Police,on January 1, said that they arrested an Over Ground Worker (OGW) of militants who was tasked to kill a recently elected Councillor in Baramulla town in BaramullaDistrict of Jammu and Kashmir (J&K) in India, reports Daily Excelsior. Senior Superintendent of Police (SSP), Baramulla, Abdul Qayoom said that the arrested OGW was tasked to recruit youth and to kill a newly elected Councillor. The SSP said that they arrested a militant associate, Asif Gull, early this week who was under the Police radar for the past eight months for his involvement in a grenade attack in Baramulla in August last year (2020) that claimed the lives of security personnel besides having over two dozen cases registered against him. It was also found during the investigation that he was in touch with the most wanted and longest surviving militant Hyder and associates who were killed in an encounter last year.“Hyder and another associate were in touch with Asif Gull and it repeatedly surfaced he was involved in a grenade attack but had gone into hiding since then to undertake some tasks,” he said.

Jammu and Kashmir Police (JKP) claimed to have busted yet another terror module with the arrest of a suspected militant in Reasi District of Jammu and Kashmir (J&K) in India on January 1, reports Daily Excelsior. With the arrest of the militant, a total of five different modules of Lashkar-e-Taiba (LeT) and its offshoot The Resistance Force (TRF) have been unearthed in the past two weeks, the JKP said.Inspector General of Police (IGP), Mukesh Singh, said, “On the basis of reliable information a person identified as Mohammad Yousaf, 20, son of Ghulam Haider of Deval in Mahore Tehsil[revenue unit] of Reasi district was apprehended [arrested] by a team of police station Mahore”.During sustained questioning he divulged that he had hidden some cache of arms and ammunition in a hideout at village lower Angrala of in Mahore, the officer added.“A joint search operation of Jammu Kashmir Police and army was launched in the area and five live grenades and a 9 mm pistol along with ammunition were recovered from the hideout,” IGP, Singh, said.

Awantipora Police busted a hideout of Lashkar-e-Toiba (LeT) outfit and arrested one Over Ground Worker (OGW) of militants at Chandhara area in Pampore town in Pulwama District of Jammu and Kashmir (J&K) in India on January 10, reports Daily Excelsior. The arrested OGW has been identified as Adil Ahmad Shah son of Mohammad Azad Shah, a resident of Chandhara Pampore. During search, one large hideout was found in the cowshed of the house with small opening covered by a lid and a tunnel of about 6ft leading to the hideout. Incriminating material of proscribed outfit LeT and 26 rounds of AK-47 were recovered from the hideout, a Police statement said.

Security Forces (SFs) arrested two Over Ground Workers (OGWs) of Jaish-e-Mohammad (JeM) militant outfit accused of providing logistic support to militants from Awantipora area in Pulwama District of Jammu and Kashmir (J&K) in India on January 11, reports Daily Excelsior. The arrested OGWs of JeM, identified as Shezaan Gulzar Beigh from Gadhikhal Chersoo and Waseem-ul-Rehman Sheikh from Midoora Awantipora, were involved in providing shelter, support, logistics, as well as in transporting of arms and ammunition of the militants in Awantipora and Tral areas and passing sensitive information to the militants of the outfit. Police said that they have been in touch with ‘commander’s in Pakistan through various social media platforms, and one of the arrested OGWs has also gone to Pakistan and met some militant ‘commander’s there.

Police arrested two OverGround Workers (OGWs) of Lashkar-e-Toiba (LeT) outfit from the Bulbul Bagh area in Srinagar city in Srinagar District of Jammu and Kashmir (J&K) in India on January 13, reports Daily Excelsior. Jammu and Kashmir Police (JKP) claimed to have busted a fake Lashkar-e-Toiba (LeT) module of extortionists in Sopore in Baramulla District of Jammu and Kashmir (J&K) in India on January 17, reports Daily Excelsior. The Police received a complaint from a person that he had received a letter on the letter pad of LeT, demanding INR 50,000 for the outfit since it was in a dire need of funds for carrying out various activities.During the course of investigation, it came to fore that three persons identified as Ishfaq Ahmad Reshi, a driver, Mumtaz Ahmad War, an Imam of a mosque, and Abdul Qayoom Ganie, a mason, all residents of Warpora mastered a plan to collect money from the complainant. The Police said that all three accused were arrested and upon interrogation, the three revealed how they were blackmailing the general public and prominent businessmen of the area by sending letters on the fake letter pad of LeT.During their further questioning they confessed that their area of operation was not confined to Warpora and they have extorted money from residents of main town Sopore also.

