Formation
The People’s Revolutionary
Party of Kangleipak (PREPAK) was formed under the leadership of R.K.
Tulachandra on October 9, 1977.
Objective
Claiming to be the "most
genuine revolutionary groups" in Manipur, the PREPAK’s main demand is
the expulsion of ‘outsiders’ from the State.
Leadership and Structure
PREPAK became dormant after
its leader Tulachandra was killed in an encounter with the security
forces in 1986. Following his death, S. Wanglen became the Commander-in-Chief
(C-in-C) of PREPAK. The organisation’s General Secretary, Lumbeban Masunga
was killed on May 19, 1993. At present, Achamba is the Chairman and
Tajila is the C-in-C of PREPAK. The group has a strength of approximately
200 insurgents. It is primarily trained by the National Socialist Council
of Nagaland-Isak Muivah (NSCN-IM).
The PREPAK is also part of Manipur People’s Liberation Front (MPLF),
along with United National Liberation Front (UNLF)
and the People’s Liberation Army (PLA).
Areas of Operation
It is largely confined
to the valley in Manipur. PREPAK is also reported to carry out attacks
in certain areas of Mizoram and in North Tripura. One of its camps is
in Sajik Tampak in the Chandel district in Manipur. It also operates
in Tizit in Nagaland’s Mon district.
Linkages
PREPAK is reported to have
received weapons and training in exchange for hard cash from the Kachin
Independent Army (KIA) of Myanmar. It is also reported to have training
camps in Bangladesh.
Incidents
2008
-
October 4: The locals of Heingang
in the Imphal East district foil an abduction bid and capture two
PREPAK cadres, Ngarinbam Anil and Thangjam Loken alias Bivash, and
hand them over to the police. They also snatch a 9-mm pistol loaded
with three live rounds from one of the detained cadres which later
police seized.

September 30: Two suspected PREPAK
cadres are shot dead by Assam Rifles personnel during an encounter
between Chelep and Palbung under Tengnoupal police station in the
Chandel district. The militants lob a grenade and open fire on the
troops who retaliate killing two militants. A 7.62 pistol, two magazines
loaded with three live rounds, 27 assorted rounds and one diary
containing phone numbers of PREPAK cadres are recovered from the
encounter site.

September 30: An encounter between
a combined force of Thoubal district police commandos and troops
of 21 Assam Rifles on one side and suspected PREPAK militants on
the other occurs near Dhaballo canal located in between Khoidumpat
and Pumlenpat near Hiyanglam Hiranmei village under Kakchnig police
station in the Thoubal district.

September 29: Manipur Government
says that ten cadres of KCP, KYKL and PREPAK, and two sympathisers
of the KRA are booked under National Security Act (NSA), 1980 by
separate orders of the Manipur home department issued on different
dates.

September 29: A PREPAK cadre, Soibam
Manaobi alias Nasnao, is arrested by Assam Rifles personnel in the
general area of Chamol Road Junction. He joined the outfit on July
1 in 2005 and was in camp at Hleizek in Myanmar.

September 25: Three cadres of the
VC faction of the PREPAK are arrested by the troops of 21 Assam
Rifles from a dense forest at Sugnu area in the Thoubal district.
They are identified as Thomson Meitei, N. Manglem Singh and Sanatomba
Singh. One M-14 rifles with one magazine, one M-22 Rifles (semi
sniper) with a magazine, one M-36 rifles with a magazine, one 40
mm grenade launcher (Lethod), 45 live rounds of M-14 rifles, 146
live rounds of M-22 rifles, 96 live rounds of M-36 rifle, 10 Lethod
shells and 12 detonators are recovered from their possession.

September 25: One PREPAK militant
is killed by three militants of the rival group at Lamjing Lamtak
Club in the Ithai Wapokpi village on. Subsequently, these three
militants were killed by the Imphal east police commandos in a joint
operation with the troops of Assam Rifles at the foothills of Phunal
Maring hill under Iribung police station. The security forces also
recovered two 9-mm revolvers loaded with eight live rounds and a
hand grenade from the incident site.

September 22: A PREPAK cadre, Ningombam
Sikander, is arrested by the Imphal East district police commandos
from Sawombung.

September 19: A PREPAK cadre, Ningthoujam
Somananda Singh alias Nanao, is arrested by the Thoubal district
police commandos from Athokpam village.

September 18: A cadre of the Cobra
Task Force of the PREPAK, identified as Haorungbam Lakpati alias
Khagemba, wounded in the September 8 encounter with at Ngakrapat,
is nabbed by a team of the Bishnupur district police commandos from
his hideout at Tera Urak under Lamshang police station. Two persons
including a doctor who have admitted and operated the wounded cadre
are also arrested.

September 17: One PREPAK cadre,
Naorem Joy Singh, is arrested by the Thoubal district police commandos
during a search operation at Kakching Super Market area.

September 16: A cadre of the General
Secretary faction of the PREPAK, identified as Thingom Mangilal
Singh, is arrested by a combined team of Imphal west police commandos
and 32 AR personnel from Naran Konjil Mayai Leikai. He is operating
under ‘s/s captain’ Romeo of the outfit.

September 15: Two women cadres of
the PREPAK, identified as Sajina Begum alias Meena alias Ebema and
Nasima Begum alias Bariya, are arrested by a team of Imphal East
district police commandos. They are residents of Kshergao Chandam
Leikai. They confess that they have joined the PREPAK in 2008 through
one Ibothem of Keirao.

September 14: Two female cadres
of the PREPAK are arrested by the Imphal West district police commandos
from Khergao.

September 12: One PREPAK cadre,
identified as Lukram Momocha Singh alias Tomthinnganba, is arrested
by the Thoubal district police commandos from Hiyanglam village.
A demand letters signed by the ‘finance coordinator’ of the PREPAK
is recovered from his possession. Another cadre of the VC group
of the PREPAK, identified as Wahengbam Shayamsunder alias Nanao,
is arrested from Arongthong bridge. He confesses that he has joined
the outfit in August 2008 through one self style Surjit alias Nongshaba
and is operating under the ‘command’ of one ‘s/s cpl’ Manja of the
outfit. Two demand letters of PREPAK signed by its ‘finance coordinator’
are recovered from his possession.

September 11: The PREPAK says that
security forces had easily taken control of the hideout after some
fishermen disclose its location.

September 9: One woman cadre of
the PREPAK, identified as Oinam Debla, is arrested along with her
house owner, Soibam Rita, at Haobam Marak Irom Leikai by a combined
team of Imphal east commandos and troops of 32 Assam Rifles. A 9-mm
pistol loaded with six live rounds is recovered from him.

September 8: Five suspected PREPAK
militants are shot dead by security forces during an encounter at
Ngakrapat in Loktak lake of Bishnupur district. One woman is also
wounded in the crossfire. A large number of sophisticated weapons
and explosives is recovered from the incident site. The recovery
includes six AK-56 rifles, one each of M-79 (lethod gun), M-16 UGBL,
60 mm mortar, M-81 UMG, RPG launcher, 22 numbers of lethod bombs,
three RPG shells, five each of RPG chargers (booster), mortar bombs,
China make grenades, one .36 HE grenade, four kilograms of RDX along
with several detonators, 13 magazines of AK, two magazines of M-16
rifles, 340 live ammunitions of M-16, 1200 rounds of AK, 13 wireless
sets and three binoculars.
One suspected PREPAK militant is
shot dead by the Thoubal district police commandos during an encounter
at Nepra Menjor village. A 9-mm pistol loaded with a single round
of ammunition is recovered from the possession of the slain militant.

