The outfit may represent "eastern Nagaland". Also GoI will now talk only to rebels who are on the Indian side. The new faction will ostensibly be led by Wangtin naga. GoI also intends to "seal" the border with Myanmar to prevent hit-and-run attacks by NSCN-K.NSCN-K's rival factions may help SFs in this and this may have a larger implication as there are routes in Nagaland dominated by NSCN-K.

Dimapur Police recovered bullet ridden body of NSCN-K militant Jamgmilen Khongsai alias Pamin, from G- Khel in Sovima area of Dimapur town in Dimapur District. NSCN-K sources confirmed the dead militant as one of its cadre, who was picked up from Phaipijang area, Dimapur and was later shot dead.

Earlier this month, the Myanmar-based S.S Khaplang declared that the ceasefire with the Union government was abrogated. He also "expelled" two senior leaders, Wangtin Naga and the Arunachal-based V. Tikhak. NSCN-K already has a ceasefire agreement with the Myanmar Government - ironically, with Wangtin, an Indian, as one of the signatories. If New Delhi repeals the ceasefire officially and enters into a peace agreement with Wangtin's proposed outfit, the NSCN (K) would become a Myanmar outfit with a handful of Indian elements.

Chinwang Konyak, the adviser to the Eastern Naga People's Organisation (ENPO) a body of tribal representatives from what is called "eastern Nagaland", stated that "This is a blessing in disguise as the Khaplang group will be left in Myanmar. Let them deal with Myanmar Government, it is better to part ways peacefully." Besides Nagaland, the NSCN groups have a presence in Tirap, Changlang and Longding. The Districts are of interest to the rebels as they share the border with Myanmar and are near China. The area has routes leading to the rebel camps in Myanmar.

A plan by NSCN-K to blow up a major bridge in Silchar town in Cachar District connecting the Barak Valley to the state's neighbouring Dima Hasao District and Manipur was busted after Police arrested four persons along with explosives in this connection. The arrested persons were identified as Mostor Ali Laskar along with his two sons - Afzal Hussain and Azmal Hussain - and another person, Atabur Rehman Laskar. According to sources, acting on a tip-off, Police along with AR recovered one powerful IED along with 52 gelatin sticks weighing 6.5 kg, one fuse wire and a map depicting the sites where the bombs were to be planted. The explosives have been recovered from the house of one Mostar Ali Laskar. The two NSCN-K militants, however, escaped under the cover of darkness, the official said.

The meeting took place at the Myanmar Peace Centre in Yangon and the accord is likely to be signed by all parties in the first week of October, according to UPWC vice chairman Union Minister U Aung Min. A work coordination meeting is likely to precede the signing of the cease-fire accord, he added.

The NSCN-K signed a bilateral ceasefire agreement with the Myanmar Government [in 2012], the vice chairman noted. At the meeting, NSCN-K representatives focused on post-accord measures, focusing on its participation in the writing of the political framework and political dialogues, the recognition of its council as a legal organisation and Government protection of its land from foreign intrusion. According to latest UMHA figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned NSCN-K outfit resorted to maximum abductions for any outfit in 2015. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year.

The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by NSCN-KK in both these states and 15 by the NSCN-IM - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014.

The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on SFs this year through ambush attacks in Manipur and Nagaland on convoys of Army and AR - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year.

AR, PRO, based in Kohima said that while the initial operation was carried out by troops of 18 AR in Peren District in Nagaland, they were later backed up by 43 AR and the Assam Police in the subsequent operations along the Assam-Nagaland border areas. The SFs also dug out three caches of arms and ammunition from the hideout in the forest near Langokro, which comprises several assault rifles, ammunition, radio set walkie-talkies, detonators, combat dresses, and incriminating documents including a bunch of extortion notes, the PRO informed.

AR claimed it rescued three Naga youth who were kidnapped by the banned NSCN-K for forced recruitment in August from villages of Peren District. According to a press statement from PRO AR, Kohima, the youths, which included minors, were “deceitfully lured on the pretext of providing civil employment” in Dimapur by one Seiminthang Kuki and Lamang Kipgen, said to be NSCN-K cadres. The AR maintained that the youths were then transported to NSCN-K training camp across the border into Myanmar. However, before the youths were “plunged into ruined destiny of death and destruction by NSCN-K leaders,” all three were successfully rescued by the 18 AR, the press statement stated. The rescued boys have safely reached home, the AR also informed.

India claimed that a camp allegedly belonging to NSCN-K was demolished along the Indo-Myanmar border by the Myanmarese SFs forcing them to change their location last weekend. The camp, located at Myanmarese village Monlei, across Tuensang in Nagaland, was completely destroyed by the Myanmarese Army, official sources quoted reports from Myanmar as saying.

The camp was located in the same area where Indian Army carried out operations against NSCN-K during which top Government officials had claimed loss to the group. They said the camp was located just across the Indo-Myanmar border and perhaps the authorities in that country did not want such camps to continue near the border. However, there was no clarity on the casualty in that operation.

