Iqbal Mirchi’s two sons, Asif and Junaid Memon, are continuing to run their father’s smuggling and drug network based out of Dubai and UK, states Enforcement Directorate (ED), reported by The Times of India. In the last two months, the ED’s investigating officers have questioned at least five "couriers and witnesses" in Mumbai. These witnesses have revealed several other names who were active partners of Iqbal Mirchi, besides the latter's close links with Dawood Ibrahim and Tiger Memon, the two-prime accused in the 1993 Mumbai bomb blasts. During the investigations, it was found that Mirchi used his Eden Rice Mill in London to smuggle cocaine, gold and opium. The drug smuggling network and extortion racket of the drug lord was largely funding dozens of properties acquired in the UK which are now being managed by his wife Hazra and two sons. The ED had recently filed a detailed 100-page charge sheet in the Iqbal Mirchi money laundering case after which the agency had also attached properties of over Rs 500 crore belonging to the accused, including the two floors in the Ceejay House in Mumbai allegedly owned by family members of former civil aviation minister Praful Patel. The two floors were in the name of Mirchi's wife Hazra Memon. ED officials have also questioned Mukhtar Patka, brother-in-law of Mirchi, to unearth details of other accused still active in the Mirchi gang and helping to his drugs trade.

The 22-year-old woman, identified as Tania Parvin, who was arrested in West Bengal on March 19, for suspected links with Lashkar-e-Toiba (LeT), was trying to honey-trap Indian soldiers, officials who interrogated said, reports Hindustan Times. She arrested from her residence at the Bangladesh-bordering Malayapur village, within Baduria Police Station jurisdiction in North 24- Paraganas District. “It has come to our notice while investigating the contents in her mobile phones that she was trying to befriend soldiers in the India Army using Facebook and WhatsApp. She was evidently trying to honey-trap them. However, it seems she was yet to get any success,” said an officer at the Special Task Force (STF) of West Bengal Police who is part of the investigation. Ajay Kumar Nand, inspector general of STF, said that they have unearthed the woman’s direct links with terrorists based in Pakistan. “Her direct connection with LeT operatives based in Pakistan has been established. She was using the dark web to interact with them. We expect her interrogation to provide us with further leads in busting the whole network,” Nand said. Government pleader Arun Kumar Pal of Basirhat court said that the woman had been booked under multiple sections of the Indian Penal Code (IPC), including 121 (waging war against the government), 120B (criminal conspiracy) and 124A (sedition), and 66F (cyber-terrorism) of the Information Technology Act. “Two mobile phones, two Indian SIM cards and a diary have been recovered from her possession,” Pal said.

Muhsin’s family, who live in Payyannur Taluk (administrative unit) in Kannur District, were contacted by Police and informed of his role in the attack. Police identified Muhsin from a photograph and video put out by Islamic State (IS) on March 27, identifying the attacker as Abu Khalid al-Hindi. He was an introvert and deeply religious and his path to radicalisation began after he joined the Islamic fundamentalist group. He was involved in several police cases including one of throwing stones at a local temple for which he was charged with triggering communal disharmony in the area in 2018. His father Abdullah Njangarath earlier worked in Malaysia and now runs a furniture business. The family are natives of Thrikkaripur in Kasaragod District. Islamic State’s (IS) chat groups are abuzz with messages on how the coronavirus outbreak has provided an opportunity to carry out attacks as countries have become “easy target”, and the messages also urge Indian Muslims “to act”, The Print reports on March 30. The primary missive that is being circulated on the chat groups that IS runs on various social media platforms is a clipping of a note published in the terror network’s magazine called Sawt al-Hind (Voice of Hind). “Allah has made this disease a source of chaos amongst the nations of disbelief and their militaries and police have been deployed in their streets and alleys, thus making them an easy target,” said the note published in one of the terror network’s branches in the Khorasan province. This note being circulated through chat groups is a tactic to recruit people, said a source in the Indian intelligence, who highlighted the possibility of the IS planning an attack. “It is always a possibility that they are planning something, considering what happened in Kabul, and these signs cannot be taken lightly. But, this seems more like a tactic to recruit more youngsters,” the source said.

