A Communist Party of India-Maoist (CPI Maoist) cadre, identified as Shankar Munda alias Johan Barla (27), involved in series of violent incidents in Odisha and neighbouring Jharkhand, surrendered before Police in the presence of Bonai Additional Superintendent of Police (ASP) R.B. Panigrahi and Central Reserve Police Force (CRPF) Assistant commandant Rakesh Sharma in Bonai subdivision in Sundargarh District on April 10, reports Odisha Sun Times. He was active as an armed cadre in the Saranda forest area from 2007 to 2012, and was involved in a series of incidents of Maoist violence in Tholkabad and Dhiga area of Jharkhand and bordering villages under Saranda village area of Odisha.

Laxmaiah (35) and Vanthala Somanna (25), surrendered before Circle Inspector N. Sai at Paderu in the Agency area of Visakhapatnam District on April 14, reports The Hindu. All the members are natives of Bongujangi village of Pedabayalu mandal (administrative division). According to the inspector, the militia members provided logistic support to the Naxalites in the Agency areas of Munchingput.

Three cadres of the Communist Party of India-Maoist (CPI-Maoist), including a woman cadre, surrendered in Malkangiri District on April 20, reports The Times of India. The rebels, identified as Irma Kabasi, Era Madkami and Radhika, were carrying a reward of INR 100,000 each on their heads. They are allegedly involved in over 29 cases related to murder, landmine blasts, attacks on Police and other offences, said Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra. Kabasi was allegedly involved in the attack on a convoy of Congress leaders at Darbha Valley in Chhattisgarh in 2013, while the other two were active in Kalimela area of Malkangiri, he said.

A couple alleged to be members of the Communist Party of India-Maoist (CPI-Maoist), identified as Bhasker alias Ravi alias Sukhdev (40) and Shyamala alias Sunitha (30), surrendered before the Police in Warangal District on April 21, reports Zee News. Sukhdev, carrying INR 500,000 reward on the head, is a Maoist Khammam ‘district committee member’ working for its Special Guerrilla Squad, while his wife Sunitha is a ‘district committee member’, Warangal Superintendent of Police (SP) Ambar Kishore Jha said. Around 14 cases were booked against Bhaskar in Eturunagaram, Pasra, Tadvai and Mangapet Police Stations. He was allegedly involved in incidents of opening fire in Ailapur and Maqnoor. Allegedly, he and his wife involved in a murder case in Rajannapet village of Eturunagaram mandal (administrative unit). In 2012, they also allegedly murdered home guard N Naresh at Parnashala of Bhadrachalam, SP Jha said.

Four members of the Communist Party of India-Maoist (CPI-Maoist) surrendered before Police in Bijapur District on April 22, reports The Hindu. The surrendered Maoists are identified as Veko Moti alias Poyam Sarita, the Local Guerrilla Squad (LGS) ‘commander’, Poyam Bomda alias Anil, the Local Operating Squad (LOS) ‘commander’ of Maoists in Telangana and Kurham Pandu and Arjun Voyami, who worked for Maoists in Chhattisgarh, surrendered before Bastar range Inspector General (IG) of Police S.R. Kalluri. This was the first instance when the Maoists active in Telangana have surrendered before the Chhattisgarh Police. “Chhattisgarh police is always criticized for its Maoists’ surrender policy. But the surrender of Veko Moti and Poyam Bamda, who were working under North Telangana Special Zonal Committee (NTSZC), is a new beginning,” Kalluri said. All four surrendered Maoists were involved in various criminal activities including the attack on police party and explosions, said a Police press note.

Communist Party of India-Maoist (CPI-Maoist) ‘commander’ of Charla Local Organising Squad (LOS), Shyamala Dharmaiah alias Dharmanna (38), surrendered before Bhadrachalam Assistant Superintendent of Police (ASP) R Bhaskaran in Kothagudem in Khammam District of Telangana on April 4, reports The Hindu. According to Police sources, Dharmanna hails from Tekuleru in the neighbouring Chhattisgarh. He joined the outlawed outfit in 2010. He worked as a member of Sabari Area Committee and Deputy Commander of the LOS before being elevated to the position of Commander of Charla LOS in January 2015.

