Myanmar Government is closely monitoring the retractable "regional cease-fire" signed with NSCN-K, which was just its most basic "first step" cease-fire. For any cease-fire to be complete, the agreement needs to pass through two more steps: the "union cease-fire" and the "parliament cease-fire". This was revealed in an interview by Brigadier General, Kyaw Zan Mynt, deputy minister of Myanmar's Home Ministry. The NSCN-K has reiterated its stand on the involvement of its rank and file with the coming assembly elections in the State and has instructed them not to "move around in support or against any political parties." a top NSCN-K, MIP official reminded that the 'chairman' of NSCN-K, S.S. Khaplang has issued an order stating that NSCN has "nothing to do with Indian election" and had advised them not to involve themselves in "support or against" any political party. The MIP official said that if any rank and file of NSCN-K was found involving in the "Indian election", they would be penalized as per the Yezabo (regulations) of the organization. Any rank and file of NSCN-K venturing out of the camp in support or against any political party has been asked to return to their respective camps, added NSCN-K, MIP.

Naga militant groups- NSCN-IM, NSCN-KK and FGN have decided to stay away from the election to Nagaland State Assembly. According to UNC president L Adani, the 'Naga Concordant' formed by NSCN-IM, NSCN-KK and FGN have decided to stay away from the Nagaland polls. The collective decision of the three armed groups has been already conveyed to the people of Nagaland. Even though NPF is an ardent supporter of the Indo-Naga peace process, there is no necessity to support NPF in the Nagaland State Assembly election, Adani said. NPF Manipur unit was set up to fight for the Indo-Naga peace process in the context of Manipur. For UNC too, there is no question of involving itself in the Nagaland Legislative Assembly election either directly or indirectly, Adani added.

Two bodies, suspected to be that of a driver and one cleaner, were recovered from Sakhaba village. Suspected militants belonging to NSCN-Khaplang have abducted drivers and cleaners of four trucks of Manipur from near Kohima District recently, on the ground that the owners have not paid the extortion money. It is reported that a tax of INR two million each, is demanded from the owners.

Central Government has prohibited all the Naga factions in various phase of cease-fire agreements, not to carry arms and weapons between the last date of filing nominations and end of polling (February 7 to 23). This was discussed at separate closed-door meetings of the three NSCN groups- NSCN-KK, NSCN-IM and NSCN-K with the Central Government, represented by chairman CFMG / CFSB Major General (retired), N.George in the Police Complex Chumukedima in Dimapur District. While the NSCN-KK was reported to have expressed willingness to comply, the NSCN-K agreed with a rider "if necessary"; while the NSCN-IM expressed reservations about the instruction.

February 5 Tamenglong District in Manipur

A suspected NSCN-K cadre identified as Pouthailung Gonmei (22), son of Dimdailung was slain in an encounter with AR personnel. The incident occurred when the AR team launched an operation while the NSCN-K militants were reportedly serving extortion notes in and around the area. Gonmei was killed on the spot while the others made an escape.

AICC chief Sonia Gandhi said the Congress wanted to settle the Naga insurgency issue soon and is committed in bringing an honourable and acceptable solution to all concerned parties. Addressing an election rally ahead of the February 23 assembly polls at Congress's bastion, Dimapur, she said that it was the UPA Government that took the decision to invite NSCN leaders for the political dialogue. Sonia continued, "We now have the historic opportunity to resolve the Naga problem and this should not be lost. Congress is committed to take the peace talks forward and will ensure that a peace agreement is finalized sooner or later."

An order issued by NSCN (K) president's office, through MIP, cautioned that anyone who had made "advance payments" would have to pay "double" as the "government" would not be held responsible for such payments.

February 14 Tirap District in Arunachal Pradesh

SFs arrested two NSCN-K militants identified as 'sergeant major' Wangphiam Letey Lowang and Hangdam Aboh from Deomali town in Tirap District. Wangphiam was arrested from Borduria village, while Aboh was arrested from Laptang village. One AK-47 rifle with magazine, 30 live rounds of ammunition, a .22 pistol with five live rounds were seized from them.

Both the militants were involved in kidnapping and killing of businessman, MB Singh of Deomali town in January 2012.

