SFs arrested the 'finance secretary' of the NSCN-K, identified as Max Asukomi and two other NSCN-K cadres, identified as Asheto Rochelle and Isato Aye from Dimapur in separate operations. AR PRO stated that all the three cadres, residents of Zunheboto District, were presently residing at Dimapur for carrying out extortion activities. PRO also noted that the arrest of the cadres, particularly Max would be a major setback to the financial operations of NSCN-K in Dimapur and adjoining areas.

A notification received through the DIPR has notified the NSCN-K to show cause, within 30 days from the date of service of this notice, as to why the NSCN-K be not adjudicated as an unlawful association and why an order confirming such declaration be not made under the UAPA. The Government of India had declared the NSCN-K as an unlawful association on September 16, 2015. The Centre had constituted a tribunal comprising Justice Najmi Waziri, Judge of the High Court of Delhi, for adjudicating whether or not there is sufficient cause for declaring NSCN-K as an Unlawful Association.

Unlawful Activities (Prevention) Tribunal will hear the case of declaring NSCN-K as "unlawful association" in its sitting on January 14, 2016, 3 p.m. in Court No. 19, 'A' Block, Delhi High Court in New Delhi for further proceedings. According to DIPR report, the Registrar of Tribunal asked NSCN-K to appear before it through a duly authorized person on the mentioned date.

Arunachal Pradesh Chief Minister Nabam Tuki strongly refuted and rubbished the allegations leveled by MLAs Thangwang Wangham, Honchun Ngandam and Gabriel D Wangsu of using the NSCN-K to coerce representatives from Tirap, Changlang and Longding Districts to support his leadership.

Nay Pyi Taw / Myanmar

NSCN-K is reportedly attending the five-day UPC, which got underway on January 12 in Nay Pyi Taw in Myanmar. The five-day gathering would end on January 16 after the presentation of reports and conclusions from each thematic group. The newly elected Myanmar Government of NLD invited non-ceasefire signatory groups to first UPC including NSCN-K to serve as observers to audit the event.

Senapati District / Manipur

Two hardcore militants of the NSCN-K were arrested in Senapati District of Manipur. The militants - identified as self-styled 'Lieutenant' Lamang Kipgen (36) of Lilen village in Paren District of Nagaland and Seminlal Kipgen (23) of Langjol village of Senapati District - were arrested along with one 9 mm pistol and 5 rounds of ammunition from Daili village, a defence press release said. On questioning, Kipgen confessed that he was a top leader of NSCN-K and had joined the outfit in 1996, the release said. He was trained by the outfit and involved in recruiting cadres, it added.

Arunachal Pradesh Governor J.P. Rajkhowa said in a four-page report to President Pranab Mukherjee that three dissident MLAs had accused the former Chief Minister, Nabam Tuki, of "engaging with the terrorist outfit, NSCN-K". The reports also said that the law and order situation in the state has been deteriorating every day.

Peren District

Three cadres of the NSCN-K surrendered to State Government authorities in the presence of the AR. The cadres, whose identities were not disclosed for their safety, laid down weapons in a public function held at the Deputy Commissioner Office complex in Peren in Peren District. According to the AR, it was an unconditional surrender facilitated after the cadres through their families expressed their wish to eschew violence and "join the mainstream."

The cadres, two in their 20s and one in his late teens, laid down three pistols along with ammunition and a grenade in front of the Peren Deputy Commissioner and SP and the Commandant of the 18 AR. It was witnessed by a host of civil society representatives. Two of the cadres had joined the NSCN-K in 2009 and the third in 2011. The AR stated that the surrendered cadres got disillusioned after realising the futility of violence. "Life was hard in the jungle and at times we regretted for our acts against our own people," the AR quoted the cadres as stating.

PRO of the AR, Kohima alleged that through "various intelligence inputs" NSCN-K, ULFA-I and KLO are "carrying out opium cultivation and trade in Kachin Province of Myanmar". An AR press release alleged that NSCN-K cadres are "into cultivation and transportation of opium, but the same has been consistently denied by Khaplang." Based on a recent picture "uploaded" on social media by a senior leader of NSCN-K group and Finance in-charge of Nagaland "with poppy cultivation in the background," the PRO said that this "substantiates the claim made by various intelligence agencies that NSCN (K) is thriving on drug trafficking and opium trade."

"On social media Self Styled Col Isak Sumi claims that it is poppy crop in the background close to Kachin-China border," noted the PRO, thereby drawing the conclusion that NSCN-K is "using the illicit money earned through narcotics to procure war like stores, training of their cadres and running camps for training other militant outfits on a purely mercenary basis." The PRO AR went on to note in the press release that the "involvement of NSCN (K) in drug trafficking is posing serious problems for the Naga society in particular and North Eastern region as a whole."

Nagaland Governor P B Acharya urged NSCN-K and other militant groups to leave the path of violence and return to the negotiating table. He stressed that peace is pre-requisite for economic growth and social well-being of the citizens. The Governor said the framework agreement signed between GoI and NSCN-IM on August 3, 2015, was a momentous development which deserves to be welcomed by all. "This gives us a great opportunity to put the troubled past behind us and is the time for all of us to support the peace process for a permanent solution," he stated.

