She is reportedly the wife of a former State Committee secretary of the CPI-Maoist, Konepuri Ilaiah alias Sambashivudu, who had surrendered to the Andhra Pradesh Police in February 2009. Shyamala was carrying a head money of INR 200,000, the Mahabubnagar District Superintendent of Police, T V Shashidhar Reddy, said. She had joined the left-wing extremist movement in 1995 and worked as a state committee courier and also towards attracting women to join the erstwhile People’s War Group (PWG).

Nine All Tripura Tiger Force (ATTF) militants, including four women, surrendered before the Security Forces (SFs) in the Khowai town of West District after fleeing from their Satchari camp in the Sylhet District of Bangladesh on August 10, according to Sentinel. “The Bangladesh-trained militants led by their self-styled ‘captain’ Budha Debbarma (27) surrendered before Border Security Force (BSF) and Assam Rifles personnel,” Police spokesman Nepal Das said. They also deposited a cache of arms and ammunition, including AK series rifles, one mortar and foreign made ammunition. With this latest surrender, 17 militants of the banned ATTF have surrendered their arms and ammunition during the past one week after deserting their camps in neighbouring Bangladesh. “We have managed to escape from our camps in Sylhet District after Bangladesh launched anti-insurgency operations in different parts of that country. Some more guerrillas may sneak into Tripura any time from across the border,” Debbarma confessed before the BSF personnel.

Narasimha Kishore, at Narsipatnam in the Visakhapatnam District on August 16. The Hindu reports. All the four are from Davadagoyyi village in Koyyuru administrative division. Among them only Panji Jyothi had been an active Maoist. She was with the Tandava dalam (squad) for two years in the past. Five militants of the National Liberation Front of Tripura (NLFT) surrendered before the Assam Rifles officials in three separate incidents on August 18, according to Sentinel. Two unidentified NLFT militants surrendered at Malbasa under Amarpur sub-division in the South District. During interrogation, the duo confessed that they were involved in many extortion-related activities in the South District. They had joined the outfit in 2000 and undergone arms training at Bangladesh camps. In addition, two more NLFT militants, identified as Mukti Sadhan Jamatia (34) and Gokul Nanda Jamatia (29) of South Tripura, also surrendered. However, they did not deposit any arms. They confessed that they were involved in a number of crimes, including killings and kidnappings. Further, another unidentified militant of the same outfit surrendered before the Assam Rifles (15th Battalion) at Tetuibari under Amarpur sub-division on August 15 and deposited 20 explosives.

The encounter between militants and the Security Forces (SFs) began on August 1 when the troops noticed movement of heavily armed militants in Bangas valley in the Handwara area of Kupwara District. Sources said the SFs ordered the militants to surrender but they responded by opening fire on them. The two sides exchanged gun fire intermittently for several hours. Four unidentified militants and a soldier have reportedly been killed so far. The operation in the area was going on till last reports came in as the troops suspect that some remnants of the militant group might be still at large. The infiltration bid is third in the last week and fourth since beginning of July 2009.

Two Communist Party of India-Maoist (CPI-Maoist) cadres, including a woman, surrendered in the Bastar District, police said on August 26. "Deputy Naxal Commander (Baarda Dalam) Mukesh (25) and a woman Naxal, Jasaun (16) surrendered before the police last evening," Inspector General of Police R.K. Vij told PTI. Both the extremists took the decision to join the mainstream after being dissatisfied with the functioning ideology of the Naxalites, he said. According to Mukesh, he was forcibly picked up Maoists from his village in the Kadakda area in 2005 and given weapons training at the Maoist camps. Telegraph reports that an United Liberation Front of Asom (ULFA) militant, Gobin Ojha alias Kiran Jyoti Gogoi (29) and a Karbi Longri North Cachar Hills Liberation Front (KLNLF) cadre, Arun Terong alias John Mukran (37), laid down arms before the Inspector-General of the Assam-Meghalaya frontier of the BSF, Prithvi Raj, at a surrender ceremony during the 45th raising day of the Paramilitary Force in Shillong on December 1. “Myanmar continues to be a safe haven for the Ulfa cadres after the ongoing crackdown on militants by the Bangladeshi security forces,” the ULFA cadre revealed. Ojha said three camps of the ‘28th battalion’ of the ULFA were in Myanmar, located adjacent to the camps of the National Socialist Council of Nagaland-Khaplang (NSCN-K). There were at present 110 ULFA cadres in the three camps and among the prominent leaders housed there include Konkon Gohain, Bijoy Chinese, Myanmar camp ‘commander’ Bijoy Das and Montu Saikia, he said. The militants said that the new cadres had to trek several days to reach the camps set up in a forest area in Myanmar. The ULFA cadre laid down one 7.65mm pistol and 5 rounds of 7.65mm ammunition. An Hynniewtrep National Liberation Council (HNLC) cadre, Badonsing Lyngdoh Marshillong, who surrendered before the Dawki Police in the evening of December 13, revealed that the outfit still had over 100 cadres and most of them were wandering in Bangladesh to earn for their livelihood, reports Shillong Times. He mentioned that while leaders of the proscribed outfit were leading a luxurious life in Bangladesh, its common cadres were facing a lot of difficulty to make their both ends meet. He said the cadres of the outfit were working as labourers in the Khasi Pnar villages of Bangladesh. Marshillong, who joined the militant group in 2003, is a school drop-out. A resident of Pyndengsohsaw villager under Mawsynram Police Station in East Khasi Hills District, Marshillong crossed over to Bangladesh via Balat and completed his training at Arusumen Camp in the same year. After his training, the leaders gave him no assignment and had to spend his time with no responsibility. Later, he worked as a labourer at betel leaf garden of some of the Khasi-Pnar people residing at Nonsara village in Bangladesh earning BDT 100 per day. In 2006, he married one local Nonsara girl, Syntiew Dkhar. They now have a two-year-old daughter. In 2007, Marshillong had informed the ‘area commander’ of the banned outfit in writing that he was not willing to remain in the group. But he did not get any response. In the early part of December 2009, the group asked him to leave Bangladesh at once or face death. He was forced to leave Bangladesh. He crossed over to India on December 13 and surrendered at Dawki Police Station.

