Jharkhand Chief Minister Raghubar Das on January 2 said it was really unfortunate that even after over six decades of Independence the poor villagers were deprived of basic amenities including water, road, electricity etc, reports The Hindu. He attributed “administrative failure” as a major cause behind Naxalism-[Left-Wing Extremism (LWE)] and assured to provide development-oriented schemes and good governance in the State. There is no doctor, no teacher, villagers are deprived of basic amenities like road, electricity and water, he said, adding that these are the reasons for increase in LWE activities. “I believe it is totally administrative failure that led to Naxalism in the state,” he added. “Who are the Naxals? They are part of our society, they too need employment and basic amenities like others. They were misguided youths who were lured to pick up arms for survival,” he said. Within a month’s time, he announced, the teachers’ recruitment process will begin and 17,000 policemen will be appointed in a couple of months.

In his Republic Day address at the historic Morhabadi field Governor Ahmed said "Left Wing Extremism is a big challenge for both the State and the country. The State Government has put tough measures in place to deal with the extremists, besides working for development in the Red-hit areas. People who have deviated from the mainstream should now realize that war is not a solution."

Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on February 2 said the red zone [Communist Party of India-Maoist (CPI-Maoist)-infested region] is steadily shrinking in Bihar and Jharkhand, reports The Times of India. It has been possible because the CRPF personnel are not only carrying out operations against Maoists but also helping the common man in many other ways, like distributing essentials such as woolen clothes, utensils etc and enabling them to get their Aadhaar cards. These efforts have helped CRPF win the confidence of poor people, who were earlier providing shelter to the Left-Wing Extremists (LWEs). He said a few states, including Bihar, Jharkhand and Chhattisgarh, need attention by the central force to completely free the area from LWE influence. "The states concerned would also have to give attention to development work so that people are not driven towards Maoism," Mishra said, adding that during his tenure as Odisha DGP, he went for simultaneous anti-Maoist operations and development work. Replying to a query, Mishra said the CRPF would come up with its own intelligence wing on the pattern of Greyhound of Andhra Pradesh, which has successfully tackled Maoists' activities there. Mishra was in Patna to launch a website of the Bihar sector of CRPF and to inaugurate Improvised Explosive Device (IED) model room at the sector headquarters of the CRPF.

The Communist Party of India-Maoist (CPI-Maoist) outfit is planning to form a new corridor to connect Jharkhand, Odisha and Chhattisgarh through the districts of Sambalpur and Deogarh, said Director General (DG) of Central Reserve Police Force (CRPF), Prakash Mishra on March 18, reports The New Indian Express. He further said “The CRPF is ready to foil any such attempt by the banned outfit.” Sambalpur and Deogarh districts are pivotal because of their strategic location and all efforts will be made to ensure that the Maoists cannot realise their plan of a corridor, added Mishra, who arrived in Sambalpur later in the day after reviewing anti-Maoist operations at Sunabeda wildlife sanctuary in Nuapada, which has become a hotbed of Maoists. “It will be easy to rein in the Maoists if they are denied setting up the corridor,” Mishra said, adding that there has been a reduction in the Maoist movement in Sundargarh, Deogarh and Sambalpur whereas it has increased in Boudh, Kandhamal and Angul districts. He said the CRPF personnel have succeeded in containing Maoist activity in Sunabeda sanctuary and are now concentrating on the border areas of Nuapada and Chhattisgarh, where the ultras are currently active. On CRPF deployment in the State, the CRPF DG said it would be rationalised and the personnel stationed in areas which have marked subdued Maoist activities would be moved to places where ultras are active. He said the CRPF was working in tandem with the State Police. During his visit to the Sunabeda sanctuary, Mishra attended a function organised by CRPF in Sunabeda village as a part of their Civic Action Programme.

Jharkhand Police have decided to provide free medical treatment to Communist Party of India-Maoist (CPI-Maoist) cadres injured in encounters with Security Forces (SFs) and are calling the new initiative 'Operation Nai Disha', reports The Times of India on March 30. Director General of Police (DGP) DK Pandey said on March 29, that Police and paramilitary forces involved in anti-Maoist operations have been instructed to take care of injured Maoists. A dedicated team should be there who will make medical arrangements. "They are our own people but someone has misguided them. I hope the humanitarian gesture will have an impact on them (the Maoists) and help them reform," Inspector General of Police (IG), Human Rights, MS Bhatia said. Lalmuni Kumari, the woman Maoist cadre who was injured in March 28 encounter, was shifted to Ranchi Institute of Medical Sciences (RIMS). Instead of going by road, the Police decided to use a chopper to save time, the DGP said.

