A group of over 60 cadres of Communist Party of India-Maoist (CPI-Maoist) attacked a construction site, assaulted two of its workers and set ablaze two JCB machines, a roller and a mixture machine engaged in road construction work near Gumma village under Kalyansinghpur Block (administrative unit) in Rayagada District of Odisha on January 22, reports The Pioneer. As per the report, the Rural Development Department has taken up a road construction project worth INR 100 million from Naringtoli village to Gumma village in the District. After the attack, the Maoists left posters, bearing the name of the ‘Rayagada Area Committee’ (RAC) of CPI-Maoist. The posters alleged that the road is being constructed to facilitate the entry of Vedanta Mining Company into the Niyamagiri forests in the State and forcibly suppress the movement of tribals against bauxite mining. It also read that those people would be punished in the ‘Jan Adalats’ (People’s court, hold by CPI-Maoists) if they supported handing over Niyamagiri to the Vedanta Company.

In a separate incident, a number of posters were recovered from Swabhiman Anchal (earlier known as cutoff area) of Malkangiri District of Odisha on February 2, reports The Pioneer. As per the report, the Maoists of Andhra Odisha Border Zonal Committee (AOBZC) put up the posters warning the locals to abstain from going against them. The posters also threatened the people of Jodamba and Janturai villages of dire consequences if they don’t stop cooperating with Police and Security Forces (SFs) and pass on information about them.

The Communist Party of India-Maoist (CPI-Maoist) of Rayagada Division put up handwritten posters on trees and JCB machines at a construction site at Ambaguda village under Bijepur Police Station limits in Kalahandi District of Odisha, reports The Pioneer on February 2. The posters threatened to kill the contractor and supervisor of the ongoing Prime Minister Gram Sadak Yojna (PMGSY) road project at the village. The posters stated that the road from Trilochanpur to Phuldumer village and Rural Division (RD) road to Amthapadar village should not be more than five feet wide and it should not be a pucca one. It also demanded to shift the construction site and threatened the villagers who are engaged in the project of dire consequences.

Several handwritten anti-Communist Party of India-Maoist (CPI-Maoist) posters claimed to be written by the Dangaria Kandha Bikash Mancha (DKBM) [Dangaria Kandha Development Forum], were put up on the gate of the Kalyan Singhpur Tehsil (revenue) office and in different places under Parasali Gram Panchayat (village level local self-Government institution) in Rayagada District of Odisha on February 3, reports The Pioneer. The posters posed seven questions like when would the roads be constructed for Niyamagiri’s development, how many days would the oppression on innocent tribals continue in the name of Niyamagiri Surakhya Samiti (NSS) and when would the Maoists stop extorting money from the contractors engaged in road construction. The forum also wanted to know when would the Maoist threat to the youths striving for development stop, who has asked the Maoists to set ablaze the vehicles engaged in road construction, why doesn’t the NSS speak out against Maoist activities and is the NSS supporting the Maoists? At last, there is an appeal by the forum to everyone to cooperate for the development of the area.

A cadre of Communist Party of India-Maoist (CPI-Maoist) was arrested along with explosives from Barabandha forest under Madanpur Rampur Police Station limits in Kalahandi District of Odisha on March 2, reports The Pioneer. The arrested cadre has been identified as Ghana Majhi (30), a resident of Sikuli village in the said District. As per the report, Majhi worked as a ‘militia member’ of Kandhamal-Kalahandi-Boudh-Nayagarh (KKBN) Division. According to Superintendent of Police (SP), B. Gangadhar, on receiving a tip-off, a special team of the Police conducted a search operation in the said forest and arrested Majhi while he was carrying explosive materials, which were to be supplied to the fellow Maoists. The Police also recovered Maoist leaflets and food materials from his possession.

In a joint operation, the Security Forces (SFs) comprising personnel of Special Operations Group (SOG) and District Voluntary Force (DVF) commandoes, busted a Communist Party of India-Maoist (CPI-Maoist) camp following an exchange of fire in Patdhara reserve forest under Boden Police Station limits in Nuapada District of Odisha on May 7, reports Orissa Post. According to the Superintendent of Police (SP) Vinit Agrawal, an anti-Maoist operation was launched on May 6 based on intelligence inputs and combing operations was going on in the area. The camp was sighted in the morning of May 7. The Maoists opened fire at the SFs following which the team retaliated leading to a gun-battle which compelled the Maoists fled the area. “More than seven rebels fled the spot after 25-30 round exchange of fire between the SF team and Maoists,” the SP said adding that during a search operation, the SFs recovered Maoist literature and other articles.

