India began its eighth term as a non-permanent member of the UN Security Council on January 4, with the stated objective of raising its voice against terrorism, speaking for the developing world and bringing “human-centric inclusive solutions” to matters of global peace and security, reports Hindustan Times. “We will use our tenure to bring human-centric and inclusive solutions to matters of international peace and security. India will be a voice for the developing world,” said TS Tirumurti, the Indian Permanent Representative to the UN, after brief ceremony. “We will not shy away from raising our voice against the common enemies of humanity like terrorism,” he added. India will also use the term to focus on peacekeeping, peace building, maritime security, women and youth, especially in conflict situations, and technology with a human face, will receive our attention while on the Council, he added.

Enforcement Directorate (ED), probing the money laundering probe against the Popular Front of India (PFI), on January 5, alleged the Kerala-based outfit had raised substantial funds to organise terrorist training camps in Kerala, reports The New Indian Express. The ED said this in a statement filed in a Special Court for Prevention of Money Laundering Act cases here, opposing the bail plea filed by PFI's student wing leader K A Rauf Sharif, arrested in connection with the money laundering probe. "Since PFI has raised substantial funds to organise terrorist training camps, its related activities and to disturb communal harmony...during the course of investigation, details of numerous bank accounts of PFI and related entities were obtained and their bank statements were analysed," the ED said. "Statements of various functionaries of PFI and related entities were also recorded during the course of investigation," it said. Opposing the bail plea of Sharif, the ED alleged that the foreign remittances received by Sharif were of a highly suspicious nature and appear to have been routed to his account disguised as payments related to international trade.

India has expressed its concerns on acts of terrorism in West Africa at the United Nations Security Council (UNSC) pointing out to increased activities of Boko Haram and Islamic State's West Africa Province (ISWAP), wionews.com reports on January 11. Highlighting out how, "terrorism, drug trafficking, and organized crime have continued unabated", India's envoy to United Nations, TS Tirumurti said, "The terror attacks in Burkina Faso, particularly in regions bordering Mali and Niger, have again underscored the urgent need to intensify efforts to combat terrorism, which is spilling over into other countries and regions". He explained, "The activities of Boko Haram in Nigeria and Lake Chad have not subsided either". Adding, "the recent terror attacks by the Islamic State's West Africa Province (ISWAP) are more brutal than those carried out by Boko Haram. ISWAP, supported by elements in West Asia and North Africa, is emerging as a radicalized and brutal terrorist entity, posing a serious threat to peace and stability in the region.”

Chief of Army Staff General MM Naravane, in a stern message to Pakistan, on January 12, said India will never tolerate cross-border terrorism and it reserves the right to respond with precision to any terror activity at a time and place of its choosing, reports Daily Excelsior. General Naravane was addressing a press conference in New Delhi, ahead of Army Day on January 15. He also said India must be prepared to deal with a “two-front” threat scenario as collusive approach by Pakistan and China was manifesting on the ground.“Pakistan continues to embrace terrorism as an instrument of state policy. However, we are very clear that we have zero-tolerance for terror and we reserve our right to respond at a time and place of our own choosing and with precision,” he said.He said India has sent a clear message to Pakistan that it will not tolerate any terrorist activities.Elaborating on growing cooperation between China and Pakistan, the Army chief said India must be prepared to deal with a “two-front” threat scenario suggesting that both may create trouble simultaneously.“There is no doubt that a collusive threat exists. In a virtual meet of Police Chiefs of India and Bangladesh emphasis was laid on enhancing counter-terrorism cooperation especially against global terror groups, siasat.com reports on January 13. As a step towards that, designated ‘nodal points’ would be established for timely and effective handling and response to existing as well as emerging security and counter-terrorism challenges. In the first delegation-level virtual Police Chiefs’ Dialogue both sides agreed to enhance cooperation against terrorist entities including global terrorist groups, as well as other fugitives, wherever they are present and active. Both sides also reiterated the need for sharing real time intelligence and feedback through the designated ‘nodal points’, while appreciating each other’s ongoing action against insurgent groups operating in the region. “The scope of enhanced coordination to combat trans-border criminal activities, including smuggling of drugs, Fake Indian Currency Notes (FICN), arms and ammunition and human trafficking was also discussed,” the statement from the Union Ministry of Home Affairs (UMHA) said.

