The Communist Party of India-Maoist (CPI-Maoist) on January 2 have issued warnings to the sand mafia in Mulugu District of Telangana, reports 10tv.in. The Maoists, outraged at the sand mafia, issued a letter issuing warnings to them. In a letter issued by the ‘secretary’ of the JMWP (Jayashankar, Mahabubabad, Warangal and Peddapally) Division Committee of the CPI-Maoist, Venkatesh, he alleged that the Mafia was infiltrating and looting the Adivasi Sand Society Reaches in the Godavari basin. The letter warned that some contractors were trying to divide and rule the tribals, turning young people into slaves to alcohol and living in groups in pubs. Change your method for now. Gave a strong warning that otherwise the results would be severe. The Maoists have warned that ignoring the warnings in the letter will not be tolerated. Contractors Prabhakar Chaudhary and Pillutla Sreenu have warned that if they do not change, they will be punished by the people, the letter read.

As the protests against the GO 317 [Government Order (GO) 317 which was introduced on December 6, 2021, pertaining to Telangana Public Employment’s introduction of a zonal system in the allocation of jobs] gather momentum in the State, the Communist Party of India-Maoist (CPI-Maoist) have also extended their support to the employees' demand in Mulugu District of Telangana, reports The Hans India on January 4. The letter purportedly released by the CPI-Maoist ‘Central Committee (CC)’ ‘spokesperson’ Jagan at Venkatapuram on January 3 demanded the Telangana Rashtra Samithi (TRS) government to withdraw the GO and stop the employee allocation with immediate effect. The Maoists demanded the government to take up recruitment on the basis of nativity and reservations. With the government taking up the allocation of employees on the basis of seniority, a whole lot of employees especially women were put to distress. The GO is also likely to affect the unemployed youth especially the Adivasis, the letter said. Instead of implementing such thoughtless GOs, the government should focus on taking up recruitment, the Maoists said. The Maoists further opined that the TRS government had intentionally issued the GO 317 to distress the employees. The letter also questioned the rationale behind forcing the GO although nearly 3 lakh employees have been up against it. The banned outfit criticised the government for not taking the opinion of the employees before rolling out the GO. The letter also urged people to support the employees' protests until the government withdraws the GO.

Secretary of the JMWP (Jayashankar, Mulugu, Warangal and Peddapally) Division Committee of the Communist Party of India-Maoist (CPI-Maoist), Venkatesh, has alleged that the Police of Telangana and Chhattisgarh had fired on Maoist cadres after they gathered information about the movement of Maoists and killed three Maoists in a fake encounter in the Karriguttalu forest area on the Telangana-Chhattisgarh State border on January 18, reports Telangana Today. Condemning this ‘fake encounter,’ Venkatesh, in a media release, called for a bandh of Mulugu District on January 22. The attack on Maoists took place while they were on their way to meet the people of Wajedu-Venkatapuram area of Mulugu District in Telangana State, he said, adding that the party had lost three members who were identified as Madakam Singe alias Shanta, Venkatapuram area committee ‘secretary’, who hails from Chhattisgarh State, Kommula Naresh, Yellandu-Narsampet ‘squad commander’, from Jaggaihapet village of Regonda Mandal (administrative sub-division) in Jayashankar Bhupalpally District, and Kovasi Mooyal alias Kailas of Cheekupal village of Dantewada District in Chhattisgarh State. However, The New Indian Express reports that ‘secretary’ of the Division Committee, Venkatesh, gave a call for a Statewide bandh on January 22. He also alleged that the Police have not allowed media persons at the encounter spot.

The Communist Party of India-Maoist (CPI-Maoist) Dandakaranya Special Zonal Committee (DKSZC) on February 3 strongly condemned the false propaganda of the surrender of member and Battalion ‘commander’ Madvi Hidma to Telangana Police, reports Telangana Today. In a statement released to the media in Bhadradri Kothagudem of Telangana on February 3, DKSZC ‘spokesperson’ Vikalp alleged that the Central Government and the State Governments of Telangana and Chhattisgarh were on one hand intensifying “Prahar” offensive in the ongoing counter-revolutionary strategic offensive SAMADHAN against the revolutionary movement and on the other hand spreading lies and half-truths. They were distorting the facts and making false and vicious propaganda against the Maoists. The DKSZC member and Battalion ‘commander’, the ‘secretariat’ member, Hidma was among the people of Dandakaranya in the guerilla bases, Vikalp said. The DKSZC calls upon the entire oppressed classes, social sections, people, democrats, patriots to condemn and strongly oppose the false propaganda and the psychological war of the anti-people governments, he added.

Drone mounted cameras, or drone cameras as they are being called, are playing a crucial role in tracking Communist Party of India-Maoist (CPI-Maoist) cadres on the Telangana-Chhattisgarh border, reports The New Indian Express on February 5. After the introduction of the drone cameras, the job of the security personnel has been made much easier and less risky. The cameras are being used to track the Maoists in thick forest areas. The security personnel have been imparted training in using the drone cameras which are deployed in base camps. From these base camps, the drone operators are able to guide forces who are involved in the combing operations. The cameras help in the drone operators spotting Maoist movement quite early, sometimes in a radius of two or three kilometres, who then alert the forces on the ground. A Police officer in Bhadrachalam agency area said, “We have been alerted about Maoist movement many times in the recent days through drone cameras.” As part of ‘Operation Prahar’ the Security Forces have intensified combing operations in the border forest areas to eradicate Maoists. Besides using drone cameras, the government is also setting up base camps along the border. Already three base camps have been set up in Telangana and one more is coming up at Pusuguppa in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District.

