January 7

Suspected National Socialist Council of Nagaland (NSCN) militants kill two village leaders in the Ukhrul district.

January 26

The All Manipur Students Union (AMSU) calls for a general strike and boycott of the Republic Day celebrations in protest against the non-inclusion of Manipuri language in the 8th Schedule of the Constitution.

January 27

Lungshim Shaiza, a Janata Dal candidate for the Legislative Assembly election scheduled for February 12 and younger brother of former Manipur Chief Minister, Yangmaso Shaiza, is killed by NSCN insurgents in Ukhrul district.

February 23

Raj Kumar Ranbir Singh, leader of the six-party United Legislature Front (ULF), is sworn in as the Chief Minister of Manipur.

February 25

Manipur Chief Minister R.K. Ranbir Singh announces that his Government would grant amnesty to all militants provided the leaders express their readiness for a ‘political dialogue’ to end insurgency in the State.

March 25

Union Home Minister, Mufti Mohammad Sayeed, says Union Government will initiate a dialogue process with the underground organisations after they eschew violence.

March 27

A suspected NSCN insurgent, identified as Thuiwjapao, is arrested from Khongsang village in the Tamenglong district.

April 5

Security forces arrest a United National Liberation Front (UNLF) terrorist from Lamlai in the Imphal East district.

April 10

Two NSCN militants loot an amount of Rs.1.30 lakhs from the office of District Industrial Centre in Senapati district.

April 12

Security forces arrest two UNLF terrorists trained in the camps of Kachin Independence Army (KIA) at Upper Burma.

April 29

PLA terrorists kill Father Mathew Manianchira, Principal of the Catholic School, at Canchipur in the Imphal West district for alleged involvement in drug trafficking.

May 11

Acting ‘Commander-in-Chief’ of the PLA, Rajee Mangang, is killed by the outfit’s cadres in Singjamei area in Imphal West district. According to reports, the killing was a result of a growing factional feud within the PLA.

May 22

Some of the militant groups operating in Assam, Nagaland, Manipur and Myanmar (Burma) –United Liberation Front of Asom (ULFA), National Socialist Council of Nagaland-Khaplang (NSCN-K), UNLF and Kuki National Organisation (KNO) jointly launch Indo-Burma Revolutionary Front (IBRF) to "wage a united struggle for the independence of Indo-Burma."

May 23

Six PLA terrorists, arrested by village guards near Noklak in Nagaland while trying to cross over to Kachin area in Burma on March 4, are sentenced to 42 days of rigorous imprisonment and a fine of Rs. 500 each by the Additional Deputy Commissioner (Judicial) of Tuensang in Nagaland.

June 29

Suspected PLA militants attack two security forces’ vehicles injuring eight civilians, including two women and three policemen.

June 30

PLA terrorists attack the Singjamei police station in Imphal East district.

Another attack is made by unidentified terrorists on a police outpost located at Hiyangthang in the Imphal East district.

July 8

Three PLA militants are arrested from Chandkhira, about 10 km from the Indo-Bangladesh border, in Karimganj district of Assam.

August 8

A new insurgent outfit, North Eastern Region Liberation Organisation, is formed by Manipuri youths.

October 9

Four PLA militants attack the Principal of St. George School, Fr. Mathew Vellilakatt, at his residence in Wangkhei, Imphal East district, for not paying an extortion amount of Rs. 50,000 to the outfit.

October 20

The PLA turns down the Government’s proposal for peace talks and instead announces its decisions to form a united front of all the ‘revolutionary organisations’ for the liberation of the Indo-Burma region.

November 15

Imphal district police arrests a PLA terrorist, Okram Victor, involved in looting Rs. 1.5 lakhs from Manipur Urban Co-operative Bank on October 18, 1988 and Rs. 5 lakhs from the Executive Engineer of Thoubal Dam Project.

November 16

People’s Revolutionary Party of Kangleipak (PREPAK) ‘Commander-in-Chief’, Soraisem Wanglen alias Ibomcha, is arrested at Langthabal in Imphal district.

December 4

Security forces attack a PLA camp at Sisila, 20 km south of Sugnu in Chandel district. A security force personnel is killed and five others are injured while two senior members of the outfit are injured and two others are arrested.

December 13

The ‘Department of Propaganda and Education’ of the UNLF, in a media release, warns cinema hall owners, businessmen and teachers to ‘safeguard the prestige and status of the people of the state by not exhibiting soft pornographic films’. It also asks shop owners to stop selling goods at inflated rates and warns college teachers with dire consequences if they do not pay attention to ‘teaching properly’ in the schools and colleges.

December 18

Unidentified militants shot at and injure a civilian at Pallel Maha Leikai in the Thoubal district.

December 19

Suspected militants shot at and injure two liquor sellers at Ukhongsang village in the Thoubal district.

December 21

The People’s Movement Committee announces a ‘people’s war’ against the ‘occupation’ of the Kangla fort by Assam Rifles from January 1, 1991.
