010 mass agitation.

Five militants and three SF personnel, including an Army officer, were killed in an overnight gun battle in Kupwara District.

Security agencies have arrested 98 persons and seized INR 12.3 million since 2009 as part of efforts to check pumping of hawala money into Jammu and Kashmir for funding secessionism and militancy, the State Government informed the Legislative Assembly.

"I hope Pakistan gets serious about dismantling all the terror training camps which are existing in the country....We expect that Pakistan will live up to their pronouncements," External affairs Minister S.M. Krishna said.

Chief Minister Omar Abdullah asserted that there is a misconception regarding unmarked graves as they are being tagged as mass graves.

He urged both India and Pakistan to jointly form Truth and Reconciliation Commission (TRC) to find out answers to questions on various incidents that occurred during the past over two decades of militancy in Jammu and Kashmir.

A trooper who was injured in the gun battle on September 26 succumbed to injuries.

The gun-battle between SFs and terrorists in the frontier District of Kupwara near the LoC entered into fifth day after firing resumed early in the morning.

The NIA questioned Azhar Ali, a militant of HM for second consecutive day in connection with the Delhi High Court blast case at Kot Bhalwal high security jail near Jammu.

October 1

Four militants were killed as Army foiled an infiltration bid near the LoC in the Keran sector of Kupwara District in north Kashmir. The militants were killed in a gunbattle that lasted for more than 36 hours, an army spokesman said.

The GOC, 15 Corps Lieutenant General S A Hasnain said that there is a nexus between the ISI, Pakistan Army and terrorist organizations in training, arming and psychological indoctrination of Pakistani youth for infiltrating and carrying out acts of terror in Kashmir.

October 2

Army eliminated one more infiltrator near the LoC in the Keran sector of Kupwara District, taking the number of infiltrators killed in the foiled infiltration bid in Keran sector to five.

Security Forces launched a search operation in the forest area of village Malwan in Kulgam District and recovered 240 rounds of AK ammunition, one grenade and one electronic detonator.

Jammu and Kashmir Government said that 1,378 persons have been reported missing in the State during the last 20 years.

October 3

SFs eliminated a LeT 'divisional commander', who was reactivating militancy in South Kashmir, in the Shubdani village near Newa in Pulwama District. The slain militant, identified as Abdul Rehman alias Rehman Bhai, a Pakistani national, was also nominated as 'divisional commander' of LeT (North Kashmir) after the death of Abdullah Uni on September 13.

In another encounter that is still going on at Dardpura in the Trehgam sector of Kupwara District, Army said that they killed one militant so far.

Elsewhere in the District, a live 62-mm mortar shell was detected near Industrial Training Institute (ITI) for women at Lalpora.

October 4

The BSF shot dead an intruder in Pargwal sector of Akhnoor tehsil (revenue unit) in Chamliyal forward area on the IB in Ramgarh sector of Samba. The intruders appeared to be making attempts to enter into this side. Pakistani Rangers also resorted to cease-fire violation to give cover to the infiltrators by opening firing at Rajpura, Chak Phagwari and Jamun Bela posts of Pargwal from 9.30pm to 10.00 pm.

J&K Government said it has no proposal to extend 74th Amendment of the Constitution to the State as there were already legislations in place which are more or less compliant with its provisions.

October 6

SFs neutralized a militant hideout in the forest area of Dever in Kupwara District and recovered arms and ammunition.

JKLF announced formal unification of its two factions with Pakistan-based Amanullah Khan to be the lifetime "supreme head" of the group.

Pakistan Prime Minister Yousuf Raza Gilani said that his country will extend its "full political, moral and diplomatic support" to Kashmiri people and underlined the need to resolve the Kashmir issue through negotiations.

The NIA has detained one more suspect from Kishtwar District in Jammu and Kashmir for the September 7 blast outside the Delhi High Court. According to NIA officials, the suspect, identified as Wasim, is one of the key conspirators and has been studying in Bangladesh.

Results of the polygraph test performed on at least one of the accused picked up from Kishtwar in Jammu and Kashmir have indicated HuJI hand in the September 7, 2011 Delhi high court blast.

October 7

Troops foiled an infiltration attempt by a group of Pathan militants affiliated to LeT at Mitti Dhara in Peer Badesar area of Keri sector in Rajouri District. Amid intrusion bid by the militants, Pakistan Army resorted to cease-fire violation to give cover to sneaking militants.

Security Forces arrested a HM militant, Hilal Ahmad Khanday, from Achhabal in Anantnag District.

China and ISI supports PLA, the Manipur based outfit, in its bid to form a 'Strong United Front' along with CPI-Maoist and Kashmiri militants.

