Earlier, Sanjit Tripura escaped from NLFT-BM hideout in Bangladesh and contacted with local Police authorities and expressed his desire to bid adieu to the arms. The alleged torture by Andhra Pradesh and Chhattisgarh cadres forced a wanted Communist Party of India-Maoist (CPI-Maoist) member, identified as Bighna Jagaranga (22) alias Ramesh, to surrender before the Police in Rayagada District, on April 15, reports The Times of India. The surrendered Maoist had joined the Bansadhara Division of the Maoists in 2009 and had served as the ‘personal security officer’ of the Maoist leader Azad for at least nine months. He said, "Maoists are trying to rebuild the Bansadhara Division by recruiting minor tribal girls from Chandrapur and Gudari areas of Rayagada. The Red rebels are also planning a major offensive in the District."

Five hundred tribals belonging to Chasi Muliya Adivasi Sangh (CMAS), a Communist Party of India-Maoist (CPI-Maoist) backed tribal organisation, in Narayanpatna block of Koraput district, on April 17, deserted the organisation and openly supported the Police, reports Zee News. Villagers of Kanchanpadu, Kumbhari, Rangumguda and Siriguda of Kumbhari panchayat (village level local self-Government institution) announced their decision to snap ties with the CMAS and expressed desire to return to the mainstream before the security personnel belonging to Border Security Force (BSF) and State Police at Kumbhari. Around 1,800 CMAS activists have deserted the CMAS since January 2013 opposing its violent activities. Supported by the Maoists, the CMAS had ruled in Narayanpatna for the past four years. Since 2009, it has occupied over 3,000 acres of non-tribal land claiming the non-tribals had taken by deceit.

Two cultural activists, who according to the Maharashtra Anti-Terrorism Squad (ATS) have suspected links with Communist party of India-Maoist (CPI-Maoist), surrendered at Nariman Point’s Inox junction near Vidhan Bhavan in Mumbai on April 2, reports Hindustan Times. Those surrendered were identified as Sheetal Sathe and Sachin Mali. ATS sources said Sheetal was the ‘president’ and backbone of the Pune-based ‘leftist cultural group’ Kabir Kala Manch, which was formed in 2002 after the Gujarat riots. With students and professionals as its members, Kabir Kala Manch ostensibly drew its inspiration from Kabir’s poetry, and conveyed social messages through public performances, said sources. Sheetal also used to pen and sing her own songs also which would touch upon feminism, casteism, equality and unbridled capitalism. Twenty five Communist Party of India-Maoist (CPI-Maoist) cadres, including a ‘commander’ and two ‘deputy commanders’, village committees and sympathisers, surrendered to Superintendent of Police (Visakhapatnam Rural) G. Srinivas, on April 22, reports The Hindu. The surrendered persons, except two of them, belonged to Balapam Panchayat (village level local self government institution) in Chintapalli mandal (administrative unit), a Maoist stronghold the in Visakha agency. Militia ‘commander’ Gabbadi Appannadora, ‘deputy commanders’ Batchali Ramana, both from Balapam and Vanthala Chanti of Balarevula were among those who surrendered. They are all aged between 22 and 50 years. A ‘Vidya Volunteer’ Batchali Chiranjeevi, who studied Bachelor of Education (B.Ed.) and worked as security guard in a hospital here and a school, B. Babu Rao who studied B.Sc. (computers), B. Papa Rao, a B.A. degree holder and B. Chanti Babu, a ITI certificate holder, were among those who surrendered. Militia members, village committee members and sympathisers provide important logistic support to armed Maoists. Their surrender was the outcome of Sadbhavana Yatras (goodwill tours) conducted by the District Police in the recent past. Along with Srinivas, Deputy Inspector General of Police (Visakha Range) Swati Lakra, Additional SP (Operations) A.R. Damodhar and other Police officers visited the families of militia members and Maoists in interior villages and impressed upon them to get their sons and daughters to surrender.

A woman Communist Party of India-Maoist (CPI-Maoist) ‘commander’, carrying a reward of INR 500,000 on her head, surrendered before the Warrangal District Police, on April 23, reports Zee News. District Superintendent of Police (SP), A Venkateshwar Rao said, "Shanigarapu Uma alias Anitha, who was carrying reward of INR 5 lakh [500,000], surrendered voluntarily this evening. She has nearly 35 offences registered against her in Warangal District". Anitha is the wife of Gajerla Ashok alias Janardhan, who is the in-charge of ‘military wing’ in Gadchiroli Division. The SP said Anitha had joined the rebels in 1997 and started working as the team commander of doctors. She had been arrested on two occasions in the past. She also handed over a sten gun to the Police.

