Tripura-based militants have shifted some of their hideouts in
Bangladesh due to the erection of barbed wire fencing along the
India-Bangladesh border. Deputy Inspector General of the Border
Security Force (Tripura Frontier), Sanjoy Kundu, informs the Chief
Minister Manik Sarkar that militants have been constrained to
move along the border due to fencing.

in the West Tripura district. They deposited two 9mm Pistols with
10 rounds, one 9mm Carbine with 10 rounds, two 9mm auto Pistols

as Satya Ranjan Debbarma, Jogal Debbarma, Ashis Kumar Debbarma,
Tapan Debbarma, Ashesh Debbarma, Indra Mohan Malsum and Satya

Three NLFT militants, Bimal Debbarma,
Mangal Debbarma and Rupchand Debbarma, of the Biswamohan Debbarma
faction surrender at Khumlwng in the West Tripura district.
At least nine militants of the
Meghalaya-based HNLC, including its senior leader Herman Pakyntein,
surrendered along with a rifle and two shot guns at Panisagar
in the North Tripura district. According to police sources, the
present cadre strength of the HNLC is estimated to be around 60
to 70, following the surrender.

The construction of rail track
between Kumarghat and Agartala is affected due to security threat
posed by the militants. Designated construction companies reportedly
urged the North Eastern Frontier Railway to ask the Tripura Government
to ensure adequate security at the construction sites. Out of
a total of 170 minor bridges, the construction of 162 bridges
was completed while work for eight more bridges is yet start.
Construction of tunnels at Longthorai Valley and Atharamura Hills
was also reportedly affected due to militant threat.

A leader of the ruling Communist
Party of India- Marxist (CPI-M), Phalendra Reang, who was abducted
by NLFT militants at gun point from his residence at Ashapurnaroaja
Para area in the Dhalai district on January 8, is released after
39 days of captivity.

One NLFT militant, Narendra Debbarma
alias Kalak, of the Biswamohan Debbarma faction is arrested from
his residence at Tuichakatar village under Salema police station
in the Dhalai district. Narendra was involved in the abduction
of a person, Sailendra Debbarma, from South Panbua under the same
police station. A collaborator of the same outfit, identified
as Sachindra Debbarma, is also arrested from Champahowar area
in the same district.

|
An ‘area commander’ of the NLFT,
identified as Krishnadhan Debbarma, is killed in retaliatory firing
by the security force (SF) personnel who were attacked by the
militants at Bablabari village under Champahaor police station
in the West Tripura district. SFs recovered spent cartridges and
other used materials from hideout of the militants who escaped
with Debbarma’s firearms. Debbarma had reportedly been on the
run for the past two years.
Two ATTF collaborators are arrested,
while they come to extort ransom worth INR 35,000 from a bottling
plant at Kalagachia under Sidhai police station in the West Tripura
district.
An ATTF militant, Sonaicharan
Debbarma, is arrested from South Goklunagar village under Teliamura
police station in the West Tripura district. Debbarma was reportedly
involved in the massacre of 15 non-tribal people at Kalyanpur
under Khowai sub-division on August 14, 2003.

district. They deposit two 38 factory-made revolvers along with
six live rounds of 38 ball ammunitions. The report adds that 21
militants surrendered before the 15 Assam Rifles alone in the
last four months.
Militants shot dead two persons,
Tikendra Tripura and Tapan Tripura, at Joychandrapara under Langatarai
Valley police station in the Dhalai district. Police suspected
the involvement of the Biswamohan Debbarma faction of the NLFT.
Two brick field labourers, Jiban
Oraon and Bijoy Oraon, were abducted by militants at Jagabandhupara
in the Dhalai district, while they were traveling in a truck.
Another person who was abducted escaped.
Two NLFT militants belonging to
Biswamohan Debbarma faction, identified as ‘sgn.’ Biralal Kishore
Jamatia alias Barchu alias Baga and ‘corporal’ Nayan Hari Jamatia
alias Nanjia, surrender at Jampaijala under Takarjala police station
in the West Tripura district. They deposit 9mm carbine ammn-20
rounds, 7.62 BDR-8 rounds, Chinese grenade-1. Two collaborators
of the same faction, identified as Sailaram Reang and Jagat Sadhan
Jamatia, also surrender with them.