The Communist Party of India-Maoist (CPI-Maoist) party leadership was committing various forms of harassment against tribal women and girls, alleged Superintendent of Police (SP) Sunil Dutt on March 8, reports Telangana Today. In a statement in Bhadradri Kothagudem District on March 8 the SP said Maoists have no minimum etiquette, no moral attitude towards women and International Women’s Day. Describing the banned Maoist party as fascist and terrorist party he said tribal women and girls were being oppressed by the Maoists. Tribal girls were not being given the opportunity to study. They were being forced to join the Maoist party. Tribal girls were being forcibly married off by Maoist leaders who were not even providing the girls proper medical facilities, Dutt complained. He noted that the Maoists were using women to meet their needs in Dandakaranya and obstructing their development. Maoist ideologies were forced on innocent tribal women and alienated them from the outside world.

The country’s economy was totally surrendered to the imperialists. The result was demonetisation, Goods and Services Tax (GST) regime, black agrarian laws, making Memorandum of Understanding (MOU)s to plunder country’s natural resources, anti-worker laws, suppression of revolutionary movement through SAMADHAN-Prahar offensive and splitting the country on the basis of religion, Abhay said. On the other hand, the Central government was privatising insurance, banking and railways to benefit capitalists. Superintendent of Police (SP), Sunil Dutt has accused the Communist Party of India-Maoist (CPI-Maoist) Party leader Azad of molesting women working in the party, reports Telangana Today. In a statement in Bhadradri Kothagudem District of Telangana on March 16, the SP said it was a shame that Maoist party leaders who claim to be fighting for women’s rights were committing atrocities against women. Despite complaints by Azad’s victims, the top leadership had failed at least to reprimand him, he alleged in his statement. Referring to a specific incident Dutt said Police have credible information that Azad recently assaulted sexually a woman working in party when she went to take bath in the forests of Buttalanka-Yerrapalli on Telangana Chhattisgarh borders. The victim, greatly pained at the incident, complained to the Maoist top leadership but no action was taken against Azad. Following that the woman went into a State of deep depression and confusion. It was unfortunate that no action was taken against him even after the woman complained about the incident and Azad continues to sexually harass innocent tribal women, Dutt remarked. Innocent tribal women were forcibly recruited into the party by Maoist leaders for their survival and then they were being used for unscrupulous activities in the name of corrupt ideologies. Jayashankar Bhupalpally Superintendent of Police (SP) J Surender Reddy has appealed to the kin of underground cadres of the Communist Party of India-Maoist (CPI-Maoist) to see that the latter surrender before the Police to lead a peaceful life, reports Telangana Today on October 13. SP, Reddy, also promised that cases would be dropped against those who join the mainstream and they would also be provided with employment. The Police conducted a meeting with family members and relatives of seven members of the outlawed Maoists in Jayashankar Bhupalpally on October 13 and inquired about their well-being. Later, he handed over spectacles to the needy after medical tests at the programme. Clothes and other essential commodities were also provided to the relatives of the Maoists. The SP said that the District Police department was ready to provide necessary medical treatment to the Maoist family members. “We are ready to provide free health checkups, medicines, eye tests, and clothes,” he said, and called upon the Maoists to shun violence and join the mainstream for the sake of their parents and other family members’ welfare. Stating that several underground Maoists were suffering from serious diseases, Reddy said, “If they join the mainstream, we will ensure better medical services to them.”

The SP stated that the party asked agency people through leaflets and posters to celebrate the 'People's Liberation Guerrilla Army (PLGA) Week' on a large scale and they refused the call. The public in the village have realised the atrocities committed by the Maoists against the tribals and abstained from the meeting organised by the Naxals [Left Wing Extremists, LWEs] on Telangana Chhattisgarh borders, he said. Inspecting the Mahadevpur Police Station in the District, the SP analysed the pattern of grave and non-grave cases, road accidents, missing cases, thefts etc. related to the station and gave appropriate instructions. Advising the Police personnel to respond positively to every complainant and to work to increase their sense of security and confidence in the Police, Reddy sought to know details of movements of outlawed CPI-Maoist. The year 2022 saw intensive anti-Communist Party of India-Maoist (CPI-Maoist) operations by the Police in Telangana’s border District of Bhadradri Kothagudem with the District Police conducting as many as 339 raids, 112 cordon and search operations, and four inter-State combing operations, reports The Hindu on December 30. The District Police claimed to have succeeded in preventing the Maoists from spreading their sphere of activity in Bhadradri Kothagudem, which shares a long border with the strife-ridden areas of Chhattisgarh. Police have arrested 46 prime accused involved in 13 extremist violence/offences in the district in 2022. Those arrested include two ‘Area Committee members, (ACMs)’ eight Dalam (armed squad) members, 13 'militia' (people's army of the Maoists) members, 16 sympathisers, five couriers and two village committee members of the outlawed outfit, according to the statistics provided by the District Police. A total of 24 Maoists, including two ACMs, 10 Dalam members, 12 ‘militia’ members, surrendered before the District Police in 2022. These include several Maoist cadres from the neighbouring Chhattisgarh, Police added. Police have seized one Barmar weapon, 50 grams gunpowder and recovered 50 gelatin sticks, 26 detonators, one knife, 120 metres of cordex wire, 12 cell phones, six vehicles, a bunch of banners and pamphlets, among others, besides INR 515,000 in cash. Two separate incidents of exchange of fire between the Police and the Maoists were reported in the volatile border region this year. Police said attempts by the Maoists to kill the Police combing parties were thwarted following which the ultras fled away leaving behind their belongings in both the incidents. To wean away tribal youth from the influence of Left-Wing Extremism (LWE), the Police have conducted a slew of sports events in remote areas and distributed sports kits in addition to arranging training to unemployed youth preparing for government jobs, Police said.
