Five members of a faction of Manipur-based militant outfit KCP were arrested from different locations in Guwahati city. Senior SP (City) AP Tiwari said that initially two cadres of the outfit were arrested from two hotels in Guwahati in the morning. Later, another three cadres were arrested, he said. "All the five cadres of the outfit have been taking shelter in the city in disguise," he said adding that they have already been handed over to Manipur Police.

In a follow up operation at Kumbi and Saiton villages in Bishnupur District, three more cadres of the KCP-MC, Oinam Sobha Singh (55) Wahengbam Nokulchandra Singh (43) and Thongbam Umakanta Singh (39), were arrested. One CPU which is used for printing demand letters of the KCP (MC) was recovered from the possession of Thongbam Umakanta Singh.

In a joint statement, CorCom, an umbrella organization of Manipur-based militant groups, ULFA-I, NDFB-IKS,NLFT,KLO and HNLC have called upon the people of the region to boycott the Republic Day to fight together against the "colonial rule" of India. CorCom consists of KCP, KYKL, PREPAK, PREPAK-Pro, PLA and UNLF.

The URF, a conglomerate of five different factions of the KCP, announced a statewide bandh (general strike) from 12am to 5pm of January 26. A statement issued by the 'publicity secretary' of URF, Sanajaoba Meitei said that essential services would be exempted from the purview of the bandh. URF consists of KCP-MC, KCP-Military Task Force -Sunil Meitei, KCP-Chingkei Nganba, KCP-MC-Lamyanba Khuman and KCP-KK Nganba.

Police retrieved a hand grenade from the courtyard of Dr Sachindra Laishram (40) located at Kwakeithel Makha Thokchom Leikai in Imphal .Dr Sachindra is a consultant of Shija Eye Care Foundation. Sources said a KCP-Nganba faction led by Nganba had served a demand note to the doctor to pay INR 500,000 to the militant outfit on December 16, 2013.

Republic Day celebrations in Manipur were marred by four bomb blasts amidst high security measures after CorCom of six militant outfits called for a boycott of the day, Police said. However, no one was injured in the explosions.

CorCom has claimed it's the series of bomb blast on Republic Day morning at Babupara around 8 am, Moirangkhom around 9 am, Chingmeirong around 10 am and at Singjamei Chinga Makhong around 11 am. A press statement of the CorCom said that the series of blast was carried as part of the collective call of several outfits of the "WESEA region against the Republic Day celebration on January 26.

Manipur Governor VK Duggal, in his first ever address in the Manipur Legislative Assembly, on February 24, said his Government is taking steps to make Manipur a peaceful and prosperous State with all the communities living harmoniously. He said Manipur has been affected by insurgent activities spread over a period of over four decades where more than 60 militant outfits, including factions, are operating. Secretary home affairs' of URF Puyam Ruhini, a representative of three armed groups that entered into a truce with the government, claimed to be facing threat from the armed CorCom (six valley based militant outfits) conglomerate apart from enduring continuous 'harassment' from security personnel. 'Puyam Ruhini who claimed to be the spokesperson of KCP-Taibangnganba, Athouba group of KYKL-MDF and URF said that the CorCom had not only threatened to attack cadres of peace deal signatory groups but also eliminate top leaders of the outfits.

MHA has identified the entire state of Manipur and lower Assam region of Assam as the two areas in the northeast where the coming Lok Sabha election may be disrupted by militant outfits. While Meitei militant outfits under CorCom may create trouble in Manipur, it is the NDFB-IKS, which is being increasingly perceived as a threat in the lower Assam region. A source said all Meitei militant outfits in Manipur are being closely monitored as intelligence inputs have suggested that they would attempt to trigger violence before, and on, the day of polling.

In the first operation, troops of Red Shield Division carried out a search operation in the area of Lairensajik in Imphal west District and arrested 'finance secretary' of KCP, identified as Ningthoujam Ramananda Singh and recovered one 9mm pistol US made along with one magazine, one 9mm live round and five live rounds of .38 revolver. Another operation was launched in the area of Mayang Langjing which resulted in the arrest of Phijam Rupachandra Meitei of KCP-MTF, from Mayang Langjing in Imphal West District.

May 6 URF Camp/North Imphal

Following the allegations regarding the alleged killing of two cadres of URF inside the URF designated camp and reportedly they were later buried inside the camp located at the 9th Dogra Regiment D-Coy Loitang Khunou (Spinning Mill) in North Imphal, a search operation was conducted for the dead bodies by a team of police. However, during the search operation, the Police and forensic expert team didn't recover anything. It may be recalled here that on March 19, 2014, a complaint was lodged at Sekmai police station by the URF regarding the missing of the two URF cadres. The two URF cadres who reportedly went missing on March 18 were identified as Irengbam Bode alias Washington and Pukhrambam Somorjit.

Cadres of KCP-MC, which is a signatory of SoO has left their temporary camp in Imphal West after a Police raid. This was a part of an investigation for the missing two cadres of the group who were allegedly killed inside the camp during the last Yaoshang (Holi) festival.

When attending the 'homecoming ceremony' of the K. K. Nganba faction of KCP, CM Okram Ibobi Singh stated that "The state government has withdrawn AFSPA, from seven Assembly constituencies of Imphal. We want to withdraw the act from more areas. However, such bomb blasts [referring to the IED explosion] will hamper the effort." The KCP-Nganba signed a memorandum of understanding (MoU) for peace talks with the State Government at the function on December 15. Nganba came with 35 cadres, including three girls, and 31 weapons.

Twenty militants of KCP -MC action also joined the peace process by turning up for the 'homecoming ceremony'. Nongdrenkhomba, 'commander-in-chief' of the outfit, sought autonomy for the state and repeal of the AFSPA among the 10 demands raised by the outfit at the ceremony. The other demands include: autonomy for Manipur like Jammu and Kashmir constitutional safeguard for the protection of territorial integrity repeal of army act enforcement of inner line permit uniform land law for both hills and plains for equal development establishment of medium industries establishment of Manipur regimen employment facilities for all the members for their livelihood separate squad of KCP (MC) for violence against women and children in Manipur and an anti-corruption squad to be set up by the government. Nongdrenkhomba, who has brought 20 more cadres to join the peace process, said, "We will talk until we get our 10 demands fulfilled. We have not yet taken any help from the government and we decided to talk peace and not to take benefits for the comrades." The outfit is at present at the designated camp at Moirang Khunou in Bishnupur District.
