Kangleipak Communist Party

Formation

The Kangleipak Communist Party (KCP) was formed on April 13, 1980, under the leadership of Y. Ibohanbi. Although the group is ostensibly Communist, named after the historical name of Manipur, i.e. Kangleipak, the KCP is more concerned with the preservation of Meitei culture and demands secession of Manipur from India.

Founder of the KCP, Y. Ibohanbi, was killed during a security force operation in 1995. Subsequently, the KCP split into several factions such as the ones headed by City Meitei (KCP- City Meitei), Prithvi (KCP-P), Mangang (KCP-M) and Noyon (KCP-N). On May 30, 2005, four front-ranking KCP cadres, including Moirangthem Boicha alias Prithvi, chief of the KCP-P, and his wife Ibemcha Devi were killed during an encounter with the security forces (SFs) at Nongada Makha Leikai in the Imphal East district.

Following a decision taken during a five-day central committee meeting held during May 4-8, 2006, the KCP factions are reported to have merged together.

Objectives

The main objective of KCP is to restore the independence of the erstwhile Manipur kingdom and to bring about an egalitarian society, which is to be achieved by uniting all ethnic-Mongoloid groups belonging to South-East of Himalayan region, liberating Manipur from the Indian rule, building up the strength of the working class and reviving the indigenous culture.

The KCP has, in the past, passed decrees with an objective of widening its level of social acceptability. In February 2005, it banned Government doctors in Manipur from working in private clinics. In April 2005, the KCP pressed for the introduction of the Manipuri script, Meetei Mayek, in educational institutions in the State. In September 2005, the outfit banned shooting and exhibition of digital movies and music albums for a year.

Leadership

The KCP held its ‘second national convention’ on October 20-23, 2006, at an undisclosed location in Manipur and reconstituted the Party Central Committee. The party hierarchy consists of:

  1. President – Senggoi Meetei
  2. Vice President - K. K. Mangang
  3. General Secretary - K. K. Nganba
  4. Information and Publicity - H. Poirei
  5. Organisation Secretary - Sh. Pakhangba

The KCP started with a small number of cadres. However, its strength has grown over the years and presently, it is known to have about 100 cadres. Half of its active cadres are known to possess an array of weapons ranging from AK series rifles, US carbine, Chinese made grenades and mortars.

Areas of Operation

The KCP is mostly active in the valley areas of Manipur, though it has also been found to be engaged in extortion and other activities in the hill districts, such as Churchandpur.

Funding

Like most other insurgent groups in the northeast, the KCP funds its activities through extortion of local villagers and businessmen.

Linkages

The KCP has a close working relationship with most of the outfits operating in the valley districts of Manipur. Even though, the UNLF had imposed a ban on the City Meitei faction of the KCP in the beginning of 2006, the ban was reportedly revoked to pave way for the unification of various factions. In October 2005, the KYKL too had banned the KCP-P.

In the past, the KCP maintained operational linkages with the National Socialist Council of Nagaland-Khaplang (NSCN-K) and the United Liberation Front of Asom (ULFA).

Incidents involving Kangleipak Communist Party

2008

May 2: The Military Council faction of the KCP asks Tara Devi, chief judicial magistrate of Bishnupur district, to 'surrender' before the outfit within five days or else face the outfits's 'death sentence'. She was 'accused' by the outfit of allegedly conniving with the Assam Rifles personnel in arresting and later killing one of its cadres, Mohammed Zimi alias Keny. The outfit also threatened two other persons, Loukham Sova Singh and Kangujam Rajen Singh, to 'surrender' before April 6 for allegedly showing 'disrespect' as well as conspiring to split the outfit. Further, the Military Council faction said the Maphou Dam village vice-chairman is in its captivity and he was abducted for failing to 'appear' before the outfit to 'clarify' certain matters.

April 29: Three KCP cadres, Yumnam Ajit Singh, Yumnam Rajen Singh and M. Samananda, are arrested by the Assam Rifles personnel from Lamjao under Kakching police station in the Thoubal district. Four rounds of 7.62 AK-47 are recovered from them.

April 25 : The Military Council faction of the KCP claimed responsibility for the April 24 bomb blast at Babupara and planting bomb fitted to a rickshaw near the southern gate of Imphal polo ground.

April 23: One person, Haorangbam Rabi Meitei, is shot dead by two suspected militants at Lilong Chajing Loukon under Singjamei police station in the Imphal West district. Following the incident, people of Lilong Chajing and Lilong Shantipur decided to boycott all militant groups and ban their entry into the area. The Mobile Task Force faction of the KCP claimed responsibility for the killing accusing him of being a supporter of the rival Shengoi faction of the KCP.

April 19: The Imphal West district 'commander' of the KLA, identified as Seilienthang, is shot dead by unidentified militants at the residence of his fiancee, Chingboi, in the Khuga Dam area of Churachandpur district.

The leaders of the KCP, KYKL, PREPAK and UNLF, while celebrating the '28th foundation day' of the KCP, pledge to end all factional strifes.

April 17: Imphal East district police commandos shot dead a suspected militant of the Military Council faction of the KCP at Mongjam under Heingang police station. While seven accomplices of the slain militant manage to escape from the incident site, one carbine, three live bullets of AK 47 rifle, three bullet cases of 9-mm pistol are recovered from his possession.

April 16: One cadre of the Military Council faction of the KCP, identified as Sanasham Dhanajit Singh, is arrested from his residence at Phumlou Mamang Leikai in the Imphal West district. Sanasham confesses during interrogation that he is presently operating under the 'finance section' of the outfit and has recently collected INR 40,000 from the general public for group funds.

April 11 : One cadre belonging to the Military Council faction of the KCP, identified as Athokpam Sanju Singh, is arrested by a team of Imphal East police commandos from Pukhao area. One 9-mm pistol with magazine is recovered from his possession.