Jharkhand Police are fighting the Communist Party of India-Maoist (CPI-Maoist) and other Left-Wing Extremist (LWE) groups without adequate personnel to gather intelligence inputs, reports The Times of India on June 5. The Department's Special Branch, the Central Intelligence Wing, does not have enough manpower to monitor movement of the Maoists. The Special Branch has over 1,250 vacant posts (2500 total strength) across board, including the crucial posts of Sub-Inspectors who gather intelligence on the ground. The posts of Inspector General (IG), Deputy Inspector General (DIG) and Superintendent of Police (SP) (establishment), in the Special Branch are vacant for a long time. "The vacancy at the crucial posts definitely takes a toll on the efficiency of the branch. A few officers are doing the job of many," Additional Director General (ADG), operations and Police Spokesperson S.N. Pradhan said.

In the letter, the CPI-Maoist Spokesperson Gopalji claimed that the cadres killed belonged to the Jharkhand Jan Mukti Parishad (JJMP), a CPI-Maoist splinter group. Reddy said that there was nothing to worry about Communist Party of India-Maoist (CPI-Maoist)-activities in the Jangalmahal region of West Bengal, a report by the central intelligence department to the Union Ministry of Home Affairs (UMHA) indicated several Maoist groups are operative in the area, reports The Times of India. The report is all the more alarming because Chief Minister Mamata Banerjee had personally enquired about the Maoist activities there. The report has been mentioned that there are at least 10 groups — all from Jharkhand and Odisha — which are frequenting parts of Purulia, Bankura and West Midnapore and conducting meeting with the villagers and local youths. In the report, there is mention of Gopal Pande and Rahul who are making rounds in the Jangalmahal area regularly.

The State Police Department on July 29 removed the Additional Superintendent of Police (ASP) (Operations), two Inspectors and an Officer in-Charge (OIC), posted at different Police Stations under the Bermo Sub-Division, owing to their alleged incompetence in giving a befitting reply to the Communist Party of India-Maoist (CPI-Maoist) cadres, who torched 24 trucks engaged in the Khasmahal project of Central Coalfields Limited (CCL) on July 24, reports The Times of India. "We will soon post new officials in the positions lying vacant. We have reviewed the entire situation and discussed ways to improve the ground situation," said Director General of Police (DGP) D.K. Pandey. The officials who have been removed include Assistant Superintendent of Police (ASP) Rajender Toppo; Bermo Inspector Shailender Singh; Inspector of Gomia circle, Ramta Singh and OIC of Nawadih Police Station, A.K. Jha. Around 40 armed Maoists had entered Khasmahal on July 24 evening and torched the trucks of R K Transport owned by Giridih Member of Parliament (MP) Ravinder Pandey. The Maoist squad led by Mithlesh Singh alias Duryodhan Mahto claimed responsibility for the incident. He said they set the trucks on fire after Pandey refused to pay them levy.

Jharkhand State Government has identified 13 extremely Naxal-Left Wing Extremism (LWE)-hit regions in the State for their all round development, reports The Business Standard on December 17. Basic services would be provided, besides generating self-employment and strengthening of the administrative system, Rural Development Minister Nilkanth Singh Munda said December 17. Apart from rural development department, there would be coordination with departments like water resources, tourism, health services, education and public distribution, the minister said. Commissioners have been given special powers to execute works in these areas, he said.

Further the Jharkhand Police has said that as many as 37 dreaded Naxalites-[Left-Wing Extremists (LWEs)] in the rank of 'area commander' and above were arrested during the anti-LWE operation during 2015, reports The Business Standard. "This was an outstanding year with arrests of more than 400 Naxalites, recovery of huge amount of explosives and weapons and (the police) lost no weapon," Additional Director General of Police (Operation) S.N. Pradhan said. These were the biggest achievements during the last 10 years, he added. Twenty-eight LWEs were killed as against four Policemen during anti-LWE operations in 2015, he said. Asserting that LWE violence would be nearly wiped out in the next two-three years through sustained operations, Pradhan said the year saw the Police targeting the top and middle level leaders in the Maoist ranks through arrests or their neutralisation. The mounting pressure hit hard on the Maoists as they lost on cadres while new cadres did not join them, he added.
