Newstrack India reports that during his three day visit to Communist party of India-Maoist (CPI-Maoist) affected Districts of West Bengal, Rural Development Minister Jairam Ramesh, said that it is important to combat Maoists in a different way than what has been done so far. "It is not just a matter of arms and guns. It is a psychological war, and here both political procedures and development have significance. If we don't take the political procedures forward, till there is political mobilisation of political parties in these districts, and till we don't bring in heavy changes in rural development, we can never hope to win this war against the Maoists," Ramesh told media in Bankura District on January 25. "Most tribal majority areas like Jharkhand, Chhattisgarh, West Bengal, Madhya Pradesh, Andhra Pradesh, Maharashtra and Bihar are facing turbulence today. The Maoist groups are taking advantage of this factor. So we should give primary importance to the welfare of the tribals in our strategy for development," said Ramesh. Ramesh also said that the District of Bankura has 22 administrative blocks (administrative division), out of which four are being affected by Maoists.

The Union Government will allot nearly INR 900 million for rural development across the three Naxalite [Left Wing Extremism (LWE)] affected Districts of Purulia, Bankura and West Midnapore in West Bengal, the Union Rural Development Minister, Jairam Ramesh, said in Kolkata on January 25, reports The Hindu Business line. According to the Minister, a sum of nearly INR 300 million will be allotted in each of the Districts for development purposes. The amount, he said, should ideally be spent exclusively in projects in affected blocks of the District. “The time is right for political activities and rural development in these areas of West Bengal,” he told reporters after his three-day visit to the LWE-affected Districts of Bankura and Purulia. According to the Minister, there should be a “three-P” approach in these areas which would include political activities, taking local tribal people into confidence and finally the use of Police and Paramilitary to maintain law and order. "The problem is not as serious in West Bengal as in Jharkhand, Odisha of Chhattisgarh. There is no liberated zone of the Maoists in West Bengal," Ramesh told at the press conference, adds IBN Live. Stating that 18 Districts in Odisha, 17 in Jharkhand and 10 in Chhattisgarh were very badly affected, he added, "West Bengal is not in that category. So the LWE problem here is not so disturbing. But since Purulia is in a trijunction, it is vulnerable. So we cannot relax." Warning against political exclusionism, he said all parties in the Maoist areas must be given space so that such activities take place on a day-to-day basis. "We cannot substitute one form of tyranny with another form of tyranny." Pointing out that the country's development was not tribal friendly, he said, "our forest administration is anti- tribal and our mining policy and our land acquisition policy is anti-tribal. It is no wonder that all tribal areas of India today are in a state of discontent."

Stating that Communist Party of India-Maoist (CPI-Maoist) activity in the State's Jangalmahal region has been considerably brought under control after the new government came to power in West Bengal, Union Home Minister P Chidambaram said on February 18 that both the Central and the State Government will work together to eliminate left wing extremism from the State., reports The Hindu. “I think after the new government took over, the people of West Bengal should readily appreciate and acknowledge that the Naxal problem that was affecting the Jangalmahal region of the State has been controlled to a substantial extent,” he said at the inauguration of the Regional Hub of National Security Guard (NSG) at Badu in the State's North 24 Parganas District. Chidambaram attributed the success in combating the Maoist problem to co-operation between the Central and the State Government.

A mechanical engineer from Karimnagar District of Andhra Pradesh, he is believed to have been entrusted with carrying out Maoist activities in West Bengal after the killing of Politburo member Koteswara Rao alias Kishanji in November 24, 2011. Chief Minister (CM) Mamata Banerjee, who will complete a year in office on May 20, claimed that her Government has been able to restore peace in Jungle Mahal (West Midnapore Purulia and Bankura Districts) with not a single death reported so far this year, reports IBN Live. Citing statistics, the Chief Minister said that in 2010-11 when the Left Front Government was still in power in the state, 139 civilians and 35 security personnel were killed in Jungle Mahal. "We have been able to restore peace in Junglemahal. There were only 12 civilian and two security personnel casualties after we came to power, with no death reported since January this year till date," the CM said.

According to Deccan Herald, the Communist Party of India-Maoist (CPI-Maoist) is said to be spreading its influence across the industrial zone, specifically collieries, where they are wooing young workers and sending them for arms training, Police said. “We have got some reports, which tell us that Maoists are trying to spread their wings in this area through some frontal organisations. Sometimes, the area is also used as a transit point. However, we are keeping a close eye on the situation,” Commissioner of the newly formed Asansol-Durgapur police Commissionerate Ajay Nanda. Top officers say Maoists look for diversification of their activities in newer areas where they could intrude by acting as sympathisers of people’s grievances, since their movements are restricted in the Jungle Mahal area (Bankura, Purulia and West Midnapore Districts). The heavy presence of joint forces in Jungle Mahal has severely crippled Maoists activities there. In a meeting, Maoists observed their inability to make inroads into industrialised areas, despite their success with the agricultural areas. They vowed to give special attention to the industrialized areas by trying to address the problems of the labour force there. Given the proximity to Jharkhand, the Maoists have even set up a special area committee in 2009 in Durgapur, Asansol and Dhanbad enabling leaders in Jharkhand to visit these places. “If someone receives any injury during encounter with the police he is brought to the area for treatment. Their main target is to get through to the colliery workers,” a Special Task Force officer in Kolkata said.