Two militants affiliated to Jaish-e-Mohammed (JeM) were arrested along with weaponry by a joint team of Police and Special Operations Group (SOG) Jammu, between Batote and Ramban stretch of the National Highway in Ramban Districtof Jammu and Kashmir (J&K) in India on January 18, reports Daily Excelsior. The arrested militants were identified as Umar Ahmed Malik son of Abdul Ahmed Malik and Suhail Ahmed Malik son of Mohammad Yaseen Malik, both residents of village Semthan in Bijbehara area of Anantnag District. Police said that a consignment of the weaponry had been dropped by the Pakistani Rangers using a drone at the International Border (IB) somewhere in Vijaypur sector of Samba District, and JeM handler Aqib alias Alfa operating in Budgam had asked the two arrested operatives of the outfit to pick up the consignment from the IB in Vijaypur sector.The recoveries included two AK-74, one Pistol, 16 Grenades, nine Ak-Magazines, 269 Live Bullets and two Magazines.

Acting on a specific input, Budgam Police, 53 Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF) arrested three militants from Budgam during searches. Those arrested have been identified as two former militants Mohammad Yousuf Dar alias Janbaz Kashmiri, Abdul Majeed Mir alias Majid, both residents of Chewdara Beerwah and Reyaz Ahmad Basmati, resident of Safa Kadal in Srinagar. Police said that these militant associates were affiliated with LeT and were also working for other militant outfits like Tehreek-ul-Mujahideen (TuM). Police said, two hand grenades, 25 AK-47 rounds, 4 detonators, mobile phones used to contact Pakistani handlers, threat posters and other incriminating material have also been recovered from their possession. Police said that these militant associates were operating in Budgam and Srinagar Districts with the aim to target newly elected DDC members and disrupt elections. They were in touch with handlers in Pakistan including Sheikh, Usman, Tariq, Haftullah and others. These militant associates in garb of securing admissions in Pakistani educational institutions and were managing contacts with Pakistan based militant handlers in order to recruit militants and revive militancy in Budgam.

Two more accused are yet to be arrested.An official said, “Investigation revealed they were involved in cross-border smuggling of heroin in huge quantities from Pakistan and were supplying the drug in J&K and other parts of India. Proceeds of the sale were used to fund terror activities of Lashkar-e-Taiba (LeT) in Kashmir Valley. The accused also communicated regularly with LeT and Hizbul Mujahideen operatives using encrypted chat platforms.”The arrested were identified as Altaf Ahmed from Ganderbal, Showkat Ahmad Parray from Bandipora, Mudasir Ahmad Dar from Shopian and Amin Allaie alias Hilal Mir from Anantnag, an NIA spokesperson said in a statement. “Handwara Police initially registered a case in June last year after seizing Rs 20 lakh [INR 2 million] along with 2kg [kilograms] heroin was from the SUV of one Abdul Momin Peer during a routine check of vehicles at Handwara’s Kairo Bridge,” the NIA spokesperson said. Later that month, the agency took over the case and filed a chargesheet at a special NIA court in Jammu December 2020, against six accused including Peer, four of whom were arrested on March 1, 2021.

