On February 24, during a book release function of retired police officer, Parag Baran Roy, at the state police headquarters Director General of police (DGP), VS Yadav, stated that militant outfit National Liberation Front of Tripura (NLFT) was trying to revive its strength in Tripura, report Northeast Now. Furthering elaborating his statement, DGP VS Yadav stated that NLFT in recent times have become active especially in extorting money from the companies involved in the construction of fences in the border areas. Upadhyaya says efforts of search and rescue of the abducted duo by the United Liberation Front of Asom-Independent(ULFA-I) has been futile, reports The Hindu on February 27.“The police, along with the Army and the Indian Air Force, conducted operations while trying to ensure that they are not harmed. Modern technology was used too, but the topography has made the efforts very difficult,” R.P. Upadhyaya, Director-General of Police in Arunachal Pradesh, told journalists.On December 21, 2020, ULFA-I militants had abducted Quippo Oil and Gas Infrastructure Ltd’s employees, drilling superintendent Pranab Kumar Gogoi from Assam’s Sivasagar district and radio operator Ram Kumar from Bihar, from a hydrocarbon drilling site in Arunachal Pradesh’s Changlang district.

According to Baruah, ‘negotiation is going on a good stead’ with the New Delhi-headquartered Quippo Oil and Gas Infrastructure Limited. Though ULFA-I faced social backlash over the Quippo abductions, yet Baruah in his interview stated that the outfit still enjoys ‘60 per cent public support’ in Assam.

On March 12, former National Democratic Front of Bodoland (NDFB) leader MD Batha along with the former members of NDFB formed a new militant outfit National Liberation Front of Bodoland (NLFB), reports Northeast Now. In a statement, the newly formed outfit consisting of 30 members claimed the reluctance of the Government of India (GoI) and the Assam Government has led to the formation of new group to fight for the rights of Bodo people. Over 1,600 rebels belonging to four factions of the NDFB had laid down arms days after the Bodo accord was signed between Bodo groups and the Centre in January 2020. Thirty-four years after it was formed with the aim of carving out a separate Bodoland state from Assam, all the four factions of NDFB had disbanded themselves.

Nationalist Socialist Council of Nagaland-Kitovi-Neopak (NSCN-KN) ‘chairman’ MB Neokpao Konyak and ato kilonser (Prime Minister) N Kitovi Zhimomi refutes involvement and expressed deep sorrow over the killing of three “Zeliang brothers” by unknown assailants, reports Nagaland Post. Citing the news report of a local channel, which stated that Zeme Council (ZC-Nagaland) president had accused NSCN-KN cadres of committing the act, NSCN-KN said this was totally uncalled for and a blatant attempt to tarnish the good relations between NSCN-KN and Zeliangrong people. It categorically denied any involvement, either by its civil or military workers, in the incident. On March 22, 2021, unidentified gunman killed three people (Zeliang) were killed and two vehicles burnt down by unknown assailants along a disputed Lamhainamdi village located at the border between Peren and Dimapur districts.

The four villagers were abducted on March 31 while working in the forest areas of Tusom village under Jessami Police Station in Ukhrul District. According to sources, the four villagers - VS Thumlan, NK Thanreimi, RS Pamshang and R Keinan were reportedly abducted on March 25 by National Socialist Council of Nagaland-Khaplang (NSCN-K) militants Earlier New Tusom village secretary Agarso stated that two abducted persons were later released only after ransom payment of INR 4,30,000.

The Centre has extended the Armed Forces Special Powers Act (AFSPA) in three Districts of Arunachal Pradesh besides four Police Station areas in three other Districts bordering Assam by another six months, and declared them "disturbed" in view of continuing activities of banned militant groups, reports The Assam tribune on April 1. According to a notification issued by the Ministry of Home Affairs (MHA), Tirap, Changlang and Longding Districts of Arunachal Pradesh and four Police Stations bordering Assam were declared "disturbed" areas under the AFSPA. "Tirap, Changlang and Longding districts in Arunachal Pradesh and the areas falling within the jurisdiction of the following four police stations in other districts of Arunachal Pradesh, bordering the state of Assam, are declared as 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to September 30, 2021 with effect from April 1, 2021, unless withdrawn earlier," the notification said. The four Police Stations are Namsai and Mahadevpur Police Stations in Namsai District, Roing Police Station in Lower Dibang Valley District and Sunpura Police Station in Lohit District. The decision was taken following a review of the law-and-order situation in the three Districts and the four Police Station areas concerned, an MHA official said.