September 6: One bomb explodes at
the residence of a shoe dealer, Moirangthem Biren, at Singjamei
Mayengbam Leikai. The blast is the second attack by suspected militants
as they had earlier opened fire at his residence on June 20 2008.
The attacks on his residence are apparently related with a huge
monetary demand, as Biren revealed that he had earlier received
a demand of INR 200000 from a cadre of the ‘finance section’ of
the Shanti group of the PREPAK.

September 5: One PREPAK militant,
Biren, is arrested by the Assam Rifles personnel from Sekmai area.
Two hand-grenades and an equal number of lethode bombs are recovered
from his possession.
The employees of Directorate of
Sericulture demonstrate in front of their office located at Lamphelpat
in protest against four monetary demands served by the PREPAK and
KCP groups.

September 1: The residence of Manipur
Chief Minister Okram Ibobi Singh at Babupara area in the capital
Imphal is attacked by the PREPAK militants with a lethod bomb which
explodes inside the residence compound. While claiming the responsibility
for the attack the PREPAK says it was a warning to the Chief Minister
to ‘rectify’ his misdeeds.

August 30: One PREPAK cadre, Pukhrambam
Maipaksana Singh, is arrested a combined team of Imphal East district
police commandos and troops of 32 Assam Rifles from Singjamei Makha
Keibung Oinam Leikai area. Maipaksana joined the PREPAK outfit in
October 2006 through one Dhanaba who was involved in extortion activities
targeting the general public and Government officials.

August 28: One cadre of the Shanti
faction of the PREPAK, identified as R.K. Bobo alias Sanahal alias
Robinson alias Boby, is arrested at Mongsangei area. Three live
rounds of 9-mm ammunitions are recovered from his possession. He
had extorted money amounting to INR 60,000 from Assistant Engineer
Ibomcha and INR 4 00000 from Assistant Engineer Jugindro for Shanti
faction of the PREPAK.

August 27: The Imphal West district
police commandos arrested a cadre of the General Secretary faction
of the PREPAK, identified as Hidam Sushilkumar alias Inaocha alias
Naomen, from Keishampat Mutum Leirak.

August 26: One suspected PREPAK
cadre is shot dead by the Bishnupur district police commandos during
an encounter at Ningthoukhong. Police recover a 9-mm pistol loaded
with five live rounds from the encounter site. The encounter ensues
after the suspected PREPAK cadres have attacked the battalion headquarters
of 4/5 Gorkha Regiment located near Ningthoukhong ITI complex. At
least four lethod bombs explode inside the post. Three soldiers
and a civilian are wounded in the attack.

August 22: One PREPAK cadre, Wahengbam
Deepak alias Khambaton, is arrested by a combined team of Bishnupur
district police commandos and troops of 4/8 Gorkha Rifles from Oinam
Bazar area.

August 18: Assam Rifles personnel
arrested four PREPAK cadres from Kakching Khunou Lamkhai in the
Thoubal district. While three are from the GS faction, identified
as Khoirom Ngongo alias Thilei alias Roshan, Tinoena alais Sanjit
Kumar, and Ningthou Sana, one is from the OGW faction, identified
as Ahongsangbam Ajit. Two wrist watches, one mobile phone, INR 12,490
and a vehicle are recovered from them.
A militant who is among those who
attacked an Assam Rifles post located at Setapur village in the
Bishnupur district is killed during a retaliatory operation by the
security forces. The slain militant is a suspected cadre of the
Cobra Task Force of the PREPAK, identified as Sairensangbam Ibungo
alias Romesh. At least six bombs are exploded inside and nearby
the security posts amidst heavy shelling from the militants’ side.
Assam Rifles personnel arrested
two PLA and one PREPAK cadres during a counter-insurgency operation
at Khongman. The two PLA cadres are identified as Wangkheimayum
Thoi alias Banta and Kirankumar and the PREPAK cadre is identified
as Aribam Surjit Sharma.
The rice meant for people in the
Senapati district could not be procured due to the ‘diktat’ by the
VC faction of the PREPAK. The Naga People’s Organisation reiterated
in a press release that the PREPAK-VC should not meddle or interfere
in the rice quota meant for Senapati district.
One trooper, Pankaj Gurung, is wounded
when the PREPAK militants ambush troops of the 4/8 Gorkha Regiment
at Upokpi village in the Bishnupur district.

August 16: The fertilizer dealers
decide to stop their business due to huge monetary demand imposed
by militant outfits, including the PREPAK.

August 11: One PREPAK cadre, Ningombam
Manglemjao Singh alias Manao, is arrested by the Thoubal district
police during a search operation at Hiyanglam area.

August 9: Assam Rifles personnel
arrest one suspected PREPAK cadre, Achom Sanatomba alias Romen,
from Moreh Gate No 2 in the Chandel district.

August 8: One cadre of the General
Secretary faction of the PREPAK, identified as Wangkheirakpam Romeo
Singh alias Baruni, is arrested by a combined team of Imphal West
district police commandos and Assam Rifles personnel from Thangmeiband.
Two suspected PREPAK cadres are
shot dead by troops of the Assam Rifles at Arong Nongmaikhong under
Kumbi police station in the Bishnupur district. A hand grenade and
one 9-mm pistol loaded with four rounds of ammunition are recovered
from his possession.
One cadre of the VC faction of the
PREPAK, Longjam Bikram alias Kengba, is arrested by the Imphal West
district police commandos from Sagolband Moirang Leirak. Bikram
confesses that he was asked to recruit three children from Moidangpok.

August 7: Assam Rifles personnel
arrest one cadre of the GS faction of the PREPAK, identified as
Wahengbam Bishrup Singh, from Takyel area in the Imphal East district.
One PREPAK sympathiser, Mutum Herojit
alias babu alias Lenin, is arrested by a combined team of Imphal
East district police commandos and Assam Rifles personnel from Khurai
Kongpal.
Two PREPAK militants, Wangkheirakpam
Tomba Singh alias Boy and Mairenbam Ningthem Singh alias Jivan,
are arrested by the Bishnupur district police from Ningthou-khong
Patton area.

August 6: One PREPAK sympathiser,
Heisnam Romesh alias Machu Singh, is arrested by a team of Imphal
East district police commandos from Lamlong bazar.

August 4: Assam Rifles troops arrested
two PREPAK cadres, identified as Pukhrambam Momba alias Bobby Prem
Meitei, from the Umathel area.

August 3: Two suspected PREPAK militants
are shot dead by troops of the Assam Rifles at Ethai Barrage in
Bishnupur district. One 9-mm pistol with a magazine loaded with
two live rounds of ammunition, a 7.65 pistol with magazine loaded
with two live rounds are recovered from the possession of the slain
militants.
The Imphal East district police
arrested one PREPAK militant, Thokchom Sunil Deol Singh alias Sunny,
from Porompat DC road. He had joined the outfit in 2002 through
one Bony.
The SFs arrested one PREPAK cadre,
L. Chandra Kumar alias Laicha, from Wangu Tera area.

July 30: Two suspected militants
of the VC faction of the PREPAK, who were involved in the recruitment
of children into the outfit, are killed by a combined team of the
Imphal West district police commandos and Army personnel during
a follow up operation at Laphupat Tera part-II, after a child abductor
is arrested from Langthabal Kunja. One 9-mm pistol with magazine
loaded with three live ammunitions and a Chinese hand grenade are
recovered from the encounter site.