NSCN-K sent a strong warning to “collaborators” stating that “certain senior law makers” in the incumbent Government were pursuing “subversive course to force NSCN-K to capitulate and toe the line of particular political group which propped them and vice-versa”. NSCN-K ‘MIP’ in a press note warned that it would “begin the process of selective obliteration of elements daring to effect demise of Naga struggle at the behest of Indian Government”. Besides back door concurrence with Narendra Modi Government to re-impose ban on NSCN-K, ‘MIP’ said that the cohorts were actively collaborating to tighten noose and strangulate the NSCN-K economically and financially.

With NSCN-K staying out of the NCA signed on October 15 between Myanmar and eight ethnic armed groups (EAGs), India feels it is a matter of time before Myanmar Army targets the outfit's headquarters in Taga in Myanmar Naga Hills (MNH).  According to sources in the Indian intelligence establishment, the immunity that NSCN-K had enjoyed in Myanmar by virtue of its ceasefire arrangement with Yangon has ended as NCA, signed in Nay Pyi Taw, supersedes all previous ceasefire agreements.

In fact, following NSCN-K's refusal to be part of the pact that requires all signatories to amalgamate their independent armed militias into regular army, Myanmar troops have launched punitive operations against the outfit's facilities in upper MNH. Two major bases at Ponyu and Langhting have been burnt down and a few weapons seized, driving out cadres to the forests and mountain hideouts. "The next target could be another major establishment at Yanching and NSCN-K headquarters in Taga," a senior intelligence official said. The official said NCA, for which India pushed hard from behind the scenes, was a win-win situation as it showcased India as a key player in establishing regional peace and helping its neighbours deal with ethnic conflicts.

In what could be a setback for the Naga peace accord, some cadres of NSCN-R - a faction which is part of the ceasefire accord - have decided to rejoin the NSCN-K alleging that the Indian Government and other Naga signatories to the pact were "playing dirty politics" by targeting them. A senior member of NSCN-R alleged that their cadres were being continuously arrested by the AR on "false charges of drugs trafficking and extortion". He said its cadres are also being nabbed by the NSCN-IM and NSCN-U, which run a parallel Government in Nagaland, on cooked-up charges drug trafficking and extortion.

"Due to the continuous torture and assault at the hands of security forces and NSCN-IM and NSCN-U, some of our cadres have decided to cross the border (into Myanmar) and again join NSCN-K. Though we are trying to prevent it, but if it happens due to the bias against us, we cannot be blamed," an unnamed cadre said. Sources have also confirmed that the top brass of the NSCN-K have welcomed the move, calling it a "reunion".

India is gathering intelligence on the second rung leadership in NSCN-K, with the insurgent group facing a leadership crisis. This comes as the leader of the group, SS Khaplang, has turned 75 and is reportedly not in good health, a report stated. The report states that India has asked Myanmar Government to convince NSCN-K to resume talks.

The move also comes after several Nagaland based civil society groups including the State Government had appealed to the Government of India to consider resuming talks/cease-fire with the NSCN-K, after it abrogated its 14-year ceasefire with India in March 27, 2015. With other NSCN groups already in a ceasefire with India, the Government believes a widely acceptable solution can be arrived at if Myanmar can help bring NSCN-K to the negotiating table.

The IGAR -North said that publication of articles issued NSCN-K by the print media would be construed as providing support to an unlawful association. Bringing to attention that NSCN-K has been declared an unlawful association under the UAPA by the UMHA; an official notice issued by Colonel Rajesh Gupta, IGAR claimed that any article which projects the demands of NSCN-K and gives it publicity is a violation under the UAPA.

November 2 Hoshepu village area / Zunheboto District

SFs killed three 'hard core' NSCN-K militants including the group's 'finance secretary' L Tuccu from Zunheboto District. According to a press statement from AR, the three militants were shot dead during an encounter in Hoshepu village area in Zunheboto District at around 5.15 am November 2 morning. It claimed that the cadres moving in a Tata Sumo fired upon the SFs when the vehicle was asked to stop for checking. The other two militants killed in the encounter, were reportedly the body guards of slain L Tuccu, and were identified as Kihoto and Shikai, Police said. The AR statement alleged that the three cadres were part of NSCN-K groups that had "infiltrated from across the Indo-Myanmar border equipped with bombs, rockets and heavy weapons to carry out attack against the security forces and instil fear on the public to extort funds from businessmen."

The AR statement also informed that one OGW was arrested, and a search of the vehicle revealed one AK-47 assault rifle with magazine, assorted ammunition, radio sets, military grade pouches etc.

On the spot questioning of the arrested OGW led to the search of farm house of L Tuccu, where another OGW was arrested with a .12 bore Rifle along with large quantity of ammunition, the release stated.

The AR also stated that an Assamese bonded labour who was abducted from Kohima in February 2015 was also rescued.

The Naga Hoho (Apex body of Nagas living in Nagaland) expressed its displeasure over the "unabated violent confrontations" between the SFs and NSCN-K. Naga Hoho has appealed to the GoI as well as the NSCN-K to reopen peace channels and get back to the ceasefire agreement that the rebel group had unilaterally called off in March this year (2015).