In third major arrest in Delhi High Court blast case (September 7, 2011), the National Investigating Agency (NIA) arrested a Kashmiri youth, who was pursuing studies at Dhaka in Bangladesh from New Delhi soon after he alighted from a flight at IGI airport in the capital. The arrestee, identified as Wasim Akram Malik, a resident of Kishtwar District in Jammu and Kashmir was arrested following clues gathered during investigations by the NIA that he was a key conspirator in the blast along with his brother, Junaid Akram Malik, a 'commander' of the militant outfit Hizb-ul-Mujahideen, who was absconding.

October 8

The NIA has launched a manhunt to trace Kashmiri medical student Wasim Akram Malik's younger brother Junaid Akram, a HM militant, for his direct involvement in the Delhi High Court blast on September 7.

October 9

The SFs killed two HM militants in the forests of Kangan in Ganderbal. Identify of the two militants whose aliases were Obaid and Tahla could not be ascertained. Earlier, the SFs had heard a radio communication between two holed up militants and their handlers across the LoC in Pashto, a language spoken in Afghanistan and FATA of Pakistan. SFs are ascertaining the nationality of the two deceased militants but sources said they might be from the group of Taliban who surrendered in Swat Valley two years ago after Pakistani army launched a major offensive against them.

A HM militant, identified as Azad Hussain (code name Waseem), was eliminated in Marmat area of Doda District. Police claimed that with the killing of Hussain, a Pakistan trained militant surviving since 1998, Doda District has been free of militancy now.

At least two to three HuJI militants of Bangladesh were reported to have visited Kishtwar, Jammu and New Delhi prior to September 7 blast outside Delhi High Court along with Wasim Akram Malik alias 'Doctor Sahib', who was arrested in New Delhi on October 7 by the NIA.

A team of NIA officials arrived in Bangladesh to probe into the Delhi High Court blast case (September 7, 2011). The team, headed by an SP, left for Dhaka recently and quizzed some of the Kashmiri students studying in Jalalabad Ragib Rabeya Medical College and Hospital at Sylhet, near Dhaka, claimed officials.

October 11

With increase in the presence of militants across the LoC, the Army has deployed additional troops in priority areas to counter infiltration in the State ahead of snowfall. "According to Intelligence reports, strength of militants across (the LoC) has crossed all proportions. At present, opposite Shamsabari (range) and Uri, there are 600 militants," said General Officer Commanding (GOC) of Srinagar-based 15 Corps Lieutenant General Syed Ata Hasnain.

Chief Minister Omar Abdullah has asked the Union Home Minister not to plan AFSPA withdrawal from entire state, but from sections where army is no longer required. "Would want Disturbed Areas Act [DAA] and AFSPA to go," said Abdullah. "We have to see the areas where the footprints of Army was minimal and then go for revocation of DAA and subsequently AFSPA'', Omar said, adds Daily Excelsior.

The Interlocutors on Jammu and Kashmir are to submit their report to Union Home Minister P Chidambaram today (October 12).

October 12

SFs in an ongoing operation eliminated HM 'district commander', Mushtaq Khan alias Mushtaq Janghi alias Mushtaq Killer, in an operation in Gutlibagh forests of Ganderbal District. An associate of Mushtaq Killer was also killed in the encounter but he has not been identified as yet. Another fleeing militant, identified as Muzaffar, was arrested by the SFs.

SFs busted a militant hideout in Kokernag area of Anantnag District.

Advocating "meaningful autonomy" and speedy development, the three interlocutors on Jammu and Kashmir submitted their report to Union Home Minister P Chidambaram.

October 13

SFs recovered a consignment of arms and ammunition from Khandi forests in Mahore area of Reasi District.

Police arrested HM militant, identified as Abdul Majeed Bhat alias Khurshid, in the Handwara area of Kupwara District.

The General Officer Commanding (GOC, Victor Force) Major General Gurdeep Singh said that the October 12 killing of HM 'district commander' Mushtaq alias Mushtaq Killer is a big success for the SFs in the Ganderbal District.

Director General of Police (DGP) Kuldeep Khoda said that Police was working on all leads, including a possible nexus between the LeT and KZF, who might have jointly plotted the terror strike which was foiled with the recovery of the car laden with explosives in Ambala in Haryana on October 12.

October 14

Militants shot at and injured a Policeman in the Hazratbal area of Srinagar. The Policeman was on security duty in Tailbal bus station in Hazratbal.

SFs recovered a consignment of ammunition and explosives from Khanetar Top in Poonch District.

16 SF personnel were injured in stone-pelting by protesters agitating against an alleged blasphemous comment made by a professor in Bhaderwah town of Doda District.

October 16

Police said that militants hurled a grenade on a Police party at Sanat Nagar Chowk in Srinagar. The grenade missed the intended target and exploded on the road without causing any damage.

Security Forces in Srinagar recovered huge quantity of material used for making IEDs.

