Activities in ‘suspected homes’ have been picked up of Army's surveillance and also human intelligence, reports India Today on January 13. The Indian Army has suspected that some civilian homes in Pakistan-occupied Kashmir (PoK) are being used as terror launch pads. Additional deployment of Special Service Group(SSG) commandos of Pakistan has been made around civilian homes in Jammu and Kashmir (J&K) to assist shallow raids backed by heavy calibre escalation. The Indian Army has been monitoring activities and movements in these ‘suspected houses’ that have increased recently. As the higher reaches of J&K are covered under snow the focus has shifted to the south of Peerpanjal range. Areas like Nowshera, Sunderbani, Krishna Ghati, Bhimber Gali and Poonch have remained tense with frequent shelling and skirmishes."There are many civilian houses being used as launch pad. We are aware of these and have identified them. These are used by Pakistan to assist infiltrations. Villages in PoK hugging the LoC (Line of Control) are used by Pakistan as defence works," Lt Gen Harsha Gupta, General Officer commanding the Nagrota based 16 Corp of the Indian Army said.

In a three-page order, the Home Department said additional 400 internet kiosks will be established in Kashmir division. Internet service providers will offer broadband facility (with Mac binding) to all institutions dealing with essential services, hospitals, banks as also Government offices, official said.

Terror outfits are using encrypted mobile communications and Voice on Internet Protocol (VoIP) to plan infiltrations into India and reactivate their cadre in Jammu and Kashmir, the Jammu and Kashmir Government said on January 15, reports Daily Excelsior. This is a well-established fact, Government spokesman Rohit Kansal said. “Sustained efforts are being made by terrorists to infiltrate from across the border, reactivate their cadre and scale up anti-national activities not only in the Kashmir division but also in some areas of the Jammu division by using Voice on Internet Protocol and encrypted mobile communications, and through various social media applications to coordinate and plan terrorist activities,” he said.

The security agencies, including the state police, were trying to find out more about the financial network of the terrorists in Jammu and Kashmir from the Hizb-ul-Mujahideen (HM) militants arrested recently, reports India Today. "The militants were extracting money from the locals which was being used for anti-national activities. The arrested senior cop [Deputy Superintendent of Police Davinder Singh] was given Rs 12 lakh [INR .12 million] for escorting the terrorists from the Valley to Chandigarh. From where this money came is the thing to be investigated," an unnamed source said. "We are looking into the nexus minutely. As far as the investigation of this case is concerned first it will be focused on the present case only but other aspects can also be investigated if any link is established at any stage. We had launched five operations on the basis of the inputs given by Naveed Babu but no arrests have been made thereafter. We have destroyed a couple of hideouts but did not find any terrorist," Director General of Police (DGP) Jammu and Kashmir Dilbag Singh said on January 15. As reported earlier, two HM militants along with DSP Singh and an over ground worker of HM were arrested on January 11 from Kulgam.

Jammu and Kashmir (J&K) Director General of Police (DGP) Dilbag Singh on January 20 endorsed the views of Chief of Defence Staff (CDS) General Bipin Rawat on setting up de-radicalisation camps in Kashmir Valley in J&K in India, reports The Print. The DGP said it would be a “good sign”, and that moves to de-radicalise youth should be welcomed. “For some time, Pakistan and its agencies (have been) trying to spread radicalisation in this area. Some of our youth have got affected. If any such facility comes up in Kashmir, it would be a good sign,” Singh said at a press conference in Srinagar, on being asked about the CDS’ views. CDS General Rawat on January 16 spoke about setting up of de-radicalisation camps in Kashmir. “In Kashmir, we saw radicalisation happening. Today, we are seeing radicalisation happening even among young people. Girls and boys as young as 10 and 12 are now being radicalised. These people can still be isolated from radicalisation in a gradual way,” Rawat said. “But there are people who have been completely radicalised. These people need to be taken out separately. Possibly taken into some de-radicalisation camps. We have got de-radicalisations camps running in our country. Let me tell you that even Pakistan is doing the same,” he had said.

Pakistan is trying to revive terrorism in Chenab valley, Director General of Police (DGP), Dilbag Singh said on January 25, stressing upon his men to make strenuous efforts to make the region militancy-free once again, reports Daily Excelsior.“This (Chenab valley) region was once a hot-bed of terrorism before it was completely cleared some time back but over time due to the continuous efforts by Pakistan agencies, some nine terrorists became active in the twin districts of Kishtwar and Doda,” Singh told reporters during his visit to Doda district on the eve of Republic Day.He said Pakistan is trying to revive terrorism in Chenab valley but the joint efforts of Police and Central Armed Police Forces (CAPFs), the terrorist networks have been smashed and Over Ground Workers (OGW’s) and their support systems have also been busted.