During his two-day visit, he met his counterpart Afghan NSA Hamdullah Mohib and called on Afghan President Ashraf Ghani. During NSA's meet with President Ghani, counter-terror and building regional consensus for supporting peace in Afghanistan were the key topics. President Ghani said the "Afghan Defense and Security Forces are guarantors of stability in Afghanistan and are at the forefront of the war against regional and global terrorism." Intelligence Bureau (IB) has been able to boost counter terror operations and subsequent investigations through its national database of all terrorists in the country, The Week reports on January 13. The database also has details of Left wing extremists, north east insurgent groups and others. These details are now being made available at the District level, too, where analysing inputs on the ground becomes crucial. The multi-agency centre (MAC) under the IB has set up its units in several districts after building a countrywide network through its subsidiary units in states. “The Mac is setting up district units and the work is nearly complete,” said a government official. The National Memory Bank is part of it. The memory bank has interrogation reports running into thousands, with Jammu and Kashmir Police providing the maximum names and case details. More than 1,000 names and interrogation reports have been provided by Jammu and Kashmir, sources said.

Speaking at the UN Security Council (UNSC) briefing on ''Cooperation between the United Nations and regional and sub-regional organisations: League of Arab States'', India's Permanent Representative to the UN Ambassador TS Tirumurti also said that such foreign fighters are radicalising the youth. "The presence of foreign terrorist fighters in countries facing conflicts is posing serious challenges to ongoing international efforts. These fighters have become enablers of attacks carried out by terror groups such as Al Qaeda and ISIS. They are also radicalising the youth," Tirumurti said. He added it is well-known that the foreign terrorist fighters in Libya are radicalising the entire region. "This development is undermining our collective efforts to counter terrorism," he said. It also stated that Swapna Suresh and Sarith were also part of this gang. This information was mentioned in the charge sheet led by the NIA in the Special Court in Kochi on January 5. According to the charge sheet, the gold smuggling, which has been going on since 2019, was aimed at undermining the country's internal security and financial stability. The terrorist group was formed to smuggle gold. They worked to help each other. 167 kg of gold was smuggled through the diplomatic channel. The operation was carried out knowing that large-scale smuggling of gold would be detrimental to national security and economic security. The accused also tried to sever friendly relations between India and the UAE. The charge sheet was prepared after a detailed investigation into the terror links of the accused. The NIA has found that money that was collected from home and abroad was turned into gold which was then smuggled to India. NIA sleuths will also coordinate with Israeli agencies, including Mossad, to get inputs on the outfit behind the attack, which has been termed as a terrorist act. The BSF DG revealed this at a seminar organised by industry body FICCI (Federation of Indian Chambers of Commerce & Industry) at Aero India 2021 exhibition in Bengaluru District of Karnataka. The DG stated, “In 2019, there were 167 recorded sightings of drones on the Western front (with Pakistan). In 2020, there were 77 sightings of drones on this front.” There have been instances of dropping of arms, ammunition, explosives and narcotics through the drones, particularly in Punjab and Jammu sectors, he mentioned. The DG further said that “Pakistan is very effectively using its drone technology for not only smuggling activities, but also for surveillance purposes. As per intelligence inputs, the Pakistan Army is looking for mini or small UAVs which can stay for several hours in the air to monitor the borders with a preferable range of 150 kms.” The BSF chief also said that the neighbouring nation is using drones from China, Russia, Saudi Arabia, Germany and Italy.In addition to this, Pakistan is seeking to augment its counter-drone capability, he added.

