Communist Party of India-Maoist (CPI-Maoist) has called for a Bharat bandh (all India general shut down) in eight States on February 7 and three days of protests against price rise, the Government's move to further hike petrol price, rampant corruption cases like 2G spectrum allocation and the Centre's offensive against Maoists, according to a statement released by the party's Central Committee (CC) on January 15. In the statement, spokesperson of the party, Abhay said the recent petrol price hike would lead to further inflation and manifest itself as a rise in the prices of food and essential items. He called on party cadres and supporters to protest against the rise in prices and the recent 2G scam. The release also added, "We are making it clear that there would be no bandh during the protest days and that ‘Bharat Bandh’ would be observed in six States West Bengal, Jharkhand, Bihar, Odisha, Chhattisgarh, Andhra Pradesh and three Districts in Maharashtra - Gadchiroli, Gondia, Chandrapur and one District in Madhya Pradesh - Balaghat. Medical services and people attending examinations and interviews will be excluded from the bandh activities."

Disclosing that Maoists are enhancing their striking power by adding sophisticated weapons like AK-47, SLR and mortars in their arsenal to combat government offensives, security sources in the MHA told Asian Age that Maoist military strategist Kishenji’s inclination towards the Northeast insurgent group was aimed at procuring sophisticated weapons available in abundant quantity with Northeast insurgent groups.

Hindustan Times report that 300 personnel of the Combat Battalion for Resolute Action (CoBRA), a special anti-Naxal [Left Wing Extremism] force, have been deployed in Balaghat District to combat the growing presence of the Communist Party of India-Maoist (CPI-Maoist) cadres. The deployment is part of a strategy to surround Naxal-hit areas in Maharashtra, Chhattisgarh, Jharkhand, Bihar and Odisha, said an intelligence officer, requesting anonymity. The Centre will decide standard operating procedures for them. In the first phase, these battalions were trained at the army’s insurgency and jungle warfare training centre in Mizoram and the CRPF’s anti-terror training centre at Silchar. Of the 10 COBRA battalions trained in guerrilla warfare, nine have already been deployed in Maoist-hit States. The deployment of three companies of COBRA in Balaghat follows a recent spurt in Maoist activity in the area. “We have fresh intelligence inputs that Naxalites are coercing tribal youths to join the movement,” Inspector General (IG) V Muniraju said. “We have already started sending them in search operation along with the state’s anti-Naxal squads,” Muniraju said. He, however, refused to comment on when and how CoBRA will begin its operation.

Sify.com reports that the restrictions on passenger trains at night in Communist Party of India-Maoist (CPI-Maoist) areas of West Bengal, Odisha and Jharkhand will continue till March 10, the South Eastern Railway (SER) said on March 3. “In view of security reasons, running of passenger trains on Kharagpur-Adra, Chakradharpur-Rourkela and Kharagpur-Tata section will continue to remain suspended upto March 10 from 10 p.m. to 5am”, the railways said. Times of India reports that Jharkhand Director General of Police (DGP) Gauri Shanker Rath expressed concern over poor utilization of Paramilitary Forces in East Singhbhum, West Singhbhum and Ranchi Districts on March 12. He was reviewing the law and order in the State after assuming his office early this month. The DGP asked Senior Superintendent of Police (SSP) of Ranchi, Praveen Kumar Singh to speed up anti-Naxalite [Left Wing Extremism (LWE)] operation and reduce the pending cases. Rath said East Singhbhum and West Singhbhum Districts have 12 companies of Paramilitary Forces compared to Palamu and Chatra having six companies but still the first two Districts had not made much progress in anti-Maoist operations. He asked the SPs to use Security Forces effectively and launch input-based operations in curtailing Naxalite activities in East and West Singhbhum. He even asked the SPs for people-friendly Police Force and to take up the matter on priority basis, which have larger impact on the society.

Telegraph reports that five Left Wing Extremists (LWE) cadres were arrested from different parts of Ranchi District on April 14. Three cadres of the People's Liberation Front of India (PLFI), a break away faction of the Communist Party of India-Maoist (CPI-Maoist) were arrested from Bajra Bridge, about 15 kilometres from the District Headquarters in Itki, while two Maoist cadres identified as Basudev Hazam and Istomani alias Basanti, were arrested from near Rocky Cinema in the Bundu Police Station area in the District. The three PLFI cadres are identified as Raj Kamal Gope (30), Manjula Kumari (20) and Shahnawaz (21). Raj Kamal Gope is the ‘zonal commander’ of the PLFI, while Manjula and Shahnawaz were his trusted lieutenants. “Gope is wanted in more than 20 cases of murder and extortion,” Senior Superintendent of Police (SSP) Praveen Kumar Singh said. According to the Police, Basudev and Basanti were actively associated with Maoist ‘zonal commander’ Kundan Pahan, known as the Veerapan of Jharkhand. “The Maoist duo was associated with the Kundan Pahan squad for a year and a half. But when the rebels sexually exploited the girl, both decided to stay away. To protect themselves from the wrath of Maoists, they preferred working as suppliers,” SSP Singh said. “I joined the organisation three months ago, but had remained in the squad for only six days. During my very brief association, Budhwa Pahan, an aide of Kundan Pahan, raped me four times,” Basanti said. “One foreign made pistol, 40 gelatine sticks, more than 50 live cartridges and one vehicle has been recovered," SSP Singh added.