The Special Operation Group (SOG) of the Odisha Police busted a Communist Party of India-Maoist (CPI-Maoist) camp in the Samarbandha forest area under Phiringia Police Station limits in Kandhamal District of the State on July 2, reports The Pioneer. As per the report, acting on a tip-off about the presence of a group of Maoists, a SOG team launched an operation in the forest area on June 29. However, the Maoists managed to sense the Police operation and fled from the area, leaving behind explosives and literature. The Superintendent of Police (SP) Prateek Singh said, “We had information that Area Commander Dasrup, Mamata, Aakash, Suryan, and some other cadre were present there.” Police recovered 15 kilograms of explosives containing urea, gunpowder and other substances, 28 detonators, multimeters, bags, blackcaps, rechargeable batteries, camp equipment, Maoist banners, posters and literature.

Security Forces (SFs) recovered a huge cache of explosives and Communist Party of India-Maoist (CPI-Maoist) belongings from a forested area under Swabhiman Anchal in Malkangiri District of Odisha on July 17, reports The Times of India. The recovery comes a day after a joint team of District Voluntary Force (DVF) and Special Operations Group (SOG) engaged in a gun-battle with Maoists in the said area. The Superintendent of Police (SP) Hrishikesh Khilari said, “it was a transit camp of the Maoists. Unable to face the heavy firing from our side, they deserted the camp and no arrests could be made. However, our operation has been intensified in the region to track down the rebels.” The recovery items included as many as 14 detonators, 10 rounds of live ammunition, one .303 gun, one magazine, one mobile phone, medicines, Maoist literature and kit bags, among others.

The Security Forces (SFs) neutralised four Communist Party of India-Maoist (CPI-Maoist) camps following an exchange of fire with the rebels in the Gandhamardhan reserve forest in Bargarh District of Odisha on August 8, reports The Pioneer. ¬According to Police, acting on an intelligence input regarding the camping of Maoists in the said forest, Special Operation Group (SOG) teams of Bargarh and Balangir Districts along with Central Reserve Police Force (CRPF) platoons launched a joint operation in the area. On seeing the SFs, the Maoists opened fire leading to a gun-battle. The Maoists, however, managed to escape taking advantage of the dense forest and heavy rainfall, the Police said adding that four Maoist camps were neutralised and live ammunition as well as empty cartridges, Maoist literature written in Hindi and Odia, among other articles were recovered from the spot. Earlier, South Asia Terrorism Portal (SATP) reported SFs neutralised a Maoist camp in the District on August 8.

Five Communist Party of India-Maoist (CPI-Maoist) cadres, including a woman, and two Special Operations Group (SOG) commandos were killed in an exchange of fire between the Maoists and an anti-Maoist operations team in a forest in Kalahandi District, along the Kandhamal District border, of Odisha on September 9, reports The Indian Express. Two composite teams of SOG and the Kalahandi District Voluntary Force (DVF) initiated an operation in the forest area, during which they were subjected to heavy firing from the other end. While four bodies were found from the forest area after the gunfight, the fifth body was recovered during combing operations. Six weapons, including SLR rifles, barrel rifles and Maoist literature, were recovered from the spot. The identities of the slain Maoists are yet to be ascertained.

Malkangiri,Superintendent of Police (SP), Rishikesh Dnyandeo Khilari, said,“In the past few days, a joint operation was launched by our Odisha SOG and a unit of BSF. We had received some inputs from the operation. Basing on it, the security forces were undertaking searches in Mukudipalli, Gurasetu and Beijing areas under Jodango PS (Police Station). During this operation, we recovered some explosive dump from the areas.” He further informed, “The dump comprises one country-made revolver, a claymore mine, three-meter long Codex wire, various types of explosives, eight electronic detonators, a large oxygen cylinder, camera flash with switch, iron rods, some electric wires and some Maoist literature. From these seized materials, we suspect that these articles were intended to be used against the innocent tribals and our security forces. They intended for preparing IEDs to be used for anti-national subversive activities. Further enquiry is being conducted.”

Mondal was executing two road projects under Pradhan Mantri Gram Sadak Yojana (PMGSY) - one from Mundaguda to Siripaka and the other from Ganiaguda to Dangariaguda under Malkangiri Rural Department Division-I.Following threats from Maoists to stop the road works, Mondal had gone to the construction site to bring back the machines engaged in the PMGSY projects. However, a group of 10-15 armed rebels arrived at the construction site and hacked him to death for defying their order. After killing Mondal, the Maoists set afire the contractor’s vehicles including a MUV (Multi Utility Vehicle), a JCB machine, a roller and machines engaged in road construction work. They also left behind a handwritten poster near the contractor’s body claiming responsibility for the murder.