He was also involved in many killing and extortions cases in Assam. The surrendered militant worked as the ‘personal security officer’ of ‘commander of B company’ Sujeet Mohan. Jatin reportedly came over ground at the calling of his mother. He said, "I decided to leave the outfit after my mother asked me to do so". He also stated that National Socialist Council of Nagaland and ULFA are operating collectively in the forests of Myanmar, adding 20-25 cadres from Arunachal Pradesh were also undergoing training at different camps of the neighbouring country.

While the NLFT militants surrendered to the commandant of 15th battalion of Assam Rifles at Hrangkhalpara, the ATTF cadres surrendered to the Sub-Divisional Police Officer of Khowai. Police sources said that a food crisis in the Bangladesh camps and non-payment by the leaders of the militant outfits to the rank and file were the reasons behind the surrender. The NLFT cadres deposited three revolvers, two Chinese grenades, live cartridges and some documents of the outfit. The ATTF militants surrendered a Japanese wireless set.

The Ghumusur ‘divisional commander’ Akash alias Dora alias Ghasiram Majhi and his wife Jharana, who is also a Maoist, surrendered before the Raygada District Superintendent of Police. “He was a very senior member in the Maoist hierarchy of Orissa, next only to Sabyasachi Panda, the chief of the rebels in Orissa,” said Sudhanshu Sarangi, Inspector General of Police (anti-Naxal operations). Akash, a resident of Kharikapadar village in Rayagada District, joined the Maoist ranks seven years ago and rose to become the outfit’s Ghumusar division commander a few years ago. “He was involved in over 12 Maoist attacks in the State including several high-profile attacks but of late he had grown disillusioned with the Maoists. We were in touch with and had been trying to persuade him to surrender,” said a senior Police official. The recovery was made after interrogation of a United People's Democratic Solidarity (UPDS) militant, identified as Kalwin Lyngdoh (19), of Jrikyndeng village under Block-I, who had surrendered before Police on March 30. The Superintendent of Police of Jaintia Hills District, M.K. Singh, said that Kalwin had been associated with the UPDS for five years and had completed five-month training at Bhoksong in the Karbi Anglong District of Assam. He was inducted into the outfit by one late Bijoy Teron when he was a student of Class VII at Jrikyndeng. Kalwin, who is fluent in Assamese and Karbi languages, revealed that he was the only one person belonging to Pnar community who had joined the UPDS. He confessed that he along with other cadres of the outfit used to serve demand notes to villagers under Block-I area. "I am fed up with the organisation and hence decided to surrender," Kalwin said.