Announcing the two new battalions of the force, CRPF Inspector-General (IG) Alok Raj on April 18 said reinforcement had become necessary because the troopers were not just fighting the Maoists in these places, but also splinter outfits like the People's Liberation Front of India (PLFI), Tritiya Prastuti Committee (TPC) and Jharkhand Prastuti Committee (JPC). Currently, the CRPF has 13 battalions and two Commando Battalion for Resolute Action (CoBRA) units in the State. “Even six years ago, the Police did not dare to enter the Saranda forests in fear of Maoists. But in the past year, the CRPF entered the zone four times. The continued presence of Paramilitary Forces in Jhumra, which was once the training hub of Maoists, has dealt a severe blow to the Maoist outfit,” Raj said. “While we have strengthened our base, the same has been done by Maoists in Chatra, Latehar, Palamu, Khunti and Dumka. So, the need to raise more battalions,” he added.

The surrendered Maoists are identified as Arjun Mirdha (32) Ram Lohra (19) and Sukhram Singh Munda (18). Mirdha is a resident of Ramdera village while both Lohra and Munda were residents of Huanghatu village. Mirdha, is said to have joined the Maoist organisation in 2001, after being influenced by Maoist leader Nitin da. “Arjun Mirdha was also a member of the squad which had abducted and killed trader Mahesh Mahto and his brother at Sataki in Angara Police Station area in 2009,” SSP Kumar said. Prodded about the reasons to surrender, Mirdha said that he was disillusioned with the Maoist ideology. Further, the SSP added that of the other two, Ram Lohra joined the rebel faction in 2007 and was actively involved in organising guerrilla meetings in villages. “Lohra received arms training in Porahat and used to carry an SLR rifle with him. He is accused of attacking a Police team in Arki in 2009 and ambushing a Police camp in Baruhatu,” Kumar said. Sukhram Singh Munda, on the other hand, joined the Maoists in 2007 and was mainly engaged in arranging food for the squad members. Each of the surrendered Maoists were provided INR 50, 000 under the State Government’s surrender policy.

Mangra hails from Chandankurwa village of Nimiaghat in Giridih District and had joined the Maoists in 1990, when he was only 18 years old. He has served in various posts since then and was currently a sub-zonal commander, who had specialised in levy collection in Parasnath, Nimiaghat, Nawadih and their adjoining areas. More than half a dozen cases, including killing of Policemen, abduction, arms loot and planting explosives to blow up community halls and schools, are lodged against him. He was also jailed in 1994 for abducting a junior engineer in 1991. Bokaro Superintendent of Police (SP) Saket Singh said Mangra was named accused in a Maoist attack on a Police team at Kharki forest near Nimiaghat in 2004. Three Policemen were shot dead and six rifles were looted in that incident. In May 2003, he had also snatched away rifles from personnel of the Chandrapura Railway Protection Force (RPF) and later in 2009, Mangra blew up a community hall in Nawadih, the SP added.

A couple of multipurpose MI-17 helicopters and INR 1.5 billion for upgrade of 75 Police Stations is also expected to add teeth to the State’s Maoist combat apparatus. Currently, the State has 13 CRPF battalions and two battalions of special striking force Combat Battalion for Resolute Action (CoBRA) to battle Maoists in 18 of the 24 Districts. “The CRPF DG has agreed to our demand for four additional battalions. We aim to deploy the forces in areas bordering Odisha, Bihar and West Bengal,” State Police spokesperson S.N. Pradhan said on July 5. Pradhan said the Union Home Ministry had agreed to fund the upgrade of 75 Police Stations — at the rate of INR 20 million each — in two phases. The Centre is also ready to provide the services of two combat helicopters, expectedly of the MI-17 category, for anti-Naxalite operations, Pradhan added.