March 31: An assistant engineer of Building Division-II of the state Public Works Department (PWD), Keisham Nabachandra Singh, is shot dead by two unidentified militants at Utlou Mamang Leikai under Nambol police station in the Bishnupur district. Later, the Military Council faction of the KCP claimed responsibility for Nabachandra's killing.

March 29: One suspected cadre of the Military Council faction of the KCP is killed by the Thoubal district police commandos during an encounter at Charangpat Mayai Leikai. While one .32 pistol loaded with three live rounds is recovered from the slain militant, his accomplice, however, managed to escape from the encounter site.

March 27: The 'propaganda communication and technical officer' of the Military Council faction of the KCP warns the Imphal based Regional Institute of Medical Sciences (RIMS), director, Fimate, on various charges of irregularities and also asks a close associate of the director identified as Robert, to 'surrender' before the outfit on or before April 30.

March 22: One hand grenade is recovered near the gate of the residence of the Superintendent of the Regional Institute of Medical Sciences (RIMS), Y. Mohendro Singh, at Uripok in the Imphal West district. Later, a bomb disposal squad of the Manipur Police defuses the hand grenade. The report adds that the RIMS authorities had refused to appoint candidates recommended by the Military Council faction of the KCP outfit.

March 4: Normal life in Manipur was severely affected when the Military Council faction of the KCP organised a general strike to observe 'Black Day' remembering the killing of its leader Leibakmacha along with many other cadres.

February 28: Two youths, Laiphubam Satyakumar and Huidrom Shantikumar alias Apacha, alleged to be drug addicts, are shot at and wounded by two unidentified gunmen at Keikhu Langthrei Loukon under Irilbung police station in the Imphal East district. Two pieces of hand written notes, read '........ (name) both of them are drug addicts who snatched mobile phones from people in the name of KCP (MC) and sent SMS to threaten people and extort money. All their accomplices should mend themselves while there is time. Otherwise, they would be given capital punishment. - Joint Force', are put in their pockets by the unidentified gunmen.

February 25: Three cadres of the Military Council faction of the KCP, identified as Maibam Bhubon Singh, Mutum Tombi Meetei alias Atombi alias Baljit Singh and Soram Bonyson Singh, were arrested by police personnel in separate search operations at Kwakeithel Heinoukhongembi Lamdong, Mongsangei Boroimakhong and Mongsangei Mayai Leikai in the Imphal West district. Bhubon confessed that he joined the outfit in January 2008 through one Atombi Singh of Mong-shangei and is now operating in its 'finance section' under the 'command' of Atombi Singh.

February 17: Three cadres belonging to the Military Council faction of the KCP are arrested by the security force (SF) personnel following an encounter at a militant hideout in Wangthrok village under Moirang police station in the Bishnupur district. Two of them were identified as Lalkhosat alias Sasat and Henkholien Haokip. One lethod gun with four bombs, three SBBL/SBML guns, one bag each of rice and potatoes, 12 blankets, two lanterns, two anklets, photographs and documents relating to outfit and five carry bags are recovered from the incident site. K. Jayanta, Superintendent of Police in Bishnupur district, said that around 20 militants were taking shelter in temporary hideouts in the area.

One cadre belonging to the Military Council faction of the KCP, identified as Lourembam Suresh Singh alias Toto, is arrested near Krishna Premi Oil pump at Moirangkhom in the Imphal West district. He confessed that he was operating under one Thambalngangbi Devi of the same faction.

February 13: A KCP cadre, identified as Naoba Oinam, was arrested by the security forces from Moreh town along with a 9-mm pistol.

February 12: Three suspected militants, believed to be cadres of the Military Council faction of KCP were killed in a gun-battle with cadres of another militant group near Sinam Kom village in the Saikul subdivision of Senapati district.

February 9: Security forces arrested a cadre of the Military Council faction of the KCP, identified as Heirom Santikumar Meitei alias Ipacha, from Khongman Atom Leirak.

January 22: One suspected cadre of the Military Council faction of the KCP is shot dead by Manipur Police during another encounter at Kwakeithel Mayai Koibi under Lamphel police station in the Imphal West district. Police recovered a two wheeler vehicle and one driving licence in the name of one L. Ibobi Singh of Wanjing Sorokhaibam from the incident site. The encounter ensued after two militants hurled a hand grenade towards the police personnel. While one of them was killed, the other militant managed to escape from the encounter site.

January 20: One KCP cadre, Athokpam Ajit Singh alias Prasenjit, is arrested by the Manipur Police during a search operation at Kwakeithel Tiddim ground in the Imphal West district. Ajit confesses that he joined the KCP in 2005 under one 's/s deputy commander & finance secretary' Oinam Kesho Singh and he was asked to extort INR 7 00000 from C.E. Joychandra Sharma through Accountant of the Public Health Engineering department and INR 3 00000 from S.C. Khamba Singh of the Electricity Department. He also confessed that he was one of the arms suppliers of KCP under the guidance of O. Kesho.

January 18: Three suspected cadres of the Military Council faction of the KCP were shot dead by the Manipur Police while they were taking shelter at a house in Tharoijam village under Patsoi police station in the Imphal West district. Police also recovered of two 9-mm pistols along with five rounds of ammunition and four demand letters from their possession.

January 16: Two suspected militants of the Military Council faction of the KCP are killed by Manipur Police during an encounter at Lamdeng Chingjin under Lamshang police station in the Imphal West district. One 9-mm pistol, with some live rounds, and two hand grenades are recovered from the incident site.

January 11: One cadre belonging to the Military Council faction of the KCP, identified as Konthoujam Priyokumar Meitei alias Angangcha alias Priyo, was arrested from his residence at Konthoujam Leirembi Leikai in the Imphal West district. Priyo confessed that he along with another KCP cadre, identified as Khaba, served the extortion notes and on non-compliance of their demand also threatened to kill the authorities of a central government school Jawahar Navodaya Vidyalaya at Khumbong in the Imphal West district. The school subsequently closed down on January 5.