An unnamed Meghalaya Police official said the Government has laid down guidelines that only in exceptional and deserving cases militants who surrender without arms and ammunition may be considered for rehabilitation under the Government package. However, most of the recent surenderees who did not deposit arms and ammunition, the official maintained, were far from “exceptional and deserving” cases, but provided with the rehabilitation package. Only the outfit’s chairman Julius K. Dorphang, who surrendered with four of his bodyguards in July 2007 without arms or ammunition, was an “exceptional case”, the Police official said. The militants who surrender with at least one weapon are shifted to a transit camp and given counselling and later training on a vocation with a monthly stipend of INR 2,000 and daily perks of INR 50 as part of the rehabilitation. After three months, the surrendered activists are released and given INR 150000 in three installments over a period of six months for self-rehabilitation and joining the mainstream. “The Government policy is okay, but the militants are trying to take the money and many go back to their old ways indulging in extortion and intimidation,” the Police official added. Apart from the rehabilitation package, the Government had laid down monetary incentives for laying down arms and ammunition during surrender. Deposit of a rocket launcher fetches a militant INR 25,000, while an AK-assault rifle INR 15,000. The other incentives include INR 10,000 for a deposited carbine or SLR, INR 5,000 for a stengun and long-range wireless set. INR 3,000 each would be given for laying down .303 rifle, pistol, revolver or any other service weapon, remote control device and improvised explosive device. INR 1,000 for a rocket, short-range wireless set, explosive material and INR 500 for each grenade deposited are the other Government incentives.

He had joined the HNLC in 2002. He crossed over to Indian territory from Bangladesh after deserting the outfit's camp at Arisuma in Chittagong Hill Tracts (CHT) area a few days ago. Phikerlang's primary job was to ride a boat, a three-hour journey, carrying food items, including rice and vegetables, to the HNLC camp from Borkhaghat market. Phikerlang said he decided to surrender after being fed up with the hardship he had to endure in the HNLC camp in CHT. He said he had stayed with HNLC leader Hep Khoit and his wife in the camp, adding that about 50 HNLC militants were still living in the camp at Arisuma under the command of one Kambes. He, however, said there were only two weapons, one AK47 and the other AK 46, in the camp. Meanwhile, Superintendent of Police of East Khasi Hills District, Claudia A. Police sources said 10 NLFT militants surrendered before the Security Forces (SFs) at Shantinagar under Kanchanpur subdivision and Ganganagar under Gandacherra subdivision in the afternoon of November 10. The seven self-proclaimed NLFT militant who surrendered at Kanchanpur deposited a sophisticated INSAS rifle and 168 rounds of bullets and two magazines. In Gandacherra, three NLFT militants surrendered and deposited a Chinese hand grenade, bullets of AK-series rifles and “tax” receipts. However, a highly placed Police official in North Tripura said the seven who surrendered in Kanchanpur were not really NLFT militants. “These youths, all residents of Kusharambari village, had somehow overpowered a listed NLFT rebel Sadhan Jamatya (27), who had strayed into their area and seized his INSAS rifle and bullets. Jamatya managed to escape and inform his NLFT colleagues. The retaliatory attack followed at midnight,” he said. Ten heavily armed NLFT militants stormed Kusharambai at midnight and rounded up eight tribals, all family members of the seven fake surrenderees, dragged them deep into the jungle near the village and shot them from point blank range. Three of those killed were women. The deceased have been identified as Tularam Reang (55), Sampaiti Reang (48), Bidhanshari Reang (17), Sanjit Reang (22), Rabindra Reang (21), Malirung Reang (50), Tamarung Reang (22), and Pramodrai Reang (55). Promod Kumar, at Bellampally on November 10. He had worked in the dalam since 2004 during which he had operated under ‘commander’ Ganesh and later with the CPI-Maoist Adilabad District committee member (DCM) Padmakka in the Chennur-Sirpur area. He had sustained an injury in the knee during the 2006 Kairiguda encounter in which Padmakka was killed. Subsequently he was sent back to the Mangi dalam where he worked with DCM Mylarapu Bhaskar alias Adellu. He also worked in the State of Chhattisgarh in the Maoist military platoon until June 2009 before returning to Mangi and surrendering himself to the Police. Besides the Kairiguda encounter he was also active in Gadchiroli in the State of Maharashtra and Pudhari Kanker in Chhattisgarh. Earlier, the Bangladesh Security Agencies neutralised some hideouts of leaders of the ULFA in the night of November 1, prompting the cadres to escape. Internal clashes among ULFA cadres are also said to have forced some militants to escape. During interrogation, the ULFA leaders confessed they escaped the neighbouring country (Bangladesh) as they were facing threat to their lives from their colleagues, the official sources said. Some other sources claimed that the two ULFA leaders were handed over by the Bangladesh Rifles (BDR) to the BSF after Directorate General of Forces Intelligence (DGFI) personnel picked them up from a safe house in Uttara area of Dhaka (capital of Bangladesh) following high-level diplomatic intervention by India. As reported on November 5, India had opened diplomatic channels as soon as it was confirmed that the leaders were detained by security agencies in Dhaka on November 1-night. Meanwhile, sources reported that the former Kamtapur Liberation Organisation (KLO) ‘chief’ Jiban Singh, who is presently under the custody of Bangladesh Police, has reportedly informed the Bangladesh security forces about the whereabouts of the ULFA leaders in Bangladesh. Acting on a tip off, the CRPF troops began combing a forest under Barachatti Police station and an encounter followed soon after. "Three activists surrendered, who were hiding in the fields when we launched a search operation. On interrogation they confessed they had relations with Maoists and were helping them with arms and ammunition," said the CRPF Commandant Vijay Kumar. "We recovered huge quantity of items like wireless sets, explosives which had timer devices, ammunition and uniform," he added. As reported earlier, armed cadres of the CPI-Maoist and the Security Forces exchanged fire in Barsudhi forest under the Barachatti Police Station area near Bihar-Jharkhand border, some 50 kilometres from Gaya, in the morning of October 21.