According to the security officials, large amount of hawala money had already been pumped into to the militants in Jammu and Kashmir by operatives using the services of certain jewelers, shopping mall owners and other traders in Nepal and sending money with the help of youths operating in villages of Bihar and Uttar Pradesh, bordering Nepal. Officials insist that a number of over-ground workers (OGW) and their sympathisers working at the instance of Pakistan’s Inter-Services Intelligence (ISI), Army, Lashkar-e-Tayyiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM) are involved in the racket and all of them would be rounded up, reports The Shillong Times. According to the modus operandi, Pakistan based ISI, army and militant commanders had been depositing huge cash in the bank accounts of certain Nepal based traders including jewelers, shopping mall owners etc. The Nepal businessmen through their couriers had been utilizing services of the youths putting up in the villages of Bihar and Uttar Pradesh, bordering Nepal, and supplying cash to them between Rs 2-5 lakh. The youths, some of whom were influenced by the ideology of Islamic State had been further supplying hawala money to the persons identified by the Nepal based businessmen, in Jammu and Kashmir. The youths were getting part of the money as commission for the trips between Bihar or Uttar Pradesh to Jammu and Kashmir. The recent arrest of Lashkar-e-Mustafa (LeM) Chief, Hidayatullah Malik, unveiled this hawala racket leading arrest of five of his alleged associates including Javaid Alam Ansari, an OGW from Chapra, Bihar. Javaid admitted to having supplied seven country-made pistols to the JeM operatives working under the cover of LeM in lieu of cash.

On March 5, a special National Investigation Agency (NIA) court in Delhi sentenced an Islamic State terrorist to seven years of rigorous imprisonment for conspiring to establish the proscribed organisation's base in India by radicalising and recruiting youths through social media platforms, reports NDTV. The terrorist identified as Imran Khan Pathan was awarded the sentence in a case registered by the National Investigation Agency (NIA) in December 2015 under the Unlawful Activities (Prevention) Act and the Indian Penal Code. According to NIA official, Pathan was in direct touch with ISIS handler Yusuf-Al-Hindi. He had also received funds to the tune of INR 50,000 from one of Yusuf's associates Mudabbir Mushtaq Sheikh, who was convicted for making an improvised explosive device and to further the activities of the ISIS in India. Earlier, the court had convicted and sentenced 16 of the 17 accused including Pathan to up to 10 years of rigorous imprisonment for a conspiracy hatched by ISIS handlers based in Syria and subsequent formation of a group "Junood-ul-Khilafa-fil-Hind" which owed its allegiance to the ISIS.

The Government of India (GoI) declared a total 42 terrorist organisations like the Lashkar-e-Taiba (LeT) and the Jaish-e-Mohammed (JeM) banned for their involvement in various acts of terrorism, which is largely been sponsored from across the border, reports NDTV. Union Minister of State for Home G Kishan Reddy in Lok Sabha on March 9 stated that 635 terrorists were killed by security forces in Jammu and Kashmir between 2018 and 2020, while 115 civilians lost their lives to terror violence in the Union Territory during the period. He further stated that three civilians were also killed in the hinterland due to the terrorist violence in last three years. In response to a question, Union Minister of State for Home Nityanand Rai stated that 61 cases of infiltration were reported along the Indo-Pakistan border in last two years, 1,045 infiltrations along the Indo-Bangladesh border and 63 along the Indo-Nepal border.

5,128 cases under the Unlawful Activities (Prevention) Act UAPA and 229 on charges of sedition have been lodged across the country in a five-year period from 2015, Rajya Sabha (Upper House of Indian Parliament) was informed on March 10by Union Minister of State for Home G Kishan Reddy, reports outlookindia.com.Manipur topped the charts in terms of cases lodged under the UAPA, with the northeastern state alone accounting for 1,786 or 34.82 per cent of the total cases.The data, updated till December 31, 2019, was based on a compilation by the National Crime Records Bureau (NCRB), Reddy stated.A total of 897 cases were lodged under the UAPA in 2015 followed by 922 in 2016, 901 in 2017, 1,182 in 2018 and 1,126 in 2019, it showed.According to the data, 30 cases were lodged on charges of sedition in 2015 followed by 35 in 2016, 51 in 2017, 70 in 2018 and 93 in 2019.Manipur lodged 522 cases under UAPA in 2015 followed by 327 in 2016, 330 in 2017, 289 in 2018 and 306 in 2019 -- the maximum among all states and union territories during the period except for 2018 when Assam had 308 such cases, it showed.In terms of sedition cases, Bihar topped the list in 2015 with nine such cases followed by Haryana in 2016 with 12 cases, Assam in 2017 with 19, Jharkhand in 2018 with 18 and Karnataka in 2019 with 22 cases.