Two suspected militants, Haranjoy
Reang and Debendra Reang, are arrested and four guns are recovered
following an encounter with security personnel at Tankaraipra
under Chawmanu police station in the Dhalai district.

March 2- abduction of two labourers from Jagubandhupara.

Tripurainfo reports that
personnel of the Bangladesh Rifles (BDR) arrested four militants
operating in Tripura, including a NLFT cadre Suren Debbarma, from
Moulavibazaar area on an unspecified date in February. Suren Debbarma
was involved in several ambushes on security forces and massacres
of civilians in Tripura. He was an ‘area commander’ of Nayanbasi
Jamatiya faction of the NLFT when he led a ambush on TSR, in which
20 security personnel were killed at Hirapur in the West Tripura
district on August 20, 2002. Later he defected to NLFT’s Biswamohan
Debabarma faction.
Tripura Chief Minister Manik Sarkar
informs the State Legislative Assembly that 171 civilians were
killed and 183 more were injured in militant attacks in the State
during January 2004 to January 2007. During the same period 197
civilians were abducted by various militant outfits. Chief Minister
further says 104 militants of different outfits were killed in
encounters with security forces and 71 security personnel were
killed in militant attacks during the same period. He mentions
that Biswamohan Debabarma faction of the NLFT carried out maximum
attacks during the period, including 93 attacks in 2004, 61 in
2005 and 62 in 2006. Chief Minister adds that 862 militants and
collaborators surrendered during the tenure of the present Government,
adding that highest figure of surrender was 322 in 2004. He further
says that the State Government has already informed the Union
Government about the presence of militant hideouts in Mizoram.

Two Tripura State Rifles (TSR)
personnel, Samir Choudhury and Aloke Das, are killed and two others,
Shyama Chandra Debbarma and Sukdeb Tripura, are seriously injured
in an ambush by ATTF militants at Binan Hazaripara under Champahawr
police station in Khowai subdivision of West Tripura district.
Militants manage to decamp with two AK 47 rifles.
Three militants, including a ‘lance
corporal’ of the NLFT, are arrested by the security forces following
an encounter at Tankarai Para under Chawmanu police station in
the Dhalai district. Four country made guns are recovered from
them.

that 5317 families were uprooted due to militancy during the last
three years and out of them, only 2786 families were rehabilitated
to their respective homes.

Two electronic detonators, bomb

weighing about one kilogram wrapped in a plastic bag is defused.

One BLFM militant, Gandhi Reang
alias Dragon, is killed at Asha para village near a displaced
Bru refugee camp under Kanchanpur police station in the North
Tripura district. According to police sources, Dragon was an inmate
of Refugee camp and he was involved in several militant activities.
While two other militants are arrested, one country made pistol,
one 9 mm revolver with two live rounds are recovered from the
encounter site.

Two ATTF militants, including
one identified as Kanchanlal Debbarma alias Kasak, are killed
at Marahadok village under Khowai police in the West Tripura district.
Other militants manage to escape from the encounter site. One
Chinese pistol and a Chinese grenade are recovered from the encounter
site.

|
Seven NSCN-IM cadres desert their
camp at Paithal in Khagrachari of Chittagong Hill Tracts in Bangladesh
and surrender at the Border Security Force (BSF) headquarters
in the North Tripura. They are identified as self-styled 'second
lieutenant' John Lithungo, 'sergeant major' Jackov Lovingson,
'sergeant' Dickson, 'sergeant' Ashin, 'sergeant' Manush, 'corporal'
Shetoy and 'captain' David Tpung. They deposit one AK-56 assault
rifle, one AK-47 assault rifle, four M-21 rifles, one sniper and
one 7.62 rifle, eight Chinese-hand grenades, 1,306 rounds of assorted
ammunition and eight magazines. The report adds that altogether
10 cadres deserted the camp on February 12, and on their way to
India they had an encounter with 17 militants sent from the Paithal
camp to chase them. Following the encounter, three of them were
dragged back to the NSCN-IM camp while the rest seven managed
to escape.