He was one of the main persons who served demand notes and extorted money from the public on behalf of the GNLA. During his surrender he handed over a 7.65 pistol with seven rounds of ammunition. According to Police, the AMEF cadres surrendered with one Self-Loading Rifle (SLR), one Smooth-Bore Breech-Loading (SBBL) gun and seven pistols and other arms and ammunitions. The cadres who surrendered are identified as Gentle M Sangma (24), Tiangsil G Momin (25), Kevin M Sangma (22), Winder Ch Marak (26), Milith K Marak (20), Sanjay K Sangma (20), Zeanjerith D Sangma (19), Molith Ch Marak (21) and Bimbu R Marak (22). It may be noted that on December 9, two top leaders of the outfit surrendered before Meghalaya Director General of Police (DGP). The surrender comes a day after, three hardcore cadres of the AMEF were arrested during a routine vehicle checking undertaken by Rongjeng Police in the district. The Bastar Police on December 24 claimed that around “1,500 villagers” from the Chintalnar area of Sukma District “arranged” the surrender of 70 alleged Maoists in the “biggest event of Maoist surrender till date,” reports The Hindu. “Seventy Maoists surrendered before the Police at the Chintalnar Police camp in Sukma in the presence of Bastar Inspector-General of Police S.R.P. Kalluri,” said a statement issued by the Sukma District Police. “Around 150 Maoist supporters from the Chintalnar area had expressed their wish to surrender, of them 70 were found to be associated with the Maoists. These 70 surrendered on Thursday,” Kalluri said in Chintalnar. However, Sukma Additional Superintendent of Police (ASP) Santosh Singh said most of the surrendered Maoists were not “big Maoist cadres.” “But they are working or have worked in the Maoist organisation. Many of them have no offence registered against them, but we are trying to provide relief to them,” he said. The duo deposited one AK 47, a barreta pistol, two AK magazines, two 9mm barreta magazines, one .36 High Explosive grenade, two 9 mm live rounds, sixty-nine bullets of 7.62 mm, thirty-five live rounds of 303 and six seals of the AMEF. The AMEF was formed by Ex- Garo National Liberation Army (GNLA) deserter and ex- A’chik Songna An’pachakgipa Kotok (ASAK) ‘finance secretary’ Jack Marak who was killed in an encounter on the May 1, last. Following his death, Timudh D Marak took over the mantle along with Sengjan Arengh before facing the heat of the Police operations and public pressure for indulging in abductions and extortions in part of North Garo Hills, East Garo Hills and West Khasi Hills District. Talking to reporters after the formal surrendering ceremony, the surrendered leaders of the militant outfit said that Police operations that led to arrest and killings, surrenders besides desertion by the cadres prompted them to abandon the path of violence. Interestingly, the disclosure made by the two leaders clearly indicated that there is no more centralized command within the outfit. “There are at least three groups functioning on their own respective way before we came out,” stated Senjan Arengh while denying of having any role in ordering the series of abduction for ransom in the recent past. Even as he divulged that there are thirty odd cadres with unknown number of weapons functioning under three different leaders, the surrendered AMEF militants term the money for sustaining themselves as goodwill donation of some businessmen. They were part of all the strategies till the Police tactical operations forced them to come unconditionally come over ground, stated a well place police official who was involved in forcing these two self style leaders come over ground. DGP Rajeev said, “Its public pressure that added to the quantum of our efforts and it’s a matter of time that the other AMEF cadres will come over ground”.

Among the surrendered Maoists, Somdu Ram Poyam (30), a ‘divisional commander’ rank cadre, was handling the 'communication wing' in Western Bastar division of Maoists. He was carrying a reward of INR 800,000 on his head. Lacchuram Bhaskar (27) and Somaru Podiyami (22), who were carrying rewards of INR 300,000 and INR 100,000 respectively, are two other important rebels among the surrendered cadres. While Bhaskar was a ‘deputy commander’ of platoon number 2, Podyami was a local operation squad member (LOS). Of the 17, 13 hail from Kotmi-Kasansoor which has been one of the most difficult LWE areas for the Police for last many years. "We have opened a new Police post at Kotmi in February and it has proved to be very effective," said Gadchiroli Superintendent of Police (SP) Sandip Patil. He further said "The surrender operations may gather momentum after first week of August, post 'Shaheed Week' observed from July 28 to August 3." Of the 17 LWES, nine carried a reward of over INR 3 million on their heads. During SP Patil's tenure 37 LWEs surrendered in 2014 and 24 in 2015. The new LWE surrender policy also comes with substantial cash reward and has been propagated across the district as 'Kaun Banega Lakhpati' scheme through posters in affected areas. Prominent LWEs, who have surrendered in past six months are Gopi, ‘commander’ of Korchi 3 dalam (armed squad) and Vijay Dugga, ‘commander’ of Chatgaon dalam. Both carried a reward of INR 1.2 million on their head.

Of the surrendered Maoists, Mahesh Tati alias Hurra, the ‘deputy commander’ of the Malangir Local Operation Squad (LOS) was reportedly held hostage by his colleagues after branding him as ‘cheater’ not loyal to the banned movement, he added. "As per his statement, Tati had managed to flee from the captivity of Naxals before he surrendered," the officer said. He was an expert in imparting training to Maoist recruits in guerrilla warfare and was carrying a reward of INR 300,000 on his head. In his statement, Tati said that he along with four other senior cadres of the region - Badru, Hemla, Hemla's wife Kosi and Hinga - were held hostage by the Maoist cadres of Andhra Pradesh and Telangana in restive forest under limits of Aranpur Police Station of Dantewada District. All the cadres who were held captive were brutally tortured by their colleagues for their alleged links with Police and plans to quit the organization. Except Tati, other cadres succumbed to torture during past a week, the IGP added. Commander of a military platoon under North Bastar Mad joint division committee, Dasru alias Chaitu Vetti, member of military battalion Hidma, militia commanders- Karam Bheema and Kunjam Sukka are other among the surrendered, he said.

