Two All Tripura Tiger Force (ATTF) cadres, who had deserted the outfit’s Satcherri camp in Habiganj District of Bangladesh, surrendered before the Jirania Police in West District of Tripura on April 11, according to a delayed report. Telegraph reports that they were identified as Khemijay Debbarma and Samprai Debbarma. They revealed in detail picture of the privation and hardship in outfit’s camps in Sylhet and Habiganj Districts and Chittagong Hill Tracts in Bangladesh. The duo also revealed that ATTF had taken a major initiative to raise a force of women cadres to launch a fresh offensive against civilians and Security Forces (SFs). They said that altogether 187 women cadres of the outfit are being trained in Tarabon, Kalu Adam, Pancherri and Bandarban areas in Bangladesh’s Chittagong Hill Tracts over the past two months. But those camps would be shifted to the nearby Arakan areas of Myanmar in case the Bangladesh Government launched counter-insurgency operation. Source said, “The duo told us that 96 of the women cadres have finished training and are currently training others. They are being trained in the use of arms, tactics of guerrilla warfare and even the technique of making bombs.” The sources, however, expressed concern over the revelation that officers of the Bangladesh Rifles (BDR) attend and supervise the final phase of training in the use of heavy arms to guide the instructors. ATTF ‘chief’ Ranjit Debbarma had visited the training camps of women cadres and in a speech told them that their job would be not only to fight SFs but lay “honey-traps” for leaders of the rival National Liberation Front of Tripura (NLFT). Sources also said that Ranjit Debbarma is trying to strike a deal with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to buy arms.

They were identified as Poren Brahma and Janjir Halong, They were involved in many extortion and killing cases. They laid down two pistols, one magazine, nine rounds of ammunition and one Austrian grenade. BSF Inspector General (Assam and Meghalaya Frontier) Prithvi Raj on the sidelines of their surrender said, "Smuggling of arms and cross-border movement of militants cannot be ruled out as it is difficult to guard the border until and unless it is properly fenced." He also mentioned that the BSF troops were alerted against possible attempts by Northeast militants to cross over to India after the crackdown launched by Bangladeshi authorities.

A cadre of the Communist Party of India-Marxist-Leninist (CPI-ML) Praja Prathighatana, identified as R. Ravi, surrendered before the Police in Warangal District on August 11. According to the Police, R. Ravi was a resident of Yadaram village of Nizamabad District and he was working in Suresh dalam (squad). He was a sympathiser of CPI-ML-Jana Shakthi. On the advice of Kannuri Kumara Swamy, president of Rythu Coolie, he joined (CPI-ML) Praja Prathighatana in 2008 and worked in the armed dalam led by Gampala Raghupathi alias Mohananna, State Committee Secretary for sometime. Parvathalu used to stay in rented houses at select towns in the State and provide shelter to Ashanna, who was on special missions of the Maoists. Both Parvathalu and Swaroopa were carrying a head money of INR 200, 000 each. The third surrendered Maoist was identified as Munigala Raji alias Pratap of Dharmasagar mandal. Pratap was closely associated with Ashanna since 2000. He was arrested several times in the past but continued his connections with the Maoists.

Karbi Longri North Cachar Hills Liberation Front (KLNLF) surrenders in a formal surrender ceremony at Diphu, the headquarters of Karbi Anglong District, on February 11 (today), reports Telegraph. The issue of a separate Karbi homeland (Hemprak Kanthim) under Article 3 of the Constitution will form the main issue during talks with the Government. Preparations for the mass surrender began on February 7 with 403 KLNLF cadres walking into the designated camp set up at Diphu Polytechnic. Another batch of nine militants, including the outfit’s ‘publicity secretary’ Rejek Dera, reached the camp on February 8. “We are now hoping for a fruitful political dialogue on the Hemprak Kanthim (homeland) issue. Both New Delhi and Dispur promised to seriously consider the demand of the Karbis and it was only because of the assurance that we agreed to come forward for a negotiated settlement. If the political machinery and government system sincerely fulfill our peoples’ demands, there will be peace, development and prosperity for all,” Rejek Dera said over phone. Acting ‘chairman’ of the group Hage Khaathar led his top leaders including ‘commander-in-chief’ Songja Timong and ‘general secretary’ Thong Teron and 416 cadres for the decommissioning programme. Khaathar said, “We have realised our problems cannot be solved through an arms revolution but only through peace talks,” at the surrender ceremony. The Assam Chief Minister Tarun Gogoi and Union Joint Secretary of Home Department in-charge of Northeast Arvind Verma were also present at the programme. Gogoi said, “My government will help in speeding up the peace process. The rehabilitation package per decommissioned cadre will be increased to [INR] 2 lakh from [INR] 1.5 lakh. I will also give a development package of [INR] 50 crore for the district.” Verma said tripartite talks among the Centre, the Assam Government and the KLNLF would be held soon. According to the official sources, as many as 319 cadres of the Communist Party of India-Maoist (CPI-Maoist) have laid down their arms before authorities in the Gadchiroli District in eastern part of Maharashtra, reported PTI on February 16. Additional District Superintendent of Police, Manoj Sharma said, "The Maharashtra government, after examining Naxal surrender policies of other affected states, also came out with an identical scheme on August 29, 2005 and this has helped both the Naxals and the Police in implementing it. The response has been good so far." He added that the State Government has given periodical extension to the scheme. "It has certainly helped the misguided poor tribals who took to arms struggle to avail an opportunity to give up violence and isolated life and miserable living conditions," he added. Police have recovered from them 81 rifles, mostly 303 and self loading, 110 cartridges, one hand grenade and other explosives besides Maoist printed materials about their ideology.

