Hekmatyar further claimed that a peace agreement between the US and the Taliban will be signed soon. “I feel the agreement will be finalized soon. The recent statement by the US president about the incident in Khogyani District of Nangarhar in which he said that he (Trump) wants this to be the last American to be killed in Afghanistan, indicates that he (Trump) is serious about withdrawing its troops from Afghanistan,” Hekmatyar added.

Afghan President Ashraf Ghani on March 9 took oath for a second term but his main rival Chief Executive Officer (CEO) Abdullah Abdullah refused to recognise the inauguration, holding his own swearing-in ceremony, reports AL Jazeera on March 9. International representatives, including United States (US) special envoy Zalmay Khalilzad, and US and North Atlantic Treaty Organisation (NATO) forces commander General Scott Miller, attended Ghani's inauguration at the Presidential palace in the capital, Kabul. The two men issued invitations last week to parallel swearing-in ceremonies on March 9, after Abdullah disputed the February 18 decision by the electoral commission and proclaimed himself the winner. Meanwhile, Taliban spokesman Suhail Shaheen told Al Jazeera that the political standoff between the top leaders is "not a good sign for prospects of peace in the country".

Western envoys in Kabul in a statement on June 4, welcomed the formation of the High Council for National Reconciliation and called on Afghan parties involved in the peace process to ensure the inclusion of women, minorities and civil society institutions for meaningful peace negotiation, reports Tolo News.The statement reads: "The embassies of Australian, Canada, the Kingdom of Denmark, the Federal Republic of Germany, the kingdom of Netherlands, the kingdom of Norway, Sweden and the United Kingdom and the delegation of the European Union welcome the information of the High Council for National Reconciliation and hope that this will quickly be followed by the announcement of the date for the commencement of the intra-Afghan negotiations. These are critical steps toward an Afghan-owned and Afghan-led peace. " "It is now urgent that both the Islamic Republic of Afghanistan and the Taliban insist on the meaningful participation of women in these negotiations. History shows peace agreements are more durable and successful when women are fully integrated and engaged…The Islamic Republic of Afghanistan and the Taliban must actively include women in all dimensions of the peace process; leadership councils, negotiating teams, consultative shuras, technical and advisory team. we urge both sides to redouble efforts to appoint a greater number of qualified women to these bodies," the statement read. The Western envoys in the statement also stressed the importance of men as crucial advocates for gender equality and urged them to actively promote the involvement of the Afghan women in the peace process."The fundamental rights of Afghan women enshrined in the Afghan constitution must be preserved and strengthened as part of peace process. these include women's rights to work, education, freedom of movement and association and access to health care," the statement said.The statement concludes: "The chance for a peaceful and prosperous future Afghanistan relies on recognizing the power and harnessing the unrealized potential of Afghan women."

MSF said that the decision was made after the attack on the maternity ward on May 12, in which 24 persons were killed and 16 others were wounded. Although no group has claimed responsibility for the attack but the role of Islamic State Khorasan Province (ISKP) is suspected. MSF ran a maternity ward providing care to pregnant mothers and their infants.

The Interior Affairs Ministry’s Spokesman Tariq Arian said that 19 people were dead and 22 others wounded in the attack on Kabul University on November 2, reports Tolo News. The attack started at around 11:00 am in the morning when three attackers entered the university compound and moved towards a training center at Law Faculty that was apparently their main target as security sources put it. The Law Faculty is near the eastern gate of the university from where the attackers entered the compound. Some eyewitnesses said the attackers entered classrooms and opened fire at students and professors at the training center of the Law Faculty.