NPF candidate from Suruhuto assembly constituency, Shetoyi Sumi has refuted the complaint lodged by Congress candidate from the same constituency, Kiyezhe Aye with the DC and RO Zunheboto District with regard to involvement of NSCN-K in the election process.NSCN-K dismissed the Congress candidate's allegation and described it as an insult to the outfit. Congress Candidate from Kiyezhe Aye stated that the appeal to impose 144 CrPc in the constituency was made sincerely and purely to ensure free and fair democratic election. He further said that he had written to DC & RO Zunheboto for imposition of CrPc along with a post-mortem report on incidents witnessed during 2008 election. The post-mortem report, Aye stated, did not mention NSCN-K group's involvement in particular but rather the actions of cadres belonging to the erstwhile NSCN-U group during the 2008 elections.

The NSCN-K, asked the Government as to why its cadres arrested with arms have been booked under NSA and why the same yardstick had not been applied on 'detained' Nagaland home minister Imkong L. Imchen. Imchen was detained after huge cash along with a cache of arms and ammunitions was found from his vehicle on February 18.

State's new Home Minister G Kaito Aye said he would explore all the possible means that the Naga people come together so as to find logical solution to the longstanding Naga political problem. The senior Minister said the political negotiations between the Government of India and the Naga underground people had already reached a very decisive phase. "My priority is to see that an atmosphere conducive for the peace process is created, so that the process continues without being disturbed," he asserted appealing to all sections of the people to extend their sincere cooperation towards this.

Kaito made an appeal to all the militant people coming from outside the State to vacate the State particularly the Dimapur areas for the larger interest of the Naga people in particular and the people in the region in general.

NSCN-K chairman, S.S. Khaplang has appointed Zaremo Lotha as the new chaplee kilonser (finance minister), in exercise of 'presidential powers', as per an Azha (order) issued. S.S. Khaplang through his 'Ministry of Information and Publicity (MIP)' stated that the new chaplee kilonser, Zaremo Lotha would exercise "financial administration" with immediate effect. The outgoingchaplee kilonser, Hokato Vusshe, has been directed to hand over the charges immediately.

Two NSCN-K cadres were arrested by 29 Assam Rifles personnel while collecting illegal tax from shop owners near Kalibari area. One 7.65mm pistol, two 7.65mm pistol magazines and twenty five rounds, cash and slips were seized from them. The individuals revealed that they were collecting tax for NSCN-K. The accused were handed over to East Police Station, Dimapur.

NSCN-K has authorized 'lieutenant general' Nikki, 'military supervisor' of Western Nagaland, 'Naga Army' to collect all District level 'taxes' for Dimapur District and 'taxes' specified under 'centre list' for Zunheboto District for the fiscal year 2013-2014. In a statement, NSCN-K said, 'President' S.S. Khaplang has "entrusted and empowered" Nikki to exercise financial administration from the release of this "azah" (order) and submit quarterly report. The "azah" came into immediate effect from March 18, 2013.

On the occasion of its 33rd 'republic day' at Suruhuto designated camp, NSCN-K's 'chairman', S.S Khaplang's in a written speech that was read out by kilonser (minister) Hokato Vusshe has publicly declared that it would not be part of the government of India and NSCN-IM solution to the Naga issue as it would only be a "sell-out" solution. In the speech, Khaplang also said the ongoing peace talks between the two parties would end as a "big failure." He claimed that the government of India has realized NSCN (I-M) was not a "mandated body." It said his group would continue to "stand and support other oppressed people" of the Indo-Burma region who aspired for "freedom and shared a common political ideology." He also reaffirmed NSCN-K's "standing pledge and commitment" to the pursuit of "sovereignty."

NSCN-KK 'camp commander', "colonel" Yekuto Zhimo of Ghukiye designated camp said that one NSCN-K member identified as Hokato, son of Vinito hailing from Tazuhu village of Sumi Region, has been released unconditionally after thorough deliberation. In a press release, camp commander "col." Yekuto Zhimo stated that the NSCN-K member was apprehended on February 11, 2013 from Zunheboto BOC at around 3 p.m. and was confined under their custody for two days despite killing their "brave cadre" on February 11, 2013 while undergoing medical treatment.

