The National Investigation Agency (NIA) on January 7, conducted searches at six locations – five in Jammu District of Jammu and Kashmir (J&K) and one in Tarn Taran District of Punjab in connection with the investigation of a narco-terror module case (RC 05/2020/ NIA/JMU) related to seizure of about 61 kilograms of heroin along with arms and ammunitions on September 20, 2020 at International Border (IB) at Arnia in Jammu District, says NIA. The officials recovered digital devices and other incriminating documents having financial details and accounts numbers during these searches. Originally registered at Arnia Police Station (Jammu), the case was re-registered by NIA on November 26, 2020 and taken up for investigation.The searches were conducted at the residences of six accused persons namely – Jasraj Singh, Sham Lal, Bishan Dass, Ajeet Kumar, Gurbaksh Singh and Gurpartap Singh. These accused persons were arrested for hatching a criminal conspiracy for carrying out anti-national and unlawful activities, and to help the terrorist organisations by collecting funds and channelizing the proceeds of drugs for furthering the activities of such terrorist organisations like Babbar Khalsa International (BKI). Gurpratap Singh, r/o Tarn Taran District is the kingpin of this module. In the second week of September 2020, Gurpratap Singh had received 10 kilograms of heroin from Pakistan based handlers through his associates. The consignment in the case was also intended to be received by Gurpratap Singh to fund the activities of BKI in Punjab.

The National Investigation Agency (NIA),on February 4, conducted searches in Amritsar and Gurdaspur Districts of Punjab, in connection with a narco-terror case of Pakistan-based terror group Hizb-ul-Mujahideen (HM), reports Daily Excelsior. During searches, INR 2 million of drug proceeds, 130 rounds of 9 mm bullets, mobile phones, pen drive, one bunch of polythene bags used for packing heroin, a car, a two-wheeler, documents related to properties and other incriminating documents have been seized from the house of the suspect.An NIA spokesperson said, the searches were conducted at the premises of suspect Manpreet Singh of Amritsar, a close associate of charge-sheeted accused Ranjit Singh in connection with the investigation of HM narco-terror case. The case relates to the arrest of Hilal Ahmad Shergojri, an Over Ground Worker (OGW) of HM and a close associate of Riyaz Ahmed Naikoo, the then ‘commander’ of HM who had come to Amritsar to collect funds to further the terrorist activities in Jammu and Kashmir (J&K), the official said.The case was originally registered by Punjab Police on April 25, 2020, under sections of the Unlawful Activities Prevention Act (UAPA) in connection with the seizure of INR 2.9 million which were drug proceeds, the official added.

The National Investigation Agency (NIA) arrested a harbourer and logistics provider of Hizb-ul-Mujahideen (HM) in KishtwarDistrict of Jammu and Kashmir (J&K) in India on February 18, reports Daily Excelsior.The militant arrested by NIA has been identified as Taraq Hussain Giri son of Ghulam Hassan Giri, a resident of Pachhal Kishtwar, who was involved in snatching of service rifle from PSO of former District Magistrate Kishtwar.Taraq Hussain was also wanted in providing logistic support to HM militants Osama bin Javed and Haroon Abba Wani in March 2019. The incident of weapon snatching was among four major terror acts committed by the HM from November 2018 to September 2019 in Kishtwar.

The National Investigation Agency (NIA), on March 1, arrested four suspected drug traffickers from Srinagar over their alleged involvement in the Handwara narco-terrorism case, in which 21 kilograms heroin and over INR 10 million cash were seized last year from members of a drug syndicate operating in Jammu and Kashmir (J&K) in India, reports Daily Excelsior. Two more accused are yet to be arrested.An official said, “Investigation revealed they were involved in cross-border smuggling of heroin in huge quantities from Pakistan and were supplying the drug in J&K and other parts of India. Proceeds of the sale were used to fund terror activities of Lashkar-e-Taiba (LeT) in Kashmir Valley. The accused also communicated regularly with LeT and Hizbul Mujahideen operatives using encrypted chat platforms.”The arrested were identified as Altaf Ahmed from Ganderbal, Showkat Ahmad Parray from Bandipora, Mudasir Ahmad Dar from Shopian and Amin Allaie alias Hilal Mir from Anantnag, an NIA spokesperson said in a statement. “Handwara Police initially registered a case in June last year after seizing Rs 20 lakh [INR 2 million] along with 2kg [kilograms] heroin was from the SUV of one Abdul Momin Peer during a routine check of vehicles at Handwara’s Kairo Bridge,” the NIA spokesperson said. Later that month, the agency took over the case and filed a chargesheet at a special NIA court in Jammu December 2020, against six accused including Peer, four of whom were arrested on March 1, 2021.