NSCN-K rejected the allegation of IGAR-N that it was involved in "narco-terrorism" and sought to clarify the allegation for public consumption. NSCN-K PRO 'colonel' Isak Sumi said the inhabitants of Chindwin Valley, both Nagas and non-Nagas, had for ages been tending poppy garden more or less as a tradition using the produced as a medicine to fight tropical malaria that claimed hundreds of life each year.

Laju and Noglo area / Tirap District

SFs in an operation arrested three cadres of NSCN-K from adjoining jungles of Laju and Noglo area in Tirap District. Initially only one militant was arrested in the jungle area of Kollam and later, acting on his tip off, two of his accomplices were arrested subsequently from Kollam and Noglo area. The NSCN-K cadres were identified as Alon Wangsa (28), Major Kommen Kanglon (30), and Napong Kangnong (19), the sources said.

Dimapur District

Nagaland CM, T.R. Zeliang said the state government was willing and prepared to play a role in bringing NSCN-K back to cease-fire (CF) with GoI to restart the process of dialogue. He said this at the celebration programme to recognize Aboi Town Council at Aboi in Dimapur District. While lauding the NSCN-K participation at the CF agreement programme in Myanmar, Zeliang expressed the hope that it would also re-enter a cease-fire with the GoI so that peace could prevail in Nagaland.

Lamenting upon the resurgence of bloodshed, after abrogation of cease-fire, the CM urged upon the NSCN-K to shun violence and join the negotiating table in order to solve problem through peaceful means. He reminded that there has been no record in the history, where killings had solved problems. Once NSCN-K decides to restore the CF, Zeliang assured that he would play his role in lifting the banned imposed on them.

The newly-created Naga outfit, which calls itself Eastern Naga National Government (ENNG) and intends to have an armed wing, came forward to challenge NSCN-K as a 'self-styled champion' of Naga cause and accused the present Naga leadership of being beset with internal factionalism, egoism and personal quarrels.

Following an intelligence report, the Army launched a combat operation near Assam and Arunachal Pradesh border and killed four militants in Na Kathalguri village under Bordumsa Police Station in Tinsukia District. According to sources, three of them were from NSCN-K and the fourth one was from the ULFA-I. Police recovered 2 pistols, 2 magazines with 25 rounds of ammunition, one AK-56 rifle with 3 magazines, 82 rounds of ammunition of AK series, 13,500 Kyat (Myanmarese currency), 6 mobile phone sets, 2 sets of Army fatigue, 1 pouch, 2 solar plates and 2 solar lights.

The NSCN-K alleged that the ENNG is an "initiative of India's age old trademark divisive craft to sabotage Nagas sovereign struggle under SS Khaplang led NSCN/GPRN. In a statement from its MIP, 'colonel' Isak Sumi of the NSCN-K stated that the "sly nature of furnishing bogus and non-existent identities of leaders of this newly flouted gang itself indicate insidious intent."

Stating that their leader, R. Stephen is "none other than Mr. Toshan Mossang of Nampong under Changlang District, Arunachal Pradesh and the rest of the leaders provided are all but fictitious," the NSCN-K MIP informed that it shall "not allow this India indoctrinated pariah gang to exist or function in Eastern Nagaland under any circumstance nor shall NSCN allow Eastern Nagaland to be used as breeding ground for anti-nationals, any individual or group associating with this gang shall be treated as collaborator and same yardstick shall be applied as with any anti-national element."

AR launched a search operation and arrested two OGWs of NSCN-K along with one AK 47 magazine, three 7.62mm SLR magazines and 94 rounds of assorted live ammunition from a house at Rengma Colony in Walford in Dimapur District.

Chumukedima village /Dimapur District

A cadre of NSCN-K, identified as 'lieutenant' Inato Ayee, was killed in an encounter with the AR near Chumukedima village in Dimapur District. According to the AR sources, the 37 AR launched an operation "in the area of Paglapahar and Razephema" following receipt of information about "presence of NSCN-K cadres attempting to re-establish extortion network in Dimapur, Chumukedima and along NH- 29." The cadre was killed in retaliatory fire after he shot at the AR troops, who were conducting search at the road leading from Rezephema towards Paglapahar Bridge, the AR stated. A cache of arms and ammunition, which included one 9mm pistol with ammunition, hand grenades and lathod rounds were recovered, the AR added.

According to the AR, the slain cadre was recently appointed as "Tax Collection In charge of Zunheboto" and added that "he was probably dispatched to Chumukedima for re-establishment of extortion network in the area." The AR further said that the deceased cadre had served as body guard of 'brigadier' Akaho Sema, who is now the finance secretary of NSCN-K.

The ENNG condemned the statement of 'Colonel' Isak Sumi of NSCN-K criticising the formation of ENNG. It stated that President of NSCN-K, SS Khaplang, was "manipulated by Indian NES, NPGs and other ethnic groups by their wrong political philosophy." The ENNG stated in a press that when Manipur was attacked on June 4, 2015, Khaplang was in Rangoon (Myanmar) on medical treatment and "nobody knows how he was appointed as a President of UNLFWESEA and his Organization forced into bandh for the period of 5 years." This, the ENNG stated, has resulted in the "failure of entire Naga National politics and loss of many of the Naga youth without any authentic reason and price."

March 18 Wokha District

The 28 AR arrested two cadres of the NSCN-K along with two Chinese grenades, one detonator, mobile phones and foreign currencies, in Wokha District. The arrested persons have been identified as Imchawapang Imchen alias Captain Imti Ao and Imtitongzuk alias Wapang Ao of NSCN-K. It was revealed that the grenades were being trans-shipped from Imphal under the directions of Finance Kilonser, NSCN-K to target FCI and SF personnel.

