Former President Abdulla Yameen is accused of laundering stolen money and lying to the anti-corruption watchdog, Maldives Police said on January 6, after the opposition leader was questioned at the police headquarters in Maléin Kaafu Atoll in North Central Province for more than four hours, reports Maldives Times.He was questioned about giving false testimony to the Anti-Corruption Commission during its investigation into the unprecedented theft of US$90 million from a state-owned tourism company, a Police spokesman said.Yameen’s bank accounts were frozen with more than MVR100 million (US$6.5 million) in US dollars and local currency last month as police launched a probe into campaign contributions and US$1 million transferred from a company linked to the corruption scandal under his watch.

The president, in a meeting with China‘s Ambassador to the Maldives Zhang Lizhong, assured that the new Maldivian Government is committed to maintaining good relations with China.The two sides expressed optimism that in the coming years, the ties between China and the Maldives will witness strengthened corporation on the issues of mutual interest and importance.President Solih and Ambassador Zhang also discussed the progress of Chinese commercial ventures and economic projects in the Maldives and further cooperation on increasing Chinese tourists to visit the Maldives.

Indian Coast Guard Ship “Samarth” on January 12 arrived in the Maldives to conduct a joint surveillance patrol, Maldives National Defense Force (MNDF) said on January 12, reports Maldives Times. According to report, “Samarth” is scheduled to return after concluding the joint surveillance patrol to ensure that there are no illegal activities being carried out in the Maldives Exclusive Economic Zone (EEZ), on January 17.The joint surveillance patrol has been conducted serially since 2009.ICGS Samarth had previously held training programs in Vietnam and Indonesia as well.This comes at a time officers of both Maldives and India are jointly conducting training programs under the name “Exercise Dosti” annually.

There are currently over 63,000 illegal migrant workers living in the Maldives, Controller General of Immigration, Mohamed Ahmed Hussain (Hanafee) said on January 17, reports Maldives Times. Speaking during a press conference Mohamed Ahmed Hussain said that 144,607 migrants are in the Maldives on a work visa. “Out of them, more than 63,000 are estimated to be living as illegal immigrant workers. An extra quota of 100 migrant workers has been allowed to cafes against regulations. And extra quota of 80 to guesthouses. This has been done without any regard to regulations,” said Hanafee, who was appointed Controller General of Immigration on December 23. He stressed the large population of illegal migrant workers in the Maldives and asked for assistance from the public in order to curtail the practice. Hanafee said that 112 migrant workers were deported for violation of immigration regulations and arrest on a myriad of criminal charges including drug abuse and robbery. Maldives Immigration identified 2,734 runaway migrant workers in 2018. Hanafee also announced Maldives Immigration has launched a special operation, Operation Stingray, to curtail the illegal migrant population.

Maldives Defence Minister Mariya Ahmed Didi on January 25 said that India has always been there to help the Maldives and so the nation’s government doesn’t see any reason for military cooperation with any other country, reports Maldives Times. “So far as we are concerned we are very comfortable in having India as our very close friend because they always came to our rescue in 1988 [to thwart an attempted coup] or the tsunami or the recent water crisis,” Ms. Didi said. “Our closest neighbour has been India and they have always been there to help so there is absolutely no need to have any other sort of military cooperation with any country as such,” she asserted. Observing that the Maldives does not want the Indian Ocean to become an area of contestation for great powers, Ms. Didi said, “There is this mutual understanding between us and as we have mentioned before, we are very much bent on keeping the Indian Ocean a safe, protected zone where the bigger powers don’t engage in a way that could perhaps be detrimental to the interests of our nation.” Talking of defence cooperation, Ms Didi welcomed the presence of Indian helicopters that were there for humanitarian assistance especially as the Maldives had a lot of islands and extreme weather in which helicopters were often the only mode of viable transport.

Maldives has begun installing the Coastal Radar Surveillance System (CSRR) donated to the Maldives by the Indian Government, reports Maldives Times on February 4. Chief of Defense Force of Maldives, Major-General Abdulla Shamaal confirmed the installation of the radar system is now in progress. Shamaal, in his interview, said the peace and security of the Indian Ocean was a top priority to the Maldivian administration – something of equal importance to both Maldives and India. He said the radar system was necessary in order to protect the Maldives Exclusive Economic Zone and stop the traffic of narcotics and other contraband.