The National Investigating Agency (NIA) on March 2 took over investigations in the case pertaining to arrest of Hedayatullah Malik, chief of Lashkar-e-Mustafa (LeM) outfit, who was arrested by Police and Special Operations Group (SOG) from Digiana locality in Jammu District last month, reports Daily Excelsior. Earlier, SATP had reported that in a joint operation by Jammu and Anantnag Police, Hedayatullah Malikhas been arrestedfrom Jammu District of Jammu and Kashmir (J&K) on February 6. LeM is an offshoot of Jaish-e-Mohammad (JeM) in J&K.Subsequently, his wife, was also arrested from the City.The NIA took over investigations in the case from Gangyal Police Station where the case had been registered initially in the arrest of Hedayatullah Malik.At the time of arrest, Police had recovered arms, ammunition and explosives from the possession of Malik, who had reached Jammu to revive militant activities. He had also conducted recce of some sensitive installations in New Delhi.

The National Investigation Agency (NIA),on March 16, attached the houses of two accused in a car bombing on a Central Reserve Police Force (CRPF) convoy that left 40 personnel dead in Pulwama District of Jammu and Kashmir (J&K) in India in February 14, 2019, reports Daily Excelsior. The duo- Shakir Bashir Magrey and Insha Jan- were arrested by the NIA in two separate operations in February and March last year and were named in the NIA charge sheet in the Pulwama car bombing of a CRPF convoy. Shakir Bashir was arrested from his house in Hajibal area of Kakapora in Pulwama District on February 28, 2020, while, Insha Jan was arrested along with her father Tariq Ahmed Shah (50) from Hakripora village in Pulwama District on March 3, 2020. During questioning, Shakir Bashir disclosed that on several occasions, he collected and delivered arms, ammunition, cash and explosive material to the Jaish-e-Mohammad (JeM) militants including those involved in Pulwama attack. Insha Jan and her father were arrested for providing food, shelter and other logistics to Pulwama car bombers in 2018-2019. As per NIA, Insha Jan was in constant touch with Mohammad Umar Farooq, a Pakistani Improvised Explosive Device (IED) maker and was in communication with him over the telephone and other social media applications. The NIA team along with local Police attached the house of Shakir Bashir Magrey at Hajibal in Kakapora area of the District and Insha Jan at Hakhripora in Kakapora area. The team attached the property in exercise of powers granted under Section 25 of the Unlawful Activities Prevention Act (UAPA), 1967.

The charge sheet is filed against seven narco-smugglers associated with BKI identified as Gurpartap Singh, a resident of Tarn Taran District in Punjab, Sham Lal, Ajeet Kumar alias Kala, Bishan Das alias Raju, Jasraj Singh, Subhash Chander and Gurbaksh Singh, all residents of Jammu in Jammu District of J & K in India under several sections of the Narcotic Drugs and Psychotropic Substances Act, Indian Penal Code and Unlawful Activities (Prevention) Act. The NIA had taken over the probe on November 26, 2020. During the probe it was revealed that the seven charge-sheeted accused in this case were part of a narco-terrorism module of BKI. The chargesheet was filed in the NIA special court, Kolkata against Tania Parveen alias Isranoor and Refite of Malayapur-Baduria (North 24 Parganas District in West Bengal), Sayyad M Idris alias Munna of Anganavadi (Karnataka), and absconding accused Ayesha alias Ayesha Burhan and Ayesha Siddiqi of Gali Brahwali village of Sargoda in Punjab of Pakistan. Parveen was a college student and was radicalised and recruited in cyberspace by Pakistan-based cadres of LeT. She was co-admin of various social media groups espousing secessionist ideas on Kashmir with accused Ayesha Burhan, a Pakistan-based cadre of LeT’s women’s wing. Parveen in association with other accused members of LeT in India and Pakistan indulged in unlawful activities, radicalised, recruited and motivated other people through cyberspace for a violent Jihad (holy war) against India. On Apr 15, the NIA arrested schoolteacher Altaf Ahmad Rather from his residence in Bandipora District of Jammu and Kashmir (J&K) in the case. Investigation has revealed that Altaf Ahmad is a schoolteacher in Bandipora and was a sympathiser of the LeT. Parveen had come in contact with him over social media platforms and he was instrumental in introducing her to LeT members based in Pakistan, in pursuance of a conspiracy to radicalise, motivate and recruit youths for violent Jihad (holy war) on India. However, Rather was not named in the chargesheet as further investigation in the case is still going on, said NIA officials.