NSCN-K alleged that on March 25, Dr. Mhonjan Kithan, Zonal Leprosy Officer Mon District, a staff and the driver were 'arrested' and beaten by NSCN-KK. The trio allegedly 'strayed' inside NSCN-KK camp situated on the main road between Longleng and Aboi. NSCN-K further alleged that a fine of INR 1 million imposed on Dr. Mhonjan. It said since the ransom could not be paid, the life of Dr. Mhonjan was under threat. NSCN-K has further demanded response from the Union MHA and the CFSB on the NSCN-KK camp, which is situated in the main road between Longleng and Aboi.

CVC of Kohima District condemned the action of NSCN-K for "continually harassing and threatening" the workers of Thepfüsatuo Rio, a Class-I contractor who was undertaking developmental works at the Mimi-Khonga-Hakumuthi sector in Kiphire District. The NSCN-K's 'mobile V Naga Army' under the command of 'colonel' Koruchu Pochury of Phor village is allegedly obstructing the work under Pradhan Mantri Gram Sadak Yojna (PMGSY) Phase-VIII. NSCN-K on March 15, abducted two persons, Neituolie Rio and Keneiseo Metha. and their vehicle while working in a construction site. The duo was later released on March 18.Further, during April 9-10, NSCN-K took away the contractor's four tipper trucks, one Mahindra pick-up and one excavator. CVC said the harassment and threat "under the guise of nationalism was "high-handed" and it also questioned the integrity and commitment of the group.

Secretary' (trade & commerce) of 'Southern Zone' of NSCN-K informed that all the transporters within the Zone to clear "annual taxation" for the year 2013-14 within 10 days. In a press release, NSCN-K 'secretary' of 'Southern Zone', L. Tuccu said that the notice was issued in order to avoid any misunderstanding. He also said that if any groups or person hesitate to cooperate, they would be held responsible, adding that NSCN-K should not be blamed for any eventualities later. The Southern zone comprise of the NH 53 between Imphal and Jiribam and NH- 39 between Dimapur and Imphal.

NSCN-K 'military finance in-charge' of Dimapur informed all business establishment and departments that "some vested" interests/persons were "collecting and extorting" in the name of NSCN-K. It added that any establishment or department entertaining others without the knowledge of NSCN-K would be doing so at their own risk.

NSCN-K issued a clarification and cautioned those organizations condemning the "high handedness" of 'Naga Army-Mobile V' under the command of 'colonel' Kurecho. CVC of Kohima District had earlier condemned NSCN-K for "continually harassing and threatening" the workers of Thepfüsatuo Rio, a Class-I contractor who was undertaking developmental works at the Mimi-Khonga-Hakumuthi sector in Kiphire District. NSCN-K, in a statement pointed out that "NSCN as a people's revolutionary government only subscribes to a nominal 5% (royalty) tax, compulsory in all aspects of government works in the Naga country". NSCN-K further said that in order to resolve the issue, the contractor was asked to contact the commander, 'colonel' Kurecho at the earliest to avoid misunderstanding between them. In this regard, the contractor (M/s Hexad Syndicate) was invited for negotiation on many occasions; however MIP said the contractor "failed to comply with the request since 2010".

A contractor, Thepfüsatuo Rio disclosed that he was asked to pay INR 20 million within 15 days, in lieu with a contract for a road construction project, by the "commander, mobile V Naga Army" of NSCN-K or else face dire consequences. The contractor was awarded the contract work of connecting Mimi with Khongha and Salomi to Thanamer villages near Mount Saramati in Kiphire District under PMGSY. The construction machineries of Thepfüsatuo Rio were seized at the work site and workers ordered to leave allegedly by the "Commander, Mobile V Naga Army", NSCN-K.

SFs, in an operation, arrested a militant belonging to NSCN-K, Haihingbe Jeme, from Boro Haflong locality in Dima Hasao District. Ammunition and explosive material were also seized from him. SFs recovered one hand grenade, two live rounds of 7.62mm ammunition and 10 detonators from the militant.