A woman cadre of the Communist Party of India-Maoist (CPI-Maoist) Ravva Sathamma alias Bandi and four others – all members of a village-level committee floated by the outfit – surrendered before M. Raghuram Reddy, Additional Superintendent of Police (Khammam), Bhadrachalam, on January 6, reports The Hindu. Sathamma, one of the dalam (squad) members, vigorously campaigned for the People Liberation Guerrilla Army (PLGA) and played a key role in motivating and forcing youth to join the outfit in the tribal pockets in the District. She joined the dalam a few years ago under the influence of a militia ‘commander’ Sirumaiah. Sathamma admitted that she had undergone training along with 30 others in weapon handling in Balamtogui forests. She worked for some time along with Nagesh, ‘deputy commander’ of the CPI-Maoist Sabari area committee for forming village-level committees in the tribal pocket. She also worked in the Area Rakshaka Dalam (ARD) for about one year. She was the driving force behind the activities taken up by the village panel of Amudalapadu floated by the Sabari area committee of the party. As decided by the leadership of the Sabari area committee, the village body constructed a mini tank over the Chinavagu, a forest stream. The committee tried out community farming concept in the village by involving all families in joint cultivation in their lands under the newly built tank. The Maoists advocated non cooperation with the Government agencies and the Police. The village committee was in involved in felling of trees for blocking vehicular movement at Boddugudem on the Bhadrachalam- Chintoor road. Sustained efforts made by the Police to counsel the villagers helped in weaning them away from the Maoist fold. In the process, Sathamma also came out of the party with a resolve to join the mainstream. Four others – Ravva Raju, Kovvasi Sinaiah, Kovvasi Dulaiah and Podium Kosaiah – all belonging to Gothikoya tribe and aged between 18 and 26 years surrendered before the Police.

The arrestee, identified as Laxmi Pidikaka, was an active member of Jangudi dalam (squad), a branch of the Maoist outfit, for past two years. Originally she belonged to Golonda village in Gudari block (administrative division) of Rayagada District. She decided to quit the outfit after some extremists wanted her to marry a cadre of Chhattisgarh. "I am Oriya and they were Hindi speaking people. They were not able to talk properly in the language. Even we couldn't talk to them. So they forced us to marry them. But, I did not like this. I was against it. So I decided to surrender," said Pidkaka. Ashish Singh, Superintendent of Police of Rayagada, said, "She is involved in Maoists activities. She will provide us more information during interrogation." Pidkaka, at the age of 14, joined the outfit to take up arms against the administration. After joining the Maoists, she took part in several operations. She was also involved in arms and armour loot in Nayagada. She was wanted in more than a dozen crimes in Rayagada and Gajapati Districts.

The border guards then contacted the AR for surrender. This was the biggest surrender of the Tripura militants in recent time.

The 10 National Liberation Front of Tripura (NLFT) militants escaped from their camps in different places of Bangladesh and crossed over to India and surrendered before the Border Security Force (BSF) and Assam Rifles troopers in different places of Tripura on June 24, a Police spokesman said, according to Sentinel. “The tribal guerrillas during interrogation told the police and para-military troopers that they fled from their base camps in Bangladesh few days back following raids by Bangladesh security forces,” the spokesman said, adding that the militants have been facing fund crisis. The report adds that with this, since June 21, 16 Bangladeshi trained NLFT cadres have laid down their arms. “During interrogation of the militants, we received vital information about militants from Northeast India taking shelter in the Bangladeshi territory,” the Police official told reporters. In 2010, around 60 militants of the NLFT and All Tripura Tiger Force (ATTF) outfits left Bangladesh and surrendered to the Indian SFs.