Maldives National Defence Force (MNDF) on February 7 revealed that the establishment of Coastal Surveillance Radar Systems (CSRS) under Indian aid is ongoing since its inception in 2005, adding that Indian Military personnel will not be monitoring the operations, reports The Edition. The Chief of Defence Force, Major General Abdulla Shamaal stated that the radar systems should have been established earlier. Major General Shamaal noted that, as Maldives is located in a hotbed for illegal activity, the high-level surveillance systems would contribute towards averting such crimes. Addressing assumptions that India may demand that their military personnel should oversee operations of the radars, Vice Chief of Defence Brigadier General Abdul Raheem Abdul Latheef disclosed that Indian military would only be involved in the installation process. “Right now there are three pre-installed operational radars. A total of 10 radars will be installed. Indian military will have no involvement in operating, maintaining or overseeing these radars once they are installed”, Vice Chief of Defence further guaranteed.

The Maldivian Government has extended an invitation to all the Special Procedures of the United Nations Human Rights Council (UNHRC) to visit the Maldives, reports Maldives Times on February 9. In response to a letter by the High Commissioner for Human Rights, Michelle Bachelet, the Minister of Foreign Affairs, Abdulla Shahid said that the Maldivian Government is looking forward to solidifying its cooperation with the Office of the High Commissioner for Human Rights, and all special procedures of the Human Rights Council. Minister Shahid mentioned that the Maldives had already written to the Working Group on Arbitrary Detention (WGAD) and the Working Group on Enforced and Involuntary Disappearances (WGEID) as part of the Government’s 100-day pledges, instigating a new chapter in the relationship between the Maldives and international human rights bodies. Since assuming office on November 17, 2018, the Government of President Ibrahim Mohamed Solih had made human rights a key pillar of the Maldives’ foreign relations engagements. Minister Shahid is due to visit Geneva later this month, to participate at the High-Level Segment of the 40th Session of the Human Rights Council.

Speaking at a press conference on February 21 morning, Controller General Mohamed Ahmed Hussain said that while there is a total of 144,607 expatriate workers in the Maldives, that 63,000 are undocumented.He said that a special programme was launched ‘to minimize the undocumented migrants’ on January 2. ‘Operation Stingray’ is to be carried for a one-year period.Noting that arresting and imprisoning the undocumented workers ‘is not the best solution,’ the controller general said that the public’s cooperation is required to control the issue.He said that expat quotas have been issued in violation of the country’s laws and regulations in the past, and called on all to refrain from doing so. Furthermore, noting that a number of expatriate workers have been deported in the past, the controller general said that 513 were deported in 2018 as they were ‘unfit’ to work in the Maldives while 112 were deported on criminal allegations. While addressing at the opening ceremony of “The National Dialogue on Promoting Peace and Security” organized by National Counter Terrorism Center and UNDP, the president said ideologies that support radical Islam could upset the peace and security of the nation. He further noted that Maldivians have always co-existed peacefully in unity without much difference in opinion over matters. However, different propaganda are at work behind the scenes to bring about disagreements in the society, and negligence in raising children according to Islamic values is causing undue differences within the society, noted the president. While two extremes exist where one group supports terrorism and extremist ideologies, and the other ridicules and blasphemies Islam, the President stressed the importance of maintaining the Maldives' peaceful identity in the international world. The President also noted that several Maldivians are promoting violent extremism and taking part in civil wars of other foreign nations, which negatively affects the country and its economy. He reiterated the importance of seeking a solution to such issues, noting that more than 35% of the country's population accounts for the youth of the nation, and it is the ideologies of the youth that would shape the nation. Noting the urgency of the matter, the president further pointed out that initiatives such as the National Dialogue on Promoting Peace and Security are key to identifying the causes of violent extremism, and the best ways to address them. The President of the Commission on Investigation of Murders and Enforced Disappearances, Husnu al-Suood, on August 8 declared that the commission has discovered the identities of those behind the abduction of journalist Ahmed Rilwan, reports Edition. In a series of tweets posted acknowledging the five-year anniversary of Rilwan's disappearance, Suood stated that the commission "has found the terrorist group responsible for his abduction" with enough evidence to prosecute the perpetrators. Rilwan's whereabouts remain unknown since he was abducted in a red car on August 8, 2014, in reclaimed suburb Hulhumale'.

According to Police, cases pertaining to first designated terrorist of Maldives Mohamed Ameen have been sent to Prosecutor General’s office to press terrorism charges. The Presidential Commission has sought charges against Mohamed Mazeed and Somith Mohamed, the alleged leaders of the al-Qaeda affiliate who were accused of masterminding the murders of lawmaker Dr Afrasheem Ali in October 2012, journalist Ahmed Rilwan in August 2014 and blogger Yameen Rasheed in April 2017. The Commission also asked the Prosecutor General’s office to press perjury and obstruction of justice charges against former Islamic minister Dr Mohamed Shaheem Ali Saeed for the murder Dr Afrasheem Ali.