MHA, Government of India and the NSCN-K have jointly agreed to extend the current period of cease fire, which is to expire on April 28, 2013, for a further of one year, stated a press release issued by the 'secretary', 'Ministry of Information and Publicity', NSCN-K. The extension of the cease fire was signed in New Delhi on April 22 between a five-member NSCN-K team led by its kilonser (minister), Wangtin Naga, supervisor Lincoln, kilonser P.

Tikhat, kilonser Hukato and member-secretary CFSB, H. K.Sema and MHA representatives led by union joint secretary, MHA, Shambhu Singh.

Oil tanker driver, identified as Surjit, who was abducted by some suspected armed militants from Kohima on April 21 was released near Kohima. Surjit was abducted in connection with a demand served on all oil tankers to pay INR 8000 to INR 10,000 each. He was released following the cease work strike by tanker drivers to protest the abduction. Hinting that the armed militants might be cadres of NSCN-K, the individual who secured the released of Surjit confided that the militant group warned of dire consequences if their monetary demand is not fulfilled.

NSCN-K have strongly opposed the Government's decision to recognise the Mao community (of Senapati District of Manipur) in Nagaland till integration and sovereignty issues is settled with the Centre. The NSCN-K has issued a statement against Neiphiu Rio's Government, stating that the problem in the State would be further compounded, particularly in the job sector. Top NSCN-K functionary Kughalu Mulatonu in a statement on April 29 said, "Nagaland was created for only 16 Naga communities and not for Nagas of Manipur, Assam and Arunachal Pradesh." He accused Chief Minister Rio of playing second fiddle to the NSCN-IM and cautioned that the NSCN-K would leave no stone unturned to oppose such a move. He also slammed the NSCN-KK for remaining a mute spectator regarding the issue.

NSCN-KK militants opened fire and killed one NSCN-K militant, and a civilian near the Clock Tower Junction in Dimapur town of Dimapur District. The one who died on the spot was identified as 'sergeant major' of NSCN-K one Shonato Yepthomi alias Inato (21) and Kavuto Yepthomi (19). Another civilian identified as advocate V.N. Sharma was hit by a stray bullet during the incident.

NSCN-K has expressed serious concern over reports of groups and individuals seeking and levying "tax/donations" in and around Dimapur District in the name of NSCN-K. In a statement, NSCN-K 'military in-charge' 'lieutenant colonel' Akaho Sumi directed all business establishments, individuals and the general public not to entertain demands from individuals or groups claiming to be from the NSCN-K without the approval of the designated authorities from the 'military (finance).

In contrast to the recent statement issued by a top functionary of the NSCN-K opposing the inclusion of Rongmei and Mao tribes as STs of Nagaland, NSCN-K kilonser (minister), Wangtin Naga, on May 8, maintained that the group has "nothing to do with the issue". He said NSCN-K neither supported nor opposed the recognition of the two tribes as STs of Nagaland. In an exclusive interview, Wangtin pointed out that NSCN-K had only one political objective-- "Naga sovereignty". He however said "recognition of the two tribes should be deliberated and discussed between the State Government and Nagas".

NSCN-K has notified that despite repeated reminders, some people were reportedly collecting huge amounts of money from different departments. In a statement, NSCN-K said that henceforth no monetary transaction in the name of NSCN-K would be allowed without the knowledge of the kilonser (minister) and 'secretary of chaplee affairs'. "All information slips or any other directions issued in the name of NSCN (K) stands invalid", said NSCN-K.

A cadre of NSCN-K was arrested on NH 37 between Khongsang and Rangpang Village in Tamenglong District while he was moving in a vehicle. Troops of 13 AR have been monitoring activities of the group in Tamenglong District since the last six days which finally led to the arrest of the '2nd Lt' Gaising Maringmei.

NSCN-K has questioned the GoI for the alleged violation of the Ceasefire Ground Rules on several occasions. The NSCN-K's outburst was prompted by the May 18 night incident where the Assam Rifles have reportedly raided the house of an NSCN-K leader in Zunheboto District of Nagaland without any reason.

NSCN-K has expelled two of its 'Naga army officers' for their anti-party activities and for straying away from "party discipline." In a statement, NSCN-K, MIP said the two - 'lieutenant colonel' Isaac Sumi and 'major' Suvelo have been expelled with effect from May 21. According to MIP, Isaac Sumi has been "found guilty of creating confusion and mistrust among the national workers" which the MIP said was against the party discipline under "article 3 of section C". NSCN-K statement said Isaac was also "found guilty of tarnishing party image, illegally collecting taxes in the name of the party without proper authorization." Meanwhile, Suvelo was found guilty of "conniving against the party and trying to deliberately defect to Khole/Kitovi group", said MIP.

