Claiming that a major portion of the Bastar region was now free of Communist Party of India-Maoist (CPI-Maoist) insurgency, Chhattisgarh Chief Minister (CM), Bhupesh Baghel on the occasion of New Year at Police Parade Ground in Raipur on January 1 hailed the Security Forces (SFs) for their successes against the rebels, reports NDTV. "I am happy that our police have been doing excellent work in Naxal [Left Wing Extremist, LWE]-affected areas. Naxalism is not just a law-and-order problem, but also a political and social problem. Security forces have set up camps in Maoist strongholds which pushed the rebels on the back foot," the chief minister was quoted as saying in an official release. "Now the forest-dwellers, mostly tribals (in Naxal-affected areas), consider security personnel as their friends and understand that security personnel have been deployed there for their own safety," CM, Baghel said, adding, "This all could become possible because the police are helping locals, and development works, including the construction of roads, bridges and culverts, are taking place. A major portion of Bastar has got rid of the Naxal menace." Earlier, when it came to Chhattisgarh, people outside the state spoke only about Naxalism, "but our government has changed this thinking and this image of the state," the CM added.

To strengthen the presence of the force on the Naxal [Left Wing Extremism, LWE] front of Chhattisgarh, fortified Police Stations are being constructed in the interior areas of Bastar, reports naidunia.com on January 4. Director General of Police (DGP), Ashok Juneja said that the construction of 75 fortified Police Stations has been completed. Along with this, the construction of 63 new Police Stations has started in the interior areas. Operation of these Police Stations will reduce Naxalite activities. Along with this, 32 Night Landing Helipads have been constructed so far to strengthen the anti-Naxal movement, in which the operation has started on 14. Force's helicopters are working to deliver logistics and weapons to the soldiers using the In Night Landing Helipad. DGP Juneja said that 16 new camps and four new Police Stations have been opened in Tarrem in Bijapur, Bharanda in Narayanpur, Malewahi in Bastar and Anantapur in Kondagaon in the Naxal-affected core area. The Palli Barsoor Axis and Aranpur Jagargunda Axis have opened after 30 years since the opening of the camp. 525 new mobile towers were installed to strengthen the communication network. In the second phase, the process of installing 971 4G mobile towers is going on. After the camp was established, it was successful in providing electricity to the inaccessible areas of Sukma's Golapalli, Palodi, Elaramadgu, Kondasavali and Tarrem, Mekur and Tumkapal of Dantewada.

Chhattisgarh Police claimed that Communist Party of India-Maoist (CPI-Maoist) cadres had killed three of their own, including a ‘militia commander’ and a woman member, at a ‘Jan Adalat’ (People’s/ Kangaroo Court organized by the Maoists) in Pusnar-Idinar village under Gangaloor Police Station limits in Bijapur District, reports The Week on January 7. Earlier, South Asia Terrorism Portal (SATP) had reported that the CPI-Maoist cadres holding a ‘Jan Adalat’ (People’s/ Kangaroo Court organized by the Maoists) where they accused three tribal civilians of being a ‘Police informer’ and shot them dead in the presence of the villagers, Idinar village under Gangaloor Police Station limits in Bijapur District on January 6, as reported in hindi.news24online.com, stands corrected. Bastar Inspector General of Police (IGP) Sundarraj P. said the killings were the result of a 'gang war' within the western Bastar division of the CPI-Maoist. However, in an official statement, IGP Bastar said according to available information, “prima facie it appears that on January 6, Maoists have killed two of their own cadre, Kamlu Punem (militia platoon commander) along with militia member Mangi. Both Kamlu and Mangi left the Naxal camp in order to get married.” The IG said as of now, details of the third person (Maoist) killed was not available and the Bijapur Police was trying to gather more information.

