Nearly 100 people have been killed by Maoists in Lalgarh-Jhargram area in the last three months of 2009, raising serious concerns in the Home Ministry, reports Indian Express. The Ministry officials said the West Bengal Government seems to have failed to tackle the extremists despite having sufficient paramilitary forces. Officials said incidents of murder of political workers, ironically most of them belonging to ruling CPI-Marxist, and innocent villagers by terming them as “police informers” and Policemen, have become common in the 150-km area in West Midnapore district. “The situation in Lalgarh-Jhargram area is very disturbing. The Maoists have been killing people at will and it seems there is no one to check them,” a senior official said. Burning houses, setting fire on vehicles, rampant extortion, destroying office buildings, bridges and other infrastructure have been going on freely. Despite having around 2,500 Central paramilitary personnel and adequate number of local police force, the state government has failed to tackle the Naxals. “I am disappointed over the Lalgarh situation...The situation is pretty depressing...despite adequate number (of) Central paramilitary forces (being) sent to them in June 2009, the West Bengal government has not been able to contain the problem,” the Union Home Minister P. Chidambaram said. The Maoists have recently published a document claiming that they killed 270 security men and lost 232 men between July 2008 and September 2009.

Illegal firearms were recovered from a BSNL telephone exchange in Tiljala on the eastern fringe of Kolkata late in the night of January 4. Acting on a tip-off, a special team of the Criminal Investigation Department (CID) raided the exchange and seized seven rifles. The exchange was later sealed on January 5. "Four security guards, belonging to a private security agency, have been arrested," said Annuj Sharma, Special Inspector General of CID. According to a senior CID officer, the guards — Golam Ambia Sheikh, Sheikh Jahangir, Bapi Sheikh and Abdul Hossain Sheikh — are residents of Burdwan District. The security agency — Inter-State Security Agency — had started operating a few months ago at Garfa in south Kolkata. According to CID sources, Golam Ambia Sheikh is the kingpin of the racket. The accused used to sell illegal arms at the rate of INR 35,000 to 40,000. "The accused used to have fake licences prepared in Nagaland, Bhagalpur [Bihar] and Patna. After forging licences, they purchased firearms from the city and stored them in the BSNL exchange offices," an officer said. "The accused were produced in the Alipore court today. As per initial investigation, it seems the four are from the same family. They may have links with Maoists," an officer said. The incident has prompted the CID to crack down on private security agencies in Kolkata. "We have information that several of them deal in illegal arms," said a senior officer.

The Communist Party of India-Maoist (CPI-Maoist)-infested States, including Jharkhand and Maharashtra, have set up a Special Task Force (STF) in their bid to jointly tackle the Maoist problem, Director General of Police of West Bengal Bhupinder Singh told PTI. West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

The State Government has sent one of the three companies of its Armed Police — who received commando training from the Punjab Police at Patiala — to Purulia, Bankura and West Midnapore Districts. The force joined the Midnapore Police Lines on January 9, said Vivek Sahai, Inspector General (State Armed Police). The State Police have decided to press into service a specialised force of 300 commandoes. Of them, 100 commandos will be sent to West Midnapore. The highly trained outfit has been likened to the “Greyhound” of Andhra Pradesh Police.

Director General of Police (DGP) Bhupinder Singh said, “We need more companies of paramilitary forces to control the situation in these [Purulia, Bankura and West Midnapore] Districts. We will ask for 10 companies of CPMFs during tomorrow’s [January 12] meeting. The situation in the State will also be discussed.” Earlier, six companies of the Border Security Force (BSF) had been withdrawn from the State to be deployed in Jharkhand for the assembly elections. There, however, was no replacement for the 420 personnel who had been stationed in the Lalgarh-Jhargram areas of West Midnapore District. The DGP, added, “We have proposed to have a SIB-like intelligence wing in the state dedicated to collect information on Naxals. In the proposal, we wanted a sanction from the Centre to form a full-fledged force like Greyhounds here as well. We will raise the issue in tomorrow’s meeting.”