NSCN-K cadres opened fire and injured a former member, Pito (29), in an area near SP's office in Kohima (Kohima District). Later, NSCN-K 'urban commander' of Kohima, Kisheto Aye claimed Pito was involved in "anti-social activities including extortions, vehicle-lifting particularly two-wheelers for which the NSCN had issued several warnings".

'Chairman' of NSCN-K, S.S. Khaplang has expelled Vedeta, 'Deputy Kilonser Finance' from the NSCN-K for his "anti party activities and for conspiring against the party". S.S. Khaplang in a release stated that Vedeta was found guilty of promoting disunity, confusion and mistrust, among the 'national' workers thereby creating complete chaos within Chakhesang region. "He is found guilty of conspiring against the party and deliberately planned to defect to Khole/Kitovi group [NSCN-KK]", the release further said.

Shambhu Singh, Joint Secretary (northeast) in the Union Ministry of Home Affairs, said "The link between Maoists and Manipur's [People's Liberation Army] PLA has been broken long time ago due to logistical problem in Myanmar and strong presence of security forces along the India-Myanmar border". He added that the relationship between these two rebel outfits was broken over the past one year now after the PLA shifted their training camps to Taga in Northern part of Myanmar. Earlier on October 22, 2008 PLA and Maoists signed their MoU.

Stating that the Maoist has not been able to establish itself in the others states of the region, Singh said, "They (Maoists leaders) have visited Manipur and Nagaland, but they have not been able to establish themselves. In the Northeast, only Assam has few remnants of Maoist activities. In the case of Meghalaya, there is no Maoist presence." Singh also informed that Indian rebels groups -- PLA, NDFB-IKS and the ULFA-ATF- operating from Myanmar has been facing a difficult time to infiltrate into India since most of the routes have been blocked by Security Forces. Even the Khaplang faction of the NSCN-K had even cautioned the ULFA and NDFB not to move out of Myanmar in view of the strong security presence," Singh added. However, Singh, admitted that there are certain areas along the international border that need improvement in guarding. "But the overall troop deployment has improved," he said.

One NSCN-K militant, identified as Pangto Atoa, was arrested by Security Forces from Khonsa town in Tirap District. The SFs seized cash and a mobile handset from his possession, the Police said. On receiving inputs from intelligence that the militant have come to the town to extort money from a businessman, a joint team led by Assam Rifles and State Police arrested the cadre from Longding road tri-junction at Khonsa market, official sources said. Atoa was involved in many cases of extortion besides firing incidents at Chasa on January 8, 2012, and at Borduria on March 7, 2012.

Prime Minister Manmohan Singh, described the security situation in the Northeast as "complex" since insurgency, extortion and agitations continue to exist in the region. "The security situation in the northeast continues to be complex, with insurgency, extortion and agitations being the main disruptive elements in the hands of the insurgents," he said in his address at the conference of Chief Ministers on internal security in New Delhi.

Singh, however, said there has been considerable progress in dialogue with several insurgent and ethnic separatist groups in the northeastern region. "A memorandum of understanding has been signed with both factions of DHD of Dima Hasao in Assam. Three Metei insurgent groups have signed a memorandum of understanding in February 2013. Talks with the NSCN are continuing," he said. The Prime Minister said the central government was committed to undertaking and bringing to a satisfactory conclusion dialogue with all groups and organisations which are willing to give up violence to seek solutions within the framework of our Constitution. "We are equally firm in our determination to continue assisting the states of the northeast to enhance their law and order enforcement capabilities, so that the people of the northeast enjoy the normal fruits of democracy and development," he said.

According to SDPO Wokha Kenesa, the accused have been identified as Pinymthung Shitiri (18) of NSCN-K and Thungjamo Kikon (19) of NSCN-IM. Police said one 7.65 country made pistol with three live rounds, two mobile phones, collection slip/note and some cash were seized from the accused.