Under pressure for killing their own cadres, Communist Party of India-Maoist (CPI-Maoist)’s of the Gangaloor Area Committee issued a handwritten press note on January 9 to deny reports that they had killed three persons, including two of their own cadres who were lovers and had broken ranks with the insurgents to marry, reports The Times of India on January 10. The Maoists, however, admitted to the murder of one of their cadres, Kamlu Punem, and claimed he was killed because he worked for Police and “was in a relationship with a relative”. On January 8, Police said they had information that Kamlu, a militia ‘platoon commander’, and his lover Mangi, a militia member, were produced in kangaroo court (people’s court of the Maoists) and killed by their comrades in Bijapur. A villager was also killed the same day. The Maoists claim this is Police propaganda, but the note is silent about Mangi. Inspector General of Police (IGP), Bastar range, P Sundarraj said, “If this press note of Gangaloor Area Committee Maoists is authentic, then it supports the police version on the issue. Police have stated that Maoists have executed their own militia cadres Kamlu Punem and Mangi Punem. Whether both cadres tried to elope from the Maoist camp in order to marry is a matter of investigation. But the very fact that Naxals are executing their own cadres on suspicion of being police informers or for any other reason only indicates that the downfall of this illegal organization has begun.”

Amid the shrinking footprints of Maoists in Chhattisgarh, the Central Reserve Police Force (CRPF) to set up more Forward Operating Bases (FOBs) in the State soon to increase its operational dominance in the so-called 'Red Corridor' region, reports odishatv.in February 24. According to CRPF officials, the force has 34 operative FOBs in the Left Wing Extremism (LWE) regions while it was decided to add up 25 more by the end of 2022. "So far, 11 bases have been set up and the rest will be added up by the end of this year," an official said. The Ministry of Home Affairs (MHA), in March 2021, had tasked the CRPF to set up six FOBs each on Bheji-Chintagufa axis, Kistaram-Chintalnar axis, Basaguda-Pamed axis, Basaguda-Jagargunda axis, and the Usoor-Pamed axis. As per the force officials, the four FOBs - Elarmadugu, Kollaiguda, Karigundam, and Potakpalli - on the Bheji-Chintagufa axis have been set up while Minapa, Elmagunda and Mukram Nala on the Kistaram-Chintalnar axis, Tarrem and Mokur on Basaguda-Pamed axis, and Dharmavaram and Galgam on Usoor-Pamed axis have been established. The CRPF officials said that the pending FOB at Silger on Basaguda-Pamed axis, T-Junction, Kunded, Bedre on Basaguda-Jagargunda axis and Nabmi on Usoor-Pamed axis will be taken up this year. The FOBs will be better fortified while the security forces will be equipped with the latest weapons, bullet and land mine proof vehicles and better medical facilities.

Urging to resume the special assistance given to seven Naxal [Left Wing Extremism, LWE] affected districts in the State, Chhattisgarh Chief Minister Bhupesh Baghel in New Delhi on April 13 met Union Home Minister (UHM) Amit Shah and discussed the Naxal related issues and deployment of central paramilitary forces, reports The Times of India. CM Baghel was referring to resuming INR 330 million that was earlier given to each of the seven Communist Party of India-Maoist (CPI-Maoist)-affected districts every year under the Special Central Assistance (SCA) scheme of the Union Government and asked UHM Shah to resume the assistance. During the meeting, CM Baghel also raised various issues including the need of an increasing communication facility in Naxal affected areas, the deployment of two more battalions of Central Reserve Police Force (CRPF) in Bastar and the formation of ‘Bastariya’ Battalion, officials said.

Communist Party of India-Maoist (CPI-Maoist) cadres in some villages of Bijapur District, close to Chhattisgarh’s border with Telangana, allege a ‘drone attack’ by Security Forces (SFs) on the intervening night of April 14-15 and claim Army and Air Force involvement as well, reports The Times of India on April 23. However, Police have denied it and dubbed it ‘Maoist propaganda’. Villagers of Metagudam and Botetom in Pamed, a hilly area, have said that they heard deafening explosions that night. They collected some metal shards from the spot and say they were parts of bombs dropped from drones. The CPI-Maoist has issued three press releases in the week since, accusing SFs in Telangana and Chhattisgarh of resorting to “aerial attack on tribal villages”. A recent statement by Maoist ‘spokesperson’ Abhay says, “The central committee of CPI(Maoists) condemns the blitz carried out at Pamed guerrilla base area of south Bastar by Chhattisgarh police and security forces supported by Indian Army and Air Force officials on April 15 1am, targeting PLGA [People's Liberation Guerrilla Army] and local tribe.” Bastar, Inspector General of Police (IGP) Sundarraj P., rejected the allegations, calling it “Maoist propaganda to malign police’s image and to scare people”. “We deny the allegations levelled by CPI(Maoist) cadres against the security forces with regard to use of drones to strike their hideouts. It is part of the propaganda by Maoist leadership to mislead the local population with an unrealistic hope of regaining their lost ground in Dandakaranya. The reality is that due to their own inhumane and anti-development deeds, Naxals [Left Wing Extremists, LWEs] have become unpopular among the native population and are on the verge of extinction,” IGP, Sundarraj said.