January 10: One sympathiser of the Military Council faction of the KCP, identified as Irom Sharatchandra, is arrested near Krishna Premi Oil Pump area at Moirangkhom in the Imphal West district.

2007

December 26: One KCP cadre, Lourembam Suresh Singh alias Machingouba, is arrested from Khoyathong Pukhri Mapal in the Imphal West district. December 25: Three militants belonging to the Military Council faction of the KCP are arrested near Hotel Bheigo in the Imphal West district. They were identified as Nongmeikappam Robindro, Thingbaijam Premjit alias James and Heirom Shantikumar alias Apasa.

November 17: One KCP cadre, Ningthoujam Kesho Singh alias Ibungomacha, is arrested during a search operation at Napet Palli village in the Imphal East district. He confesses that he joined KCP through one Khelendro Singh alias Ngamba Mancha. One mobile phone handset was recovered from him.

November 14: One woman employee of the Manipur Social Welfare Department, Y. Raseshwori Devi, is shot dead by two militants inside her office at Moirang in the Bishnupur district. Later, the Military Council faction of the KCP claims responsibility for the killing, saying she was ‘punished’ for her corrupt ways. The outfit accuses the Minister and the officials of being involved in the irregularities in the recent appointment of supervisors of the department. "The KCP (Military Council) had threatened to target all those close to the social welfare minister and director. Apart from this threat, we do not see any other reason for attacking an elderly woman officer," says an unnamed official. The report adds that militants had shot dead Raseshwori’s husband Brajagopal, a panchayat pradhan (head of village local self-government), a few years back for reasons still not known. .

November 2: Militants belonging to the Military Council faction of the KCP hurl a hand grenade on the residence of State Social Welfare Minister Nameirakpam Loken at Sangaiprou in the Imphal West district. No casualty is reported. Later, the same militants hurl another grenade on the residence of Achom Nabachandra, Social Welfare Director, at Keisamthong Hodam Leirak in the same district.

October 25: Militants belonging to the Military Council faction of the KCP warn officials allegedly involved in the faulty recruitment process in the Social Welfare Department to declare the results invalid and to give in to the outfit failing which 'punitive actions' will be initiated against them immediately.

October 24: Militants belonging to the Military Council faction of the KCP open fire on the residence of N. Loken, Manipur Social Welfare Minister, at Leimapokpam in the Bishnupur district. A spokesperson for the outfit informs that the attack was due to his role in the alleged faulty recruitment drive for supervisors in Social Welfare Department.

A rocket mortar along with a letter and flowers is recovered from the office of A. Nabachandra, Director of Social Welfare Department, at an unspecified place near Langol in the Imphal West district. The letter addressed to the Director warns him to tender an apology to the public or face punishment within five days. The explosive was later defused. One individual, claiming to be a KCP cadre, informs the press that the bomb was placed by the KCP militants.

October 23: One former KCP cadre, Ninthoujam Raja, is shot dead by unidentified gunmen at Heituppokpi in the Thoubal district. Six empty cartridges of AK-47 Rifles and one camouflage cap were recovered from the incident site.

October 3: Two suspected KCP militants are shot dead by SF personnel in a retaliatory fire at Bamdiyar Lamkhai in the Bishenpur district. One AK 56 rifle with a magazine and six live rounds and .38 revolvers with four fired cases and two live rounds are recovered from the encounter site.

September 22: One KCP cadre, Piyo, was arrested by the SF personnel during a search operation in the Kongpal area under Porompat police station in Imphal East district.

September 5: A person, Sagolshem Guniram, is shot at and wounded by KCP militants at Thongju Keirao Labuk in the Imphal West district, for allegedly extorting money from the public in the name of the outfit.

August 20: An unidentified KCP cadre, while extorting money from transporters along the National Highway-39, is shot dead by Imphal West district police commandos at Awang. Police personnel also rescue a person, Tutha Bahadur, abducted by the militants from Tezbari. While other militants manage to escape from the incident site, one M-20 pistol and four RC books were recovered from the possession of the slain militant. 15 empty cases of AK-47 ammunition, a Nokia mobile handset and some vehicle documents and goods challan are also recovered from the area.

August 17: Twelve militants, including two KCP cadres, are arrested by Manipur Police from the official residences of three Members of Legislative Assembly and a former legislator of the ruling Congress Party in the Babupara VIP Colony of capital Imphal.

July 26: Two suspected militants to the Manipur-based militant outfit, the KCP, are arrested from northwest Delhi's Azadpur. Police said that both the militants are involved in several extortion and murder cases and were in Delhi to escape attacks by the rival outfits. The duo was identified as the outfit's chairman Mangol, a resident of Imphal West district, and the outfit's vice-chairman, Oinam Suranjoy Singh of Bishnupur district.

July 18: A former militant of the KCP, identified as Salam Biren, is shot dead by unidentified gunmen at his residence in the Thanga area of Bishnupur district.

July 16: Unidentified militants shot dead a former KCP cadre, identified as Salam Biren alias Achouba, at Ningthoukhong ward no. 3 under Bishnupur police station in the Bishnupur district.

June 2: One unidentified KCP cadre managed to escape when troops descended on Hafta village, while the cadre was engaged in extortion activity. The troops recovered one magazine and five rounds of 9-mm pistol from the incident site.

May 6: A KCP cadre identified as Sorenchangbam Bungcha Singh alias Lucky and Chingtham Santosh Singh alias Bung, is arrested from Nagamapal in the Imphal West district.

May 6: A KCP militant, Chingtham Santosh Singh alias Bung, is arrested from Nagamapal in the Imphal West district.