Police arrested the LeT militant who killed a Police constable in Hazratbal area of Srinagar on October 14.

October 17

SFs killed a militant in Yachgoose village in Pulwama District.

Pointing out that militancy in the State has come down by 50 percent, DGP, Kuldeep Khoda cautioned against complacency and said the work on the front was not yet over.

Chief Minister Omar Abdullah said that the current year in the State has been peaceful so far but this gives no assurance that the coming year will be a better one.

October 18

Accusing politicians in J&K of exploiting the youth during the last 20 years of unrest in the State, Chief Minister Omar Abdullah said time has come for youngsters to repulse all such attempts.

APHC-G chairman Syed Ali Shah Geelani expressed his willingness to hold talks with the Centre over Kashmir issue.

HM is slowly fading away as its remaining 'commanders' and cadres are being taken out on a regular interval by SFs.

October 19

The Army has said the issue of withdrawal of AFSPA from peaceful areas of Jammu and Kashmir has not even come up for discussions in the unified command or core group meetings of the SFs.

UJC, an amalgam of 13 militant groups, chairman and HM 'supreme commander' Syed Salah-ud-Din has asked separatist leaders not to enter in to any kind of bilateral dialogue with New Delhi.

NIA, investigating the September 7 Delhi blast, seized five mobile telephones of Wasim Akram Malik, a Medical student, his two relatives and two associates from Kishtwar and Jammu but another mobile telephone and a laptop used by him at Dhaka, Bangladesh remained untraced.

APHC-G chairman Syed Ali Shah Geelani rebuffed UJC leader and HM chief Syed Salah-ud-Din's appeal against taking to the Union Government, saying he does not take "dictations''.

SFs arrested a HM militant, Abdul Gani Deedad alias Abu Salfi, from Rajpora area of Pulwama District.

A sharp increase has been witnessed in ceasefire violations in 2011 on the LoC in twin border Districts of Rajouri and Poonch by the Pakistan Army.

The highest number of 30 ceasefire violations has been reported from the LoC in Rajouri and Poonch Districts alone during 10 months of 2011.

The number of infiltration attempts made from different parts of the LoC in the two Districts has also gone up to 42 but number of successful intrusion bids had considerably come down or reduced virtually to zero.

The illegal trade and smuggling of narcotic and psychotropic substances, which was going to attain alarming proportion, has been contained up to larger extent during the past four months with Jammu Police.

A local court in Srinagar granted bail to two 12-year-old boys, while another was remanded to a juvenile home. The three boys were detained by Jammu and Kashmir Police in October 2011 on the charge of stone-pelting.

Chief Minister Omar Abdullah said there was always scope for re-imposition of AFSPA if things became difficult after its withdrawal from certain areas of the State.

A contractor with military engineering services has approached the Kangra Police regarding a letter reportedly sent by LeT, seeking information related to Army's 9 Corps based at Young Officers Leave cantonment in Kangra.

India said Pakistan is continuing to harbour terrorists on its soil and despite repeated requests it has taken no steps to dismantle the terror infrastructure there.

According to intelligence reports, around 2,500 terrorists were active in training camps and launching pads in PoK and some other areas in Pakistan and that all of them had been primarily trained to infiltrate into India.

An unidentified pistol borne militant tried to open fire on a Recruit Constable near Mehindi Kadal area in the Anantnag town. The bid was foiled as he was overpowered before he could open fire.

At least 35 persons, including SSP (Anantnag) Ramesh Kumar Jalla, SP (Operations) Zahid Malik, Deputy SP (Operations) Tanveer Jeelani, Sattion House Officer (Anantnag) Liyaqat Khan and Assistant Sub-Inspector Riyaz Ahmed along with a Commandant of CRPF and four Police Constables, were wounded as violent clashes broke out between groups of youth and SFs in Anantnag District immediately after the culmination of Eid prayers.

Taking note of huge construction activities across the border by Pakistan, which is resulting in erection of 97 additional 'observation post' towers and 162 barracks, a Parliamentary standing committee on home affairs has come out with a number of suggestions for the Government to counter such logistic build-up and asked it to urgently implement the proposal for construction of an earthen 'bund' on the home side of the fencing.

Stone pelting incidents were reported from some areas of the Srinagar city as well as its. However, nobody was injured in these incidents. In the morning, a group of youth appeared in the Maisuma area and they started pelting stones on the SFs present there.

Government made it clear that revocation of the AFSPA Act from Jammu and Kashmir could be some time away; saying consensus will have to be evolved among all stakeholders on the crucial issue as positions were not "unified" at the moment at the Centre. "Ultimately, we need to find consensus among all the stakeholders," a Government source said.

Chief Minister Omar Abdullah said that the State Government was ready to amend Ranbir Panel Code (RPC) to make it at par with Criminal Penal Code (CrPC) to provide legal protection and immunity to armed forces in Jammu and Kashmir at par with other States.

