In a virtual meet of Police Chiefs of India and Bangladesh emphasis was laid on enhancing counter-terrorism cooperation especially against global terror groups, siasat.com reports on January 13. As a step towards that, designated ‘nodal points’ would be established for timely and effective handling and response to existing as well as emerging security and counter-terrorism challenges. In the first delegation-level virtual Police Chiefs’ Dialogue both sides agreed to enhance cooperation against terrorist entities including global terrorist groups, as well as other fugitives, wherever they are present and active. Both sides also reiterated the need for sharing real time intelligence and feedback through the designated ‘nodal points’, while appreciating each other’s ongoing action against insurgent groups operating in the region. “The scope of enhanced coordination to combat trans-border criminal activities, including smuggling of drugs, Fake Indian Currency Notes (FICN), arms and ammunition and human trafficking was also discussed,” the statement from the Union Ministry of Home Affairs (UMHA) said.

On February 21, India and Maldives in a joint statement agreed to further strengthen coordination in enhancing regional maritime security, combating cross border terrorism and maintaining peace in the region to ensure freedom of navigation in the Indian Ocean, reports The Times of India. External Affairs Minister S Jaishankar held talks with top Maldivian leadership including his counterpart Abdulla Shahid discussed on the importance of defence and security cooperation and also agreed to work together to convene the first meeting of the Joint Working Group on Counter Terrorism, countering Violent Extremism and De-radicalisation at the earliest. According to a recent report of UN Secretary-General Antonio Guterres on the threat posed by the Islamic State, the terror group's new leader Shihab al-Muhajir who reportedly heads ISIS operations in Afghanistan, India, Maldives, Bangladesh, Pakistan, Sri Lanka and States in Central Asia have maintain familial ties to the Haqqani Network.

On February 27, Home Secretaries of India and Bangladesh held a virtual meeting and discussed early completion of pending fencing along the Indo-Bangladesh border, reports The Hindu. Led by Indian Union Home Secretary Ajay Kumar Bhalla and his Bangladesh counterpart Senior Secretary, Public Security Division Mostafa Kamal Uddin, the 19th Home Secretary level talks between the two countries was held in the backdrop of ‘Mujib Barsho’and 50 years since the Bangladesh Liberation War. In the statement issued by Union Ministry of Home Affairs (UMHA), the Secretaries of both the countries attaching importance to bilateral relations, reiterated their commitment to further expand and strengthen mutual cooperation in the security and border related issues. . Both sides reaffirmed not to allow the territory of either country to be used for any activity inimical to each other’s interests and take joint action to address the menace of terrorism and extremism in an effective manner. Further, in the statement both sides agreed to further enhance the level of cooperation to prevent the smuggling of Fake Indian Currency Notes (FICN) and contraband.

"India is an important partner to Afghanistan... We want India to be a part of all those forums and talks where peace is discussed. The peace of Afghanistan impacts India as well... India has adopted a principled position in the Afghan peace process. We would want India's presence in those forums," the Afghan envoy said. The two countries also underlined the urgent need for all countries to take immediate, sustained, verifiable and irreversible action to ensure that no territory under their control is used for terrorist attacks on others, and to expeditiously bring to justice the perpetrators of such attacks. The assertion was made by the two countries at their first meeting here of the Joint Working Group on Counter Terrorism, Countering Violent Extremism and De-Radicalisation. The Indian side was led by Secretary (West), Ministry of External Affairs, Vikas Swarup, while the Maldivian side was led by Foreign Secretary Abdul Ghafoor Mohamed.

The military drills, which concluded on April 12, marked the Golden Jubilee of the Bangladesh liberation War fought with India’s military assistance. Held at Bangabandhu Senanibas (BBS) in Bangladesh, the exercise saw the participation of India, Bangladesh, Bhutan, and Sri Lanka. The US, the UK, Russia, Turkey, Saudi Arabia, Kuwait, and Singapore were observers of the proceedings. The Indian Army said the military exercises were aimed at strengthening defense ties and enhancing interoperability among the neighboring countries to ensure effective peacekeeping operations. Jaishankar, who arrived in Kenya on June 12 on a three-day visit to strengthen India's relations with the major East African country, in a joint statement with his Kenyan counterpart, Raychelle Omamo, stated that the two countries held extensive exchanges on global and regional issues including the security situation in the Indo-Pacific region and the Horn of Africa and also expressed their concern at the growing radicalization and the increase in international terrorism and violent extremism in parts of Africa and Asia, reports CNBCTV 18. On October 11, External Affairs Minister S Jaishankar (EAM) held bilateral meetings with his counterparts from Uzbekistan and Turkmenistan during his second leg of his three-nation tour to Central Asia, reports The Times of India. EAM met Turkmenistan Foreign Minister (FM) Rashid Meredov and discussed bilateral and regional cooperation including views on neighbourhood developments. Earlier, EAM met Uzbek FM Abdulaziz Kamilov in Nur-Sultan and discussed recent developments in Afghanistan. S Jaishankar also held "constructive" talks with the top Kyrgyzstan leadership to boost bilateral ties, including defence cooperation and discussed global issues like Afghanistan.

The 17th edition of the India-U.S. bilateral exercise, Yudh Abhyas 2021, got under way at the Joint Base Elmendorf Richardson, Alaska, U.S., with the two sides set to hone their skills in counter-terror operations in mountainous terrain and cold climate conditions, The Hindu reports on October 17. Interestingly, this is the only India-U.S. service exercise continuing in bilateral format. The India-U.S. Malabar naval exercise became trilateral with the addition of Japan in 2015 and further brought in all the Quad partners together with the inclusion of Australia in 2020. Similarly, Japan joined the India-U.S. bilateral air exercise, Cope India, as an Observer in 2018 and the plan is to make it trilateral in phases. India and the U.S. also hold a tri-service exercise. “The exercise aims at enhancing understanding, cooperation and inter-operability. It will focus on combined arms manoeuvres in cold climatic conditions and is primarily aimed at sharing tactical level drills and learning best practices from each other,” the Indian Army said. The exercise scheduled from October 15 to 29 will culminate after a 48-hour validation phase.

