Rebel Trinamool Congress (TMC) Member of Parliament (MP) Kabir Suman on January 4 claimed that Communist Party of India-Maoist (CPI-Maoist) helped Mamata Banerjee win West Bengal assembly elections in 2011, reports Hindustan Times. Outlining TMC's close relations with the Maoists, Suman said slain Maoist leader Koteshwar Rao alias Kishenji had told his men to “hold aloft the Trinamool flag” to oust the Left Front government. The Trinamool has been denying the allegation, levelled earlier by the Communist Party of India-Marxist (CPI-Marxist) and more recently by Suman himself. He said without the help of Maoists, TMC would not have won a single assembly seat in West Midnapore. “Maoists were part of the Bhumi Uchhed Pratirodh Committee (BUPC) [committee for resisting forcible land acquisition]. Agitations in Nandigram, Singur and Lalgarh were responsible for the regime change. Santosh Rana, a Naxal, and his comrades campaigned for me in Jadavpur (in 2009).” In Nandigram, the TMC led the BUPC, which was opposing former Chief Minister Buddhadeb Bhattacharjee’s plans to acquire about 14,000 acres for an SEZ.

The Union Ministry of Home Affairs (MHA) has raised concern over Communist Party of India-Maoist (CPI-Maoist) terror training camps organised to impart military training for new recruits and planning of special operations against Security Forces in at least seven Maoist-infested States, reports The New Indian Express. The Maoist bastion in Dandakaranya forest region extending over an area of 92,300 square km had held maximum number of camps in the last one year. The camps were organised in Sukma, Bijapur, Dantewada, Narayanpur and Kanker District in Chhattisgarh and Gadchiroli District of Maharashtra. “In 2012, 26 training camps were reportedly organised in these Districts. During the current year, till April 15, six such training camps have been reportedly organised in these districts,” Minister of State for Home Affairs RPN Singh told Lok Sabha (Lower House of the Parliament) on April 30. Singh said these training camps were an important component of the overall military tactics of the CPI-Maoist. Similar camps are organised in other left wing extremists affected states, including Odisha, Jharkhand and West Bengal. Maoists refer to the area as Compact Revolutionary Zone (CRZ) in their military literature. In the last one year, 14 training camps for ultras were organised in Jharkhand followed by 8 camps in Odisha.

Union Minister of State for Home Affairs (MHA) RPN Singh said steps taken to bust these manufacturing units included deployment of Security Forces (SFs) at strategic locations, firm Police action against such unlawful activities and intensified intelligence-based anti-Naxal [Left Wing Extremism (LWE)] operations. In response to another question, the Minister informed the House that 532 companies (53,200 personnel) of Central Armed Police Forces (CAPF) were deployed in Maoist-affected states, including Chhattisgarh, Jharkhand, Bihar, West Bengal, Andhra Pradesh, Maharashtra and Odisha. The Government, however, decided to provide 10 additional battalions of CAPF (10,000 personnel), including five battalions (5,000 personnel) of Central Reserve Police Forces (CRPF) to four LWE-affected states, including Jharkhand, Odisha, Bihar and Chhattisgarh.

The Central Reserve Police Force (CRPF) has stopped using Mine-Protected Vehicles (MPVs) deployed for carrying troops to minimize causalities resulting from Improvised Explosive Device (IED) blasts in Communist Party of India-Maoist (CPI-Maoist)-affected areas, reports The Times of India on June 30. This is the first time that CRPF has issued a complete ban on the use of these four-wheeled armoured vehicles. Close to 50 such armoured vehicles in Maoist hotbeds of Chhattisgarh, Odisha, Jharkhand, West Bengal and Bihar have been rolled inside CRPF camps. These MPVs will be used in rare instances only. "I have issued orders to my formations in the Left Wing Extremism areas to shun the use of the MPVs for patrol and other movements. As a result of this decision, this is the first time that no causalities in IED blasts or from hidden landmines in the first six months this year," said CRPF Director General (DG) Pranay Sahay. The CRPF DG added these vehicles will not be used anymore for jungle patrols and the commanders have been asked to send their patrols only on foot, as part of the standard operating procedures for these areas. "What is the fun in using these vehicles if they are not helping my men? This year we have had no causalities from IED attacks. This is a satisfactory achievement," Sahay asserted.

Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

West Bengal Transport Minister Madan Mitra on July 15 said he has received a SMS which he claims is a threat from the Communist Party of India-Maoist (CPI-Maoist) in the wake of his decision to form anti-terror committees to thwart Left-Wing Extremists (LWEs), reports NDTV. Raising an alarm against possible Maoist threat in the State, he earlier had suggested setting up anti-violence and anti-terror committees in his constituency to avert any subversive activities by the Maoists to destabilise the State. "I have specific information that the Maoists are again trying to vitiate atmosphere in West Bengal to disturb peace in the state," he said, adding, "Soon I shall launch campaign against terror and violence in my constituency to make people aware of possible threat."
