Based on reliable information about the presence of some KCP cadres in and around Soibam Leikai area, a team of Imphal East District Police commando conducted search operation, and arrested two active cadres of KCP-N, identified as Yengkokpam Ranjan Singh alias Amuba (46) of Top Mayai Leikai and Kshetrimayum Romesh Singh alias Inaocha (39) of Kongpal Naoroibam Leikai. Investigation revealed that Romesh was also working for KYKL and involved in extortion of money from SK Oil nominees of Imphal East and West Districts.

A former militant, identified as Salam Sanajaoba (28), was shot dead by three unidentified armed assailants at Sadhu Yenkhuman village under Sagolmang Police Station in Imphal East District. He was a cadre of the KCP-MC, who had surrendered one and a half year ago.

The owner of a restaurant who was allegedly shot by militant outfit KCP-Poirei Lup on February 19, 2016, at Khurai locality in Imphal East District succumbed to her injuries at the RIMS Hospital. Laishram Ongbi Romita (38) was undergoing treatment at the RIMS since, after she was shot for allegedly defying the earlier instruction of the outfit to shut immoral activities in her restaurant.

A team of District Police commando conducted cordon and search operation in some suspected houses, during the operation in Imphal West District, one active cadre of KCP-Mangal identified as one Konjengbam Ongbi Nirmala Devi (49), wife of Konjengbam Bhumeshwor Meitei of Kodompokpi Mamang Leikia was arrested. Investigation revealed that she had served demand letters to government office and PHSC in Nambol area and collected a huge amount of money from various shops and private hospitals in the name of organisation. Incriminating articles were seized from her possession.

Kodompokpi area / Imphal West District

A woman cadre of KCP-Mangal, Yumnam Ibeyaima (40), was arrested from Kodompokpi area in Imphal West District. She was arrested by a team of Bihar Regiment and Manipur Police. Based on her disclosure, another woman activist of the same group, identified as Laishram Manileima (45), was also arrested by the Police from the outskirts of the State capital.

Imphal Tulihal airport / Imphal

Nongdrenkhomba, a top KCP militant leader was arrested by Manipur Police from the entry gate of Imphal Tulihal airport in Imphal. Nongdrenkhomba is also the Chairman of Politburo Standing Committee of the KCP. He was earlier arrested in Delhi, way back in November 2012. One 9 mm pistol, 10 mobile handsets, 10 letterheads, foreign currencies, a PAN card, stamp seal of his outfit and other articles were seized from his possession.

A team of Imphal East District Police commando conducted search operation, based on reliable information in and around Pungdongbam area and arrested two woman cadres of KCP-N, identified as Phijam Wangkheirakpam (O) Ebemcha Devi (33) and Sagolsem (O) Ichan Tonanbam (30). Investigation revealed that, they had recruited minor girls to the organisation and extorted huge amount of money from the general public for raising party fund.

Based on specific intelligence regarding movement of an underground cadre, troops of the 45 AR of 9 Sector AR under the aegis of headquarters of IGAR-S along with Police representatives from Heingang Police Station established a vehicle check post in general area of Khabeisoi in Imphal East District and arrested an active cadre of KCP-Nandu. The arrestee identified as No. 3517, self styled 'major' Boi Singh alias Bicky has been handed over to the Heingang Police Station.

Bishnupur District

A hand grenade lobbed by some unidentified assailants exploded just off the verandah of one Ngangom Nilachandra (50) of Irengbam Makha Leikai under Nambol Police Station in Bishnupur District. Although some portions of the verandah were damaged by the blast, there was no report of human casualty. It is reported that a KCP faction left a demand letter of INR one million at his residential gate on February 18 this year. In the meanwhile, local womenfolk staged a protest demonstration at Irengbam Makha Leikai community hall against the grenade attack.

Right after the surrender of three cadres of the underground PLA to security officials, six more militants from different outfits lay down their arms before the DGP of Manipur, Y Joykumar and IGAR-S Major General CA Krishnan today at IGAR-S Mantripukhri. Those who surrendered included three cadres from the PLA, two from the KCP and one from the UPPK, a signatory of the MoU with the GoI and Manipur since 2013. The cadres were identified as Huidrom Awangamba (23) of Sandangkhong Sugnu in Thoubal District, who was a cadre of the PLA since 2007 and surrendered along with one 9 mm gun, magazine and four live rounds. His army number was 2935 and he belonged to the 35th batch of the PLA who trained in Burma; Laishram Priyobrata alias Meino Meitei (32) of Chairel Khongnang Leikai Sugnu in Thoubal District, whose army no. was 2287 of the PLA. He surrendered with one 9 mm pistol with magazine and two live rounds; and 'lieutenant corporal' Haobijam Gyaneshore Meitei alias Sanahan alias Lamyanba (19) of Napet Sugnu in Bishnupur District of PLA outfit army no. 2905. The cadres of the KCP are Private Heigrujam Ngongo Meitei alias Tondonba (20) of Sugnu Napet in Bishnupur District, KCP 163 Bn. Batch no.16 who trained in Burma; Private Ningthoujam Dolen Singh alias Chinglen (21) of Napet Mayai Lambi Sugnu in Bishnupur District, army no. 2040 of KCP who is trained in Burma. The UPPK cadre was identified as RK Naochouba alias Indrajit (27) of Chajing Narang Konjin in Wangoi in Imphal West District, UPPK Batch no. 22, who surrendered with one AK 47 and magazine and 20 live rounds of ammunition.