He also said, stone-pelting incidents in the Kashmir Valley have “reduced drastically”, although they have not stopped completely. The stone-pelting incidents have now been reduced to 10 per cent of what it used to be earlier, he said while addressing a press conference on the eve of the CRPF’ 82nd anniversary in New Delhi. “In Jammu and Kashmir, where the force works in close coordination with the state police and the Indian Army, 215 terrorists were neutralised in 2020 and 11 terrorists were killed this year,” Singh said. During the same period, 296 terrorists were arrested by the Security Forces (SFs) while eight surrendered. Also, the CRPF recovered 378 arms and 41 Improvised Explosive Devices (IEDs), while 275 encounters/attacks took place during the same time period. Asked about the threat posed by “sticky bombs” in Jammu and Kashmir, he said, “While frisking a vehicle, we keep in mind the threat of sticky bombs. Although, we have not seen any such incident where we found sticky bombs attached to a vehicle. But yes, it is a challenge, we know it, they (terrorists) might try to use it and we have briefed our forces about it.” He said at the instance of an accused, a few sticky bombs were recovered from some areas. The DG said normalcy has been restored to a large extent in Jammu and Kashmir.

Ali has also been convicted under sections 7, 10 and 25 of Arms Act, section 9B Explosives Act, section 4 of Explosive Substances Act, section 14 Foreigners Act and section 6(1A) Indian Wireless Telegraphy Act,1933 and sentenced him to ten years rigorous imprisonment and fine on March 26. This case was initially registered at NIA Police Station in new Delhi on July 27, 2016 pertaining to a larger conspiracy hatched by the LeT, a proscribed terrorist organization, based in Pakistan, to commit terror attacks in India. Accused Bahadur Ali along with his two associates Abu Saad and Abu Darda, all trained terrorists of LeT had illegally infiltrated into Jammu and Kashmir (J&K) with the intention to carry out terrorist attacks at different places in India including Delhi, as per instructions given to them by their handlers in the LeT, based in Pakistan Occupied Kashmir (POK). "It is a matter of deep concern that terrorist groups, such as Da’esh, Hayat Taharir Al Sham [HTS], Al Nusra Front, have resorted to landmines and IEDs as low cost and effective options to spread terror and threaten innocent civilians," he said. He noted that a similar trend was being witnessed in Mali, where peacekeepers have been targeted by IEDs. The case pertains to uploading incriminating posts on Facebook by Mohammad Iqbal, a Madurai resident, arrested in December, 2020. In the posts, Iqbal, an extremist, advocated the ideology of the IS terror group and Hizb-ut-Tahrir, a fundamentalist organisation, the NIA said. The posts on the Facebook page, “Thoonga Vizhigal Re¬n¬du is in Kazimar Street” was uploaded by Iqbal for de¬nigrating a particular co¬m¬mu¬nity. They were designed to incite communal disharmony amo¬ng different relig¬i¬ous groups, in a manner pre¬judicial to the maintenance of public order, he said. The searches were conducted at Kazimar Street, K Pudur, Pethaniyapuram and Mehaboob Palayam in Madurai District. During the operation, 16 digital devices, including a laptop, hard disks, mobile phones, memory cards, SIMs, pen drives and many incriminating books/pamphlets/documents have been recovered, the official said, adding, further investigation continues.