In a follow up joint operation with 32 AR troops in Dimapur District on the revelation of two arrested NSCN-K militants on March 18, two Chinese grenades, one pistol, three live rounds and two kilograms of TNT were recovered from various locations.

The NSCN-R will observe March 28 as a black day to protest against a year of abrogation of ceasefire by the NSCN-K group. "March 28 is a black day for us as instead of considering peace, the Khaplang group last year abrogated the ceasefire with the Indian government," Wangtin Konyak, president of NSCN-R, said. The NSCN-R came into existence in April 2015, immediately after the NSCN-K broke the ceasefire with New Delhi. The founders of the NSCN-R, who were formerly senior leaders of the Khaplang group and opposed to abrogating the peace pact, now have a ceasefire with the Indian government.

19 AR troops along with Police arrested one shop owner, identified as Savilie Ritse (50), during a search operation conducted based on information regarding repair of arms of NSCN-K cadres in a gun repair shop near Teenpatti junction in Kohima. Five Muzzle Loading Rifles, two .22 Rifles with 2 magazines, two 12 Bore Single Barrel Guns and one 12 Bore Double Barrel Gun without any gun licenses were recovered during the search.

A tribunal set up by the central government has upheld the ban on NSCN-K for five years. The Centre had set up the Unlawful Activities (Prevention) Tribunal comprising of a Delhi High Court judge for adjudicating whether there is sufficient cause for declaring NSCN-K an unlawful association under sub-section (1) of Section 3 of the UAPA, 1967. The UMHA had on September 16, 2015 declared NSCN-K an unlawful organisation for a period of five years under this law.

32 AR troops along with Police arrested an NSCN-K cadre from one of the houses at Burma Camp in Dimapur District. The cadre identified as Felix Lotha was arrested along with two pairs of Combat dress and two mobile phones, the AR said, adding he admitted that he is a civil wing cadre of NSCN-K and holding the rank of Khapur.

NSCN-K/ GPRN suspended one of its cadres identified as Nelie Vero of Chakhesang region from the national service with immediate effect. In a press statement, NSCN-K MIP stated that Vero was "forced to suspend" owing to his indulgence in "anti social activities" and "misused of power" towards the government. The NSCN-K/GPRN also informed the general public and various agencies not to deal with Nelie Vero without further order from the competent authority. NSCN-K MIP also requested all the HoDs, contractors, suppliers and business establishment under Chakhesang region that any kind of " revenue (taxation) or donations" shall be dealt by the chairman NSCN-K Chakhesang region who can be contacted at 96120 76022, 98626 44766. It also informed that the NSCN-K shall not be held responsible if any dealing was done without the knowledge of the chairman. NSCN-K stated that the notification has been served to avoid confusion.

The Joint Council meeting of Steering Executive and Cabinet, NSCN-IM in Dimapur, welcomed 19 "comrades" from various groups and conveyed immense appreciation for responding to the "call for unity and reconciliation". A press release from MIP, NSCN-IM informed that Shikuto Shohe, Kilonser, NNC lauded the leadership under Isak Chishi Swu and Th. Muivah for extending a warm gesture. He also expressed hope and trust that Nagas through NSCN and its leadership will surely bring political solution, the release stated. In the meanwhile, Yanpvuo Jungi, Tatar from GPRN/NSCN conveyed happiness with the signing of "Framework Agreement" with the Government of India. "By taking such a huge political step, the hope for solution and peace for the Naga people has become much closer than ever before. This is the reason why they have come to be a part of finding the final settlement," the release said. The 19 "home comers" comprise of cadres from NNC, GPRN/NSCN, NNC-NA, NSCN-K.

The NSCN-K, Shepoumaramth Region has asked general public, government departments, employees, contractors, suppliers, business establishments and NGOs which fall under the jurisdiction of the region to pay taxes to the Regional Government without fail so that the cause of Naga sovereignty can progress further. According to a statement issued by the outfit to the press, every collection of taxes will be done only through the knowledge of the Regional Head/Chairman of the GPRN/NSCN, Shepoumaramth Region. The Shepoumaramth Region, NSCN-K would stand firmly and gives steadfast support for the cause of Naga National Sovereignty under the unwavering leadership of SS Khaplang, it said. Anybody who is found wanting to this national duty is liable to be penalized and dealt accordingly as per the Government Azha, the statement said. The outfit also extended best wishes and support to all the fraternal revolutionary organizations of the region which are fighting together for the liberation of the oppressed people of the region.

NSCN-K has informed all media houses not to publish any press statements pertaining to the group unless it bears the credentials of MIP - NSCN-KK. This was informed in press statement by NSCN-K MIP 'colonel' Isak Sumi. NSCN-K has also termed the controversial press statement issued by 'colonel' Ghoheto Zhimo alleging tax collections from prison by jailed NSCN-KK workers as "misinformed and unauthorised statement arising due to communication gap". Therefore NSCN-K said the statement may be treated as null and void.

The Shepoumaramth region of the NSCN-K has cautioned the CEO of Senapati District and his staff at the district council, Senapati against corruption. In a statement, the outfit said that the officer and his staff have deducted a huge amount of money from the salaries of the teachers and set May 10 as the deadline to give a clarification. The outfit also questioned the public leaders and other frontal organisations why they did not raise their voice against the rampant corruption.