Chief Minister Neiphiu Rio reiterated that his Government was totally against all illegal 'taxes' being imposed by various underground groups on various items which have caused harassment on the people, but blamed it on the GoI failure to formulate a policy to provide sustenance for the outfits. Rio said after signing cease fire agreement, the undergrounds were not provided with any sustenance for their survival and so were compelled to impose various 'taxes' on the people. Akuluto/VK Area range students' union 'president' Inaka Assumi informed that Gaon Bura (Village Headman) and other civil bodies of the areas under Zunheboto District had unanimously resolved to impose an indefinite bandh in NH-61 starting from June 23, following the June 12 shooting incident that left one civilian dead and another injured. All vehicular movements would be restricted, except military, Police, medical and media personnel.

NSCN-K 'MIP' sources stated that in response to the charter of demand laid down by the people of Akuluto-VK area, it has already fulfilled their second point of demand with the discharge of "sergeant" Lashika, who was involved in the June 12 incident from the "national service". On the second point demand to hand over the accused cadre to the Police, MIP sources said this cannot be fulfilled since it "cannot surrender the Naga rights under Indian constitution."

Six cadres of a militant group have been killed in a reported encounter, which lasted for almost three hours, with the Army at K Songlung village in Senapati District in the morning. A PIB-DW statement while officially confirmed that the slain cadres belonged to the NSCN-K, added that after the gun fight, a search of the area was conducted and that a huge quantity of arms and ammunition were also recovered. The recoveries included four AK 47 rifles, one M-16 Rifle and one A3 Rifle, seven magazines of AK 47, two magazines of M-16, 47 live rounds of AK 47 and 38 live rounds of M-16. The search operation is still under progress, it added.

Several civil organizations and family members of the six NSCN-K cadres who were reportedly killed during an alleged encounter with a combined troop of 10th Assam Rifles, Paratroopers and Loktak Brigade during the wee hours on June 23, have strongly denied the shootout claim of the PIB-DW statement. Five of the six NSCN-K cadres have meanwhile been identified by family members while the one cadre is yet to be identified. The five have been identified as Chuijanglung Dangmei, Th Leikampao, Ngoubuibo, and Mazadai Panmei and Moningam Anal. The remaining unidentified body is suspected to be that of one Rajinglung of Noney. Denying the claims of an encounter, the UNC vice-chairman Asingpao Gangmei demanded “a judicial inquiry into the fake encounter”.

A ‘captain’ of the NSCN-K, identified as ‘captain’ K Rajanglung alias Raja of Nonei village in Tamenglong District, reportedly surrendered to security forces of Red Shield Division in the same District on June 25.  According to a PIB-DW release, K Rajanglung had joined NSCN-K on February 16, 1997, and went through rigorous ‘military’ training for three months in eastern area of Myanmar near Mon District in Nagaland.  On June 24, 2013, he reported at Nonei Battalion of Red Shield Division to surrender as he feared for his life from NSCN-K after the operation of Security Forces in Shonglung in Senapati District where six cadres of NSCN-K were killed.

a statement of the NSCN-K signed by its deputy home, K Aching Rongmei has claimed that the outfit has established facts with regards to the June 22 incident wherein six cadre of the outfit were reportedly gunned downed by a team of the 10th Assam Rifles (AR) after they were invited for tea party by 10 AR colonel Ajay Sharma, according to a report of June 26. It has further dismissed all claims of the AR saying that there was no encounter and no weapons had been brought from Myanmar nor does the NSCN-K has any camp at Shonlung village.

Further, refuting PIB-DW statement on the Songlung village incident, NSCN-K has claimed that no encounter ever happened at the village. In a statement issued to the press, spokesperson to the president of the outfit, P Tikhak said, “The gruesome killing of six Naga boys by the 10 Assam Rifles, has once again unmasked the real face of the paramilitary force”. After inviting the NSCN (K) members for a friendly discussion, all six of them were packed in their vehicle and shot dead later, P Tikhak alleged.

PIB-DW had strongly refuted what it said, were allegations made by civil organizations and UNC through media that the Red Shield Division of the Army had killed six cadres of the NSCN-K in a “fake encounter”, according to a report of June 26.  In a rejoinder, PIB asserted that the UNC allegations over the operation in K. Shonglung were “false and malicious”.