April 26: Security force personnel rescued two youths who are earlier abducted by three armed cadres of the KCP at Moijing Awang Leikai in the Thoubal district.

April 6: A KCP cadre, identified as R.K. Khelen, is arrested by the police from Sana Keithel in the Imphal West district.

March 30: Troops arrested one KCP cadre, identified as Sagol-sem Premjit Singh alias An-gouba, at Lang-thabal Mantrikhong in the Imphal East district.

March 22: Security forces arrested a KCP cadre identified as Chanam-thabam Sanatomba Meitei, near Chingmeirong in the Imphal East district.

March 21: Based on information provided by the KYKL cadre, police arrested a KCP cadre, identified as Kayenpaibam Ojit.

March 19: One KCP cadre, identified as Thokchom Inaocha Singh alias Brojen, is arrested in the Thoubal district.

March 7: The KCP 'executed' 8 persons, including its 'vice-president' and 'finance secretary in charge' K.K. Mangang alias Leibakma-cha alias Lamkhomba, for 'helping' security personnel in the arrest and killing of its cadres. The KCP claimed to take the help of the United National Liberation Front (UNLF), KYKL and People's Revolutionary Party of Kangleipak (PREPAK), in carrying out the 'investigation'.

February 25: Mizoram Police said that the HPC-D was involved in the killing of Isaac L Hmar, son of Laldena, near Berawtlang tourist centre in Aizawl on April 20, 2006. The motive for the killing is suspected to be the factional clash among Hmar outfits as Isaac's uncle is a top leader of the Hmar National Army, which is a strong critic of the HPC-D.

January 30: In the Imphal West district SFs arrested a KCP militant, identified as Ksh Dhanabir, during a search operation at Malom Awang leikai.

January 29: Two KCP militants, Th. Gandhi alias Rajesh and Ksh. Kuarjeet, are arrested by SFs at Kamjong-Grihang in the Chandel district.

January 5: At least four militant outfits - Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL), People's Revolutionary Party of Kangleipak (PREPAK) and United National Liberation Front (UNLF) - announced a joint 'ban' on the construction of the Tipaimukh dam.

2006

December 25: Security force personnel arrested a Kangleipak Communist Party (KCP) militant, Khumanthem Sunil Singh alias Nanao alias Tomnao, at Awang Khunou in the Imphal East district.

December 24: Two suspected KCP militants, identified as ‘s/s captain’ Tombi and ‘s/s Lt’ Rajesh, were shot dead by security force personnel during a counter insurgency operation at Gova-jang village under Moreh police station in the Chandel district along India-Myanmar border.

December 18: A KCP militant, Longjam Bidyananda alias Abung alias Ingba, was arrested by the SFs.

December 3: Two Kangleipak Communist Party cadres are shot dead by the SF personnel in a counter-insurgency operation at Khonaithong village in the Thoubal district. An SLR and one AK-56 rifle along with ammunition were recovered from their possession.

December 1: A youth, Gurumayum Sunil, was shot at and injured and subsequently paraded before the media by the UNLF cadres at an unspecified place in the Imphal East district, for his alleged involvement in extortion at Soibam Leikai. The UNLF claimed that Sunil was a former KCP cadre.

November.22: During a search operation, police arrested four KCP cadres from unspecified locations in the capital Imphal.

One KCP cadre, Laishram Ranjit Singh alias Manaol, was arrest by SFs at Patsoi.

November 21: SFs arrested one KCP militant, ‘corporal’ G.B. Thoiba, from Keibi in the Imphal East district.

October 30: The security forces shot dead a cadre of the Kangleipak Communist Party, ‘private’ Suranjoy Singh, at Laipham Khunou Mayai Leikai under Heingang Police station in the Imphal East District. One nine mm pistol along with a magazine containing three live rounds was recovered from the slain militant.

October 19: The ‘general secretary’ of the KCP, identified as Ksh Noyon alias Laba, who was arrested from Khudengtabi near Moreh in the Chandel district, is later remanded to police custody for seven days by the Chief Judicial Magistrate in Imphal.

October 10: Imphal West District Police arrested three KCP cadres, including their ‘finance-in-chief’. They were identified as Paonam Menjor Singh, Sarangthem Deban Singh and Aheibam Robindro Singh alias Naobi.

October 3: A Kangleipak Communist Party cadre, Lucky alias Bungcha, is arrested from Singjamei Kakwa in the Imphal West district.

September 20: Security force (SF) personnel arrested four KCP cadres, Oinam Netajit alias Amarjit, Naocha Gangte alias Inaocha, Oinam Sunilchandra alias Moirangjao and Sanabam Ranjit alias Anand, from the Sangaiprou area of capital Imphal.

Another KCP cadre, Oinam Loken Singh, was arrested from Pandon in Imphal.

September 15: SF personnel arrested a Kangleipak Communist Party cadre, Wang bam Sikandar, from Irong Thokchom Leikai under Mayang Imphal police station jurisdiction in the Imphal West district.

September 15:The Hmar National Assembly (HNA) threatened to serve ‘quit notice’ against Meiteis living in the Churachandpur district, if the Manipur Government failed to rehabilitate all the women who were allegedly raped by cadres of the UNLF and KCP at Lungthulien and Parbung in January 2006.

August 30: SFs arrested a KCP cadre, Najir Ahmed, from Bengun under Mayang Imphal police station limits in the Imphal West district.

August 20: The Kangleipak Communist Party and the People’s United Liberation Front (PULF) denied their involvement in the grenade attack at the ISKCON temple in Imphal on August 16 that killed five persons.

July 16: SF personnel arrested a KCP cadre, Lenin, during a search operation from New Kenon under Lamlai police station limits in the Imphal East district.

July 5: SF personnel arrested a Kangleipak Communist Party cadre, Bipin Nongmaithem, from Sagolband Sayang area in the Imphal city on July 5. One Chinese-make 9mm pistol, two magazines and some ammunition were recovered from his possession.