The militants were identified as Abdul Latif alias Hamza and Sher Mohammad alias Saifullah, both residents of Darosh in the Dessa area of Doda District. Hamza was a HM ‘district commander’ operating in Doda and Kishtwar Districts for more than a decade while Saifullah was an active militant of the outfit for past about two years. At the time of surrender, the militants handed over a large quantity of arms and ammunition including one Universal Machine Gun, one AK-47 rifle, one Under Barrel Grenade Launcher (UBGL), seven RPG rounds, one pistol silencer, one .303 gun, six AK magazines, two Motorola wireless sets, 10 kg RDX, one Chinese grenade, one UBGL shell, seven RPGs, 50 detonators, one M-16 shell, one walkie-talkie set and a pouch. However, PTI reported that Abdul Latif Bali alias Abdu Hamza, was a self-styled ‘deputy divisional commander’ of the outfit, and Sher Mohammad alias Saifullah was his deputy.

In Laloor forests of Doda District, a newly inducted cadre of the Hizb-ul-Mujahideen (HM) identified as Abdul Latief, a resident of Laloor killed a ‘district commander’ of the outfit identified as Bashir Ahmed alias Chota Bashir alias Imtiyaz in the night of May 30. Abdul Latief, who surrendered before SFs and Police after the killing, along with AK-56 rifle and charged with murder under Section 302 RPC besides other legal provisions of militancy and Arms Act. Latief reportedly to have confessed that he eliminated his commander, who was pressurizing him to induct two particular girls in the outfit. Identity of the girls has been kept secret by the Police. His further interrogation was on to ascertain his more links in HM as well as hide-outs of the outfit in Doda District. According to the Senior Superintendent of Police (SSP) of Doda District, with the killing of Chota Bashir and the surrender of Abdul Latief, the HM has been wiped out in Doda tehsil (revenue unit). The report adds that Doda District Police with the help of elderly citizens and former Panchayat (village level local self Government institution) members had managed to bring a number of women back into mainstream after working with different militant outfits for past few months. This had led to desperation among the militant cadre as the women were helping a lot to them in transportation of weapons and mobile phones besides arranging hide-outs. Chota Bashir was reportedly trying to bring more women into the cadre of HM. A Defence spokesman said that the failure of militant outfits to recruit fresh youth and drying up of funds has resulted in an internal crisis amongst the HM and Lashkar-e-Toiba (LeT). Further, the elimination of over 40 ultras by the SFs within a span of four months has left a vaccum in top leadership which has triggered a rivalry between the outfits to gain a foothold on the extortion activities and area control. "The killing of Chota Bashir is a clear case of factional rivalry amongst the leaders and various groups for division of areas amongst various outfits operating in Doda District. This also reflects the low morale, lack of unity which is engulfing various militant cadres in the region of Doda, Kishtwar and Reasi due to the relentless joint operation conducted by the security forces. The ultras continued to run for cover due to the recent success by security forces," the SSP added.

If there are cases of a serious nature against militants wanting to surrender, they will be prosecuted while cases of crossing into PoK will be reviewed separately. The policy has been sent to Jammu and Kashmir Government in September and is likely to come up for discussion in the next State cabinet meeting, said a senior State Government official. Nagendra Kumar at L. B. Nagar Police Station on September 18. Tech Jagan had a reward of INR 200,000 on his head. Yacharam Inspector B Srinivas Rao said 'Tech Jagan' joined the Rachakonda Dalam (squad) in 2004 attracted by the Maoist ideology. Later, he was transferred to the Nallamalla area and then shifted to the Andhra-Orissa Border (AOB) during 2008. Srinivas Rao said 'Tech Jagan' was involved in an encounter with Police in Mannanur in Mahbubnagar District in 2004-05 and another assault in Nallamalla forest range in Prakasam District. He used to look after the repair work of weapons of the Maoists and was hence given the name `Tech Jagan'. Srinivasa Chary was unhappy with the shift in the policies of the Maoists and thus decided to join the mainstream, the Inspector claimed.

The ULFA cadre, Mahesh Bora alias Biman Kalita, joined the outfit in 2006 and got training in a camp at Papong Basti in Myanmar along with another 50 cadres for six months. “At present, there are about 150 cadres in the Myanmar camp,” Bora said. The NDFB cadre, Jadhav BoroaliasJadhan Mesh, joined the outfit in 2003, motivated and persuaded by his colleague KhobaiBoroalias Doctor. Jadhav was a ‘self-styled corporal’ in the group. "The militants led by their commandant Apit Branto surrendered to Assam Rifles’ 14-battalion commandant Ratnakar Trivedi at a simple ceremony early on Thursday and deposited some firearms," a Police spokesman told. Telegraph added that BLFM militants crossed over to Kanchanpur subdivision of North District from Bangladesh to escape flush-out operations launched by Security Forces there.