Calling it ‘Covid-19 Scam 2021’, the report said the donated millions of dollars are likely to be used for fomenting protests and sponsoring outright terror attacks. The report also called it one of the worst scams in human history in terms of the humanitarian cost as millions of dollars were stolen in the name of ‘Helping India Breath’. Notably, the DisInfo Lab exposed a number of charity organisations which managed to raise funds by exploiting India’s hard-earned goodwill. One such organisation which claimed to have worked for India is the Islamic Medical Association of North America (IMANA). The present chairman of IMANA is Dr Ismail Mehr who has been leading the “Help India Breathe” project. He is a Pakistan-origin doctor and currently based in the US, according to the report. The report suggested that these organisations have close ties with radical Islamists and terrorists’ organizations and being run in cahoots with the Pakistan army. “Funds worth tens of crores donated by well-meaning people world over to help India in crisis – has been stolen. There is no accountability and in the present globalised world, no mechanism to ensure any accountability,” said the report. Unlike several other organizations, IMANA was rather opaque in its recent charity drive during the Covid crisis and has provided “scanty details” about the manner it has spent crores of funds it has collected.

The National Investigation Agency (NIA) arrested two Lashkar-e-Toiba (LeT) militants identified as Mohammed Salim Ahmed alias Haji Salim and Kafil alias Kafeel from undisclosed location in Uttar Pradesh on July 2, in connection with low-intensity parcel bomb at Darbhanga railway station on June 17, reports Telangana Today. The investigation revealed that the two arrested LeT militants, residents of Kairana in Shamli District of Uttar Pradesh, finalised the plan of planting an Improvised Explosive Device (IED) in a moving train in February to cause casualties and extensive damage to property at Salim’s residence, said NIA press release. Earlier, South Asia Terrorism Portal (SATP), had reported the arrest of two LeT militants, Mohammed Nasir Khan and his brother Imran Malik, from New Mallepally area under Habeebnagar Police Station limits in Hyderabad District of Telangana on July 1, related to the case. Salim was a close associate of Pakistan-based LeT operative Iqbal Kana and was acting as a key intermediary between Nasir and Imran. He was also involved in channeling funds sent by Iqbal Kana that were used in executing the terror act.

National Investigation Agency (NIA) on August 6, took over the case of three Bangladeshi infiltrators, arrested by the Kolkata Police's Special Task Force (STF), propagating 'Jehadi Terrorism', officials said, reports Indiablooms.com. According to sources in the NIA, in pursuance of Union Ministry of Home Affairs (UMHA)'s order, NIA re-registered the case, which was earlier registered by the Kolkata STF on July 10, under sections 121, 121A, 123, 124A, 125 and 120B of the Indian Penal Code (IPC) and section 14A (b) of Foreigner Act. "This case relates to Bangladeshi nationals Sk Shabbir, Joseph and others, who had illegally entered India and are sympathizers/members of terrorist organization," an NIA statement read. They had hatched a conspiracy along with their unknown associates to wage war by recruiting, motivating vulnerable Muslim youth against Government of India as well as neighbouring Bangladesh to establish a 'Caliphate', by removing democratically elected government by means of criminal force, the statement added.

NIA has identified several members from India, who were allegedly in touch with operatives based in Syria, Iraq and Africa, besides the IS-Khorasan (Afghanistan) based handlers. On September 7, National Investigation Agency (NIA) arrested a Sri Lankan national, Arasaratinam Ramesh alias A Ramesh, for having links with Vizhinjam Arms case from Ernakulam District in Kerala, reports Zee News. The arrestee was September 8 produced before a special court at Ernakulam and later on sent to judicial custody. The Vizhinjam Arms case initially registered on April 5, 2021 was linked to seizure of illegal arms and ammunition from arrested accused aboard Sri Lankan fishing boat Ravihansi in the Arabian Sea. According to NIA, “huge quantity of narcotics drug was seized from Sri Lankan fishing boat in the Arabian Sea on March 25-26 this year. Upon investigation in the case it was found that the accused had illegally possessed five AK-47 Rifles and 1,000 9 mm ammunition”. Two persons were arrested earlier on May 2 in this connection. NIA further revealed that the arrestee Arasaratinam Ramesh is the brother of earlier arrested Suresh Raj and has been actively assisting him in the collection of arms, ammunition and drugs trafficking through international sea route. During as search operation, NIA had seized incriminating documents relating to the transactions of drugs and arms from the house of the Arasaratinam Ramesh.