These children were not allowed to return back to their homes, he said. He alleged that several of these girls were facing sexual exploitation at the hands of naxalite cadres from Chhattisgarh, who are now part of Maoist organisation in Odisha.

A self-styled top ‘commander’ of the Communist Party of India-Maoist (CPI-Maoist), Duburu Kanta, and five of his associates surrendered without arms before the Border Security Force (BSF) in Koraput District of Odisha on April 4, reports Zee News. Kanta was active Narayanpatna-based Chasi Mulia Adivasi Sangh (CMAS), a Maoist front organisation, and involved in extremist activities for the last 12 years, BSF officials said. The ‘commander’ later helped a BSF team to retrieve a 12 bore Single Barrel Breach of Loaded (SBBL) gun along with two grenades, they said. Kanta was the commander of "Ghenua Bahini", the armed wing of CMAS, and figured in the most wanted list for his involvement in various Maoist activities. According to Police, the teenager handed himself over on November 30 while the two others gave themselves up on December 2 at Raksamgre under Dadenggre Police station of West Garo Hills District. West Garo Hills Police maintain that the three deserted their camp to join the mainstream. The surrender comes less than a week since three UALA cadres were gunned down in an encounter at Chiokgre village of Williamnagar.

The activists were from remote Hurlikota and Laumala villages in Narayanpatna Police Station limits. The 47 CMAS members reached Narayanpatna Police Station and pledged that they would no more get involved in violent activities of the CMAS and Maoists. They expressed their desire to lead a normal life. Police officials promised to make all possible efforts so that developmental schemes of government could be availed by them and their families. It may be noted that due to pressure of CMAS leadership most activists did not avail benefits of developmental schemes of the Government for the poor. Exodus of CMAS members continued since January. Additional Superintendent of Police (ASP) Apoorva said, "The surrender of the five rebels is the biggest one in the past five years. They were in civil uniform and had kept their dresses in their backpack." The five cadres were identified as Ishwari Oraon, Binod Oraon, Vikas Yadav, Chhattu Bhuiyan and Chandan Paswan. The Sangai Express reports that altogether 45 cadres of United Tribal Liberation Army (UTLA), including its ‘Chairman’, SK Thadou, surrendered during a simple ‘Home Coming ceremony’ held on July 17 at Inspection Bungalow in Kadamtala in Jiribam in Imphal East District before the Union Ministry of Home Affairs (MHA) Joint Secretary (North East) Shambu Singh. They are the last cadres of the UTLA-SK Thadou to surrender before the Government. The surrendered cadres dep[osited 42 arms that included nine 9mm pistols; two .32 pistols, six 9mm carbine, one UZI (9mm), two shot guns, six Rifle Bolt Action, three AK-47 rifles, one AK-56 rifle, two M-16 rifles, one 40mm lathod and nine country made guns while the ammunitions deposited included six rounds of 9mm pistol, 41 rounds of AK-47 rifle, 15 rounds of M-16, six long cases of .38, 19 rounds of 7.62mm and two lethod bombs. With this, all the sub-factions of UTLA have now joined the peace process which will bring about peace and developments in the general area of Vangai Ridge, Jiribam and adjoining areas, the report said. Shambu Singh later described the ceremony as another big step towards peace initiative and appealed to all the underground groups to abjure the path of violence and join the mainstream. SK Thadou said that they have laid down arms as they desired peace.