DGAR, Lieutenant General Harminderjit Singh Sachdev said that India and Myanmar have started joint border patrolling in some stretches of the "unfenced border" between both the countries. "In some places (joint border patrolling) it has started but not fully. The patrolling has not started all over, but in some specific areas. They (Myanmarese Army) also come and we also go there (Myanmar)," Sachdev said on the sidelines of investiture ceremony of the Assam Rifles. India has been urging Myanmar to take action against the rebels which include Manipur-based UNLF, PLA, KYKL, PREPAK; Assam-based ULFA and the NSCN-K operating from Sagaing division and the Chin State of Myanmar.

"There is no official communication on this (re-entering into ceasefire with NSCN-K) from the Government of India, and at this moment there are no initiatives from our side," Satyendra Garg, UMHA joint secretary in-charge of northeast affairs, said.

Reacting to the statement made by UMHA official stating that the GoI had no plans to re-enter into a cease-fire agreement with the NSCN-K, MIP NSCN-K in an emailed statement reminded that NSCN-K/GPRN "unilaterally withdrew from the Indo-Naga ceasefire and is fully prepared to face any eventuality". MIP further noted that "any future political steps will solely be determined by NSCN-K/GPRN taking into account the interest of the Naga people and the unresolved Sovereignty issue".

The NSCN-R asked the NSCN-K to "immediately stop meddling in the affairs" of the Nagas of Tirap, Changlang and Longding Districts of Arunachal Pradesh. The NSCN-R alleged that NSCN-K in conjunction with "different northeast groups including ULFA and the Manipur valley based groups (UNLWSEA)" carried out attacks on the former's camp in order to expand their "extortion network" by using Tirap-Changlang and Longding as a "corridor as well as a launch pad."

However, the NSCN-R stated in the press release from its MIP Secretary, that it will "never allow it to happen." "Attack on our camp has not come as a surprise as we know that Khaplang is a visionless leader," stated the NSCN-R. They alleged that the NSCN-K is attempting to "target" the area as it finds the three Districts in Arunachal Pradesh "lucrative for extortion sitting just across the border in Pangsau town and other nearby border villages." "As we are not interfering in Myanmar Naga area, Khaplang should also stop his misadventure in the three districts of Arunachal Pradesh. Our people are already facing enormous problems in the hands of various faction and groups. We are also not finding adequate attention either from the state or central government," noted the NSCN-R.

10 members from various Naga Political Groups joined the NSCN-R. According to a press release from the MIP NSCN-R, the 10 include six from the NSCN-KK and two each from the NSCN-IM and NSCN-K. The "home comers" have reposed their faith and confidence under the visionary and dynamic leadership of Y. Wangtin Naga and P. Tikhak, the MIP stated. "Their joining the NSCN (R) is the right decision taken in the interest of the Nagas, (sic)" it added.

Phenbiro village / Changlang District /Arunachal Pradesh

AR achieved a major success in its counter-insurgency operations against militants by busting a NSCN-K camp at Phenbiro village in Changlang District of Arunachal Pradesh. However, there was no report of any casualty from either side during the 24-hour long operation. One country-made weapon, combat dresses and a large quantity of administrative stores were recovered from the hideout, according to an AR spokesman.

The NIA will approach Myanmar and ask it to arrest NSCN-K, 'chief' SS Khaplang, search his hideouts and identify the outfit's camps near the border. The agency has also readied a request for red corner notices against Khaplang and 20 other terrorists of the outfit, which will be forwarded to Interpol in a week. The NIA probe revealed that Khaplang is a Myanmar national now and so the country is being asked to take action against him. Earlier, the agency had issued a red corner notice against the outfit's 'military commander' Niki Sumi. The agency, top sources said, through a MLAT request, is sharing the coordinates of NSCN-K camps on the border area along with photographs, from where planning of the June 4, 2015 ambush on an Army convoy was done.

A cadre of the NSCN-K, identified as 'captain' Nasaka Kinny, who was carried a INR 2 lakh reward on his head, for his involvement in the attack on AR troops at IG stadium (March 26, 2015), arrested from Thilixu area in Dimapur District. One AK-47 rifle, one US carbine, one Chinese hand grenade, two .22 rifle and two single barrel rifle, one prismatic compass, and 194 rounds of assorted ammunition were also recovered from him. Sources said, after executing the March 26 attack, fled to Ponyo Camp of the NSCN-K in Myanmar. "He returned to Nagaland with intensions to carry out attacks on security forces", sources added.

The NSCN-K asked the GoI to understand that "no amount of force however oppressive and overwhelming can be forceful enough to suppress the genuine human longing for freedom, liberty and justice for too long". A press note from the 'MIP' of the NSCN-K said that "declaring and treating the Naga freedom fighters as terrorist will not make us a terrorist…" The oppressed, it said "have every right to use every means to defend itself." It further asked the Government of India whether India would accept their freedom fighters who fought against the British being branded as "terrorists."

