Within a month after Mizoram Government rejected
it's offers for conditional tripartite talks, HPC-D as apparently
resumed underground operations by sending letters demanding donations
to four village heads and a PWD official in northern Mizoram.
The letter addresses to PWD official demanded a 'donation of INR
100000 while the demand letters addressed to village heads asked
them to collect 5% of funds meant for all job-card holders in
their respective jurisdictions and hand it over to the group or
its 'representatives' at Sihpuikawn, near Tipaimukh in Manipur.

Three suspected militants of HPC-D were arrested
from Bilkhawthlir village in Kolasib District of Mizoram. The
three were arrested when they were allegedly extorting money from
villagers, SP Lalzahngova said. Police also arrested two civilians
of the village when they were on their way to allegedly hand over
INR 12,000 to the HPC-D militants, he said.

HPC-D terminated its Churachandpur town 'commander'
for his alleged detrimental activities towards the current anti-ILPS
movement in Churachandpur District. Five other cadres of the same
faction who were charged with the same treason have also publicly
apologised, a statement of the armed group maintaining suspension
of operation with government under the fold of the UPF said. The
statement said that its town 'commander', Laltlansang alias
Sanga, has been terminated for his reported involvement in activities
which are seen as detrimental to the current tribal movement.
Five other individuals who are charged with the same treason by
the womenfolk have also publicly apologized, it added. The statement
alleged the town 'commander' Laltlansang along with Glory Wilson,
Lalrammawia, Ramthanglien and Laltlansang visited Tipaimukh area
of the District sometime last week and circulated pamphlets that
seek to justify the area MLA Dr Chaltonlien Amo and his arguments
that the three bills were not detrimental for the tribal people.

HPC-D 'Sergeant' Lalbiakliana alias Biaka
Hmar who was arrested, by AR personnel at Jograpur in Manipur,
said they did not kill the three legislators during the March
28 ambush in Mizoram because they sympathized them. Lalbiakliana
said he was the supreme 'commander' of HPC-D at the time, the
militant attack on convoy of MLA assurance committee near Mizoram-Manipur
border in Zokhawthiang hamlet in Aizawl on March 28, killing three
Policemen and injured six others. "The ambush was perpetrated
with the consent of HPC (D) high command or council," he said,
adding that though the legislators were at their mercy, they did
not kill them as they have sympathy for them.

Mizoram HM R. Lalzirliana said that the government
will continue to launch crackdown on HPC-D, the Manipur based
militant who carried out ambush on convoy of legislators and state
assembly officials headed by deputy chief whip RL Pianmawia on
March 28, near Zokhawthiang hamlet wherein three Mizoram Police
personnel including OIC Sakawrdai Police Station were killed and
six others injured. Lalzirliana said that state government recently
received an offer from the HPC-D faction led by H Zosangbera to
hold tripartite talks with the central and state governments under
the Sixth Schedule of the Constitution. "We ruled out any talks
with the group unless several guns and ammunition stolen or seized
from Mizoram Police personnel in ambushes over the past few years
are first returned", Lalzirliana said. Responding to a challenge
from HPC-D, the Government launched crackdown on the militant
as a result of which H. Malsawmkima, the mastermind of Zokhawthiang
ambush had been killed and seven others including their top leaders
were arrested by Mizoram Police, Lalzirliana said, adding that
they would continue to hunt down the militants.