India and Australia on September 11, asserted that Afghanistan must not allow its soil to be used in any manner for terrorism and it should never again become a safe haven for "breeding and training" of terrorists, as the two countries held a detailed discussion on the situation in the war-torn country after its takeover by the Taliban, reports NDTV. At the inaugural India-Australia two-plus-two dialogue, the foreign and defence ministers of the two countries also vowed to work towards a free, open and inclusive Indo-Pacific, a region that has been witnessing increasing Chinese assertiveness. External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh held extensive in-person talks with their Australian counterparts Marise Payne and Peter Dutton. Noting that Afghanistan was a "major subject of discussion", Jaishankar said, "We had a very detailed exchange of views and our approach is very similar in a way it is summed up by the UN Security Council Resolution 2593 which emphasises most of all that Afghanistan must not allow its soil to be used in any manner by anybody for terrorism." In the latest edition of its propaganda magazine, ISIS-K claimed that the suicide bomber, who attacked outside the Kabul airport last month, was caught in Delhi five years ago and later deported to Afghanistan. According to sources, the suicide bomber, Abdur Rahman al-logri, was handed over by the Indian agencies to Afghanistan where he revealed the locations of ISIS-K training camps. These camps were later targeted in US drone strikes, sources said. According to sources, the suicide bomber came to India as a student and took admission in Faridabad, Haryana. However, instead of attending classes, he used to do recce of places in Delhi and nearby areas, sources said. When the RAW got inputs on him, it shared the information with the Special Cell of Delhi Police who nabbed the suicide bomber in 2016. He was then interrogated by multiple agencies where he revealed information about many terror training camps active in Afghanistan. After interrogation, he was deported to Afghanistan. Upon his return, he was again probed by the Afghan security officials about the ISIS-K training camps. Based on his inputs, the US forces targeted the ISIS-K terror training camps through drone strikes. Over 600 terrorists, both from the Taliban and ISIS-K, were killed in the US drone strikes, sources said.

Pakistan is home to at least 12 groups designated as ‘foreign terrorist organisations’, including five of them being India-centric like Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), according to a latest Congressional report on terrorism, reports Daily Excelsior on September 29. US officials have identified Pakistan as a base of operations or target for numerous armed and non-state militant groups, some of which have existed since the 1980s, the independent Congressional Research Service (CRS) said in the report. The report released by the bipartisan research wing of US Congress on the eve of the historic Quad summit in Washington on September 24, said that these groups operating in Pakistan can be broadly categorised into five types — globally-oriented, Afghanistan oriented, India- and Kashmir-oriented, domestically oriented, and Sectarian (anti-Shia). The LeT was formed in the late 1980s in Pakistan and designated as a Foreign Terrorist Organisation (FTO) in 2001. “LeT was responsible for major 2008 attacks in Mumbai, India, as well as numerous other high-profile attacks,” the CRS said. JeM was founded in 2000 by Kashmiri militant leader Masood Azhar and was designated as an FTO in 2001. Along with LeT, it was responsible for the 2001 attack on the Indian Parliament, among other attacks, it said. Harakat-ul Jihad Islami (HUJI) was formed in 1980 in Afghanistan to fight the Soviet army and was designated as an FTO in 2010. After 1989, it redirected its efforts toward India, although it did supply fighters to the Afghan Taliban. “With an unknown strength, HuJI today operates in Afghanistan, Pakistan, Bangladesh and India, and seeks annexation of Kashmir into Pakistan,” the report said, adding that HuM was designated as an FTO in 1997 and operates mainly from Pak-occupied Kashmir and from some Pakistani cities. Finally, Hizb-ul Mujahideen (HM) was formed in 1989— reportedly as the militant wing of Pakistan’s largest Islamist political party—and designated as an FTO in 2017. It is one of the largest and oldest militant groups operating in Jammu and Kashmir (J&K). Among other terrorist groups operating from Pakistan are Al Qaeda, CRS said, adding that it has operated primarily from the former Federally Administered Tribal Areas (FATA) and in the megacity of Karachi, as well as in Afghanistan. It has since 2011 been led by Ayman al-Zawahiri and reportedly maintains supportive ties with many of the groups inside the country. CRS said according to the US State Department’s Country Reports on Terrorism 2019, Pakistan has “continued to serve as a safe haven for certain regionally focused terrorist groups,” and has “allowed groups targeting Afghanistan … As well as groups targeting India …To operate from its territory”. The Department also noted “modest steps” taken by Pakistan’s Government to counter terrorism financing and to “restrain” some India-focused militant groups following an early 2019 terrorist attack in Jammu and Kashmir. It assessed, however, that “Islamabad has yet to take decisive actions against India- and Afghanistan-focused militants,” and that “progress on the most difficult aspects of its 2015 National Action Plan to counter terrorism remains unfulfilled—specifically its pledge to dismantle all terrorist organisations without delay and discrimination”. On the topic of “terrorist safe havens,” the Department concluded that Pakistan’s government and military “acted inconsistently with respect to terrorist safe havens throughout the country. Authorities did not take sufficient action to stop certain terrorist groups and individuals from openly operating in the country”. Other terrorist groups inside Pakistan are Al Qaeda in the Indian Subcontinent (AQIS), Islamic State-Khorasan Province (IS-KP or IS-K); the Afghan Taliban, the Haqqani network, Tehrik-i-Taliban Pakistan (TTP), Balochistan Liberation Army (BLA), Jundallah (aka Jaysh al-Adl), Sipah-e-Sahaba Pakistan (SSP), and Lashkar-e-Jhangvi (LEJ).