Indian troops are said to have entered Myanmarese territory for the second time in less than a year in pursuit of militants responsible for the May 22 deadly ambush on an AR convoy in Manipur and initial reports suggested that at least eight militants were killed in the operation on May 27, officials familiar with the matter said. "The AR has informed us that besides killing eight, they have picked up 18 militants who were later handed over to the Myanmar authorities," said an official from the security establishment. Security agencies are in process of trying to confirm the extent of damage. There has been no acknowledgement from the Myanmar authorities so far on the matter, the official said. "We are still collecting the details and cannot confirm the number of deaths. These camps where the action took place are located inside Myanmar beyond the free zone of 16 kilometre," the official added. Six soldiers of the AR were killed in the May 22 ambush, blamed on North East insurgent groups in Manipur. During high-level consultations in New Delhi to take stock of the matter, AR was instructed to initiate an action similar to the one in June last year (2015), people in the know said. According to AR report to the Centre, the militants who were gunned down in the latest attack belonged to the CorCom, a joint platform of militants groups operating in Manipur. The CorCom had claimed responsibility for May 22 ambush and even released photographs of its hit squad. Officials familiar with the matter said there was no clarity so far on the number of insurgents killed and there could also be members of the NSCN-K.

Molvom / Dimapur District

AR busted a NSCN-K's "extortion racket" and arrested its 'defense secretary', identified as Kughato Chishi, in an operation at Molvom area in Dimapur District. PRO IGAR-N stated, based on specific inputs the joint team launched an operation along Jharnapani-Molvom Road. The NSCN-K functionary was intercepted and upon identification/interrogation, Kughato confessed that he was an active member of the civil wing. During search, several extortion documents were also recovered.

PRO said Kughato had also confessed that he had moved to Kohima from Dimapur (in March 2016) on orders of NSCN-K 'finance secretary' 'Brigadier' Akaho. PRO also said Kughato was tasked to carry out extortion from government departments based at Kohima. He had distributed around 20 extortion notes to various government departments, demanding payment of 24% tax of employees, within two weeks, PRO stated. PRO further claimed that Chishi was "directed to deposit the extorted money in an account which was to be informed by Khenlie Jumah w/o 'brig.' Akaho Jumah".

The NSCN-K/GPRN 'MIP' in connection to alleged arrest of one Kughato Chishi by combined team of AR at Molvom in Dimapur clarified that, Kughato Chishi was not the 'defence secretary 'of NSCN-K and also 'brigadier' Akaho not the 'finance secretary' as alleged. The MIP stated that Kughato Chishi has not been assigned with any official responsibilities and therefore the testimonies rendered by him are null and void and NSCN/GPRN fully disowns the purported confessional statements of Kughato Chishi. It is also clarified that Khenili Jimo wife of 'brigadier' Akaho Jimo, finance in-charge Dimapur was not involved in any transaction. 'MIP' said that the criminals were producing forged "authorisation" letter of 'colonel' Isak Sumi issued to 'major' Kisheto for the financial year 2016-17 "on commercial/business enterprises and various government departments". According to a press release from AR, Nikato admitted his alliance with NSCN-K and revealed his service number as 12204. "The cadre was recruited with NSCN-K in January 2016 and had gone to Ponyu Camp (Myanmar) thereafter. The cadre returned to Dimapur after Basic Military Training in March 2016 and was tasked for extortion and violent activities in the town," the release alleged. The NSCN-K issued a clarification on the public consultation initiated by the Council of Naga Affairs and Naga Literature and Culture (Central), Myanmar on July 30, 2016 at Khamti, which had resolved to attend the upcoming 21st Century Panglong Conference and demand for a "Federal Status" under Myanmar constitution. Terming the demand for "Federal Status" under Myanmar constitution as "unwarranted and a complete contradiction to the Naga sovereignty struggle," the NSCN-K in a statement through its MIP said the early 70 years of Naga's struggle for sovereign independent nationhood cannot be equated or subjected to demand for mere constitutional reforms under the occupational authority.

It also explained that the September 13, 2007 UNDRIP supported by 144 countries, though a significant international effort to help eliminate human rights violation, discrimination and marginalisation against world's indigenous population, however, is not legally binding under international law and therefore not a political solution to the Indo-Naga -Myanmar political issue. The NSCN-K therefore said it censures any move to demand for any alternative other than sovereignty and cautioned that it shall not remain a silent spectator to the unfolding "sub-national activities" at the behest of "few vested interests" attempting to misguide the innocent common Nagas.

A day after MPs have expressed concern over flow of illegal weapons in the Northeast, the Central Government claimed that there is no information so far that insurgent groups in the region are getting support from neighbouring countries. In a Lok Sabha Question Hour discussion, UHM Rajnath Singh said that while there is intelligence input that Indian Insurgent Groups (IIGs) have established their camps, shelter houses and training centres across the border in neighbouring countries of the northeastern region, there is no specific information that NSCN-K is acting at the behest of neighbouring countries.

The State Government's decision to celebrate the Independence Day with a three-day programme has added to the worries of the police and security forces, more so following intelligence inputs that a few groups of militants managed to sneak into the State from their camps in Myanmar to create disturbance during the celebrations. Moreover, though there is no input about any threat from jihadi elements during the celebrations, the SFs are keeping a close watch on that front also as the threat perception cannot be overlooked. Sources said that according to intelligence inputs, a few groups of ULFA-I militants, along with NSCN-K militants, managed to sneak into upper Assam Districts and they are desperate to strike.

