Five CPI-Maoist cadres killed in Chhattisgarh

Five Communist Party of India-Maoist (CPI-Maoist) cadres were killed in a Police encounter in Chhattishgarh's Narayanpur District on February 7, reports PTI. The encounter took place at the forest area of Honganar in the District.

Maoists kill civilian in Orissa

The Communist Party of India-Maoist (CPI-Maoist) cadres killed one person, Sukura Oram, branding him as a Police informer in Sundargarh District on February 6, according to Times of India. His body was found with the throat slit.  

Meanwhile, the 72-hour strike called by the CPI-Maoists commencing on February 7in protest against proposed ''Operation Green Hunt'' evoked little response in  Orissa. There was no impact of the strike in any of the Maoist hit Districts, including Malkangiri, Koraput, Rayagada, Gajapati and Ganjam, Police said.

CPI-M party supporter shot dead in West Bengal

A Communist Party of India-Marxist (CPI-M) supporter Basu Das was shot dead by suspected Communist Party of India-Maoist (CPI-Maoist) cadres on February 6 in a Birbhum village, according to Telegraph. 

In addition, a pickup truck loaded with paddy was set ablaze by Peoples Committee against Police Atrocities (PCPA) supporters in West Midnapore on February 6.  

Times of India reports that there is a clear division in the Maoist ranks in Bengal for the first time since they started their campaign 15 years ago. Marshall, a ‘zonal leader’ and one of the architects of the insurgency in Jangalmahal, has turned into an acute headache for Koteswar Rao alias Kishanji. After over a decade in the guerrilla ranks, Marshall has raised his voice against Kishanji and other ‘non-tribal leaders’, branding them ‘outsiders’ in Jangalmahal. The sons of the soil, who are at the frontlines of dangerous tasks and carry out the Maoist policymakers’ orders, are being sidelined by outsiders like Kishanji, he said. Earlier, the Maoist leader Kishenji on February 5 had said that the Maoists were ready for talks if the Centre stopped operations against them.

Taliban militants kill ‘US spy’ in FATA

Taliban militants killed an Afghanistan refugee on February 7, for allegedly spying for the United States (US) in North Waziristan Agency of Federally Administered Tribal Areas (FATA), according to Daily Times. The dead body of Bakht Jan was found on the roadside at Humzoni, 10 kilometres west of the North Waziristan Agency headquarters Miranshah on the Miranshah-Dattakhel Road. A note lying besides the dead body read, “Anyone spying for the US will meet the same fate.”

Frontier Corps official among 10 persons injured in bomb blast in Quetta

Ten persons, including one Frontier Corps (FC) trooper, were injured in a bomb blast at the Imdad Chowk on Jinnah Road in Quetta of Balochistan on February 6, according to Daily Times. Police sources said a time bomb planted on a motorcycle exploded as soon as an FC convoy passed by. The injured were identified as FC personnel Abid, Shah Khalid, Iqbal, Jahangir, Salahuddin, Sajid, Gulbadin, Abdul Raziq, Fakhurddin and Ahmed. According to the bomb disposal squad, the bomb weighed four kilogrammes.

Three persons wounded in Assam

At least three persons were wounded when an unidentified militant opened fire on them at Khargaon area in Kokrajhar District on February 7, reports PTI.  

Further, one National Democratic Front of Bodoland (NDFB) militant, identified as Irkdaw Narzary, was arrested by SFs from Bhaitapara village in Chirang District, reports Telegraph. 

Altogether 403 Karbi Longri North Cachar Hills Liberation Front (KLNLF) cadres, including the outfit’s ‘chief’ Habe Tokbi, reached Karbi Anglong District headquarters Diphu, ahead of their scheduled surrender on February 11.  

Sentinel reports that the Assam Chief Minister Tarun Gogoi called for strict vigilance along the India-Myanmar border following reports of United Liberation Front of Asom (ULFA) ‘commander-in-chief’ Paresh Baruah seeking to regroup the remaining ULFA cadres in a bid to derail the peace process. He said, “Hence, the need of the hour is to increase vigilance along the Indo-Myanmar border by advancing the BOPs manned by Assam Rifles closer to the border.” He further said, “The Myanmar-based NSCN-K [National Socialist Council of Nagaland-Khaplang] has been offering all forms of assistance and logistical support to the ULFA, ever since it was formed, which must be curtailed at this crucial juncture though the good office of the central government.” Both Prime Minister Manmohan Singh and Union Home Minister P. Chidambaram expressed satisfaction over the comparative downward trend of level of violence in the Northeast barring, of course, Assam and Arunachal Pradesh.  Prime Minister Singh said that in the Northeast, the number of incidents has gone down in 2009 as compared to the preceding year.

