The Counter Intelligence (CI) Wing of Punjab Police arrested a narcotics smuggler and recovered 5.15 Kilogram of heroin, two pistols and ammunition from his possession in Ferozepur District of Punjab on January 1, reports The Tribune. The arrestee has been identified as Bhalwan Singh, a resident of Aliwala village in the said District. In a statement, The Additional Inspector General (AIG), CI, Ketan Baliram Patil said the Police recovered two pistols of .30 bore along with 10 live cartridges and two magazines from the accused. Official sources said the drug consignment was smuggled from Rajoke village in Ferozepur sector along International Border (IB) around three days ago. Smugglers on the other side of the border, taking the advantage of dense fog, had thrown the contraband over the fence. Bhalwan worked as a carrier of drugs. He had reportedly taken INR 2, 50,000 for delivering the consignment. “Investigations are underway to identify the person to whom it was meant to be delivered,” said an Official.

A team of Punjab Police in coordination with the Central Crime Branch (CCB) of Bengaluru Police, arrested a Khalistani militant from Bengaluru District of Karnataka in India on January 9, reports Deccan Herald. The arrested militant has been identified as Jarnail Singh Sidu alias Jarnail Singh Sandhu (38), a resident of Mohali District of Punjab and a native of Hyderabad District of Telangana. As per the report, Jarnail Singh was residing in a paying guest (PG) accommodation in a private firm in Manyata Tech Park in Bengaluru city. The Police officials said that Punjab’s State Special Operation Cell had registered a case against Jarnail Singh in March 2019. Upon learning that the Police were on to him, Jarnail Singh escaped from Mohali six months ago and came to Bengaluru. He then took accommodation in a PG accommodation and joined the private firm. He was in contact with Khalistan militants in Punjab. On receiving information about his presence in the city, the Police team arrested him from the said accommodation. According to a senior Official, “Jarnail Singh was one of the militants involved in the Khalistan movement to advocate for a separate Sikh nation and was constantly in touch with the group suspected to have been involved in terrorist attacks in Punjab.”

The State Police in Punjab have busted a narco-terror module that flew drones from Amritsar District to Pakistan to fetch drugs in the last few days and arrested three persons, including an Indian Army soldier and an expert drone operator on January 10, reports The Tribune. The arrested persons have been identified as Dharminder Singh of Dhanoa Khurd village and Balkar Singh of Kalas village in Amritsar District and Rahul Chauhan of Pooja Vihar in Ambala District of Haryana. the Director General of Police (DGP), Dinkar Gupta said, while Dharminder was arrested from Hardo Rattan village, about 3 kilometers from the India-Pakistan border, Balkar, lodged in Amritsar jail in an NDPS case, was arrested on production warrant. Rahul, a soldier in the Indian Army, was reportedly involved in procuring and supplying drones and training to cross-border smugglers. Two members of the narco-terror module were still absconding and efforts were on to nab them. The DGP further said they had seized two highly sophisticated Chinese drones, belonging to the narco-terror module, involved in the smuggling of weapons and narcotics from across the border. “The seizure includes drone batteries, custom-made drone containers, two walkie-talkie sets, Rs 6.22 lakh, believed to be proceeds of drugs, and a magazine of an INSAS rifle. The drones, capable of travelling 2-3 kilometers, were reportedly being launched from the Indian side to fly into Pakistan to pick up narcotics. The accused had apparently already conducted four-five sorties.”

The Counter Intelligence wing of the Punjab Police arrested two cross-border drug smugglers and recovered 4 Kilogram of heroin, worth INR 200 million from Ferozepur District of Punjab on January 19, reports The Tribune. The arrested smugglers have been identified as Satnam Singh alias Satta of Jhugge Kishor Singhwala village and Gurpreet Singh alias Gora of Khunder Uthar village; both falling under Mamdot block in the District. The Additional Inspector General (AIG, Counter Intelligence) Ajay Maluja, said that the Police had received specific inputs that Satnam and Gurpreet were in touch with Pakistani smugglers and had received a consignment from across the border. Following which a naka (barricade) was put up on the outskirts of the block and arrested them and the contraband was seized. During the interrogation, Satnam revealed that he was in touch with a Pakistani smuggler, named Riaz Chacha. On the intervening night of January 6 and 7, he had received 5 kilogram heroin that was thrown in the fields situated along the fence near border outpost Maste ke village in the District, which belonged to Gurpreet. While the accused sold one packet, they were going to deliver the remaining four packets to some unidentified smugglers in Amritsar District, as per the instructions of their Pakistani handler, the AIG said.

