On February 11, four National Liberation Front of Tripura (NLFT) militants surrendered in Tripura, reports Northeast Now. The four militants identified as Sethi Debbarma, Rajib Debbarma, Bisharam Reang Lalong and Zawmina Reang had fled from NLFT camp at Bagaichari under Rangamati District of Bangladesh on January 31. In their statement, the surrendered militants stated that they were frustrated with the present predicament of NLFT outfit and continuous pressures and motivation of Tripura Police.

Around 1040 militants belonging to five different Karbi militant groups surrendered before Assam Chief Minister Sarbananda Sonowal in Guwahati of Kamrup Metropolitan District in Assam, reports Hindustan Times. Among the militants, most wanted militant leader, Ingti Kathar Songbijit of Peoples’ Democratic Council of Karbi Longri (PDCK) and previously the chairman and commander-in-chief of National Democratic Front of Bodoland – Songbijit (NDFB-S) also surrendered. Other than PDCK, 1,039 other militants belonging to four militant outfits of Karbi Anglong - Karbi Longri North Cachar Hills Liberation Front (KLNLF), United People's Liberation Army (UPLA), Karbi Peoples’ Liberation Tiger (KPLT) and Karbi Liberation Front (KLF) also surrendered, reports Northeast Now. A formal ceasefire agreement with Songbijit’s PDCK and the other four outfits is expected to be signed on February 25 at Karbi Anglong in presence of Union home minister Amit Shah. The surrendered militants laid down a total of 338 arms including 58 assault rifles, 4 light machine guns (LMGs) and over 11,000 rounds of ammunition.

Twenty militants belonging to four different outfits surrendered on March 9 before Manipur Chief Minister (CM) N. Biren Singh in a ‘Homecoming Ceremony’ organised at the banquet hall of 1st Manipur Rifles battalion in Imphal of Imphal West District in Manipur, reports The Indian Express. Among the 20 militants, 16 belonged to Thadou People’s Liberation Army (TPLA), two were from United National Liberation Front (UNLF), and one each from People's Liberation Army (PLA) and People’s Revolutionary Party of Kangleipak –pro (PREPAK- pro). The surrendered militants deposited arms and ammunition including an AK-56 Rifle, one M-15 Rifle, one MK-33 Rifle, one Uzi SMG, one Lethod gun, one Glock 19 pistol, six 9mm pistols, two .32 pistols, one .22 pistol and 75 assorted ammunitions. Under the Revised Scheme for Surrender-Cum Rehabilitation of Militants in the North East States, 2018 of the Union Ministry of Home Affairs (UMHA), rehabilitation benefits given to the surrendered militants included a one-time financial grant of Rs 4 lakh to each surrendered rebel, which is to be kept in a bank in their names as a fixed deposit for a period of three years. The militants will stay in a rehabilitation camp for three years, during which they will be paid a monthly stipend of Rs. 6,000 each. Incentives for surrendered weapons have also been provided.

Eight cadres belonging to the various factions of the National Socialist Council of Nagaland (NSCN) surrendered before a joint team of the Arunachal Pradesh Police and the Assam Rifles (AR) in Longding District of Arunachal Pradesh on April 13, reports East Mojo. According to sources, altogether five cadres from Yung Aung faction of National Socialist Council of Nagaland-Khaplang (NSCN-KYA) and three cadres from Nationalist Socialist Council of Nagaland-Reformation (NSCN-R) surrendered before the joint team of Security Forces (SFs) headed by the Longding, Superintendent of Police (SP), Vikram Harimohan Meena. The surrendered militants were received by the Bodoland Territorial Council (BTC) chief Pramod Boro, Assam’s Water Resources Minister Pijush Hazarika, Chief Minister’s political advisor Jayanta Malla Baruah and Special Director General of Police (DGP) (Law and Order) GP Singh. The remaining militants of the outfit are likely to surrender within a week. According to sources, due to extensive anti-insurgency operations along the Assam-Arunachal border in Udalguri District, the group was forced to surrender. In the last five months, the NLFB have been hiding in the jungles bordering Arunachal Pradesh and Myanmar and surviving primarily on attempted extortions. Earlier National Investigation Agency (NIA) had a bounty of INR 10, 00,000 on Batha. He earlier with the banned National Democratic Front of Bodoland (NDFB), had laid down arms along with 1,615 insurgents of the NDFB in January 2020 (after the signing of the third Bodo Peace Accord), and later went underground and in March 2021, announced the formation of the NLFB.

Police said, during interrogation, the three militants identified as Alindra Reang (25), Anida Reang (35) and Drawkumar Reang (30), residents of different villages under Ananda Bazar Police Station limits in North Tripura District, said that acute scarcity of food and money has forced them to flee from their base camps in neighbouring Bangladesh and surrender. The militants told the Police that they joined the militant outfit in 2019 and underwent training at its camps in Bangladesh, and were involved in extortion activities in the interior areas of the State. “They suffered hardship of jungle life and got frustrated with the ill behaviour of their so-called leaders, who enjoy luxurious lives in Bangladesh and Myanmar,” a Police official said. Orang was the ‘convener’ of the outfit’s Assam State Organising Committee (ASOC) and also the ‘general secretary’ of its Barak and Brahmaputra valley zonal committees. The Maoist, who hails from Samuktola village in Dibrugarh District, did not lay down any arms or ammunition. His surrender is a major setback for CPI-Maoist in Assam and the ASOC would be leaderless, a Police statement said. Orang was associated with Students' Federation of India (SFI) and Communist Party of India-Marxist (CPI-M) from 1989 to 1999. He joined the CPI-Maoist in 2006. On December 8, four militants including three National Liberation Front of Tripura-Biswamohan Debbarma (NLFT-BM) militants and one Kanglei Yawol Kanna Lup (KYKL) militant surrendered before the Border Security Force (BSF) in Tripura, reports The Indian Express. The three NLFT-BM militants were identified as self-styled ‘sepoy’ Suku Chandra Debbarma alias Swrang, Deba Mohan Tripura alias Dompai and Pankhichan alias Bura while the KYKL militant was identified as Vidyananda alias Bomocha. During questioning, self-styled ‘sepoy’ Suku Chandra Debbarma alias Swrang confessed to kill BSF Sub-Inspector Bhuru Singh and constable Raj Kumar in August, 2021 along with another NLFT-BM militant Saruj Debbarma alias Usharanjan.