Heavy exchange of gun-fire took place between AR and NSCN-K cadres at near Chenmoho in Mon District after the soldiers allegedly raided some of the villages along the Indo-Myanmar border. "There was heavy exchange of fire between NSCN (Khaplang) cadres and Assam Rifles soldiers. The incident was reported early in the morning. As of now, no casualties have been reported," Yangba Konyak, SP, Mon, said. Sources added that senior government officials have reached the spot to take stock of the incident.

However, NSCN-K MIP, in a press statement issued to the media houses, claimed that the "Naga army cadres gunned down 5-6 Indian army commandos" in heavy exchange of fire, that took place on Friday (August 19) from 3.30 a.m. to 6 a.m. The MIP said its cadres manning the forward security post thwarted the attack by the 12 Para commandos of the Indian Army after they intruded in to Naga Myanmar area. The commandos tried to launch an attack "after walking one and half hour into Naga Myanmar area, after crossing Thorloi the first border village well inside Naga Myanmar." MIP said the Naga army first spotted the commandos and fired upon the advancing team, killing five to six of them.

Myanmar military authorities have denied that there was a recent exchange of gunfire on its soil between Indian army and the NSCN-K, the media reported. The denial referred to some media reports that the Army entered Myanmar territory and fought with the NSCN-K on August 19 and that the fighting lasted for three hours, Xinhua news agency reported. Myanmar military's information quoted witnesses as saying that the gun battle between NSCN-K and NSCN-IM occurred inside India, one mile west of the Myanmar-India border, and not in Myanmar. However, Myanmar military columns on the border were on full alert to ward off foreign troops from entering the country, the military authorities said. Myanmar would neither accept nor encourage any armed group to station on its soil to potentially terrorise the government, it said. The authorities insisted that Myanmar armed forces was working in tandem with Indian army and rendering cooperation in patrolling the border and exchanging information.

The NIA registered a case against NSCN-K, a banned militant outfit, on charges of large-scale extortion and unlawful tax collection from businessmen, organisations and tea planters in the Northeast, especially in Nagaland's capital Kohima and commercial capital Dimapur. Sources in the NIA said the case was registered on the instruction of UHM Rajnath Singh. "Last month, an NSCN (K) cadre, S. Khetoshe Sumi, was arrested by Nagaland police at Signal Basti in Dimapur town along with incriminating documents relating to extortion, tax collection and drugs, among others. We have initiated a probe to unearth the extortion and illegal tax collection by the banned terror outfit," a senior NIA official said. A preliminary probe has revealed that the S.S. Khaplang-led outfit has launched an extensive extortion campaign, targetting individuals as well as Government employees.

They further called for peace and said that "such hostilities by the Indian Armed forces are detrimental to the peace initiatives which are being undertaken by the Naga public organisations."

The NSCN-K claimed that its "special counter-ambush team of Naga Army attacked the Indian Army near Rilangkang village under Changlang District of Arunachal Pradesh" during wee hours of August 28 and "inflicted heavy casualties and injuries" on them. According to a statement released to the media by the 'MIP' NSCN-K, the Naga Army laid a counter ambush on the AR when they were returning to their camp after a failed ambush. "The Naga Army counter-attacked the Assam Rifles with concentrated heavy bombardment with machine guns, sub-machine guns, 40 mm grenades, explosives and hand grenades for more than one hour," the NSCN-K maintained.

Later when the Naga Army sanitised the area, they recovered one night vision goggle, several blood stained first aid-paraphernalia and bloody cotton and bandages strewn all over the spot, the MIP release stated. "Heavy casualties and injuries are expected on the attack; however the Naga Army sustained no death or injury," it added. The NSCN-K further claimed that its elite strike unit of Naga Army, on combat patrol detained several armed security personnel at a bridge near Barak Sibilong Village at Jiribam-Imphal Highway 37, Tamenglong District District on August 29 around 5pm.

Both were involved in the snatching of weapons of 5 IRB Battalion on August 29. Continuing its offensive against SFs, NSCN-K laid an ambush on the AR convoy injuring at least four AR jawans (troops) near Aghunato in Zunheboto District in the evening. According to reports, personnel of the 5 AR were returning after carrying out routine duty. The AR personnel were travelling in four vehicles-three mini trucks and one gypsy when cadres of the NSCN-K started firing indiscriminately from two-three directions, highly placed sources said. Army sources said four AR jawans were injured and were rushed to nearby hospital for medical aid. Sources added that additional security reinforcements have been rushed to Aghunato area to carry out search operations.

The NSCN-K claimed that six personnel of the 5 AR were killed while four others sustained critical injuries, in the September 2 ambush near Aghunato town in Zunheboto District. According to a press release from the 'MIP', NSCN-K, cadres of the Naga Army, NSCN/GPRN under "Operation Dawn" carried out the ambush at around 4:00 pm while the 5 AR were returning to Zunheboto in a convoy of four vehicles. "It is confirmed that six jawans were killed on the spot and four sustained critical injuries and more than dozen sustained less critical injuries," the MIP claimed and further added that the number of deaths could be as high as 8 to 10. The last truck was completely destroyed after falling into a roadside ditch, while two other trucks were also partially damaged having been fired upon from close quarters, the MIP stated. "The ambush spot was immediately cordoned off and no police or administrative officials were allowed to enter until the dead soldiers were transported away," the MIP further claimed.

However, AR sources earlier denied any such fatalities. Army sources said four AR jawans were only injured and were rushed to nearby hospital for medical aid.