The insurgents were identified as Shankar Poyam (30) of Bhairamgarh, Prakash Podiyami (20) of Nelsanar, Ramsu Tamo alias Katav (21) of Bhairamgarh, Munni Podiyami (30), Malti (20) from Dantewada, Vetti Aytu (42) and Mohan Vatti (27) both from Awapalli and Sukhram Hemla (29) hailing from Gangalur. Superintendent of Police (SP), Bijapur, KL Dhruv informed that Shankar Poyam was member of Maoist military platoon number 16 and also President of Chetna Natya Mandali (CNM), one of the offshoots of the CPI-Maoist. “Shankar was appointed Naxal ‘Militia Commander’ active in Belnar in 2005. He was involved in triggering Improvised Explosive device (IED) near village Bodli under Nelsanar Police Station in 2010 where two personnel of Naga Battalion had lost their lives. The insurgent had also killed Salwa Judum leaders,” the SP said, adding, reward of INR 100,000 was declared on his head. Prakash Podyami, ‘deputy commander’ of Section-A of Maoist Military platoon number 1 was trained in handling automatic weapons and planting IED. The insurgent along with other Naxals had carried out ambush attack on a Police party in Bhatpal under Orcha Police Station wherein 3 Police personnel died. The State Government had declared reward of INR 300,000 on his head, he said. Ramsu Tamo who was ‘Janmilitia Commander’ active in Bhairamgarh was part of Naxal team which had attacked Police party in Farsegarh in 2012. Two Police personnel had martyred in the attack, he said adding Ramsu carried reward of INR 100,000 on his head. The other surrendered ultras used to support insurgents in operating Naxal activities in the region, the SP said.

A top Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as Kiran alias Sannu Potam (26), carrying reward of INR 500,000 and allegedly involved in Jeeram attack on May 2013, that killed top Congress leaders, surrendered with weapon on May 20, before Inspector General (IG) of Police Bastar range and Superintendent of Police (SP) in Dantewada District on May 20, reports The Times of India. Potam was active in Malangir area committee surrendered with his Self-Loading Rifle (SLR), two magazine and 47 live cartridges, following which he will be given INR 800,000 including the reward amount on him and as part of Surrender cum Rehabilitation Scheme of State government. According to Potam, he was fed up with hollow ideologies, consistent harassment and violence preferred by CPI-Maoist commanders, which is why he surrendered. Bastar range IG SRP Kalluri said that Potam was also involved in the bomb blast last month at Kirandul among other attacks. Potam hails from Gangaloor in Bijapur District and had joined Maoist ranks in 2005 at the age of 16. He was soon made party member by Ramanna alias Ravula Srinivas, the secretary of south regional committee CPI-Maoist, further promoted as member in Darbha division in 2006. Potam was then made member of organizing committee in Katekalyan and then as ‘deputy commander’ in Kanger valley. Since 2011 Potam was posted as Local Guerrilla Squad (LGS) ‘commander’ in Malangir.

"The ultras turned themselves in claiming that they were disappointed with the Maoist ideology and frustrated with the kind of life they were living," Sukma Additional Superintendent of Police (ASP), Santosh Singh said. They surrendered before Sukma collector Neeraj Bansod and senior Police and CRPF officials in afternoon, he said. "One of them, identified as Joga (20), had worked as a section deputy commander of platoon no. 8 in the outlawed CPI-Maoist and was one of the most dreaded cadres in the region," the ASP said, adding that he was carrying a reward of INR 3 lakh on his head. Joga surrendered along with a muzzle-loading gun. Three more cadres, identified as Hidma, Bandi and Muda - all members of Jan Militia - were also carrying reward worth INR 3000, INR 2000 and INR 5000, respectively. The Maoist supporters were from seven remote villages of Materu panchayat (village level local self government institution) under Podia block of the District. The supporters marched to the Malkangiri District Police Headquarters in a group to surrender before Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra. Since August 31, there has been a rise in the number of surrenders by Maoist elements in Malkangiri District. Till now around 758 Maoist supporters including militias from remote Maoist-prone regions of the District have surrendered. However, The New Indian Express puts the surrender figure at 329, including 49 militia commanders and two village committee members. Further, The Pioneer says that as many as 390 Maoist supporters, including 49 militia and two village committee members surrendered. NDTV reports the surrender of about 400 Maoist supporters, including 45 members of the Left-Wing Extremism militia group and village committee members.