11 NSCN-K cadres were arrested with huge quantity of arms, ammunitions and explosives in a joint operation carried out by 23 AR and Police in Tuensang District. Unidentified gunmen picked a formed cadre of the NSCN-K, identified as ‘deputy secretary (finance)’ Zhehuto, from his residence in Purana Bazar in Dimapur District and subsequently shot him dead.  Police recovered the body from a teak plantation site in Thilixu village in the same District. Police also recovered one empty case of 7.65 mm pistol from the spot.

According to an intelligence source, a `treasury officer` of the NSCN-KK identified as one Vihoto along with his body guards were repairing a vehicle in a motor-workshop at 4Th Mile area in Dimapur, when NSCN-K cadres came and started firing at them.

In a statement, 21 AR said its personnel foiled a possible bid by rival NSCN cadres to disturb peace and harmony in Zunheboto after they arrested 'captain' Vinato of NSCN-K and 'sergeant major' Vikashe Yeptho of NSCN-KK from Zunheboto Town. NIA investigation reported that Naga militants are getting ammunition from Police. The NIA which has registered a case in this regard has already arrested four Police officials, including Wokha District SP, S Sangtam, one SDPO, one ASI and one havildar, who was in charge of the armoury from where the ammunition was taken out.

Sources said that at the end of 2012 it was found that a group of police officers were involved in handing over of huge quantities of ammunition of AK series rifles and SLR to the militants belonging to the NSCN-IM. On Police records, it was shown that the ammunition was used in the firing ranges, while, the live cartridges given to the militants were replaced by the empty shells provided by the ultras.

NSCN-K has questioned the motive of the PIB for branding the group as "a terrorist organization." The group has also warned that if the Government of India failed to take firm action against "few rogue officers" of its security forces, it might re-consider the ongoing cease-fire pact. State Forest Minister Rockybul Hussain stated in the Assembly that altogether 78 persons were killed and 191 abducted by different insurgent outfits in 601 incidents, during the last two years, when 20 security personnel were also killed. The ULFA-I had killed 16 persons, including a 10-year-old girl, a four-year-old boy and girl each, while the anti-talks faction of NDFB-ATF had killed 12 civilians including a 10-year-old-boy, Hussain said.

Three senior NSCN-K 'functionaries' have NSCN-IM,. According to the NSCN-IM's, 'MIP', NSCN-K CFSB supervisor D.T. Lincoln along with 'lieutenant' TRO Rocky and 'sergeant major' Francis joined the NSCN-IM. N.K Singh that prohibited carrying of weapons by NSCN functionaries in 51-Noksen assembly constituency during the election period. While "advising" NK Singh to act as a "gentleman" in dealing with the Naga political issue, it said cease fires with NSCNs with the centre do not fall under any election law.

Links between two militant outfits, NDFB-IKS and the KLO, have been growing. The outfits jointly abducted at least four persons in Chirang and Baska Districts. The NDFB-IKS has provided explosives, including TNT and IED to the KLO to strengthen the outfit. KLO, whose activities were limited to North Bengal areas, has become more active in Assam. It said, for the first time the KLO has started sending its members to Myanmar for training. At least 30 boys from the Districts of Dhubri and Bongaigaon have been recruited recently and most of them were sent to Myanmar for training. The outfits like the NSCN-K and KYKL of Manipur are reportedly assisting the KLO in organizing training of the cadres in Myanmar. Sources said that most of the operations of the KLO are now masterminded by one Shyam Roy, who is from Assam.

A Policeman, identified as James Mao, who deserted the Force and became a 'lieutenant' of the NSCN-KK, was shot dead by NSCN-K near 2K hotel at Officer's Hill colony in Kohima District. Police said James Mao was with the DEF, Kohima, and deserted with a service weapon to join the NSCN-K and then defected to the NSCN-KK. He had been arrested by Kohima Police in 2001 and booked under NSA.

It also said that since NSCN-IM was no longer fighting for Naga sovereignty, it has no right to collect 'taxes' from Naga country and "ACAUT should not be afraid of half surrendered group".

