An agent of the Pakistan’s Inter-Services Intelligence (ISI), who was allegedly attempting to recruit youths from the Hyderabad city, was arrested by the police on April 1, reports Hindu. The arrested person, identified as Maqsood Ahmed, a resident of Malakpet, was working as a manager in Proline garments showroom at Somajiguda. Deputy Commissioner of Police (Task Force), V. B. Kamalasan Reddy, said that four compact discs (CDs) and a floppy disk containing provocative speeches were recovered from him. He further said that Maqsood came in contact with an ISI agent Mohammed Abdul Shahed alias Bilal with the help of his friend Mohammed Ibrahim and the duo planned to recruit youths for Jehadi activities in Hyderabad, Gujarat and Somalia.

A Lashkar-e-Toiba (LeT) plot to assassinate Chief Minister Ghulam Nabi Azad at the first ever public rally in newly created Ramban district was foiled by the police with the arrest of four militants, including a suspected Congress party worker and his wife. A Pakistani Fidayeen (suicide squad), who had entered Ramban on April 11-night along with an automatic AK rifle and half a dozen grenades, managed to escape as the LeT plot was foiled by the Intelligence Bureau (IB) and police minutes before Azad entered the rally venue in Ramban town, according to Daily Excelsior. Official sources said that acting on a specific input developed by the IB about the LeT plot, police arrested a suspected Congress worker, Farooq Ahmed Wani, and his wife Haseena Begum minutes before the arrival of Azad.

Dumka district police on April 14 arrested a Communist Party of India-Maoist (CPI-Maoist) cadre and recovered 3000 detonators and 400 bags of explosives from his possession. Hindustan Times reports that Police, acting on a tip off, raided a Rampurhat in West Bengal bound private bus near Pusaro bridge, about five kilometers away from the district headquarters and arrested one Sapan Ravi Das of village Rajgram under Suri subdivision of Birbhum district of West Bengal along with the explosives. A senior police officer told Daily Excelsior that a top Lashkar-e-Toiba (LeT) militant, Showkat Ahmed, was arrested from the capital Srinagar on April 24. During interrogation, he revealed that the LeT, Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had hatched a joint conspiracy to assassinate the Chief Minister at Bandipora during his rally. Police raided a militant hideout on the outskirts of Srinagar from where two associates of Showkat were also arrested. They included one Pakistani, Abu Sikander. This was the second such plot foiled by security forces in the last 12 days. On April 14, police had arrested four persons, including a couple, for plotting to kill Azad.

The police recovered two kilograms of RDX, three detonators, two hand-grenades, a timer and INR 25,000 in cash from them. The three were identified as Abu Kasim, a Pakistani national, and Shafaqat and Shabbir, residents of Jammu and Kashmir. Shafaqat and Shabbir reportedly said that they were recently directed by their handler to hand over the consignment of explosives to a Pakistani militant. The police suspect that the Kasim was part of a "core strike team" dispatched to carry out explosions in the Capital. "The terrorists are being interrogated to find out the task assigned to them. As of now, we do not know from where they arrived in the Capital and when," said Deputy Commissioner of Police Alok Kumar.

The Hindu reports that the CRPF platoon was returning after a combing operation to flush out Maoists from villages under the Konch police station of the district. The CRPF personnel retaliated and in the encounter that lasted about 30 minutes neither side suffered any casualties. A large cache of arms and ammunition including three rifles earlier looted from a police station, an SLR, a country-made rifle, and over 300 live cartridges of various calibers were recovered from the fleeing Maoists, claimed the CRPF sources. Patna Daily reports that CPI-Maoist area commander Hridaya Ravi Das was subsequently arrested by the security forces. The arrested Maoist was involved in several previous attacks on police stations.

