A press release from the Media Co-ordinator of the CorCom, comprising of seven major rebel groups, has claimed responsibility for the bomb blasts in and around Imphal on January 25 and 26. It may be mentioned that four bombs had gone off on the eve of the Republic day (January 26) function: one at the 1st Battalion MR Campus another at a garbage dump near Keishamthong bridge a third one near the gate of the RDS school, Palace Compound and another at the Guwahati High Court complex in Chingmeirong. It has also claimed responsibility for another bomb which went off near the gate of the 3rd IRB at Wangbal in Thoubal District on January 26 at around 9am.

CorCom, of valley based seven militant outfits, has said that the umbrella body has expelled UPPK from the membership of the group during a meeting between the CorCom and leaders of UPPK. The release said that the meeting was held on January 28 and 31 following which, the resolution of expelling UPPK was taken during the 6th meeting of the CorCom.

It elaborated that the step was taken up after UPPK 'adviser' Meisnam Biren alias Chamba of Sagolband Meino Leirak, 'chairman' Bonbihari alias Laangamba of Thangmeiband, 'External Affairs Secretary' Lousangbam Kritibabu Mangang alias Uraaba of Kwakkeithel Moirangpurel Leikai and Assistant Publicity Secretary Laisram Ranjit alias Khuman of Mayang Imphal ran away from CorCom without any explanations.

It further said that another reason is that after the arrest of the UPPK 'General Secretary' Ningthoujam Santi alias Chinglemba Mangang of Waheng Leikai; 'Finance Secretary' Langpoklakpam Inaocha alias Birjit of Kongjeng Leikai and 'Organization Secretary' Konthoujam Homeshwor alias Chingkhie of Konthoujam, there was a disorder and chaos in the outfit which raised questions about the fitness of the outfit to continue as a member of the CorCom.

Manipur Police, sent additional personnel from its elite force Manipur Police Commando in Manipur's border town Moreh (Chandel District) at the international border with Myanmar as intelligence inputs warns of clash among the underground groups. Intelligence inputs indicated that there were high possibilities of clash between cadres of UPPK and other constituents of CorCom of seven underground outfits operating in Manipur after the former was ousted from the committee, particularly in Moreh and international border line.

Both the arrested persons disclose that the NNC in collusion with the PREPAK were planning to explode the two IEDs at the Laipham Khunou area in one or two days time in the surrounding areas.

Security Forces arrested one PREPAK cadre, identified as Nongthombam Dinesh Meitei alias Epacha alias Pitingkon around 10.15 am from Keibi Khunou near waiting shed in Imphal East District. One Chinese hand grenade and one .32 pistol with magazine having three live rounds were recovered from his possession. Dinesh first joined the UNLF in 2007. He was arrested by Bishnupur commandos in Sept 2011 and released on bail. He then joined PREPAK in November.

The establishment of JFF after several subordinates bodies were set up already is a significant step for CorCom to become a united front, it said in a statement. JFF which would take the role of vanguards in the liberation movement of Manipur (Kangleipak) would be a big boost to the revolutionary movement in the coming days, it added.

CM, Okram Ibobi Singh expressed his happiness that UPPK cadres had come out to join the national mainstream by laying down arms and signing the MoU following an understanding with the Government. The Government will seriously take up the actions to rehabilitate those persons who have taken the path of peace, he said. The CM further said that the door is wide open for underground organizations of all communities in the hills and the valley to return to a normal peaceful life. He appealed to other remaining rebel groups, including the UNLF, PLA, PREPAK and KYKL, to come to the path of peace like the UPPK. He went on to say that steps will be taken up in consultation with the Indian Government to provide equal facilities to those who have taken the path of peace including health, education sectors etc.

Three demand letters signed by 'Finance Secretary', P Chinglen Meitei and addressed to three telecom companies [Idea Company, Airtel Company, Aircel Company] and a mobile phone were recovered from his possession.