The NSCN-K refuted claims that two of its cadres involved in snatching weapons on August 29 were arrested. "The allegedly arrested persons Kabigai and Lumkhaolung of Sibilong Village are mere innocent civilians and have no connection whatsoever with the NSCN-K in any manner," a statement from the MIP NSCN-K stated. The 33 AR claimed that it arrested two overground workers of NSCN-K along with IED weighing 4 kilograms during routine patrolling of Lungwa Village in Mon District. The two were identified as Phongsa Wangsa and Leiwang Wangsa, both residents of Myanmar, the press release from the AR stated. During interrogation, it was revealed that they were tasked by NSCN-K to carry IED and infiltrate along with a group of armed NSCN-K cadres into Nagaland, the release added. AR with Police representatives arrested a 'self-styled sergeant' of NSCN-K, identified as Rongsen Temjen Ao (38), during a search operation at New Site in Mon Town in Mon District. "The cadre had infiltrated along with a group of armed NSCN-K cadres into Nagaland and was tasked to carry out sabotage activities against Indian Security Forces," alleged a press release from AR. "The cadre has facilitated and coordinated movement of UGs across the border to carry out sabotage activities and inflict casualty on the Indian Security Forces and general public."

AR arrested one cadre of the NSCN-K, identified as 'lance corporal' Imkongakum Ao during an operation at PR Hill Kohima in Kohima District in the wee hours. "The individual when apprehended was in a highly intoxicated state having consumed some drugs," the AR claimed in its press release and added that several commonly used drugs - Altoprex-CT Cough syrup, Injection Dexona, and Tablet Alprazolam - were recovered from him. The AR claimed that it had received information of an NSCN-K cadre involving in extortion/tax collection activities from local shopkeepers at gunpoint in Kohima Town on September 15. A specially constituted team tracked the cadre and caught him in the house at PR Hill, Kohima at 1:45 am on September 18 morning along with "extortion slips" from the 'Ministry of Chaplee' (Finanace Affairs), NSCN-K, the AR release claimed.

Based on information about extortion activity in the area by NSCN-K cadres, AR troops along with Police launched a search operation and arrested one NSCN-K cadre, identified as Tomakum Yimchunger along with one .22 pistol from New Colony in Zunheboto District. Following his interrogation, another cadre of NSCN-K, identified as Keiseikham Yimchunger was arrested along with one .22 pistol with magazine, arms, etc from Khumishi A village in Zunheboto District. They were involved in extortion besides manufacturing and supply of illegal weapons to underground factions, AR release said. The arrested cadres were later handed over to Zunheboto Police.

A NIA team was in Nagaland recently to crack an alleged nexus between Government officials and militants and diversion of development funds to outfits. According to source, NIA officials questioned State Government officials and added that some heads may roll soon. Millions of rupees have reportedly been diverted to the coffers of militant outfits despite the Centre's efforts to stop it. Militancy and corruption are believed to be one of the main reasons behind the backwardness of the State. Though the Centre has banned the illegal collection of "tax" by the militants, there are at least nine outfits operating in the State that are extorting taxes from the people.

The NSCN-IM said it was the legitimate right of the group to collect tax from the people as they represented the voice of the Naga people. The ACAUT, a citizens' group, has come out strongly against taxation by militant groups and organised rallies throughout the State. Sources said the NIA was concerned about the NSCN-K, which continues to collect lakhs of rupees even after abrogating the ceasefire last year (2015). A source also said NIA had questioned State Government officials over militants employed in government departments.

A reported plan drawn up by the ULFA-I led by Paresh Barua and other rebel groups, which are part of the ULFWSA, to carry out strikes in the North East has set alarm bells ringing in security circles across the region, Information about the plan has reportedly been gathered by intelligence agencies in eastern Arunachal Pradesh, where two major rebel groups - the ULFA-I and NSCN-K - have been very active for several years now. According to the agencies, outfits under the front have been assigned specific tasks. These tasks range from targeting SFs, carrying out subversive activities and abducting Hindi-speaking businessmen, said sources.

The intelligence report, which is learnt to have come from a Central agency, has said that while NSCN-K and ULFA-I would target SFs in eastern Arunachal Pradesh where India, China and Myanmar meet, PLA, ULFA-I and NSCN-K would carry out similar strikes on SFs close to the India-Myanmar boundary in Manipur. Likewise, ULFA-I, I.K. NDFB-IKS, GNLA and KLO have been assigned the task of targeting SFs close to the India-Bangladesh border in Meghalaya, while ULFA-I and NDFB-IKS would carry out similar strikes close to the India-Bhutan border in western Assam. Assam Police confirmed having received similar inputs.

Nagaland Chief Minister T.R. Zeliang urged the NSCN-K to re-enter a ceasefire and hold talks with the Centre to bring a final solution to the Naga issue. "My government's endeavour is to bring back the NSCN-K into ceasefire. The group can also have ceasefire with the Myanmar government," Zeliang said while addressing the first conference of Naga village authorities, organised by the United Naga Council at Tagaramphung in Senapati District of Manipur. "If such a situation arises (if the NSCN-K agrees to re-enter ceasefire with the government of India), I will approach Prime Minister Narendra Modi to take up with his Myanmar counterpart the issue of ceasefire between the Myanmar government and the NSCN-K so that both countries can work out a formula for development of the Nagas," Zeliang said.

The NSCN-K, which had a ceasefire agreement with the Government of India since 2001, abrogated it in April 2015. It entered into a three-year ceasefire agreement with the Myanmar Government in 2015.