Nadeem is close relative of OGW Muzaffar,” Inspector General of Police (IGP), Kashmir range, Vijay Kumar, said, adding that the trio had conducted a recee of the area on March 24 after which they carried out the attack on March 25. Acting on a lead, Police arrested Javaid Sheikh who was travelling in a Maruti car bearing number HR 10 Q-6583 in which some empty cartridges were also recovered. “After his questioning and interrogation, we also arrested Muzaffar. Raids were conducted on two hideouts, but LeT militant Nadeem and two foreign militants had fled after coming to know about the arrest of Muzaffar and Javaid,” the IGP said. He further said both the arrested OGWs have confessed to the crime. He, however, said that Police are working on leads and very soon the remaining attackers that includes LeT militant Nadeem and two foreigners will either be arrested or killed. Following specific inputs about presence of militants at different locations, SFs launched established a naka at Kachloo crossing on Baramulla Handwara highway and the two militants and three OGWs were arrested. The arrestees were identified as Mohammad Yaseen son of Mohammad Akbar, Showkat Ahmad Ganie son of Sonaulla Ganie and Ghulam Nabi Rather son of Wali Mohammad, all residents of Village Kachloo Qaziabad. “On their personal search, arms and ammunitions and letter pad of Al-Badr were recovered from their possession,” Police said. “During investigation, the arrested persons disclosed that two other persons known to them have recently joined the militant ranks and are operating in Handwara area. The National Investigation Agency (NIA) arrested a school teacher, identified as Altaf Ahmed Rather, who was a recruiter for Lashkar-e-Toiba (LeT), from his residence in Bandipora District in Jammu and Kashmir (J&K) in India on April 15, reports Daily Excelsior. Altaf was arrested in a LeT recruitment module case, which was related to the arrest of Ms Tania Parveen by West Bengal Police for her association with proscribed organization LeT and an FIR was registered in Badurai Police Station in North 24 Parganas District of West Bengal under Sections of 121A, 124A, 120B, 419 and 420 of IPC, Sections 10, 13, 15, 18, 18B, 20, 38 and 39 of UA(P) Act and 66F of Information Technology Act. NIA took over this case on April 5 last year and re-registered a case as RC-20/2020/NIA/DLI. The probe agency had earlier filed charge sheet against arrested accused Tania Parveen. The investigation has revealed that accused Altaf was a school teacher in Bandipora and was a sympathiser of LeT. “The charge sheeted accused Tania Parveen had come in contact with him over social media platforms. He was instrumental in introducing Tania Parveen to LeT members based in Pakistan, in pursuance in the conspiracy of LeT to radicalize, motivate and recruit youth for violent Jihad in India”, the NIA said, adding that further investigation in the case has been under progress.

The OGWs were also found to be instigating youth to join terror outfits. A case has been registered and further investigation is underway,” the Police said in a statement. The LeT militants were repeatedly asked to surrender but they refused and were killed in the gun battle. LeT militant Ubaid Shafi was involved in Aribagh militant attack which was carried out by LeT on the house of a Bharatiya Janata Party (BJP) leader on April 1, killing a Police Personnel identified as Rameez Ahmad. All the slain militants were linked with LeT and part of the groups involved in several crime cases including attacks on SFs and security establishments. Arms and ammunition including one AK-47 rifle, two pistols and incriminating materials have also been recovered from the site of encounter. All the recovered materials have been taken into case records for further investigation and to probe their complicity in other crimes. In the second incident, SFs arrested OGW identified as Abdul Ahad Lone during a search operation with specific information at Kralpora village in Kupwara District, when he was trying to escape after seeing the SFs during a search operation. SFs recovered 12 grenades 182 Rounds of AK-47 with cash of INR 1, 69,500 from his possession, Inspector General of Police (IGP), Kashmir Zone, Vijay Kumar, said.

These arrested JeM OGWs were involved in motivating youth to join the militancy. The arrested youth were in touch with Pakistan based militant commanders through different social media platforms. These youth were motivated and indoctrinated by the militant associates and militants to join the militancy. These youth developed contact with the active militants in the said area for joining militancy by means of the militant associates, who were arrested by Police. These arrested youth were motivated by Pakistan based militant commanders to join militancy and asked to establish contact with their ground cadre in Awantipora and Tral area in Pulwama District. In the third incident, Police booked six persons including two brothers under Unlawful Prevention Activities Act and Arms Act (UAPA) in Kokarnag area in Anantnag District on May 27. Police in Kokernag recovered a hand grenade and 14 live rounds from two persons, identified as Javid Ahmed Bhat (30), and Zubair Ahmed Bhat, (26), both residents of Sagam Kokernag. On their disclosure after the recovery, Police arrested four more persons including two brothers identified as Fareed Ahmed Mangnoo, Muzaffar Ahmed Mangnoo, labourer Zahoor Ahmed Mir, all residents of Sheikhpora Vailoo Kokernag and Mohammad Amin Dar, also a labourer by profession and a resident of Darpora Devalgam. Similar raids were followed at Pushroo, Sunsooma and Achabal villages in Anantnag District by NIA and other agencies on July 11. The NIA teams arrested several persons including Javaid Ahamad Mir (28), of Sunsooma, Umar Bhat of Magray Mohallah Achabal, Ovais Ahmad Bhat, a resident of Magray Mohallah Achabal, Tanveer Ahmad Bhat (26), Gorimohallah Achabal and Zeeshan Ameen Malik (22), of Pushroo Nowgam Achabal from Anantnag District. The National Investigation Agency (NIA) conducted raids on August 8 at 56 locations across 14 Districts of Jammu and Kashmir (J&K) in India on residences, premises and other locations of Jamaat-e-Islami (JeI) leaders and activists following reports that despite ban imposed on the organization its activists were indulging in collection of donations which were being used for violent and secessionist activities and were motivating youth of Kashmir to indulge in disruptions, reports Daily Excelsior. The NIA arrested District President of Jamaat-e-Islami for Kishtwar District and recovered large quantity of incriminating documents, electronic devices and mobile telephones from other places during these raids. NIA has conducted raids at JeI premises at Ramban, Doda, Kishtwar, Rajouri, Srinagar, Budgam, Ganderbal, Baramulla, Kupwara, Bandipora, Anantnag, Shopian, Pulwama and Kulgam Districts in J&K in India. The funds raised by the JeI are also being channelized to militant organisations such as Hizb-ul-Mujahideen (HM), Lashkar-e- Toiba (LeT) and others through networks of JeI cadres. At least ten civilians including two women were injured in a grenade explosion, which was lobbed by militants towards 40 Battalion of Sashastra Seema Bal (SSB) near Hanuman Mandir at Hari Singh High Street area of Srinagar District of Jammu and Kashmir (J&K) on August 10, reports Daily Excelsior. The militants lobbed a grenade towards Bunker of SSB, which however missed the target and instead exploded on road resulting in minor injuries to civilians. They were shifted to Shri Maharaja Hari Singh (SMHS) hospital for treatment. Following the grenade attack, all the entry and exit points in and around Lal Chowk area in Srinagar were sealed and all the checkpoints across the Srinagar city were activated. During the intensive checking, Police arrested an individual identified as Adil Farooq Bhat, a journalist and recovered two grenades from his bag near Makkah Market Partap Park in Srinagar District on August 10. Earlier Adil Farooq was arrested in February, 2019 for his involvement in providing logistics as well as other support to the active terrorists, said Inspector General of Police (IGP) Kashmir Vijay Kumar.