June 15: Security forces arrested three militants, one each of the Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL) and United National Liberation Front (UNLF) identified as Khoraijam Somakanta Singh, Maibam Sapaba and Khumanthem Babu respectively, during a search operation at Takyel near Imphal city.

June 2: The National Commission for Women (NCW) is reported to have confirmed the rape of 25 Hmar-Kuki women by cadres of the outlawed United National Liberation Front and the KCP at Parbung and Lungthulien in the Churachandpur district in January 2006. The Commission has asked both the Centre and the Manipur Government to provide a comprehensive rehabilitation package for the victims and continue deployment of security forces in the area.

June 1: The security forces arrested two KCP cadres, Loitongbam Injello alias Momocha and Athokpam Indrajit, from Palace Compound and Haoreibi Makha Leikai in the Imphal West district.

May 30: Security forces arrested a hardcore KCP cadre, Huiningsubam alias Ithoicha, from Kakwa Sorokhaibam Leikai under Kakwa police station limits in the Imphal West district. One grenade, two detonators and five rounds of AK-47 ammunitions are recovered from his possession.

May 27: Security force personnel arrested a KCP cadre, Rony alias Shamu Singh, from Pangei Nepali Basti area in the Imphal East district.

May 14: SF personnel arrested two KCP cadres, Oinam Mangaljao alias Prem and N. Hemanta, from Sawombung area under Lamlai police station limits in the Imphal East district.

May 8: ‘President’ of the Kangleipak Communist Party states that all factions of the outfit in a special session held at an unspecified place between May 4 and 8 have resolved to reunite. An adhoc central committee has also been reportedly formed with K.K. Mangang as its ‘convenor’ while Laba Meitei and Lamphel Luwangcha are its ‘members’. A five-member consultative group comprising of K.K. Nganba, Pibarel Mangang, Pakhanglakpa, Kokai Meitei and City Meitei was also formed to assist the adhoc ‘central committee’.

Security force personnel arrested a KCP cadre, Laisram Herojit, from Thiyam Konjin Maning in the Imphal West district.

May 3: Security force personnel arrested a KCP cadre, Mohammed Liyakat, during a cordon and search operation at Kiyamgei in the Imphal East district.

April 26: The United National Liberation Front (UNLF) militants shot dead a youth, Ngangom Sanathoi, at Sadokpam under Lamlai Police Station limits in the Imphal West district. The outfit, in a statement made available to the local media, claimed responsibility for the killing and said that the youth is a KCP impostor.

April 25: Four KCP cadres, including the Thoubal 'district commander', were killed following an encounter with the police at Nungei Khunou under Lilong police station limits in the Thoubal district. Two pistols, one live round of 9 mm calibre, seven empty cases along with a vehicle used by the slain militants were recovered from their possession.

March 6: Four militants, including two National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres identified as Ningtham Keishing and Ringphami Luikham, and two Kangleipak Communist Party (KCP) cadres belonging to the Leibakmacha faction, Ningombam Naobi Singh alias Ningom-ngamba and Okram Premkumar Singh alias Sathi Singh, surrendered before Manipur Chief Minister Okram Ibobi Singh. They laid down one sniper rifle with three magazines having 80 live rounds of ammunitions, one sub-machine gun with three magazines along with 70 live rounds, two AK-56 rifles with three magazines each along with 227 ammunitions, two Chinese made hand grenades and one WT set (Kenwood).

March 2: Two KCP cadres, P. Santa and N. Dayakumar alias Tamoyai, were arrested by the Imphal East district police in a search operation at Kongpal Kshetri Leikai.

March 1: The Hmar People’s Conference- Democracy (HPC-D) has reportedly accused the KCP of its involvement along with the UNLF in the assault on Hmar women and extortion of money from the Hmar civilians in Churachandpur district.

February 23: A suspected Kangleipak Communist Party militant is killed by the Imphal West district police at North AOC area in the Imphal city. A hand-grenade is recovered from the possession of the slain militant. However, another militant managed to escape from the incident site.

February 15: The UNLF has reportedly asked the KCP to ‘produce a white paper on the charges leveled against’ the journalist Ratan Luwangcha within a week. The journalist was attacked and wounded by cadres of the KCP on February 8.

February 13: A KCP cadre, S. Neelachandra Singh, is arrested from Pannung in the Imphal West district. Five rounds of AK-47 rifle were recovered from his possession.

February 2: A Kangleipak Communist Party cadre, Sagolsem Mikoi alias Thenga, is arrested from Kongba Nongthon Leikai in the Imphal East district.

February 2: Two suspected KCP cadres were assaulted and later handed over to the police by residents of Patsoi Pt-II area in the capital Imphal

2005

December 5: Troops of Assam Rifles arrested a ‘major’ of the Kangleipak Communist Party (KCP), identified as Sanatomba alias Pujari, and recovered one AK 56 rifle with 30 rounds and one Chinese hand grenade from his possession.

November 9: The Imphal East district police arrested four KCP militants, Yanglem Achouba Singh alias Suresh and his younger brother Yanglem Amujao Singh, Angom Naoba and Telem Bhogen alias Bomcha, from various parts of Khurai assembly constituency. According to police sources, they were involved in collection of extortion demands from various Government offices and some shop owners of the Khurai Lamlong market.

November 8: Two suspected cadres of the Prithvi faction of the KCP were killed in an encounter with the police personnel at the foothills of Etam hill, Phaknung under Lamlai police station in the Imphal East district. An AK-47 rifle, one .38 revolver, one hand grenade, four live rounds of .303 ammunition, four live rounds of AK-47 ammunition, three live rounds of .38 ammunition, two live rounds of ammunition of M-16, one magazine each of AK-47 and .38 revolver, one WLL telephone, one mobile phone, one CD player and two demand letters signed by the outfit’s ‘finance secretary’, Mangang, some incriminating documents were recovered from the slain militants.