The gang was allegedly being run by Khalistan separatists settled abroad. The anti-terror federal probe agency returned after handing over notice to their families which asked the two suspects to appear at their office in Chandigarh on October 8 for questioning. The first case in the alleged extortion racket was registered in Moga on May 22 this year. And after the names of separatists cropped up, the NIA took over the probe in the case on June 10. In July, it had arrested an alleged arms trafficker from Meerut. “Gagandeep Singh was involved in smuggling of weapons on the directions of Arshdeep, one of the main accused in the case and a close aide of Hardeep Singh Nijjar, the chief of Khalistan Tiger Force,” the NIA had said in a statement then. The NIA team accompanied by Chandigarh Police raided two houses in Radhna village on October 5. According to sources, the homes of Jalish Ahmad and Mohd Khilafat were raided. NIA served notice to the family of Khilafat and asked his son Akbar Soni to be present at its Chandigarh office. The notice, stated, “Whereas it appears that you are acquainted with the facts and circumstances of the NIA case noted below, which is now being investigated by NIA. You are hereby directed to appear on October 8, at NIA branch office Chandigarh for the purpose of examination.”

On September 16, 2,988.21 kg of heroin disguised as consignment of ‘semi-processed talc stones’ originating from Afghanistan was seized at Mundra port of Gujarat by the Directorate of Revenue. "During interrogation when a photograph of an accused in the 2011 Delhi High Court blast was shown to him, he disclosed that he had done a recce of the High court. However, his involvement in the blast cannot be stated clearly. It will be clarified on further investigation. There is no evidence as of now," sources said. Apart from this, Asraf had also done a recce of the Police Headquarters (Old Police Headquarters) located at ITO. "He revealed that he has done a lot of recces but not much information could be gained as he was not allowed to stop outside the police headquarters for much duration. He had also done a recce of ISBT and information was sent to Pakistani handlers," sources said. It was also revealed by Asraf that he did a recce at India Gate and Red Fort as well. "He has said that he did a recce at 10 places," sources said. "In the interrogation, he said that VIP areas were not among the targets as casualty would have been less. All these recce were done a few years ago. He has not revealed as yet the places where he wanted to undertake a terrorist operation," they added. At present, the investigating agencies are interrogating him about whether he has been involved in any blast in Delhi. Asraf, a resident of Pakistan's Punjab province was held from Laxmi Nagar. Police had seized an AK-47 rifle from his possession among other things including a grenade and pistols.