Union Minister for Home Affairs Sushilkumar Shinde in his address said that SoO Agreements have been entered with various insurgent groups in the Northeast and these groups have shown willingness to give up violence and seek solutions for their problems peacefully within the Constitution. "Our government is ready to talk with any group or outfit which is willing to abjure violence and lay down arms like KNO and UPF in Manipur. Further, Metei groups like URF, KCP and KYKL along with their factions, signed MoS in February, 2013 paving way for surrender of their cadres," he said. Shinde said peace talks are also being held with a number of outfits like ULFA, NDFB-P and NDFB-RD. These strategies have resulted in steady reduction in the level of violence. "Moreover, the aforesaid strategy of the government has also encouraged surrender by militants belonging to various groups and their participation in the political process. The central government is continuously assisting the northeastern states by the deployment of central paramilitary forces to assist the state police in counter-insurgency operations and upgrading their skill level", he added.

The release notified that the arrested PREPAK-VC cadre is identified as Takhelmayum Kirankumar alias Kangbi alias Tomba (32) and the arrested KYKL member identified as Shanaojam Sunil alias Sanatomba Ningthouja (28).

A press release issued by Deputy SP, Bishnupur, Bishnupur District, Manipur said that combined Security Forces (SFs) conducted search operation at Bramahpur Bheigyabati Leikai in Imphal East District and arrested a cadre of PREPAK-Pro identified as Sanasam Rabi Singh alias Lalpuba alias Sura, near Lairembi Lampak in Imphal West District. Three Chinese Hand Grenade, four live rounds of 9mm ammunitions and two mobile Hand Set with S1M cards were recovered from him. On questioning, it was revealed that the individual was earlier working as a cadre of UNLF and he was involved in the extortion and serving of monetary demand letters to the general public/Government official in Imphal East District.

Three Chinese hand grenades were recovered, it said and added that during interrogation, it was revealed that more arms and ammunition were dumped at village Ishing Thenbi of Sagolmang and two carbines with magazine, one 9mm Piston with two magazine, nine rounds of 9mm Pistol, three Lathode shel, six Chinese hand grenades, six detonators and one live round DAC43W-II were recovered in a follow up operation, it added.

The AR troops were patrolling on foot when suspected PREPAK-Pro cadres attacked them using sophisticated weapons including rocket bombs. The AR troops retaliated resulting in a gun fight. However, there is no report of any casualty. Incidentally, the area where the gun fight took place is just about 6 kilometres from Sajik Tampak once controlled by rebel groups.

The PREPAK-PRO has claimed responsibility for the bomb attack on the troopers of 9th Dogra Regiment at Kheljang village under Molcham police station of Chandel District on August 4. According to a press release issued by the outfit's 'senior publicity officer', Bobby Mangang, the attack was carried out by a special team of the outfit's Sajik Task Force (STF) and it inflicted critical injuries to three personnel of 9th Dogra Regiment.

These groups now describe northeast as "Western South East Asia (WESEA) region".

Amidst the tight security measures in and around Imphal, the State capital, in view of the call for boycott of Independence Day celebrations given by the major insurgent groups operating in Manipur, a bomb suspected to be an IED exploded. The IED explosion took place in front of the newly-constructed City Convention Area located in the high security zone. However, no armed group operating in the region has so far claimed responsibility for the incident. There is no report of any casualty in the explosion.

Three persons sustained injuries when a powerful bomb exploded on the first floor of the Route 39 Restaurant building at Mantripukhri in Imphal West District. One private security guard, a waiter and a salesman of the adjacent showroom sustained injuries in the explosion. All of them are said to be out of danger.

One cadre belonging to PREPAK-Pro cadre identified as one Naoroibam Joyshankar alias Loyumba alias Bungochaalias John reportedly involved in triggering bomb blasts at the gate of the Chief Minister's bungalow on August 10 and inside Route 39 Restaurant at Mantripukhri on August 17, has been arrested by Imphal West commandos from Lilong Chajing Higher Secondary School. Two numbers of charged demolition (explosive cakes), two IED circuits, two packets of steel balls, four battery cells, three electronic detonators, three numbers of motorcycle signal lamps, five bulbs and a remote control device have been seized on his disclosure.

According to a press release issued by Imphal West SP, a powerful IED was recovered at Sana-sam (O) Bijyenti Devi's disclosure from Nambul Mapal garbage dumping area opposite Yumnam Leikai Lairembi. Investigation revealed that the recovered IED to be used in attacking Security Forces and blast vital installation was handed over to her by one Sanasam Rabi Singh alias Lalpuba alias Suraj (31) of Pishum-thong Oinam Leikai of PREPAK-Pro who is absconding.Sana-sam was arrested following the arrest of Khoisnam Bijando Meitei alias Kaka (34).