In a statement signed by the member of publicity department of the outfit, Rumel Asom, the ULFA-I said that the company’s head office is outside the State of Assam where no “indigenous” people from Assam were recruited, despite the fact that the company was doing business in Assam and making profit. “It is unfortunate that you have not taken your responsibility with the importance it deserves,” it added. The statement said, “We are aware that you are recruiting your workers from outside Assam instead of the unemployed indigenous youths in Assam. This is contrary to the spirit of a ‘win-win’ relationship between a corporate and the locals.” The statement further read: “We are giving notice with this statement that, with immediately effect you relocate all your administrative offices to Assam and you will recruit only indigenous people of Assam (Thologiri) workers in various positions that open up in your company from now on.” “If you fail to comply with our just demand promptly, we shall take action to prevent your company from doing business in Assam,” the statement said, adding that no one connected with the company would be allowed to travel in the state in their business interest. “We trust that no one in your organization will take it as an empty threat and ignore this notice,” it further said.

The police official said that the 14 lawmakers are from Myanmar’s Chin state and Sagaing region and they belonged to the National League for Democracy (NLD) party, which won the November 2020 election. The Policeman said that at least 2,223 people from Myanmar have sneaked into Mizoram and are currently taking shelter in different parts of the state. Of the 2,223 people, 80 per cent are police personnel, while 20 per cent are other government servants like teachers, firemen and bureaucrats, he said.

The meeting saw the participation of the Inspector Generals (IGs) of three frontiers – Tripura, Meghalaya and Mizoram and Cachar Frontier along with BGB officials of the South-East and North-East regions and senior officials of Bangladesh's Foreign Affairs and Home Affairs ministries. According to official sources, the four day BSF-BGB Border Coordination Conference (BCC) would adopt certain strategies to curb trans-border crimes, smuggling of various contraband and cattle, fake Indian currency notes and pending development works along the frontiers of the two neighbouring countries. In a statement, BSF stated that common goal of establishing peace and tranquility along the international borders will be amicably resolved by the both parties after discussions. In recent years, BSF and the BGB have jointly cemented their friendly relationship and acquired new heights in mutual trust and cooperation by resolving all border issues through meaningful dialogues. The Naga Students’ Federation (NSF), denouncing the agreement which proposes the creation of Karbi-Anglong Autonomous Territorial Council (KAATC) in nearby Assam, as reported in East Mojo, stated that any deal without “the consent of the Naga populace who are the original inhabitants of the area” will not be accepted. NSCN-IM stated that Karbi Anglong, erstwhile known as Rengma Hills, is the victim of aggressive influx of outsiders for vested interests. The Rengma Nagas are the legitimate sons of the soil. The proposed KAATC is more of appeasement policy to pacify the six Karbi militant outfits, according to NSCN-IM. According to The Economic Times, Rengma issue in Assam constitutes one of the important agendas of Indo-Naga political talks which is still pending. The Rengma Naga People’s Council (RNPC) further demanded “creation of Rengma Hills Autonomous District bifurcating from Karbi Anglong” District if the accord is signed as it alienated the Rengma Nagas. According to the data available, against a sanctioned strength of 86,959 Police personnel, Assam presently only has strength of 71,608 Police personnel to maintain law and order of the state. As per data on Police organisations being compiled by Bureau of Police Research & Development (BPRD), sanctioned strength of Police personnel in India is 26,23,225, whereas actual strength is 20,91,488 and 5,31,737 vacancies are presently there in different States across India. In comparison, against a sanctioned strength of 26,738 Police personnel, Nagaland, the only State in India has 28,113 Police personnel, a surplus of 1,375 Police personnel. Almost all other Northeastern States have vacancies of Police personnel. Arunachal Pradesh has a vacancy of 2,737 Police personnel, Manipur with a vacancy of 5,634 Police personnel, Meghalaya having vacancy of 1,739, Mizoram vacancy is 3,205, Sikkim’ vacancy 810, and Tripura has a vacancy of 6,925 Police personnel. In a statement, UMHA has ‘issued advisories to the States for filling up these vacancies in the States and to bring in the requisite reforms in the Police administration to meet the expectations of the people’. UMHA also stated that the Central Paramilitary Forces are facing shortage manpower forces. Assam Rifles (AR) has the vacancy of 8035 personnel against a sanctioned strength of 65143, Border Security Force (BSF) has shortage of 28905 personnel against its sanctioned strength of 265173, Central Industrial Security Force (CISF) has a vacancy of 24161 personnel against a sanctioned strength of 163313, Central Reserve Police Force (CRPF) has vacancy of 27825 personnel against a sanctioned strength of 324723, Sashastra Seema Bal (SSB) has a total vacancy of 18633 personnel against its sanctioned strength of 97792, Indo-Tibetan Border Police (ITBP) has a vacancy of 5169 personnel against a total sanctioned strength of 88439 personnel. According to UMHA, efforts are also being to add more manpower strength to National Investigation Agency (NIA) who is facing staff crunch of 427 posts. This percentage of vacancy is 33.43 percent of the total sanctioned strength of 1277 posts.