Urging the Foreign Ministry of Pakistan to recall 2019 statement of Prime Minister Imran Khan that Pakistan still hosts 30,000 to 40,000 terrorists, Indian MEA spokesman Anurag Srivastava stated, “Instead of casting aspersions on the Report, Pakistan should introspect and put an end to any kind of support for terrorism emanating from territories under its control. The UN and the international community is well acquainted with the reality that Pakistan is the nerve center of terrorism. It houses one of the largest numbers of UN designated terrorists and terrorist entities. Its fallacious attempts to point fingers at others cannot deflect attention from the facts on the ground.” According to The Livemint, this statement was issued by India in response to June 4 statement of Foreign Ministry of Pakistan who rejecting the UN Analytical Support and Sanctions Monitoring Team Report claimed that India was trying to “create complications for the Afghan peace process” by “sponsoring terrorist organizations in Afghanistan”.

Rana was accused of allowing David Coleman Headley, a terror accused to open a branch of his Chicago-based immigration law business in Mumbai as a cover story and travel as a representative of the company in Denmark in lieu of carrying out the deadly Mumbai attacks.

The US on June 24, criticised Pakistan saying it continued to serve a safe haven to terrorist groups targeting India and allowed them to operate from its territory. It also stated that Pakistan took modest steps in 2019 to counter terror financing, reports Zee News. The US Department of State Bureau of Counterterrorism in its report on terrorism said, "Pakistan continued to serve as a safe haven for certain regionally-focused terrorist groups. It allowed groups targeting Afghanistan, including the Afghan Taliban and affiliated HQN, as well as groups targeting India, including LeT [Lashkar-e-Toiba] and its affiliated front organizations, and JeM, to operate from its territory." Citing the 2015 National Action Plan (NAP) to counter-terrorism, the US asserted that Pakistan’s progress on this aspect "remains unfulfilled". "Pakistan’s progress on the most difficult aspects of its 2015 National Action Plan to counter terrorism remains unfulfilled – specifically its pledge to dismantle all terrorist organizations without delay and discrimination." The report further stated that Pakistan has made no effort to prosecute terrorist leaders such as Jaish-e-Mohammad (JeM) ‘founder’ Masood Azhar and the mastermind of LeT’s 2008 Mumbai (26/11) attacks Sajid Mir. It added that both of them are widely believed to reside in Pakistan under the protection of the state.

The Ministry of External Affairs (MEA) also said Pakistan had levelled ‘fictitious charges’ on four Indian nationals whom Islamabad has accused of terrorism, and said Pakistan’s claims have ‘no credibility’. Asked meanwhile about a recent meeting of the Organisation of Islamic Conference (OIC) on the Kashmir issue apparently held at Pakistan’s initiative, the MEA said the OIC has “no locus standi” on India’s internal matters and that it should avoid making “unwarranted references”.

India is seeking the extradition of a Pakistani militant, Sajid Mir, suspected to have planned the 2008 Mumbai attacks (26/11) after the United States (US) said last week he was living freely in Pakistan, Indian Government officials said on June 28, reports Business Today. India and US have both indicted Sajid Mir of Lashkar-e-Toiba (LeT) group for the attacks. While Pakistan took action against LeT ‘founder’ Hafiz Saeed last year (2019), it continued to provide safe harbour to other top militant leaders, the US State Department's 2019 country report on terrorism said. One of them was Sajid, the "project manager" of the Mumbai attack, believed to remain free in Pakistan, the US report said. An Indian official said the government has repeatedly asked Pakistan to hand over Sajid who is charged with serving as chief planner of the attacks, directing preparations and reconnaissance and was also named as one of the Pakistan-based controllers during the attacks. "We have asked before, and are demanding again, he needs to be handed over", the official dealing with regional security issues said.

