Jharkhand Chief Minister Shibu Soren on January 3 said that his Government is ready to hold peace talks with the Maoists and prompt them to be integrated with the mainstream of society. Addressing the media in Ranchi, Soren said, “There might be difference of opinion among the Maoists but there is no difference of opinion between us and the Maoists. We want them to sit and discuss their problems with us. I will ask them whether they are fighting against the government or the society. I was also a rebel at one time." Earlier on January 2, Telegraph quoted him as saying that his Government would not launch a major offensive against Maoists, provided they remained silent. “If they keep quiet, we too won’t harass them unnecessarily. Anti-Naxalite operations in the state have virtually been suspended. Our government is ready for talks with top ultra leaders at any time and accept their justified demands,” he said. Commenting on January 2 bandh called by the CPI-Maoist, Soren said the poor masses bore the brunt of such bandhs. “Any organisation may have the fundamental right to call a bandh, but the poor daily wage earners are the ones who are affected by it. If they (rebels) are championing the cause of the poor, they ought to consider these factors as well,” he added.

The Communist Party of India-Maoist (CPI-Maoist) is recruiting hundreds of children in an effort to strengthen their influence in the heartlands of India, according to NDTV. They target 10 to 15 year olds from poor families. Children are often recruited by force. Experts said these recruitment drives are happening in bordering areas of eastern and central Jharkhand and Chhattisgarh and Orissa States. "Maoists have a separate department to recruit children. They say it is baal (children) militia. It is very operational in bordering areas of Orissa-Jharkhand and Orissa-Chhattisgarh. Their job is only to recruit children to train them and brainwash them," experts said.

The Communist Party of India-Maoist (CPI-Maoist)-infested States, including Jharkhand and Maharashtra, have set up a Special Task Force (STF) in their bid to jointly tackle the Maoist problem, Director General of Police of West Bengal Bhupinder Singh told PTI. West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

The West Bengal Government will ask for additional Central Para Military Forces (CPMFs) for combating the Communist Party of India-Maoist (CPI-Maoist) menace in the State, Chief Secretary A.M. Chakraborti said on January 11, reported The Hindu. He said, “We will talk about additional forces as well as a few other things—I will say a few more things.” On the need for a joint operation with the three other States affected by Maoist activity, he said, “West Bengal, Orissa, Jharkhand and Chhattisgarh have a common corridor through which joint action could be conducted. No State can eradicate the menace in isolation.”

Jharkhand Chief Minister Shibu Soren said he was not against using force to curb Maoism, but maintained that if the solution lay in talks then there was no need for a “confrontation.” “If there is a need, then force can be used. But if the situation can be resolved without confrontation (takkar), why not solve it,” he told reporters. He said his Government was formulating a strategy to deal with Maoists, adding, “The question is whether they are Naxals [Maoists] or not? The media has created a hype by claiming that Naxals are active in the State.” He said the State Government’s strategy to deal with Naxals will be formulated along with the Central government. Economic Times quoted him as saying, "We will soon fill all the vacant posts of the State Government." Further, a Senior Government official told IANS, "In Jharkhand, around 78,000 posts are vacant in various departments. In Jharkhand, the approved Government posts in departments are 268,832, and against these posts, only 191,689 employees are working." In home department alone, around 20,000 posts are vacant against the approved strength of 80,576.

The Union Home Minister P. Chidambaram said he hoped the State Government would give "clear directions" to the Police and local administration to "resolutely face the challenge of Naxalism". Referring to the "true nature" of the Maoists' violence, the Home Minister also pointed out that the incident (January 15 landmine blast in Gumla] took place despite there being no provocation (from the Security Forces). He also brought into focus the ‘economics' behind such violence, triggered by the Maoists. In a statement issued by his ministry, he said: "It is a well known fact that illegal bauxite mining takes place in that area. The Naxalites collect levies from illegal miners. The Naxals resorted to this attack only to scare the Police away from the area in which they operate and collect illegal levies."

Jharkhand chief minister Shibu Soren met Union home minister P. Chidambaram on January 28 and ruled out any difference with the Centre on the issue of controlling Maoist violence and expressed his resolve in checking the menace. He said his Government was not opposed to any offensive against Maoists. "We discussed developmental issues and the problem of Naxalism. We have been trying to control the menace (Naxalism) and will continue to do so," Soren said. Asked about the presence of central Security Forces to take on Naxalites in Jharkhand, he said: "There has been a decision from the Central Government on sending forces for ‘Operation Green Hunt'. We also have that force. We welcome them." Earlier, when Soren was sworn in as chief minister of Jharkhand for the third time, he had remarked that the proposed offensive against Maoists, which has been named Operation Green Hunt, would not be launched without the State Government's nod, added Times of India.

"If they (Naxals) wish to come for talks after abjuring violence, they are welcome. If there is no response to the offer, the anti-Naxal strategy, being formulated, will continue," Union Home Minister P. Chidambaram told reporters after his meeting with Jharkhand Chief Minister Shibu Soren. Referring to reports that Jharkhand had halted the anti-Naxal offensive, Chidambaram said: "He (Soren) told me that there is no change in policy of Jharkhand government and that he is on board with other chief ministers of Naxal-affected states on the strategy being worked out." The Home Minister defended Soren's decision to invite Maoists for talks saying, "He made the offer but got no response so far...I have also made an offer."

The Communist Party of India- Maoist (CPI-Maoist) accepted the Jharkhand Government's offer to come to the negotiating table on January 29, reported Times of India. Holding a rare press conference at Sherghati, Bihar-Jharkhand North Chhattisgarh Special Area Committee of CPI-Maoist spokesperson Gopal while welcoming the Jharkhand Government's offer, expressed doubt over its sincerity. "Whether he (Soren) will be able to resist the pressure of the Central government and his coalition partner BJP to continue war on his own people (read Maoists) is doubtful," he said. "If Soren's proposal is sincere, the government must make the atmosphere conducive for talks. If government wants to hold us on gun point and then negotiate, there is no possibility of negotiations," he said. Putting forth an eight-point 'wish list', the CPI-Maoist spokesman said the list included immediate end to proposed war on its own people and "de-paramilitarisation" of Jharkhand's rural parts. Gopal said all political prisoners, including Central committee leaders — Sushil Roy, Amitabh Bagchi, Mohit and women leader Shila — must be released unconditionally. He also demanded lifting the ban on the outfit and punishment for the police and intelligence officers responsible for "fake encounters".

DNA reports on February 4 that senior officers in the Central Para-military Forces said violence levels had gone down in Chhattisgarh and Maharashtra primarily because of the increased deployment of Security Forces (SFs). An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

Later in the day the Jharkhand Police admitted that two of the 14 charge-sheeted Maoists were innocent and falsely implicated. “After interrogating about 10-12 arrested persons in Ghatsila sub-divisional jail on Wednesday [February 17], two persons -- Jasmi Mardi and her father Bahadur Mardi -- were found innocent. They had been falsely implicated by Jasmi’s husband Ramrai Hembram, a police constable,” Zonal Inspector General Rezi Dung Dung told a news conference at Ghatsila. Dung Dung said he had met 10-12 charge-sheeted Maoists and about four to five cases, including Mardis’, were needed to be re-investigated. Meanwhile, the Maoists have further asked for INR 1 million as compensation for the family of a killed Maoist.

The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said.