Chakraborti said on January 11, reported The Hindu. He said, “We will talk about additional forces as well as a few other things—I will say a few more things.” On the need for a joint operation with the three other States affected by Maoist activity, he said, “West Bengal, Orissa, Jharkhand and Chhattisgarh have a common corridor through which joint action could be conducted. The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. It also found that miscreants used Government establishments as safe haven for stacking their illegal arms. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. Once you halt violence, we are ready to talk to you. We are not asking you to do anything more. If you halt violence we are prepared to talk to you on any matter that is of concern. But the condition is that you must halt violence. Unfortunately, our past appeals have been spurned,” he said. ”The operation against Naxals would be a careful, calibrated and controlled one whose progress could not be measured like the score board of a cricket match — progress would be slow and steady. Our purpose is not to kill anyone. These [are] our own people and we care for them. Contrary to fears expressed in a section of the media and by some NGOs, there was no carnage and both the Central and State forces were acting with great restraint. The operations against Maoists were making slow but steady progress, and areas under Naxalite domination would soon be reclaimed and civil administration established,” the Minister added. Expressing confidence that further progress would be made in six months, he said that he was satisfied with what was happening all over the country. Also, the Union Home Minister defended his Cabinet colleague and Railway Minister Mamata Banerjee who is being accused by the West Bengal Chief Minister Buddhadeb Bhattacharjee of colluding with Maoists. He gave a clean chit to Banerjee by virtually refuting the West Bengal Chief Minister’s allegation about her links with Maoists. “No political party in India which believes in parliamentary democracy can collude with Maoists,” Chidambaram said when asked to react on Bhattacharjee’s allegation about Mamata-Maoist nexus. The force — comprising about 30 people at each village — will carry out night vigils to stop the Maoists from entering villages. We have information that four of the bodies were carried away by Maoists while many more were injured," Director General of Police (DGP) Bhupinder Singh told reporters in Kolkata, according to PTI. "Acting on a tip off that 40 to 45 Maoists had gathered at Duli village near Ranja forest in Salboni Police Station area, a team of commandos and Special Forces of Central Reserve Police Force (CRPF) and Police closed in," the DGP said., adding, "When the Maoists opened fire, the forces retaliated." The NDTV, however, put the death toll at 13. Police sources said that five of the eight Maoists killed were been identified as Arjun (a close associate of Maoist leaders Bikash and Tara), Sagen, Mala, Radha and Lakshmi (who is suspected to have played a major role during the massacre of 24 Eastern Frontier Rifles personnel at Silda on February 15), adds The Hindu. The sources said that based on intelligence inputs received from the Jharkhand Police, it was suspected that top Maoist leader Akash was also killed during the encounter. According to Police sources, the Security Forces had raided the area three days ago [June 13] also but the Maoists had managed to escape. Indian Express adds that the Maoist squad was led by Maoist State Committee member for Bengal-Jharkhand-Orissa region and ‘commander’ of the Lalgarh squad Bikash. He was said to have escaped, using his cadres as a shield. “It was to ensure Bikash’s safe passage that the Maoist squad took such heavy casualty,” said an unnamed security official involved in the operation. The DGP told The Hindu, "We have received feelers that a number of people are willing to surrender. However, I can give you neither any numbers nor other details at this juncture." In addition to a grant of INR 1.5 lakh, the surrendered Naxal would get a stipend of INR 2,000 for three years during which he might be imparted training in a trade or vocation. There would be a separate package for laying down arms, ranging from INR 25,000 for a sniper rifle to INR 1,000 for every kilogram of explosive, he added. PTI reports that the West Bengal Government on June 18 announced a special package to bring Maoists back to the mainstream under a 'Special Rehabilitation Scheme' formulated by the Centre. Announcing the package, West Bengal Chief Secretary Ardhendu Sen told reporters that the State Government would implement the surrender-cum-rehabilitation package for those who surrender arms and agree to join the mainstream. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity.