Three persons, including a Territorial Army trooper, were injured when militants fired indiscriminately at Naid Khai market in the Sumbal area of Bandipora District.

Jammu and Kashmir Police refuted the report of a New Delhi-based human rights group alleging rights violation in the arrest of minors saying those mentioned in it face criminal charges.

Militants shot at and injured a ruling NC party block president and Sarpanch (head of the Panchayat, village level local self Government institution), Abdul Salam, in the township of Tral in Pulwama District. Reports said Abdul Salam, resident of Panzoo-Tral, was fired upon by militants at bus stand Tral.

Army thwarted an infiltration attempt by the militants at Krishna Ghati sector in Poonch District forcing the group of militants, trying to intrude into this side from across the Line of Control (LoC), to retrieve to Pakistan occupied Kashmir (PoK).

Police arrested over a dozen stone pelting protesters, including some minors and a press photographer, in the Saraf Kadal area of Srinagar.

Police said that they arrested a person who was about to hand over the snatched pistol of the MI trooper to LeT militants in the Sopore area of Baramulla District.

November 27

Police said that Jammu and Kashmir has witnessed a six-time fall in demonstrations called by separatists in 2011 as compared to the 2010.

November 28

Police arrested two militants, identified as Aijaz Ahmad Hamdani and Javid Ahmad Sheikh, from Hazratbal area of Srinagar and recovered two grenades from their possession.

Noting that terrorism and insurgency threaten the very foundation of democracy in Jammu and Kashmir, Minister of State for Home Nasir Aslam Wani emphasised on better intelligence network and proper vigilance to meet this challenge.

Union Home Minister P Chidambaram said India had asked the US about LeT operative David Headley's links to US state agencies, but Washington had not been "willing" to share that information.

Government informed the Lok Sabha (Lower House of Parliament) that 45 cease-fire violations were reported in 2011 along the India-Pakistan border in Jammu and Kashmir.

There is around 50 per cent decrease in the grenade attacks, explosions and rocket attacks in 2011 up to November 15 as compared to the corresponding figure in 2010, an unnamed senior Police official said.

DGP Kuldeep Khoda said that the Jammu and Kashmir Police will take all measures to ensure lasting peace in the State.

JuD vowed to convert Pakistan into a Taliban state and to train young people to wage jihad (holy war) against America and India.

Principal Sessions Judge Ramban M A Chowdhary awarded life-imprisonment to militant Abdul Waheed, son of Ahmedulla Naik of Banihal, who committed the murder of Zarina Bano for not providing the food as demanded by him.

Government said that around 2,500 terrorists are present in a number of launch pads in PoK and Pakistan.

Union Home Minister Home Minister P Chidambaram said the efforts of Jammu and Kashmir Chief Minister Omar Abdullah are to denotify the DAA from some places in the State, a move which will pave way for removal of AFSPA.

MHA has moved the Union Cabinet for deploying Rashtriya Rifles (RR) units and inducting additional helicopters for logistics in Naxal [Left-Wing Extremist]-affected areas of the country particularly Chhattisgarh, Jharkhand and Maharashtra.

The Army, however, is at slight variance with the home ministry proposal as it does not want to disturb the RR counter-insurgency grid in J&K.

A project, codenamed 'Karachi Project', undertaken by the Pakistani spy agency, ISI to spread terror in India using local recruits through LeT network will soon find its place in the charge sheet to be filed by the NIA against American-Pakistani terrorist David Coleman Headley and his accomplices, including Pakistani serving and retired Army officials, in the Mumbai terror attack case (November 26, 2008, aka 26/11).

December 2

Militants shot at and critically injured a NC block president in the downtown Srinagar. The victim, identified as Ghulam Ahmad Lone, is the president of the Safa Kadal block in Srinagar.

SFs neutralized a hideout of the militants in the Chatroo area of Kishtwar District and recovered a large quantity of explosive material and ammunition.

SFs arrested a Kashmiri militant, Zahoor Ahmed, along with his Pakistani wife and two children as soon as they landed at Jammu Railway Station from Amarnath Express after flying to Kathmandu in Nepal from Pakistan.

Two Bangladeshi nationals were arrested at Kanachak area of Jammu when they were trying to ex-filtrate to Pakistan.

Clashes broke out in parts of downtown Srinagar between stone throwing protesters and the SFs.

According to a State Home Ministry, dip in militancy-related incidents has resulted in 55 per cent decrease in casualties in Jammu and Kashmir in 2011.

There has been nearly 50 per cent fall in militancy-related incidents this year in the State with no such activities taking place in three Districts and 13 others registering just single digit terrorism cases.

December 4

Use of non-lethal weapons while dealing with demonstrators and stone-pelters in Kashmir Valley has reduced casualties to civilians and SF, an unnamed Police official said.

