"Suraj Patel alias Mohit Kumar, a ‘divisional committee member’ of the CPI-Maoist, had expressed his desire to join mainstream and surrendered this afternoon," said Superintendent of Police (SP) R.N. Dash. Suraj was expert in making Improvised Explosive Devices (IEDs) and also a key member of the press wing of the Maoists in the region. He was appointed as the ‘commander’ of the Chargaon Local Operation Squad in 2007. He was also the editor of local magazine called 'Bhumkal'.

The surrendered couple was involved in many Maoist related incidents in Chhattisgarh and was carrying a reward of INR 2 million and INR 500,000 respectively on their heads. The empowered committee has been sanctioned INR 500 million to carry out the works initially. INR 2 million, INR 1.8 million, INR 1.6 million will be given respectively to ‘politburo’, ‘central committee’ and ‘regional bureau’ members. Further INR 1.5-1.8 million will be given to members of ‘state committees’ and ‘special zonal outfits’.

Dibrugarh District Superintendent of Police (SP) Rana Bhuyan said that Moran has deposited one AK-81 rifle, one Chinese grenade, three magazines and 79 rounds of ammunition. Having joined the banned terrorist group in 2011, Moran had undergone training in Myanmar. Bhuyan said he had been sent around a month back to carry out sabotage work in Upper Assam. The Assam Tribune adds that While surrendering his arms, Moran said that currently at least four training camps of the ULFA-I are operating inside Myanmar with around 250 cadres, apart from some Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants. Meghalaya Chief Minister Mukul Sangma, who attended the disbanding ceremony held at Tura in West Garo Hills district, hailed the return of the militants to peace and said the groups had proved that violence was not the right path. The disbanding of the ANVC however does not guarantee peace in the region as the Garo National Liberation Army (GNLA) has emerged as a major source of worry for the government in the last couple of years. “It is an exemplary courage to be part of the mainstream. It demonstrates that violence can never be a solution to problems,” Sangma said.

The A'chik National Volunteers' Council (ANVC) and its Breakaway faction ANVC-B were disbanded at a function at the Dikki-Bandi Stadium at Dakopgre in Tura in West Garo Hills District on December 15, reports Times of India. ‘Chairmen’ of the two outfits, Dilash Marak and Bernard N Marak, respectively, surrendered arms and signed the affirmation for disbandment with Chief Minister (CM) Mukul Sangma. CM Mukul Sangma said, "The disbanding of ANVC and ANVC-B rekindles the hope that the era of peace and stability will return to the Garo Hills and together we will be able to chart out the path of development and peace." The CM urged the leadership of the two outfits to show the way to 'other misguided outfits' to come overground and join the mainstream. The ANVC, which was formed in 1994, signed a ceasefire agreement with the Union Ministry of Home Affairs and the State Government on July 23, 2004. During the process, ANVC-B parted ways from the parent organization and formed a breakaway faction in 2010-11. This breakaway faction, too, signed a peace pact and the ceasefire agreement was reviewed and strengthened from time to time. The extended ceasefire agreement was signed in Shillong on January 5, 2012. On September 18, 2013, the same commitment was reiterated and both the groups — ANVC and ANVC-B— were requested to submit the list of their cadres to the State Police Special Branch for further processing. Finally, a formal text for settlement was signed by the Union home ministry, the chief minister of Meghalaya, leaders of ANVC and ANVC-B in New Delhi on September 24, 2014, paving the way for disbanding the two militant outfits. Telegraph adds that the outfits' cadres no longer need to fear certain cases filed against them. The Memorandum of Settlement (MoS) signed on September 24 has provided immunity to the cadres who were burdened with criminal cases of assorted hues. "Criminal cases registered against members of the ANVC for non-heinous crime shall be withdrawn by the state government," the MoS states. It also states that the cases registered against ANVC members for "heinous crimes shall be reviewed case by case according to the existing policy on the subject, and, wherever feasible, steps for withdrawal of such cases will be initiated by the state government".

Police sources informed that Harison was summoned to GNLA camp by a cadre identified as Piliport with the intention to eliminate Harison as per orders of Sohan D Shira, the GNLA ‘chief’. Sensing trouble, Harison escaped and came to Dainadubi police station and surrendered. After surrendering he led the police team to a nearby forest where he had buried his pistol, five live ammunition and one VHF communication handset. Harison said, GNLA has been on a killing spree of its cadres on some pretext or other and that many of the cadres were killed and their bodies buried in the forest. He also informed that Ajan Momin alias Jimmy of Williamnagar area is the most brutal member and has eliminated many cadres. Harison says he became disillusioned by the killings and escaped. Many of the escaped cadres are joining Songna An Pachakgipa Kotok (ASAK) led by Reding T Sangma, which is a breakaway faction of GNLA. Police sources say that this is actually a fight to control the extortion racket on National Highway-62 and coal mines.