Through its online publications and propaganda material, the Islamic State (IS) has made multiple clarion calls to its supporters for carrying out terror attacks in India, newdelhitimes.com reports on July 6. The major source among these is ‘The Voice of Hind’, an English-language magazine published and distributed online by the IS supporters in India. Al-Qitaal Media Center, a pro-IS media outlet, and Junudul Khilafah al-Hind were behind the launch of this magazine. The first issue of ‘The Voice of Hind’ was released in late February, 2020, to coincide with President Donald Trump’s visit to India. The second issue of the magazine was released on March 24, 2020, that urged the IS ‘supporters’ in India to carry out strikes and exploit the preoccupation of the Forces in their fight against the COVID-19 pandemic. The issue called the COVID-19 as a ‘punishment of Allah’ and called ‘Knights of the Tawheed (Oneness)’ to attack Police and military with a ‘sword, knife or even a rope’, even when they are performing their duties during the COVID-19 pandemic. The magazine also included an old propaganda message from a Kashmiri IS terrorist, Abu Hamza al-Kashmiri who was killed in 2018. On April 21, 2020, the third edition of the newsletter produced by the Islamic State’s Wilayat al-Hind, or India province, called on the IS supporters to prepare for a ‘ghazwa’-battles associated with the expansion of Muslim territory in the region. The cover of the newsletter reflects its areas of prioritisation, which include Afghanistan, Bangladesh, India, the Maldives, Pakistan, and Sri Lanka. The fourth and fifth edition of the magazine was published in May and June 22, 2020, respectively that further glorified the IS ideology and made calls for jihad against the Indian state. In between the fourth and the fifth issue, the IS published a 17-page ‘lockdown special’ agenda online, on the cover featuring photos of surgical-masked individuals and a temperature check, declaring that ‘it’s time for kuffar (disbelievers) to fall’.

India on July 7, mounted a sharp attack on Pakistan during a virtual meeting of the UN Office of Counter-Terrorism, accusing it of sheltering and supporting terrorists and pushing a false narrative on the situation in Jammu and Kashmir, reports Hindustan Times. Mahaveer Singhvi, Joint Secretary (counter-terrorism) in the Ministry of External Affairs (MEA) who led the Indian delegation for the webinar organised by the UN body, stated, “It is very unfortunate that a country which perpetrated terrorist attacks in Mumbai (2008), Pathankot (2016), Uri and Pulwama is now preaching to the world community…The global scourge of terrorism: Assessment of high risk threats and trends including the rise of violent extremism and hate speech in a pandemic environment”. Singhvi described Pakistan’s statement claiming credit for eliminating al-Qaeda as “ludicrous” and said the group’s founder, Osama Bin Laden, was recently glorified as a “martyr” by Pakistan Prime Minister Imran Khan in Parliament. “This is a chilling reminder of the patronage that international terrorists receive in Pakistan,” he said. Khan had publicly acknowledged the presence of up to 40,000 terrorists in Pakistan and the Analytical Support and Sanctions Monitoring Team of the UN Security Council had reported that about 6,500 Pakistani terrorists from Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) are operating in Afghanistan, he added. “Pakistan’s role as epicentre of terrorism has been well documented by numerous international organisations including UN and FATF. Unlike Pakistan, India does not make any distinction between terrorists and invariably condemns terror attacks anywhere in the world, including the one in Karachi, referred to by Pakistan’s representative in his statement,” Singhvi said.

On July 7, hitting out at Pakistan for peddling “false narratives” against it, India has asked Islamabad that it must introspect about why it is universally acknowledged as the "international epicentre" of terrorism and the “best safe haven for terrorists”, reports outlook.com. Mahaveer Singhvi, head of the Indian delegation, made the comments at a webinar ‘The Global Scourge of Terrorism: Assessment of High-Risk Threats and Trends, including the rise of Violent Extremism and Hate Speech in a Pandemic Environment’ on July 7, during the ongoing virtual Counter-Terrorism Week. "While the world is coming together to battle the pandemic, it is unfortunate that Pakistan, a state which sponsors cross border terrorism, continues to use every opportunity to peddle false narratives and make baseless, malicious and egregious allegations against India and interfere in our internal affairs,” he said. He further added, “The international community should call upon Pakistan to take sustained, verifiable and irreversible actions against terror outfits operating on the territory under its control. Pakistan must introspect upon why it is universally acknowledged as the international epicentre of terrorism and the best safe haven for terrorists”. While Pakistan conveniently blames others, it "turns a blind eye” to the human rights violations in Balochistan, Khyber Pakhtunkhwa (KP), territories of Jammu and Kashmir illegally occupied by it, he said. “It has also systematically and consistently discriminated against its religious and cultural minorities,” Singhvi said, adding that reports of forced conversions, attacks on religious places of minorities, including Ahmadias, Christians, Hindus and Sikhs in Pakistan are well known to the world.