The NIA team along with Police and Central Reserve Police Force (CRPF) raided an Islamic seminary named Sirajul Uloom at Dalal Mohalla in Nawabazar area in Srinagar District on July 11 and arrested Adnaan Ahmad Nadvi and seized some office records and a laptop. Similar raids were followed at Pushroo, Sunsooma and Achabal villages in Anantnag District by NIA and other agencies on July 11. The NIA teams arrested several persons including Javaid Ahamad Mir (28), of Sunsooma, Umar Bhat of Magray Mohallah Achabal, Ovais Ahmad Bhat, a resident of Magray Mohallah Achabal, Tanveer Ahmad Bhat (26), Gorimohallah Achabal and Zeeshan Ameen Malik (22), of Pushroo Nowgam Achabal from Anantnag District. The NIA arrested District President of Jamaat-e-Islami for Kishtwar District and recovered large quantity of incriminating documents, electronic devices and mobile telephones from other places during these raids. NIA has conducted raids at JeI premises at Ramban, Doda, Kishtwar, Rajouri, Srinagar, Budgam, Ganderbal, Baramulla, Kupwara, Bandipora, Anantnag, Shopian, Pulwama and Kulgam Districts in J&K in India. National Investigation Agency (NIA) on October 27 conducted searches at 17 locations in seven Districts of J&K in the Jamaat-e-Islami (JeI) terror funding case, reports Daily Excelsior. The NIA carried out these searches in the Anantnag, Kulgam, Ganderbal, Bandipora, Budgam, Kishtwar and Jammu Districts of J&K. Khurram Parvez is the coordinator of the J&K Coalition of Civil Society. On October 28, 2020, the NIA had searched 10 locations, including that of Parvez, in J&K and one in Bangalore (Karnataka) in a case pertaining to certain so-called NGOs and trusts raising funds in India and abroad in the name of charitable activities and then using those funds for carrying out secessionist and separatist activities in J&K. The case was registered on October 8, 2020 under sections of the IPC and the UAPA on receiving "credible information that certain NGOs and trusts are collecting funds domestically and abroad through so-called donations and business contributions" and then using them to fund terror activities in J&K, the NIA said.

Arvind Negi, whose residence in Kinnaur in Himachal Pradesh, was raided simultaneously as the NIA carried out searches at the residence and offices of noted activist Khurram Parvez on November 22. “The probe began after an intelligence input that the details of investigation into crucial cases were being shared with (Pakistan’s) ISI by the officer concerned," an unidentified security official said, adding that the allegation is that Negi passed on the investigation's case diary to Pakistan's Inter-Services Intelligence (ISI). Negi, a decorated police officer, was investigating a 2020 case in which the NIA accused Kashmir-based non-profits of being "fronts" to funnel money to militant groups. Khurram's residence was also raided as part of the investigations. The NIA, however, has said Khurram was arrested in a fresh case pertaining to alleged contacts with suspected Lashkar-e-Taiba (LeT) operatives. The Negi had been presented before a court. “The suspicion is that he traded crucial case documents in lieu of money. Investigating agencies are probing his assets, etc," an unidentified NIA officer said. Digital devices from Negi's residence were seized for forensic examination.

However, the court acquitted Bashir Ahmad Mir, son of Mir Zaman Mir of Uri, Syed Mukhtar Hussain Shah, son of Syed Mohd Hussain Shah of Bemina and Pradeep Singh, son of Bopinder Singh of Baramulla as prosecution has failed to bring home the guilt and prove the charges beyond any shadow of doubt. While convicting Pakistani militant, the court observed, “it has been proved by the prosecution beyond any shadow of doubt that he is a resident of Multan, Pakistan and has crossed/entered in Indian territory illegally and without any valid documents, as such, is held guilty for the commission of offence U/s 14-A, (b) Foreigners Act, 1946”. “Secondly, it has also not been established that accused has entered in the territory of Union of India not on any tourist visa or to perform any religious obligations. But it has been proved that he had entered/crossed in the territory of Union of India with intention, aim and motive to commit unlawful activities”, the court said, adding “accused is hereby held guilty U/s 13-B of UAP Act, 1967 and awarded sentenced to rigorous imprisonment for a period of five years for the commission of offence U/s 14-A, (b) of Foreigners Act, 1946, & a fine of Rs.10000”

The case relates to a conspiracy hatched for radicalising, motivating and recruiting youngsters of Jammu and Kashmir to effect violent activities in the Union Territory and in other parts of the country by Sajjad Gul, Salim Rehmani alias Abu Saad and Saifullah Sajid Jutt, who are commanders of the TRF. According to the officials, Feroz, in a criminal conspiracy with these people, was recruiting individuals to carry out reconnaissance of pre-determined targets, coordinating and transporting weapons to support Lashkar and its frontal affiliate, TRF.