It would be applicable to Maoists who want to surrender, with or without arms, in the Naxal-affected Districts of West Midnapore, Purulia and Bankura. Director General of Police Bhupinder Singh said: “The open-ended scheme is for a hard-core Maoist or any member of a squad. However, over-ground members or sympathisers may also be considered in exceptional cases.” The notification comes a month after the Government announced its decision to accept the guidelines framed by the Union Ministry for Home Affairs (MHA) for surrender and rehabilitation of Naxalites. The scheme will now be publicised in two languages - Santhali (Al Chiki) and Bengali - for it to reach the targeted audience. This is the first such scheme since the Maoists marked their footprints in the State by blasting an Improvised Explosive Device on the convoy of Chief Minister Buddhadeb Bhattacharjee and a Central minister. The VIPs were returning after launching a steel project at Salboni in West Midnapore. Referring to the stipend of INR 2,000 that will be given for three years to surrendered Maoists, together with vocational training and a grant of INR 150, 000 in term deposit, Singh said: “It is not all ideology - unemployed youth are being turned into mercenaries, and they are being given monthly payments by the Maoists for lifting a gun.”

PTI reports that not satisfied with the prevailing situation in the Naxal-affected areas in the eastern region, the Railways have decided to extend suspension of night movement of trains in parts of West Bengal and Jharkhand till August 3.The decision comes in the backdrop of Communist Party of India-Maoist (CPI-Maoist) observing a week-long 'martyrs week'. The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said. Speed restrictions have also been put on the locomotives.

The Maoists who surrender will be provided by the State Government INR 150, 000 in fixed deposits each, besides a monthly fund of INR 2, 000 that will be given for three years together with vocational training which the Government had issued a notification for a surrender-cum- rehabilitation scheme detailing the benefits to be provided to those giving themselves up, on July 28. CM Bhattacharjee also said Maoists were forcibly closing many schools in these areas and forcing students to participate in their programmes. Claiming that the influence of Maoists was waning, he said earlier they would not allow Police to organise football matches but the recent soccer tournament organised by the Police at Lalgarh was watched by over 3,000 villagers. In all 12 teams participated in the tournament. Such tournaments would be organized in Purulia and Bankura, two other Districts affected by Maoists, the CM said. The CM said that the Central Forces engaged in security operations to flush out Communist Party of India-Maoist (CPI-Maoist) from Jangalmahal would stay on in the region till their task was over. Bhattacharjee, replying to questions in the State Assembly on the situation in the Maoist-affected areas said, "The work for restoration of law and order and normality in the Maoist-affected areas has to continue. Thirty-five companies of joint forces are operating in Lalgarh and its adjoining areas. Replying to Congress Legislature party leader Manas Bhunia in the State Assembly on December 23, Chief Minister Buddhadeb Bhattacharjee refuted Mamata Banerjee's charge that paramilitary forces are being used to meet the partisan ends of the ruling Communist Party of India-Marxist (CPI-M), reports Times of India. The presence of paramilitary troopers has improved the situation in Maoist-hit areas, the CM said. "Because of sustained joint operations by 35 companies of Central Reserve Police Force (CRPF), six companies of Nagaland Police and 51 companies of State Police, the situation in Goaltore, Salboni and Midnapore Sadar blocks of West Midnapore and that in Bankura and Purulia has greatly improved," he claimed, though 79 people were killed in Jangalmahal between July and October this year. "The situation has changed in the past three months. Some of the blocks are terror free." But, there are still problems in Nayagram, Gopiballabhpur and Binpur in West Midnapore. In Purulia, Maoist activities are confined to the Ayodhya Hills. Bhattacharjee said that after the murder of seven All India Forward Bloc supporters in the Ayodhya Hills recently, he contemplated some tough measures to curb Maoist activities in the area in consultation with local MLAs and MPs. It is not advisable to withdraw paramilitary forces from Jangalmahal because Maoist activity is spread over a wide area, from Andhra Pradesh to Chhattisgarh, Odisha, Jharkhand and West Bengal, the CM said. "Till the situation improves in Jharkhand and Odisha, it would be difficult to keep West Bengal unaffected. Till such a time, the paramilitary forces should be there." The State Government has taken several measures to win the confidence of the people in Jangalmahal, like distributing patta (land deeds) on homestead land in forest areas and giving everyone rice for Rs 2 per kilogram.