November 3: The Cabinet Committee on Security (CCS) extended the ban on four militant outfits operating in the State of Manipur for two years. Addressing the media after a CCS meeting chaired by Prime Minister, Dr Manmohan Singh, Defence Minister Pranab Mukherjee said that the Union Government has decided to extend the ban on United National Liberation Front (UNLF), People’s Liberation Army (PLA), Kangleipak Communist Party (KCP) and Kanglei Yawol Kanna Lup (KYKL). He also informed that the ban was extended as the outfits still continued to indulge in unlawful activities in India’s North East.

November 1: The City Meitei faction of the KCP, in a statement, said that the outfit does not indulge in abduction for ransom and does not create terror for the public unreasonably. N. City Meitei, ‘chief commander’ of the outfit’s mobile task force, also requested the United National Liberation Front (UNLF) to reconsider the decision to impose a ban on it.

October 18: Suspected United National Liberation Front (UNLF) militants killed two KCP cadres at Tentha in the Thoubal district, while another militant managed to escape. The UNLF had earlier imposed a ban on all the three factions of the KCP accusing them of indulging in extortion in the name of revolution. The two slain militants were identified as Khumukcham Ibungo, a cadre of the Prithvi faction, and Yengkokpam Amu alias Rojen of the Emoinu faction.

October 8: A suspected KCP militant is shot dead by Manipur Police commandos at Thangal bazaar in Imphal. Police also recovered a Chinese-make hand grenade and a demand letter of Rupees 10 lakh, which bore the signature of KCP ‘assistant finance secretary’ Yaima Meitei, from the slain militant.

October 1: A Kangleipak Communist Party (KCP-P) cadre, identified as Sinam Sanatomba alias Sharma, and his civilian accomplice, Ningthoujam Abung alias Suraj, were found dead with bullet injuries at Langthabal Phura Makhong under Singjamei police station limits. A motorcycle was also recovered from the spot. No outfit claimed responsibility for the killing.

September 4: Three Kangleipak Communist Party cadres, including a 'project officer' of the outfit identified as 'sergeant' Ngangom Ibungomacha alias Soviet Singh, were arrested from Kangla Park in the Imphal West district. Some incriminating documents of the outfit were recovered from them.

August 31: The KCP claimed through a press statement that its cadres killed a woman, Angom Ningol Kakyenpaibamongbi Bebi Devi, of Sairem village, who the outfit said was acting as a police informer. It further said that she is responsible for the death of two KCP cadres by the security forces on May 10. The dead body of the woman has been recovered by the police.

August 30: The Kangleipak Communist Party's 'Imphal east town commander, Arubam Bikram alias Ingoba Meetei and 'second in-charge commander' Naorem Kumarjit was arrested from the Khoyathong area in Imphal city. The police also seized one 9 mm pistol with five live rounds of ammunitions along with seven RC books of trucks plying along the national highways.

August 24: Imphal East district police arrested a Kangleipak Communist Party (KCP) cadre, Chirom Sadananda alias Shanta, from Kiyamgei Maning Leikai.

August 18: Two KCP cadres, Yumnam Ibungo Singh and Moirangthem Jenar alias Amuba Singh, were arrested from Chingamakha Kshetri Leikei in the Imphal West district.

July 13: The Imphal West district police arrested a KCP cadre, Irengbam Milan Kumar Singh alias Bode, from Tairenpokpi and Phayeng areas. Two of his accomplices, however, managed to escape.

June 29: A KCP cadre, Konthoujam Sanatomba alias Santon Singh, was arrested from the Yairipok Angtha area in Imphal East district.

The KCP appealed to the general public to observe July 1 as a 'Black Day' by switching off lights from 8 PM to 9 PM and hoisting black flags atop their houses. The outfit observes the day as a day of protest against the killing of its leader, Yendrenbam Ibohanbi Meitei, who was killed on July 1, 1999 at Heibongpokpi in the Imphal West district.

June 16: A KCP cadre, Oinam Suranjoy alias Sanjoy, was arrested from the Yumnam Khunnou area in Bishnupur district. Some rounds of AK-47 rifle and incriminating documents were recovered from him.

June 13: The Kangleipak Communist Party kills a person suspecting him to be an army informer at Ikoppat in the Thoubal district. Reports said that the slain youth, Leimapokpam Open, was a former militant and had lately passed information to the army about the outfit’s hideouts and cadres in the Thangal and Nambol bazar areas.

June 10: Unidentified terrorists killed Nongthombam Roben, a former cadre of the Kangleipak Communist Party (KCP) at Langol Laimanai under Lamphel Police Station in Imphal West district.

May 16: The Imphal East district police arrested a Kangleipak Communist Party (KCP- Lamphel) cadre, identified as Chanathabam Bobby, during a cordon and search operation at Hatta War Cemetry under Porompat police station.

May 10: The Imphal West District police killed two suspected cadres of the KCP and rescued a youth abducted earlier by the outfit from Haorang Sabal under Lamshang police station. A .38 revolver and three rounds of ammunition were recovered from the slain terrorists. Police personnel arrested a KCP cadre from the Manipur University campus in Canchipur.

May 8: The KCP cadres shot at and injured a youth at Uchiwa in the Imphal city.

May 1: A KCP cadre was arrested from Kongjeng Leikai in the Imphal West district.

April 18: The MK Mangang faction of the KCP, in a statement, has threatened to ‘award death sentence’ on the 60 members of the State Legislative Assembly if the indigenous language, Meetei Mayek, is not introduced in the educational institutions of Manipur. In another statement issued on the same day, the KCP claimed that it will start ‘punishing’ drug peddlers and bootleggers in the State without prior warning.

