Special Inspector General for Afghanistan Reconstruction (SIGAR), in its latest report, records marked increase in violent attacks in Afghanistan in the last quarter of 2019 compared with previous years, report Al Jazeera. According to a SIGAR report released on January 31, 2020; there were 8,204 attacks between October and December 2019 - up from 6,974 in the same period in 2018. "A turbulent last six months resulted in increases in overall enemy attacks [6 percent] and effective attacks [4 percent] in 2019 compared to the already high levels reported in 2018," SIGAR said in its quarterly report to the US Congress. Thirty-seven percent of the attacks resulted in people being killed or injured, the report said.

The Afghanistan Independent Human Rights Commission (AIHRC) in a report said that 2019, like previous years, once again was a deadly year for Afghan civilians despite ongoing peace efforts to end the 18-year-old war, reports Tolo News on February 4. The report indicates that 86,823 civilians, including women and children, were harmed by conflict between 2009-2019 (28,979 killed, and 57,844 injured). "The high number of civilian causalities indicate all sides’ failure to comply with international humanitarian law," the report said. In 2019, fewer civilians were harmed by conflict compared to 2018, the report says. In 2018 there was a total of 11,611 civilian casualties, and during the same period in 2019 there were 10,772 civilian casualties. The report says that the majority of civilian casualties have occurred in the southwestern zone, harming 3,453 victims, which is 32 per cent of all civilian casualties in 2019. "The Taliban is responsible for 71% of all civilian casualties in 2019," the report says, adding that Daesh/ Islamic State (IS) is responsible for five per cent, while, Afghan and international forces are responsible for 14% of civilian casualties. The perpetrators for nine per cent of civilian casualties is unknown, according to the report.

The United Nations released its latest report, UN Mission in Afghanistan (UNAMA), on civilian casualties in Afghanistan, documents up to 10,400 civilian deaths and injuries during the year 2019, reports The Khaama Press on February 22. The UNAMA in a statement said “The new report documents 3,403 civilians killed and 6,989 injured, with the majority of the civilian casualties inflicted by anti-government elements.” UNAMA further added “It is the sixth year in a row that the number of civilian casualties has exceeded 10,000.” “The figures outlined in the new report – released jointly by UNAMA and the UN Human Rights Office – represent a five per cent decrease over the previous year, mainly due to a decrease in civilian casualties caused by Islamic State of Iraq and the Levant – Khorasan Province (ISIL-KP),” the report stated. It also added “Civilian casualties caused by the other parties increased, particularly by the Taliban (21 per cent increase) and the international military forces (18 per cent increase), mainly due to an increase in improvised explosive device attacks and airstrikes.”

According to Afghan Government at least 21 Security Force personals and nine civilians were killed across twelve Provinces and 49 others were wounded, since the start of the Reduction In Violence (RIV) plan that began on February 22, reports Tolo News on February 28. According to the Ministry of Interior, on February 28, Taliban militants launched attacks on three Afghan Forces checkpoints in Kapisa, Laghman and Badakhshan Provinces, which resulted in the killing of at least one member of the Afghan Local Police (ALP) and the wounding of three others. February 28 was the seventh and last day of the reduction in violence period.

The Provinces of Badghis, Kunduz, Takhar, Nimroz, Faryab, Maidan Wardak, Sar-e-Pul, Logar, Samangan, Uruzgan, Balkh, Ghazni, Kandahar and Zabul witnessed attacks by the Taliban in last seven days. The following is the Province wise data: Badghis (15 killed, 6 wounded); Kunduz (5 killed, 2 wounded); Takhar (19 killed, 5 wounded); Nimroz ( 6 killed, 5 wounded); Maidan Wardak (3 killed); Sar-e-Pul (11 killed, 24 wounded); Logar ( 8 killed, 3 wounded); Samangan (2 killed); Uruzgan ( 9 killed, 2 wounded); Balkh ( 9 killed, 5 wounded); Ghazni ( one killed, 4 wounded); Kandahar ( 4 killed, seven wounded) and Zabul ( one killed). The United Nations Assistance Mission in Afghanistan (UNAMA) released its latest report regarding the civilian casualties in Afghanistan which were inflicted in the first quarter of 2020, reports The Khaama Press on April 27. “The UN Assistance Mission in Afghanistan (UNAMA) documented a total of 1,293 civilian casualties (533 killed and 760 injured) in Afghanistan during the first three months of the year, underscoring the heavy toll the conflict continues to inflict on the civilian population,” UNAMA said in a statement. The report further added that the anti-Government Elements (AGEs) continued to be responsible for the majority of civilian casualties – 55 per cent – during the first quarter, causing 710 civilian casualties (282 killed and 428 injured). “UNAMA attributed 39 per cent to the Taliban, 13 per cent to Islamic State of Iraq and the Levant–Khorasan Province (ISIL-KP) and the remainder to undetermined AGEs.” The number of civilian deaths attributed to AGEs – particularly the Taliban – increased by 22 per cent in the first quarter of 2020 as compared to the same period in 2019, mainly due to an increase in targeted killings and summary executions, UNAMA added.

The agreement was signed in February, 2020 in Doha, Qatar, after months of negotiations. Al-Qaeda has 400 to 600 operatives active in 12 Afghan provinces and is running training camps in the east of the country, according to the report. “The Taliban regularly consulted with Al-Qaeda during negotiations with the United States and offered guarantees that it would honor their historical ties,” the report states. The senior leadership of Al Qaeda remains present in Afghanistan, the report says, as well as hundreds of armed operatives, al-Qaida in the Indian Subcontinent, and groups of foreign terrorist fighters aligned with the Taliban. The report also highlights Daesh’s subversive activities in the country, saying that the UN monitoring team now estimates that Daesh numbers are as low as 2,200 in Afghanistan. The report says that Daesh "remains capable of mounting attacks in various parts of the country, including Kabul," but some of those attacks claimed “may have arisen wholly or partly from a tactical accommodation with the Haqqani network." UNAMA documented that Anti-Government Elements (AGEs) remain responsible for the majority of civilian casualties (58 per cent). Compared to the same period in 2019, the amount of civilian deaths attributed to AGEs remained at similar levels, although there was a decrease. The report said that the number of civilians killed attributed to the Taliban increased by six per cent in the first nine months of 2020, adding that the overall number of civilian casualties, killed and injured, attributed to the Taliban dropped by 32 per cent, mainly due to a reduction in the number of civilians injured by suicide attacks and ground engagements, though this was partially offset by an increased number of civilian casualties from targeted killings and illegal, indiscriminate pressure-plate Improvised Explosives Devices (IEDs).

261 Afghan civilians were killed and 602 injured as a result of Taliban violence in the last 50 days, the Ministry of Interior Affairs said on October 31, adding that the group conducted roughly 2,000 attacks during this period, reports Tolo News. “The Afghan National Security and Defense Forces in retaliation to these attacks inflicted heavy casualties to them (the Taliban). Over the past 50 days, up to 2,000 members of the Taliban terrorists were killed and wounded,” said Tariq Arian, Spokesman for the Ministry of Interior Affairs. The Afghan Government on October 31, said that it released over 6,000 Taliban prisoners for peace with the hope that violence is reduced and a ceasefire is announced, but the Taliban acted against the government's "goodwill gesture", defied its commitments and increased attacks on Afghans. “The Taliban did not stop this unjustified war against its own people. The group instead has increased the war.