Describing the need to reinstate the ceasefire as a "collective urge" of the Naga people, the apex tribal body also asked New Delhi to "shed" its prejudice and demonstrate magnanimity and patience instead of going for "unabated violent confrontations" with the NSCN-K. Simultaneously, it also asked the NSCN-K to abjure the path of violence and continue to search for peace through negotiations.

Militants belonging to NSCN-K frequently visit offices of Coal India Limited (CIL) in Tinsukia District, demanding money from its officials, Police and CIL officials said. According to a top Police official, heavily armed cadres of the group visit CIL offices in remote locations at Margherita, Ledo and Changlang in Tinsukia District, threatening the officials with dire consequences if they failed to part with large sums of money.

An AR statement said that "There had been many inputs from intelligence agencies in the past week regarding movement of NSCN-K cadres from Myanmar across the Indo-Myanmar border in the districts of Mon, Tuensang, Zunheboto, Kiphire and Phek." "The NSCN-K cadres had entered Nagaland to carry out subversive actions against the security forces as well as to collect extortion money from various agencies like TTK Services (Dimapur), Airtel Telecom (Dimapur, Kohima, Zunheboto etc), contractors, businessmen, annual tax from State Teachers Association (Zunheboto), annual house tax from villages etc." "There were also reports of movement of cadres of NSCN-IM, NSCN-KK and NSCN-R in these areas for collection of similar taxes," the statement added.

The Central Government declared NSCN-K as a terrorist organization. A gazette notification has declared all formations and front organizations of NSCN-K as a terrorist organisation under the UAPA, 1967. Earlier on September 15, 2015, NSCN-K was banned for 5 years under the same UAPA, 1967. The notification said NSCN-K came into existence in 1988 and was active along the India-Myanmar border.

A UMHA statement said the outfit had been spreading terror by killing civilians, SFs and was engaged in other violent activities. The NSCN-K unilaterally abrogated the ceasefire agreement with the Centre in March this year (2015), which was signed in March, 2001.

Investigation revealed that he had served demand letters and extorted huge amount of money from Railway project companies working in Manipur's Tamenglong District. He was also involved in an ambush on AR convoy at Nungba Bazar in the first week of October this year.

The NIA filed charge sheet in connection with the March 26 firing incident in Kohima at the Special NIA Court set up in Dimapur. Four AR troopers were injured in the incident. The other two were named as Ranjit Thapa alias Karan and 'Major' Kisheto Ayem, Kohima town 'commander' of the NSCN-K.

Garo militant outfits like the LAEF are no longer dependent on imparting arms training for its cadres inside the forests of Garo Hills and are now dispatching them in groups all the way to Myanmar where Naga rebels from the NSCN-K enrol them in their jungle camps and provide them with the necessary expertise on guerilla warfare. This revelation came to the fore with the surrender of one such trained cadre who gave himself up to Police in North Garo Hills on December 7, just days after his return from that country.

AR conducted a manhunt operation and killed a NSCN-K leader, identified as Angpha in Langka village of Nampong under Changlang District. One AK 56 rifle, three magazines, ration book, extortion pad, ammunition, grenade and some cash were recovered from the slain NSCN-K leader. The firing between the AR troopers and NSCN-K militants took place for 3-4 hours at Langka Village Church and three NSCN-K militants managed to escape, sources said.

A NNC cadre was killed in an encounter with the Indian Army at the Khoupum area of Tamenglong District. The shootout occurred at Luwangkhulen Part-I under Khoupum Police Station, according to a Police report which added that the cadre was killed when personnel of 8 GR exchanged fire with a combined team of NSCN-K and NNC. The slain NNC cadre has been identified as Thaimei Kanamsoi (40), resident of Luwangkhulen Part-II of Tamenglong.

In a joint operation, the NIA?and the Bengaluru Police arrested a cadre of the NSCN-K, identified as Atoshe Chopey (27) from a hotel on M G?Road in Bengaluru in Karnataka. Atoshe Chopey, a resident of Akuluto town in Zunheboto District of Nagaland, is a prime suspect in the attack that took place on AR personnel at Indira Gandhi Stadium in Kohima on March 26, 2015. 'He came to Bengaluru about six months ago as his sisters work here. He managed to get a job in a posh hotel on St Marks Road', said the Police. During preliminary interrogation, Chopey confessed to his involvement in the attack. He will be produced before the local magistrate in Bengaluru and the NIA will secure transit remand for producing him before the NIA Special Judge in Dimapur in the coming days, said the Police.

One NSCN-K cadre was killed in a gunfight with troops of 18 AR in general area of Zhutovi village in Dimapur District. After receiving inputs of presence of NSCN-K cadres, two patrols of AR personnel were sent to the area. When the troops reached a rubber plantation area, three persons were reportedly carrying extortion from truckers, AR stated. As the AR personnel approached the spot and began to question the trio, AR said two of them fled from the area while the other one took out a pistol and fired at the AR troops. In the exchange of fire, the patrol leader shot the suspected NSCN-K cadre, AR sources informed. One 9 mm pistol along with cash was recovered from the deceased, while the body was later handed over to Police, AR said.