Lieutenant Governor Girish Chandra Murmu, in his address to Republic Day Parade at Maulana Azad Stadium in Jammu District on January 26, said that militancy related incidents have come down in the Jammu and Kashmir (J&K) valley but called upon Security Force (SF) personnel to stay alert and keep vigil on all such elements who want to spread violence in the Union Territory, reports Daily Excelsior. Murmu said militancy was down in the Valley and lauded role of security forces in keeping it under check and maintaining peace and normalcy.“Militancy is going down. The Central Reserve Police Force (CRPF) has changed its tactics and bettered its security drills after the Pulwama terror attack (February 14, 2019), CRPF Director General (DG) A P Maheshwari said on January 28, reports Daily Excelsior. Maheshwari stated, “We are a fighting force. We have bettered our security drills, we have bettered our capability for training, we have bettered in terms of equipment, tactics, mobility and navigation.” He said Security Forces (SFs) like the CRPF, Jammu and Kashmir Police (JKP), National Investigation Agency (NIA), Enforcement Directorate (ED) and others are working in an “integrated” manner in the Kashmir valley to hit at the financial, infrastructure and other roots of terrorist elements. “After the experience of this (Pulwama attack) incident, we have changed our tactics and have changed our capabilities in terms of equipment, training and strategy and consciousness… We have bettered and we will keep doing that,” Maheshwari added. The CRPF has deployed close to 70,000 personnel in Kashmir valley for counter-terrorist and law and order duties.

The grenade attack in Amritsar took place at a prayer hall in Adliwal village on November 18, 2018, wherein three persons were killed, Union Minister of State for Home Affairs G Kishan Reddy said. The data presented by the minister showed that 1,550 militancy related incidents were reported in J&K between 2017 and 2019 and 251 security personnel, 118 civilians and 627 militants were killed during the period. A total of 451 persons are under detention in Jammu and Kashmir (J&K), including 396 persons under the Public Safety Act (PSA), reports Daily Excelsior on March 12. Giving details in the Rajya Sabha (Upper House of the Indian Parliament), Minister of State for Home, G Kishan Reddy said the Jammu and Kashmir authorities had taken 7,357 persons in preventive custody since August, 2019 when the special status of the erstwhile State was abrogated and it was divided into two Union Territories (UTs). He said among those detained were stone pelters, miscreants, Over Ground Workers (OGWs) of terrorist outfits, separatists. “Out of these, 451 such persons are presently under preventive detention, which includes 396 persons under Jammu and Kashmir Public Safety Act (PSA),” he said. Lt Gen B S Raju, General Officer Command (GOC) of the XV corps in Kashmir, has also asked his formations to take adequate precautions during patrolling along the LoC in view of the coronavirus outbreak with the possibility of the infiltrating terrorists having infection not being ruled out. The field intelligence units of the Army coupled with inputs comprising HUMINT (human intelligence) and TECHINT (technical intelligence) indicate that around 300 terrorists, mainly of the banned Hizb-ul-Mujahideen (HM) and Lashkar-e-Taiba (LeT), are waiting across the border to sneak in, officials said, citing reports from Srinagar collated in the national capital. As many as 16 launch pads along the LoC had been activated in the recent weeks by the Pakistan Army and its external snooping agency ISI which included those located in difficult terrains like Nowshera and Chhamb from where the terrorists are known to enter the Gulmarg area of north Kashmir. The Indian Army is taking steps to re-calibrate its Counter Infiltration Grid (CIG) and counter-insurgency strategies to check the intrusion. Officials said a heavy concentration of terrorists was witnessed across Leepa valley, Athmuqam and Dudniyal, the same area in higher reaches in Keran sector in Kupwara District where a group of five terrorists had infiltrated on April 1 and who were subsequently killed on April 5. Five army personnel also lost their lives in the gunfight. The launch pads like Dumail, Sardari and Dhakki, which are normally activated in late summer, had also witnessed the presence of terror groups this time, the officials said. Among other launch pads that had seen presence of terrorists included Shardi, Neelum valley, Nowshera and even Chakoti, Khoja bandi and Haji Peer.

According to information, a white Santro fitted with IEDs was on the move in Pulwama with plans to enter the highway to target a security convoy. The suspect car was intercepted at a checkpoint on May 27 night and signalled to halt which it did not, leading to the Security Forces (SFs) opening fire.A search of the vehicle later found a container packed with explosives. This container itself weighed around 50 kilograms. Later on, the nearby area was vacated and then destroyed the car in a controlled explosion. Police believe the fidayeen(suicide squad) plot to target the SFs or their installations was a joint venture of Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM). Police filed a chargesheet against 10 overground workers (OGWs) and three active militants in Kishtwar District of Jammu and Kashmir (J&K) in India on June 27, reports The Times of India. A Police spokesperson said, “The chargesheet was filed before a TADA/PoTA court in Jammu against 13 accused, including three active militants, Jahangir Saroori of Saroor, Mudassar Hussain of Dachhan and Riaz Ahmed of Marwah).” The OGWs were charged with harbouring, transportation and providing other logistic and financial aid to the terrorists. The accused were managing meetings of the trio for carrying out terrorist activities in the area and were also providing information regarding SFs to the militants for carrying out attacks. “On their disclosure, police had recovered one rifle, 25 rounds of 5.56mm ammunition, 5 posters of a militant outfit and photographs of temples,” the spokesperson added.

