Terrorism affected 161 Police Districts across the country, especially Maoist-hit states of Jharkhand, Bihar, Maharashtra, terror-hit Jammu and Kashmir, Assam and other Northeastern states in 2019, according to inputs submitted to Union Ministry of Home Affairs (UMHA) by Bureau of Police Research and Development (BPR&D) organisation in its Data on Police Organisations-2019, punjabnewsexpress.com reports on January 3. However, there was a slight fall in the number of terrorism or extremism affected districts in the country in 2019 compared to 174 in 2018, the UMHA's focus is to reduce the number at its maximum level in 2021. Jharkhand was on the top where 22 districts were affected by terrorist or extremist problem in 2019 followed by Bihar (17); Assam and Manipur (with 16 each); Odisha and Jammu and Kashmir (with 15 each); Chhattisgarh (14); Nagaland (11); Telangana (8); Andhra Pradesh (6); five each in Kerala and West Bengal; three each in Arunachal Pradesh, Maharashtra and Uttar Pradesh; and Madhya Pradesh (2). A graph mentioned in the report shows that the number of police districts affected in 2011 was 188, which went down in 2012 affecting only 176 districts, then another round of fall in 2013 affecting 173 districts, and 170 in 2014. With a slight jump of 172 districts in 2015, the number went up to 181 in 2016 and maintained its earlier top position with 188 terrorism affected districts in 2017 -- the third year of the reign of the Narendra Modi-led government.

5,922 people were arrested in different parts of India between 2016 and 2019 under the Unlawful Activities (Prevention) Act (UAPA), the Government informed Parliament on February 10, reports Free Press Journal. In a written reply to a question in the Rajya Sabha (Upper House of Indian Parliament), Union Minister of State for Home, G Kishan Reddy said according to the latest data of the National Crime Records Bureau (NCRB), the total number of people arrested under the UAPA in 2019 was 1,948. A total of 5,922 people were arrested under the anti-terror law between 2016 and 2019, while 132 people were acquitted during the said period, the minister added.

The Government of India (GoI) declared a total 42 terrorist organisations like the Lashkar-e-Taiba (LeT) and the Jaish-e-Mohammed (JeM) banned for their involvement in various acts of terrorism, which is largely been sponsored from across the border, reports NDTV. Union Minister of State for Home G Kishan Reddy in Lok Sabha on March 9 stated that 635 terrorists were killed by security forces in Jammu and Kashmir between 2018 and 2020, while 115 civilians lost their lives to terror violence in the Union Territory during the period. He further stated that three civilians were also killed in the hinterland due to the terrorist violence in last three years. In response to a question, Union Minister of State for Home Nityanand Rai stated that 61 cases of infiltration were reported along the Indo-Pakistan border in last two years, 1,045 infiltrations along the Indo-Bangladesh border and 63 along the Indo-Nepal border.

5,128 cases under the Unlawful Activities (Prevention) Act UAPA and 229 on charges of sedition have been lodged across the country in a five-year period from 2015, Rajya Sabha (Upper House of Indian Parliament) was informed on March 10by Union Minister of State for Home G Kishan Reddy, reports outlookindia.com.Manipur topped the charts in terms of cases lodged under the UAPA, with the northeastern state alone accounting for 1,786 or 34.82 per cent of the total cases.The data, updated till December 31, 2019, was based on a compilation by the National Crime Records Bureau (NCRB), Reddy stated.A total of 897 cases were lodged under the UAPA in 2015 followed by 922 in 2016, 901 in 2017, 1,182 in 2018 and 1,126 in 2019, it showed.According to the data, 30 cases were lodged on charges of sedition in 2015 followed by 35 in 2016, 51 in 2017, 70 in 2018 and 93 in 2019.Manipur lodged 522 cases under UAPA in 2015 followed by 327 in 2016, 330 in 2017, 289 in 2018 and 306 in 2019 -- the maximum among all states and union territories during the period except for 2018 when Assam had 308 such cases, it showed.In terms of sedition cases, Bihar topped the list in 2015 with nine such cases followed by Haryana in 2016 with 12 cases, Assam in 2017 with 19, Jharkhand in 2018 with 18 and Karnataka in 2019 with 22 cases.

Central Reserve Police Force (CRPF), Director General (DG), Kuldiep Singh, on March 18, said 226 terrorists were killed during operations in Jammu and Kashmir (J&K) since 2020, while 296 were apprehended, reports Daily Excelsior. He also said, stone-pelting incidents in the Kashmir Valley have “reduced drastically”, although they have not stopped completely. The stone-pelting incidents have now been reduced to 10 per cent of what it used to be earlier, he said while addressing a press conference on the eve of the CRPF’ 82nd anniversary in New Delhi. “In Jammu and Kashmir, where the force works in close coordination with the state police and the Indian Army, 215 terrorists were neutralised in 2020 and 11 terrorists were killed this year,” Singh said. During the same period, 296 terrorists were arrested by the Security Forces (SFs) while eight surrendered. Also, the CRPF recovered 378 arms and 41 Improvised Explosive Devices (IEDs), while 275 encounters/attacks took place during the same time period. Asked about the threat posed by “sticky bombs” in Jammu and Kashmir, he said, “While frisking a vehicle, we keep in mind the threat of sticky bombs. Although, we have not seen any such incident where we found sticky bombs attached to a vehicle. But yes, it is a challenge, we know it, they (terrorists) might try to use it and we have briefed our forces about it.” He said at the instance of an accused, a few sticky bombs were recovered from some areas. The DG said normalcy has been restored to a large extent in Jammu and Kashmir.

