A press release from the Media Co-ordinator of the CorCom, comprising of seven major rebel groups, has claimed responsibility for the bomb blasts in and around Imphal on January 25 and 26. It may be mentioned that four bombs had gone off on the eve of the Republic day (January 26) function: one at the 1st Battalion MR Campus another at a garbage dump near Keishamthong bridge a third one near the gate of the RDS school, Palace Compound and another at the Guwahati High Court complex in Chingmeirong. It has also claimed responsibility for another bomb which went off near the gate of the 3rd IRB at Wangbal in Thoubal District on January 26 at around 9am.

CorCom, of valley based seven militant outfits, has said that the umbrella body has expelled UPPK from the membership of the group during a meeting between the CorCom and leaders of UPPK. The release said that the meeting was held on January 28 and 31 following which, the resolution of expelling UPPK was taken during the 6th meeting of the CorCom.

It elaborated that the step was taken up after UPPK 'adviser' Meisnam Biren alias Chamba of Sagolband Meino Leirak, 'chairman' Bonbihari alias Laangamba of Thangmeiband, 'External Affairs Secretary' Lousangbam Kritibabu Mangang alias Uraaba of Kwakkeithel Moirangpurel Leikai and Assistant Publicity Secretary Laisram Ranjit alias Khuman of Mayang Imphal ran away from CorCom without any explanations.

It further said that another reason is that after the arrest of the UPPK 'General Secretary' Ningthoujam Santi alias Chinglemba Mangang of Waheng Leikai; 'Finance Secretary' Langpoklakpam Inaocha alias Birjit of Kongjeng Leikai and 'Organization Secretary' Konthoujam Homeshwor alias Chingkhie of Konthoujam, there was a disorder and chaos in the outfit which raised questions about the fitness of the outfit to continue as a member of the CorCom.

Manipur Police, sent additional personnel from its elite force Manipur Police Commando in Manipur's border town Moreh (Chandel District) at the international border with Myanmar as intelligence inputs warns of clash among the underground groups. Intelligence inputs indicated that there were high possibilities of clash between cadres of UPPK and other constituents of CorCom of seven underground outfits operating in Manipur after the former was ousted from the committee, particularly in Moreh and international border line.

Some unidentified persons placed a grenade in the courtyard of the residence of Thockchom Indrasing, Deputy Inspector of Schools, Bishnupur of Utlou Makha Leikai at 6 am on February 10. The grenade was picked up by Police and exploded safely in the fields. The letter of intimidation was reportedly sent by one Raj, leader of KCP-MTF faction.

The Centre, State Government and three militant outfits signed a tripartite MoU at the banquet hall of 1st Battalion of Manipur Rifles. The three groups which signed the MoU were the URF, which was constituted by the KCP-Lanheiba, KCP-Chingkheinganba and KCP-Sunil Meitei faction; KCP-Lamphel which was constituted after the merger of KCP-Lamphel, KCP-City Meitei and KCP-Taibangnganba and the KYKL-MDF, with its two factions namely Athouba group and Achouba group.

Representing the Centre, Joint Secretary (North East) of the Ministry of Home Affairs, Shambhu Singh and Principal Secretary of the Government of Manipur, Dr Suresh Babu signed the MoU on behalf of Delhi and Imphal.

'Chairman' of the URF, Khwairakpam Gopendro alias Lanheiba, 'secretary' home affairs, Puyam Mangiyamba alias Ruhini and Ngangom Soviet Meitei alias Chingkheinganba Meitei appended their signatures on the MoU on behalf of URF.

From the side of KCP-Lamphel, its 'chief of army', Naorem Brojen alias City Meitei and 'joint secretary' Taibangnganba alias Dilip signed on the MoU while the KYKL-MDF was represented by its 'president' Maisnam Athouba and 'general secretary' Laimayum Ronel alias Achouba.

Altogether 90 cadres from the URF turned up for the occasion and they laid down 50 arms of different makes. From the side of KCP-Lamphel, a total of 40 cadres turned up and they deposited 27 guns. On the other hand, the KYKL-MDF deposited a total of 61 arms, while 67 cadres turned up.

Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam, who also holds the Home portfolio, attended the MoU signing function as the chief guest and president respectively. Addressing the occasion, Ibobi said that the Government welcomes the return of the militants to the mainstream and added that they were misled into taking up arms in the first place. Gaikhangam in his presidential address said that the signing of the MoU will go a long way in helping the State to move forward in development and progress.