April 13: The Imphal west district police arrested a 'district commander' of the KCP, identified as Ningthoujam Ningthem Singh.

March 5: Police recovered dead body of a Kangleipak Communist Party cadre, identified as Laishram Maigou from Laphupat Tera in Bishnupur district.

January 17: The Imphal West district police arrested a KCP terrorist, identified as Haobijam Joy, from Kwakeithel in the capital Imphal. Three letter-heads of the KCP, fake currency notes of INR500 and 1000 denomination, official seals of the state transport department were seized by the police from his computer training centre at the Nambol Bazaar in Bishnupur district.

2004

November 22: The Imphal West district police arrested two KCP cadres, Laishram Manglemba Singh and Thingujam Sangkar, from Naorem Leikai in Imphal West district.

November 2: Four terrorists of the Kangleipak Communist Party (KCP) were arrested by security personnel from unspecified places in Bishnupur district. A communication device and a motorcycle were recovered from them.

October 28: Manipur Police personnel arrested two terrorists of the Kangleipak Communist Party - Prithivi (KCP-P) and an elderly person who is said to have provided shelter to them from Lilong Leihaokhong area in Thoubal district. A motorbike believed to have been used by the arrested terrorists was also recovered.

October 22: A terrorist belonging to the KCP, Tongbram Robindro Singh, was arrested from DC Road crossing Lamphel in the Imphal West district.

October 19: Four KCP cadres were arrested from RIMS road crossing and Naoremthong Khulem Leikai locality in the Imphal West district.

September 22: Security forces arrested a KCP terrorist, Ongnam Premjit alias Golulchandra Singh, from Kongba Kshetri Leikai in the Imphal East district.

September 20: The KCP, in a media release, justified its extortion activities and said, "The revolutionary movement could survive only on the goodwill of the people". It asked people to honour the ‘demand notes’ and also warned of punitive action in case anybody ‘dares to interfere’.

September 13: Security forces arrested two terrorists of the KCP, identified as Salam Sanayaima alias Inao and Naorem Sanatomba Singh, from the Regional Institute of Medical Sciences complex in the capital city of Imphal in Manipur. One 9 mm pistol along with six live rounds and some documents were recovered from their possession.

June 19: The KCP has reportedly claimed responsibility for the killing of Heman Jade at Rengkai Nehru Marg in the Churachandpur district. Refuting earlier media reports that the youth killed was a United National Liberation Front (UNLF) cadre, KCP 'publicity secretary', Pibarel Mangang, claimed that Jade had been given ‘death sentence’ for his anti-party activities.

June 15: Police arrested three collaborators, including two teenage girls, of the KCP from the Dispur area of Guwahati city. Several incriminating documents were found in their possession.

April 9: Security forces belonging to the 12 Assam Rifles shot dead a suspected Kangleipak Communist Party terrorist near Nongdam village in the Imphal-East district of Manipur. One 9 mm pistol, one detonator, one Kenwood radio set and some live rounds of ammunition along with KCP ‘demand’ letters are recovered from the incident site.

April 8: The proscribed Kangleipak Communist Party (KCP) claimed responsibility for the death of Ningthoujam Tomba alias Saphaba. In a press release, the KCP stated that Tomba, who was a cadre of the outfit, was given the ‘capital punishment’ for deserting the party along with an AK rifle, 70 rounds of ammunition, a pair of wireless radio set and currency INR 170,000.

2003

December 13: The proscribed Kangleipak Communist Party (KCP) has identified five contractors who have ‘misappropriated public funds’ under its operation titled ‘Leingakleima Commission’ at Jiribam in the Imphal East district of Manipur. A KCP release signed by general secretary Pareihanba Mangang stated that the outfit has identified three ‘outsiders’ and two ‘local’ people who have withdrawn funds without actually taking up works under the contract. The KCP has recalled the recent statement of Kanglei Yawol Kanna Lup (KYKL) against the Hindi-speaking people in Manipur.

November 24: Security force personnel arrested two KCP terrorists from Nongada village under Lamlai police station in Manipur. A large cache of arms and ammunitions including some Improvised Explosive Devices (IED) were reportedly recovered from their possession.

November 12: Two factions of the banned Kangleipak Communist Party (KCP) have decided to unite and join the Manipur Peoples’ Liberation Front (MPLF) of Manipur. The KCP factions - led by K.K. Mangang and Noyon - announced the decision at an undisclosed place in Manipur recently.

October 20: Four suspected KCP terrorists abducted Y. Achouba Singh, a doctor at Imphal’s Jawaharlal Nehru Hospital.

October 2: Three KCP terrorists were arrested by the police in two separate incidents.

September 26: Suspected terrorists of the KCP killed two youths near Old Water Supply area at Kangchup in Imphal West district. According to a note left behind by the terrorists, the youths were killed for extorting money from the people in the outfit’s name.

July 19: A terrorist of the KCP was killed in an encounter with the police at Tingkhai Khullen village under the Nambol police station-limits, Bishnupur district, One M 20 rifle, two Magazines, 4 live round of ammunition, a dozen of fire gear and several incriminating documents were recovered from the encounter site.

July 7: Two suspected KCP terrorists were killed in an encounter with the security forces in the Thoubal Kshetri Leikai area. A country-made pistol, three 9mm rounds of ammunition and some incriminating documents, among other things, were recovered from the incident site.

May 4: Two KCP terrorists, including ‘corporal’ T Bordin Singh, were killed during an encounter with security forces at an unnamed place in the Thoubal district. A 9MM revolver with an unspecified amount of live ammunition and a radio set were recovered from the incident site.

April 14: The proscribed Kangleipak Communist Party (KCP) observed its 23rd foundation day at its general headquarters, tactical headquarters and mobile camps located in Manipur.