The number of surrenders of both
the ATTF and the Biswamohan Debbarma faction of the NLFT has risen
to 14, with the surrender of two hardcore cadres of ATTF, identified
as Predesh Debbarma and Purnab Debbarma, at Chakmaghat in the
West Tripura district.
One BLFM cadre, identified as
Kalkhuma Reang, sustained injuries when villagers of Kathalbagan
in the South Tripura district assaulted him. Police sources said
that a group of BLFM militants were trying to extort money from
the villagers when the incident occurred.

an IED blast in the Dhalai district. However, no casualties are

Two insurgents belonging to the
ATTF, identified as Udam Singh Tripura and Biswa Mohan Tripura,
surrendered before the security forces at Hrankhalpara under Teliamura
police station along with two guns and four bullets.
Three NLFT militants, Briguram
Jamatia, Dhancharai Reang and Mitrojy Reang, surrendered to the
security forces along with two country-made revolvers at Kanchanpur
in the North Tripura district.

Tiger Force (ATTF) surrendered to the security forces along with
one revolver, one grenade and 98 rounds of bullets in the West
Tripura district.

Seven militants belonging to the
NLFT and ATTF surrendered to the security forces at Jaharnagar
in the Dhalai district and at Khowai in the West Tripura district.
They also deposited 700 grams of explosive material, two detonators,
one Chinese-make grenade, one wireless hand set, 20 live rounds
of SLR, 15 rounds of AK series and 12 live rounds of 9mm revolver.

BNCT militants abducted two labourers,
identified as Sama Laxmi Chakma and Ramani Reang, from Chakbeha
Choudhurypara under Manikpur police station in the Dhalai district.
The BNCT, which maintains links with the NLFT, was reportedly
not active for a long time. However, the outfit has strengthened
its base at different places of Longtorai Valley subdivision in
the same district, a report said.
The Special Branch (intelligence
wing) of the Tripura Police revealed that the NLFT, depleted by
a spate of desertions and surrenders over the past three years,
is preparing to regroup itself and is reportedly planning to carry
out a fresh offensive against the security forces. Intelligence
sources added that the NLFT chief Biswamohan Debbarma held a meeting
with his commanders in a jungle hideout across the Indo-Bangladesh
border at Katacherra near Raisyabari in the Dhalai district on
May 17 and planned to target camps of the Tripura State Rifles
in the interior areas of the State.

Debbarma faction of the NLFT abducted six labourers from Govindabari
under Manikpur police station in the Dhalai district. They were
identified as Nikunja Nath of Padmabill in Khowai, Vidhyarai,
Hussain Miah, Fakar Miah, Gian Miah and Khalai Miah of Assam.

Debbarma faction of the NLFT, killed one Border Security Force
personnel, identified as Dina Bandhu Pal, patrolling at Raishyabari
border under Sikandar para Border out Post in the Dhalai district.
Security forces also recovered one magazine of SLR with 20 rounds
of cartridges from the incident site.
Three insurgents of the NLFT surrendered
before the Central Reserve Police Force at Nutunbazaar in the
South Tripura district, along with several live cartridges. Altogether
81 insurgents of different outfits have reportedly surrendered
to the security forces since January 2007.

Similarly, two unidentified insurgents of the ATTF surrendered

An arrested insurgent belonging
to the NLFT, identified as Maniram Tripura, managed to escape
from police custody when he is being taken to the Kulai hospital
for a routine check up at Kulai in the Dhalai district. He was
arrested on June 6 in connection with an ambush on a BSF patrol
party on the same day in which one BSF personnel is killed at
Raisyabari in the Dhalai district.

surrendered to the security forces along with two grenades, revolvers

funds meant for development work, as demanded by the militants.

is shot dead at Belbari under Khowai subdivision in the West Tripura
district.
Tripura Chief Minister Manik Sarkar,
while inaugurating the Khumulwng Degree College near Jirania in
the West Tripura district, stated that militant hideouts in neighbouring
Bangladesh have reduced from 55 to 26 over the past few years.
He said that the groups have been facing trouble following a surrender
of militants during the last two years, adding that militants
have lost their acceptance in tribal areas as the people have
realised the futility of militancy.

the ATTF, has stated in an online interview to a Website that
the NLFT and ATTF are operating jointly. "The present leadership
of NLFT is running the organization along correct lines. This
has made it possible for us to work together. As of now our relations
are very good", Debbarma said. "TPDF (political wing of the ATTF)
and NLFT are different organizations; their main objective is
one and the same - restoration of Tripura´s sovereign independence.
Some leaders of the NLFT were self-centred and promoted selfish
interests. They were not genuine revolutionaries. That leadership
has gone now," he added.