On June 23, the National Socialist Council of Nagaland – Isak Muviah (NSCN-IM) said, the Union government opposing taxations by the outfit instantly violates the Framework Agreement wherein the two entities have agreed to coexist peacefully as two different entities sharing sovereign power, reports Northeast NOW. It further said that, opposing the Naga tax is nothing short of obstructing the Naga political movement and to let the Naga people be enslaved by India. As per the Framework Agreement, the Nagas are the masters of their own lands both below and above. “So, why should India interfere in the internal matter of the sovereign Naga people?” it asked. The outfit issued the release in response to Nagaland Governor and interlocutor for Naga talks RN Ravi’s statement on June 21 that the Indian government does not recognize collection of tax by any other entity other than by it or a state government. He also said that the forcible collection of money by any entity is extortion, which is a criminal offence punishable under the laws. The NSCN(IM) said, the National Socialist Council of Nagaland (NSCN) collected taxes to support the Naga people’s political movement, which had started in 1929 even before India attained independence from the British and it is highly unbecoming of the Governor who is “desperately trying to criminalize” the Naga political movement by questioning its right to taxation.

Assam Chief Minister (CM) Himanta Biswa Sarma on July 12 informed the State Assembly that at least 3,439 militants, belonging to different outfits, including United Liberation Front of Asom-Independent (ULFA-I), have surrendered in Assam in the last five years since 2016, reports Northeast NOW. He also informed that till July 6, 2021, a total of 748 arms and 19,299 ammunitions were deposited by the surrendered militants. He further added that a total of 1,306 arms, 20,722 different ammunition, 89 bombs, 599 grenades and 121.72 kilograms of explosives have been seized till July 6, 2021. The CM said skill development training is being provided to 1,800 of the surrendered militants. Also, 1,192 militants have been provided INR 100,000 each to take up some livelihood projects. Sarma said that the Assam Government has been in talks with 11 militant outfits including ULFA, Kuki Revolutionary Army (KRA), United Kukigram Defence Army (UKDA), Hmar People’s Convention- Democratic (HPC-D), Adivasi People’s Army (APA) and the All-Adivasi National Liberation Army (AANLA).

Speaking at the programme at Goibari in Basugaon of Chirang District of Assam to pay homage to former All Bodo Students Union (ABSU) president Jwhwlao Swmbla Basumatary, who was assassinated in 1996, CM Sarma stated that the Assam government will spend INR 160, 00, 00,000 to rehabilitate the surrendered militants of all the factions of the now-disbanded NDFB and also pay an ex-gratia of INR 5, 00,000 to the next of the kin of those killed in the Bodoland movement. He further said that the disgruntled groups, which so far kept themselves away from the peace process, now have started coming back to the mainstream to help the government in establishing permanent peace in the Bodo areas. On January 27, 2020, All Bodo Students Union (ABSU), United Bodo People's Organisation (UBPO) and all the factions of the NDFB signed a peace accord with the government, providing political and economic bonanza to the Bodoland region sans a separate state or Union territory. On August 14, the chairman of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), Q Tuccu said, the Nagas cannot forego the Naga national flag and Yehzabo (constitution) for the sake of exercising flexibility in political negotiations with the Government of India to find a solution to the decades old Naga issue, reports Northeast NOW. “NSCN cannot do such abominable thing before our Almighty God and before our Naga people,” Tuccu said while delivering his speech on the 75th Naga Independence Day celebration at Camp Hebron, the headquarters of the NSCN-IM. He reiterated that the Naga people were never a part of Indian Union. Tuccu also clarified that the National Socialist Council of Nagaland (NSCN) had not been rigid in the Indo-Naga political talks. “In reality, it is the other way round of repeating the same policy of shifting blames than taking responsibility,” he said. He said, “We have exhibited flexibility and spirit of understanding in a very sensible manner by appreciating the difficulties of the Government of India.” He accused the Centre for not respecting the rights of the Naga people. “Flexibility may be considered as political urgency to hasten the process of negotiation. But in the case of Naga political issue we have to draw the line as it matters safeguarding the identity of Naga people’s historical and political rights,” he added.