July 20: A combined force of Imphal
East district police and Assam Rifles arrests a person, Nandeibam
Thouba, who is involved in the July 11 handing over a child to the
General Secretary faction of the PREPAK after calling him out of
his residence.

July 19: Sangai Express reports
that a school boy, Chingakham Momo alias Bilal of Imphal, was abducted
by the PREPAK-General Secretary and kept in its confinement since
May 24.
-
July 16: Mothers of two boys, while
going to regain custody of their children from the clutches of VC
faction of the PREPAK at Shamurou area, are ‘detained’ by the outfit.
Three more children are abducted
by militants in the State. The total number of missing children
goes up to 13.

July 15: Three boys are abducted
by militants in the State. While two boys are missing from Uripok
Achom Leikai, the third one is from Haraurou village in Pangei.
One student, Bipinchandra, hailing
from Thoubal Leishangthem Khong studying in Standard-XII at CC Higher
Secondary School, escapes from two militants attempting to abduct
him at gunpoint.

July 14: The PREPAK refuses to release
two school children, Akoijam Bipinchandra and Akoijam Ajoy, who
were earlier abducted from the Thoubal district.

July 12: Two schoolboys abducted
earlier from Iroisemba are released by the PREPAK militants.

July 11: The Union Ministry of Home
Affairs proscribes five valley based outfits with its factions and
frontal organizations under the sub-section 1, section 3 of the
Unlalwful Activities (Prevention) Act, 1967 (37 of 1967). The groups
are the PLA, and its political wing, the RPF, UNLF, PREPAK and its
armed wing 'Red Army', KCP and its armed wing, also called as 'Red
Army', KYKL and MPLF.

July 10: Two schoolboys, abducted
from their neighbourhood in the Imphal West district on July 6-evening,
are reported to be in the confinement of the General Secretary group
of the PREPAK. Their mothers, Yengkhom Ibeyaima and Angom Rita,
said that one person identifying himself as a cadre of the PREPAK-
General Secretary on July 7-morning told them over phone that their
sons were in their confinement and would be brought to their homes
after two days.

July 8: Two school going children,
identified as Akoijam Ajoy alias Abungcha and Akoijam Bipinchandra
Singh, are abducted by the PREPAK militants in the Thoubal district.
The militants tell Bipinchandra's mother, Ak Ongbi Medha, that both
the boys had voluntarily joined the outfit.

July 8: Two suspected PREPAK cadres
are shot dead by troops of the Assam Rifles at Arong Nongmaikhong
under Kumbi police station in the Bishnupur district. A hand grenade
and one 9-mm pistol loaded with four rounds of ammunition are recovered
from his possession.

July 7: Two PREPAK militants, Wangkheirakpam
Tomba Singh alias Boy and Mairenbam Ningthem Singh alias Jivan,
are arrested by the Bishnupur district police from Ningthou-khong
Patton area.

July 4: One former cadre of the
PREPAK, identified as Moirangthem Nodi, is shot dead by suspected
militants at Tentha Khunou Palli under Thoubal police station.

July 1: Three suspected PREPAK cadres
are shot dead by the Imphal East district police commandos during
an encounter at Laphupokpi. Police recover an AK-47 rifle, two 9-mm
pistols, three PEK bombs, one lethod bomb, live ammunition of AK
series and 9-mm from the incident site.

June 28: Two suspected PREPAK cadres
are shot dead by a joint team of police and the Assam Rifles at
Langmeithet village in the Thoubal district. Two AK series rifles
and 52 bullets are recovered from the possession of the slain militants.

June 26 : 10 people, two of them
minor girls, are wounded when a hand grenade hurled by three unidentified
assailants explodes close to a group of people staging a sit-in
at Ningthoukhong bazaar in Bishnupur district against PREPAK's demands
for mobile handsets. Police says a Chinese-made hand grenade, lobbed
by the assailants travelling on a motorcycle and a scooter, landed
in a drain only two feet away from a group of shopkeepers and family
members who were on a sit-in. This is the first time that a grenade
explodes at the venue of a sit-in in the state. The Chinglemba Mangang
group of the PREPAK, however, clarifies that it was not involved
in the incident.

June 25 : One PREPAK cadre, Maibam
Sanjeev Kumar, is arrested by Assam Rifles personnel from Salam
Sabal Leikai under Singjamei police station.

June 25 : A suspected district commander
of one of the PREPAK factions is shot dead by combined forces of
Thoubal police commandos and Assam Rifles at the outskirts of Tentha
Khunou and Samaram village under Thoubal police station. One M-20
pistol along with four live rounds and a motorcycle are recovered
from the slain militant.

June 25 : A hardcore PREPAK cadre
is killed in an encounter near the Nongpok Sekmai Kharam village
under Yairipok Police Station in the Thoubal district between cadres
of PREPAK and Thoubal police commandos. One lethod gun along with
eight lethod shells is recovered from him.

June 23: The news services of a
local cable network are suspended briefly due to intimidation by
PREPAK militants.
-
June 20: Two PREPAK militants open
fire at a passenger bus at Thoubal Kiyam Siphai Babu bazaar. One
telephone booth and a vehicle are also attacked by the suspected
militants at Kakching Khunou.
Five PREPAK militants are arrested
during a joint search operation by Manipur Police, Military Intelligence
and Karnataka Police at Bangalore city. They are identified as Hijam
Johny alias Nanao alias Dinesh, Laishram Nanao alias Ibungo alias
Chalamba, Laishram Jiten Singh alias Dada alias Anil, Athokpam Meghachandra
Singh alias Ahingba alias Bony and Vikash Pradhan.

June 19: A gunman, who identified
himself as a PREPAK cadre, shoots at and injures an executive engineer
of the Manipur Public Works Department at Wangkhei Angom Leikai.
Police suspect that the attack could be linked to some demands made
by the militant outfit.

June 17 : Two officials of the
mobile service provider, Airtel, identified as Tariq Ahmad and Elangbam
Sashikanta, are released. They were abducted by suspected PREPAK
militants from Thoubal district in connection with a monetary demand
on June 15-afternoon. However, the vehicle in which the abducted
officials were travelling is still in the confinement of the militants.
One PREPAK cadre, Thongam Nobo Singh,
is arrested by Imphal West district police commandos from his residence
at Mayang Langjing Tamang Awang Leikai. Another PREPAK cadre, Phandom
Roben Singh alias Laba, is arrested from his residence at Mayang
Langjing Tamang Makha Leikai. One demand letter of the PREPAK is
recovered from his possession. Roben confesses that he was asked
to collect INR 30,000 from Deva brick field at Tabungkhok and INR
50,000 from stone crushers located in Pheidinga area.

June 15: Two officials
of the mobile service provider, Airtel, identified as Tariq Ahmad
and Elangbam Sashikanta, were abducted by suspected PREPAK cadres
from Thoubal district in connection with a monetary demand.

June 14 : Four officers
of the Loktak Development Authority are captured and later paraded
before media persons by the ‘Cobra Task Force’ of the PREPAK at
a location of an unspecified valley district, for their alleged
swindling of money meant for compensating phoomdi (biomass) owners
under the phoomdi clean-up programme. They are identified as Khangembam
Jugeshwar, Ayekpam Khoiba, Oinam Jagat and N. Bhubon.

