President Mohammad Ashraf Ghani said that over 45,000 Afghan forces have lost their lives since he assumed office as the President of the country in 2014, reports Khaama Press on January 26. “Thirdly, since I have become president, a hundred thousand troops left. Over 45,000 Afghan security personnel have paid the ultimate sacrifice,” President Ghani said during a discussion with journalist Fareed Zakaria on the sidelines of World Economic Forum in Davos in Switzerland. He said “The number of international casualties is less than 72. So, it shows you who is doing the fighting and the support is mutual. We need to get a stable Afghanistan as an entity that can ensure security of America and Europe and others on the one hand, but more fundamentally our own democratic rights and institutions and our right to live in peace and harmony.” President Ghani had earlier said around 28,000 Afghan soldiers have lost their lives until the start of 2019. The latest revelation by President Ghani comes as the Taliban militants have increased their attacks against the Security Forces (SFs) during the recent years.

Militants have suffered heavy casualties during the operations of the Afghan National Defense and Security Forces in Kandahar and Zabul Provinces, Khamma Press reports on February 7.According to the informed military sources, the operations were conducted in the past one week, leaving at least 43 militants dead and 22 others wounded. The sources further added “Over the course of the past week, the 205th Corps has conducted joint operations with local security forces in both Zabul and Kandahar Provinces. These operations were a result of intelligence reports of Taliban safe havens. Therefore the 205th Corps has conducted fresh raids and clearing operations to disrupt terrorist activities in these Provinces. This has resulted in a total of 43 insurgents killed and an additional 22 insurgents wounded. Additionally, the 205th Corps engineer team has cleared over 25 homemade IEDs from harming local Afghan citizens.” The sources also added that “Currently the 205th Corps has an on-going operation to re-open the Kandahar-Uruzgan highway, which is a 75 kilometer stretch of highway that has been closed due to Taliban activity. So far, they have killed at least 12 insurgents and making progress to open the road.”

The United Nations Assistance Mission in Afghanistan (UNAMA) on February 23 released its latest report regarding the civilian casualties in Afghanistan, stating that 3,804 civilians were killed and 7,189 others were wounded in 2018, including women and children, reports Khaama Press. UNAMA attributed the majority of civilian casualties 63 per cent– to Anti-Government Elements (AGEs), 37 per cent to Taliban, 20 per cent to Daesh/Islamic State Khorasan Province (ISKP), and 6 per cent to undetermined AGEs. Pro-Government Forces caused 24 per cent of civilian casualties –14 per cent by Afghan national security forces, six per cent by international military forces, as well as four per cent by other pro-Government armed groups and forces, describing suicide attacks as key factor to the significant increase in civilian casualties while aerial and search operations have also been described as key factors in rising civilian casualties.

The Afghan National Army (ANA)’s 209 Shaheen Corps has conducted 88 military operations during the last one year, inflicting 3,771 losses to Taliban and other militant groups, said the Deputy Commander of the Shaheen Corps, General Adam Khan Matin, reports Tolo News on March 19. “In total, we launched 88 operations under ‘Operation Walid 97’, The operations were carried out to support rule of law, security and people’s safety. Around 64 of the 3,771 militants killed in the operations were foreign nationals”, he said. However, sources said that Security Forces (SFs) also suffered heavy causalities during this year in the north and north-eastern parts of the country, but Matin rejected the claims. “No security outpost of Afghan forces is under siege in the north and northeastern provinces of the country,” Matin added. ‘Operation Walid 40 in Balkh’, ‘Operation Toofan 25’ in Kunduz and ‘Operation Shaheen 1’ in Baghlan are ongoing against militants, he said.

The Afghan Government on April 3, announced that President Ashraf Ghani has approved the security plan for the current solar year as conflicts are intensifying between Security Forces (SFs) and Taliban in different parts of the country, reports Tolo News.The National Security Council said in a statement that the plan, named Khalid Security Plan, is aimed at boosting security across the country particularly the security of urban areas and highways. This comes as government figures show that almost 45,000 members of Afghan National Defense and Security Forces lost their lives in the past four years under the National Unity Government.