A combined team of Imphal West District Police commandos and 45 Assam Rifles troops arrested the self styled 'general secretary' of KCP-MC and two cadres of PREPAK-Pro along with a cache of explosive materials and a pistol. The arrested PREPAK-Pro cadres have been identified as Naoroibam Joyshankar alias Khougang alias Loyumba of Lairikyengbam Leikai and Kangabam Roshan of Bamon Leikai Thangapat. The 'general secretary' of KCP-MC has been identified as Wahengbam Ramananda alias Rousow alias Luwangngngamba (40) of Kontha Ahallup. Police recovered one lethod gun with four lethod shells, four C4 explosive cakes, one IED bomb fitted in a pipe, one mobile phone, batteries and wires from Naoroibam Joyshankar and one pistol along with five live rounds from Ramananda.

Army Troops arrested three active cadres of KCP-Poirei Meitei in an operation carried out near Pheidinga in Imphal West District. The troops first arrested one individual, identified as Laiphrakpam Chaoba Singh alias Naoba alias Sikinib alias Ravi (28). He confessed of being an operational commander of KCP-Porei-Meitei for Imphal East and West, Bishnupur and Thoubal Districts and working with the organisation since 2013. On further questioning he revealed that Porei Meitei alias Rocky, 'Chief-in-Command' of the insurgent group tasked him to lob grenade at state Congress Bhawan and BJP Head Quarters at Imphal. On his indication, two live Chinese hand grenades were recovered from his house at Basikhong Panthoibi Lampak in Imphal East District. One Hero CBZ bike and extortion notes were also recovered from the individual. On his information, two more militants of KCP-Porei-Meitei, identified as Bhim alias Inao and Tek Bahadur Niroula were arrested from Wangoi and Kanglatongbi respectively.

In a statement dispatched to the local media, the faction alleged that Government as well as political parties sidelined the ongoing people's movement for implementation of ILPS in the State.

The arrested cadre is yet to be identified and five live rounds of 9mm ammunition were seized from his possession.

Five cadres of the KCP-KK Nganba including their 'chairman' and 'general secretary' were arrested by Police along with weapons in Imphal East District. It is said that two of the five arrested men were involved in the killing of former PREPAK 'Chairman' Ningombam Nabachandra alias Nongdrenkhomba and his driver Leishangthem Sanjit. The five arrested cadres were identified as self-styled 'Major' Thokchom Gouri alias Ibungo alias Kosam (25), self-styled 'Chairman' Chongtham Manglemjao alias KK Nganba (63), self-styled 'General Secretary' Tongbram Sanjit alias Pari alias Boy (42), self-styled Cpl Leichombam Naocha alias Malangba (24) and self-styled Private Ahongshangbam Kingson alias Yaiphaba (23). It was learnt that Malangba and Kingson shot dead Nongdrenkhomba and Sanjit, and two 9 mm pistols used by them have also been recovered. One pistol was embossed with the words 'Burma Army' and it had three bullets while the other pistols were embossed with the words 'Beretta USA Corp' and it had two bullets.

The KCP-Poirei Meitei Lup has announced a 13-hour state-wide bandh beginning 5:00 am of July 20 to protest a number of anomalies in regularization of two Professors in the JNIMS. According to a statement issued by the KCP-Poirei Metei Lup publicity secretary, Malemnganba Meetei, the Director of JNIMS has failed to come out with a white paper on the regularization process of Professors. The statement said the media, religious activities, electricity, water supply and emergency and medical services will be exempt from the purview of the shutdown.

Normal life was affected in the State capital Imphal, by the 13 hours bandh called by the KCP-Poirei Meitei Lup in connection with its demand for producing a white paper on the 'regularization' of two Professors of JNIMS-Prof L Deben (Director) and Prof M Angouba. Educational institutions, private offices and business establishments remained closed for the day due to the general strike. Shops and business establishments in Imphal's commercial hubs - Khwairamband Keithel, Thangal Keithel and Paona Keithel remained closed. The strike also affected normal life in Bishnupur. Bishnupur Keithel, Ningthoukhong Keithel, Moirang Lamkhai, Moirang Keithel and Kumbi Keithel remained closed while public transport services also remained off the roads.