June 14: Imphal East
‘district commander’ of the PREPAK, identified as Koko, is killed
during an encounter with combined forces of Manipur police commandos
and Assam Rifles at Basikhong under Porompat police station. One
9-mm pistol along with three live rounds of ammunition is recovered
from the possession of the slain militant. The report adds that
Basikhong is among the four areas where PREPAK is operating actively.

June 11 : One PREPAK
cadre, Laithangbam Sekherjit alias Herani alias Sanjoy alias Inaoba,
is shot dead by the Bishnupur district police commandos during an
encounter at Utlou Makha Leikai under Nambol police station. One
9-mm pistol loaded with three live rounds of ammunition is recovered
from the slain militant. Three other militants manage to escape
from the incident site.

June 9: One woman,
Asem Benu, is wounded in a cross fire when an encounter between
the PREPAK militants and troops of 7 Assam Rifles occur at Thanga
Lawai under Moirang police station in the Bishnupur district. Assam
Rifles personnel recover one vehicle, a magazine of AK-47 containing
37 live rounds of ammunition, 12 empty cartridges, three live bullets
of M-16 Rifles, one spend cartridge, two empty cartridges of lethode
lombs and a cell phone with SIM card from the incident site. One
KYKL cadre, identified as Moirangthem Bhupen, is also arrested during
a search operation in the area after the encounter.

June 8: One PREPAK cadre, Takhellambam Guneshwor
Singh, and one UNLF cadre, Ngangom Amarjit, are arrested by a team
of Imphal East district police commandos.

June 3: Pharmaceuticals shop owners near the Thoubal
district hospital ask Chief Minister Okram Ibobi Singh to protect
them from atrocities perpetrated by the PREPAK militants for not
acceding to their extortion demand of INR 2 00000.

May 27: The Imphal West district police arrested
a cadre of the Military Council faction of the KCP, identified as
Moirangthem Boynao Singh, and one sympathiser of the VC faction
of the PREPAK, identified as Laishram Milan Singh alias Leo. Boynao
joined the KCP in February 2008 through one Shantikumar Singh alias
SK.

May 24: A combined team of Imphal East district
police commandos and personnel of 32 Assam Rifles arrested two PREPAK
militants, identified as Chirom Sharatbabu and Asem Sunil Singh,
and one KCP cadre, Nongmaithem Dinesh alias Ibungo Singh, from their
respective residences.

May 22: Manipur Government approves the National
Security Act detention order of the Manipur Forward Youth Front
president along with four PREPAK cadres issued by the respective
district magistrates.

May 17: One suspected PREPAK militant, Heisnam Biren
alias Achumba, is shot dead by the Imphal West district police commandos
during an encounter at Yurembam Makha Leikai under Patsoi police
station. One .38 revolver, live round of ammunition and a scooter
are recovered from the incident site.
One PREPAK militant, Heikrujam Mahadeba alias Regan, is arrested

by the Army personnel during an encounter at Ningthoukhong Khunou
in the Bishnupur district. One 9-mm pistol loaded with four live
rounds is recovered from his possession.

April 28: Sangai Express reports
that the PREPAK has reportedly been intimidating the villagers of
Heirok in the Thoubal district after apologising for its involvement
in the March 24 killing of three persons, including two girls. The
Joint Action Committee, formed to protest against the killing at
Heirok, has warned the villagers not to donate for any militant
group. The report adds that passenger vehicles stopped plying between
Heirok and Thoubal and between Heirok and Wangjing from April 20
due to monetary demands made to the vehicle owners by the PREPAK
outfit.

April 25 : The PREPAK
outfit indefinitely shuts down the Geet Coffee Corner restaurant
located at Lamphel for its alleged encouragement of immoral activities
among the youth. The owner and waiter of the restaurant are paraded
before media persons at unspecified place in the valley area.

April 24: The West
Bengal Police arrests one PREPAK militant, ‘capt.’ Boiyai, while
trying to board a Jet Airways flight for Bangkok using a passport
in the name of one Akash Sharma of Manipur at Kolkata International
Airport. A briefcase containing some important files is recovered
from his possession. He belongs to Moirang Khunou in the Bishnupur
district of Manipur.

April 22: Two PREPAK
cadres, Gurumayum Bishe alias Kishan Sharma and Lourembam Kulla
alias Kulladhaja, are arrested from Uripok Bachaspati Leikai in
the Imphal West district. One 9-mm pistol with magazine and four
live rounds are recovered from the possession of Bishe. They confessed
that after joining the PREPAK in March 2008, both were asked to
extort money from the general public and demand a huge amount from
goldsmiths, timber traders and shopkeepers of Singjamei Super Market
areas. They were also asked by senior PREPAK cadres, Bikramjit and
Daku Singh, to extort money from the PDA Secretary Brojen Singh
of Soibam Leikai.

April 19: The leaders of the KCP, KYKL,
PREPAK and UNLF, while celebrating the ‘28th foundation day’ of
the KCP, pledge to end all factional strifes.

April 18: The dead
body of a civilian, identified as Chanambam Biren alias Tomba Singh,
is recovered near Khordak Lamkhai under Kumbi police station. He
was shot at and wounded by the PREPAK militants at an unspecified
place in the Imphal East district on April 17, for his alleged involvement
in ‘defrauding’ people with false promises of providing them Government
jobs and in taking advantage of the vulnerability of women.

April 17: One civilian,
identified as Chanambam Biren alias Tomba Singh, is shot at and
wounded by the PREPAK militants at an unspecified place in the Imphal
East district, for his alleged involvement in ‘defrauding’ the people
with false promises of providing them Government jobs and in taking
advantage of the vulnerability of women.
One PREPAK militant,
Moirangthem Ronel, is arrested by the Border Security Force (BSF)
personnel from Salungpham in the Thoubal district. The BSF stated
that Ronel had been active for the last few years in the intelligence
wing of the PREPAK.

April 11 : One PREPAK cadre, Sapam Dewan Singh,
is arrested from Leimakhong Mapal. He confesses that he joined the
PREPAK in 2007 through one Angamba of Yourabung and is now working
as a member of the ‘intelligence wing’ collecting and passing information
about the movement of security forces. He also disclosed that he
provided shelter to PREPAK cadres and engaged in transportation
of arms and ammunition.
Two suspected PREPAK militants,
Ngangbam Dhanajit alias Ibomcha and Robinson, are shot dead by SFs
during an encounter near the Potsangbam playground. Two pistols,
seven live rounds of ammunition, some incriminating documents of
the outfit, one mobile phone and one motorcycle were recovered from
their possession.

April 9: Imphal East district police
rescue two abducted truck drivers and arrested two of the abductors
belonging to the Shanti faction of the PREPAK, identified as Nongthombam
Sanaton Meetei and Laishram Jiten Singh alias Jitesh. Police also
recovered a vehicle that was used for abduction from Sanaton. The
two rescued truck drivers, Ningthoujam Sharat Singh and Laishram
Krishnakumar Singh, said that both were abducted on April 8 after
they were asked to abandon their truck at Paorabi Huidrom village
in connection with a monetary demand of about INR 1000000 from a
militant group on their non-local owner.