In 2010, 112 civilians and Policemen died and 1,049 civilian and 4,000 SF personnel were injured in law and order disturbances in the Valley, he said, adding that of these 825 SFs suffered critical injuries due to stone pelting.

Pakistani troops fired at Indian posts in Karnah Sector near the LoC in the Kupwara District in the night of December 4, official said on December 5.

December 5

Reports indicate that a number of militants from Kashmir Valley and others parts of the State, including undivided Doda District and twin border Districts of Rajouri and Poonch in Jammu region, have also managed to get passports in Pakistan and were awaiting an opportunity to fly either to Dhaka in Bangladesh or Kathmandu in Nepal to cross over to India to reach Jammu and Kashmir.

Number of tourists visiting Kashmir Valley so far in 2011 has surpassed the nearly seven lakh mark set before the eruption of militancy in the State in 1990. "In the history of Kashmir, we have not witnessed so many tourists. Even during the pre-militancy years we would receive a maximum of seven lakh tourists. This year we have received a record number of tourists," Tourism minister Nawang Rigzin Jora said. Although Jora did not reveal the exact number of the tourists, according to officials the number had crossed a million.

Asserting that special laws like the AFSPA had served their purpose, Jammu and Kashmir Chief Minister Omar Abdullah on December 5 said there would be no let up in his struggle for gradual revocation of these laws from the State. "There will be no let up in my efforts to gradually see off laws like AFSPA from the state, which have served their purpose, to make people relish the fruits of peace," he told a public meeting.

Mohammed Qateel Siddiqui (27), originally from Darbhanga (Bihar), was arrested from Delhi on November 22; Gauhar Aziz Khomani (31), originally from Darbhanga (Bihar), was arrested in Delhi on November 23; Gayur Ahmad Jamali (21), originally from Madhubani (Bihar), was arrested from Darbhanga on November 24; Mohd Adil alias Ajmal (40), from Karachi, trained by JeM as a shooter, and sent by the Bhatkal brothers first to Nepal and then to India to recruit local Muslims for terror attacks, was held from Madhubani on November 25; Abdur Rehman (19) from Darbhanga, was arrested in Chennai on November 27; and Mohd Irshad Khan (52) from Samastipur (Bihar) , was arrested in Chennai on November 27. Khan's daughter was married to Yasin. It's in his house in Okhla in Delhi, that Yasin is believed to have been staying for at least six months. Security agencies are looking for four others from Madhubani.

Troops thwarted an infiltration attempt by a group of five Pakistani militants on the LoC)in Mandi sector of Poonch District forcing the militants, equipped with weapons, to retrieve despite heavy firing brought down on forward Indian positions by Pakistani troops.

December 6

In 2009-11, 117 cease-fire violations were reported along the LoC, of which 28 were in 2009, 44 in 2010 and 45 between January and November 2011. Nine Security Force personnel were killed and around 52 injured in various firing incidents reported in 2008-11 along the International Border. Besides, two civilian porters were killed in cross LoC firing during this period.

DGP Kuldeep Khoda said there has been fall in militancy-related incidents in 2011 in the State with the overall improvement of security situation. "There has been decrease in militancy-related incidents in the State. As compared to 350 such cases in 2010 in a period of 11 months, 185 incidents were reported this year till November- end," Khoda told reporters. He said there is roughly 47-48 per cent decline in incidents of violence in 2011 as compared to 2010.

He, however, maintained the infiltration bids were still being made from across the border and instructions were being given to them (militants) to enter the State. He also asserted that there are still training camps working across the border where militants get the armed training. He said there has been no "intentional and capability changes" from across the border and "continuous infiltration attempts" were being made by the perpetrators of terrorism.

December 7

Unidentified militants in the night abducted and later killed a tractor driver, Mushtaq Ahmad Ganaie, 26, in Pulwama District. The dead body was recovered from Hajan Payee in Pulwama on December 7.

Militants hurled a grenade towards a SFs vehicle on the National Highway at Goriwan near Bijbehara in Anantnag District in evening . The grenade missed the intended target and fell on the road resulting in the injuries to one Abdul Gani Bhat.

SFs neutralized a hideout of the militants at Nullian forest in Sheendara area of Poonch District. Recoveries made from the natural hideout included two UBGLs, 14 UBGL grenades and 208 rounds of AK-47. Another hideout of the militants was neutralized at Chorgala in Kalakote tehsil (revenue unit) of Rajouri District. Recoveries made included one pistol along with one magazine and one round, 94 rounds of AK-47, one Thuraya satellite telephone and an ammunition pouch.

The US-based Kashmiri separatist leader and head of KAC Syed Ghulam Nabi Fai on December 7 pleaded guilty to federal charges of spying for the ISI and illegally lobbying the Congress to influence the American policy on Kashmir.