The accused persons have been identified as Rayilung Nsarangbe, a self-styled (ss) 'colonel' and ‘treasurer’ of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), his wife Ruth Chawang and Apam Muivah, ‘secretary’ to the outfit’s ‘prime minister’, Ato Kilonser. The assets worth INR 6,88,00,000 are in the form of bank balances, mutual funds and insurance products. The ED probe is based on an FIR and chargesheet filed by the National Investigation Agency in December last year. It was alleged that NSCN-IM ran a well-organised extortion racket in Manipur and Nagaland, resulting in diversion of government funds. It had been criminally intimidating the companies involved in road construction projects in Manipur and collecting huge sums as illegal ‘tax’. According to the ED, the outfit’s in-charge of four administrative Districts in Manipur reported to Rayilung Nsarangbe, as he was the treasurer of the “collective leadership”. They would submit the extorted money along with details of the collections to him. Huge amounts were being directly collected by him. While a major part of the funds was spent on the direction of the “collective leadership”, the rest was being deposited in the bank accounts maintained in the name of Rayilung Nsarangbe, that of his wife and Apam Muivah. He had also transferred funds to Apam Muivah from Ruth Chawang’s accounts, as alleged.

This promise was made by Village headmen of 80 villages during a security co-ordination meeting held at Assam Rifles base at Khonsa town in Arunachal Pradesh’s Tirap District. The village headmen said that they see no point in paying extortion money to the militants, as the Security Forces have been providing the villagers with the required security. The villagers of Tirap District further added that the militants often take away their livestock, forcing them to abandon rearing cattle. Non-SoO militant outfit Kuki National Front-Nehlun (KNF-N) claimed responsibility behind the killing. According to sources, seven of NSCN-R cadres who were using the mess and barrack as a base for illegal activities, were arrested and later released after giving due warning to the group for violating the Ceasefire Ground Rules (CFGR). The Ministry of Information and Publicity (MIP) of NSCN-R, through a press release, condemned the “arbitrary raid” by the Security Forces at the residence of its Finance Minister, Khekato in the wee hours on Monday. It said that the raid was conducted at around 2AM which caused “much chaos, fuss and fear psychosis in and around the vicinity, besides causing much harassment and mental affliction upon the family members including minor children.” The misadventures of the Assam Rifles (AR), Security Forces (SF) should stop “immediately by all means” and that the silence of the NSCN-R should not be taken as weakness, it added. It also said that the patience of the NSCN-R is just to observe the “spirit and sanctity” of the CFGR, further adding that the desire for peace should not be misconstrued as “cowardice or submission.” Although the NSCN-R sources acknowledged the Security Forces for handing back the seven cadres unharmed, it claimed that the residences of the NSCN-R leaders where some cadres reside cannot be treated as an illegal mess or barracks.

The central government said it will fulfil all the conditions laid out in the Memorandum of Settlement (MoS) signed on Saturday within the designated time-frame, paving the way for long-lasting peace and development in Karbi Anglong region. Union Home Minister Amit Shah said the Assam government would spend around Rs 1000 crore for the development of Karbi region in 5 years. Representatives of Karbi armed groups, who signed the MoS, were Pradip Terang, chairman of Karbi Longri North Cachar Hills Liberation Front (KLNLF), Kongkat Teron, vice-chairman of People’s Democratic Council of Karbi-Longri (PDCK), Wellesley Terang, chairman of United People’s Liberation Army (UPLA), Mensing Kramsa, chairman of Karbi People’s Liberation Tigers (KPLT), Sam Sing Tisso, chairman of Karbi People’s Liberation Tigers (KPLT) ceasefire and chairman of Karbi People’s Liberation Tigers (KPLT-R). “The negotiations have led to the signing of this Memorandum of Settlement which will ensure greater devolution of autonomy to the Karbi Anglong Autonomous Council; protection of identity, language, culture, etc. of Karbi people; rehabilitation of cadres of the armed groups; and focussed development of the Council area, without affecting the territorial and administrative integrity of Assam,” the MoS read. “The signatory armed groups have agreed to abjure violence and join the peaceful democratic process as established by law of the land,” the preamble of the MoS said. “The Government of India and the Government of Assam will take necessary steps to reserve 34 seats for STs and 10 seats under Open category for all communities, out of 44 elected seats in KAAC,” it added. Army, Paramilitary Forces and Police shall organise special recruitment rallies to recruit Karbi youths, according to the provision of the MoS. Pre-recruitment training exercises will be organized by the agencies to facilitate the process. “All signatory armed groups shall abjure the path of violence, surrender their weapons and disband their organisations within one month of signing of the Agreement. All camps occupied by these groups shall be vacated forthwith,” Chief Minister Himanta Biswa Sarma informed. Sarma also announced that the Assam government will provide financial compensation of Rs 5 lakh to each of the next of kin of persons who lost their lives in agitations related to autonomous state demand and have not yet been compensated in any manner.