April 7: Two PREPAK militants, Mohammed
Yahiya and Mohammed Atomba, are arrested in the Imphal East district.
They confessed during interrogation that they had joined the outfit
in 2007 through one ‘s/s Lt’ Sunil alias Tera Khaba and carried
out the March 8-grenade attack on the legislative Assembly secretariat
and the March 10-grenade attack on the residence of Legislator Bijoy
Koijam at Thongju under the instructions of Sunil.

March 30: One PREPAK cadre, Ningthoujam Rajendro
Singh, involved in the firing incident at the house of the Health
Minister Ph. Parijat, is arrested by the Imphal East district police
from Chingkhei Laihaoroapham in the Imphal East district. Following
his confession, a women cadre of the outfit, identified as Laishomongbi
Raseshori Devi, was also arrested. March 26: The PREPAK claimed
responsibility for the March 24 killing of three persons, including
two girls, in the Thoubal district. The PREPAK stated that, "Two
girls - I. Nirmala (17) and Th Promila (16) - and a youth identified
as Th. Romesh (21) were killed at Heirok village while the victims
were celebrating 'Thabal Chongba' dance festival in connection with
Holi on Monday night."

March 11: The PREPAK claims that the attacks on
the Legislative Assembly and the house of the Member of the Legislative
Assembly (MLA) Bijoy Koijam were carried out by the outfit's Cobra
Task Force unit. In a statement signed by the 'publicity and propaganda
secretary' Aheiba Angom, the PREPAK warned people to stay away from
the quarters and houses of the ministers and MLAs as the outfit
plans to continue attacking these places.

March 10: PREPAK militants shot at and wounded and
later paraded an old man, Ningombam Ingothoiba, in the Thoubal district
for his alleged involvement in the rape of a daughter of his brother-in-law.

March 9: Two militants lob a hand grenade at the
residence of Manipur Legislator Bijoy Koijam at Thongju Pheija Leitong
under Singjamei police station in the Imphal West district. No loss
of life was reported. The household furniture was damaged in the
blast. The PREPAK later claims that the bomb attack was carried
out by cadres of its 'Cobra task force' under the 'command' of one
Bobby Meitei.

March 8: One country-made bomb is lobbed into the
Manipur Legislative Assembly premises by the PREPAK militants.

March 4: The Field Inspector of the Sericulture
Department, Irong Kesho of Khongman, 'surrenders' before the PREPAK
for his alleged involvement in the collection of INR 10,000 each
from 15 farms on the assurance of providing loan facilities under
the Sericulture Project.

March 3: The PREPAK asks to attack residences of
ministers and legislators as these have allegedly become the "command
centres" that allowed security forces to 'kill persons in custody
in violation of human rights'.

March 1: Three unidentified PREPAK cadres are arrested
during separate search operations by the SFs.

February 21: Two officials of the State sericulture
department, identified as Thongam Binodkumar and Laishram Shyam
Singh, are paraded by the PREPAK militants before the media at an
unspecified place in the Churachandpur district, for their alleged
involvement in the misappropriation of public money worth INR 500
crores.

February 19: One PREPAK cadre, identified as Pangambam
Ranjit Singh alias Baka alias Inao, is arrested from Ningombam Utha
Leirak in the Thoubal district.

February 17: Two PREPAK militants, Telem Kaiku alias
Surjit and Moirangthem Nanao Singh, are arrested by police personnel
from their respective residences in the Imphal West district. One
Hi-watt battery (transistor radio), one set of rechargeable R/C
battery pack and one modified remote are recovered from their possession.
The duo confessed that they were operating under one Khongel of
PREPAK and some senior cadres of the outfit and were planning to
carry out bomb attacks on security forces at specific areas from
Iroisemba to Phayeng.

February 16: One unidentified person is abducted
and subsequently shot dead by suspected PREPAK militants at Laphupat
Tera Laimang in the Thoubal district.

February 10: Manipur Police arrested a PREPAK militant,
identified as Wangkheimayum Boy Singh, at Yairipok Mayai Leikai
in the Thoubal district.

February 7: One militant of PREPAK was shot dead
by the police at Lamdeng, in the Imphal West District. A pistol
and some rounds of ammunition were recovered from the incident site.

February 1: Police arrested a militant belonging
to the PREPAK, identified as Ningthoujam Bhogen Singh, from Uripok
Khoisnam Leikai area of the Imphal West District.

January 31: The PREPAK claims responsibility for
hurling two bombs and opening fire at the residence of one Ningombam
Gojen at Thoubal Ningombam Laxmi Bazar on December 29, 2007. The
outfit accused Gojen of 'defaming' it.

different areas of Imphal.

January 20: One PREPAK cadre, Heisnam Surjit Sigh
alias Ibungo, is arrested from BT Road in the Imphal West district.
Surjit confessed that he joined the PREPAK in 2007 through one Premjit
alias Taibanganba and was involved in the abduction of Irungbam
Indrajit Singh, an official of the Education Department, on December
19, 2007. Surjit also confessed that he was asked to extort ransom
worth INR 5 00000 from Irungbam Sashikanta, younger brother of Indrajit.

January 20: One rifleman of the 4th India Reserve
Battalion and an employee of the State Education Department are
arrested by Imphal West district police commandos on the charge
of extortion on behalf of the PREPAK. They were identified as Nongthongbam
Amujao Singh and Soibam Malemnganba.

January 10: One PREPAK cadre, Konthoujam Sunil alias
Moirangakpa, trained at Minda in Myanmar, was arrested from Jiri
Parking in the Imphal West district.

January 9: One PREPAK militant, Elangbam Sanayaima,
is arrested from Patlou under Lamlai police station in the Imphal
East district.

January 4: One 50-year old PREPAK cadre, Moirangthem
Kalachand Singh, is arrested by Manipur Police during a search operation
at Sagolband Moirang Leirak in the Imphal West district. He confesses
that he was a member of the 'finance secretary group' of the outfit
and he was asked to collect money from the contractors and government
employees.

January 3: The PREPAK claims responsibility for
the December 30 killing of their cadres, N. Imocha and N. Chaoba,
at Kakching Khunou village in the Thoubal district. They were killed
since they deserted the outfit after allegedly stealing three AK
rifles and a lethod gun, and engaged in extortion and departmental
contract works in the name of the PREPAK despite being 'warned'.

Singh alias Ibungo, is arrested from Singjamei Chingamakhong in
the Imphal West district.

December 26: One PREPAK cadre, Sorokhaibam Ramchandra
Singh alias Abung alias Roshan, is arrested from the eastern side
of Heirangoithong bridge in the Imphal West district.
One PREPAK cadre, Akoijam Sarat Singh, is arrested by the Imphal

December 25: One suspected PREPAK cadre, Mutum Romio,
is arrested near the Lamphel Sana Keithel traffic point. INR 70,000
is recovered from his possession.

December 23: Two suspected PREPAK militants are
killed by the Manipur Police during an encounter at Kongpal Laingam
Loubuk along the Pong Lambi under Porompat police station in the
Imphal East district. While three other militants manage to escape,
one 9-mm pistol with six live rounds and one .38 revolver with three
live rounds are recovered from the encounter site.

December 21: Seven suspected persons linked to the
PREPAK, arrested from Calcutta in West Bengal, are later remanded
to police custody. An Army spokesman said, "Rojita Devi, who is
among the seven arrested on Thursday is a well-known artiste of
Manipuri cinema."