Police, on August 31, arrested all the four Over Ground Workers (OGWs) of Lashkar-e-Toiba (LeT) involved in a grenade attack on the house of a Sarpanch (head of the Panchayat, village-level local self-Government institution) in the Shrakwara area of Kreeri in Baramulla District of Jammu and Kashmir (J&K) last week, reports Daily Excelsior. Police said that on August 22, a call was received by Police Station Kreeri regarding blast-like sound from village Shrakwara Kreeri. During verification, it came to fore that a grenade was lobbed towards the Police guard and house of one Sarpanch namely Narinder Kour wife of Daljeet Singh, resident of Shrakwara Kreeri which caused some minor damages to windowpanes and vehicle as the lever of the exploded grenade was found in the kitchen garden. During the process of the investigation, suspects identified as Mohd Saleem Khan son of Ghulam Hassan Khan of the new colony Shrakwara and Sajad Ahmed Mir son of Late Ali Mohd Mir of Mir Mohalla Saloosa were involved in the commission of crime who were later arrested. Police said that Parray maintained a close contact with militancy handlers across the border and would do their bidding in recruiting young boys in militant ranks and arranging weapons and other logistics for them. “He was earlier associated with Jamaat-e-Islami (Jel) before shifting his allegiance to the Masarat Alam led Muslim League. The individual has about a dozen PSAs and FIRs lodged against him and spent a good part of the previous decade in custody”, Police said. “On the basis of leads provided by him, his nephew Naseer Ahmed Parray of Hajin, Haseena of Sheeri, Khursheed Ahmad of Naidkhai and others were part of the group, which was in continuous contact across the border and would receive detailed instructions for their day to day activities. The army commander said during a week, Army killed seven militants and recovered seven AK rifles, nine pistols and revolvers, and more than 80 grenades of various kinds besides Pakistani and Indian currency near the LoC. General Officer Commanding (GOC) of Baramulla based- Army’s 19 Infantry Division, Major General Virendra Vats said that army launched the operation on September 18 after the Army noticed suspicious movement along the LoC in Salamabad, Uri. “An encounter took place when the infiltrators -- believed to be six -- were challenged. While four of them ran back towards the other side of the fence due to dense foliage and darkness, two sneaked into this side of the LoC,” he said. “We zeroed-in on the Salamabad Nallah, approximately 800 m inside the LoC, on September 25 and in the ensuing encounter, one militant was killed the next morning,” Maj Gen Vats said adding, “Another militant pleaded that his life be spared. As is the ethos of the Indian Army, after taking due precautions, he was taken into custody alive”. The arrested infiltrator was identified as Ali Babar Parra (19), resident of Okara District in Punjab province of Pakistan. Major General Vats said the slain militant was identified as Atiq ur Rehman alias Qari Anas (33), belonging to Attock District in Punjab of Pakistan. “The arrested militant has admitted to be a member of Lashkar-e-Toiba [LeT] and was trained in Muzaffarabad," GoC 19 Infantry Brigade said. “He has revealed that he was trained for three weeks at Khyber camp, Ghadiwala in Muzaffarabad in 2019”. “He was recalled this year for some important task and was told by his handlers that he has to drop supplies at Pattan. But when we went through the recoveries and modus operandi, it shows that they had come here for some kind of a strike which went beyond the drop of supplies,” he said. Maj Gen Vats said the infiltration attempt was made along the Salamabad Nala, which was the same route used for the 2016 suicide attack on the Uri garrison in which 19 army men were killed and many others injured. He said the infiltrating militants was supported by the Pakistani side with three porters bringing supplies till the LoC. “The movement of such a large number of people cannot take place without active complicity of the Pakistan Army deployed on the other side,” he said. Major General Vats said there has been an increased movement at the launch pad across the LoC. "This shows the desperation of Pakistan that when they see peace in Kashmir, they send militants to disturb peace by sensational strike”. Khurram Parvez is the coordinator of the J&K Coalition of Civil Society. On October 28, 2020, the NIA had searched 10 locations, including that of Parvez, in J&K and one in Bangalore (Karnataka) in a case pertaining to certain so-called NGOs and trusts raising funds in India and abroad in the name of charitable activities and then using those funds for carrying out secessionist and separatist activities in J&K. The case was registered on October 8, 2020 under sections of the IPC and the UAPA on receiving "credible information that certain NGOs and trusts are collecting funds domestically and abroad through so-called donations and business contributions" and then using them to fund terror activities in J&K, the NIA said.