Tripura (BNCT) is reportedly carrying out a fresh recruitment
drive in the Kanchanpur and Longthorai valleys. About 42 tribal
youths were recruited from Mrityunjoypara, Sarbajoypara, Joymonipara
and Bhandarima under Kanchanpur subdivision in the North Tripura
district. Militants of the BNCT are reportedly operating under
the behest of the NLFT.

Ripan Debbara, and his associates are involved in the incident.
The militants attacked the villagers for demanding a security
camp at Rambabu Bazaar.

A batch of 135 cadres of the NLFT
is being imparted guerrilla training at a hide-out in Bangladesh.
Two NLFT militants, Sajanrai Reang and Swarna Reang, who surrendered
before the security forces at Manikpur in the Dhalai district
on October 22, revealed the information that the rigorous training
of the fresh batch is almost completed and ‘passing out parade’
is likely to be held by November. They have also revealed that
27 cadres of the batch will be sent to Karachi in Pakistan for
specialized training that to be imparted by designated officers
of the Pakistani external intelligence agency, Inter Services
Intelligence (ISI). Both the surrendered cadres also confessed
that they are imparted arms training in Hongkong.

surrendered along with five rounds of SLR before the Deputy Superintendent
of Police, Subash Debbarma, at Ganganagar in the same district.

of an unidentified militant group, is lynched to death by a group
of villagers of Lailakbari in the Dhalai district. However, his
associate managed to escape from the incident site. The villagers
alleged that the deceased and the other accused visited Lailakbari
on October 29 and distributed subscription notices on behalf of
a militant group.

and Ratish Debbarma, surrendered to the Sub Divisional Police

Assam Rifles personnel in a counter-insurgency
operation killed three militants belonging to the Biswamohan Debbarma

in the West Tripura district. They were identified as Rajmohan

and Shalsi Debbarma. Three AK-56 rifles, seven AK magazines, a
grenade, 231 rounds of ammunition, two explosive detonators and
some incriminating documents were recovered from the incident

The Tripura Director General of
Police, K. T. D. Singh, said that the outlawed terrorist groups
of the State are still maintaining more than 30 hideouts in Bangladesh
from where they are infiltrating armed cadres into Tripura by
taking advantage of the porous Eastern border of the State. "The
number of hideouts has not been reduced despite assurance of taking
tough stand and only one temporary camp has reportedly been relocated,"
he added.

cases in several villages under Jirania and Champaknagar area
of the district.

alias Sathai and Mrinal Debbarma alias Munwi surrendered before
the security forces at the Tripura State Rifles Post under Jirania

both the militants were escaped from their base hideouts in Bangladesh
with their wives and expressed their desire with the security
personnel to give up insurgency.

at Madhya Bagbari under Sidhai police station in the West Tripura
district.

The Tripura government announced
a special rehabilitation package for surrendered militants in
the State. Only the surrendered militants, who have not yet received
assistance from the central government, will be covered under
the scheme. In the first phase, a total of 1456 militants, who
had joined the mainstream before year 1998, will be rehabilitated
through existing schemes of the Tribal Welfare department, while
the remaining surrendered militants will be rehabilitated in a
phased manner. However, leaders of surrendered militants claimed
that altogether 6000 militants of different groups had surrendered
to the security forces before 1998 and they did not get any assistance
from the government.

Naisingpara area of the Kanchapur Reang camps in the North Tripura
district. They were identified as Rahela Reang, Dhuram Reang,

Singh stated that, "Terrorism in Tripura is now under control."
Compared to 152 civilians killed in insurgency-related violence
in 2000, the death toll in 2007 stands at only 19, he said. The
number of extremist-related incidents fell from 449 in 2000 to
102 in 2007. Similarly, abductions have reduced from 542 in 2000
to 58 in 2007, the police chief stated.