A total of 387 cadres of the UPLA are set to return home and join the mainstream through the rehabilitation programme of the GoI. The outfit's Information and publicity ‘secretary’ Jerix Vaiphei stated that a total shutdown was imposed on September 13, 'Sahnit Ni', the Kuki's Black Day, restricting movement of vehicles and closing down all administrative offices and business establishments to pay tribute to the departed souls who had been killed during the Kuki genocide perpetrated by National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM). The total shutdown was violated in some areas and the group was compelled to take action even if it didn't want to harm innocent people, Jerix Vaiphei said, adding that a truck which violated the shutdown was fired at near Keithelmanbi Lamkhai in Kangpokpi District. Kuki National Front (KNF), an entity of the tripartite talks with the State and Central Governments, has clarified over the arrested ‘self-styled Commander-in-Chief’ (C-in-C) of the Kuki militant outfit at Delhi on September 20, reports E-Pao. The outfit's ‘information and publicity secretary’, Lh Stephen said that the reported arrest of ‘self-styled C-in-C’ of the alleged KNF, a non-suspension of operation (non-SoO) group, by Delhi Police's Special Cell has no connection with KNF whatsoever. He said that KNF is the oldest Kuki militant outfit and is currently under tripartite talks with the Governments under the banner of United People's Front (UPF) while adding that it had signed an extension of SoO recently with the Governments. He clarified that ‘self-styled C-in-C’ Mangkholam Kigen alias David is not the ‘C-in-C’ of KNF as reported in some media. He also said that as per KNF's finding, Mangkholam is a ‘self-styled C-in-C’ of the KNF non-SoO group, which has nothing to do with the original KNF and it has no mandate of the people. Niki Sumi-led faction of National Socialist Council of Nagaland-Khaplang (NSCN-K-NS) that signed a ceasefire agreement with the Centre recently, on September 20 said there should be ‘one inclusive solution’ for the Naga political issue, reports East Mojo. It is the desire of all Naga people that all Naga groups come to negotiating table with the Centre, Niki Sumi told a press conference at Dimapur. The Nagaland Government and the State’s civil society organisations have also been asking the Naga groups to come together to facilitate one solution for the decades-old problem. The solution to the problem lies in the hands of the Nagas and not only the Naga political groups, said Sumi who signed the ceasefire agreement with the Central Government on September 8. It is very crucial for Nagas in general to make a decision for an inclusive solution, said Sumi who heads a faction of the NSCN-K-NS.

Abonmai was on his way to attend a community outreach programme of the State Government to bring equal development in both the hills and valley at Tamenglong polo ground when around 20 militants of alleged National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) abducted him on the same day. Though a massive search operation was launched to rescue Abonmai, yet hours later, his body with bullet injuries was recovered. According to official sources, KLO’s leader Jiban Singha alias Tamir Das had sent a letter to Assam Government expressing his desire for talks. Following this, Assam Chief Minister Himanta Biswa Sarma in a tweet said, “In Continuation with Govt of India’s efforts to bring lasting peace in the region, I welcome the desire of KLO leadership to join mainstream at an early date to resolve all issues through political dialogues. The Union Ministry of Home Affairs (UMHA) has extended Armed Forces (Special Powers) Act 1958 (AFSPA) in Nagaland for another six months from December 30 (Today) onwards, reports Northeast Now on December 30. Referring the entire state as “disturbed area”, UMHA in a notification stated, “Whereas, the Central Government is of the opinion that the area comprising the whole of the state of Nagaland is in such a disturbed and dangerous condition that the use of armed forces in aid of the civil power is necessary. Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (No.28 of 1958) the Central Government hereby declares that whole of the State of Nagaland to be ‘disturbed area’ for a period of six months with effect from 30th December, 2021 for the purpose of the said Act.” Earlier in June, 2021, the Centre had declared Nagaland as “Disturbed Area” and further extended the operation of the Armed Forces (Special Powers) Act, 1958 for 6 more months. This notification comes at a time when demand for AFSPA following the December 4 incident compelled UMHA to form a seven-member panel to suggest withdrawal of AFSPA. The panel has been asked to submit its reports within three months.
