A woman cadre of the Communist Party of India-Maoist (CPI-Maoist), identified as Debe Sodi (22) carrying a cash reward of INR 400,000 on her head surrendered before Superintendent of Police (SP) Rishikesh Khilar, in Malkangiri District of Odisha on April 5, reports The New Indian Express. As per the report, Debe Sodi, a native of Kusaraj village in Sukma District of Chhattisgarh was a CPI-Maoist ‘area committee member’ of Pedarash Local Organisation Squad (LOS) under Darbha Division of Dandakaranya Special Zonal Committee (DKSZC). She had joined the Maoist’s Pedaras LOS in 2012. She is suspected to be involved in the killing of civilians in Chikpal village under Katakalyan Police Station Limits in 2019 and Karkam village under Mopad Police Station limits in Dantewada District of Chhattisgarh this year, said the SP. She was also allegedly involved in an exchange of fire with Police in Madjum and Churnar village in Chhattisgarh in July 2017 and 2018.

Two Maoists, identified as Jatin alias Bhauji Tumretti (24) and Ranjana alias Jyoti Mattami (18), collectively carrying a cash reward of INR 900,000 on their heads, surrendered before Security Forces (SFs) in Gadchiroli District of Maharashtra on August 10, reports Outlook. According to a press release, Tumretti, carried a reward of INR 4,50,000 on his head, had joined Chatgaon Dalam in 2016. He had also worked as the bodyguard of ‘DVC member’, Sukhlal. Mattami, who carried a reward of INR 4,50,000 on her head, had joined Gatta Dalam in 2017. She is suspected to have participated in at least four encounter operations against Police personnel, the release said.

16 Communist Party of India-Maoist (CPI-Maoist) cadres, including four women, surrendered in Dantewada District of Chhattisgarh on August 13, reports The Pioneer. The Superintendent of Police (SP) Abhishek Pallava said, all were impressed by the 'Lon Varratu' (homecoming) campaign run by the Police in the District. Three of the surrendered cadres, identified as Rajesh Bhaskar (26), Saade Parsik alias Sahdev (30) and Bheema Telam, were active ‘jan militia commanders’ of CPI-Maoist and carried cash rewards of INR 100,000 each on their heads. They were allegedly involved in several incidents including attacks on Police and damaging government properties, the SP said adding that the remaining 13 cadres, including four women, were mainly tasked with spreading propaganda, putting up Naxalite [Left Wing Extremist, LWE] banners and posters and supplying commodities of daily use and ration to their senior colleagues.

Eight Communist Party of India-Maoist (CPI-Maoist) cadres, five of them collectively carrying a cash reward of INR 1.6 million on their heads, surrendered in two separate incidents in Chhattisgarh on August 15, reports Outlook. In one incident, five Maoists, including a woman, surrendered before Security Forces (SFs) in Sukma District. The Superintendent of Police (SP) Shalabh Sinha said, one of the surrendered Maoists, identified as Boddu Vyanktesh alias Rajiv, a native of Errabor in the District, was active as a ‘divisional committee member’ under Nuapada division of Maoists in Odisha. Boddu was allegedly involved in several attacks, including the Tadmetla (then in Dantewada District) massacre in 2010, in which 76 troopers died and Asirguda IED (Improvised Explosive Device) blast in Errabor in 2006, where 10 Special Police Officers (SPOs) and a civilian driver were killed, the SP said adding that he carried a reward of INR 800,000 on his head. Two other surrendered cadres - Undaam Sanna, a commander of Jagargunda LGS (Local Guerrilla Squad), and woman rebel Madkam Soni, a member of platoon no. 12, carried rewards of INR 500,000 and INR 100,000 respectively. “Sanna Markam, a member of bureau communication team of Maoists and militia deputy commander Pdoiyam Deva, were other ultras who surrendered in Sukma,” the SP said adding that the duo was allegedly involved in Burkapal ambush, in which 25 CRPF personnel were killed in 2017. In another incident, three Maoists, identified as Mahadev Poyam (44), Sukhram (55) and a woman cadre Sukki Kohrami (23) surrendered in Dantewada District. All were disappointed with the Maoist ideology, an official said. Poyam and Sukhram were active as heads of Dandakaranya Adivasi Kisaan Majdoor Sangthan in the area and carried rewards of INR 100,000 each on their heads, the official added.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Mahadev Madkami, carrying a cash reward of INR 200,000 on his head, surrendered before the Police in Malkangiri District of Odisha on August 23, reports Hindustan Times. As per the report, Madkami, a resident of Kankerapra village of Dantewada District in Chhattisgarh, was involved in many incidents of assault and killing of civilians, exchange of fire with Security Forces (SFs) and destruction of government properties. He had joined the CPI-Maoist in 2015 and was in the protection team of Chaitu, who was in-charge of the Darva division of Dandakaranya Special Zonal Committee (DKSZC). Since December 2019, he was working in the Mahupadar local squad. The Superintendent of Police (SP) Khilari Rishikesh Dnyandeo said, Madkami was active in Malkangiri and nearby areas and had decided to give up the path of violence as he was disillusioned by Maoist leaders. “He saw various developmental activities being undertaken by the government in this area and realized the futility of the violent path before deciding to join the mainstream of society,” the SP added.