The Kohima Police arrested two cadres of the KCP, identified as Wangkheirakpam Suresh Meitei (he has as many as six aliases, namely - Athouba, Bung, Abung, Wangba, Ibungo, Gulam) and Sougrakpam Nelson Singh (aliases - Sushil, Bai Macha, Mosana) from near New Reserve in Phesama in Kohima District. According to the release, both were members of the PREPAK before they were arrested by the Manipur Police in 2006. They later joined the KCP following their release.

One militant of KCP identified as Oinam Somenchandra was arrested by Manipur Police from Jaipur Khunou in Bishnupur District. The 32-year-old, though associated with KCP which is engaged in SoO with the Centre and the State Government, was also found to have links with the NRFM, the Police officer said.

Based on a reliable information, a team of Imphal East Police commandos conducted a frisking at the tri junction of Sawombung, Wairi Road and arrested one active member of KCP-MC namely Sagolsem Boicha Singh alias Wangba (35), of Sawombung Maning Leikai. One 9 mm pistol along with one live round were seized from his possession. Investigation revealed that Boicha Singh was involved in extortion of money from the general public for raising party fund, said a statement issued by the PRO, Police Department, Manipur.

A team of Imphal East Police commandos conducted frisking at the foothill of Tinsid Ching and arrested another active member of KCP-MC, identified as Laishram Nanao Singh alias Marum (26), of Top Awang Leikai. Investigation revealed that he was also involved in extortion of money from the general public for raising party fund.

One alleged cadre of KCP-MJC was arrested by a team of District Police from Singjamei Wangma Bheigyabati Leikai in Imphal East District. The arrested man has been identified as one Ksh Arunkumar alias Thoiba (34) of Singjamei Kshetri Leikai. He is said to be not only the upa-pradhan (deputy head) of Torban Kshetri Leikai Gram Panchayat (village level local-self government institution) but also a co-convenor of the JAC constituted against declaration of former JCILPS convenor Khomdram Ratan as a 'wanted' man. One hand grenade, a detonator and a mobile phone were reportedly seized from his possession. He was reportedly working under KCP-MJC's one Sanjit of Bashikhong.

A six hour bandh (strike) in Manipur hit normal life particularly in the State capital Imphal. The bandh was called by the proscribed outfit KCP-PM in protest against the alleged silence of the State Government to the anomalies happening in Jawaharlal Nehru Institute of Medical Sciences.

A team of Bishnupur District Police commandos conducted a search operation and arrested one active member of KCP- Tamnganbaon, identified as Oinam Itomcha alias Apik Singh (28) from Kangvai Bazar area in Churachandpur District. One live round of AK-47, one demand letter of KCP and incriminating articles were recovered from his possession. Investigation revealed that he had served demand letters in Churachandpur District and had extorted a sum of INR 1 lakh from Thingkangphai area. A case has been registered at Moirang Police station for further investigation.

A leader of a faction of Manipur based militant group KCP, identified as 'finance secretary' Panthoi was shot dead by two assailants at a parking near Namphalong market of Myanmar bordering Manipur's border town Moreh.

While Police were searching for the abducted labourer (abducted on October 6), the KCP-PM, informed media houses in Imphal that the labourer was in its custody. The KCP-PM said that the labourer has been taken hostage after the contractor failed to heed to a notice given by the faction and asked the contractor to come up for negotiation with its leadership.

The Imphal West District Police arrested one active cadre of KCP-MJC, identified as Konthoujam Kuber (43) from Khwairamband Ima Keithel at around 3.50 pm on October 27 and recovered one mobile phone handset. He was allegedly working under the command of one Tamo of KCP-MJC. Investigations revealed that he was involved in serving demand letters to different oil pumps and businessmen.

KCP-Poirei Meitei Lup has claimed the responsibility of the hand grenade found at the JNIMS OPD. In a press statement the outfit said that it was a warning to the Director-in-Charge of JNIMS Dr, L Deven. It reiterated the allegations against the director over misuse of fund and irregularities in the appointment of nurses as well as withdrawal of arrears amounting to Rs.10 Lakhs by violating the RR of the institution.

A hand grenade was planted by KCP-MC militant at the office of 'PANDAM', an evening daily, at Wahengbam Leikai in Imphal West District. The grenade put inside a white plastic carry bag was recovered above a steel almirah along with a note from KCP-MC. The grenade was defused by a bomb disposal squad of Manipur Police.