India on August 14, criticised Pakistan over reports that former UN-designated terrorist Gulbuddin Hekmatyar participated in an event hosted by Pakistan’s mission in Afghanistan, saying this was not new as Pakistan not only harbours terror outfits, but also encourages them, reports New Indian Express. Ministry of External Affairs (MEA) Spokesperson Anurag Srivastava said India hopes that such participation in public events by a former UN-designated terrorist would not go unnoticed. Asked about reports that Pakistan got Hekmatyar to speak at an event of a Pakistani mission in Afghanistan, he said, "We have seen the media reports of the participation of the former UN-designated terrorist in an event organised by the government of Pakistan. This is nothing new, Pakistan not only harbours terror outfits, but also encourages them." In 2017, the United Nations removed Afghan warlord Hekmatyar from its list of designated terrorists, lifting the assets freeze, travel ban and arms embargo imposed on the insurgent leader who signed a peace pact with the Afghan government. On the Afghan peace process and the Afghanistan government's decision to release 400 Taliban prisoners, Srivastava said, "We have taken note of the development." "As far as India is concerned, we strongly support peace and reconciliation process in Afghanistan. We also support the intra-Afghan negotiations," he added.

Delhi witnessed the country’s highest number of seizures of Fake Indian Currency Notes (FICN) in 2019, statistics released by the National Crime Records Bureau (NCRB) show, Hindustan Times reports on October 3. The analysis of the NCRB’s data shows that circulation of FICN of INR 2000, INR 500 and INR 200 (new currency notes launched after the demonetisation exercise in 2016) increased in Delhi in 2019 in comparison to 2018. As per the NCRB data, Police seized 8,979 fake notes in the denomination of INR 2000 (valued more than INR 1.79 crore) in Delhi in 2019, which was 2,522 notes (nearly INR 50.44 lakh) more than the seizure of the same currency fake notes in 2018. Police had seized 6,457 counterfeit notes of INR 2000 valued a little over INR 1.29 crore in 2018. “The increase in seizure of fake Indian currency of Rs 2000, Rs 500 and Rs 200 denominations is an indication that printing of fake notes was picking up pace after a lull of almost two years post demonetisation in November 2016,” said Deputy Commissioner of Police (special cell) Sanjeev Kumar Yadav.

India and Uzbekistan on December 11, called for settling the conflict in Afghanistan through an Afghan-controlled process even as they committed themselves to fighting terror by destroying terrorist safe havens, infrastructure and funding channels, reports Hindustan Times. The peace process in Afghanistan must preserve the achievements of the past two decades, Indian Prime Minister Narendra Modi said while participating in a virtual summit with Uzbekistan President Shavkat Mirziyoyev. “We agree that the restoration of peace in Afghanistan requires a process that is led, owned and controlled by Afghanistan itself,” Modi said. India and Uzbekistan have “similar concerns about extremism, fundamentalism and separatism” and both sides stand together against terrorism, he added in his opening remarks. A joint statement issued after the summit said the two leaders believe peace and stability in Afghanistan is of “great importance to the security and stability of the entire region”. The two sides called for settling the Afghan conflict through an “Afghan-led, Afghan-owned and Afghan-controlled peace process”, and expressed unanimous support for a “united, sovereign and democratic” Afghanistan. Modi and Mirziyoyev strongly condemned all forms of terror and “reaffirmed the determination of their countries to combat this menace by destroying terrorist safe-havens, networks, infrastructure and funding channels”, the joint statement said.
