Jharkhand Chief Minister Hemant Soren on January 6 said he hoped Naxalism [Left-Wing Extremism] in the State would end within five years, reports The Times of India. Speaking at a programme at Jamua in Giridih District, Soren said his party - Jharkhand Mukti Morcha - was concerned over the rising incidents Naxalism-related violence in various parts of the State and its has aggressively launched development in Naxal-hit areas. Frequency of Left Wing Extremists holding jan adalats (people’s court/Kangaroo courts) has gone down considerably in Palamu District, reports The Times of India. While the Communist Party of India-Maoist (CPI-Maoist) and its splinter group Tritiya Prastuti Committee (TPC) hold jan adalats in the District, other splinter groups like People’s Liberation Front of India (PLFI), Jharkhand Jan Morcha Parishad (JJMP) and Jharkhand Prastuti Committee (JPC) almost refrain from it. The commandant of 134 Battalion of the CRPF here Anil Minz said, "Maoist who earlier conducted jan adalats on any pretext don't do so now." Another CRPF official T S Parihar said an attempt was made recently to hold a jan adalat at Kowwal but Security Forces did not let it happen. Parihar said, "In these jan adalats, many land dispute cases are heard. Land dispute has in fact made many villagers enter the rebel fold."

Jharkhand Chief Minister Hemant Soren on April 25 said the CPI-Maoist cadres were taking advantage of the inter-State border with West Bengal and slipping into the neighbouring State after carrying out attacks, reports The Hindu. He made the statement one day after eight people - including three civilians and five Security Forces (SFs) were killed around Shikaripara in Dumka District. As Shikaripara is located on the border with West Bengal, Chief Minister Soren said the Maoists were taking advantage of the situation. He further said the State Government will review the Shikaripara Maoist attack and do adequate homework to deal with Maoist activities. He also said they have succeeded in their nefarious design this time, but will be dealt with an iron hand in future.

DGP Kumar said "I have recommended the suspension of and departmental proceedings against Dumka SP on charges of negligence." As per the standard operating procedures, the polling party was supposed to move on foot, but were instead taken on four-wheelers, he added. The top Police official conceded that the incident was an out and out result of deviation from the set protocols.

"Except Dumka where the district administration ignored the instructions given by the state government, resulting in a landmine explosion on April 24, no other violence was reported from any part of the state," he added. He further said, "Another 1,7000 Police personnel will be recruited in Jharkhand to strengthen the force. The recruitment process will be made in tune with the guidelines of the Centre under Transparent Recruitment policy." He also said that in a bid to check the growing Maoist influence in North Chhotanagpur Division of the State drive against extortion and levy collection in the region would be stepped up.

The Union Minister of Home Affairs (UMHA) Rajnath Singh called a meeting of Chief Secretaries and Police Director Generals (DGs) of all 10 Naxal-[Left-Wing Extremism (LWE)] affected States apart from Central Paramilitary Forces’ Chiefs on June 27 to review the situation on LWE violence in the country, reports The Times of India on June 24. This would be the first meeting Rajnath Singh will hold on the issue after taking charge as Home Minister. The meeting would discuss the current scenario of LWE violence, operational performance of Security Forces (SFs) in 2014, issues of coordination between Central and State Forces fighting LWEs, installation of telecom towers to improve connectivity in these areas and infrastructure in LWE-hit regions. Senior officials from Bihar, Jharkhand, Chhattisgarh, Madhya Pradesh, Andhra Pradesh, Uttar Pradesh, West Bengal, Maharashtra, Odisha and Telangana have been asked to attend the meeting.

Meanwhile, Director General of Police (DGP) Rajiv Kumar has said that there has been remarkable decrease in the Naxal related incidents in the State this year (2014) as compared to the number of incidents which took place in the previous two years (2012-13), reports The Pioneer on October 14. According to the data available, only 178 incidents took place till September, 2014 against 287 and 300 incidents in 2013 and 2014 respectively. “Similarly, only 07 casualty of Policemen took place in 2014 as compared to 25 in 2013 and 23 in 2014,” said Kumar. There has also been fewer casualties of civilians during this year counting to only 69, while 91 civilians got killed in 2013 and 87 were killed in 2012, added the DGP. According to the DGP, Police has succeeded in recovering more weapons this year. “In case of recovering the ammunitions also, we have recovered 5767 ammunitions this year, while only 2023 ammunitions were recovered in 2013 and 2690 were recovered in 2012, DGP added.

Quoting the CRPF Director General (DG) Dilip Trivedi an official said “These are slow in response and often can’t counter the Naxal bullets, putting the jawans in danger.” The CRPF has submitted its proposal to the Union Ministry of Home Ministry (UMHA) for replacement of the old weapons. Days after Union Home Minister Rajnath Singh cautioned that the Communist Party of India-Maoist (CPI-Maoist) is down but not out, the Maoists have claimed that what he said was right, reports The Times of India. CPI-Maoist's Bihar-Jharkhand Special Area Committee (BJSAC) general secretary Rupeshji said their silence should not be mistaken for disenchantment of the militia with its ideology. "It could be a part of our strategy that we are not willing to waste our energy, forces and weapons, but an appropriate response will be given to the security forces if they continue with their repression," he said. Talking exclusively to Times of India on November 15, Rupeshji said though they have been facing difficulties in terms of repression by security forces and covert action of the state-sponsored armed intelligence groups, such actions have made the outfit even more determined. Citing a recent example of villagers in Madanpur area under Aurangabad district of Bihar, who blocked the National Highway (GT road) to protest against atrocities by CRPF personnel, the BJSAC chief said that such protests are going to be commonplace all over Jharkhand and Bihar. "Martyrdom of Kalawati Devi and Ramadhan Bhuinya, killed in police firing during the protest, will not be allowed to go waste and villagers are being trained to rise against the repression of security forces," he said, indicating towards Saranda, where a mass movement is being planned against the forceful eviction of villages to give mining rights to 19 private companies. "How long can the government succeed if the villagers themselves rise against them?" he argued.

The Communist Party of India-Maoist (CPI-Maoist) is reportedly forcing at least one child per family to join its ranks in Maoist-hit Districts of Lohardaga and Gumla in Jharkhand and Kanker in Chhattisgarh, according to intelligence reports reaching the Centre, reports The Times of India. "As per intelligence inputs, in the current year, incidents of Maoists forcing at least one child from each family to join the outfit have been reported from areas under Police Stations Senha (Lohardaga), Bishunpur (Gumla) in Jharkhand and Police Station Ambabeda (Kanker) in Chhattisgarh," minister of state for home Haribhai Parthibhai Chaudhary informed Lok Sabha (lower house of Parliament) in reply to a question on December 2. There are, however, no precise estimates of the number of children recruited by CPI-Maoist, according to the Government. To prevent children from being poached upon by CPI-Maoist, the central Government, through National Commission for Protection of Child Rights, ran the Bal Bandhu scheme from 2010 to 2013, focusing on children in Assam, Andhra Pradesh, Maharashtra, Bihar and Chhattisgarh. The scheme attempted to bring stability in the lives of children and ensure that their entitlement to protection, health, nutrition, sanitation, education and safety were fulfilled through government action.