In one incident, a Maoist identified as Guddi Karma (23), carrying a cash reward of INR 100,000 on his head surrendered in Dantewada District of Chhattisgarh on August 3, reports The Pioneer. The Superintendent of Police (SP) Abhishek Pallava said, Karma was a ‘jan militia commander’ working under the Malangir Area Committee (MAC) of CPI-Maoist. The surrendered Maoist, identified as Vilas alias Dasru Keye Kolha (44), a resident of Etapally taluka (revenue sub-division), had joined the CPI-Maoist in 2000 and was working as a ‘divisional commander’ (DVC) of Chatgaon Dalam (armed squad) of the organisation and had commanded various divisions from Gondia, Chatgaon, Tipagad, Kasansur, Chamorshi, Korchi, Dareksaa and other such places. Kolha was wanted in over 147 cases in Maharashtra and Chhattisgarh, including 22 murders and several firing cases on police, apart from masterminding the Jamburkheda blast where 15 cops and a civilian were killed on May 1, 2019. Kolha had a cumulative cash reward of INR 2.05 million on him in Maharashtra (INR 8,50,000) and Chhattisgarh (INR 12,00,000).

Militants numbering 644 from eight militant groups surrendered and laid down 177 arms, responding to a government’s peace initiative which will ensure their rehabilitation under government schemes, reports The Telegraph. The surrender ceremony was conducted in Guwahati in Kamrup Metropolitan District of Assam. The surrendered militants belong to United Liberation Front of Asom-Independent (ULFA-I), National Democratic Front of Bodoland-Saoraigwra (NDFB-S). Kamtapur Liberation Organisation (KLO), Rabha National Liberation Front (RNLF), CPI (Maoist), National Santhal Liberation Army (NSLA), Adivasi Dragon Force (ADF) and the National Liberation Front of Bengalis (NLFB). Of the surrendered militants, 301 belonged to NLFB, 178 ADF, 87 NSLA, 50 Ulfa (I), 13 RNLF, eight NDFB, six KLO and one CPI (Maoist) cadres. To rehabilitate and provide a dignified livelihood to surrendered militants, Assam police had launched the Swabalamban schemes in 2017 to impart vocational training and entrepreneurship skills to them.

The Maoist, identified as Sonu alias Dr. Prashanth Modiyam (25) surrendered before the Superintendent of Police (SP), Divyang Patel, and Central Reserve Police Force (CRPF) Deputy Inspector General (DIG) Komal Singh. As per the report, Sonu worked as Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) ‘area divisional committee commander’. According to a Police official, “Sonu alias Samu alias Somu alias Dr Prashant Modiyam was unsatisfied with Naxal [Left Wing Extremism, LWE] ideology and hardships of the forests.” He had joined the CPI-Maoist while he was in class three and had later received medical training. In 2011, he was shifted to Odisha where he instructed other Maoists on providing medical aid and in 2013, he was appointed as DVMS doctor in the Maoist organization, said the Official. Further, the Official added that he was a part of Maoist team that had ambushed a CRPF party at Pamulavayi village in the District, wherein five Police personnel were killed on October 29, 2007.