12 cadres of six militant outfits surrendered to the Government along with arms at a ceremony held at the Chief Minister's Secretariat. The surrenderees include six from Progressive faction of PREPAK-Pro, two from KYKL, and one each from the PREPAK, PLA, UNLF and KCP-Lamyanba Khuman. The weapons handed over included two 9mm pistols with 20 rounds, nine hand-grenades with detonators, two IEDs, one AK-56 rifle with two magazines and an AK-47 rifle with magazine and 221 rounds.

The NIA seized from a Bangalore businessman INR11.4 million in cash, allegedly belonging to two Manipur-based outlawed terrorist groups. According to investigators, the money belongs to the Manipur-based militant outfits PREPAK and the UPPK. During questioning, the agency learnt that PREPAK-UPPK has raised money through extortion and its self-styled general secretary N Shanti Meitei gave the money in cash to his childhood friend who is a real estate developer based in Bangalore. Expressing grave concern over the series of bomb blasts in recent times, Deputy Chief Minister Gaikhangam, speculated that subversive elements might be setting off bomb explosion out of frustration and to demonstrate their presence. He said, with insurgents unable to breach the tight security barricade in Imphal and greater Imphal areas or unable to engage Security Forces in encounters, disruptive elements might be carrying out the blasts for militant groups in the exterior locations just to create chaos in the society.

SFs arrested four PREPAK cadres and one PREPAK-PRO cadre in three separate operations in Moreh, Chandel District. Two PREPAK cadres were apprehended from Moreh Town and they were identified as 'Captain' Laishram Sanjeeva Singh and SS Sgt Konjengbam Sanamacha Meitei. The other two PREPAK cadres were arrested from Dalpatti, Ward No 2, Moreh and they have been identified as Kangabam Roshan Singh alias Pebaton and Nameirakpam Ranjit Meitei alias Loya. One Beretta pistol loaded with 3 live rounds and one revolver loaded with 03 live rounds were recovered from the arrestees. The PREPAK-PRO cadre was apprehended from Pangal Basti, Ward No 5, Moreh and he has been identified as Sandeep alias Lanthaba.

Alongside several underground organisations that have already been declared as the Unlawful organizations, the Union Home Ministry has declared CorCom (conglomerate of six valley-based outfits) and the MPLF along with all their factions, wings and front organisations as 'Unlawful Associations' under Unlawful Activities (Prevention) Act, 1967. This was stated by the Union Home Minister Sushilkumar Shinde during his monthly Press Conference held on December 10. The Home Minister said that the underground groups, including CorCom were declared Unlawful Association on November 13, 2013.

Bihar Police arrested two suspected Manipuri militants from a bus stand in Patna, which led to the seizure of grenades from their hideouts in their home State, Manipur. The two suspected cadres of the progressive faction of PREPAK-Pro were waiting for a bus at the Mithapur stand, when Police, acting on a tip-off, arrested them, Superintendent of Police Manu Maharaj said.

Based on specific intelligence regarding desertion of PREPAK-Pro cadres from New Senam Camp (Myanmar) and their likely through Indo- Myanmar International Border, ambushes were laid in the intervening nights of December 15 and16 by troops of Red Shield Division which led to arrests of five PREPAK-Pro militants including three females cadres of Senam Camp in combat fatigue in the area of Border Pillar 45 of International Border. The cadres have been identified as H Sagar (M), Sapam Nanao alias Tomthin Nganba, N Sangeeta alias Chumthang Leima, Deephea alias Irom and Khijal alias Mataroi. Two Pistols with six live rounds were recovered from their possession.

One unidentified youth left a hand grenade at MANIDCO's in-charge, Haobijam Manojkumar's house at Sagolband Meino Leirak. The grenade was later recovered by a team from Imphal Police Station. According to Manojkumar, there was no monetary demand from any quarter at the individual level even though there may be such cases at the official level. Nonetheless, he had received a text message "Be careful to avoid casualty) through mobile phone from one individual who identified himself as an activist of PREPAK-Pro on December 23.