There was a significant improvement in law and order in the three Communist Party of India-Maoist (CPI-Maoist)-affected Districts of West Bengal with the number of violent incidents and killings of civilians declining, Chief Minister Mamata Banerjee said on June 29, reports newstrackindia.com quoting IANS. She said 235 Left wing extremists have been arrested while 20 of them surrendered to the Police since the Trinamool Congress (TMC) Government came to power last year. Presenting the budget for the home department, Banerjee asserted that there was a significant improvement in law and order in the Jungle Mahal - forested stretches of three western Districts West Midnapore, Bankura and Purulia where Maoists have a base. She said Police recovered 86 firearms, 1,491 pieces of ammunition, 386 kg of explosives and 39 improvised explosive devices (IEDs) from the affected areas. The figures are based on the data available in the first ten months of the Trinamool regime which has been in office since May 20, 2011.

Based on intelligence inputs the West Bengal Police have warned Chief Minister Mamata Banerjee and some of her party colleagues against moving in the Communist Party of India-Maoist (CPI-Maoist) areas, particularly at night, anticipating that they might become soft targets for Maoists, as reported on July 29 in Deccan Herald. “In the last few days we have seen, whether it be Odisha or Chhattisgarh, the Maoists have changed their style of operation. They are kidnapping some important persons and holding them to ransom. In this way they have freed some of their senior members from the jail,” an unnamed senior intelligence officer said. “As the Maoists have been cornered in West Bengal, particularly after the killing of Kishenji and the arrest of Vikram—a top Maoist leader who was arrested in Purulia district a few days before—they might replicate the Odisha-Chhattisgarh model in Bengal,” the officer said. “We have specific intelligence input that Chief Minister Mamata Banerjee, All India Trinamool Congress general secretary Mukul Roy, Panchayat Minister Subrata Mukherjee and MP Subhendu Adhikary are under their scanner,” he added.

She was addressing a rally at Belpahari in West Midnapore District, once the hotbed of Maoist activities. Banerjee, who became the first Chief Minister to visit the area in four decades, handed over cheques to family members of people killed by Maoists, even as a Maoist cadre publicly surrendered before her. Banerjee said that cadres were being brought over from Jharkhand and Odisha to foment trouble in the Jungle Mahal region of the State. She also promised a Government job for one family member of all the people killed in Maoist violence, adding that those who stand up to the Maoists should register their names with local authorities so that they could be provided jobs in the future.

The agitation is scheduled to start from October and the groundwork has started with attempts to bring all the tribal organisations — some of which are suspected to be Maoist frontal groups — in the region together. Ghosh said Chhatradhar Mahato, the jailed leader of the PCPA, would lead the new dispensation.

Roy, 76, arrested in 2005, is undergoing treatment for a kidney ailment at All India Institute of Medical Science (AIIMS). “While she was in the Opposition, Mamata first tried to act as if the Maoists had no significant presence. As the elections drew near, and the Singur, Nandigram and Lalgarh people’s movements emerged as a big force, she realised with the support base of the Maoists widening, it would be beneficial to pose as a supporter and sympathiser,” he said. “She did a quick somersault on occupying the Chief Minister’s chair and began to show her true colours... The brutal murder of Kishenji [Mallojula Koteswara Rao] left no doubt of her real political and military character,” he added. “Maoists look forward to broaden the sphere of mutual help and cooperation not only with the Northeast insurgent groups but also with the separatists in Kashmir and with various persecuted minorities such as Muslims,” said Roy in response to a written questionnaire. He, however, added that though the Maoists support the struggle of various Northeast groups, there is no “active military help between the two.” “Maoists have to consistently wage an internal struggle against non-proletarian trends... The West Bengal Director General of Police (DGP) Naparajit Mukherjee on October 18 warned that the Communist Party of India-Maoist (CPI-Maoist) have links with Pakistan spy agency Inter-Services Intelligence (ISI), reports IBN Live. According to sources in the Union Ministry for Home Affairs (UMHA), the observation was made by the West Bengal DGP at a meeting of the Directors General of Police (DGPs) on Naxals [Left Wing Extremism (LWE)] in New Delhi. The West Bengal DGP said that the ISI was supporting Maoists in the State. He also said that the Students Islamic Movement of India (SIMI), groups had also joined hands with the Maoists. DGP Mukherjee said he had information that several pro-Maoist over-ground outfits have joined hands with some elements of banned SIMI, which have close links with ISI. These elements have held several meetings jointly in four Districts of West Bengal, (Murshidabad, West Midnapore, Purulia and Bankura), staged protests against alleged violation of human rights and have been instigating people against the government, Mukherjee is learnt to have told the meeting. The meeting was chaired by Union Home Secretary RK Singh and attended by Chief Secretaries and DGPs of Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Maharashtra, Andhra Pradesh and representatives of Uttar Pradesh.

"Like other years, we will observe Martyrs' Week from December 2 to 8," said a Maoist source. He said that their party observed Kishenji's death anniversary as a "black day". On that day, armed Maoists reportedly secretly met at Loboni, Sakhabhanga, Patharchakli in Binpur-II block on the Jharkhand border at night and led a torch rally. Further, sources revealed that disciplinary action against former Bengal state committee chief Akash has been taken and the Bengal state committee has been dissolved.