December 20: Seven persons, including
three women, who were linked to the Manipur-based PREPAK, are arrested
from a flat at Bapuji Nagar near Jadavpur University in Kolkata,
capital of West Bengal. They are identified as ‘sgt major’ M. German,
T. Gunindro, K. Suresh, Sonamani, Geeta, Rojita and Rita. According
to police sources, German and Gunindro are PREPAK militants involved
in the financial matters of the outfit. The others are suspected
to be sympathisers of the outfit. Two CDs, documents and some cameras
are recovered from them.
Two Manipur Police
commandos, Khoirom Santosh and Y. Prabin Singh, are wounded when
militants armed with guns and rockets ambushed a four-vehicle police
convoy at Salungpham village in the Thoubal district. The police
personnel were attacked when they rushed to the incident site after
intercepting a report of factional clashes involving the PREPAK
militants, including one Sidaba who is the Thoubal District ‘commander’
of the outfit at Ukhongshang.

December 17: Three PREPAK cadres,
including one who was involved in the October 1 bomb blasts at Paona
Bazaar and Thangal Bazaar, are arrested in two separate search operations
at Takyel Kolom Leikai and Sagolband Moirang Hanuba Leirak in the
Imphal West district. They were identified as Imocha Sharma alias
Khagemba, Konthoujam Dhiren alias Bobu and Laishram Ibomcha Singh.
One 9-mm pistol along with one magazine with seven live rounds was
recovered from Imocha's possession.

December 14: Two PREPAK militants, Okram Bhumeshwor
and Sapam Boycha, are arrested from Bashikhong in the Imphal East
district. L. Kailun, Superintendent of Police of Imphal East district,
said that they had undergone special training in arms and were operating
in Imphal.

December 8: One PREPAK militant, Yumkham Naobi alias
Tombi alias Dhanraj, is arrested from Khurai Salanthong in the Imphal
East district. He confesses that another PREPAK militant, M. Sanatomba
alias Dinesh alias James, who was shot dead by Manipur Police during
an encounter along the Regional Institute of Medical Sciences doctors’
colony road under Lamphel police station in the Imphal West district,
was involved in the November 16 bomb blast in Paona Bazar.

December 6: One PREPAK militant, M. Sanatomba alias
Dinesh alias James, is shot dead by Manipur Police during an encounter
along the Regional Institute of Medical Sciences doctors’ colony
road under Lamphel police station in the Imphal West district. One
HE-36 grenade and one Nokia mobile handset are recovered from James’
possession. However, some other militants engaged in extortion along
with him at offices in the Lamphel area manage to escape from the
incident site.

December 5: One suspected woman cadre of the PREPAK,
identified as Thounaojam Bimola alias Shila, is arrested by police
from Kakching Sumak Leikai in the Thoubal district. However, Ajit
Meitei, the Thoubal district commander of the PREPAK’s Red Army,
states that Shila is not involved in any operation of the outfit.

December 2: One PREPAK militant, Thoudam Momo alias
Romen, is shot dead by Manipur Police during a counter-insurgency
operation at the crossing point of Khuman Pali and Dingku road of
Imphal West district. One hand grenade was recovered from his possession.

November 22: One PREPAK cadre, Sougrakpam Jemson
alias Inou Singh, was arrested at Khongman Mangjil in the Imphal
East district. Following his confession, another cadre of the same
outfit, identified as Wangkheirakpam Romeo alias Bosni Meitei, was
arrested from his residence.

an encounter at Uchekon Takhok Pukhri Mapal under Irilbung police
station in the Imphal East district. While three militants manage

November 20: The PREPAK claims responsibility for
the November 16 bomb blast inside a shop at Paona Bazaar area in
the Imphal West district, in which one civilian is killed and four
others, including a woman, are wounded.

November 19: One PREPAK cadre, Sapam Gopendra Singh
alias Thumboy, who was involved in the September 28 killing of a
shopkeeper, Akoijam Yaima, at his shop at Mongsangei, is detained
under the National Security Act 1980 for a 12-month period.

November 17: One PREPAK cadre, identified as Chingtham
Ratan Singh, is arrested from the North Assam Oil Company area.

November 16: Two PREPAK cadres, Yauhengbam Raja
alias Mubi and Yumnam Yaikhomba Meetwi, are arrested during a search
operation at the office of the Director of Education at Lamphel
in the Imphal West district. Police said that they were working
under one Jemson of PREPAK and were asked to contact the Additional
Director of Education and collect monthly ransom which were deducted
from the salaries of the officials of the Directorate.

November 2: The BSF post is attacked by suspected
PREPAK militants at Nongpok Sekmai under Yairipok police station
in the Thoubal district. Personnel of the BSF retaliate the attack
resulting in an encounter. No casualty is reported.

One PREPAK cadre, Laikhuram Nanao Singh, is arrested
from his residence at Kongpal Khaidem Leikai in the Imphal East
district.

October 30:Two PREPAK militants, Irong Bangte and
Moltung Basanta, are arrested following confession of Vikram Singh,
one PLA militant, who is arrested a day earlier from Gothel under
Moirang sub-division in the Bishnupur district.

October 27: One PREPAK militant, Khangenbam Milan,
is arrested from the official residence of Heikham Borajao Singh,
State Legislator belonging to the Communist Party of India, at Babupara
area in capital Imphal. According to Clay Khongsai, Superintendent
of Police of Imphal West district, Milan is arrested following the
confession of two more PREPAK militants, Achom Bedajit alias Beda
and Wahengbam Roshan alias Boiler, who are arrested from the capital
town on the same day. One 9-mm pistol with one magazine, two live
rounds and one motor cycle are recovered from them. They confess
to have been working under Milan.

October 23: Four PREPAK militants are
arrested from Lamlong Bazar in the Imphal East district. One 9-mm
pistol with a magazine and three live rounds is recovered from Ningthoujam
Chaoba. They are actively involved in extorting from fish centres
of Imphal areas under the command of one Jackson of Patsoi.

October 19: Three PREPAK militants,
Kanta Singh, Sanayaima and Samayat Singh, are arrested from Phumlou
area in the Bishnupur district.
One PREPAK cadre, Salam
Nanao, is arrested from the Langol area of Imphal West district.

October 18: Three persons,
Yumnam Dilip alias Inao, Sandham Dhanajit and Huidrom Manaoton,
are shot dead by PREPAK militants at Keibi Kumuda under Lamlai police
station in the Imphal East district. They are accused of allegedly
attempting to blacken the name of the PREPAK by extorting money
and goods from the public in the outfit’s name. Later, the Imphal-Ukhrul
Road is blocked by the local people in protest against the killing.
One PREPAK militant,
Salam Bungbi alias Zenith, is arrested from Naoremthong in the Imphal
West district.

October 16: A former
PREPAK cadre, Md. Abdul Latif alias Amumacha, is shot dead by suspected
militants at Kumbi Salan Konjin under Kumbi police station in the
Bishnupur district.

October 15: One PREPAK
militant, Kshetrimayum Bhadrajit alias Bobo Singh, is arrested by
SF personnel from Kongba Nongthombam Leikai in the Imphal East district.
Bobo confesses that he joined the outfit in 2004 through another
militant, Chalamba alias Ngakra, and is now working under his command.
The PREPAK states that
it will stop all coercive collection of funds from October 9, 2008.
The outfit also sets on itself the deadline of 2015 to fight with
all its might to achieve its cherished goal of restoring independence
to Manipur, failing which it will leave the path of armed struggle
forever. The group also says to give up deducting 2 to 5 percent
of the cheques issued by government departments or any percentage
cuts from salaried employees. Further, it also says to no longer
impose taxes on shops, vehicles plying the highways or on goods
transported into the state.
The Manipur People's Liberation Front (MPLF),
a conglomeration of the PLA, the UNLF and the PREPAK, call for a
general strike in protest against the alleged merger of Manipur
with Indian Union on the same date in 1949. MPLF, the KLO and TPDF
also jointly appeal to all the people and militant outfits in the
Northeast region to unite.