Two political activists abducted in Andhra Pradesh

The Communist Party of India-Maoist (CPI-Maoist) cadres abducted a Congress party leader and a former Telugu Desam Party (TDP) panchayat ward member in Koyyuru mandal (administrative division) on February 7, reported The Hindu. A group comprising 12 to 13 members, which included two women, abducted Koyyuru mandal Congress president and a popular leader in the area, Kone Somaiah, and former panchayat ward member of Makavaram, Kakarla Balaiah, in two separate incidents after waking them up from their sleep. The distance between the villages where they were staying was four to five kilometres. “As per information received by us, the same group was involved in both the incidents. Till late in the evening, no one has claimed ransom or made any other demand,” Superntendent of Police Vineet Brijlal told The Hindu.

Taliban militants blow up girls’ school in NWFP

The Taliban militants blew up a girls’ school in the Huwaid village, eight kilometres north of Bannu in North West Frontier Province (NWFP) on February 6, according to Daily Times. However, there was no causality and injuries. “The explosive material was planted at three different places in the girls’ primary school, which completely destroyed five out of seven rooms of the building,” NWFP Education Minister Sardar Hussain Babak said.  

Meanwhile, Police arrested seven Taliban militants, including an important militant ‘commander’, identified as Tahir alias Ibne Qasim, during raids in Nowshera, reports Dawn.

Militants open fire in Manipur

Unidentified militants opened fire on the residence of a doctor, Nilachandra, at Khwairakpam Leikai Sega road in Imphal West District on January 31, according to a delayed report. Imphal Free Press reports that Nilachandra’s wife K. Sobita said that their residential goods including a car were set ablaze by militants during an earlier attack in November 2009.  

Separately, the villagers of Leisan, Tengnoupal and T. Bungmual in Chandel District in a press conference at New Checkon in Imphal East District on February 7 alleged that Kuki National Army (KNA), which is a signatory to the Suspension of Operation (SoO) agreement with Government, has been committing atrocities upon them. The report adds that two persons including a village chief were assaulted by KNA cadres at T. Bungmual village on February 1. 

Further, four Kangleipak Communist Party (KCP) cadres were arrested by the Imphal East Districts Police from Sajiwa near Public Health Engineering Department gate on February 6. They were identified as Atom Kumarjit (30), Khaidem Ongbi Tombimacha Devi (50), Laikhuram Yaimabi alias Tombi Devi (54), Potsangbam Anjali alias Naocha Devi (18). One auto rickshaw was recovered from their possession. 

Two Kanglei Yawol Kanna Lup (KYKL) cadres, identified as Mohan Meitei (30) and Nawo alias D Hanbir (28), were arrested by the Assam Rifles personnel from Kakching area.  

Two cadres belonging to Vice Chairman group of the People's Revolutionary Party of Kangleipak (PREPAK) were arrested by the Imphal West District Police from Khoyathong Pukhri Mapal. They were identified as Maibam Abung alias Nanao Singh (27) and Hijam Premkumar alias Suresh Singh (31). They were operating under one Chinglen of the faction and they were involved in extorting money from hotels and gas agencies. 

A PREPAK cadre, identified as Maibam Nanao Alhemba (30) of Uripok Shenam Leikai, was arrested by the Assam Rifles personnel.  

A PREPAK cadre, Chongtham Romen Singh alias Romesh (25), was arrested by the Thoubal District Police from Wangjing bazaar area. He confessed that he was operating in finance section under one Rameshore and Khumakcham Sanamatum Singh of Heirok on February 5. 

A cadre belonging to Military Council action of the KCP, identified as Wahengbam Raju Singh (21), was arrested by the Imphal West District Police. 