The injured militant has been arrested, according to Daily Excelsior. A Delhi police Sub Inspector Devinder Singh was also injured in the operation that lasted for half an hour. Telegraph reports that the arrested include the prime accused in the killing of the Communist Party of India-Marxist-Leninist (CPI-ML) Member of Legislative Assembly Mahendra Singh, Jayant alias Kunal alias Tuddu, who was arrested along with his accomplice Prakash while receiving treatment at Sankara Nethralaya in Chennai, capital of Tamil Nadu. Others were identified as Prayag Mahto alias Prahlad of Nawadih in Bokaro, Basudev Mahto of Madhupur in Girdih and Arup Tuddu of Degagaddha in Nawadih. Pappu Jain, an arms supplier-cum-businessman from Madhupur in the Girdih district, besides two youths of Patna, who are arms dealers, were also arrested during separate raids. Without specifying the circumstances or dates of these arrests, police said that more than INR 950,000 in currency notes, 250 cartridges, two laptops, few cell-phones, Maoist literature and training materials were recovered from Ranchi, Giridih, Patna and bordering areas of Jharkhand and Bihar. The duo was identified as Hemanta Roy and Jagdish Das. Roy, who hails from Shingrapara village in Assam’s Baksa district, is a member of the outfit’s ‘709 battalion’ and a relative of Hira Sarania, commander of the unit. Das was reportedly living in Jalandhar for the past four months and was arrested from the Domariapull area. Roy had joined Das three months ago and was working as a waiter in the hotel from where he was arrested. Senior Superintendent of Police Arpit Shukla said that five driving licences, two PAN cards, a camera, defence maps and some sensitive documents were recovered from the militants. An unidentified Army official involved in the operation said, "This is perhaps the first time that we have had specific information on ULFA militants in Punjab. On August 17, Manipur Police arrested 12 militants from the official residences of three Members of Legislative Assembly (MLAs) and a former legislator of the ruling Congress Party in the Babupara VIP Colony of capital Imphal, reports Telegraph. Eight militants of the Kanglei Yawol Kanna Lup (KYKL) were arrested from the residence of W. Brajabidhu Singh, an MLA representing Lamsang constituency in Imphal West district. A dismantled M-16 rifle, parts of a 9 mm pistol and 15 rounds of ammunition were recovered in the septic tank behind the residence. The police also found five extortion notices meant for Imphal-based businessmen. Two militants - one from the Kangleipak Communist Party (KCP) and another from the People’s Liberation Army (PLA) - were arrested from the house of Meghachandra Singh, a MLA representing the Wangkhem constituency of Thoubal district. These two militants had recently been granted bail by a court. Andhra Pradesh Police officials said that Rao was involved in the killing of a circle police inspector at Vijaynagar in September 2001. Five minutes earlier, 10 people, most of them from outside the State, were killed and 29 others injured in another blast in an open air auditorium in Lumbini Park near the State secretariat in the heart of the city when a laser show was underway, police sources added. The blast at the auditorium, where 500 people were present, was so powerful that some bodies were flung in the air. Among the dead at the Lumbini Park were two students from Ahmedabad and four railway employees. Hours after the twin blasts, the city police recovered a live bomb from Dilsukhnagar area and later defused it. The bomb was planted underneath a foot-over-bridge with a timer set for 9.30 pm, police sources said further. The near-simultaneous blasts at Lumbini Park and Gokul Chat Shop were triggered by cell-phone timers, informed city Police Commissioner Balwinder Singh. Meanwhile, police sources claimed that the bombs were planted minutes before they exploded and have not ruled out the possibility of the bomb planters receiving injuries. Police have also begun questioning citizens of Bangladesh and Pakistan overstaying in the city. There are reportedly 20 such foreign nationals who were staying on even after their visas had expired. Police are also investigating the connection of two Hyderabad-based operatives of the Lashkar-e-Toiba (LeT) with the Harkat-ul-Jihad-al-Islami. Intelligence officials told The Hindu, “We have two definite clues. And we cannot go wrong.” The intelligence agencies are also probing into the source of supply of Neogel-90, an ammonium nitrate-based emulsifier, which has reportedly gone into manufacture of the two clock-based bombs.

The Senior Superintendent of Police (Kapurthala), Rakesh Aggarwal, informed that three members of the BKI module, identified as Gurinder Singh, Zorawar Singh alias Zora and Parmider Singh alias Babloo, were arrested and two Improvised Explosive Devices (IED) assembled by using 9.75 kg high quality RDX recovered. The police also seized 300 grams of RDX, two detonators, two timers, 40 cartridges of different bores, four boxes of other explosive material, two kg of copper wire and two mobile phones along with several other articles. Aggarwal disclosed that 12 other BKI gang members, including its kingpin Gurpreet Singh, were still at large. Later, Krishna alias Sunil alias Momom was killed by police at Kongba Uchekon in the Imphal East district on November 11. Imocha further claimed that the November 16 bombing at Sarajeevan Videocon House in Paona Bazaar was carried out under instructions from one Wangba of the PREPAK after the bomb was handed over to one Sanatomba, a PREPAK cadre. Sanatomba was also killed by the Imphal West district police commandos at RIMS colony in December.

Reddy, who was underground for over three decades, is one of the senior most Maoist leaders and a contemporary of CPI-Maoist chief Ganapathy. He also worked as central organising committee member, central committee member, military mission member and politburo member of the outfit. Reddy, who hails from Karimnagar district in Andhra Pradesh, is in charge of the outfit’s south west regional bureau (SWRB), which includes Kerala, Karnataka, Maharashtra, Tamil Nadu and Gujarat. Raji Reddy, who was founder of the Singareni Karmika Sangham (Sikasa), a frontal organization of Maoists in the coal belt region of Singareni in the Khammam district, joined the Maoist fold in 1975 inspired by Kondapalli Seetharamaiah. He is known to have visited Gadchiroli in Maharashtra and spread the movement among the tribals. He was also instrumental in the formation of the Kranthikari Adivasi Mahila Sangham (Revolutionary Adivasi Women’s Organisation), a Maoist front of Adivasi women. He worked as Gadchiroli division secretary till 1985 and was later elevated as the zonal committee member of the Dandakaranya (south Bastar region) region.

Official sources said the questioning of two HuJI militants, Mohammed Khalid and Mohammed Tariq, residents of Jaunpur and Azamgarh in Uttar Pradesh respectively, who were arrested by the Uttar Pradesh Police from near Barabanki railway station on December 21, revealed that Tariq Kashmiri was also part of the HuJI network involved in the November 23 serial bomb blasts in court complexes of Uttar Pradesh. Tariq Kashmiri is the second militant to be detained in Jammu region on the basis of Khalid and Tariq’s questioning. On December 22-morning, police had arrested Sajjad Abbas Wani from his house in the Kushal area of Chatroo in Doda district.