Earlier, before the MoU was inked, Principal Secretary (Home) Dr Suresh Babu said that the process to ink the agreement was initiated more than a year back. The cadres will be rehabilitated under the policy framed by the Union Home Ministry as well as the rehabilitation policy of the State Government.

Manipur Governor Gurbachan Jagat, appealed to militants operating in the State to shun violence and participate in the peace process so that development work could be speeded up. Addressing the State assembly, the governor said three insurgent groups -URF, KCP-Lamphel and KYKL-MDF - have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of SOO agreement with Kuki outfit, UPF and offered to sign a similar agreement with another Kuki outfit, KNO. Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, KSDC, demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man.

Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

A statement issued by the Superintendant of Police, Thoubal District, identified the three cadres as Moirangthem Devan Singh (25), Muhammad Firoz Khan (26) and Muhammad Aslam Khan (27). The arrested KCP cadres revealed that they were working in the 'finance section' of the outfit under the command of one 'finance secretary', Tomthin Meitei.

It was announced by the General Secretary of KCP-Lamphel, Taibang Nganba alias Dilip at a press conference held at Manipur Press Club. Along with ammunition, the cadres surrendered two AK rifles, one carbine and four pistols, Dilip added. The establishment of JFF after several subordinates bodies were set up already is a significant step for CorCom to become a united front, it said in a statement. JFF which would take the role of vanguards in the liberation movement of Manipur (Kangleipak) would be a big boost to the revolutionary movement in the coming days, it added.

Peace talks with three insurgent groups [ URF, KCP-Lamphel and KYKL-MDF] that had signed separate tripartite MoU with Centre and State Government has commenced, an official source said, hinting that another MoU for peace process with UPPK was likely to ink on May 24. The three militant groups had on February 14, 2012, entered into separate MoUs for peace dialogue with Government of India and Government of Manipur. The first round of peace talks was held on May 22. The three groups have submitted their demands from the Government during the talks, the source said, adding officials of both Centre and State Government have hinted of granting their demands.

According to a PIB-DW release, Tombi joined the KCP in 2005 and was trained at Tamu Camp in Myanmar.

A joint team of Police commandos from Thoubal and Imphal East Districts arrested two woman cadres of KCP-Lalumba from Pallel (Chandel District) and Thoubal. At around 8.30pm, a woman, identified as Keisham

Thaja alias Sanathoi alias Echan, who was travelling in a vehicle, was arrested from Pallel in Chandel District. On questioning, Thaja revealed that she was sent to Thoubal by 'captain' Sarat alias Sana of the outfit to hand over six hand grenades and a 9mm mouser pistol, a 9mm pistol and 10 fuse bombs to one Thangjam Ongbi Roma (46). After the arrest of Thaja, she received a call from Roma enquiring the former regarding the progress of her journey. The team immediately rushed at Thoubal Wangmataba and arrested Roma from there.

Union Minister for Home Affairs Sushilkumar Shinde in his address said that SoO Agreements have been entered with various insurgent groups in the Northeast and these groups have shown willingness to give up violence and seek solutions for their problems peacefully within the Constitution. "Our government is ready to talk with any group or outfit which is willing to abjure violence and lay down arms like KNO and UPF in Manipur. Further, Metei groups like URF, KCP and KYKL along with their factions, signed MoS in February, 2013 paving way for surrender of their cadres," he said. Shinde said peace talks are also being held with a number of outfits like ULFA, NDFB-P and NDFB-RD. These strategies have resulted in steady reduction in the level of violence. "Moreover, the aforesaid strategy of the government has also encouraged surrender by militants belonging to various groups and their participation in the political process. The central government is continuously assisting the northeastern states by the deployment of central paramilitary forces to assist the state police in counter-insurgency operations and upgrading their skill level", he added.

'commander in chief' KCP-MC, Ningthoujam Romen alias Nongdrenkhomba, was released from Sajiwa Central Jail to join the tripartite peace talk with the Government of Manipur and Government of India. Nongdrenkhomba (30) was reportedly arrested by a team of Delhi Police on October 31, 2012, from the Inter-State Bus Terminus at Sarai Kale Khan in New Delhi. On the request of Manipur Police, Nongdrenkhomba was brought back to the State and was re-arrested by Manipur Police for his involvement in cases including murder, abduction and extortion. He joined KCP on 2007 and was earlier arrested on 2008 from Meghalaya but was released on bail after two months.