A source said the Assam Government has allowed the five to go to Nepal on a special request made by Hojai. Though Police have not mentioned their whereabouts, a submission in a court by the National Investigation Agency (NIA) indicated that the five former militants were not in their designated camps. The NIA on October 22 told the court that it had sought the custody of five BW cadres — Hojai, David Dimasa, Daniel Dimasa, Maurang Dimasa and Daku Dimasa — for interrogation in connection with the alleged diversion of North Cachar Hills Autonomous Council funds to the outfit. The Police told the NIA that these cadres were outside Assam and would be available only after October 27.

The cadres first gathered at Thanalambra, about 35 kilometres from Haflong, District headquarters of North Cachar Hills, before proceeding to the 5th Assam Police Battalion headquarters at Sontilla to deposit their weapons. They laid down over 70 weapons in the presence of Police officials, a source said. Among the cadres who came on board were BW leaders Daniel Dimasa, Maurang and Daku Dimasa. “The cadres will be moved into designated camps,” the source said. Five designated camps in different parts of the District are ready for their arrival. The Director-General of Police of South Assam zone, Dipak Kumar, said 358 rebels were expected to deposit their arms by tomorrow. The formal surrender ceremony is expected on September 24 in the presence of the Chief Minister Tarun Gogoi. A source said the outfit wants the Chief Minister to be present at the ceremonial surrender. Apart from the need for Chief Minister presence, the absence of the outfit’s ‘commander-in-chief’, Niranjan Hojai, is also delaying the surrender ceremony. The Union Government has, however, already indicated that talks could begin with the BW even if Hojai did not come.

A Police source said the militants set out from Dihangi, about 30 kilometres from Haflong, escorted by a few senior Police officials to Sontilla, the headquarters of the 5th Assam Police Battalion, where they deposited their arms. The weapons surrendered are yet to be counted but it is a “significant number”, the source said. The extremists will now be shifted to their designated camp in Kapurtalla near Harangajao in the North Cachar Hills District. As reported earlier, the first batch of 193 rebels who surrendered their arms on September 13, are living in a camp in Jatinga village, about 10 kilometers from Haflong. Four camps have been set up at various locations to house the militants during the peace talks. Among those who stepped into Sontilla are frontline leaders Mindao Dimasa and Prakash Dimasa. With the duo’s arrival, all field-level leaders of the outfit have joined the peace process. The outfit’s ‘chief’, Jewel Gorlosa, and its ‘deputy commander-in-chief’ Partha Warisa, are now in judicial custody after being arrested from Bangalore on June 3, 2009. Niranjan Hojai, the ‘commander-in-chief’, has agreed to be present at the formal surrender ceremony of the Jewel Gorlosa followers, expected to be held on September 24, 2009 in the presence of Assam chief minister Tarun Gogoi at Haflong. Hojai (38), a resident of Adra village under Deogbra Police outpost in Maibong subdivision, in his pre-guerrilla days was a Grade IV employee in the State’s public health engineering department. He figured as a key negotiator in the furtive dialogues between Assam Police officials and BW militants in the month of August.

Vantala Jagannadh alias Naresh, 20, ‘deputy commander’ of the Gurthedu Local Guerrilla Squad (LGS) of the Communist Party of India-Maoist (CPI-Maoist) surrendered before the Officer on Special Duty K.V. Mohana Rao at Narsipatnam in the Visakhapatnam District on September 6. Naresh belongs to Valasapalli in Maredumillil mandal of East Godavari District. He was allegedly taken away by Maoists (then Naxalites) in 1993 from his village to help them find way. Since then he had not been sent back. After sometime, he had been trained as militia member and in the use of arms. A Police statement, quoting Naresh, said he was threatened that the Police would kill him if he went back to his village. In August 2005, he was promoted as dalam member and was given a .303 rifle. He was the security guard for the Andhra Orissa Border (AOB) East Division secretary Jagadish. He has been acting as ‘deputy commander’ of the Gurthedu LGS since February 2007 in which position he continued till July 2009. He was also East Division ‘A’ section ‘deputy commander’. Citing health reasons, he quit the dalam after informing the leaders.