The joint action of Chhattisgarh Police and Paramilitary Forces that draws Naxalites [Left Wing Extremists, LWEs] to join the of society is yielding positive results with Naxal-activities confining into just few pockets in Chhattisgarh, reports The Times of India on April 27. According to information received from Deputy Inspector General of Police (DIG), Naxal Operations, as many as 57 Naxalites have surrendered in the month of March. A total of 37 Naxalites has also been arrested and four Naxalites have been killed in different encounters in March. Besides, during the anti-Naxal operation, the Police has recovered five weapons and seized and defused 20 Improvised Explosive Devices (IEDs) in Dantewada, Bijapur and Sukma Districts. The DIG claims that continuous patrolling and search work is being done by Police and Paramilitary Forces in dense forest and hilly regions of worst- Communist Party of India-Maoist (CPI-Maoist) affected Dantewada, Bijapur and Sukma Districts. Anti-Naxal campaign is being run by Chhattisgarh Police to curb Maoist activities in the State. The joint operation of Police and Paramilitary Forces is going on which is reaping success.

A high alert has been sounded in Left Wing Extremism (LWE)-affected Bastar division following intelligence inputs from security agencies, which revealed that Chhattisgarh tops a list of five States where Communist Party of India-Maoist (CPI-Maoist) are planning a massive assault as part of a ‘Tactical Counter Offensive Campaign (TCOC)’ that is underway from March and likely to last till June, reports Goa Chronicle. “In view of the threat perception, Central Armed Police Forces and state personnel have stepped up vigil. Autumn and summer constitute ‘prime time’ for rebel attacks and the maximum action is witnessed in Bastar. This has been the annual trend since 2006,” Inspector General of Police (IGP), Sundarraj Pattilingam, confirmed on May 4.

The Communist Party of India-Maoist (CPI-Maoist) Party Dandakaranya Special Zonal Committee (DKSZC) ‘spokesperson’ Vikalp stated that the Maoists were always ready for peace talks with the Chhattisgarh Government but the onus of creating a conducive atmosphere to-that-end lies on the Government, reports Telangana Today on May 7. Vikalp said this was in response to a reported statement by Chhattisgarh Chief Minister Bhupesh Baghel, who on April 8 said the Government was ready to hold talks with the Maoists if they express their faith in the Constitution of India and quit the arms. In a statement released to the media in Bhadradri Kothagudem on May 6, Vikalp said it was ridiculous to state that the Government was ready for peace talks while continuing attacks on Maoists and tribal hamlets employing armed forces, Army and carrying out aerial bombing with military drones. Referring to Baghel’s appeal to the Maoists to express faith in the Constitution, Vikalp alleged that it was the Government that had been violating the Constitution’s Preamble, the 5th Schedule and Panchayats (Extension to the Scheduled Areas) PESA Act. The Government wants to hand over mineral wealth in the forests to corporate and capitalist forces. For that the State and Central Government deployed huge numbers of armed forces and set up Police camps in the interiors of the forests, Vikalp complained. Spelling out the terms of the talks, Vikalp demanded the Baghel Government to withdraw the Police forces deployed in the forests in the Bastar and stop aerial bombing. He also wanted the release of Maoist leaders lodged in different jails to take part in peace talks.

Nearly a month after Chhattisgarh Chief Minister (CM) Bhupesh Baghel invited the Communist Party of India-Maoist (CPI-Maoist) to peace talks, the insurgents have said they are willing to sit across a table but have set stiff riders — revoke the ban on CPI-Maoist and its frontal organisations, release all jailed leaders and withdraw all Security Forces (SFs) from Bastar division, reports The Times of India on May 8. Chhattisgarh Home Minister Tamradhwaj Sahu, however, clarified that there can be no conditions for peace talks. Security agencies see it as a sign that Maoists are feeling the pressure of the two-pronged strategy — aggressive counter-insurgency operations and a slew of welfare measures — while Bastar Police said it’s merely a ruse by the Maoists. CM, Baghel said: “Naxalites should express their faith in the Constitution of India, and then we are ready to talk with them on any platform.” A statement released by Vikalp, Maoist ‘spokesperson’ for Dandakaranya Special Zonal Committee (DKSZC), is circulating on social media. It refers to CM Baghel’s offer of talks but alleges that it’s the Government that is “violating the constitutional rights of people”. “We have already responded to the CM’s talks offer. We will always be ready for talks on certain conditions that the government creates a conducive environment for it,” the statement read.