The Punjab Police has arrested two persons in connection with their involvement in the smuggling of narcotics and drugs across the India-Pakistan border in Amritsar District of Punjab on January 20, reports The Tribune. The Police first arrested Rishabh Kumar, for allegedly supplying drones to Army man Rahul Chohan, who was arrested earlier on January 10. During his interrogation, the Police arrested another person, identified as Sarvodya Rakesh Behri, a resident of Jammu. As per the Police sources, Behri was running a start-up business of selling drones, but did not have the documents that authorised him to sell the equipment.

The Uttar Pradesh Anti-Terrorism Squad (UPATS) arrested a key arms supplier of Khalistan Liberation Force (KLF), identified as Ashish Singh from the Civil Line Police Station limits at Roorkee in Haridwar District of Uttarakhand on February 1, reports Times of India. The Senior Superintendent of Police (SSP) of the District, Senthil Abudai Krishna Raj S. said, “A wanted criminal was arrested from the said area by the UP ATS who informed the Police about the operation and the accused was hiding in his relative’s home.” An ATS official said that Singh has been accused in a number of cases, including attempt to murder, rioting with deadly weapons, criminal conspiracy and harbouring offender from Punjab in 2018. Further, the official said that Singh is considered to be the right hand of Gugni Grewal alias Harmeet Singh – chief of KLF and a supplier of weapons to the force. Singh also has a role in the murder of RSS and Shiv Sena workers.

The interrogation of Ashish Kumar, the key supplier of arms to Khalistan Liberation Force (KLF) ‘chief’ Happy PhD has led the Punjab Police to a major crackdown on illegal arms suppliers in which 23 persons including two gangsters and gun house owners were arrested at Jalalabad in Fazilka District of Punjab and adjoining States of Haryana and Rajasthan on February 13, reports The Tribune. As per the report, the Police raided several gun houses and in all, 36 weapons were seized during raids in Punjab and adjoining States of Haryana and Rajasthan. The seized arms included 14 double barrel breach loading (DBBL) 12-bore guns, four single barrel breach loading (SBBL) 12-bore guns, five 32-bore pistols, a 45-bore pistol, three 30-bore pistols, a 25-bore pistol and two carbines. The Director General of Police (DGP) Dinkar Gupta said, the investigation into the supply of illegal arms to criminals, especially gangsters, began with the arrest of ‘A’ category gangster Sukhpreet Singh alias Budda, in November 2019. The weapons supplied to Budda and his accomplices were used in the attack on Punjabi singer Parmish Verma in Mohali in April 2018, and committing murders, dacoities and extortions. Gupta further said, based on Ashish’s interrogation, the two gangsters – Gurpreet Singh alias Laddi, wanted in 20 criminal cases, and Neeraj Kumar alias Dhiraj Batta, wanted in 13 cases were arrested.