Fai continues to be under house arrest till the time of his sentencing. His sentencing is scheduled for March 9. Fai was arrested on spying charges on July 19 and then put under house arrest.

December 8

Security Forces neutralized a hideout of the militants at Thanpeer forest area of Mandi sector in Poonch District and recovered a consignment of arms. Recoveries made from the hideout included three anti-personnel mines, one wireless set and 10 antennas.

Core Group comprising top brass of all security and intelligence agencies reviewed security scenario in Jammu region, including the LoC and the International Border (IB), and chalked out a strategy to neutralize remaining 34 active militants besides the Over Ground Workers (OGWs).

Jammu and Kashmir Police is to get non-lethal weapons and ammunitions to deal with the mob during violent protests in the State in order to ensure zero causality and less injury to both sides.

Minister of State for Home and Urban Development Nasir Aslam Wani on December 6 announced the forthcoming polls to various municipal corporations and committees in Jammu and Kashmir would be held March 2012.

The NIA has said that HM backed and PoK based Jammu and Kashmir Affectees Relief Fund Trust (JKART) is funding terror in Jammu and Kashmir. The agency, which registered an FIR under various sections of the Indian Penal Code (IPC) and Unlawful Activities (Prevention) Act (UAPA), named two Pakistani nationals who are heading the JKART. Chairman of the trust Mahboob-ul-Haq and general secretary Masroor Dar have been named by the NIA in the FIR.

Investigators allege that JKART has pumped in more than INR 800 million into the Valley in the name of relief and rehabilitation work, diverted to finance terror. Founded in 1990, the JKART runs a refugees camp in PoK.

NIA has unearthed a hawala operation of front organisations of Pakistan-based terror outfits LeT and HM for providing money to families of terror operatives killed all over India. The NIA has detected in the last few years a well-oiled hawala operation to tune of around INR one Billion.

Ministry of Home Affairs has decided to treat threats to the country's economic security as a terrorist act and prosecute non-governmental organisations that divert funds to help terrorists and Naxalites under the anti-terror law. The move - that also counts dealing in counterfeit currency as a terror act - is part of the first set of changes to the anti-terror law - Unlawful Activities (Prevention) Act (UAPA) - that was last amended after the 26/11 Mumbai terror attack. In its new form, the Government has also decided to raise the duration of the ban on terrorist groups from two years to five years.

SFs conducted an extensive search in Sheen Dara region of Poonch District and seized arms and ammunition. The seizure included rounds of AK 47, 15 UBGL grenades and two UBGL Launchers, belonging to Lashkar-e-Toiba (LeT) militants.

December 9

Police arrested one Ali Mohammad Wani, a LeT militant, from Natipora Sangam village in Anantnag District. Three grenades and AK ammunition were recovered from the house in which he was living.

December 10

A SPO was allegedly shot dead by unidentified militants in Kishtwar District. The SPO, identified as Mohammad Hanief of Thathri, was attacked in village Sujna in the upper reaches of Palmar.

APDP, a valley-based human rights group, has admitted that militants were responsible for more enforced disappearances than the SFs. The APDP submitted a list of 132 cases of enforced disappearances in remote Banihal area to the state human rights commission (SHRC).

December 11

J&K Minister for Rural Development and Parliamentary Affairs Ali Mohammad Sagar escaped an attempt on his life by militants who attacked his entourage as he arrived at his Nawab Bazaar residence in Nawakadal area of Srinagar killing one PSO, Gulzar Ahmad, while two other PSOs and a civilian were injured in the firing incident.

No militant organization has claimed responsibility for the attack so far but the security agencies said that LeT and HM have been operating in Srinagar and they suspected that they could be behind the attack. This is second attack on any NC leader in past two weeks and third in J&K during past fortnight.

J&K Chief Minister, Omar Abdullah stated that "no deadline" had been fixed for revoking the AFSPA. He admitted the Army's resistance was the prime reason for the delay. The Army opposed the move saying such a revocation would hamper its anti-insurgency operations. Abdullah said the issue was being discussed and hoped a way out would be found soon.

December 12

Pakistan-based JuM claimed responsibility for the attack on Jammu and Kashmir minister Ali Mohammad Sagar on December 11 in which a Policeman was killed.

About INR seven million was paid by the MHA as remuneration and other expenses in engaging year-long services of three interlocutors on Jammu and Kashmir.

The State Government will conduct verification of madrassas getting Government aid in the State.

Government said the issue of partial revocation of AFSPA from Jammu and Kashmir was discussed in a meeting of United Headquarters in November and maintained that decisions on security matters are taken after consultation with concerned States and SFs.

The Army said revocation of Disturbed Area Act by the Jammu and Kashmir Government will not affect the applicability of AFSPA in the State as the two laws are not interlinked.