Meanwhile, Manipur Chief Minister Okram Ibobi Singh addressing the Conference of Chief Ministers on Internal Security in New Delhi on February 7 said that the almost unchecked trans-border movement of the Indian insurgent groups and the continued existence of their camps in Myanmar posed the real threat to internal security of Manipur and the Northeast region, according to Sangai Express. He said, “It is no secret that most arms and ammunition used against our security forces and the State police forces are smuggled in from Myanmar. It is also known that whenever our army, Assam Rifles and the State Police launch operations, the militant groups seek and find shelter in neighbouring areas of Myanmar.” He further stated, “Another serious angle is the active involvement of these insurgent groups in smuggling of huge quantities of narcotics like heroin. The proceeds are being used to finance in the procurement of sophisticated weapons and maintaining their leaders in foreign countries and their cadres in India.”

Maoists blow up railway tracks in Bihar

The Communist Party of India-Maoist (CPI-Maoist) blew up railway tracks to enforce their 72-hour bandh (general shut down) near Rajla station on Jhaja-Jasidih section of East Central Railway in   Jamui District on February 7, reports Times of India. The blast damaged railway tracks up to a stretch of about four metres on the down line and two metres on the up line. The train movement was consequently paralyzed completely for about 10-12 hours.

NSCN-IM abuses Assam Rifles in Nagaland

The Assam Rifles accused the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) of using derogatory language against it for arresting its ‘central administrative officer’ of   Chakhesang region in accordance with the laid down Cease Fire Ground Rules, according to Nagaland Post.

Arms and ammunition recovered in Wanni and Mullaitivu

Troops during search and clear operations in Omanthe, Vilpaththu,  Muruthamudei, Kumalamunai, Thanniuththu, Andankulam, Vellamullivaikkal, Kadiraweli and Puthukudiyiruppu  areas of Wanni recovered 11 Anti Personnel Mines (APMs), 50 60-mm mortar bombs, four Rocket Propeller Grenades (RPG),  six electric mines, 13 Para bombs, seven rounds of 14.5-mm ammunition, one 14.5-mm ammunition link,  three T-56 weapons, four T-56 magazines, 60 rounds of T-56 ammunition, eight 81-mm mortar bombs  and  70 rounds of 12.7 ammunition on February 7,  according to Sri Lanka Army report.  

Meanwhile, de-mining groups in Periyathampane, Sinnaparichchan, Pichchankulam, Nochchikulam Ampakamam and Adampan areas recovered 72 APMs, three 60-mm mortar bombs and one RPG on the same day.           

Further, Police in Mullaitivu area recovered 66 cans containing 25 kilograms of explosives in each on the same day.

Maoist training camp neutralised in Jharkhand

Two Communist Party of India-Maoist (CPI-Maoist) training camps were neutralised by the Police after a fierce encounter at Nawagaon in West Singhbhum District on February 6, reports The Hindu. The District Police force jointly with para-military force troopers were on regular combing operation in Maoist-infested areas when the encounter took place. The Police seized important documents from the camps.  

Meanwhile, on February 5 the Police had detected a 10-kilogram landmine planted under a bridge and had defused it, foiling a Maoist bid to blow up Police vehicles passing that way in Giridih District.

Infiltration bid foiled in Jammu and Kashmir

Troops foiled an infiltration bid by a group of suspected militants from across the border in Poonch District on February 7, according to Daily Excelsior. "The security forces foiled an attempt made by the militants early this morning to sneak into the Indian territory through Tringla nallah in Balakote Sector of tehsil Mendhar in Poonch,’’ official sources said. They added that Security Forces opened fire and pushed back the infiltrators adding, "the area has been cordoned and searches were intensified." The militants have repeatedly been trying to sneak in from the Line of Control (LoC) in Mendhar sector but the alert troops have thwarted their attempts.

Police arrest central member of SJTMM in Kapilvastu District

The Police arrested a central member belonging to Pawan faction of the Samyukta Janatantrik Terai Mukti Morcha (SJTMM), identified as Ravi Dutta Mishra alias Raj Guru in Kapilvastu District on February 7, along with one Italian Pistol, one magazine and two rounds of bullets, reports Nepal News. Police revealed that Raj Guru is also ‘chief of western and the far western command’ of the armed outfit. 

Separately, Khambuwan National Front KNF warned on February 6 to launch an arm conflict if the Government fails to establish a separate State of Khambuwan, reports Kantipuronline. The Front also flayed the proposal of Constituent Assembly’s Committee for Restructuring of the State and Devolution of State Power on federal model, claiming that the draft was baseless