She said that although the number of civilian deaths saw some decrease during last year but added that the number of those sustained injuries during this period has sharply increased. The Taliban and Islamic State (IS) militants were blamed for most of the casualties.According to the AIHRC report, from the total number of 11,000 casualties, 3,032 people were killed while the remaining 8180 others were wounded. The report also states that casualties among the Afghan women were also increased during this period by 16 percent. The report says that the Taliban was responsible for 53 percent of the casualties, IS was responsible for 12 percent while the Afghan Security Forces and their foreign counterparts were blamed for 11.5 percent of the fatalities.

Over time it’s been classified or it’s no longer being collected,” Sopko said. “The classification in some areas is needless.” He also said that while "we all want peace," there are concerns that the push for a deal will overshadow critical planning needed for any agreement to have a lasting impact. "We've spent close to $1 trillion in Afghanistan," he said. "All of that is at risk if we screw up on the day after a peace agreement." Sopko pointed to the Afghan government's dire financial situation, and its dependence on US assistance to pay the salaries of the country's security forces, as a leading worry. In part, the blame rests with the Afghan government, Sopko said. Kabul, which provides some of the information to the US Defense Department, insists that certain data not be made public.

The party’s members said the Afghan government has “failed” to implement the suggestions of the Jirga delegates. A ceasefire, formation of a negotiating team and expediting the peace efforts were the main demands of the peace Jirga delegates which ended on May 3. “The president has not considered the suggestions made by the peace Jirga delegates,” said Abdullah Qarloq, the deputy head of the National Islamic Movement of Afghanistan. “Unfortunately, government’s aim about the peace Jirga was not peace, but it was an attempt to create challenges on the way of peace; therefore, it does not have an intention for peace,” said Assadullah Saadati, member of Hizb-e-Wahdat-e-Islami party. The Afghan government has not reached out members of mainstream political parties to consult on a strategy about the future of the peace talks with the Taliban, said Noor Rahman Akhlaqi, a Jamiat-e-Islami party member. Among the 20 prominent terrorist organizations active in Afghanistan, LeT ranks fifth in terms of fighters along with Al Qaeda and Islamic Movement of Uzbekistan, stated the Pentagon report, 'Lead Inspector General for Operation Freedom's Sentinel', for the quarter ending March 31. The report said the Department of Defence "identified the Haqqani Network, the Eastern Turkistan Islamic Movement (ETIM) and Lashkar-e-Taiba as groups that present the greatest threat to US and allied forces in Afghanistan". The drop in size of the ANDSF has occurred in the past few months due to changes in the way troops are counted and an effort to reduce the number of so-called “ghost” or nonexistent soldiers, the Special Inspector General for Afghanistan Reconstruction (SIGAR) said in a report to the US Congress on July 30. The report says that only those ANDSF personnel who have been biometrically validated in APPS are included in strength figures. This quarter’s ANDSF strength decreased by 41,777 personnel since approximately the same period in 2018, and by 50,277 compared to about the same period in 2017. According to the report, there are 180,869 Afghan National Army (ANA) and 91,596 Afghan National Police (ANP) personnel enrolled and accounted for in APPS as of May 25, 2019. This is roughly 10,000 ANA fewer and 25,000 ANP fewer than the numbers reported to SIGAR last quarter.80 This quarter’s strength of 272,465 puts the ANDSF at 77.4%, and 79,535 personnel short, of its goal strength of 352,000.81, the report added.

Earlier on September 20, the Afghan Independent Election Commission (IEC) in a report said that 431 polling centers out of 5,373 are to remain closed on election day due to insecure regions in the country. Critics also argue that most of the polling centers in Afghanistan’s central and southern regions are located in areas where the insurgents have a strong presence, however, the number of closed polling centers doesn’t seem to reflect this.
