Besides these, 22 anti-tank grenades, 3,761 rounds of 7.62 mm ammunition for Dragunov rifles and 2,115 nine mm pistol ammunition are also yet to be recovered, said the Minister. Stating that seven persons declared as ‘proclaimed offenders’ were still absconding, Rao said the Interpol has issued red corner notices in respect of three of the accused, who have fled India. He said efforts were on to recover the missing arms with the help of the governments of West Bengal, Uttar Pradesh and Bihar.

Responding to the CPI-M call for talks, the PWG, in a statement on July 16, said though the party was not averse to talks, it would have to be conditional. As a pre-condition, the statement said, instead of violent methods "the battle for winning the masses must be political". It also demanded that all CPI-M leaders, particularly in Midnapore, Bankura and Purulia, "must lay down their arms". Also, public meetings must be allowed in villages. Admitting that it was working jointly with the MCC in Midnapore, Bankura and Purulia, the statement said, "Both parties have witnessed three decades of repression in other states and continued to grow. The same will happen in West Bengal."

However, it said police action against all PWG activists should be stopped and all police and paramilitary forces should be withdrawn from the "areas of struggle". The PWG also asked for the unconditional release of all political prisoners and initiating a judicial probe into cases of police firing in the State. The PWG, however, made no mention of its earlier allegation that ruling Communist Party of India-Marxist (CPI-M) cadres move about with arms and threaten PWG cadres.

Speaking in the State Legislative Assembly on December 19, West Bengal Chief Minister Buddhadeb Bhattacharjee described the rise of the left-wing extremist—Naxalite—People’s War Group (PWG) in the State as a new phenomenon. He pointed out that its present character was different from that of the left-wing extremist movement when it originated at the Naxalbari in West Bengal and subsequently spread to Andhra Pradesh, and added most of their present leaders spoke Telugu. He said those arrested on charges of being associated with the PWG were also being screened to ascertain whether they had helped the outfit voluntarily or out of fear. Anyone found to have helped the PWG due to coercion was being freed, he added. Referring to the Kamtapuri movement in North Bengal, the Chief Minister said that, while the majority of the Rajbangshis were for remaining in the mainstream, Pakistan’s Inter Services Intelligence (ISI was misleading a section into taking up terrorism. He said terrorists of the Kamtapur Liberation Organisation (KLO) were being trained in Butan along with Bodo and United Liberation Front of Asom (ULFA) terrorists. Bhattacharjee, however, assured there would not be a crackdown on the Kamtapur People’s Party (KPP) as it was a political outfit.
