11 militant outfits of the North East have jointly given a call to boycott the Republic Day (January 26) and to observe a general strike.

In a joint statement, CorCom, an umbrella organization of Manipur-based militant groups, ULFA-I, NDFB-IKS,NLFT,KLO and HNLC have called upon the people of the region to boycott the Republic Day to fight together against the "colonial rule" of India. CorCom consists of KCP, KYKL, PREPAK, PREPAK-Pro, PLA and UNLF.

Republic Day celebrations in Manipur were marred by four bomb blasts amidst high security measures after CorCom of six militant outfits called for a boycott of the day, Police said. However, no one was injured in the explosions.

CorCom has claimed it's the series of bomb blast on Republic Day morning at Babupara around 8 am, Moirangkhom around 9 am, Chingmeirong around 10 am and at Singjamei Chinga Makhong around 11 am. A press statement of the CorCom said that the series of blast was carried as part of the collective call of several outfits of the "WESEA region against the Republic Day celebration on January 26.

SFs arrested one cadre of PREPAK, identified as Yumnam Premanda and a former cadre of PLA, L. Basanta alias Akash , along with one 9mm pistol and five live rounds. Premanda was arrested from his residence in Kongba Uchekon Khonuo and Basanta arrested from Keirao Lairembi Leirak from his residence in Imphal East District.

A combined team of the Imphal East and Imphal West Commandos arrested two cadres of the PLA, identified as Langbaljao Palmei Kabui and Nanda Kamei from Sawombung Khunjao Bazar in Imphal East District. Two 9mm pistols along with 15 live rounds and two mobile phones were also recovered from their possession. According to a source, the two were working under the PLA 'commander' Nilakanta alias Jishu alias Meira.

PLA militants killed an AR trooper and injured three others near Nambasi village under Chasad Police Station in Ukhrul District. The personnel were on a road opening patrol in the mountains when the militants detonated a powerful bomb. The dead AR trooper was identified as Mehta.

SFs in a joint operation, arrested five Manipur based PLA cadres and recovered a large cache of arms and ammunition from their possession from Pongchau area in Longding District. The arrested militants were identified as Pongsiba Dingam, Jackson Kuki, Diwang Chawang, Monglemba Meitei and Ngongo Meitei. SFs also recovered two AK M-22 rifles, two AM-T81, one 3G81 LMG along with 631 rounds bullets, 13 magazines, one magazine box and cash of INR 22,000 from their possession.

The BSF handed over to the BGB a list of 66 terror camps in Bangladesh of militants operating in India's Northeast. Camps of HNLC, ULFA, NDFB, PLA and a few other groups were operating in districts like Mymensingh, Maulvibazar and Rangamati. IG BSF Sudhir Kumar Srivastava said, "The number of these camps has decreased." Some of the camps had now been shifted towards Myanmar due to pressure from Bangladesh authorities.

Two Assam Rifles personnel, identified as Warrant Officer Murli and Rifleman MT Santosh have been killed while two others survived with injuries in a bomb attack carried out by suspected PLA cadres at Kambang Khullen in interior Chandel District. The RPF, the political body of PLA has claimed that the Kambang Khullen (Chandel District) ambush of March 11 in which two SFs were killed was carried out by a group of PLA cadres drawn from its different units, stations and departments. RPF has also congratulated CPI-Maoist for their successful strike against SFs in Sukma District of Chhattisgarh on March 11. Saying that RPF and CPI-Maoists are strategic partners, the outfit conveyed its best wishes to CPI-Maoist.

ULFA-I 'commander in chief' Paresh Barua has expressed his gratitude to NSCN-K, CorCom of Manipur, KLO, NDFB and other "brotherly organizations" for their cooperation and help extended to the ULFA over the years.On the occasion of its 'army day,' (March 16) the ULFA 'commander-in-chief' has called upon senior leaders of the outfit "not to encourage in negative thinking and instead try to boost the morale of the cadres who are fighting the enemy valiantly in the field."

Representatives of NSCN-K, ULFA-I, NDFB-IKS and the Manipur-based PLA will participate in the deliberations for creation of an umbrella organisation in Taga of Sagaing division in north-western Myanmar on March 20. The meeting is likely to be convened by NSCN-K 'chairman' S.S. Khaplang, an influential leader in parts of northern Myanmar. However, it is going to be ULFA-I 'commander-in-chief' Paresh Baruah who will be the main operator in the group.

IPS officer Miss Vandana Malik was killed in an ambush launched by suspected PLA cadres at Konthoujam Lamkhai in Imphal West District on April 8, 1989.

MHA has identified the entire state of Manipur and lower Assam region of Assam as the two areas in the northeast where the coming Lok Sabha election may be disrupted by militant outfits. While Meitei militant outfits under CorCom may create trouble in Manipur, it is the NDFB-IKS, which is being increasingly perceived as a threat in the lower Assam region. A source said all Meitei militant outfits in Manipur are being closely monitored as intelligence inputs have suggested that they would attempt to trigger violence before, and on, the day of polling.

Troops of Red Shield Division carried out a search operation in Karong in Senapati District and arrested one PLA cadre, identified as Irom Goroba with one 9mm pistol and four live rounds. Based on information from the arrested PLA cadre, another operation was launched in Tera Urak which resulted in the arrest of Rangjam Sanjoy Singh of PLA and 'Sergeant' Thokchom Tenden Singh of KYKL from Tera Urak village in Bishnupur District along with one AK-47 rifle with 20 rounds and one 9mm pistol with five rounds.

Significantly, the Upper Assam Leading Committee (UALC) of the CPI-Maoist) is presently operating in Assam and Arunachal Pradesh and have been involved in incidents of looting of weapons and extortion from local villagers.

A joint security team of Bishnupur District Police Commandos and troops of 12 Bihar Regiment arrested a PLA militant identified as Warepam Jamson alias Babu alias Lukhoi, from Langpok in Bishnupur District. The arrested militant is said to be the 'secretary' of division number 20 of PLA.

RPF, in a statement issued by Bangkim , 'chief', 'department of publicity', claimed that two troopers of AR were killed and few others injured in an offensive launched by the PLA's 252 mobile unit under its Operation Blue Eagle on Dec 21. It also stated that a militant identified as 'sergeant' Doren was also killed.