GOC, 15 Corps, Lieutenant General Syed Atta Hasnain, said the militants are active in border areas and waiting to infiltrate Jammu and Kashmir during the snowfall in the valley.

SFs neutralized a militant hideout and recovered a large quantity of arms and explosive material at Rangwar in Poonch District.

Three militants were arrested by Police in Baramulla District.

Investigations revealed that a HM militant, Billal Ahmed, who was one of the associates of three militants wanted by NIA in connection with September 7 blast outside Delhi High Court, had trapped SPO Mohammad Hanief and killed him in Kishtwar in the night of December 10.

Government effort to connect the youth of Jammu and Kashmir with rest of India is falling flat. Four months after the Union Cabinet approved a higher education scholarship scheme for students of the State, the Government is yet to find a way to disburse the money to the students this year.

Army foiled an infiltration attempt on the LoC at Tarkundi in Bhimber Gali area of Rajouri sector.

Troops conducted search operation in dense forest area of Waoman near village Pathalan, about 12 kilometers from Banihal town in Ramban District. A well concealed natural cave hideout of LeT measuring seven feet by four feet and three feet in height having an entrance of 1.5 feet was neutralized during the operation.

Tariq Ahmad Bhat (24), a resident of Rang Hamam in Nowhatta area of Srinagar, and a shopkeeper at Gojwara Chowk, who was severely assaulted by a group of stone pelters on December 3, succumbed to his injuries.

Jammu and Kashmir Education Minister Peerzada Mohammad Sayeed has ordered an inquiry into allegations that Central Government funds meant to modernise seminaries may have been allotted to non-existent institutions.

Army arrested two militants at Mandir Gala Kandi Army check post in Rajouri District and recovered two magazines and 37 rounds of AK-47 and five mobile phones from their possession.

SFs neutralized two militant modules, one each of HM and LeT, who were targeting Police and politicians in Awantipora of Pulwama District.

Police also neutralized an HM module operating in Tral area of Pulwama District.

Police and Army arrested a Pakistan trained HM militant, Manzoor Ahmad Lone alias Jehangir, near Khakipora, Krimhoora in Handwara (Kupwara District).

December 16

On the issue of the continuing demand for revocation of AFSPA, Defence Minister A. K. Antony said, "Even though violence levels have reduced substantially, attempts at infiltration are still persisting... We can't ignore the threat".

GOC 15 Corps Lieutenant General Ata Hasnain said that, Pakistan will stoke trouble in Kashmir once US-led forces exit Afghanistan.

The 'chairman' of APHC-G, Syed Ali Shah Geelani, stated that the separatist leaders be free and allow their political activities to see who is favoured in the society.

SFs launched an operation at Mrijunar forests in the Kokernag area in Anantnag District and recovered arms and ammunition.

December 18

SFs neutralized a militants' hideout at Simthan Bijbehara in Anantnag District and recovered huge quantity of arms and ammunition.

In Kupwara, the SFs neutralized a militant hideout in the forest area of Drangsoo at Qalamabad.

The militants used a fire extinguisher to fabricate an IED and plant it under a culvert near DAV Public School, few meters ahead of Sher-i-Kashmir bridge, about two kilometers from border town of Poonch District on Poonch-Jammu road.

SFs arrested two HM militants, identified as Fayaz Ahmad Bhat and Manzoor Ahmed Ammnar, from Baramulla District.

Intelligence inputs received by various Army formations in Jammu and Kashmir appear to suggest that infiltration is on the rise after the State Government's move for a partial withdrawal of AFSPA.

At least 100 guerrillas were waiting to infiltrate into the Kashmir Valley from across the LoC, the Army, quoting information gleaned by intelligence agencies, said.

Lok Sabha was informed that Jammu and Kashmir Government has in the last five years sought sanction for prosecution against Army personnel in 24 cases under the AFSPA of which 19 were rejected as no prima facie case was made out against the accused officials.

Security Forces recovered a cache of arms and ammunition from a natural hideout at village Chalad in the Mahore tehsil (revenue unit) of Reasi District.

Upset and hurt over publication of an Urdu textbook by the State school education board depicting a Policeman carrying a lathi with the caption describing him as a zalim (tyrant), the State Police charged the chief of the education board and five other officials with sedition, criminal conspiracy and defamation at Parimpora Station.

December 21

Government gave its sanction to the NIA to charge sheet nine persons, including two serving ISI officers, Major Iqbal and Major Samir Ali, Pakistani-American LeT operative David Coleman Headley, LeT founder Hafiz Saeed, al Qaida operative Ilyas Kashmiri, for plotting terror strikes in India, including the 26/11 Mumbai attack.

Foreign Minister Hina Rabbani Khar said that Pakistan was committed to pursuing a constructive, sustained and result-oriented process of engagement with India, including on the issue of Kashmir.