The Moga Police have recovered 4.290 kilograms of heroin, of an international market value of INR 210 million from the International Border (IB) in Ferozepur District of Punjab on March 24, reports The Tribune. According to the Senior Superintendent of Police (SSP) Harmanbir Singh Gill, one Bagicha Singh, a resident of Chugee village in the said District, was arrested by the local Police from Dharamkot bus stand in Moga District with 50 grams of heroin on March 20. During investigation, he revealed that another consignment of more than 2 kilograms of heroin was smuggled from Pakistan into his fields across the fencing along the IB. Following which, Moga Deputy Superintendent of Police (DSP) Jangjit Singh and Crime Investigation Agency (CIA) staff in-charge Kikkar Singh visited the fields of the accused and recovered four plastic bottles filled with heroin along with a .30 bore pistol. According to the Police, Teja had recently executed a dacoity in Ludhiana, where he looted 2 kilograms gold. He has, reportedly, confessed that he was arranging money for a spate of targeted killings as part of the Khalistan agenda, and to disrupt the ongoing Operation Blue Star anniversary week in Punjab. Teja has over 25 criminal cases against him, including murder, attempt to murder, car-jacking, and dacoity. He had started out as a gangster but was soon radicalised. He planned the targeted killings at the instance of some hardcore terrorists he met during his imprisonment in various jails. Police also said that he has the support of banned Khalistani outfits. Two Lashkar-e-Toiba (LeT) militants identified as, Aamir Hussain Wani (26) and Wasim Hassan Wani (27) were arrested along with ten hand grenades, one AK-47 rifle with 2 magazines and 60 live cartridges, from Pathankot District of Punjab on June 11, reports The Tribune. As per the report, acting on a tip-off, an Amritsar rural Police team raided a spot near the said location and arrested the duo. The Director General of Police (DGP) Dinkar Gupta said the duo was preparing to carry out a series of terror attacks and targeted killings at the behest of their Pakistani mentors and handlers. A German-made MP5 sub-machine gun, a 9-mm pistol with four magazines and two mobile phones with a host of incriminatory conversations, messages, and photographs were recovered from their possession. Personnel of the Counter Intelligence Department and 136th Battalion of the Border Security Force (BSF) arrested a person, identified as Kashmir Singh alias Sheera, from Gatti Rajo Ke village in Ferozepur District of Punjab and based on his revelations, 4.16 kilograms of heroin was recovered from Shameke border outpost along the India-Pakistan border in the District on June 24, reports The Tribune. The Additional Inspector General (AIG, Counter Intelligence), Ajay Maluja said, the Police had received inputs that Kashmir Singh, a resident of Ruhela Haji village in the Mamdot Block (administrative unit), had links with Pakistani smugglers. In February 2017, 5 kilograms of heroin had been recovered from Sheera following which he was sent to jail for 15 years. “Presently, he was on a parole for 56 days but we had received information that he was still involved in the illegal trade of drug smuggling. During interrogation, the accused revealed details about the consignment received from across the border following which a joint search operation was carried out with the help of the BSF near border outpost Shameke along the Indo-Pakistan border,” the AIG said.

The Delhi Police busted a module of Sikh separatist outfit – Khalistan Liberation Force (KLF) and arrested its three sympathisers who were allegedly planning to execute target killings and extortions in various north Indian States on the directions of Pakistan’s Inter-Services Intelligence (ISI)-sponsored Khalistani leaders, reports Hindustan Times on June 28. The trio, identified as – Mohinder Pal Singh (29), Gurtej Singh (41) and Lovepreet Singh (21), were arrested from Delhi, Punjab and Haryana in separate operations by the Delhi Police’s Anti-Terror Squad (ATS) and Special Cell. In the first incident, personnel of the Crime Investigation Agency (CIA) and 29th Battalion of Border Security Force (BSF) in a joint operation recovered 7.14 kilograms heroin worth INR 350 million near Border Out-Post (BOP) Dona Telu Mall in Ferozepur sector of Ferozepur District. A pistol, two magazines, 10 live rounds and two Pakistani SIM cards were also seized. The SFs have filed a case against a person identified as Bittu, a resident of Palla Begha village in this connection. In the second incident, the anti-narcotic cell arrested three persons and recovered 1.4 kilograms of heroin from them at Joliyan village in Sangrur District. The arrest comes a week after a Border Security Force (BSF) trooper along with three other accused were arrested on July 12 in connection with the same case. The Director General of Police (DGP) Dinkar Gupta said, the total number of persons arrested in the case so far now stands at eight. Giving details of the latest arrests, the DGP said that Ramandeep Singh, an Indian Army soldier, was arrested from Bareilly District of Uttar Pradesh, where he was currently posted. The arrest was made on the basis of disclosures made by BSF Constable, Sumit Kumar, who was arrested earlier. “Ramandeep’s three accomplices — Taranjot Singh alias Tanna, Jagjit Singh alias Laddi, and Satinder Singh alias Kaala — have also been arrested and are being brought on production warrants. Another INR 1 million has been recovered from Kaala as drug money, taking the total amount of such money seized in the case to Rs 4.23 million,” said the DGP.