The Chhattisgarh High Court on May 11 stayed the enquiry proceedings of a judicial commission newly reconstituted by the State Government, which added new terms of reference to an existing enquiry into the 2013 Jheeram Ghati Communist Party of India-Maoist (CPI-Maoist) attack that left 28 Congress leaders dead, reports Hindustan Times. A petition was filed by senior Bharatiya Janata Party (BJP) member of Legislative Assembly (MLA) and leader of opposition Dharamlal Kaushik questioning ‘constitutionality’ of the commission on April 13. Kaushik pointed out that the report of the Jheeram Ghati Inquiry Commission headed by Justice Prashant Kumar Mishra should have been tabled in legislative assembly within six months of its submission but without submitting the report, the state government reconstituted the judicial commission. The division bench of chief justice Arup Kumar Goswami and justice RCS Samant has also issued notices to the state government and the judicial commission and sought a reply. “The court after hearing the petition stayed the enquiry proceedings of the reconstituted judicial commission. The court has also sought reply from the state government and judicial commission on the next hearing which is scheduled on July 4,” said Vivek Sharma, Kaushik’s lawyer.

The Chhattisgarh Government's decision to recruit tribals as 'Bastar Fighters' will further boost Telangana's efforts to curb Communist Party of India-Maoist (CPI-Maoist) activities in areas bordering the neighbouring State, reports The New Indian Express on May 13. The Chhattisgarh Government is all set to recruit 2,100 tribal youth as 'Bastar Fighters'. It may be mentioned here that the Telangana government already has Greyhounds, a Police Force that specialises in counter-insurgency operations against Maoists. According to Sukma, Superintendent of Police (SP), Sunil Sharma, these fighters will be provided with commando and weapons training apart from the stealth walking training. Sharma said that the Chhattisgarh Government’s plan to recruit tribals as 'Bastar Fighters' is aimed at strengthening the existing force to end Maoist menace. "The Bastar Fighters would strengthen the existing force to end the menace of Maoists and tribals would be given top priority while recruiting the Fighters," he said.

Chhattisgarh Chief Minister Bhupesh Baghel, at a press conference in Jagdalpur in Bastar District on May 27, said that the efforts of his government to provide work to people in Bastar were delivering positive results and helping to combat Naxalism [Left Wing Extremism, LWE] in the region, reports The Pioneer. The Communist Party of India-Maoist (CPI-Maoist) menace could be solved by winning the trust of local tribals, he said, adding that the Chhattisgarh government was increasing the job options for youths and arranging them livelihood. This is the only way to end Naxalism, he said. The income of villagers here has increased. That is why the Naxalites have failed to get new recruitment, the Chief Minister said, adding, “Bastar is moving towards a big change and people are now demanding colleges, Atmanand English Schools and hostels."

The Police and Security Forces (SFs) have busted at least eight modules of Communist Party of India-Maoist (CPI-Maoist) supplying medicines, explosives and logistics to Maoists in Bastar region during the last two years, reports Devdiscourse on October 23. These modules were active in Districts of Sukma, Bijapur, Kanker, Dantewada and Bastar. Inspector General of Police (IGP), Bastar Range, Sundarraj P said, "Legal action has been taken against people involved in forwarding logistics, uniform, shoes and explosive materials to Naxal [Left Wing Extremism, LWE] cadres. In the last couple of years, we have opened up more than 43 security camps. These camps have proved to be effectively blocking the supply network. The forthcoming operations will be in cooperation with Andhra Pradesh, Telangana, Maharashtra and Orissa. We will be taking necessary actions against the supply modules of CPI (Maoists)," Sundarraj said. CPI Maoist tried to exploit the grey areas along interstate borders for their activities as well as to strengthen their supply network. The Police and SFs across the interstate borders, however, operated seamlessly and jointly cracked down many Maoists supply teams. Choking the supply chain has been the top priority for Police, as it would deplete the fighting strength of the guerrillas. They have broken a lot of ground in this direction and hopefully would do even much better in the forthcoming operational season, the official added.