Dead body of one Ngampai Konyak, reportedly a cadre of NSCN-KK was found killed at Tizit village in Mon District. The body, which bore no bullet marks, was suspected to have been beaten to death. The actual cause of his death was yet to be ascertained. Meanwhile, KU Mon Head quarter, has vehemently condemned and expressed disapproval of the recent incidents of factional fight in Tizit area. In a press release, KU president, S. Manlip Konyak and general secretary Y. Hosea Konyak said that it was learnt one NSCN-K cadre identified as Yanlem was shot and injured by NSCN-KK on November 8 and on November 12, one NSCN-KK cadre identified as Ngampai was killed by NSCN-K.

Heavy exchange of fire between NSCN-K and NSCN-KK took place at Amahator village. Amahator village is located 15 km away from Kiphire (District) town. According to the village council chairman, Thsisepi Sangtam, a group of NSCN-KK arrived at Amahator village in the afternoon but, on the arrival of Assam Rifles, the group left the village. However, in the evening, both the factions met in the heart of the village, which led to heavy exchange of fire between the two groups. No casualty was reported till the time of filing this report.

The two identified, as Chumben Ngullie and Kivichutsa Kezo were collecting INR 10 and INR 20 from vegetable vendors at New Market in the name of NSCN-K. Cash amount of INR 1,140 were seized from their possession.

Personnel of 19 AR arrested two NSCN-IM cadres and one NSCN-K cadre in two separate incidents in Kohima District.

In a press release, AR- PRO stated that two armed cadre of NSCN-IM , Arian, and Besii, were arrested from Bara Basti area in the wee hours of November 22 after a search operation was the launched based on specific information about the presence of armed cadres in that area. Also, SFs arrested a NSCN-K, 'sergent Major' Verochiji Naga, in a vehicle in Kohima town on November 21.

ACAUT said that it was surprised to learn that NSCN-K, Sumi Region has started collecting 'tax' for the year 2014-15 in advance from the business community of Zuhneboto (District) town. In a press release, ACAUT media cell termed the NSCN-K action as "illogical and at the same time illegal." ACAUT appealed NSCN -K higher ups to stop this "shameful behavior" and to listen to the voice of the people.

NSCN-IM has accorded warm welcome to "Lieutenant Colonel" Chelo Mero from NSCN-K on June 4, 2013, who recently joined the "Main Stream" under the collective leadership of Isak Chishi Swu and Thuingaleng Muvaih. In a press statement, MIP NSCN/GPRN stated that Mero had joined the main stream after asserting that NSCN was the only true platform for the liberation of Nagas' from the adversaries beholding the Naga issue.

A village in Tuensang District has called the armed NSCN-K 'hateful' for its cadres opening gunfire when former chairperson of Nagaland State Social Welfare Board, Rhakila Lakiumong was in proximity having conversations with some people. The Thsotokur Village Council, under Tuensang District, issued a press statement on November 28, denouncing the alleged act of the NSCN-K saying, an attempt was made on Rhakila's life by some NSCN-K cadres at Helipong Junction on November 22. Ms. Rhakila Lakiumong, wife of former Minister late A. Lakiumong and two-time candidate for the Nagaland Assembly elections, is also a former political candidate of the ruling NPF and BJP.

Three NSCN-K cadres were killed while one was injured in a factional related clash, reportedly by NSCN-KK cadres at Sikiu 'A' under Shamator sub-division, Tuensang District. According to Shamator Police, the deceased were identified as Nagato, Sepongchem Sangtam and Aloto Sumi. The injured cadre was identified as Limtiba Sangtam.

A group of seven armed NSCN-K militants abducted four tea garden workers from the Ronkham area along the Assam-Nagaland border in Jorhat District. SFs recovered one .9mm pistol, two magazines, 29 live rounds, pen drives, mobile phones and incriminating documents, including 264 extortion notes and the seal of the organisation.

V.K. area Gaon Bura (GB) s' [village headman] association has appreciated the "goodwill gesture" of NSCN-K which safely released four members of NSCN-KK namely Atoyi, 'Leacey' Aqheho, 'Leacey' Nitoshe, Khapu and Khekiho, Raju Peyu, who were picked up by the NSCN-K cadres based in Suruhoto camp from VK area on the night of December 4.