Exposing them for the first time on June 11 in a programme called Manomilan (meeting of hearts) at Gadchiroli Police headquarters, Superintendent of Police (SP) Mohammad Suvez Haque said the Maoists’ identities were made public only after taking their permission. Under Campaign Navjeevan, senior Police officers visited families of Maoists belonging to the State and appealed them to surrender assuring them of fair treatment. It was launched without fanfare in December 2012. “During this drive, we observed that some kind of injustice or ill-treatment had driven these Naxals to join the Naxal dalam, be it some problems on the family front or village politics. The Shillong Times reports that a militant, identified as Dikki M Sangma alias Bandi of Garo National Liberation Army (GNLA) escaped from one of the outfit’s camps and surfaced in Jengjal (West Garo Hills District) to surrender before the Border Security Force (BSF) on March 21. The militant fled from the outfit’s camp located in forests of Chokpot in South Garo Hills District during the night and managed to reach Baghmara from where he boarded a public transport to head to Jengjal where he contacted BSF officials from the field intelligence unit to hand himself over. The militant was a private soldier in the outfit and hailed from Rangdokram village of Baghmara in South Garo Hills. The official surrender ceremony took place at the BSF Station Headquarters in Dobasipara on March 21. During the surrender, he handed over his GNLA identity card bearing army number 111, date of issue 10/10/2011 and valid upto 10/10/2014, which was signed by GNLA ‘commander-in-chief’ Sohan D Shira. The surrendered militant revealed to authorities that he had joined the GNLA in April 2011 and underwent training at Durama Hills of East Garo Hills for six long months.

They came to the officials of Assam Rifles and police along with two hostages. Two militants of the Independent faction of United liberation Front of Asom (ULFA-I) faction, identified as Siddhartha Dahotia alias Agni and Ratul Bora alias Anupam, surrendered before Tinsukia Superintendent of Police on November 19 after fleeing from the outfit's base in Myanmar and crossing over to India, reports Times of India. They also deposited one AK81 rifle. Police said the two militants were among nine other militants, who tried to flee Myanmar and surrender in Tinsukia District but were ambushed by their own colleagues in the outfit and Baruah loyalists with the help of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) cadres. The duo said one member of the fleeing group was killed in the ambush and two others managed to cross the border but are still traceless. They added that they have no idea about the remaining four militants. Immediately after the two surrendered, ULFA-I ‘publicity wing’ issued a statement confirming the escape bid by nine cadres with one weapon. The outfit added that these nine cadres were moles planted inside the outfit by intelligence agencies. "Two of them managed to escape with one weapon but our special operation group nabbed four and killed three. The nabbed cadres have revealed that they were trained by government intelligence agencies and they got themselves recruited into the outfit by taking advantage of some loopholes in our recruitment drive. They were sent with two objectives-to loot our armory and leak information, " said Joy 'Asom', a member of the’ publicity wing’.

These surrendered Maoists were from Poplur dalam (squad), Kalimela dalam and cut off area dalam of the CPI-Maoist and were active in cut off area of Balimela reservoir in Malkangiri District and areas of adjoining Andhra Pradesh. Most of them had several cases related to Maoist violence including murders pending against them. Among them was a Maoist couple. Jhadu himself confessed that he was involved in six murders, in Narayanpatna, Bandhugaon and Laxmipur areas while he was with CPI-Maoist. He was an active member of the Srikakulam-Koraput divisional committee under Andhra Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist. He used to wield a .303 rifle. Recently he was the leader of the Maoists operating in Gorkhajhol area of Narayanpatna block. As per the confession of the surrendered Maoist, he had become part of the CPI-Maoist via the Narayanpatna-based Chasi Mulia Adivasi Sangh (CMAS), a tribal outfit that acts a front for the Maoists.

The female Maoist cadre, who surrendered was Pale Sodhi (28) alias Bhime (28). She hails from Laxmipuram village under Motu Police Station limits and was part of the Kalimela dalam (squad) of the CPI-Maoist. The other three surrendered Maoists were from cut off area of Balimela reservoir. The surrendered militia ‘commander’ was Samar Khara alias Santosh (33), who was involved in the abduction of Malkangiri Collector R.Vineel Krishna. The surrenderees include six from Progressive faction of People's Revolutionary Party of Kangleipak (PREPAK-Pro), two from Kanglei Yawol Kanna Lup (KYKL), and one each from the PREPAK, Peoples Liberation Army (PLA), United Nation Liberation Front (UNLF) and Lamyanba Khuman faction of Kangleipak Communist party (KCP-Lamyanba Khuman). The other two were Gammeli Ramunaidu alias Ramesh and Korra Chittibabu. According to a press release from the SP’s office, Sathish, who is of the rank of area committee member of the party and carried an SLR, joined the CPI-Maoist in 2003. He is a native of Rallametta in Koyyuru mandal. He was involved in exchanges of fire in the past and attacks on former local body members before the recent Panchayat elections.