December 22

One person - either a militant or a Pakistani trooper - was killed on Pakistan side as troops foiled Pakistan Army backed infiltration bid by a group of three militants through the LoC at Krishna Ghati sector in Poonch District. Pakistan Army violated cease-fire while trying to give cover to these militants to sneak into Indian side.

Troops neutralized a hideout of slain HM 'commander' Qari Zubair [Zubair was killed in February 2011] at Orka, about six kilometers from Banihal, in Doda District.

Two HM militants who traveled on Pakistani passports to Nepal from Pakistan on their way to the Bandipora District were arrested in the outskirts of Bandipora town. Two Pakistani passports, Nepal visa, PKR 6,000 and few SIM cards were recovered from their possession.

Police arrested a BSNL employee, Sajad Ahmad Dar, for providing SIM cards on fake names to the HM militants in Sopore are of Baramulla District.

SFs have recovered a dead shell from fields in Shahpur village of Mandi revenue unit in Poonch District, according to Kashmir Times.

December 23

SFs arrested three HM militants, identified as Mohammad Amir Mir alias Umar Jan, Tariq Ahmad Bhat alias Mohammad Saleem and Fayaz Ahmad Mir alias Umar from Kreeri area of Baramulla District.

A HE-36 Grenade was detected by people and recovered by police from Chilla Danga in Samba District on December 23, according to Daily Excelsior.

Pakistan Army resorted to major ceasefire violation at South of Haji Peer in mountains falling under Sabjian area of Poonch District, causing minor damage to some Indian posts. This was 42nd ceasefire violation by Pakistan Army during 2011, an Army official said.

According to the official data of J&K Home Department, militants have triggered as many as 11,970 blasts to target security personnel and civilians in the state since 1990, reports Greater Kashmir. A total of 1,766 people were killed and 15,685 others injured in these blasts, it mentioned.

December 24

Islamic Movement of Kashmir (IMK) militants shot dead a National Conference (NC) worker, identified as Bashir Ahmad Dar (40), at Rekka Chowk in Batamaloo area of Srinagar. The militants have threatened to continue to carry out such attacks against mainstream political parties. This is for the third time that this unknown militant outfit has claimed responsibility for any strike in Kashmir.

The security agencies suspected that the IMK might be a shadow outfit of either LeT or HM. But so far the investigations carried out by them have not established any clue about this outfit and its links to LeT or HM.

December 25

SFs in Baramulla District arrested a HM militant, Manzoor Ahmad Lone, and recovered arms and ammunition from his possession.

According to a State Home Ministry data over 4,000 militants, including 276 self-styled commanders, have surrendered during the last 22 years in Jammu and Kashmir.

Reports indicate that 900 to 1,000 militants are ready to sneak in from PoK. This figure is double the number of militants who were poised to infiltrate in 2010.

Inspector General of Police (IGP, Jammu Range) Dilbagh Singh said Doda and Reasi Districts in Jammu and Kashmir have been freed of militancy.

December 26

China has increased the presence of its military engineers in PoK, Major General K.H. Singh said. Although the exact number of Peoples Liberation Army (PLA) men and engineers engaged in building infrastructure across the LoC is not known, their number has increased in recent months, he added.

Army recovered arms and ammunition from forward village of Chakla in Pallanwalla area of Akhnoor tehsil (revenue unit) in Jammu District.

Reiterating his demand for revoking the AFSPA in Jammu and Kashmir, Chief Minister Omar Abdullah mocked the opposition Peoples Democratic Party (PDP) for indulging in "doublespeak" on the issue.

A BSF trooper was injured in firing from Pakistan side at the IB at Khowara in Samba sector of the Samba District. Official sources said a BSF patrol party returning to its forward post was directly targeted in firing from across the border at Khowara in Samba sector. Sources said it couldn't be ascertained immediately as to whether the firing was resorted to be the Rangers or the militants.

The Centre said channels of communication with some of the separatist groups in Jammu and Kashmir were still open and there was a possibility of negotiation with them in 2012 if they came forward for dialogue.

The General Officer Commanding of XV Corps, Lieutenant General Syed Atta Hasnain said that militant outfits are still active across the Line of Control (LoC) in Jammu and Kashmir.

December 31

General Officer Commanding (GOC) of Nagrota-based 16th corps, Lieutenant General A S Nandal, said there has been a decline in infiltration attempts into India as compared to the previous years. "Overall, there has been a decrease in infiltration attempts and there has also been a downfall in the militant related incidents. Overall there has been a huge difference as compared to previous years," he said.

Chief Minister Omar Abdullah said 2011 was one of the most peaceful years in the State, Daily Excelsior reported. "As 2011 draws to a close, my heartfelt gratitude goes to the people of J&K for one of the most peaceful years in decades.