October 11: Local newspapers decide to cease publication
indefinitely from October 12 in the wake of threats from the militant
groups. A faction of the PREPAK warns the editors of dire consequences
if their news related to the celebration of the raising day of the
outfit is not published. The other PREPAK faction threatens to kill
all editors, reports and staff if the press release is published.

October 6: One PREPAK cadre, Pukhrambam Tomba Meitei,
is arrested from Okram Chuthek in the Imphal East district. Five
extortion notes addressed to the Imphal East Jeep Association and
signed by 'finance coordinator' L. Sunil of the PREPAK are also
recovered from the incident site.

October 4: Three suspected PREPAK militants are
killed by SF personnel in two separate encounters under Lamshang
police station in the Imphal West district. One Chinese hand grenade,
one SLR and two magazines containing 14 rounds and 4 rounds of ammunition
respectively are recovered from the encounter sites.
A trooper, Raji M, who sustained injuries in the
October 3-ambush by the PREPAK militants at Khonglong along the
National Highway 53 in the Senapati district, succumbs to his injuries
at Shija Hospital.

October 3: At least five CRPF personnel were killed
and eight others wounded when around 20 PREPAK militants ambush
one of the three security convoys plying along the National Highway-53
at Khonglong Part-II area under Sapermeina police station in the
Senapati district. On receiving report of the ambush, a reinforcement
of CRPF personnel in seven trucks rushed to the incident site. They
are also waylaid and attacked by the armed militants again near
a brick field at Pastor. One security convoy is damaged in the fist
ambush. According to police sources, the PREPAK is carrying out
attacks in connection with its ‘raising day’ on October 9.

October 3: People demonstrate at
Mongsangei in the Imphal West district against the September 28
killing of Akoijam Romen, a local trader, by PREPAK militants.

September 30: One soldier, posted
at Kakching, is killed and another sustains injuries when the PREPAK
militants launched an attack on them at Umathel under Waikhong Police
Station in the Chandel district. Later, the security forces retaliated
and recover 28 empty cartridges, 11 bullets, one calculator, one
empty case of lethode bomb and some cash from the site.

Yaima alias Romen, is killed by suspected PREPAK militants at Mongsangei
Boroi Makhong under Singjamei police station in the Imphal West
district.

September 28: A ‘lieutenant’ of
the PREPAK is arrested along with a .32 mm pistol with a magazine
and two live rounds of ammunition from Moreh in the Chandel district.

September 26: One PREPAK cadre,
Maibam Radheshyam alias Dekota alias Foreign, is arrested during
a search operation at Thoubal bus parking in the Keishampat area
of Imphal West district. He is allegedly involved in the May 26-attack
at the house of Legislator Braja-bidhu of Lamsang.

September 23: One PREPAK cadre, Roshan Singh alias
Mangi, is arrested by SF personnel in the Aishi area of Ukhrul district.

September 22: Three suspected PREPAK militants are
killed by security forces in an encounter at Taothong in the Imphal
West district. Two AK 47 rifles and 28 rounds of live ammunition
are recovered from the incident site.

September 18: Unidentified militants have kept a
bomb with an extortion note at the residence of Nameirakpam Biren
Singh, an executive engineer of the State electricity department
at Kakwa Nameirakpam Leikai under Singjamei police station in the
Imphal West district. The bomb is later defused by SF personnel.
Involvement of PREPAK and UNLF cadres in the incident is suspected.
September 14: One PREPAK cadre, Kunjabihari Singh, is arrested during
a search operation at Mayang Imphal under Lamshang police station
in the Imphal West district.

September 5: A person, Akham Herojit, is abducted
and later shot at by PREPAK militants at an unspecified place near
Bashikhong Panthoibi Bazaar in the Imphal East district. A PREPAK
statement claimed that Herojit had provided information to the security
force (SF) personnel resulting in the arrest of an over-ground cadre
of the outfit in April 2007.

September 4: A PREPAK cadre, 's/s sgt' Babu, while
opening fire at SF personnel, is arrested from Pangal Basti in the
Moreh town of Chandel district. A 9-mm pistol and five rounds of
9-mm are recovered from his possession.

September 2: One PREPAK militant, Kiran alias Danba,
is arrested from Wangoo Tera under Kakching police station in the
Thoubal district.

September 2: One PREPAK cadre, 'captain' Chingakham
Manimohan alias Ichatomba, is arrested from the Topa Ching area.
One 9 mm pistol with a magazine, five live rounds and explosives
weighing 500 grams are recovered from his possession.

in two separate search operations at Langol Laimanai and Khurai
Konsam Tharoijam Leirak in the Imphal West district.

August 29: One unidentified PREPAK cadre is killed
by security force personnel in an encounter at Heiyaikon village
near Saiton under Kumbi police station in the Bishnupur district.
An AK-56 rifle with two magazines loaded with 41 live rounds is
recovered from the slain militant.

August 23: SFs neutralised two transit camps of
the PLA and PREPAK at Tokpaching in the Thoubal district. A solar
lamp along with a charger, battery and an inverter were recovered
from the camps. The raid was conducted following the arrest of two
PREPAK cadres, Angom Ibetombi alias Hemchandra and Ningthoujam Sanjok
alias Inou, on August 22-evening.

cadre, Hijam Rishikanta Singh alias Ibomcha Singh, from an unspecified
place near Arongthong bridge.

cadre, are arrested by Manipur Police from the official residences
of three Members of Legislative Assembly and a former legislator
of the ruling Congress Party in the Babupara VIP Colony of capital
Imphal.

one PREPAK cadre, Sairem Ashok Meetei, during a search operation
at Khurai Puthiba Leikai in the Imphal East District. One .38 pistol
with magazine and two live rounds of .38 ammunition were recovered
from his possession. Sources said that Ashok joined the outfit in
May 2007 and was actively helping the group in its extortion drive.

August 9: Suspected
militants shot dead a surrendered cadre of PREPAK, identified as
Laishram Naobi, at Kakching bazar in the Thoubal district.

August 1: Following
threats to the media by the two factions of the PREPAK, all newspapers
in Imphal, the cable television and Information Service Television
went on strike. The journalists are staging a day and night sit-in
protest at the Keishampat junction in the Imphal West district.
The two factions of the PREPAK insisted that a certain press release
had to be published and another faction forbidding its publication.
Both threaten of dire consequences and parceled rocket propelled
grenade ammunition to the editor of local newspaper The Sangai
Express.

cadres, Khagembam Milan alias Sonu Singh, Moirangthem Prem Singh
and Tokpam Somendro Singh, at Nagamapal road in the Imphal West
district.
SFs arrested a PREPAK cadre, 'Sgt. Maj.' Elangbam Umojeet alias
Kargil, at Khangabok in the Thoubal district and recovered one 9-mm
pistol and four live rounds from his possession.

personnel arrested a PREPAK cadre, identified as Amir Hussain, between
Chavang Phai and Pangal Basti areas in the Imphal East district.

a PREPAK cadre, identified as K. Kumar alias James, while he was
extorting money from the public at Kalinagar area of Jiribam in
the Imphal East district. 12 rounds of AK-47 ammunition were recovered
from his possession.

arrested a PREPAK cadre, identified as K. Dineswar Singh, at Haokha
in the Thoubal district.