India’s National Security Advisor (NSA) Ajit Doval on October 26, held a dialogue with his Kyrgyz counterpart Lieutenant General Marat Imankulov where they discussed the regional security environment with a special reference to Afghanistan, reports Hindustan Times. The two sides discussed the Afghanistan issue in the wake of the Taliban’s takeover, and the visitor was in consonance with the Indian perspective on stabilisation of the war-torn country through a government in Kabul that has enough representation of women and minorities like Tajik, Uzbek and Hazara communities. The two sides were on the same page on the Afghanistan issue and shared similar views. India and Kyrgyzstan also agreed upon steps to enhance bilateral security cooperation between the relevant bodies, including in the areas of counter-terrorism, combating radicalisation, narcotics control and defence cooperation, according to people familiar with the matter.

Against the backdrop of a spike in activities of terror groups in Afghanistan, India and the US have jointly called on the Taliban to ensure that Afghan soil is never used again to threaten or attack any country, shelter terrorists, or plan terror attacks, Hindustan Times reports on October 29. A joint statement issued after a meeting of the US-India counterterrorism joint working group and the bilateral designations dialogue said both countries are committed to close consultations on developments in Afghanistan and potential terror threats from Afghan territory. The development comes against the backdrop of reports of fighters of Islamic State (IS), al-Qaeda and several Pakistan-based terror groups regrouping on Afghan soil after the takeover of the country by the Taliban on August 15.

A declaration issued at the conclusion of the Delhi Regional Security Dialogue on Afghanistan – which was attended by top security officials from the eight countries – emphasised respect for Afghanistan’s sovereignty and non-interference in its internal affairs. The security officials pitched for collective efforts to counter extremism, radicalisation, separatism and drug trafficking in the region. The meeting, chaired by India’s National Security Adviser (NSA) Ajit Doval, was attended by Iran’s supreme national security council secretary, Rear Admiral Ali Shamkhani, Russia’s security council secretary Nikolai Patrushev, and the security council heads of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. “We all have been keenly watching the developments in [Afghanistan]. These have important implications not only for the people of Afghanistan, but also for its neighbours and the region,” Doval said. The declaration stressed the need to form “an open and truly inclusive government that represents the will of all the people of Afghanistan and has representation from all sections of their society, including major ethno-political forces in the country”. The inclusion of all sections of Afghan society in the administrative and political structure is “imperative for the successful national reconciliation process”, it said.

In an apparent reference to Pakistan, a joint statement issued after a meeting in Paris of the India-France joint working group on counterterrorism said the two sides condemned all forms of terror activities, including cross-border terrorism. The two countries also “stressed the need for all countries to ensure that territories that are under their control cannot be used to plan [and] launch terrorist attacks against any other country, shelter or train terrorist fighters”. On December 6, Indian Prime Minister Narendra Modi and Russian President Vladimir Putin held the 21st India-Russia Annual Summit and discussed the entire gamut of relations, including regional and global issues in New Delhi, reports India Today. Prior to this meeting, Foreign and Defence Ministers of the both the countries participated in the inaugural 2+2 ministerial meeting and hold bilateral talks, including the meeting of the intergovernmental commission on military and technical cooperation. 28 agreements across sectors from defence to energy to space exploration, science and technology, heavy engineering, to trade and investment were signed during the bilateral meeting. However, the much anticipated ‘Reciprocal Exchange of Logistical Support’ (RELOS) was put off. Among the military pacts, the two sides signed the ‘Agreement on Program of the Military-Technical Cooperation from 2021-2031’. This 10 year Defence Cooperation Program outlines the ongoing defence cooperation and future possible cooperation between the two countries. Such agreements are being signed since 1994. The long awaited ‘A-203 assault rifles deal’ was inked at the end of bilateral talks between Defence Minister Rajnath Singh and his Russian counterpart Sergey Shoigu, paving the way for the production of over six lakh rifles in Amethi. On the other hand, External Affairs Minister (EAM) S Jaishankar along with his counterpart Russian Foreign Minister Sergey Lavrov discussed the evolving situation in Afghanistan, especially the security situation and its implications in the region, the current political situation, issues related to terrorism, radicalisation and drug trafficking etc. Both the countries emphasised that Afghanistan’s territory should not be used for sheltering, training, planning or financing any terrorist groups including Islamic State of Iraq and Syria (ISIS), Al Qaeda, Lashkar-e-Taiba (LeT) etc. and reaffirmed their firm commitment to combat terrorism in all its forms and manifestations, including its financing, the dismantling of terrorist infrastructure and countering radicalization, to ensure that Afghanistan would never become a safe haven for global terrorism.

India and the five Central Asian countries on December 19, pushed for concerted action against all terror groups, saying Afghanistan’s soil must not be used for planning terror attacks, even as they pledged to provide immediate humanitarian aid to the Afghan people, reports Hindustan Times. India welcomed the interest shown by the Central Asian states in using Shahid Beheshti terminal at Iran’s Chabahar port, which is operated by an Indian company, for trade with India and beyond, according to a joint statement. All the sides agreed to develop the transit and transport potential of their countries, improve the regional logistics network and promote joint initiatives to create new transport corridors.