While two of them including a JCO died, eight others were injured," an AR spokesman said adding the conditions of two of them are stated to be serious.

NSCN-K claimed responsibility for the attack on 16 AR convoy, killing two Jawans (troopers) and injuring eight others in Nginu village in Tirap District of Arunachal Pradesh near India-Myanmar border on December 3. In a press statement, NSCN-K 'MIP' claimed that during the ambush one AR vehicle was completely reduced to ashes and all the occupants killed. Refuting the statement that only two AR jawans were killed and eight injured during the ambush, MIP claimed that more than nine AR jawans including an officer was killed on the spot and several others injured. MIP however said that there was no casualty/injury on their side.MIP further maintained that the NSCN-K Naga army would continue to sanitize their territory from forceful occupation by Indian military.

According to reports, the AR jawans killed in the December 3 ambush were identified as Rifleman Shree Bhagwan and Rifleman Nanwang S. Konyak.

A delegation of the NMA left for Myanmar to meet the leaders of the NSCN-K. A delegation led by the president of the association, Abieu Meru and its adviser, Rosemary Dzivichu, left for Myanmar via Tuensang. There were unconfirmed reports of a Naga MLA being part of the delegation. A source said the 'chairman' of NSCN-K, S.S. Khaplang, and other senior leaders, including Niki Sumi, the 'second-in-command' who is from Nagaland, will attend the meeting. The main purpose of the association's mission to Myanmar was to convince the outfit to join the peace process.

A four-member 'peace team' of the NMA led by its president Abeiu Meru recently crossed over to Myanmar to reach out to the NSCN-K, in order to urge the group to reconsider CF with GoI. Informing this in a press note, NMA president Abeiu Meru and advisor Dr Rosemary Dzuvichu said their appeal was conveyed to NSCN-K 'chairman' SS Khaplang and that their appointment was accepted to meet the 'chairman' soon. This was the second peace mission for a dialogue with NSCN-K across the borders since last year (2015) and NMA was hopeful of meeting the NSCN-K 'chairman' soon, it added.

Meanwhile, refuting the news report published in a local daily, that the peace team was led by the wife of an NSCN-K functionary, NMA said it was false and speculative. In the midst of armed conflicts, NMA said such wrong information by some news agency would give rise to misunderstandings. It further requested that proper confirmation be made before going to press. The association has thanked IGAR-N and commanders for granting permission to cross over without any problems and the willing support given by Naga mothers for peace initiatives.

A team of AR arrested one cadre of NSCN-K, identified as Avika Achumi alias Avika Sema from Teen Patti in Kohima District. According to PRO, IGAR-N, the arrested person was a 'deputy finance secretary' of NSCN-K operating from Kohima since August 2016. PRO said that a large number of extortion slips were recovered from his possession. PRO also claimed that, on interrogation the accused revealed that he was carrying out extortion/tax collection from various shops in Kohima.

Changlang District / Arunachal Pradesh

AR troops busted a hideout of NSCN-K and recovered arms and ammunition including eighteen live AK-47 bullets, one high-frequency wireless radio set with a spare battery, four pairs of camouflage uniform, medicines, rations and utensils from Phinbiro forest area in Changlang District of Arunachal Pradesh. According to AR sources, around 10 or 12 NSCN-K militants were taking shelter in the jungle hideout, with three bamboo huts and a sentry post. However, the militants managed to flee, taking advantage of the thick forests.

Based on specific input, AR recovered cache of ammunitions from the house of 'self styled colonel' Tinka Konyak of NSCN-K in Techa Colony of Mon District. According to PRO IGAR-N, 50 live rounds of 7.62 mm AK 47, one radio set Motorola, combat dresses, extortion slips of NSCN-K and other incriminating documents were recovered from stores that were dug under the floor of the house.

According to information available with the intelligence and security agencies, the militant groups of North East lost at least 50 per cent of the cash following the demonetization move of the GoI.

Though the vigil along the international border with Myanmar was intensified, the militant groups managed to send good amounts of old currency notes to India to exchange. Sources said that, the ULFA-I was keeping around INR 60 million in old currency notes in the camps in Myanmar. The outfit managed to exchange around 50 per cent of those in Nagaland. The outfit used the family members of the ULFA-I militants, who are now staying in Nagaland and their sympathisers and associates in that state to exchange the old currency notes.

Similarly, the NSCN-K tried to exchange old currency notes valued at around INR 50 million and the outfit also managed to exchange around 50 percent of the amount. The outfit sent a group to Zunheboto District for the exchange of currency notes. It is believed that the Manipur-based outfits also managed to get substantial amounts of old currency notes, but the amount is yet to be assessed by the security agencies.

SFs arrested two cadres of the NSCN-K from a remote village in Changlang District. The SFs also recovered one 9 mm pistol along with magazine, four live rounds and extortion notes from their possession, Based on specific inputs about the presence of armed underground cadres in Khamkhai under Nampong Police Station, AR troops launched an operation on December 23 and arrested the two cadres, who were identified as self-styled 'corporal' Rangtang Mungrey and self-styled 'private' Roshon Rai, both residents of Nampong. A release from AR said that the cadres were involved in extorting money from traders in Nampong area. During interrogation, they admitted that they belonged to NSCN-K and said they had undergone training in a NSCN-K camp in Myanmar.