A man, claiming to be an insurgent, informed the family of Babina Laishram, a Class XII girl student, who went missing since the morning of June 6, 2013, that the girl was in the custody of the outfit, she would soon be sent out for training, and they could meet her after three months. Later on June 14, 2013 two boys, James Khaidem, 15, and Vijakumar Oinam, 17, were rescued by Police commandos in Thoubal District, while being taken to Myanmar in a van by two insurgents for conscription into a faction of the KCP. Earlier, on March 10, 2013 Alice Kamei and Sanahanbi Khaidem were lured by a banned outfit out of their hostel in Bishnupur District.

The press statement further said that Nongan Meitei has taken the charge of new 'Finance Secretary' from former 'Finance Secretary' Tomthil Meitei. President' Kshtrimayum Hitendra alias Kritibas alias Lallumba Lallumba of the Lallumba group of KCP-MC has reportedly decamped from the 7th Manipur Rifles Khabeishoi camp since June 9 along with a huge amount of INR 1,92,68, 800 meant for a one time rehabilitation package from the Government and including monthly allowance of eight months, bank deposits of 114 cadres and 10 polit buro members of the outfit, said other leaders of the outfit.

General Secretary of the outfit, Wahengbam Ramananda alias Rosho Meetei told media persons that the absconding deserter remains expelled from the party. He said three other cadres have also accompanied the deserter leader who is absconding with his whole family, and further added that the outfit has made a complaint to the 'Principal Secretary' (Home) and other related authorities to take action against the deserter. The General Secretary also said that their party president has been expelled with immediate effect and he will not allowed to be a part of their group and no official document signed by the Lallumba will hold.

A team of Imphal East District Police commandos arrested two KCP cadres from Kharasom village. The two KCP cadres were identified as Sapam Surendra Meiteialias Thoinaoba alias Naocha (17) and Wahengbam Yohenba Meetei alias Manisana (17). Two mobile phones were recovered from their possession.

Deputy Chief Minister and Home Minister Gaikhangam, on July 9, said that, 'president' Lallumba alias Hitendra Lalluba of KCP-MC has not fled but is staying in a hospital following an accident. It was reported that Lallumba has fled from AR camp with INR 192,688,00 since June 9.

The 'general secretary' of Lallumba faction of KCP-MC Wahengbam Ramananda alias Rousseau has categorically denied the statement of Deputy Chief Minister that the 'president' of Hitendra alias Lallumba alias Kritibash has not fled but is undergoing treatment in a hospital. Reacting to the statement, Rousseau reiterated that Lallumba has fled and he never met an accident as claimed. "We have report that Lallumba went to Koirengei, Chingmeirong and Luwangsangbam after leaving the camp," he said. Since June 9, he was marked absent on the 7th Manipur Rifle Roll Call register, he said while adding that all efforts to contact him on phone went futile.

The CDSU protested the stationing of 59 cadres of KCP factions in the District despite vehement protest from several tribal bodies. A statement issued by the union said it is shocked to learn that 59 cadres of KCP-Lamphel group, KCP-MC and KCP-Taibangnganba group were sheltered at 46 Assam Rifles camp. "It is also pathetic to note that some cadres were permitted to roam freely in the town area even late at night", it added. Asserting that it would not yield even an inch of the district to be used by "valley-based" underground outfits, the CDSU statement asked the authority concerned to immediately shift away all those underground outfits to some secure places in the valley.

Amidst the tight security measures in and around Imphal, the State capital, in view of the call for boycott of Independence Day celebrations given by the major insurgent groups operating in Manipur, a bomb suspected to be an IED exploded. The IED explosion took place in front of the newly-constructed City Convention Area located in the high security zone. However, no armed group operating in the region has so far claimed responsibility for the incident. There is no report of any casualty in the explosion.

With 147 cadres belonging to three different underground organisations laying down arms, the Government signed MoU and SoO pact with the three militant groups. The groups which have laid down arms are KCP-Nongdrenkhomba, KNLF and KRF.

44 cadres of the KCP-Nongdrenkhomba surrendered to the Government along with 26 different kinds of weapons. Nongdrenkhomba was released from Sajiwa Central Jail on June 12, 2013, with a view to enable him take part in the 'home-coming ceremony'.

Altogether 50 cadres of the KNLF laid down 35 numbers of weapons. KNLF is a constituent member of KNO, an umbrella body of several Kuki armed outfits.