The constable allegedly helped in the smuggling of heroin worth INR two billion into India in the past fortnight. The Director General of Police (DGP) Dinkar Gupta said, Sumit of Magar Mudian village in Gurdaspur District, had been arrested along with his aides – Simarjit Singh alias Simma, Manpreet Singh and Amanpreet Singh. Foreign-made weapons, including a 9 mm Zigana pistol (made in Turkey), along with 80 live cartridges (etched with Pakistan ordinance factory markings), two magazines and two live cartridges of 12 bore gun, along with INR 3.23 million drug proceeds, were recovered from the BSF constable, the DGP added. Giving details, the DGP said the Jalandhar (Rural) Police had arrested Amanpreet Singh on July 11 in a murder case. During interrogation, he disclosed that he and his brothers were in touch with one Shah Musa of Pakistan, for smuggling of narcotics and weapons. Amanpreet further said he had come in contact with Shah Musa through Manpreet Singh and the BSF constable posted on the J&K border. Also, Sumit Kumar had earlier been lodged in Gurdaspur jail during the trial of a murder, where he had come in contact with Manpreet Singh, the DGP said adding that these disclosures led the police to arrest Simarjeet and Manpreet on July 12, while Sumit was apprehended in coordination with the BSF.

Deputy Inspector General (DIG) of Police for South Kashmir range, Atul Goel, on September 9 said that the weapon that was recovered in the evening of September 8 from a truck at Jawahar Tunnel in Kulgam District of Jammu and Kashmir was meant to recruit new youth into militancy, reports Daily Excelsior. “Joint teams of security forces along with police stopped a truck and recovered huge quantities of arms and ammunition including US-made M-4 carbine and AK-47, besides six Chinese pistols. The pistols were seemingly meant for recruiting new people into militancy,” Goel said. The police have so far been able to contain the local militant recruitment after it witnessed a sharp rise earlier. “We will not allow the recruitment to gain ground again,” he said. Asked about the arrests made and whether weapon consignment was meant to be delivered in South Kashmir, the DIG said that two people, including the driver of the truck and the co-driver, have been arrested and a special investigation team has been constituted to find out for whom the weapons were meant to be delivered. Inspector General of Police (IGP), Jammu (Jammu and Kashmir), Mukesh Singh on September 19 said that, a huge consignment of arms and ammunition was recovered from two people in Balakote sector of Poonch on September 11, reports Daily Excelsior. The recoveries included three pistols, 11 grenades, improvised explosive device (IED) material and a pen drive. He also said that 11 kilograms of heroin worth INR 11 crore, meant to fund terrorism activities, was seized in Rajouri District on September 14. He said that one person was arrested with seven kilograms of heroin in Rajouri and later at his disclosure one more arrest was made from Kulgam District. Three residents of Poonch were also arrested and their questioning led to the recovery of four kilograms of heroin from the same spot from where the earlier consignment of seven kilograms was dumped after smuggling from across the border, he said. The IGP said the money from the heroin was meant to support terrorism.

In a statement to the House Committee on Foreign Affairs, Subcommittee on Asia, the Pacific, and Nonproliferation, Alyssa Ayres, senior fellow for India, Pakistan, and South Asia at the Council on Foreign Relations thinktank, on September 21 said the situation is complex and tragic in Kashmir. There is documented history of Pakistan-based terrorists active in Indian-administered Kashmir, and Kashmiris and the Indian government continue to face a difficult challenge of border security and terrorism in this region, Aryes said. "Terrorism has undermined every effort at peace in the last two decades and continues to create insecurity. I would also like to acknowledge the longstanding suffering of the Kashmiri Pandits, a Hindu community driven from their Kashmiri homeland in the early years of the insurgency at the beginning of the 1990s,” she added. The National Investigation Agency (NIA) has filed a chargesheet against three persons who suspectedly underwent training in Pakistan to carry out terrorist attacks in India on the instructions of Lashkar-e-Taiba (LeT), reports Daily Excelsior on October 2. An NIA official said, the charge-sheet against Muneeb Hameed Bhat, Junaid Ahmad Mattoo and Umer Rashid Wani, all residents of Kulgam District of Jammu and Kashmir (J&K), was filed before a special NIA court in Jammu on October 1, and was filed under sections of the Ranbir Penal Code and the Unlawful Activities Prevention Act (UAPA). Mattoo and Wani were killed in separate encounters in Jammu and Kashmir in 2017 and 2018, respectively, the NIA official said. The case relates to subversive activities of the LeT in Kulgam. It was motivating youths such as Bhat to join the terror group and organised their travel to Pakistan for terrorist training on the basis of valid travel documents following the recommendation of separatist leaders.

There have also been attempts to drop arms and ammunition across the LoC in the garb of civilian activities. A BSF sentry observed suspicious movement close to the border fence at the Tower Post in Macchil sector and fired some gunshots that reported late retaliation.