2002

December 15: A Kangleipak Communist Party (KCP) terrorist was arrested from Lamlai, Imphal East district, and, reportedly, some extortion notes were recovered from him.

October 10: The police in Imphal East district recovered the body of a KCP cadre from Heingang Kontha village, Heingang police station limits. He was later identified as W.Rakesh Singh.

August 10: A combined team of the 1st and 2nd division of the India Reserve Battalion (IRB) and Imphal East & West police arrested three terrorists––two belonging to the People’s Revolutionary Party of Kangleipak (PREPAK) and one to the Kangleipak Communist Party (KCP), at different places.

April 11: Five KCP terrorists were killed by the security forces (SFs) following an encounter at a hideout at Kambaching in Imphal east district. Five sophisticated weapons - one M16, 1 US carbine, 1 AK rifle, 2 Chinese made pistols with several rounds of ammunition and incriminating documents were seized.

April 11: A combined force of Manipur police and commandos arrested five terrorists of the KCP at Heirok and Inganglok in Thoubal district.

April 5: A KCP militant was arrested from Kakching area in the Thoubal district. A hand grenade, some rounds of ammunition and a detonator were also seized from him.

March 31: Security force personnel are reported to have arrested a leader of the KCP following a raid on a hideout at Thoubal Athokpam Leikai under the Thoubal police station limits. Some arms, ammunition, communication equipment and certain incriminating documents were seized from his possession.

March 29: The SFs arrested two terrorists of the KCP. While a self-styled sergeant belonging to the Thoubal Athokpam Awang Leikai village was arrested from his residence, the Thoubal police arrested another member of the same group belonging to Kakching Shumak Leikai. A .38 revolver along with ammunition and a radio set were recovered from their possession.

2001

December 31: Three unidentified assailants injured a militant belonging to the Kangleipak Communist Party (KCP) at Kyamgei in Imphal.

December 26: The Kuki National Front (Military Council) [KNF-MC], in a statement issued appealed to both the Kangleipak Communist Party (KCP) and the Kuki Revolutionary Army (KRA) to reconcile their current misunderstanding in the greater interest of the public. The KNF-MC urged both the groups not to interfere in each others’ internal affairs and urged the KRA to set free all the KCP Red Army cadres now in its custody. It also asked the KCP not to cause hardship to the Kukis and other public and commuters of the Saikul area. It further urged the KCP not to single out the Chonglois for harsh treatment.

December 25: Manipur police arrests two terrorists, one belonging to the Kangleipak Communist Party (KCP) and another to the United National Liberation Front (UNLF).

December 24: The self-styled army chief of the Kangleipak Communist Party (KCP), Chingangbam Ibohal alias Dhruba alias Robert, was abducted and later killed by a group of unidentified, armed men in the Gwaltabi area of Imphal East district. His dead body was recovered near the Gwaltabi Forest gate. An AK-56 rifle and two magazines were recovered from the incident site.

The KCP imposed a state-wide 48-hour bandh starting from December 28 midnight against the killing of its ‘army chief’, Dhruva, by unidentified assailants A KCP statement said Dhruva’s killing was an act of terrorism and it had been carried out by three hill-based outfits.

November 29: A KCP terrorist was arrested from the Imphal East district.

November 13: Myanmar Army arrests approximately 200 cadres of various terrorist outfits from Manipur in a well-planned operation along the Indo-Myanmar border. This operation had been executed on November 2. Some leaders of these terrorist outfits had also been arrested, including the Kangleipak Communist party (KCP) chairman, as well as the general secretaries of the eastern and central bureau of the Revolutionary People’s Front (RPF), also known as the People’s Liberation Army (PLA). The operation had resulted in the capture of 1,400 weapons, including 72 mortars, 386 AK-47 rifles, 10 ammunition boxes, as well as INR 10 million and a huge quantity of gold.

July 19: Assam Rifles arrested seven hardcore terrorists, including the finance and accounts officer of the People’s Liberation Army (PLA) and the finance in-charge of the Kangleipak Communist Party (KCP-L).

July 16: Two KCP terrorists of the K.K. Mangang faction, including its finance secretary, were killed in an encounter with another unidentified, armed group at Senjam Charang around 11 km south-east of Sekmai police station.

July 11: Security force personnel arrested six terrorists from various parts of Imphal. The arrested terrorists include the ‘finance and accounts officer’ of People’s Liberation Army (PLA), Sergeant Major Bocha Leo, as well as the ‘finance-in-charge’ of Kangleipak Communist Party (KCP), one United National Liberation Front (UNLF) terrorist, a senior woman cadre of Revolutionary People’s Front (RPF) and a senior member of the People’s Revolutionary Party of Kangleipak (PREPAK).

May 8: A KCP militant was killed in an encounter with the police in the Imphal West district.

2000

December 6: Three terrorists belonging to the Kangleipak Communist Party (KCP), People’s Revolutionary Party of Kangleipak (PREPAK) and Kanglei Yawol Kana Lup-Toijamba (KYKL-T) were arrested by the police from Imphal.

Nov 15: Two terrorists of the People’s Revolutionary Party of Kangleipak (PREPAK) were killed, one arrested and two People’s Liberation Army (PLA) terrorists were killed, 12 arrested. Besides, four United National Liberation Front (UNLF) terrorists were killed, 10 arrested, one Kanglei Yawol Kanna Lup (KYKL) terrorist was killed, two arrested and three Kangleipak Communist Party (KCP) terrorists arrested. In addition two People’s United Liberation Front (PULF) terrorists surrendered in Imphal East district.

July 4: 18 terrorists belonging to different terrorist outfits, including the banned Kangleipak Communist Party (KCP), Kanglei Yawol Kanba Lup (KYKL) and People’s Liberation Army (PLA), laid down arms and surrendered in the presence of Manipur Chief Minister Nipamacha Singh, in Imphal.