Aejaz Ahmad Lone, Naseer Ahmad Shah and Showkat Ahmad Dar, all residents of Lelhar in Pulwama were arrested by a special investigation team of police constituted to probe the killing of Ibrahim Ahmad, a salesman of Kashmiri Pandit trader Sandeep Mawa in Bohri Kadal area of the Old City in Srinagar on November 9. Police had also filed a case FIR No. 86/2021 at the Maharaj Gunj Police Station to investigate the case. According to the Police spokesperson, preliminary investigations have revealed that the trio linked with TRF have killed Ahmad on the directions of “terrorist handler” from across the border. It was further revealed that the accused have been in touch with Pakistan based handlers for last 4 months. “On their disclosure, weapon of offence - pistol along with 7 rounds and other incriminating materials including a grenade have been recovered from their possession,” the Police spokesperson added. Besides, the Alto car which was used during the commission of crime on the day of attack has also been seized on their disclosure.

A senior Indian Police Service (IPS) officer, identified as Arvind Negi, formerly deputed with the National Investigation Agency (NIA) who was investigating the high profile "terror funding" case against the pro-freedom Hurriyat leadership and several Kashmir-based non-profits is now suspected of espionage and has been arrested by the NIA, Kashmir Observer reported on November 28. Arvind Negi, whose residence in Kinnaur in Himachal Pradesh, was raided simultaneously as the NIA carried out searches at the residence and offices of noted activist Khurram Parvez on November 22. “The probe began after an intelligence input that the details of investigation into crucial cases were being shared with (Pakistan’s) ISI by the officer concerned," an unidentified security official said, adding that the allegation is that Negi passed on the investigation's case diary to Pakistan's Inter-Services Intelligence (ISI). Negi, a decorated police officer, was investigating a 2020 case in which the NIA accused Kashmir-based non-profits of being "fronts" to funnel money to militant groups. Khurram's residence was also raided as part of the investigations. The NIA, however, has said Khurram was arrested in a fresh case pertaining to alleged contacts with suspected Lashkar-e-Taiba (LeT) operatives. The Negi had been presented before a court. “The suspicion is that he traded crucial case documents in lieu of money. Investigating agencies are probing his assets, etc," an unidentified NIA officer said. Digital devices from Negi's residence were seized for forensic examination.

The case relates to a conspiracy hatched for radicalising, motivating and recruiting youngsters of Jammu and Kashmir to effect violent activities in the Union Territory and in other parts of the country by Sajjad Gul, Salim Rehmani alias Abu Saad and Saifullah Sajid Jutt, who are commanders of the TRF. According to the officials, Feroz, in a criminal conspiracy with these people, was recruiting individuals to carry out reconnaissance of pre-determined targets, coordinating and transporting weapons to support Lashkar and its frontal affiliate, TRF.