The annual threat assessment of the US intelligence community report 2021 said, "Under the leadership of Prime Minister Narendra Modi, India is more likely than in the past to respond with military force to perceived or real Pakistani provocations". The report highlighted that "tensions between nuclear-armed India and Pakistan remain a concern for the world." The US intel report released by the Director of National Intelligence further, pointed out, "although a general war between India and Pakistan is unlikely, crises between the two are likely to become more intense, risking an escalatory cycle."

The number of cases registered under the Unlawful Activities (Prevention) Act has increased from 901 in 2017 to 1226 in 2019, Union Minister of State for Home Affairs, Nityanand Rai informed the Lok Sabha (Lower House of Indian Parliament) on August 10, reports NDTV. Also, as per National Crime Records Bureau (NCRB) report, the number of people arrested under UAPA has gone up to 1948 in 2019 from 1554 in 2017, said Rai in a written reply to Lok Sabha. He also mentioned that the Central Government has also proscribed the Islamic State of Iraq and Levant (ISIL) or Islamic State of Iraq and Syria (ISIS), Daesh as a Terrorist Organization under the Unlawful Activities (Prevention) Act, 1967. More than 50 per cent of people arrested under the Unlawful Activities (Prevention) Act (UAPA) in the past three years were below the age of 30 years, according to the data placed by the Union Ministry of Home Affairs (UMHA) in Lok Sabha (Lower House of Indian Parliament) on December 14, reports india.com. As per the data, the highest number of people arrested under the anti-terrorism law were from the states of Uttar Pradesh, Manipur and Jammu and Kashmir. As per official data, a total of 4,690 people were arrested under UAPA between 2018 and 2002, of these 2,501 or 53.32 per cent were under the age of 30. The data was provided by Minister of State for Home Affairs, Nityanand Rai in a written reply in Lok Sabha. According to the data provided by the Minister, Uttar Pradesh accounts for the highest number of arrests in past three year at 1,338. Of this, 931 people were below 30 years of age. Following close behind UP, Manipur accounts for a total of 943 arrests under the controversial anti-terror law in past three years. In Manipur, of the total arrests, 499 were below the age of 30 years. In Jammu and Kashmir, a total of 750 arrests were made under UAPA in the same time, and 366 among them were of people under 30 years of age.

Indian security agencies are effective in disrupting terror threats, but gaps remain in interagency intelligence and information sharing, the US state department said in its annual report on terrorism, ‘Country Reports on Terrorism 2020’, published on December 16, reports Hindustan Times. Citing several arrests by India’s National Investigative Agency (NIA), the country-wise report said that Indian counterterrorism forces actively detected and disrupted transnational and regional terrorist groups in 2020. The report mentioned multiple arrests of alleged al-Qaeda-affiliated operatives from Kerala and West Bengal, and of Abdul Karim, the second-in-command of Jamaat-ul-Mujahideen Bangladesh (JMB), on suspected involvement in serial bombings in Bodh Gaya in 2013. It stated that India responds “in a timely manner” to the requests made by the United States for information related to terrorism investigations and “makes efforts to mitigate threats” in response to the information shared by the US. According to the report, the collaborative efforts of India and the United States have disrupted terrorist travel and alerted American authorities about possible threats posed to the United States.

The number was as of November, 2021 and none of the foreign terrorist fighters was repatriated to India last year, said the report. It stated, "IS's so-called physical caliphate has crumbled, (but) it remains a determined and dangerous enemy”. "A particular concern is IS's increased focus on branches and networks outside of Iraq and Syria," he said. The report's statistical information section shows that both the number of terrorist attacks and the overall number of fatalities resulting from those attacks increased by more than 10 per cent in 2020 compared with 2019, Secretary of State Antony Blinken said.

India experienced more terror attacks in the first year of the COVID-19 pandemic, 2020, compared to 2019, the US State Department said in a report, newsbytesapp.com reports on December 28. Reportedly, India witnessed 679 terror attacks last year, up from 655 the previous year. Jammu and Kashmir (J&K) recorded 257 or 37 per cent of these attacks. India also recorded 567 citizen fatalities or 2 per cent of all terror-related deaths worldwide. J&K reports the most terror activities. The CPI-Maoist was responsible for 44 per cent of all terror operations in India, the report said. The Lashkar-e-Toiba (LeT) and Hizbul Mujahideen (HM) were involved in 6 per cent of all attacks. A total of 29 per cent of terror attacks in India were not linked to any particular group. "Indian security agencies are effective in disrupting terror threats, although gaps remain in interagency intelligence," the report added.