Tripurainfo reports that in a militant leader and second-in-command of Biswamohan faction of National Liberation Front of Tripura (NLFT-BM), Panther Debbarma alias Pandit surrendered before Police along with his wife and an associate at Kanchanpur under North Tripura District on March 13. They escaped from the NLFT’s hideout and a base camp in Jupui area of Chittagong Hill Tracts (CHT) in Bangladesh and entered into Indian territory on March 11, through Bhandarima border of North District. On March 13 morning, they surrendered before Sub Divisonal Police Officer (SDPO) of Kanchanpur, Ashish Debnath at Anandabazar area of the District without any arms. During interrogation Panther revealed that after joining in NLFT group a decade ago he had under gone arms training imparted by NLFT. He took part in kidnapping of civilian both from Tripura and Mizoram and other insurgency related crimes. Due to financial crisis in the camp and internal conflict among leadership over the command and control of extremist outfit, they became frustrated and decided to surrender and fled away from the NLFT’s base camp in Bangladesh. Mistrust between top-rank militant leaders and lower cadres over misuse of fund has been widening with every passing day and bloody clashes in the hideouts are likely, NLFT-BM’s ‘second-in-command’ Panthar Debbarma, who surrendered before the Security Forces at Kanchanpur in North Tripura District recently, told the sleuths of both Central and State agencies. According to him, two rebel leaders namely Parimal Debbarma and Rajkant Debbarma have already come under the radar of the outfit for alleged misuse of funds collected through extortion as well as ransom. “In fact, Parimal and Rajkant have been confined in the NLFT headquarters at Tablakandi, some 60 km from the Indo-Bangla border for allegedly misusing outfit’s fund. The duo will certainly return to Tripura if they are allowed after sorting out the problem with the NLFT top brass”, Panthar claimed during the interrogation. Tablakandi, which falls under Chittagong’s Rangamati District, is the outfit’s headquarters though no top rebel leader stays there for safety. While Parimal was responsible for collecting money on behalf of the outlawed group from Kanchanpur sector, Rajkant was looking after arms and ammunition. According to Panthar, the outfit has no proper record of receipts and payments enabling some leaders to siphon off huge money.

Syiemlieh on March 19 revealed that he was getting an amount of only INR 150 per month during his stay in the camp of the militant outfit in Chittagong (Bangladesh). The militia members, belonging to Kothabanda, were forcibly taken away by a group of armed Maoists and a large number of militia members on the evening of January 28 and were made to destroy two coffee pulping units, a godown and a tractor and burn coffee berries. They were also forced to cut trees and block the traffic by putting them across the road, according to a press release. They realised that by destroying the pulping unit in which they had been working for the last 40 years, they had lost their livelihood.

Sources state that they came back to the village after a month and half and revealed that they had joined the rebel outfit. All the surrendered extremists used to work for different frontal Maoists organizations like Jantana Sarkar (people's government) Janmilitia (people's militia), Chetna Natya Mandali (CNM), Dandakaranya Kisan Majdoor Sangh (DKMS), Krantikari Adivasi Mahila Sangh (KAMS) all part of the CPI-Maoist, Superintendent of Police (SP) Amit Kamble said. Out of 63 persons, 33 are Naxal cadres while remaining 30 were connected with them (Naxals) by supporting them, SP Kamble informed. The 33 cadres who have left the path of violence were involved in incidents like murder, attempt to murder, blast, blocking roads, arson and similar others. In all 19 warrants were issued for their arrest and reward of INR 28,000 was also declared for their arrest, the SP mentioned. The surrendered extremists are all from Temrugaon, Cherangam, Koliyari, Netanar, Koranda and Matla. They have pledged not to back Naxals anymore, Kamble added.

All the three Maoists, namely Manku Kachlam (31), his wife Anita (30) and ‘jan-militia commander’ Sukhram Kawde (22) cited disillusionment with the functioning of the CPI-Maoist and ill-treatment by senior cadres as the reason to turn themselves in, they said. While Manku and Anita surrendered in Kondagaon District, Kawde surrendered in Dantewada District. Popularly known as 'shikshika' (teacher) among ultras in the region, Anita was a prominent cadre in Kondagaon. Anita worked in Barda dalam (squad) of Maoists during 2006-2009 and subsequently shifted to Pakhanjore and worked along with ultras of Maharashtra. Anita carrying a reward of INR 320,000 on her head, also headed Chetna Natya Manch (CNM), a cultural outfit of the CPI-Maoist, in Badedongar and used to handle 'Natya Shala', meant for training new recruits in cultural wing of the proscribed organisation. Anita's husband Manku was an active member of military dalam Platoon number 5 and INR 800,000 was announced for his arrest. The surrendered cadres were operating in Dhanora, Iragaon, Amabeda and Benur areas of the District and were identified as Baiju son of Beersai, Remesh son of Chamra, Beersingh son of Mankuram, Agnu, Mangal son of Tagru, Siyaram son of Mansai and Juggo. Baiju was a ‘Jan Militia Commander’ of the outfit and carried a reward of INR 125,000 on his head. The senior cadres issued life threats when they expressed desire to leave the outfit. Surrendered Karbi National Liberation Army (KNLA) militants have been identified as Songja Tokbi, Kensing Ronghang, Arun Engti and Kamsing Rongpi and they deposited a AK-47 rifle, two magazines of AK-47 rifle, a broken magazine of AK-47 rifle, 29 rounds of ammunition, a 9 mm pistol, seven rounds of 9 mm ammunition, 13 live rounds of 7.62 mm ammunition and six live rounds of 12 bore cartridge.