Interestingly, this is the only India-U.S. service exercise continuing in bilateral format. The India-U.S. Malabar naval exercise became trilateral with the addition of Japan in 2015 and further brought in all the Quad partners together with the inclusion of Australia in 2020. Similarly, Japan joined the India-U.S. bilateral air exercise, Cope India, as an Observer in 2018 and the plan is to make it trilateral in phases. India and the U.S. also hold a tri-service exercise. “The exercise aims at enhancing understanding, cooperation and inter-operability. It will focus on combined arms manoeuvres in cold climatic conditions and is primarily aimed at sharing tactical level drills and learning best practices from each other,” the Indian Army said. The exercise scheduled from October 15 to 29 will culminate after a 48-hour validation phase.

UMHA in its notification said that Zakir Naik's speeches and statements were meant to inspire youths of a particular religion in India and abroad to commit terrorist acts. Statements, speeches made by Zakir Naik are objectionable, subversive that promote enmity, hatred among religious groups, the home ministry said on extending the ban on IRF. The Centre had declared the IRF an unlawful organisation under the Unlawful Activities (Prevention) Act-UAPA, 1967 (37 of 1967) on November 17, 2016. The UMHA in its notification also said that IRF "has been indulging in activities which are prejudicial to the security of the country and have the potential of disturbing peace and communal harmony and disrupting the secular fabric of the country." Naik fled to Malaysia in 2016, just before the National Investigation Agency (NIA) started a probe against the Islamic preacher.

Army Chief General M M Naravane on November 24, said that India was conscious of Bangladesh’s efforts to deny space to terror groups that are carrying out subversive activities against India, reports The Indian Express. In a message played out during an event here on Wednesday to mark 50 years of India-Bangladesh ties, he also asserted that “the historic Land Boundary Agreement” (LBA) between the two countries has shown how an issue related to border can be “resolved with mutual negotiations and a constructive outlook”. This, at a time when “certain countries” have been trying to “alter the status quo by force, and bypassing traditional rules and protocols, with complete disregard to territorial integrity of others,” Naravane said, without naming any country. The steps listed by him to boost coastal security included capacity augmentation of maritime security agencies, enhancing technical surveillance of coastal and offshore areas and establishment of mechanisms for inter-agency coordination. Bhatt said Indian Naval ships and aircraft are regularly deployed on 'Mission Based Deployments' in the Indian Ocean Region to enhance maritime security. The drones that are coming to our country are fairly small and these are by-and-large Chinese-made drones carrying small payloads, reports Hindustan Times. This year alone (2021) there have been 67 drone sightings. We have been able to shoot down two but it is next to impossible task to track and shoot down every moving drone”. Singh said it was hard to intercept, stall and deactivate them all. He further said BSF has deployed anti-drone systems at the border that work reasonably well and that the force is in the process of getting more anti-drone technology. “However, covering the entire 2,300km of the India-Pakistan border with anti-drone technology may not be possible as it will cost a lot,” Singh stated.

NIA took over the investigation of the Directorate of Revenue Intelligence (DRI) on December 1, in pursuance of the Union Ministry of Home Affairs (UMHA) order. Rai stated, "The NIA has registered a case on October 6 related to the seizure of 2,988.21 Kg of Narcotics Substance (Heroin) worth Rs 21,000 crore at TG Terminals Pvt Ltd, Mundra Port. The substance was initially seized by the Directorate of Revenue Intelligence (DRI) between September 17 and 19." consignment worth approximately Rs 21,000 crore. The narcotics drugs were found concealed in import consignment of 'semi-processed Talc stones' originating from Afghanistan which had arrived from Bandar Abbas Port in Iran.

Lieutenant Governor Manoj Sinha was speaking at ‘Agenda Aaj Tak’ in New Delhi. Without naming Pakistan, the Lieutenant Governor said: “Neighbour remains a problem. At the same time, there are certain elements here also (Jammu and Kashmir) who have been working at the instance of neighbour. They have been identified. We will take action against them”. Asserting that terror and violence are two separate things. Sinha, in response to a question on local youth joining the militancy, said some misled youth might have joined the militancy but the security forces are working on how to bring them back. To a question on rehabilitation of Kashmiri Pandits back to the Valley, he said the Government is working on a plan which the country will know after three months of winter. He clarified that 6000 jobs and construction of an equal number of houses in Kashmir alone can’t be part of the Rehabilitation Plan for the migrants.