Punjab Police arrested a Constable of the Border Security Force (BSF), identified as, Rajendra Prashad and two local smugglers, Surmail Singh and Gurjant Singh, for cross-border smuggling of drugs and weapons, reports Hindustan Times on August 2. According to Director General of Police (DGP) Dinkar Gupta, acting on a tip-off, a Jalandhar Rural Police team, on July 26, arrested Surmail Singh and Gurjant Singh, who were travelling in a car from Delhi. The Police had recovered 25 gm of heroin from them. On questioning, the duo led to the recovery of a .30 Bore Pistol (Made in China) with 5 live rounds and INR 2.45 million as well as 35 gm of heroin. During further questioning, the duo also revealed that they were working with a cross-border smuggler, Satnam Singh alias Satta, a resident of Taran Tarn District who was closely linked with Pakistan-based smugglers for smuggling of drugs and weapons from Pakistan. They also disclosed that BSF Constable, Rajendra Prashad, posted at a border outpost at Chhina village in Tarn Taran District was a part of the smuggling racket, following which he was arrested. The DGP said out of INR 2.45 million, INR 1.5 million was recovered from the residence of Satnam Singh, INR 500,000 from the BSF constable and INR 450,000 lakh from Gurjant Singh.

The Border Security Force (BSF) personnel on August 23, arrested five narcotics smugglers and recovered 3.53 kilograms heroin in separate incidents in Punjab, reports The Tribune. In one incident, BSF arrested five persons identified as, Bikramjit Singh, Nirmal Singh, Nachhattar Singh, Panjab Singh and Raju; and recovered 1.12 kilograms heroin from their possession in Wan Tara Singh village in Tarn Taran District of Punjab. The contraband was stashed in the false cavities made in the soles of their footwear. According to the BSF statement, “while frisking farmers who returned after completing their agricultural work from ahead of Border Security Fence, the troops seized 1.12 kilograms contraband from five of them.” Personnel of the 71 Battalion of BSF recovered eight packets of heroin, weighing 2.41 kilograms in the fields of one Tarsem Singh of Naushehra Dhalla in Tarn Taran District of Punjab. A case under Sections 18, 21, 61 and 85 of the NDPS (Narcotic Drugs and Psychotropic Substances) Act has been registered against the accused, who is yet to be arrested.

As per the report, the Assistant Sub Inspector (ASI) Malkit Singh was shot in the leg while chasing Rakshpal, however, the ASI overpowered and arrested him subsequently. An accomplice of Rashpal, managed to flee from the spot but a country-made semi-automatic pistol, two magazines, six live rounds and a Bullet motorcycle were recovered, said the Director General of Police (DGP) Dinkar Gupta. As per the report, Police recovered a .32 bore pistol and four cartridges from Rajinder’s possession during his arrest on August 19 and 530 grams heroin was seized later from his flat at Zirakpur town of Mohali in Sahibzada Ajit Singh Nagar District. The Director General of Police (DGP) Dinkar Gupta said, Rajinder's brother-in-law, Chirag Rathi, has also been arrested from Muzaffarnagar District in Uttar Pradesh for his involvement in the racket, which has been traced to associates of deceased KLF ‘chief’ Harmeet Singh alias PhD. Also, Karamjit Singh, a Police Constable was arrested from Muktsar District of Punjab in this connection. Rajinder used to receive drug consignments mostly coming from Srinagar and Delhi to distribute further in Punjab. Cases have been filed under 121/121A/124A/153A/153B sections of the Indian Penal Code (IPC) and section 2 of The Prevention of Insult to National Honour Act 1971. Punjab Police has been informed and they are on the way to take custody of the accused in their case, Delhi Police said. The arrested accomplices have been identified as, Gurbir Singh and Gurbax Singh, both residents of Dall village, and Yudhvir Singh and Gurpreet Singh of Dhunda village in the District. The Senior Superintendent of Police (SSP), Dhruman Nimbale said during the forensic examination of the mobiles seized from the Pakistani intruders, it was found that the accused had interacted with the intruders before they were shot by the BSF troopers. A senior official privy to the investigations said the four used to retrieve the narcotics consignments from the IB and later handed it over to their links as per the instructions. They used to get INR 20,000 to INR 60,000 per consignment, depending on the quantity retrieved, the official said.