June 23: A PREPAK cadre is caught
red-handed while extorting money from vehicles passing through the
Sekmai area in Imphal West district. The police recovered INR 26,000
from the militant, identified as Thoudam Opendro alias Chinglemba.

June 22: Police personnel arrested
a PREPAK cadre, identified as Thoudam Opendro alias Reeks alias
Chongba alias Ibungo, who is reportedly involved in the snatching
of RC books and documents from the truckers along the NH-39 at Sekmai
in the Thoubal district. Police personnel recovered 14 RC books
and documents for trucks along with INR 26,100 from his possession.

June 7: A cadre of the PREPAK, identified
as Thokchom Naothoi alias Brucelee, is killed in an encounter with
the security forces at Ngakchaoupokpi in the Bishenpur district.
One .78 revolver with some live rounds of cartridges was recovered
from the slain militant's possession.

May 29: SFs arrested three PREPAK
cadres, Yumnam Hera-mani alias Malem, Khwai-rakpam Shantikumar alias
Sanjit alias Fokker and Nameirakpam Bikramjit alias Bikram, at Moirang
Lamkhai in the Bishnupur district on. SFs also recovered two sets
of uniform from the incident site.

unidentified PREPAK cadre, while another cadre escaped at Wangoo
Tera in the Thoubal district. They also recovered a loaded 9-mm
pistol along with two empty cases at the incident site.

is shot dead by unidentified militants at Kumbi in the Bishenpur

police, in raids carried out in the Soibam Leikai area, arrested
a PREPAK cadre, identified as Khumukcham Khelen alias Ken, who confessed
to his involvement in collecting huge amounts of money from the
general public as well as from government employees.

cadre, identified as Mongbijam Ronel Singh alias Newton alias Rax,
and recovered one M-20 pistol, a magazine and one live round from

as H. Iboyaima Singh alias James, was arrested from Guwahati in
the Kamrup district. Meanwhile, police said the PREPAK cadre was
suspected to have been camping in the city to arrange for medical
treatment of his associates.

in the Imphal West district.
Two PREPAK cadres, identified as
‘Capt.’ Leishamba alias Rakesh and ‘Lt.’ R.K. Dhaneshwar Singh alias
R.K., are arrested from a hotel in Kolkata, capital of West Bengal,
and are handed over to the Bishnupur Police.

April 6: Troops killed a suspected
PREPAK cadre, identified as Oinam Amu Singh, at Kairenphabi in the
Bishnupur district and recovered an AK-56 and a magazine having
seventeen rounds of ammunitions from his possession.
The civilian who was shot dead by
unidentified militants in the area between Samurou Maning Leikai
and Thounoucham in the Imphal West district on April 5 is identified
as Konsam Sanayaima, a former cadre of PREPAK who left the outfit
about 10 years back.

PREPAK cadre and recovered one Belgium made 9-mm pistol along with
one magazine and five live rounds of ammunitions and one misfired
round at Lilong Arapti in the Imphal East district. 12 demand notes
addressed to various organizations and associations in the Imphal
West district are also recovered from the slain cadre’s possession.

force personnel during a search operation at an unspecified place

February 1: The NSCN-K
said that the outfit’s ‘makeshift’ camp at Saijang in the Kohima
district was attacked by a combined force of the NSCN-IM, "PREPAK,
KYKL, KRA, UPDS and DHD (Anti-talk party)" numbering about
150 cadres. During the encounter, five militants of the NSCN-IM
were shot dead while two NSCN-K militants was killed and one weapon
was lost, said Anie Konyak, ‘Under Secretary’ of the NSCN-K.

arrested a PREPAK militant, LIton Singh, during a search operation
at Yurabung Khuno in the Imphal West district on. A 9-mm pistol,
with one magazine and three live rounds were recovered from his
possession.

militant, identified as Ningthoujam Samananda alias Dara alias Nongdren
alias Anand, was arrested by security force personnel during a search
operation at Moirang Pansang in the Bishnupur district.

January 21: Militants
of the PREPAK shot at and wounded an imposter, identified as Salam
Naoba alias Naobi alias Pass, at Takyel Kolom Leikai in the Imphal
West district. Parading before the media the imposter allegedly
confessed that, he had extorted INR 74,000 from Industries Department.
He also confessed to have extorted INR 1 lakh each in 2004 and 2005
from the Public Health Engineering Department, INR 2000 per month
from the Imphal-Langol Taxi Jeep Association, INR 2000 per month
from the Imphal-Kshetrigao Auto Association and INR 80,000 from
buses plying along the Mayang Imphal route.

is shot dead by suspected People's Revolutionary Party of Kangleipak
(PREPAK) militants at Ethaipokpi under Kumbi police station in the
Bishnupur district.

Yawol Kanna Lup (KYKL), People's Revolutionary
Party of Kangleipak (PREPAK) and United National Liberation Front

Thoudam Iboyaima alias Boyai and Takhellambam Hemanta alias Ibomcha,
during a search operation in the Imphal West district.

December 12: An unidentified militant hurled a bomb
and subsequently opened fire at the residence of the Director of
Agriculture, Athokpam Ibouchouba Singh, at Top Makha Leikai in the
Imphal East district. However, no casualty was reported. Reports
added that earlier the state agriculture office at Sanjenthong was
locked by suspected PREPAK militants due to non-payment of extortion
amount.

shot at and wounded by PREPAK militants at an unspecified place
in Imphal, for his alleged involvement in the rape of two women
at Sekmaijin on November 19.

alias Luwang, are shot dead by security force personnel in a counter-insurgency

up the main office building of the Manipur State Agriculture Directorate
at Sanjenthong in the Imphal East district. Refusal to pay ransom
was suspected to be the main reason behind this act.

militant, Thokchom Bobo alias Wangba, was arrested from Kongba in
the Imphal East district.

in the rape of a woman a day earlier.

raped a girl, identified as Wahida Bibi, and her would-be mother-in-law,
when the girl reportedly eloped with her boyfriend, Subir Ahmed

November 21: A civilian, identified as Dijayangliu,
was killed and four others, G. Golmei, Ahen-ma Rongmei, Ganthoidai,
Tailungkho, sustained injuries when a vehicle in which they are
traveling slipped over the greasy oil spilled on the road by suspected
general strike supporters near Oriental College Gate along National
Highway 53 in the Imphal West district. Police sources said that
the general strike was called against the alleged killing of a PREPAK
militant after he was released from the prison

November 19: Three bombs exploded inside the campus
of the Border Security Force post at Tronglaobi in the Bishnupur
district. Similarly, another bomb exploded at Keirenpat near the
Jammu and Kashmir 15 Light Infantry camp. Manipur Police suspected
the involvement of People's Revolutionary Party of Kangleipak in
the explosions.

two lethode bombs and a bulb allegedly used as explosive device
accessory from the residence of a person, Th Mong-yamba. The seizure

two days ago at Porompat police station in the Imphal East district.

mm ammunition, one directorate of Information and Public Relation
identity card, a driving license and some incriminating documents
were reportedly recovered from their possession.