Jharkhand Director General of Police (DGP) Gauri Shankar Rath on July 26 claimed that the Naxal [Left Wing Extremism (LWE)] situation in the State is under control, reports Daily Pioneer. Rath said that there has been a substantial decrease in Naxal incidents, Naxal-related rail incidents and landmine explosions in Jharkhand. “Naxal incidents have decreased by 5.26 per cent while Naxal-related rail incidents and landmine explosions have decreased by 12.5 per cent and 89.17 per cent, respectively, relative to last year,” Rath claimed. Rath, however, agreed that the last two quarters saw a comparative increase in the Naxal casualties, Police casualties and Jan Adalats. “They killed 11 policemen. Twenty-four Naxalites were gunned down by rival gangs,” he said. The DGP said that the Nayi Disha (New Direction) programme has brought a great change in the lives of the youth who had been lured into the Maoist fold. “Till date, 31 Naxals have surrendered. There are more in queue,” Rath said. Rath also said that the number of Naxal-infested Police Stations (PS) has decreased in the last two quarters. “Cases are being reported from just 87 PS that happened to be 107 in the past quarters. Moreover, regular operations and the vigil by the combined team of district police and the SAP have brought down the number of incidents,” he added.

On January 17, a lone and hurriedly installed jammer, instead of the requisitioned three, had helped three Maoists flee Chaibasa divisional jail in West Singhbhum District. A section of jail officials conceded that the jammers were lying defunct for around three months. They said Hyderabad-based Public Sector Unit (PSU), Electronics Corporation of India Limited (ECIL), which had installed the jammers, had been informed, but they were yet to follow up on the matter. While chinks in Seraikela prison security are becoming visible with each passing day, Police are yet to trace the six fugitives. Seraikela-Kharsawan SP, Abhishek said the recently commissioned four-member task force had launched a massive manhunt at various places. “We are trying our best to track them down,” he said.

Rath on September 1 said that the joint Security Forces from the State, Odisha Police and the Central reserve Police Force (CRPF) had successfully completed the operation against Communist Party of India-Maoist (CPI-Maoist) in Saranda forests in West Singhbhum District. “The forces destroyed around a dozen Maoist training camps. The Maoists may not have been totally flushed out, but we have been successful in establishing an administration,” he said. The forests of Saranda had remained untouched by civil administration. Operation Monsoon was launched on July 31. “We will take a decision on the second round of operations based on inputs on rebel activities in Saranda. We will not lag behind in launching another offensive,” Rath said.

But I believe the ideological battle can be won through rural development, which has got a special importance,” the Rural Development minister told reporters. “If the rural works are taken up properly, we will be successful in dealing with naxalism in the next five or six years,” Ramesh said. Commenting on Jharkhand, he said “But the fact is tardy pace of road works in Jharkhand is attributed to threats to contractors for levy (extortion). In fact they are the supporters and sympathizers of the Maoists and are their ears and eyes. Sanya village under Bhandarya block is one such place in the Palamu District where the Maoists have Jan Militia. Dagar said three such Jan Militia were arrested and jailed when very recently the CRPF and the local Police there raided the village and made huge recoveries including 10 land-mines. "Land-mines were stored in an abandoned house, A woman has also been arrested among the three others," said Dagar. This ‘Jan Militia’ was operative in at least half a dozen villages like Chak, Metlong, Barwayya, Jhetha, Ekta etc. They work silently for the benefit of the Maoists.

"Greater steps needed to be taken in Jharkhand and the Centre will extend all logistic support. "In the heart of the country, these two places are liberated zones. Our officers - be it deputy commissioners, block development officers or anganwadi workers and health employees - don't venture into these places of Jharkhand and Chhattisgarh. The public distribution system is not working," said the rural development minister, who was in Jharkhand to review projects in Saranda forest in West Singhbhum District. "We will develop all 56 villages in the Saranda forest as model villages. We will replicate it in other areas like Jungle Mahal in West Singhbhum and Abujhmad in Chhattisgarh. The Union government will spend Rs 277 crore for development work in Saranda, which includes construction of roads measuring 140 kilometres," said Ramesh. "It is because of non-functioning of post offices and banks in Maoist-dominated areas of Jharkhand, I have allowed the state government to make cash payment to beneficiaries of schemes under MGNREGA. I am hopeful that now when the workers will get cash payment, more people will come forward for work," he added.

Union Home Minister P Chidambaram said that night train services in the Left Wing Extremism (LWE)-affected areas of West Bengal, Jharkhand and Odisha have been resumed on all sections except the Tatanagar-Kharagpur section. "Efforts are underway to resume night services on this section too," he said. The Jharkhand Government appealed to Communist Party of India-Maoist (CPI-Maoist) cadres to make a fresh beginning in the New Year by surrendering to the rule of law, as it responded to feelers from a section of cadres, but did not promise any let-up in ongoing anti-Maoist operations, reports The Telegraph. The Government gave a month’s time to active members of CPI-Maoist to return to the mainstream, through an advertisement in local dailies on December 31. The notice also had on display the rehabilitation package a rebel was entitled if they gave themselves up under the state’s surrender policy approved in February 2009. Explaining the reasons behind the renewed appeal, home secretary J.B. Tubid said the State had received feelers that a large number of Maoists wanted to surrender, particularly in Ranchi and Khunti, but they were being threatened by their leaders. “So, we gave them a month to avail the opportunity and join the mainstream,” he reasoned.