According to a senior Police officer, the Special Cell of Delhi Police arrested the duo after they received information that they had come to Delhi in a car to receive a huge cache of arms and ammunition. “Our teams laid a trap near an underpass on Burari-Majlis Park road. On September 5, around 11 pm, when both of them were spotted in their vehicle, they were overpowered after a brief exchange of fire,” the officer said. According to Police, both the militants are residents of Ludhiana District in Punjab and were planning targeted killings in various north Indian States on the directions of leaders of the Khalistan movement sponsored by Pakistan's spy agency, Inter-Services Intelligence (ISI). The STF recovered 5.392 kg of heroin, a .315 bore rifle with cartridges, a .12 bore pump action gun, a .32 bore revolver along with cartridges and INR 2.1 million from their possession. Apart from this, luxury cars, including a Toyota Fortuner, an Audi 7, two Toyota Innovas, two BMWs, a Mercedes Benz and a Jaguar were recovered from the smugglers. In a press conference, STF Inspector General (IG) Balkar Singh said, the accused were active members of a high-level international drug network being run from Australia by Tanveer Singh Bedi of Batala.

The arrestees were identified as – Harjinder Pal alias Kala (27), Sanjit (34) and Ranjit Singh (20), all residents of Ferozepur, and Kishan Singh (32) of Ganganagar. Police also seized a car in which they were traveling. The BSF Constable – Barinder Singh was arrested from the BSF premises at Ganganagar in Sri Ganganagar District of Rajasthan. A .30 bore foreign-made pistol, a motorcycle and 745 grams of heroin was recovered from him. Following his interrogation, two other accused—Balkar Singh Balli and Jagmohan Singh Jaggu—both residents of Ganganagar were arrested. A .30 bore pistol and Rs 8 lakh in cash were recovered from Balkar Singh. Director General of Police (DGP) Dinkar Gupta said the BSF constable was “instrumental” in transferring drugs from across the Indo-Pak border and handing them over to the other accused.

Besides the heroin, two desi .32 bore pistols and a car bearing registration number JK-012-E-2277 have also been recovered from the accused, who used to bring drugs from Srinagar (Jammu and Kashmir) on instructions from imprisoned gangsters in Punjab. The drug cartel’s links have been traced to a Dubai-based individual, who is allegedly involved in networking the drug smugglers in Kashmir for supply of drugs to smugglers and traffickers based in Punjab. According to Director General of Police (DGP) Dinkar Gupta, the investigations so far suggest that the proceeds generated from the sale of the drugs, smuggled into Punjab from Kashmir, were probably being used to fund terror activities.

According to NIA officials, Nijjar of Pandori Sukha Singh village in Ajnala Tehsil (revenue unit) of Amritsar District in Punjab, was wanted in a case registered on January 10, 2019, against Harpal Singh, another Khalistani terrorist, under various sections of the Arms Act, Maharashtra Police Act and the Unlawful Activities (Prevention) Act. The investigation later revealed that Nijjar was the main conspirator in the case. “Accused Nijjar, Harpal Singh and Moin Khan were active on social media platforms and had hatched a criminal conspiracy to revive Sikh militancy for the formation of a separate state of Khalistan,” a senior NIA official said adding that the trio used to post videos and images praising militant Jagtar Singh Hawara (a convict in Beant Singh assassination case). They also posted images and videos of Operation Bluestar and pro-Khalistani posts related to the Babbar Khalsa International (BKI) with the intention of motivating Sikh youths and others to join the ‘Khalistan movement’.
